    Court grants interim forfeiture order on N1.1bn allegedly diverted from Kano state’s account

    A Federal High Court in Abuja has issued an order for the temporary forfeiture of N1,109,230,000.00 allegedly moved illegally out of the Kano State Federation Account domiciled with the United Bank for Africa (UBA).

    Justice Emeka Nwite issued the order on Tuesday while ruling on an ex parte motion filed by the Independent Corrupt Practices and Other Related Offences Commission (ICPC) and moved by its lawyer, Oluwafunke Bada.

    Justice Nwite was of the view that the request was meritorious and should be granted.

    The judge also ordered that the forfeiture order be published in any national daily for any person interested in the money to appear before the court and show cause why the funds should not be permanently forfeited to the Federal Government.

    Justice Nwite then adjourned the matter till January 21, 2026, for the report of compliance.

    The ICPC stated in an affidavit filed along with the motion, marked: FHC/ABJ/CS/2634/2025, that the N1,109,230,000.00 was currently domiciled in the ICPC Recovery Account.

    The ICPC stated that the money was recovered in the course of investigating a petition numbered: ICPC/P/NC/564/2024 by the ICPC and that the funds were reasonably suspected to have been proceeds of unlawful activities.

    It claimed to have received a petition dated August 19, 2024, from some concerned citizens of Kano State, who alleged that two billion, three hundred million naira (2,300,000,000.00) had been withdrawn from the Kano State Federation Account: 1026282580 domiciled with UBA in cash and used for purposes not related to government business.

    The commission added that in the course of investigation, its operatives discovered that on November 9, 2023, the Accountant-General (AG) of Kano State, Abdulkadir Abdulsalam, authorised the payment of N1.1 billion to two Bureau de Change (BDC) companies.

    It identified the BDC companies as Namu Na Kune Global Resources Ltd and Kazo Nazo Global Concept.

    The commission said it was discovered that Abdulsalam submitted two letters of authority to the Government House of Kano State, signed by the Managing Directors of two oil companies – A. Y. Maikifi Oil & Gas Ltd and Ammas Petroleum Company Ltd – instructing the Kano State Government to make the following payments for the supply of diesel to the state government.

    It said the two letters (which it attached to the motion) “requested from the Kano State Government, payment of N539 million to Kazo Nazo Global Concept and three payments of N570 million, N48 million, and N14.9 million to Namu Na Kune Global Resources.

    “The commission invited Yamta Audu and Ahmad Bello Hamza, the Managing Directors of A. Y. Maikifi Oil & Gas Ltd and Ammas Petroleum Company Ltd., respectively, for inquiries into the said letters of authority and supplies of oil products to the state government.

     “The two managing directors stated to the ICPC that they signed the letters of authority at the request of the Accountant General of Kano State, who informed them that the state government needed their assistance to release funds required to address certain financial needs of the state.

    “In their written statements to the ICPC, the two managing directors stated that the contracts mentioned in both letters of authority do not exist.

    “No supplies of diesel or alum were ever made by their companies to the Kano State Government.

    “Investigation revealed that after A.Y. Maikifi Oiland Gas Ltd and Ammas Petroleum Company Ltd signed the undated letters of authority which were received at the Office of the Commissioner of Water Resources on the 7th of November, 2023, the Kano State Government paid the sum N585,000,000.00 each on the 9th of October, 2023 to Kazo Nazo Global Concept and Namu Na Kune Global Resources Ltd, a total of N1,170,000,000.00.”

    The ICPC claimed that the two managing directors allegedly converted the total sum of N1,170,000,000.00 paid by the Kano State Government into one million U.S. dollars ($1,000,000.00) and handed it to one Ghali Muhammad Dahiru, in cash, for delivery to Abdullahi Ibrahim Rogo, the Director of Protocol of Government House, Kano State.

    It added, “Gali Muhammad Dahiru handed over the said $1,000,000.00 cash to Abdullahi Ibrahim Rogo as directed by Nasiru Adamu at the Kano State Liaison Office in Asokoro, Abuja.

    “Abdullahi Ibrahim Rogo admitted collecting the money in his statement to the ICPC dated 9th of September, 2025.”

    The ICPC said it was able to recover from the two companies a total of N1,109,230,000.00 out of the N1,170,000,000.00 allegedly moved illegally from the Kano State Federation Account.

    It said the N1,109,230,000.00 was paid in two instalments, each of N570,000,000 and N539,230,000 on February 27 and March 21.

    The National Vice Chairman of the All Progressive Congress (APC), South South, Hon. Victor Giadom, on Tuesday, advised Governor Siminalayi Fubara of Rivers to go through the Minister of the Federal Capital Territory (FCT), Nyesom Wike, to win anything in the state.

    Giadom said this during Wike’s ‘thank you’ visit to the people of Gokana Local Government Area of Rivers.

    Describing Wike as a “dependable leader” in Rivers politics, Giadom assured the minister that there would be no political force in Gokana other than Wike.

    “I guarantee, on behalf of my brothers, that the Gokana people are for Wike and Tinubu, and nobody will challenge Wike’s influence in Gokana.

    “Gokana is a ‘no-go area’ for anybody, even the Gov. Fubara. For him to win anything in Gokana, he must pass through Wike,” he said.

    Also, Sen. Magnus Abe, a former Senator who represented Rivers South East at the Senate, said that the people of Gokana have already chosen their friends – Wike and Tinubu.

    “Wike is a leader that unites, and that is why we are united. If you follow Wike, you will not go home empty-handed.

    “The Ogoni people are with you, and we will not go home empty-handed. Please tell Tinubu not to bother coming to Gokana to campaign. We are for him,” he said.

    On his part, the Deputy Speaker, Rivers Assembly, Dumle Maol, assured Wike that the people of Gokana would be with him every step of the way.

    “Anywhere you go, we will go,” he said.

    Earlier, the Chairman of Gokana Local Council, Mr Confidence Deko, pledged total support to the minister, saying, “Wherever you go, we will go.”

    “This local government is for you because of what you have done for us. Please tell Tinubu that the people of Bokana are appreciative of him.

    “The time for payback is near, and we will do the needful,” he said.

    Responding, Wike explained that the visit was to say thank you to the Gokana people for their good deeds and support over the years.

    He commended the people for the display of unity of purpose for Tinubu, saying, “When you are united, good things will come.”

    He asked the people to be patient and listen to their leaders for direction on where to go when the time comes.

    The minister promised to continue to work with the people, adding that APC and the Peoples Democratic Party (PDP) in Rivers were working under the umbrella of Tinubu’s Renewed Hope Agenda.

    Wike said, “That is why you see PDP and APC members here.”

    President Bola Ahmed Tinubu has paid a glowing tribute to Uba Sani, Governor of Kaduna State, as he marks his 55th birthday on December 31, praising his life of sacrifice, principled leadership, and inclusive approach to governance.

    In a statement issued on Tuesday, President Tinubu described Governor Sani as “my younger brother and friend in the struggle for democracy in Nigeria,” whose political journey was shaped by conviction rather than personal gain.

    “The life, struggles, and triumphs of Governor Sani glisten with golden lessons, especially for our younger ones. As a young man, he identified a noble purpose for his life: the quest for a free and egalitarian society,” the President said.

    Recalling the years of military rule, Tinubu noted that Sani belonged to a rare generation of leaders whose entry into public office was preceded by sacrifice and courage.

    “As a young student leader and later a pro-democracy activist during the dark days of military rule, he stood firmly on the side of justice, freedom, and national unity,” Tinubu said, adding that “at a time when fear was widespread and silence tempting, he—like a few of us—chose the more challenging path of conviction.”

    The President said that the history of struggle had not been abandoned in power but had instead “matured into statesmanship, guiding his conduct in office with humility, empathy, and resolve.”

    Tinubu also highlighted Sani’s record in the 9th National Assembly, describing him as a reformist lawmaker with a deep understanding of Nigeria’s future.

    “His legislative contributions, particularly the Banks and Other Financial Institutions Act (BOFIA) 2020, demonstrated foresight. That legislation strengthened financial stability, embraced innovation, laid a solid foundation for fintech growth, and expanded access to credit for businesses and entrepreneurs,” the President said.

    Since assuming office on May 29, 2023, Tinubu said Sani had brought “a refreshing tone to governance in Kaduna State,” proving himself to be “not just a man of conviction, but also a man of compassion.”

    He praised the governor’s inclusive governance model, saying it had helped to unite the people of the state and heal long-standing ethnic and religious divisions.

    “Through Governor Sani’s deliberate inclusive governance model, he has united the people, healed ethnic and religious divisions, and restored trust across communities,” Tinubu said.

    The President pointed to improved security in Birnin Gwari, once ravaged by banditry.

    “Birnin Gwari, which was once desolate due to banditry, has gotten its groove back, with farmers returning to their farms and agricultural commerce booming,” he noted.

    According to Tinubu, the gains were driven by Sani’s engagement of traditional rulers, religious leaders, and local communities as partners in peace, which had deepened security and fostered sustainable development.

    Tinubu further described Sani as a trusted ally of the Federal Government and a committed member of the All Progressives Congress, noting his active support for the Renewed Hope Agenda.

    “Governor Uba Sani has also been a trusted and reliable ally of this administration,” the President said, adding that his commitment reaffirmed “his belief that democracy must deliver tangible benefits to the people.”

    As the governor marks his birthday, Tinubu said he was proud of Sani’s journey “from pro-democracy activist to a key participant in the collective effort to consolidate democratic gains and good governance.”

    Nigerian broadcaster and media strategist Janine Anthony has joined Snap Inc. as a consultant to lead the company’s Creator Partnerships and Content Strategy in Africa.

    Anthony announced the development in a LinkedIn post, saying the new role builds on her experience scaling creator and content ecosystems during her time as Partnerships Lead for Sub-Saharan Africa at TikTok.

    She noted that the appointment will involve supporting Snapchat’s strategic investment in Africa and strengthening opportunities for creators across the region.

    The move marks another step in Anthony’s career, which spans sports broadcasting, digital media, and creator economy development.

    She first gained wider recognition for her work promoting African women’s football, including founding LadiesMarch, a pan-African digital network focused on the sport, and producing the FIFA+ documentary series All Roads Lead Down Under ahead of the 2023 Women’s World Cup.

    In 2019, Anthony became the first African woman to lead football commentary at the Africa Cup of Nations in Egypt while working with the BBC.

    Speaking on Tuesday as Special Guest of Honour at the Eneka Day Celebration in Port Harcourt, the governor warned against attempts to divide the people, stressing that unity remains the strongest foundation for progress and development.

    “For me, today is very important because at the crossroads of our state, what matters most is unity that will attract progress,” Fubara said. “Seeing your theme, ‘Unifying our strength for progress,’ shows that the Eneka people understand that development can only come when there is unity.”

    He urged the community to remain steadfast and united despite possible efforts to cause disorganisation, noting that a united people speak with a stronger voice and are better positioned to engage government effectively.

    “When you stand as one, you cannot be broken. Standing together is when the government listens to you and responds to your calls,” he added.

    The Minister of Works, Senator David Umahi, has expressed deep condolences to Anthony Joshua over the recent accident involving his vehicle along the Lagos-Ibadan Expressway, resulting in the death of two persons.

    He also described the fire incident at the Balogun market, which claimed many lives and destroyed property, as devastating and called on the victims to bear the loss with equanimity.

    Senator Umahi, while expressing his condolences to the families of the deceased, attributed the accident to illegal parking of trucks along the Federal highway, expressing his ministry’s resolve to ensure strict compliance with the earlier directive that no vehicles, especially trucks, will be allowed to park on the highway.

    Umahi disclosed that a special task force will be formed in February 2026, involving officers of the Ministry with security agencies, to ensure there is no illegal parking of trucks on the highway.

    He consoled with families who lost their loved ones and expressed optimism that the Federal Government and Lagos state government would come to their aid and ensure restoration.

    No shift in 2026 recapitalization deadline, NAICOM insists

    The National Insurance Commission (NAICOM) has ruled out any possibility of extending the recapitalisation deadline for operators in the Nigerian insurance industry.

    The insurance regulator is insisting that the timeline is rooted in law and cannot be shifted without a fresh legislative process.

    The Deputy Commissioner for Insurance (Technical), Dr. Usman Jankara, who represented the Commissioner for Insurance and Chief Executive of NAICOM, Mr. Olusegun Omosehin, disclosed this during a seminar for journalists on the NIIRA 2025 framework on Tuesday in Abuja.

    According to Dr. Jankara, the deadline is a statutory provision and not an administrative target that can be adjusted at will.

    He stated that any attempt to alter the date would require going back to the National Assembly, securing an amendment to the Act, and obtaining presidential assent.

    He said, “NAICOM does not intend to pursue extension. The deadline date is 30 July 2026.”

    He explained that the Commission is confident that serious industry players will meet the statutory capital thresholds within the stipulated timeframe, adding that NAICOM expects a stronger, better-governed, and more financially robust insurance sector after the recapitalisation exercise is concluded.

    The minimum capital requirement now stands at N15 billion for non-life insurers, N10 billion for life insurance companies, and N35 billion for reinsurance firms. Dr. Jankara described these figures as the basic operating benchmarks that every insurance entity must meet to operate in the market.

    He noted that the new capital regime became necessary because inflation and the sharp depreciation of the naira had weakened the real value of the previous capital thresholds.

    Jankara recalled that the capital bases of N2 billion to N5 billion that appeared substantial during the last recapitalisation exercise are now comparatively insignificant in dollar terms. He explained that the new capital programme is aimed at strengthening market stability, phasing out weak and marginal operators, encouraging mergers where necessary, and improving the ability of insurers to meet policyholder obligations. “What we are going to see after this exercise is stronger, better-capitalised and more reliable insurers,” he said.

    Providing an update on implementation, Dr. Jankara stated that the recapitalisation programme is already in full motion. An in-house recapitalisation committee has been set up within the Commission, guidelines on the new capital requirements have been issued, and companies are required to submit recapitalisation plans to NAICOM. He added that operators are also expected to provide monthly updates on the progress of these plans.

    He explained that the current stage of the exercise is verification of claims by companies that assert they have met the new capital thresholds.

    To ensure credibility and transparency, NAICOM has engaged the Big Four global auditing firms — KPMG, Deloitte, EY, and PwC — to serve as external verifiers.

    These firms are visiting companies, reviewing assets and investments, and authenticating capital positions, after which NAICOM carries out a secondary validation of their reports.

    He stressed that, as of now, no company has been officially confirmed compliant. “Whether you are big or small, every operator must pass through the same compliance scanner,” he said.

    Dr. Jankara also spoke extensively on the Insurance Policyholders Protection Fund (IPPF), which he described as a safety net created to protect policyholders in the event of the insolvency of an insurance company.

    He said the fund operates in a similar manner to the Nigeria Deposit Insurance Corporation (NDIC) in the banking sector, but with broader coverage, because it can intervene even when a company is still operating but in financial distress — thereby performing a dual function comparable to both NDIC and AMCON.

    Jankara explained that any financial support granted to troubled insurers from the fund will be treated as a loan that must be repaid, while claims settled through the fund may be recovered from the liquidation proceeds of failed companies. “The fund is self-funding, has a governance committee, and has a sustainability mechanism,” he said.

    On funding, he stated that insurance companies will contribute 0.25 per cent of their gross premium income annually to the fund, and contributions will accumulate over time.

    Once the fund reaches 25 per cent of the industry’s gross premium, further contributions will be suspended until growth in industry premium resumes. He added that, where insolvency pressures exceed available funds, NAICOM is empowered to request additional contributions from insurers.

    He stressed that the fund belongs to the industry and is not a NAICOM-controlled pool, noting that NAICOM is only a member of the management committee.

    According to him, operators have largely accepted the levy because of its stabilising role and its capacity to restore confidence among policyholders.

    He said the introduction of the fund is expected to address long-standing public mistrust arising from past instances where failed companies could not meet their obligations, thereby damaging the image of the sector.

    “This mechanism will improve trust in insurance participation and give Nigerians greater assurance that their interests will be protected,” he stated.

    On claims settlement obligations under NIIRA, Dr. Jankara explained that Section 210 of the Act provides clear penalties for failure or undue delay in the payment of legitimate claims.

    These include fines payable to the regulator and the application of compound interest on delayed claims, calculated monthly at prevailing bank rates, on the outstanding amount due to policyholders.

    He said this provision is designed to discourage unnecessary delays and to compel operators to treat claims settlement as a core responsibility.

    The NAICOM executive also addressed the new sanctions regime for regulatory infractions, noting that the former Insurance Act prescribed fixed penalties that did not reflect the magnitude or financial gains associated with certain breaches.

    The NIIRA framework, he said, introduces a more flexible and proportionate system that allows NAICOM to impose sanctions based on the severity of an infraction.

    He explained that the Commission now applies the principle of disgorgement, which ensures that any financial benefit obtained through non-compliance is fully recovered, in addition to the imposition of further penalties to deter recurrence.

    Jankara added that penalties affecting members of the public are expressly stated in the law, while those relating to regulated entities are determined in line with risk exposure and the gravity of the offence.

    The Deputy Commissioner for Insurance expressed confidence that the recapitalisation drive and the protection mechanisms under NIIRA will collectively produce a stronger insurance sector that is better positioned to meet obligations, expand coverage and rebuild public trust in the Nigerian insurance industry.

    He made the assertion on Tuesday in Ado-Ekiti during the distribution of food items and Christmas gifts worth several million naira to more than 5,000 beneficiaries drawn from the state’s 16 local government areas.

    According to him, the impressive performances of President Tinubu and Governor Oyebanji would translate into massive electoral support for the ruling party, as the people are prepared to reward the APC at the polls.

    Akinyemi added that the widespread support currently enjoyed by APC-led governments at both the federal and state levels reflects the dividends of good governance and responsible leadership.

    “For the first time in a long while, people across the state are speaking with one voice about governance. Workers are paid, senior citizens receive their pensions, and there are visible initiatives that touch the lives of the people. With this level of performance, landslide victories are inevitable,” he said.

    Akinyemi explained that the annual Christmas outreach, which has been sustained for about four years, was designed to support vulnerable members of society and to complement the efforts of the Oyebanji administration in easing the economic burden on households, particularly the elderly, women, and less-privileged families.

    He dismissed speculations that the humanitarian gesture was driven by personal political ambition, stressing that the foundation’s activities are purely philanthropic and aimed at supporting good governance.

    While receiving Akinyemi and his supporters into the party, Chairman of the Ekiti State APC, Barr. Sola Eleshin described him as a patriotic citizen whose commitment to the welfare of the people aligns with the values of the APC.

    Eleshin said that Akinyemi’s decision to formally align with the party would further strengthen the APC’s grassroots support, expressing confidence that the party would continue to enjoy overwhelming acceptance among the people of Ekiti State.

    He insisted that the region’s interests are better secured through strategy, unity, and constructive engagement rather than sentiments.

    Umahi made the assertion at his country home in Uburu, Ohaozara Local Government Area of Ebonyi State, while receiving various political, religious, and community groups who paid him a Christmas homage.

    Addressing the gathering, the former Ebonyi State governor said the Southeast has no reason to deceive itself about its political choices, stressing that President Tinubu has demonstrated commitment to the development of the region through major infrastructure projects.

    “You ask me what the President has done for the Southeast, and I will tell you what he has done for the Southeast,” Umahi said.

    Enumerating various ongoing federal projects as evidence of inclusion of the region, Umahi declared, “We are talking about real projects, not social media sentiments.”

    He listed the Second Niger Bridge, the Enugu–Onitsha (Nnewi) Road, the Owerri–Aba Road, and other major highways across the region as tangible achievements of the Tinubu administration, describing them as the “real Biafra” the people should focus on.

    “The road to Onitsha is Biafra. The Second Niger Bridge is Biafra. These are the Biafra we are looking for — not the Biafra of sentiments or social media,” he said.

    Umahi emphasised that Nigeria is built on a tripod and warned against any action that would weaken one leg of the nation.

    He noted that the Southeast has been marginalized historically but argued that such marginalization can only be addressed through wisdom, political strategy, and national engagement.

    “We can never win by sentiment. We can never win by hate. We can only win by strategy. When it is our turn to become President, we must be wise enough to position ourselves.”

    The minister called on Southeast people across the country to obey the laws and cultures of their host communities, urging them to remain humble, courageous, and law-abiding wherever they reside.

    “Nigeria belongs to all of us. Nobody should intimidate us, but we must also respect the culture and laws of wherever we find ourselves,” he added.

    Umahi assured his visitors that the Southeast is now more included at the federal level and urged the region to reciprocate the current administration’s gestures with massive electoral support.

    “Our votes will not be wasted on sentiments again. The Southeast will be strategic, and the Southeast will vote massively for President Tinubu,” he declared.
