    Nigeria’s position at G20 driven by national priorities – Tuggar

    The Minister of Foreign Affairs, Ambassador Yusuf Maitama Tuggar, on Monday said that Nigeria’s position at the G20 Summit in South Africa was driven by its national priorities and its vision for a fairer global economic order.

     Tuggar disclosed this in a statement issued by his media aide, Alkasim Abdulkadir.

    President Tinubu, in his message to the summit, called on world leaders to place debt sustainability and responsible mineral governance at the centre of global discussions, insisting that these issues are essential to building a global economy that “uplifts rather than excludes.”

    Tinubu, who was represented by the Vice President, Senator Kashim Shettima, stressed that sustainable development cannot be achieved if nations remain trapped in cycles of debt distress or if mineral exploitation continues to replicate historical patterns of inequality.

    The Nigerian delegation reaffirmed that Africa must no longer be viewed as a mere supplier of raw materials, but as a continent positioned for value addition, industrial transformation, and innovation.

    This shift, they argued, is key to achieving shared prosperity and breaking long-standing structural barriers across the continent.

    Addressing the summit’s theme  “A fair and Just Future for All: Critical Minerals, Decent Work, Artificial Intelligence” Vice President Shettima highlighted Nigeria’s investments in technology, skills development, and youth empowerment under the Renewed Hope AgendaHe stressed that as global transitions accelerate, they must remain human-centred: “Decent work is the anchor that makes these transitions fair, inclusive and sustainable,” he said.

    Tuggar further stated that Nigeria also urged G20 leaders to support a global framework of fairness in the extraction and trade of critical minerals, insisting that resource-rich African communities must benefit from the industries built around their land.

    President Tinubu’s message made clear that these minerals should drive Africa’s industrialization and development rather than entrench historical inequities.

    He also congratulated President Cyril Ramaphosa and the Government of South Africa for the historic hosting of the first-ever G20 Summit on African soil, describing it as a landmark moment that affirms Africa’s rightful place in global governance.

    Africa risks new era of data colonialism, Olorunyomi warns at CJID media conference

    Chief Executive Officer of the Centre for Journalism Innovation and Development (CJID), Dapo Olorunyomi, on Monday, warned that Africa is drifting toward a dangerous new form of exploitation – data colonialism, unless governments, regional blocs, and civic institutions urgently rethink how democracy, development, and digital governance are pursued in the coming decade.

    Speaking at the opening of the third edition of the Media Development Conference (MDC-03), Olorunyomi said the continent is at a “historic crossroads,” where its democratic fragility, economic vulnerabilities, and the rapid expansion of global tech power threaten to reshape its destiny if left unmanaged.

    The event, held at the Abuja Continental Hotel, drew more than 300 delegates from across the ECOWAS sub-region, Central Africa, Namibia, and South Africa, making it one of the largest media-development gatherings on the continent.

    Olorunyomi’s central warning reverberated through the hall: after the extraction of land, labour, and minerals, Africa now stands at risk of having its data – the behavioural and digital footprints of its citizens – exploited by foreign technology giants.

    He described the trend as a “civilisational threat,” marked by intrusive surveillance systems, weak data protection laws, foreign-controlled platforms, and algorithms that discriminate against African users.

    “A continent historically subjected to extraction cannot afford a new era in which its data becomes the next frontier of exploitation,” he cautioned.

    The next decade, he argued, will determine whether Africa becomes an architect of its digital future, or remains “a passive recipient of other people’s technologies and decisions.”

    The CJID boss painted a stark picture of a region facing rising civic anxiety, shrinking civic spaces, coups, constitutional manipulations, and plummeting trust in public institutions.

    “Democratic reversals – once a matter of doubt – now demand new forms of regional response,” he said.

    For him, democracy must be rebuilt on transparency, participation, civic empowerment, and institutions that “listen and learn.”

    He stressed that elections alone do not constitute democracy, insisting that Africa must rebuild trust and strengthen regional bodies charged with protecting constitutional order.

    Olorunyomi expressed grave concern over the state of independent media on the continent, saying it is “under unprecedented strain.”

    With declining advertising revenue, diminishing donor support, and escalating censorship – both traditional and digital – he said that African journalism is struggling to survive even as the demand for trustworthy information grows.

    “The media is not a luxury – it is the oxygen of democracy,” he said.

    He listed urgent reforms, including sustainable business models, public-interest funding, AI-supported fact-checking, digital safety training, and civic literacy programmes.

    “These are the issues this conference will interrogate in the next three days,” he added.

    Olorunyomi pointed to countries such as India, South Korea, Singapore, Indonesia, Brazil, and Chile, noting that they offer clear models for Africa on data governance, digital identity systems, online rights, and transparency reforms.

    He urged African governments to invest in sovereign data infrastructures, ethically governed digital ecosystems, and regional regulatory frameworks that protect citizens without stifling innovation.

    Reaffirming CJID’s focus on young people, he spotlighted the Campus Reporter programme, active in 34 Nigerian universities and set for expansion into 13 countries next year.

    Africa’s youth, he said, are already shaping the continent’s future through fintech, agritech, health tech, and civic tech.

    “But they need policy protection, regulatory clarity, and access to regional markets to scale their innovations,” he noted.

    Olorunyomi ended on a hopeful but urgent note, saying the next decade presents Africa with a rare opportunity to define its place in the world – if leaders act with vision.

    “We possess the knowledge, the talent, and the demographic strength,” he said.

    “If we act with courage and govern with humility, Africa will not simply take part in shaping the next decade – it will help define it.”

    Deputy Speaker of the House of Representatives, Benjamin Kalu, said on Monday that Nigerians are looking to the National Assembly for holistic constitutional reforms that will bring governance closer to the people and strengthen local internal security.

    Speaking at the 2nd Joint Retreat of the House and Senate Committees on Constitution Review in Abuja, Kalu described the gathering as a defining chapter in the nation’s collective effort to deliver a Constitution that truly serves the people, deepens democracy, and reinforces Nigeria’s foundations.

    He said the ongoing constitution amendment process must incorporate the creation of state police, empower citizens through credible elections, ensure fiscal federalism and equitable resource distribution, protect the rights and dignity of all Nigerians—regardless of gender, ethnicity, or religion—and guarantee full local government autonomy to ensure development reaches every community.

    Kalu noted that the constitution review exercise has recorded significant progress, explaining that three earlier committee retreats were focused on capacity building, technical refinement, and thematic deliberations on key constitutional issues.

    “Six zonal public hearings were conducted across all geopolitical zones, during which we received submissions from thousands of Nigerian citizens, traditional rulers, state executives, political parties, civil society organizations, women’s groups, youth leaders, professional bodies, and the security community.

    “Targeted consultations with critical stakeholders, including the Nigeria Governors’ Forum and the Conference of Speakers of State Legislatures, because true federalism thrives on intergovernmental cooperation, not rivalry. Leaders of all registered political parties, because constitutional amendments must reflect collective consensus above partisanship.

    “Traditional institutions, because cultural legitimacy reinforces constitutional stability. The national security and intelligence community, strengthen Nigeria’s unity and sovereignty to ensure reforms in civil society, women’s groups, and professional organizations, to capture the voices of those who live the realities of governance daily.

    “The consensus from these extensive engagements is unmistakable: Nigerians yearn for a Constitution that empowers local governments, ensures credible elections, strengthens fiscal federalism, guarantees gender inclusion, and enhances accountability across all tiers of government.

    “Most recently, our deliberations at the Lagos Retreat in October 2025 produced a critical consensus on priority reform areas. That retreat was a defining moment; it brought together the finest minds from both chambers, and we left Lagos with a shared understanding of the constitutional amendments that enjoy the broadest public support and political feasibility.

    “I cannot overemphasize the importance of state-level ownership in this constitutional review process. As we all know, Section 9 of the 1999 Constitution (as amended) requires that any alteration to the constitution must be approved by at least two-thirds of the Houses of Assembly of the Federation.

    “This means that no matter how brilliant, how necessary, or how popular our amendments may be, they will not become law without the support of at least 24 out of36 State Assemblies. State domestication is, therefore, the constitutional gateway through which every amendment must pass.

    “The success or failure of this constitutional review will ultimately be determined not here in Abuja, but in the 36 State Assemblies across the federation. You are the gatekeepers of constitutional reform, and history will judge us all by the actions we take in the coming weeks.

    “Let me be clear: this is the final retreat before the historic voting on the constitution alteration bills. After today, we move from deliberation to decision. We move from consultation to legislative action. We move from debate to delivery. History is watching us.

    “The entire nation, over 200 million Nigerians, anticipates direction from this Assembly. Our people yearn for reforms that devolve power and bring governance closer to the grassroots, localize internal security through innovative approaches, like state police, empower their voices through credible elections, ensure fiscal federalism and equitable resource distribution, protect the rights and dignity of every citizen, regardless of gender, ethnicity, or religion, guarantee local government autonomy so that development reaches the last community.

    “The amendments we agree upon today will shape Nigeria’s democracy for generations to come. Permit me also to inform this distinguished gathering that, in keeping with our commitment to intergovernmental partnership, all Governors of the Federation will be formally briefed on Wednesday, 26th November 2025.

    “The Constitution we seek to refine is the soul of our Republic, the expression of our common destiny, the framework upon which the hopes and dreams of every Nigerian rest. Let the work we do here in Abuja reflect our shared commitment to a Nigeria that works for all.

    “Let this retreat produce a clear, achievable roadmap; one that strengthens local governance, enhances gender balance, ensures credible elections, and secures our federation against future instability.     “To the Speakers of State Assemblies, we count on your partnership. Go back to your states as ambassadors of reform, as champions of the people’s will, as guarantors that these amendments will receive the support they deserve.

    “To the Governors whom we will brief on Wednesday, be assured that this is not an attempt to undermine executive authority; it is an effort to strengthen federalism, improve governance, and deliver the democracy Nigerians deserve.

    Lagos Assembly commences review of Auditor General’s report on MDAs

    The Lagos State House of Assembly Public Accounts Committee (Lagos State) on Monday began considering the Auditor General’s Report for Lagos State Government Ministries, Departments, and Agencies for the year 2024.

    Addressing the media on the exercise at the Lateef Jakande Complex in the Assembly as the exercise was being declared open, the Chairman of the Committee, Hon. Kehinde Olaide Joseph, stated that the oversight function of the Legislative Arm of Government is crucial in ensuring that government agencies, programs, and activities are achieving expected results, representing good value for money, and complying with applicable policies, laws, regulations, and ethical standards.

    Hon. Joseph noted that as stipulated in Sections 125 and 129 of the 1999 Constitution of the Federal Republic of Nigeria (as amended), the Public Accounts Committee is empowered to review, monitor, and supervise government agencies, programs, and activities.

    “Furthermore, Section 125(2) and Section 129(1) (c) of the 1999 Constitution (as amended) grant the Committee the authority to summon any person in Nigeria to give evidence, produce documents, and examine them as witnesses. We are committed to ensuring transparency, accountability, and probity in the management of public funds and resources.

    “Hence, in consonance with the need for improved efficiency and best practices in the pursuit of its statutory objectives, the Public Accounts Committee (State) of the Lagos State House of Assembly is set to commence deliberations on the audited report of the State Auditor-General for the year 2024.

    “As we proceed with this exercise, we will be inviting heads of indicted MDAs to clarify issues raised in the Auditor General’s Report, and we expect full cooperation and transparency from all parties involved. This exercise is not a witch-hunt but rather an opportunity to identify areas of weakness and strengthen our systems to prevent future occurrences. We are committed to creating a culture of accountability, transparency, and good governance, where our citizens can trust that their taxes are being utilized effectively and efficiently.

    “Furthermore, we will be examining capital expenditure to ensure alignment with budgetary allocations, reviewing financial records to identify areas of improvement, and assessing project management systems to guarantee that our state is moving forward in a direction that benefits all Lagosians. We will also be focusing on fixed asset registers to prevent mismanagement and loss, as well as checking abandoned projects to maximize public investment and ensure that our state gets value for its money,” he said.

    The lawmaker added that the exercise is a critical component of the administration’s efforts to deepen transparency and accountability in governance.

    “We recognize that public expectations are high, and we are committed to meeting those expectations. I urge all stakeholders to join us in this endeavour, as together, we can build a better Lagos State for all. A state that is prosperous, inclusive, and sustainable, where every citizen has access to quality education, healthcare, and infrastructure.

    “I would like to express my profound gratitude to the Speaker of the Assembly, Hon (Dr) Mudashiru Ajayi Obasa, for his visionary leadership and unwavering support in empowering our committee to carry out this critical task. His guidance and direction have been instrumental in ensuring that we remain focused on our mandate to hold our MDAs accountable and ensure that public funds are utilized effectively, efficiently, and economically.

    We’re deliberate in harnessing technology to combat national security threats – CDI

    The Chief of Defence Intelligence (CDI), Lt.-General Emmanuel Undiandeye, said the Defence Intelligence Agency (DIA) is intentional in its efforts to harness the capabilities of technology and human intelligence resources for the attainment of national security objectives.

    Gen. Undiandeye said at the 2025 Chief of Defence Intelligence Annual Conference, in Abuja, on Monday.

    The conference with the theme, “Multi-source Intelligence Innovation in a Challenging National Security Ecosystem”, was attended by senior defence intelligence officers, Nigeria’s Defence Attaches/Advisers in various countries, regional directors, and state coordinators. 

    Gen. Undiandeye noted that Nigeria’s contemporary security environment remains dynamic and complex, with insurgency, terrorism, banditry, and organised crimes persisting across various theatres. 

    The CDI added that while security services continue to demonstrate courage, professionalism, and resilience, the modern security landscape requires a multi-dimensional and multi-agency approach to intelligence collection, analysis, and dissemination. 

    He said this underscores the need to deepen our understanding and integration of multiple intelligence sources – human, signal, open source, imagery, and data – to enhance institutional awareness and enable leadership decision-making.

    “Therefore, multi-source intelligence lies at the heart of our ability to anticipate, dictate, and neutralise emerging threats, integrating information from diverse domains: military, democratic, economic, technological, and socio-political, which enhances our capacity to generate actionable intelligence. 

    “By leveraging innovations in data analytics, artificial intelligence, and interagency information sharing, we can achieve a unified national intelligence framework capable of supporting good strategies and operational level decision-making.”

    According to the CDI, in line with this vision, the DIA has commenced several initiatives aimed at monitoring the intelligence landscape, which include: digitisation of the intelligence processes, enhancement of the special and cyber intelligence capabilities, and the establishment of specialised tax groups to foster collaboration with other intelligence and law enforcement agencies. 

    These reforms, according to him, are designed to ensure the intelligence production remains timely, relevant, and comprehensive in addressing the demands of our national security. 

    Gen. Undiandeye said the integration of artificial intelligence, machine learning, and data analytics into intelligence work are proven to be a transformative force globally, as the volume of information generated daily across digital and digital domains far exceeds the capacity of manual analysis, hence the DIA is committed to embedding such technologies across its operations to achieve decisive advantage in both peace and comfort.

    He said, “Furthermore, the Agency continues to promote interagency synergy and regional cooperation, recognising that national security cannot be achieved in isolation, Our defence advances and attaches play a vital role in advancing intelligence diplomacy and fostering partnerships with allied nations through active measures, intelligence exchanges, and joint training, which can strengthen Nigeria’s strategic posture and contribute to regional stability. 

    “The threats confronting Nigeria and the wider sub-region are not limited to traditional warfare. Transnational organised crime cyber threats, misinformation, and other security challenges that demand a holistic approach abound. 

    “This is why our commitment to multi-source intelligence innovations extends beyond technology that encompasses human capacity development, institutional reforms, and the cultivation of trust among stakeholders. And this is why the Defence Intelligence Agency is investing heavily in the training and the training of each personnel to enhance analytical proficiency and ethical standards.”

    The CDI said the DIA had commenced the use of Defence Intelligence Agency Technology Centre (DIATC), established last year, noting that the centre is responsible for conducting operations, utilising the latest working-age technologies and innovations. 

    “It will focus on five key areas to include cyber security, artificial intelligence, robotics, machine learning, and data analytics, all of which are evolving new technologies,” he said. 

    Gen. Undiandeye said the conference offers an opportunity to examine the evolving nature of threats confronting the country, review operational experiences and strengthen cooperation between the DIA, defence advisors, counterparts across national and international security institutions, and the people.

    He added that the gathering also provides an avenue to harness the collective expertise of participants who are developing sustainable strategies to save Nigeria’s national interests. 

    The CDI noted that the conference was an annual forecast of events, which afforded the agency the opportunity to evaluate the activities of our defence sections as well as regional and state services.

    Deputy President of the Senate and Chairman of the National Assembly Joint Committee on Constitution Review, Senator Barau Jibrin, has urged federal and state lawmakers to remain steadfast as the constitution amendment process enters its decisive stage.

    Speaking on Monday at the joint meeting of the Senate and House of Representatives Committees on Constitution Review with the Conference of Speakers of State Legislatures in Abuja, Barau said the engagement was aimed at firming up positions earlier agreed upon and ensuring full collaboration with state assemblies before transmitting approved bills.

    The meeting, held at the Abuja Continental Hotel, brought together members of the National Assembly, state assembly speakers and consultants working on the ongoing review of the 1999 Constitution.

    Barau recalled the committee’s previous meeting in Lagos, where members debated the amendment bills and agreed to reconvene for further consultations.

    He commended lawmakers for their “commitment and dedication” to what he described as one of the most important legislative assignments before the 10th National Assembly.

    He noted that the Abuja meeting was not designed for fresh debates except where there was a substantive motion to revisit an already concluded matter.

    Instead, he said, members were expected to adopt agreed positions and receive reports from sub-committees working on specific areas, including state and local government creation.

    Barau said the presence of Speakers of State Houses of Assembly was crucial, describing them as “critical and strategic partners” whose concurrence is required under Section 9 of the Constitution before any amendment can become law.

    “This meeting offers the state assemblies the opportunity to be fully brought on board on the issues we have sieved after public hearings and consultations across the country,” he said.

    “Their observations and inputs are important as we prepare our final report to the plenary.”

    The Deputy President of the Senate urged all stakeholders to remain committed to ensuring that the amendment bills are transmitted to the state assemblies before the end of the year.

    He added, “We are in the last lap of this assignment. Nigerians are looking up to us, and we must fulfil our purpose by ensuring that the constitution amendment bills get to the state houses of assembly this year.”

    Barau thanked committee members, state speakers and consultants for their efforts and wished them successful deliberations.
