    LASAA records growth through regulation

Lagos State Signage and Advertisement Agency (LASAA) has recorded outstanding performance in the last two years due to effective regulation, increased operational vehicles, amplified public advocacy and improved welfare of its workforce.

The Managing Director, Prince Fatiu Akiolu, who said this yesterday while addressing senior media executives in Lagos, explained that under his administration, LASAA had reported significant improvement in its operational activities despite the challenging economic environment.

Akiolu, who was appointed the helmsman of the agency about two years ago, said LASAA had achieved significant milestones across strategic areas, following the approval for the placement of innovative iconic Out-of-Home (OOH) and visually striking structures across the city of Lagos, adding that ‘’these modern installations do not only elevate the aesthetic appeal of Lagos urban landscape, but also redefine advertising standards with enhanced visibility, durability and digital integration.’’

He said the agency had created Health and Safety department and ‘’it has equally done well in creating more brand awareness through its public advocacy programmes, periodic radio interviews on several radio stations in Lagos where the mandate of the Agency is discussed to enlighten the public, as well as statewide road shows all of which have impacted positively in compliance and revenue optimisation for the agency, among other laudable achievements in the past two years.

He said the agency’s stringent enforcement measures to uphold signage and advertisement regulations had resulted in substantial revenue increase for both the agency and the state government.

According to him, LASAA has minimised illegal signage practices and maximised revenue collection through the diligent monitoring, enforcement actions and compliance audits, thereby ensuring financial sustainability and support for vital public services.

The agency also champions sustainability through flex recycling which are converted to school bags and distributed to public schools in Lagos. According to the Managing Director, “Branded as LASAA School Storm, the programme serves as a Corporate Social Responsibility (CSR) effort aimed at educating young minds in Lagos State about the importance of recycling and environmental conservation. By repurposing flex banners collected from enforced boards across the State, LASAA not only reduces landfill waste but also empowers students with essential learning tools, thereby bridging sustainability with education. “This initiative reflects LASAA’s dedication to fostering a cleaner and instilling responsible waste management practices in the next generation,” he said.

Prince Akiolu also said the agency had embarked on a comprehensive project to replace dilapidated street directional signs across Lagos, thereby enhancing navigability, safety and aesthetics within urban areas.

He added: “This initiative underscores LASAA’s commitment to infrastructure improvement, urban beautification and enhancing the overall quality of life for residents and visitors.”

Akiolu reiterated that the agency had also created Health and Safety department in a bid to promote structural integrity and public safety across Lagos State, adding that by overseeing the installation of billboard structures and enforcing compliance with safety standards, the department has significantly reduced the risk of accidents and environmental hazards. He said the initiative ensures that all outdoor advertising infrastructure adheres to approved engineering guidelines, reinforcing LASAA’s commitment to a safer and more orderly urban landscape. In his words, “This initiative underscores LASAA’s commitment to promoting an eco-friendly lifestyle while mitigating the hazardous effects of advertising waste.”

Also during the reviewed period, LASAA in collaboration with other key state agencies, embarked on a comprehensive digital house numbering initiative across the state in a bid to assign clear, consistent and unique numbers to every property, thereby laying the foundation for a standardized addressing system.

The managing director expressed the hope that the digital house numbering project will contribute to a more organised and aesthetically appealing urban environment, while formalising informal settlements and driving sustainable development across the state.

The agency has also revolutionised permit registration with SAuto Automation in a bid to transform the registration process for signage and advertisement permits. This pioneering solution has streamlined procedures and significantly reduced processing times, and enhances operational efficiency.

LASAA has the sole responsibility for regulating and controlling outdoor advertising and signage displays in Lagos State, with the primary aim of modernising the signage and outdoor advertisement industry via effective regulation and civic beautification.

Tinubu okays building of Itawure-Aramoko-Ado, Aramoko-Ijero-Ido roads

President Bola Ahmed Tinubu has approved the inclusion of Itawure-Aramoko-Ado Ekiti and Aramoko-Ijero-Ifaki Ekiti roads building in the 2026 Budget.

A letter to this effect has been forwarded from the Office of the President to the Minister of Works, David Umahi. Ekiti State Governor Biodun Oyebanji was also copied.

The development followed the visit of Governor Oyebanji and Senate Leader Opeyemi Bamidele to President Tinubu at the Presidential Villa, Abuja on Sunday where issues concerning the condition of federal roads in the state were discussed.

There have been public outcries and deliberate misinformation over the deplorable condition of some federal roads in the state, particularly Itawure-Aramoko-Ado Road.

The Federal Government has awarded three of such roads in the state and contractors have been mobilised to site, while the Governor Oyebanji administration has built one of them, Ado-Iworoko-Ifaki Road, in addition to dozens of other inter-city and intra-city road projects it has embarked on in the last three years.

When built, the two newly approved roads will further ease travelling, enhance connectivity across parts of the country, boost commercial activities and open up the state to greater economic opportunities and development, in line with the Renewed Hope Agenda of President Tinubu and the Shared Prosperity Agenda of the Governor Oyebanji administration.

Governor Oyebanji, on behalf of Ekiti people, is thankful to President Tinubu for his strategic intervention in the socio-economic and infrastructure development of Ekiti State, as well as other support the President has provided for the state.

The Government of Ekiti State, under the leadership of Governor Oyebanji, is committed to the welfare and well-being of the indigenes and will continue to collaborate with the Federal Government, institutions, private sector players and development agencies in its development efforts.

Conflicting court orders on convention: PDP factions clash

    • Damagum’s, Anyanwu’s factions give conflicting directives
    • Judgment today in Lamido’s suit
    • Ibadan court extends ‘go ahead’ order

The confusion in the Peoples Democratic Party (PDP) over the weekend’s national convention widened yesterday.

The two factions gave conflicting directives to members: the Damagum faction said it would go on; the Wike/Ayanwu faction announced its cancellation.

The Damagum faction, relying on the Ibadan High Court’s extension of the ex-parte order allowing the convention to go on, urged delegates to ignore the call-off call by the other faction.

The Wike/Ayanwu faction warned that delegates should not attend the convention because they would be contravening the July 31 judgment by a Federal High Court presided over by Justice James Omotosho, which voided the convention.

Another Federal High Court judge, Justice Peter Lifu, gave an interim injunction stopping the convention in line with the prayers by former Jigawa State Governor Sule Lamido.

Lamido is contending that he was being excluded from contesting as national chairman with the denial of forms.

Justice Lifu has fixed today for judgment in the matters.

    Ibadan court extends order

The Ibadan High Court extended till tomorrow the interim order granting the PDP the right to proceed with the convention.

The convention is scheduled for Ibadan, the Oyo State capital, on Saturday and Sunday.

It was the second time in a week that the court presided over by Justice Ladiran Akintola extended the ex-parte order he granted on November 5.

It was based on the prayer by a party chieftain, Folahan Malomo Adelabi, that the factional National Chairman, Iliya Damagum, should be restrained from cancelling the convention.

The Ibadan court, while initially granting the order, had directed the PDP leadership to adhere strictly to the guidelines, timetable, and schedule of activities earlier released for the convention.

The judge also fixed tomorrow, a day before the proposed convention, for the commencement of the hearing of the substantive suit.

On Tuesday,  Justice Peter Lifu of the Federal High Court in Abuja restrained the main opposition party from proceeding with the convention following a motion for an interim injunction filed by Lamido.

Justice Akintola ruled yesterday that the interim order on the ex-parte motion filed by the claimant/applicant would continue to subsist, pending the determination of the suit.

He said, having listened to the counsel of both parties, the case has been adjourned till tomorrow for hearing.

Also ruling on the application for joinders filed by the other party on the same issue, Justice Akintola said the application could not be accepted on the ground that it was not signed by the deponent.

But the lead counsel to the defendant, Emmanuel Ukala (SAN), argued that the case of authorship lacked value since the author or deponent is well known, adding that it was not a total absence of signature.

The judge, however, insisted that the application can be re-filed.

Counsel for parties seeking to join, Musibau Adetunmbi (SAN), told reporters: “We are about to take the application for joinder, and the court discovered that the affidavit was not signed.

“However, they have indicated interest in filing another one.”

Acknowledging the interim injunction granted by the court, he said the order will continue to subsist as ordered by the court.

Why convention can’t hold, by Anyanwu

The Nyesom Wike/Samuel Anyanwu faction, led by Acting National Chairman Abdulrahman Mohammed, said PDP cannot hold the convention because it would violate a court order.

Factional National Secretary, Senator Anyanwu, said in a statement that the cancellation of the convention would ensure that no chieftain is disenfranchised and the party constitution is obeyed.

The statement reads: “The PDP National Working Committee (NWC) under the leadership of the Acting National Chairman, Hon. Abdulrahman Mohammed, regrets to announce the cancellation of the PDP National Convention earlier scheduled to hold in Ibadan, Oyo State, from November 15 – 16, 2025.

“This decision follows the judgment of the Federal High Court, Abuja, on October 31, 2025, the ruling of the Federal High Court in Abuja on November 11, 2025, and the ongoing legal processes at the Court of Appeal and other parts of the country.

“The cancellation is to ensure that no one or group is disenfranchised, and also to ensure that all constitutional issues are fully addressed in the best interest of our party and democracy.

“We sincerely appeal to our members, supporters, and the general public for their understanding and patience.

“The party leadership will inform the general public, particularly our members, of the new line of activities soon.”

Convention will hold, says Damagum faction

But the Damagum faction said the party will organise the convention, the judgment of the Abuja High Courts notwithstanding.

National Publicity Secretary, Debo Olagunagba, who doubles as the Secretary of the Convention Publicity Committee, said in a statement that the information circulating about the cancellation of the convention is false.

The statement reads: “The National Working Committee (NWC) and the 2025 National Convention Organizing Committee (NCOC) of the PDP informs all party members and the general public that the 2025 National Convention of the PDP has not been postponed, but will go on as scheduled on Saturday, 15th to Sunday, 16th November, 2025 in Ibadan, the Oyo State capital.

“The NWC and the NCOC urge party members and Nigerians in general to disregard misleading claims being peddled to the contrary by some individuals who, it has been revealed, are recruited by the All Progressives Congress (APC) in its failed attempt to stop the PDP National Convention.

“We are aware of the plots by the APC to destabilise the opposition and impose a one-party state in the country; a design that will be lawfully resisted.

“The NCOC and the party will continue to work assiduously around the clock to ensure a successful National Convention in Ibadan as scheduled.

“While thanking Nigerians for their overwhelming support for our party, the NCOC welcomes all delegates, party leaders, officials and all supporters of the PDP who have already started arriving in Ibadan for the National Convention.”

Stocks rally N2.6tr on Capital Gains Tax’s review plan

    • How policy should be implemented, by experts

Nigerian equities roared back to a bullish run with a net gain of N2.59 trillion yesterday.

Investors reacted positively to reassurances from the government on potential review of Capital Gains Tax (CGT).

Minister of Finance and Coordinating Minister of the Economy, Mr. Wale Edun on Tuesday at the Nigerian Exchange (NGX) assured that the government had taken notes of stakeholders’ concerns on the CGT and would undertake further analysis and consultation to prevent any adverse effect.

“We have heard what you have said about capital gains tax. We are looking at it. We will listen. We will analyse. We will discuss and we will, at the end of it, decide, and hopefully we will decide what is best for Nigeria,” Edun said.

Nigerian stocks, which had suffered net loss of N5.11 trillion in the first two days of the week, in addition to net loss of N2.8 trillion last week, posted their biggest gain in recent period in the first trading session after the minister’s assurance.

Aggregate market value of all quoted equities at the NGX rose from its opening value of N89.885 trillion to close yesterday at N92.478 trillion, representing an increase of N2.59 trillion or 2.88 per cent.

The All Share Index (ASI)-the benchmark value index that tracks all share prices at the NGX, rallied from its opening index of 141,327.30 points to close at 145,403.83 points, indicating average gain of 2.88 per cent.

The perfect concurrence between the nominal aggregate market value and the weighted ASI underscored the fact that the increase in market value was due to price gains by quoted shares.

With nearly six advancers to every decliner, the rally yesterday lifted Nigerian equities’ year-to-date return to 41.27 per cent, one of world’s five best returns.

The momentum of activities also increased significantly with total turnover rising by 22.9 per cent to 806.36 million shares worth N50.74 billion in 24,490 deals. There were 65 gainers to 11 losers, underlining market-wide buy sentiment that saw nearly half of the gainers recording the highest daily allowable gain of 10 per cent.

Market value of quoted equities had dropped from N97.7 trillion to N95 trillion last week and plummeted further to N89.885 trillion by Tuesday.

Market analysts had attributed the steep decline to concerns over CGT as well as initial anxieties over remark by United States President Donald Trump. Foreign investors account for nearly one-quarter of transactions at the Nigerian stock market.

Chairman, Senate Committee on Capital Market and Institutions, Senator Osita Izunaso, yesterday urged Edun to take swift action to address investor concerns surrounding the CGT.

He made the appeal while presenting a paper titled “Redefining the Rules: The Investment and Securities Act 2025 and the Future of Nigeria’s Capital Market” at the Moneyline with Nancy Investment Forum 2025 in Abuja.

He said: “The increase in Capital Gains Tax on share sales above N150 million has created understandable concern among investors. In anticipation of this change, we have observed significant disposals by major investors, leading to a notable decline in market capitalization”.

He noted that while taxation remains a critical tool for government revenue, fiscal measures must be carefully designed to avoid eroding investor confidence or discouraging long-term capital formation.

He called for a balance between revenue mobilization and the need to maintain a stable and attractive investment climate.

“The government must ensure that fiscal adjustments do not discourage the very investors who provide liquidity, jobs, and stability in the financial system. What we need is predictability, consultation, and gradual implementation to sustain growth in the capital market,” Izunaso said

The rally at the stock market also came on the back of official statement by the Chairman, Presidential Fiscal Policy and Tax Reforms Committee, Mr. Taiwo Oyedele, highlighting key provisions, benefits and modus operandi of the new CGT regime.

He said the new CGT was designed to make investments in the capital market more attractive, reduce risks for investors, and promote equity and confidence in the system.

According to him, the new framework makes investment in the Nigerian capital market more attractive, reduces investment risk, and ensures fair treatment of legitimate costs incurred by investors.

He explained that the overarching goal of the reform was to promote equity and confidence in the market—not the reverse.

He outlined that the revised framework introduced a number of progressive changes designed at reducing investment risks, protecting small and institutional investors, and simplifying tax administration.

Group Managing Director, Nigerian Exchange Group (NGX Group), Mr. Temi Popoola, said the rebound yesterday reflected renewed investor confidence and inherent resilience of Nigeria’s capital market.

According to him, recent policy engagements and assurances from fiscal authorities are easing concerns and restoring momentum across key sectors.

“At NGX Group, our focus remains on constructive advocacy and deep policy engagement to ensure alignment between fiscal direction and market realities. This synergy is vital for unlocking sustainable growth, deepening liquidity, and connecting private capital with national development priorities. With continued collaboration and policy consistency, we are confident the market is well-positioned to close the year on a strong note,” Popoola said.

Chief Executive Officer, Nigerian Exchange (NGX), Mr. Jude Chiemeka added that yesterday’s performance demonstrated the strength of Nigeria’s market operations.

He said: “Today’s strong rebound underscores the efficiency and responsiveness of our market infrastructure. The breadth of participation and surge in trading activity point to renewed investor appetite and growing confidence in the transparency and depth of our market operations. We remain committed to providing a world-class trading environment that supports liquidity, enhances efficiency, and facilitates seamless access to capital for issuers and investors alike”.

Tinubu to editors: champion national unity, report boldly

With a charge to editors to report boldly, champion unity and uphold integrity, President Bola Ahmed Tinubu yesterday inaugurated the 21st Annual Conference of the Nigerian Guild of Editors (ANEC 2025).

Tinubu, the first President to have declared the NGE’s conference open, spoke at the State House Conference Centre, Abuja, venue of the event themed: “Democratic Governance and National Cohesion: The Role of Editors”.

He advised the editors to use the power of the media to project a positive image of the country. He described the press as a vital partner in his administration’s efforts toward national renewal and democratic consolidation.

The President urged editors to be conscious of their critical responsibility in nation-building, noting that the stories they tell shape how the world perceives Nigeria, and how Nigerians perceive themselves.

“It is our country. What should be worrisome to you is the image of the country we project to the outside world. Your institutions must help build a nation of credibility and integrity.

“Poverty will not define us, we shall overcome it. We are doing something about terrorism and banditry, inspiring our armed forces and encouraging them to defend the sovereignty of this country,” Tinubu said.

He maintained that the administration’s economic reforms, including subsidy removal, currency unification, and upcoming fiscal measures, were part of a deliberate strategy to restore confidence in the Nigerian economy and improve citizens’ welfare.

“On the economy, we know there is more work to do, and we remain focused on ensuring that growth translates into real improvement in the daily lives of all Nigerians. “However, economic reforms and institutional improvement alone cannot give us the nation-building we require. Nation-building requires cooperation, truth, and a shared understanding that our future is tied together,” he said.

Responding to the request by the guild for tax reliefs and other incentives to sustain the media, Tinubu assured that his administration would consider appropriate policy adjustments.

“I’ve listened to the concerns of the Guild regarding corporate tax review, VAT extensions, media tax breaks, and affordable loans through the Bank of Industry. We will discuss these as part of our broader reforms to support media digitization and press freedom”, the President said.

He urged editors to lead by example in professionalism and ethics, saying, “let us choose clarity over confusion, responsibility over recklessness, and hope over despair. The stories we tell ourselves as a nation influence the country we become.”

The conference brought together more than 400 senior journalists and communication professionals from across the country.

NGE President, Mr. Eze Anaba, Editor of Vanguard, appealed to the Federal Government to grant tax reliefs, VAT exemptions, and access to low-interest loans for media organisations. Describing the media as “the heartbeat of democracy,” Anaba warned that the industry’s financial distress threatened its constitutional watchdog role. “Without economic sustainability, our constitutional and social responsibilities become ineffective. We seek legislative and executive assistance to make our businesses viable while performing our public duties,” he said.

He proposed a range of fiscal measures, including a five-to-ten-year corporate tax relief, VAT exemptions on essential media equipment, and tax incentives for companies that advertise in Nigerian outlets.

“This is not a bribe to the media. Across the world, governments support their media to stay viable. We appeal to Your Excellency to incentivize corporations to advertise in local media through tax credits. This will strengthen investigative reporting and reduce dependence on foreign grants,” he explained.

Anaba also called for the repeal of laws that hinder press freedom and the creation of a Media Freedom and Safety Charter backed by all arms of government. He emphasised that journalism should be treated as a public good deserving of targeted developmental support.

“When the press thrives, democracy breathes; when the press is stifled, democracy suffocates,” he said, reaffirming the Guild’s commitment to professionalism, ethical reporting, and national unity.

Delivering the keynote address, Imo State Governor, Hope Uzodimma, urged editors to recognise their decisive influence on the credibility of the 2027 general elections. Speaking on the topic “2027: Editors as Catalysts of Democracy, National Cohesion, and Electoral Integrity,” Uzodimma stressed that “electoral integrity begins with editorial integrity.”

He warned that sensationalism, misinformation, and divisive reportage could undermine public trust in democracy. “You wield moral power that cannot be outsourced to INEC or the security agencies. The picture you paint of 2027 is what Nigerians will expect,” he said.

The governor urged editors to prioritise accuracy over speed, verification over virality, and context over clickbait, stressing that “national interest must remain your editorial north star.”

He also linked responsible journalism to economic stability, noting that truthful coverage of reforms help attract investment and build confidence. “When you highlight facts that show reforms are working, you are contributing to nation-building, not propaganda,” he said.

Minister of Information and National Orientation, Alhaji Mohammed Idris, described editors as vital partners in President Tinubu’s Renewed Hope Agenda. He said the administration had maintained an open media environment where “not a single radio or television station has been gagged or shut down for dissent.” Idris announced that Nigeria had secured hosting rights for the International Media and Information Literacy Institute, a global platform to promote responsible journalism and ethical media practices.

“We are leveraging this opportunity to showcase Nigeria’s progress and leadership in shaping a more discerning global media landscape,” he said. The Minister urged editors to tell the Nigerian story with balance, truth, and optimism, assuring that the administration’s reforms aim to build “a stronger foundation for prosperity and shared national purpose.”

Co-chaired by the Sultan of Sokoto, Alhaji Muhammad Saad Abubakar III, and Chairman/Editor-in-Chief of ThisDay/Arise News Media Group, Prince Nduka Obaigbena, the two-day conference features panel discussions on law, politics, national security, and the evolving media landscape, with distinguished scholars and industry experts as speakers.

The NGE presented plaques to President Tinubu, Minister of Information Idris and Imo Governor Uzodimma in recognition of their support and contribution to the growth of the Guild.

    The  conference ends today.

APC, Oshiomhole, others score governor high

National Chairman of All Progressives Congress, Prof. Nentawe Yilwatda, former Governor Adams Oshiomhole and other dignitaries have scored Governor Monday Okpebholo high on performance after 365 days in office.

They spoke at a colloquium to celebrate the governor’s one year anniversary.

Yilwatda said the speed at which Edo State would develop would be determined by Governor Okpebholo.

He said President Bola Ahmed Tinubu had increased allocations to state for the economy to grow.

The APC national chairman, however, said not all governors were doing what Okpebholo was doing with available resources.

He said the party was proud of Governor Okpebholo, saying there were improvements in critical infrastructure across Edo State.

“We saw what you are doing in road; we saw what you are doing in the health sector and others. We are proud of you.”

Former Governor Adams Oshiomhole, who is the lawmaker representing Edo North Senatorial District, said the ability of Governor Okpebholo to hire and fire showed he was a man of steel.

Oshiomhole said Okpebholo displayed uncommon humility and didn’t engage in hiring consultants.

He said achievements recorded showed collaboration between the Executive and the Legislature, unlike during his tenure when he had a hostile House of Assembly.

“The remodelling and rebuilding of markets across Edo State is a testament to your connection with our womenfolk, who form the bedrock of our rural and urban communities

“Okpebholo’s actions speak louder than words. Edo State is once again shining as a beacon of progress and good governance. I celebrate your achievements and wish you continued wisdom, strength and success in the service of our beloved people.”

The lawmaker representing Ovia Federal Constituency, Omosede Igbinedion, said Okpebholo had shown commitment, focus and dedication to the growth and transformation of Edo State.

“From stabilising governance to implementing impactful infrastructure projects and prioritising security and education, Okpebholo’s administration has shown that purposeful leadership delivers results.

“The rehabilitation of critical roads, rehabilitation of schools, educational reforms, employment, support for farmers and your engagement with the grassroots speak volumes about a governor who listens, acts and leads with humility.”

Governor Okpebholo said 300 people were killed in the state in 2024 in cult related violence, which made his administration to act decisively against cultism.

He said the last 365 days were about restoring trust, even as he declared that Edo would no longer be a safe haven for kidnappers.

Okpebholo insisted that he inherited N600billion debt and N180billion owed contractors, saying the Obaseki-led administration lacked transparency.

He hailed President Tinubu for embarking on economic and tax reforms, which he noted resulted in developmental strides in the state.

The governor said he had completed 60 kilometres of road out of the 253 kilometres of road his administration embarked on in the last one year.

He said he replaced his predecessor’s artificial intelligence generated governance with practical governance.

“When I assumed office a year ago, I met a state weighed down by rot, debt, insecurity and distrust. But with determination, prayer and teamwork, we have begun to restore hope, rebuild institutions and renew confidence in government.

“We met a collapsing system where hospitals lacked drugs and workers’ morale was low. We have begun rebuilding from the ground up. We are building new Primary Health Centres in 18 wards, providing diagnostic machines across local governments and building a new 100-bed Specialist Hospital in Udomi, Edo Central.

“In education, most schools were in decay and our children learned under poor conditions. We immediately began school renovations and teacher recruitment. Today, 5,000 teachers have been permanently employed, and 63 schools have been upgraded to modern standards. We also increased Ambrose Alli University’s subvention from N41 million to N500 million monthly.”

Dignitaries present were His Royal Majesty, Omo N’Oba N’Edo Uku Akpolokpolo, Oba Ewuare II, Oba of Benin, Deputy Governor Dennis Idahosa, members of the House of Assembly led by Speaker Blessing Agbebaku, former Speakers of the Assembly, Senator Neda Imasuen, Omosede Igbinedion, Minister of Regional Development, Abubakar Momoh, former Deputy Governors Dr. Plus Odubu, Revd Peter Obadan, Mike Ogiadomhe, Prof. Julius Ihonvbere, Peter Akpatason, among others.

Controversy widens over Wike, military officer’s clash on land

    • Badaru, Buratai, minister’s aide, SANs wade in
    • Ex-CNS’ lawyers meet with FCT officials

Mixed reactions have continued to trail Tuesday’s altercation between Federal Capital Territory (FCT) Minister Nyesom Wike and a military officer, Navy Lieutenant A.M Yerima,   over the development of an Abuja land allegedly belonging to a former Chief of Naval Staff(CNS), Vice-Admiral Awwal Gambo.

The confrontation happened when Wike and  FCT Administration officials were prevented by military personnel led by Navy Lt. Yerima from accessing Plot 1946, Gaduwa District, Abuja, where construction was ongoing.

The FCTA officials were said to have gone to the site earlier to stop the work, but were prevented from entering the plot by the operatives.

In videos circulating online, Wike, who followed the FCTA men back to the site,  is  seen  exchanging a heated argument with the officer, who insisted they were acting on an  ‘’order from above.’’

Reacting to the incident,  Defence Minister  Mohammed Badaru said the ministry and the military high command would protect every soldier on lawful duty.

Badaru  spoke to reporters during a ministerial news conference on the Armed Forces Remembrance Celebration and Remembrance Day, 2026, in  Abuja, that the ministry was ‘’looking into the issue.’’

He said: “At the ministry, and indeed the Armed Forces, we will always protect our officers on lawful duty.

“So we are looking into this issue, and we. assure that any officer on lawful duty will be highly protected. So, we will not allow anything to happen to him so long as he is doing his job, and he’s doing his job very well.”

Badaru also spoke on the military’s success against terrorists and other non-state actors over the past two years. He said troops have killed over 13,000 terrorists, arrested 17,000 others and rescued nearly 10,000 kidnap victims.

The minister added that coordinated operations led to the dismantling of key terrorist enclaves, the surrender of 100,000 Boko Haram and ISWAP combatants and the neutralisation of notorious bandit commanders.

Also on the clash over the land, a former Chief of Army Staff(COAS), Lt. Gen. Tukur   Buratai and Lere Olayinka, senior special assistant on publicity and communications to the FCT Minister, differed on the faceoff between Wike and Lt. Yerima.

Two lawyers—Sebastine Hon(SAN)  and Princewill Dike – , who also backed the minister, called for the prosecution of Navy Lt. Yerima and his team.

Former Anamabra State Governor Peter Obi said the faceoff reflected institutional disorder

Gen. Burutai said in  a statement on his verified Facebook page yesterday that the altercation   between Wike and the naval officer posed a “clear and present danger to national security.”

He argued that Wike’s conduct undermined the authority of the Commander-in-Chief and eroded military discipline.

The former COAS described the minister’s action as “a public humiliation of a soldier” and “an attack on the foundation of national order.”

He called on Wike to issue a public apology to President Bola Tinubu, who is the commander-in-chief and Navy Lt. Yerima.

His statement reads: “A minister’s verbal assault on a military officer in uniform is an act of profound indiscipline that strikes at the core of our nation’s command and control structure.

“It deliberately undermines the chain of command, disrespects the authority of the Commander-in-Chief, and grievously wounds the morale of every individual who serves under the Nigerian flag. ‘’Such actions erode the very foundation of discipline upon which our national security apparatus stands.

“This cannot be dismissed as political theatre. It is a reckless endangerment of national order. This action by Wike is clearly an indication of undermining the Federal Government’s authority.

“Consequently,  Nyesom Wike must tender an immediate and unequivocal public apology to President Bola Ahmed Tinubu as Commander-in-Chief, the entire Armed Forces of Nigeria, and the specific officer whose honour was violated.”

Wike’s aide flays Buratai, says  Gambo was scammed

But  Olayinka said he was surprised that Buratai was more concerned about the minister’s exchange with Navy Lt. Yerima than about the redeployment of military personnel to perform duties unrelated to national security.

“When I read the statement by Gen. Tukur Buratai, I was like — a former Chief of Army Staff is not concerned about military men who should be at the war front. Naval officers who should be in the Chad Basin confronting terrorists are being converted into private guards guarding uncompleted buildings. Which one is a security threat to Nigeria?” he said on a national television.

Olayinka argued that Navy Lt. Yerima  acted unlawfully, stressing that “not all orders are lawful.”

He maintained that Wike, as FCT minister, was within his rights to question the presence of armed personnel on a disputed land.

The media aide said: “The land in question was allocated to Santo Estate Limited in 2007  for Parks and recreation. In 2022, the company wrote to the then FCT minister seeking approval to change the land use purpose to residential.

“While still waiting for a response to this request, the company decided to partition the land and sell it to people, including the former Chief of Naval Staff.

“The then FCT minister declined the request to change the land use purpose from Parks and Recreation to residential. Meanwhile, Santos Estate Limited has already sold the land to unsuspecting people, including the former CNS, who is building duplexes on his own.

“Shouldn’t the former Chief of Naval Staff be more concerned with the person who scammed him rather than using military might to hold on to a property on which he was duped?

Clash reflects   institutional disorder, says Obi

Obi said the Wike/ Navy Lt. Yerima incident raised critical questions about governance, institutional integrity and respect for due process.

He said: “The recent needless altercation between Wike and a Naval officer is yet another unfortunate reflection of the growing institutional disorder in our country.

“What should ordinarily be a routine civic encounter has, once again, become a national embarrassment’…”

    Lawyers back Wike

Prof.  Hon (SAN) and  Rivers State-based  Lawyer,   Dike, condemned the action of Navy Lt. Yerima and his team. They said it is illegal and unjustifiable.

Hon said the officer’s claim of “obeying superior orders” could not stand in law. He cited the Supreme Court’s decision in Onunze vs. State (2023), which ruled that obedience to orders does not extend to those that are “palpably illegal or manifestly unjust.”

According to him, military officers take an oath to defend the Constitution, not to carry out unlawful instructions.

The senior Lawyer said: ‘’Obstructing Wike amounted to challenging the constitutional powers of the President and Commander-in-Chief of the Armed Forces.

While admitting that Wike’s approach might have appeared brash, Hon maintained that his actions were lawful and within his constitutional authority.

Dike called on security agencies to arrest and prosecute the military personnel, who, according to him,  “threatened to shoot” Wike.

He said: “Impunity cannot continue in this country.  What happened that  afternoon between the minister   and some soldiers in the FCT should be condemned by Nigerians…”

Ex-CNS, allottee’s representatives  meet FCTA chiefs

The Nation gathered that Gambo’s representatives visited the FCTA   with documents of the disputed land.

The meeting was said to have been facilitated by the Nigerian Navy.

It was gathered that Gambo’s team, led by his private lawyer, attended the meeting in the company of officials of Santos Nigeria Limited, the allottee which sold the 2.5 acres of land to the ex-CNS in 2020.

A source familiar with the details said the team presented all relevant documents that had earlier been submitted and were received by the office of Mukthar Galadima, director Development Control.

Kanu asks Appeal Court to quash dismissal of his no-case submission

Leader of the Indigenous People of Biafra (IPOB), Nnamdi Kanu, has asked the Court of Appeal in Abuja to stop the Federal High Court from delivering judgment in his ongoing terrorism trial.

Justice James Omotosho, the trial judge in the terrorism case, had on November 7 fixed judgment for November 20.

Kanu’s request is contained in a fresh motion on notice he personally filed, having sacked his legal team of very senior lawyers.

He is praying the Court of Appeal to stop the High Court from further proceeding with the charges against him.

His new motion was predicated on the ground that he had filed a notice of appeal against the September 26 ruling of Justice Omotosho, which dismissed his no case submission and ordered him to defend the terrorism allegations against him.

Kanu is contending that the Federal High Court was wrong in dismissing his no-case submission without going through the jurisdictional and validity of the charges he raised.

He argued that the lower court was wrong in upholding the charges because the Terrorism Prevention and Prohibition Act had been repealed, and therefore, there were no valid charges against him.

He also held that the Constitutional issue of jurisdiction was not addressed by the judge in the considered ruling on the no-case submission.

The ground of the motion was that Justice Omotosho did not evaluate the evidence of the prosecution witnesses and the cross-examination to determine whether the adduced evidence had been discredited.

Kanu added: “That he sought to call 23 witnesses only when the issue of jurisdiction had been determined, but which the court refused to do and stated that such would be done in the final judgment.

“That the judge foreclosed his right to defend himself from the charges while refusing to rule on his objections to the validity of some of the counts in the charges.”

Kanu said that if his request to stop the judgment delivery was not granted by the Court of Appeal, he may be unlawfully convicted and sentenced to jail.

Besides, he feared that if the November 20 judgment is delivered, his appeal against the no-case submission would become academic, and a fait accompli would therefore be foisted on the Court of Appeal.

The Biafra nation agitator submitted that neither he nor the Federal High Court would be prejudiced if the application is granted.

In a 13-paragraph affidavit in support of the motion, Kanu raised the issue of disobedience to the Supreme Court order on the validity of count 7 of the charges against him and the failure to apply the mandatory test under Section 303 of the Administration of Criminal Justice Act 2015 ACJA.

  • HEFAMAA deepens public engagement to strengthen confidence in Lagos healthcare system

HEFAMAA deepens public engagement to strengthen confidence in Lagos healthcare system

The Health Facility Monitoring and Accreditation Agency (HEFAMAA) has stepped up its public sensitisation efforts to build stronger confidence in Lagos State’s healthcare system. By engaging directly with communities, the agency is educating residents on how to identify and patronise only accredited health facilities, thereby promoting safety, accountability, and trust across the state’s health sector.

Speaking at a sensitisation campaign and town hall meeting held at Apapa Local Government Area on Tuesday, the Permanent Secretary of HEFAMAA, Dr Abiola Idowu, represented by Dr Daniel Olayinka, the Director of Monitoring and Inspection, said the initiative was part of the agency’s commitment to bridging the communication gap between regulators and the public — the ultimate beneficiaries of quality healthcare regulation. Dr Idowu explained that while HEFAMAA had maintained strong engagement with healthcare providers over the years, it had observed a worrying gap in public awareness about its mandate and functions. The agency, she said, realised that many residents still did not know how to distinguish registered health facilities from unlicensed or illegal ones — a situation that could expose them to substandard or unsafe care.

“We brought members of the community together to explain the roles and responsibilities of the agency, especially our mandate to protect the health and safety of Lagosians. Before we register any health facility, we ensure it meets the minimum operational standards required to provide safe and effective services. This includes proper infrastructure, qualified personnel, and adherence to ethical practices,” she said.

Dr Idowu emphasised that HEFAMAA’s renewed focus on public sensitisation was driven by the recognition that regulation alone is not enough — residents must also be informed and empowered to make the right health choices. She explained that all registered health facilities in Lagos State are issued a HEFAMAA identification logo, which must be displayed prominently within their premises, alongside a valid registration certificate from the agency. This, she said, serves as visible proof that a facility has been inspected, approved, and is operating within the state’s legal and professional framework.

“Whenever you want to access healthcare, look out for the HEFAMAA logo and registration certificate. Once you see these two items, you can be confident that the facility has met our minimum standards for safety and quality. Visiting unregistered centres puts your health and life at serious risk,” she advised.

As part of efforts to enhance transparency, Idowu announced that Quick Response (QR) codes) are now being affixed to accredited facilities. With this innovation, patients can instantly verify a hospital’s registration status, confirm the services it is authorised to provide, and even send direct feedback to the agency on their healthcare experience. “We act immediately on public feedback. Our goal is not to punish but to ensure that every facility provides safe, ethical, and high-quality care to Lagos residents,” she said.

She added that HEFAMAA maintains a responsive monitoring and enforcement system that acts swiftly when complaints or red flags are raised by the public. According to her, the agency’s approach prioritises collaboration and improvement over punishment. “Our aim is corrective, not punitive. We only sanction facilities when necessary, but once they meet our standards, they are reinstated,” she explained.

Citing examples of the agency’s work, Dr Idowu revealed that HEFAMAA had in the past taken disciplinary actions against several facilities that failed to comply with operational standards. One notable case, she said, involved the Lagos Executive Cardiovascular Centre in Lekki, which was demoted from a specialist hospital to a general hospital after failing to meet environmental and structural requirements. The hospital was later reinstated after relocating to a compliant location and fulfilling all prescribed conditions. “This shows that HEFAMAA is not vindictive. Once facilities demonstrate compliance in environment, personnel and equipment, they are fully restored,” she noted.

The town hall meeting attracted a wide cross-section of stakeholders — including community leaders, health professionals, traditional rulers, and residents — who commended HEFAMAA for bringing its activities closer to the people. Participants described the forum as timely and impactful, especially in a state where private and informal health facilities play a major role in service delivery. Many residents said the interaction helped them understand the importance of checking a facility’s accreditation status before seeking care.

Dr Idowu reaffirmed that HEFAMAA would continue to organise similar engagements across all 57 Local Government and Local Council Development Areas (LCDAs) in Lagos State as part of its statewide sensitisation campaign. “Our mission is to ensure that Lagosians have access to safe, affordable, and quality healthcare services. We are taking this message to every community because health regulation is only effective when the people are aware and involved,” she said.

Participants at the forum emphasised that HEFAMAA’s community outreach initiatives demonstrate that effective health regulation is more than inspection—it thrives on active engagement with the very communities it serves. By equipping residents with knowledge on how to identify accredited health providers, the agency fosters accountability, shared responsibility, and informed decision-making among government institutions, health practitioners, and the public. Stakeholders highlighted that as Lagos rapidly expands and modernis    es its health infrastructure, such grassroots interventions are critical to safeguarding safety and upholding ethical standards. Beyond regulation, HEFAMAA’s approach cultivates trust between the public and health systems, ensuring that residents are not passive recipients but active participants in maintaining quality healthcare. By linking education, monitoring, and community engagement, the agency is creating a model where regulatory oversight and citizen awareness work hand in hand—a strategy experts say is essential for a resilient, equitable, and ethically grounded healthcare ecosystem in Lagos.
