    Panic in Anambra Assembly as armed men try to arrest lawmaker

    • ’House lost two members, passed 50 bills’

    There was panic at the Anambra State House of Assembly yesterday as four armed men, suspected to be operatives of the Department of State Service (DSS), tried to arrest the lawmaker-elect for Nnewi North, Onyekachukwu Ike.

    The armed men drove into the Assembly complex in three vehicles and grabbed Ike after the valedictory thanksgiving mass for the Seventh Assembly.

    Ike was taken their vehicle but couldn’t drive out of the Assembly complex as security personnel locked the exit gate.

    Acting Clerk of the Assembly, Mrs. Esther Aneto, and other senior staff members lamented that the armed men did not inform them or even the policemen attached to the Assembly before carrying out their action.

    One of the armed men however explained that they had a court order to arrest Ike.

    It took the intervention of the Speaker, Uche Okafor, and Deputy Governor Onyeka Ibezim, who represented the governor at the Valedictory session, before Ike was released.

    Meanwhile, the Seventh Assembly lost two members and passed 50 bills, the speaker Okaor said. He described the bills as ‘people-oriented which brought about remarkable legislative improvement and service delivery in the state’.

    He also paid special tribute to the two deceased members Okechukwu Okoye (Aguata I) and Nnamdi Okafor (Awka South I).

    He said: “We were privileged to represent our different constituencies in the last four years, and I’m happy to say that the Seventh Assembly achieved some success in the number of bills that were passed, motions moved, oversight functions and other legislative duties. We passed 50 people-oriented and landmark bills and I appreciate my colleagues for their support, impactful constituency projects and empowerment programmes.

    “The Seventh Assembly can be adjudged to be peaceful as there were no impeachment threats or thoughts against the Speaker or other principal officers. We have laid a solid foundation in terms of character, commitment, dedication and leadership, and I urge the Eighth Assembly to emulate and build upon this foundation and support Governor Chukwuma Soludo’s administration.”

    Governor Soludo appreciated the legislators for conducting themselves peacefully and ensuring thorough scrutiny and oversight function that kept the executive on its toes.

    Soludo, who was represented by Ibezim, appreciated the Speaker for his outstanding leadership role and for ensuring cordial relationship between the two arms of government.

    The House was thereafter adjourned indefinitely.

    Twenty two members of the Seventh Assembly, including Okafor, will not be part of the Eights Assembly to be inaugurated on June 12.

    • APC opens new office

    Enugu State governorship candidate of the All Progressives Congress (APC) in the March 18 election, Chief Uche Nnaji, has assured his supporters he would reclaim his mandate from Governor Peter Mbah.

    Nnaji, who is challenging Mbah’s victory, expressed confidence the courts would return him as governor. He spoke yesterday at the opening of the APC state Secretariat, behind Parklane Hospital, GRA, Enugu.

    Nnaji, who insisted he won the election, said it only remained for him to be declared the rightful winner. He appreciated the support given to him so far by members of the party, particularly, Imo State Governor Hope Uzodimma.

    He added: “We have won the election. The only thing we’re asking God for is to help us secure our rightful victory.

    “Anyone supported by Hope Uzodimma doesn’t lose. When they were writing results of the election, we ignored them because we didn’t want blood to flow. We thought the election was a gentleman affair, but they decided to bite hard, claiming victory in the first phase. This second phase, we will bite even harder and come back victorious.”

    Nnaji also called on party members to remain united, assuring them that the party would reward hardworking members accordingly. He praised party leaders, led by Chief Ugochukwu Agballah, for their efforts in building the party to its current height, saying the new edifice showed its ambition to take over Enugu State.

    APC National Vice Chairman (Southeast), Ijioma Arodiogbu, insisted that the party won the governorship election in Enugu, and the real results would be pronounced in the fullness of time. He also congratulated the party for moving into its own office, and urged members to submit to Nnaji’s leadership.

    Kidnap suspect shot dead, 13 victims rescued in Ondo

    A suspected kidnapper has been shot dead by joint security operatives during a mission to rescue 13 persons who were abducted at Isua, headquarters of Akoko South-East Local Government Area (LGA) of Ondo State.

    The 13 persons were heading to Abuja when they were abducted by gunmen and marched into the forest.

    A source said the victims were travelling in an 18-passenger bus travelling to Abuja from Lagos.

    The source said: “It was like a movie when an Abuja-bound bus was waylaid on Tuesday by some unknown gunmen at Isua, the headquarters of Akoko South East Local Government, and 13 passengers were marched to the forest.”

    Security operatives comprising men of the Amotekun corp, soldiers, the police and the Nigeria Security and Civil Defence Corps were said to have stormed the forest in a bid to rescue the victims.

    It was gathered that the victims were rescued at the Ikakumo area in Akoko North-East LGA, a distance of almost 20 kilometres from Isua where they were picked.

    The rescued victims were said to have been taken to the Isua Police Station.

    Ondo Police spokesman, SP Funmilayo Odunlami-Omisanya, who confirmed the incident, said one of the kidnappers was shot dead when the security men engaged the kidnappers in a shootout.

    She said: “The victims were rescued by the joint security operation. One of them was killed during a gun duel. We are on top of the situation.”

    Police decorate 1,362, promote other ranks in Lagos

    The Police have decorated 1,362 rank and file serving under its Lagos Command who were promoted last week.

    The cops were among 31,465 junior officers promoted last Thursday by the Inspector-General of Police (IG) Alkali Usman, as part of manpower development policy.

    Decorating the junior officers with their new ranks yesterday, Lagos Police Commissioner, Idowu Owohunwa, said the command had a large number of promoted officers following his passionate appeal to the IG on the state’s peculiarities.

    “We are celebrating the I-G for considering Lagos State Command’s request for promotion to deserving officers. He approved the promotion of 1,363 junior ranking officers for Lagos Command alone

    “This comprises 1,123 Sergeants promoted to Inspectors, 20 Corporals to Sergeants and 220 Constables to the rank of Corporal.

    “The IG has not just stopped there, as I am talking now, Inspectors are being interviewed at the Zonal Headquarters, Onikan, in preparation for their being promoted to the next rank of Assistant Superintendent of police for those that would be found worthy,” he said.

    The police boss urged the promoted officers to live up to expectations in their new ranks as they were expected to carry out higher and more dangerous duties.

    Owohunwa warned them against corruption, human rights abuses and other unethical conduct, stressing that anyone found wanting would be punished accordingly, including dismissal where necessary.

    “You must show responsibility, you must justify your new rank. How do you do this? You must learn first and foremost to detest any act of corruption.

    “As you are aware, I have made it clear, if you are involved in corruption, if you are involved in acts of gross incivility to members of the public, my understanding is that you are not fit to remain within the police family.

    “For me, I will process such an officer through the disciplinary procedures and certainly, I will not be a party in keeping you within the system,” he warned.

    1,108 Lagos men suffer domestic violence

    No fewer than 1,108 men in Lagos reported incidents of domestic violence committed against them in the last six years, according to the latest data from the Lagos State Domestic and Sexual Violence Agency (DSVA).

    DSVA Executive Secretary Titilola Vivour-Adeniyi stated this at the launch of the ‘Hidden Crime –Violence Against Project” held at the Adeyemo Bero Auditorium Alawusa Ikeja.

    She said the figure did not include male children that have experienced one form of gender-based violence (GBV) or the other.

     Mrs. Vivour-Adeniyi also disclosed that a recently concluded community engagement in over 10 Local Government Areas (LGAs) revealed that there have been less enlightenment and spotlight on men victims or survivors of SGBV.

    She added that out of the 140 sex convicts interviewed during a 2016 research conducted in 2016 in partnership with the Nigeria Correctional Service (NCS), 80 per cent of them said they were sexually abused at an early age.

    Some, as young as six years old, were exposed to unhealthy sexual relationships.

    Vivour-Adeniyi lamented that the majority of them did not receive the needed psycho-social support and became abuse perpetrators themselves.

    A facilitator at the event, Tobi Ikudaisi claimed that in 2022 alone, 281 men in Lagos said they suffered domestic violence at the hands of their spouses.

    He added that many men keep quiet when they suffer domestic violence at the hands of their wives so that they are not labelled as weaklings.

    He listed factors preventing men from coming out to disclose that they suffer violence at the hands of women including children, culture, religious attitude, and society among others

    EFCC arraigns Katsina Deputy Accountant-General over alleged N289m fraud

    The Economic and Financial Crimes Commission (EFCC) yesterday arraigned the Deputy Accountant-General of Katsina State, Sani Lawal BK, before the state High Court on a five-count charge of conspiracy and criminal breach of trust.

    According to a statement by EFCC spokesperson, Wilson Uwujaren, the Commission arraigned him alongside Saadi Maiwada, the state’s former Sub-Treasurer in the Office of the Accountant-General.

    It was alleged that the defendants allegedly conspired and converted the sum of N289 million from the state’s coffers.

    According to the statement, an investigation revealed that the defendants laundered the stolen funds through the account of Integrated Gas Services Limited, a company where the first defendant (Maiwada) is a director.

    The sum of N49 million was also allegedly transferred from the account of Integrated Gas Services Limited to the personal account of the second defendant (Lawal BK).

    One of the counts read, “That you, Saadu Miawada and Sani Lawal BK sometime in 2017 at Katsina within the jurisdiction of this Honourable Court while being entrusted with dominion over money belonging to Katsina State Government dishonestly converted to your own use the sum of N120,790,942.86 which was transferred from the Katsina State Government Sub -Treasury Expenditure Account number 1012424374 domiciled in United Bank for Africa (UBA) PLC to Integrated Gas Services Company Limited’s Fidelity Bank account no 4010693761 (CO1717299). You thereby committed an offence punishable under Section 297 of the Penal Code Law of Katsina State 2021.”

    Both defendants pleaded not guilty.

    The court admitted each defendant to bail in the sum of N5 million, among other terms, and adjourned till July 24 for trial.

    Gunmen paraded over alleged plan to stop Gov Abiodun’s swearing-in

    The Police in Ogun State yesterday paraded four men for allegedly attempting to disrupt the second term inauguration ceremony of Governor Dapo Abiodun.

    Abiodun was on May 29 sworn in for his second term at the MKO Abiola Stadium, Kuto, Abeokuta.

    Ogun State Commissioner of Police, Olanrewaju Oladimeji identified the suspects as Adedapo Taiwo, Arogundade Idowu, Noah Jogunomi and James Abiodun.

    He alleged that they were arrested at Kobape area of Abeokuta “for planning to disrupt the inauguration ceremony of Governor Dapo Abiodun’s second term.”

    According to him, “the suspects were in possession of a Beretta pistol, live ammunition and assorted criminal charms”.

    The Police also paraded 36 others suspects at the police headquarters, Eleweran for alleged involvement in cultism, murder and armed robbery.

    Oladimeji said the suspects were apprehended within and outside Ogun State.

    • ‘Unqualified graduates will continue to be prevented from national service’

    The National Youth Service Corps (NYSC) has accused corps-producing institutions in Nigeria and outside the country of manipulating data to allow part-time graduates enroll for service.

    The organisation restated its determination to prevent unqualified graduates from being enlisted for national service.

    NYSC Director General, Brig.-Gen Yusha’u Ahmed, stated this at a meeting of the corps management with the registrars of corps producing institutions in Nigeria yesterday in Abuja.

    The NYSC boss said management would deal decisively with any institution or individual found culpable in such an act.

    He said: “The continuous decline of quality of graduates, which has largely been attributed to factors, such as harvest of graduates from unaccredited institutions, manipulation of data to allow part-time graduates enroll for service and other unwholesome practices, leaves much to be desired from the citadels of learning.

    “Management is determined not to take it lightly with institutions or individuals perpetrating these acts intermittently.”

    The Chairman of NYSC National Governing Board, Fatima Abubakar, who was represented by a member of the board, Maj.-Gen. B. S. Adetoro, enjoined participants at the meeting to critically assess all the steps taken in the course of mobilisation and fashion out a formidable template that would guarantee an unassailable process.

    The Director of Corps Mobilisation Department, Isa Siddique, enjoined the registrars to step up their game in the admission of qualified students and their progression till graduation.

    “Supervision of the mobilisation of your graduates for National Service in accordance with laid down rules and procedures equally fall under your purview,” he added.

    The Permanent Secretary in the Federal Capital Territory (FCT), Olusade Adesola, who declared the meeting open, acknowledged the giant strides the corps had recorded in the nation’s capital.

    He said this was attributable to the selfless services of corps members deployed to serve within the territory.

    Adesola promised that the FCT Administration would deepen its partnership with the NYSC to ensure successful implementation of the scheme’s objectives.

    • IGP welcomes proposed law, seeks assent

    The passage of the Bill for the Establishment of a Police Pension Board could balloon Federal Government’s pension liabilities, industry experts have warned.

    The bill excludes the Police from the Contributory Pension Scheme (CPS) and returns the force to the old Defined Benefits Scheme (DBS).

    Actuarial evaluations, according to industry stakeholders, indicate that it would cost the Federal Government an additional N2 trillion in pension liabilities for the 300,000 police personnel.

    Commenting on the possible implication for the already cash-strapped government, a financial analyst, David Ekpe, noted that under the contributory scheme, employees and employers contribute towards pension.

    But, under the DBS, the government takes full responsibility, which had led to irregular pension payments due to budgetary constraints.

    The upper chamber announced on its Twitter handle on Tuesday that it had passed the Bill despite opposition from industry stakeholders at the public hearing.

    The National Pension Commission (PenCom), which regulates the industry, the Pension Fund Operators Association of Nigeria and the Nigeria Labour Congress (NLC) all opposed the Bill.

    Former Secretary to the Government of the Federation (SGF), Boss Mustapha, had written to the Inspector General of Police in January 2022 to reiterate that a circular, with reference number 59149/S.1/C.1/11/266 dated July 20, 2021, stating that the police must be under the CPS, remained in force.

    The ex-SGF also referred to the White Paper on the report of the Presidential Committee on Restructuring and Rationalisation of Federal Government Parastatals, Commissions and Agencies, which forbids any government body, apart from the military and the intelligence services, from exiting the CPS.

    In 2004, the Olusegun Obasanjo Administration carried out a comprehensive pension reform to address the plight of pensioners who were always owed years in arrears.

    According to Ekpe, Nigeria moved from pension liabilities of N2.4 trillion to accumulated pension assets of N15.45 trillion as of February 2023.

    Under the Bill passed by the Senate, the Federal Government will now be fully responsible for police pensions.

    But, the IGP, Usman Alkali Baba, commended the National Assembly for the passage of the Police Pension Board Bill and the Nigeria Police Force College, Training School and Institution (Establishment) Bill.

    He believes the two Bills will positively redefine policing, standardise training capacity, enhance productivity and address the recurring pension-related hardship.

    To him, the removal of the police from the CPS and the establishment of the Pension Board is a welcome development and will help address the plight of police retirees.

    While hailing the National Assembly for passing the bills, which he described as critical, the police boss commended the efforts of well-meaning Nigerians for their support.

    He hopes that the Bills will be assented to by the President for their full implementation.

    According to a statement by the Force Public Relations Officer, Olumuyiwa Adejobi, a Chief Superintendent of Police (CSP, the IGP commended the steadfastness and patience of the retirees on the age-long battle of the pension palaver.

    He assured that all hands are on deck to make the bills a reality.

    The Plateau State House of Assembly has approved the request of Governor Caleb Mutfwang to appoint 15 aides.

    The governor, in a letter to the assembly, said the aides will assist him in the discharge of his responsibility.

    The members unanimously approved the request, noting that names of persons to be appointed were not contained in the governor’s letter.

    During the plenary, member representing Jos South state constituency, Fom Gwattson moved a motion under matter of urgent public importance, calling on the House to mandate the Commander, Operation Safe Haven to produce one of its personnel, who shot and killed one Kenneth Gyang at Mararaban Jamma’a in Jos South local government area of the state on Monday.

    The motion was seconded by Philip Dasun, member representing Pankshin North state constituency.

    While calling on the Commander to produce the personnel, the members also cautioned civilians not to exchange words with security personnel at every slight provocation.

    Association hails passage of Real Estate bill

    Real Estate Developers Association of Nigeria (REDAN) has commended the Ninth National Assembly for passing the Bill for an Act to Establish the Real Estate Regulatory Council of Nigeria (RECON).

    National President of REDAN, Aliyu Wamakko, gave the commendation in Abuja while speaking with newsmen on the passage of the Bill.

    Wamakko said the Bill, when signed into law, would further enhance professionalism in real estate business, and reduce building collapse as well as housing deficit in the country

    He said: “REDAN is complementing the Federal Government’s effort in providing affordable housing to Nigerians. We are committed to executing our National Housing Development flagship project, the Rural-Urban Housing Initiative (RUHI-774), which is aimed at developing at least 100 housing units in each of the 774 Local Government Councils of the Federation including the FCT, where feasible and viable.

    “We have secured construction finance in the sum of N26 billion from Pan African Affordable Housing finance institution, the Shelter Afrique to finance the RUHI-774 projects nationwide.”

    He expressed optimism that President Bola Tinubu would sign the Bill into Law, considering the essence of the Bill to the real estate sector.

    Wamakko said the Bill would serve as an engine for job creation; with resultant benefits for national economic development.
