Amuwo-Odofin Rep member not our candidate, LP tells court

The National Publicity Secretary of the Labour Party, Mr Abayomi Arabambi has testified before the Election Petition Tribunal sitting in Ikeja Lagos that the Amuwo-Odofin House of Representatives member Mr Olawande George was never a candidate of the party for the February 25th election.

The Labour Party Publicity Secretary, who appeared before Tribunal recently, said he was invited by the court to testify before the three-man panel in a petition filed by the All Progressive Congress (APC) candidate for Amuwo-Odofin Federal Constituency election, Prince Lanrewaju Sanusi, challenging the victory of Mr Olawande George at the poll.

In a petition number EPT/LAG/HE/16/2023 filed before the first Panel led by Justice A. B. Abdullahi, Hon. Sanusi popularly called PLS is asking the Tribunal to declare him the winner of that election on the ground that the Labour Party candidate declared by INEC did not win the election and his candidacy is still in contention.

Speaking with journalists outside the court after giving evidence to validate his position that Olawande George’s name was fraudulently included in the list of the candidates submitted before proceeding on appeal, Arabanbi said: “I came to the court because I was subpoena to appear before the court to give some facts about some judgement affecting the Labour Party and to tender some other documents.

“I was invited by the court as the sole deponent for Labour Party in 24 states prior to the 2023 general elections. I was the one who was in charge of the primary elections for House of Assembly, House of Representatives and the Senate in those 24 states, so, it is in that capacity that the Tribunal has invited me to come and give evidence on certain infractions.

“Let me first make it clear that I am not a member of the APC and I am not in court to represent APC, however, I am here to protect my image as the sole deponent.”

He narrated how 15 names earlier submitted later became 27 miraculously.

“There are some names that were not in the list of our candidates in the 24 states where I conducted primaries but were included by the former national chairman of the party in the person of Julius Abure, especially in Lagos State.

“It is true we went to court to get a judgement to compel the Independent National Electoral Commission (INEC) to upload the names of all our candidates across the 24 states on its portal.

“It was later that I got to know that Abure in collaboration with our Presidential candidate, Mr Peter Obi had imputed some names when the case got to the Appeal Court.

“When Abure wrote to INEC to obey the judgment of the court in uploading the names of our candidates, it was then 15 names now turned to 27 names. Not only that 15 names changed to 27 names, but they were also changing candidates from constituency to constituency. You will see somebody’s name in Kosofe and later in Amuwo-Odofin, the same person will also appear in Oshodi/Isolo.

”It was as a result of this that I then wrote a petition to the Inspector General of Police and the President of the Court of Appeal that there are infractions in the names given to INEC contrary to the Court of Appeal’s judgement.

”Consequently upon which I have to come and testify before the Tribunal those candidates that were not sponsored by Labour Party which include Olawande George. I have tendered all the necessary documents in respect of this.”

In a swift reaction to the development, Olawande through his media aide, Mr Kingsley Nwanze, described the effort of Sanusi to overturn his victory as an effort in futility.

“Our attention has been drawn to a misleading statement circulating on social media platforms with respect to a document claimed to have been submitted to the Election Petition Tribunal sitting in Lagos for the disqualification of Hon George Adegeye Olawande. The purveyor of the said statement only exposed his ridiculous height of stupidity.

“The statement further revealed the collective stupidity of the author and his paymaster. Sanusi will never stop exhibiting his uncontrolled desperation for a mandate joyfully reposed on Hon George Adegeye Olawande by the good people of Amuwo Odofin Federal Constituency”.

“We have no doubt that Lanre Sanusi and his few paid supporters are still suffering the trauma resulting from Hon George Adegeye Olawande’s victory”.

“Lanre Sanusi has admitted repeatedly and publicly that Hon George won the election but he has not stopped bothering himself with how Hon George became the candidate of the Labour Party. Please, what’s the business of the All Progressives Congress and its candidate with the Labour Party?

“This same pre-election issue Sanusi has taken before the Election Petition Tribunal but in his usual desperation he will never be patient and allow the tribunal to do the needful by reaffirming the mandate of Hon George Adegeye Olawande as the Representative for Amuwo Odofin Federal Constituency.

“We belief in the judicial process to deliver justice appropriately, so we are appealing to the good people of Amuwo Odofin Federal Constituency particularly executives and members of Labour Party to remain calm as their mandate given to Hon George Adegeye Olawande is intact under the grace of God,” he said.

Corruption prevention: ICPC trains 310 ACTU members on data collection skills

The Independent Corrupt Practices and Other Related Offences Commission (ICPC) has trained over 300 members of Anti-Corruption and Transparency Units (ACTUs) from different Ministries, Departments and Agencies (MDAs) across the country.

Its Spokesperson, Mrs Azuka Agugua, said this in a statement in Abuja on Wednesday.

According to her, the beneficiaries were trained during a 3-day workshop organised by the Anti-Corruption Academy of Nigeria (ACAN), the research and training arm of ICPC.

The training was the first to be held in 2023,  and had as its theme, “Data Collection Skills for Corruption Prevention in MDAs”.

The Provost of ACAN, Prof. Olatunde Babawale, dwelt on the importance of data in advancing skills for effective anti-corruption fight especially in the areas of prevention.

“Data speaks to facts and statistics collected for reference or analysis. It provides empirical evidence on a subject area and helps to either corroborate or dismiss insinuations and speculations.

”The quality of data determines the extent to which a phenomenon could be subjected to evaluations and analysis, and consequently, the richness of the recommendations and policies that emanate from the process.

”Data helps organisations to more effectively determine the cause of problems. Indeed, the import of data cannot be overemphasized,” he said.

He said that the dearth of data had been a challenge to meaningful progress particularly in the anti-corruption space.

Babawale called on the participants to take the training seriously, adding that the knowledge gained would make them be on the same page with ICPC in the fight against corruption.

“Undeniably, for the war against corruption to be fought and won in all MDAs on a sustainable basis, all hands must be on deck.

”’As allies in the war against corruption, we believe that members of ACTUs in the various MDAs need to be on the same page with the ICPC.

“This is one of the reasons for this workshop and it resonates with the Academy’s philosophy that corruption and related crimes can be controlled and managed.”

He said this could be done through a system of training and re-training that will produce sound anti-corruption policies, operational efficiency and good management culture.

“This workshop also offers us the opportunity to remind ourselves of the important role useful data plays in our effort to prevent corruption in our workplaces

”Also to arm ourselves with the requite skills to collect data that is germane to success in corruption prevention efforts by MDAs.”

Student loan scheme takes off September- FG

The Federal Government on Wednesday gave more details about the Student Loan Scheme.

The government said the scheme would kick – off in the 2023 September/ October academic session subject to the conclusion of work on the scheme by an Inter-Ministerial Committee approved by President Bola Tinubu.

Students from private, public universities would benefit from the loan, the government said.

Permanent Secretary, Federal Ministry of Education, David Adejo gave these details during a briefing in Abuja.

President Tinubu signed into law the Student Loan Bill in fulfilment of one of his campaign promises.

The student loan bill sponsored by the Speaker of the 9th House of Representatives, Femi Gbajabiamila, provided for interest-free loans to indigent students.

The law is to provide easy access to higher education for indigent Nigerians through interest-free loans from the Nigerian Education Loan Fund.

Adejo told journalists that the directive of President Tinubu was for the Inter – Ministerial Committee to ensure that the first batch of eligible students are able to access the loan in September.

The permanent secretary dispelled insinuation that the Federal Government has planned to introduce tuition fees in tertiary institutions because of the new law.

Adejo explained that the government had been working on granting financial autonomy to universities before now.

The permanent secretary also disclosed that the gazetted Act would be made public when it was transmitted from the Federal Ministry of Justice.

The permanent secretary said the federal government could no longer foot the bills of university education alone.

He said that was why the Federal Government was mulling a public – private partnership.

The permanent secretary added that the government, over the years, had wanted to provide an opportunity for every Nigerian child to go to school and live a life of dignity.

Adejo recalled the Student Loan Board that was defunct and after that there was Nigeria Education Bank that became defunct too, disclosing that a number of issues led to their collapse, including leakages, people getting the loan and not paying and in some cases, the loan did not get to the people it was created for.

“The bill is to make sure that every Nigerian has access to higher education through what we called the Higher Education Nigerian Bank.

“Learning from past mistakes, the bank is not going to be the type that will sit down and be collecting applications for loans, it will also perform normal banking functions and make sure loans are given because we had cases of loan recovery in the past.

“The Act as it is tells us the process but as I speak with you today, the president has approved the committee made up of the Ministries and agencies and their inaugural meeting will come up on 20th of June.

“The President has also directed that by September to October this 2023/2024 academic session, he wants to see recipients of these loans. So it is a very serious marching order for us. So between now and then we have to fine-tune the process for people to get the loan.”

While disclosing that a tracking system would be put in place, the permanent secretary noted that all applications would be submitted in the individual applicant’s school before getting to the bank for processing.

Adejo said a specialised bank would be created to handle the loan applications.

He said in the past “it was like it’s a government thing, come and take and there were more defaulters,” adding that this time applicants would start the process from school.

He also assured Nigerians that the loan scheme would not be politicised, saying the Federal Government had tried as much as possible to reduce the influence of politicians from the scheme.

  • Onoh accuses NBA of culpability in conflicting court orders

Onoh accuses NBA of culpability in conflicting court orders

Former spokesman of President Bola Tinubu in the southeast Dr Josef Onoh has accused the Nigeria Bar Association (NBA) of being more culpable in the flagrant conflicting orders granted by courts of coordinate jurisdictions across the country.

He also urged the NBA to preserve the sanctity of the Bar by not getting involved in partisan politics or agreeing to be used by the opposition political parties to misrepresent facts.

Onoh made the accusation following the NBA’s reaction to President Tinubu’s Democracy Day speech where the President said that it has become imperative that the unnecessary, illegal orders used to truncate or abridge democracy will no longer be tolerated.

The NBA President Yakubu Maikyau (SAN) replied Tinubu that what constitutes illegal orders still remains a matter within the exclusive preserve of the courts of the law and not the presidency.

Onoh however told the NBA President that he believes that any instrument no matter how legally obtained but aimed at creating illegality, disabilities on any legal foundation or Authority is also in itself illegal.

He noted that the conflicting court orders which are either final or interim orders or decisions of courts of coordinate jurisdiction are calculated to contradict clear provisions of the Constitution, statutes or regulations.

He recalled even the late Chief Justice of Nigeria – Honourable Justice Dahiru Mustapher once lamented conflicting Court Orders and decisions of Courts and said that a number of judgments from the Court of Appeal and a few from the Supreme Court appear to have created some confusion amongst practitioners and the general public.

He assured the NBA that the President does not intend and will not interfere in any way with the judiciary processes in the country, clarifying that the President’s statement simply meant inconsistent court orders that can create conflict which in turn could truncate democracy.

Onoh said that the Judiciary is being threatened by incessant contradictory and conflicting court Orders/decisions which not only cause problems among judiciary officers but also raise serious concern and suspicions for those outside the bench which he said was what President Tinubu’s statement is encouraging to stop.

He recalled that during the 1993 presidential election some controversial orders on the eve of the election by Justice Bassey Ikpeme (now deceased) of the High Court, FCT restraining the conduct of the June 12 presidential election was followed by subsequent orders of other High Courts nullifying the order.

“The events that ensued are now history; we should never forget that our justice system played an unpleasant role in the prelude to those events with devastating consequences for our democratic stability and the erosion of confidence in our justice system that culminated in the June 12 democratic revolution.

“Mr. President’s statement was purely aimed at discouraging judicial anarchy which can be a threat to look democracy. This judicial recklessness is dangerous for our democracy. It may worsen the parochial attitudes of Nigerians. It may bring economic hardship to the nation because the right to own means of production is only guaranteed in a state where laws work and not where self-help methods prevail.”

He also stated that misapplication of laws may return Nigeria back to era of the military regime where the rule of fair hearing is subjected to military decrees, stressing that if the judiciary, which is one of the tripods of democracy, continues to somersault, the military will be forced to hijack power.

“However, nobody is praying for this to happen and it will never happen under President Bola Ahmed Tinubu because the worst democracy is better than the best military regime but we should also remember that the worst military regime is better than the best form of anarchy hence the reason Mr. President gave that clear warning.

“Anarchy is inevitable in a society where misapplication of law and miscarriage of justice continue to surface on a regular basis as is the case in Nigeria. This is because misapplication of law is inimical to the rule of law and President Bola Tinubu wants to ensure that rule of law is maintained in order to preserve our democracy.

“The NBA should go down memory lane with the adventures of his political party, the PDP’s role in attempting to truncate democracy with their litany attempts at using the courts to create an epidemic of conflicting injunctions and ex parte orders on political cases.

“Finally the President will never interfere with the judiciary as assured; rather President Bola Tinubu’s administration will engage all stakeholders and support the judiciary to ensure they strengthen disciplinary measures both at the Bar and on the Bench, as well as administrative steps taken by the NJC with the issuance of the Policy Direction of 11 May, 2022,’’Onoh reassured.
