    Fed govt bans award of honorary doctorate degrees to serving officials

    The federal government, through the National Universities Commission (NUC), has placed a ban on the award of honorary doctorate degrees to serving public officials.

    The commission said the decision followed the alleged misuse of such degrees.

    The Executive Secretary of NUC, Professor Abdullahi Ribadu, announced the ban on Friday while receiving a report from a committee investigating the award and public use/misuse of honorary doctorate degrees by recipients in Nigeria.

    Ribadu said the Commission was compelled to act following alarming findings from a nationwide investigation into how honorary degrees are awarded and used.

    “These degrees are meant to recognise outstanding service or achievements, but unfortunately, they have increasingly been misused,” he said.

    According to Ribadu, the trend has been worsened by the rise of unaccredited and illegal institutions, both local and foreign, operating as honorary degree mills.

    Professor Ribadu explained that NUC’s investigation uncovered widespread violations, particularly of the Keffi Declaration of 2012, an agreement by Vice-Chancellors of Nigerian universities to regulate the award of honorary degrees.

    The declaration expressly forbids universities from awarding honorary doctorates to serving public officials and cautions recipients against using the title “Dr” without proper disclosure.

    “This is not just a matter of ethics; it is a matter of law. Using the title ‘Dr’ based on an honorary degree without clarification amounts to false representation, which is punishable under various fraud-related laws in Nigeria,” Ribadu stated.

    He warned that misuse of honorary titles undermines the integrity of universities and diminishes public trust in genuine academic qualifications.

    According to him, the report identified 32 institutions operating as honorary degree mills in Nigeria.

    These, he said, include 10 unaccredited foreign universities, 4 unlicensed local universities, 15 professional bodies with no degree-awarding powers, and three other non-degree-awarding institutions.

    Some of these entities, the NUC revealed, even go as far as awarding fake professorships.

    Ribadu added, “Let us be clear. Awarding honorary degrees is a legal responsibility of Nigerian universities. The law empowers the NUC to regulate both the award and the use of honorary doctorate degrees in Nigeria.”

    He reiterated that only approved public or private universities are eligible to award honorary doctorate degrees.

    “Even then, recipients must use appropriate nomenclature such as Doctor of Literature (Honoris Causa) rather than adopting the title ‘Dr’, which is reserved for holders of earned doctorates and medical professionals,” he added.

    Reps order INEC to pay insurance benefits for injured, fallen corps members

    The House of Representatives Committee on Electoral Matters on Friday directed the Independent National Electoral Commission (INEC) to immediately pay the insurance premium due to Corps members who were injured or killed while serving as ad-hoc staff during elections.

    The directive followed a presentation by the Director General of the National Youth Service Corps (NYSC), delivered by the Director of Welfare, Omotade Ayodele Folorunsho, who disclosed that insurance claims for Corps members injured in the 2023 general elections remain unpaid.

    He revealed that two Corps members were shot in Ukwani, Delta State, and one in Akwa Ibom, leaving all three permanently disabled.

    Folorunsho explained that while the NYSC has handled some aspects of their insurance and medical care, the N1 million due under the Memorandum of Understanding with INEC has not been redeemed.

    He lamented recurring poor arrangements during elections, which he said exposed Corps members to grave risks.

    Visibly emotional, he recalled the 2011 elections, where 10 Corps members were killed, a tragedy for which he personally oversaw burial arrangements.

    He further highlighted the poor remuneration and welfare conditions Corps members face during elections, noting that they earn ₦4,000 for three to five days of training and ₦13,500 for election duty, often without proper accommodation or basic amenities.

    He suggested that the deployment of Corps members for election duties be supervised by the Office of the National Security Adviser, given its role in the Inter-Agency Consultative Committee on Election Security.

    Following his presentation, a committee member, Alex Egbona, moved a motion—unanimously adopted—directing INEC to compel its insurance provider to pay the affected Corps members within four weeks.

    Committee Chairman, Adebayo Balogun, stressed that the NYSC remains a critical partner in safeguarding the integrity and credibility of Nigeria’s electoral process.

    He said, “For decades, Corps members have formed the backbone of election day operations, manning polling units across the federation as ad hoc staff of the Independent National Electoral Commission (INEC). They carry the burden of ensuring that the voting process is transparent, orderly, and credible.

    “However, we cannot ignore the realities they face. Elections in Nigeria are won or lost at the polling units, and because of this, our Corps Members often find themselves exposed to dangers they should never have to confront.

    “Reports abound of intimidation, harassment, threats, and attempts at financial inducement. In some tragic instances, these young citizens have been attacked, injured, or even killed in the line of duty, not because they did anything wrong, but because desperate political interests saw them as obstacles to manipulation.

    “This is unacceptable. No election is worth the life of even one young Nigerian. The security, welfare, and dignity of Corps Members must not be negotiable.

    “We must collectively interrogate the conditions under which Corps Members participate in elections. We must re-examine their security, their compensation, their training, their insurance coverage, their logistical support, and their overall well-being. We must ensure that every Corps Member deployed for election duty returns safely to their families and continues their service to the nation without fear.

    “Let me emphasize that the political class and the Nigerian public must pay attention to the welfare of these Corps Members. Too often, national discourse is fixated on questions such as who appoints the INEC Chairman or how leadership positions are allocated.

    “While these debates are legitimate, they miss the central point; elections are not decided in Abuja. They are not decided in the political party headquarters. They are decided at the polling units, and the young men and women who stand at those polling units deserve our utmost protection and respect. We can strengthen our democracy by strengthening the people who administer it at the grassroots.”

    The committee is ready to champion any legislative or policy interventions that will guarantee their safety, improve their working conditions, and acknowledge the patriotic service they render to our democracy.

    Balogun said the strength of our democracy rests on the shoulders of young Nigerians who stand at the polling units with courage and integrity. We owe them more than appreciation; we owe them protection, dignity, and a system that values their sacrifice.

    Food, Beverage, and Tobacco Senior Staff Association (FOBTOB) has warned that Nigeria risks losing more than N2 trillion in investments if the ban on sachet alcoholic drinks and alcoholic beverages in PET or glass bottles below 200ml is enforced by December 31.

    The union urged the federal government to reverse the planned ban, cautioning that the Senate’s directive to the National Agency for Food and Drug Administration and Control (NAFDAC) would trigger severe socioeconomic consequences across the industry.

    Speaking at a press conference in Lagos, the President of FOBTOB, Jimoh Oyibo, said repealing the directive would prevent massive job losses and protect the country from economic disruption.

    “Repealing the order would avert the grave repercussions that would most definitely follow the ban, especially by saving approximately 5.5 million jobs, both direct and indirect,” he said.

    Oyibo appealed to the Senate to invite stakeholders to a public hearing, insisting that all parties must be allowed to present their positions before any decision is made.

    “For a fair hearing and to demonstrate good faith, the Senate should invite relevant stakeholders to a Public Hearing to ‘hear the other side’ and be adequately informed to make an informed decision,” he said.

    He recalled that a similar ban imposed by NAFDAC last year was suspended after labour protests and a public hearing organised by the House of Representatives, during which all stakeholders, including NAFDAC, made submissions that led to a directive for the agency to engage manufacturers and review its approach.

    Oyibo explained that the Ministry of Health later granted a one-year extension to allow for the development of a comprehensive National Alcohol Policy. According to him, the policy was validated in October 2025, with NAFDAC actively involved.

    The union leader urged the Senate to carefully review and endorse the validated National Alcohol Policy, describing it as a multi-sectoral framework developed after last year’s public hearing, when the initial call for the ban was raised.

    He added that lawmakers should consider the entire value chain in the alcoholic beverage industry, including formal and informal workers and legitimate local manufacturers, before approving any enforcement.

    Highlighting the economic implications, Oyibo said close to N2 trillion invested in machinery and raw materials could be wasted, while over 500,000 direct workers and an estimated five million indirect workers, including suppliers, distributors, marketers, and logistics operators, could lose their livelihoods.

    “Nearly N2 trillion worth of investments in machinery and raw materials could be lost. Indigenous Nigerian manufacturers risk total collapse, discouraging future investments.

    “Smuggling and the circulation of unregulated alcoholic products may skyrocket, worsening public health dangers. Government tax revenue could decline sharply as factories shut down or scale back operations.

    “With rising unemployment and no safety nets, this ban will plunge families into poverty. The very children the policy claims to protect may be forced out of school if their parents lose their jobs,” he added.

    He called for immediate response by state governors, being closer the communities, to be proactive by initiating community counter-measures that would complement the efforts the President had made, using the country’s Armed forces.

    Citing an example of how collective efforts could stem insecurity, the lawmaker recalled how he donated a fully-built military operating base in Egbe, Yagba West Local Government Area of Kogi State, in 2024 to the Nigerian Army to help fight banditry and other violent crimes in the area.

    The facility, which Karimi said he personally financed, is the first of its kind in the North-Central region of Nigeria of the country, and aimed at tackling insecurity on the Kogi-Kwara-Ekiti boundaries.

    The session brought together child representatives from the three states, who raised concerns over the rising numbers of out-of-school children, malnutrition, weak healthcare systems, inadequate school security, child abuse, and poor hygiene.

    They emphasised that full implementation of existing policies, including the Child Protection Law and the Nutrition Policy, would help eliminate barriers affecting children’s survival and development.

    The children also urged UNICEF, government agencies, the media, and the general public to strengthen collaboration on policies and programmes that protect their well-being and secure a better future for every child.

    The Kaduna State Government has intensified major infrastructure projects across the state in line with Governor Uba Sani’s development blueprint, according to the Managing Director of the Kaduna State Roads Agency (KADRA), Dr. Abdullahi Baba Ahmed.

    Dr. Ahmed, who also serves as the Governor’s Overseeing Adviser on Project Monitoring, Implementation, and Result Delivery, led an inspection team to several ongoing projects in Zone 1.

    He said all 23 local government areas had benefited from at least one major intervention in the last two years.

    In Zaria Local Government, he noted that the administration inherited the 35km Dogon Bauchi–Kakiyeyi–River Galma road project and has now completed it fully.

    The Hanwa–Agoro–Hanga Ruga rural access road has also been completed, delivering long-awaited relief to communities previously hindered by poor connectivity.

    He added that the 35.6km Bagoma–Gagumi road in Birnin Gwari stands as the longest new road project in the area in decades, while the 35km Gadan Gayan–Gwaraji–Kujama Junction road linking Igabi and Chikun LGAs is already transforming the movement of goods and people along the corridor.

    Other roads inspected include the Makarfi–Durum–Kurntumawa road, the Kudan–Sabongari road, and several access routes around the Sabongari Market designed to ease traffic congestion and improve commercial activities.

    The inspection team also visited Makarfi General Hospital, which is undergoing comprehensive remodelling, structural upgrades, and installation of modern medical equipment as part of the state’s efforts to revitalise healthcare infrastructure.

    Ziad Karam of MotherCat Ltd., contractors handling the Zaria and Makarfi road projects, said construction had reached the final stages, with hydraulic structures and earthworks completed.

    He assured that MotherCat would deliver the roads before the end of the year and praised host communities for their cooperation.

    Site Engineer for the Makarfi General Hospital, Mr. Gbolahan Awoleru, said electrical installations, roofing, and tiling had been completed.

    He affirmed that the hospital would be ready for handover before year-end, describing the project as a “major boost” to healthcare delivery in the zone.

    Residents of Sabongari and neighbouring communities commended the government for the renewed momentum on development projects.

    Bashir Ahmed, a trader at the Sabongari Central Market, said road works had eased business activities, while another resident described the hospital renovation as “long overdue.”

    Dr. Ahmed reaffirmed that major contractors—including MotherCat, CGC China, CCECC, PW, and FAMTRAC—are actively handling various projects across the state.

    He stressed that all interventions align with Governor Uba Sani’s agenda to strengthen infrastructure, expand economic opportunities, and improve citizens’ quality of life.
