    Lagos issues weather advisory to prevent flood

    Lagos State has urged residents to adhere to environmentally-safe practices, especially during the rainy season, to avoid untoward situations.

    Permanent Secretary, Office (Drainage Services) in the Ministry of Environment and Water Resources, Olalekan Shodeinde, an engineer, spoke at a downscaling workshop on the Seasonal Climate Predictions and Socio-Economic implications for the state, held at the Lagos Chamber of Commerce and Industries (LCCI), Alausa, Ikeja.

    According to Shodeinde, residents should continually support government’s efforts through regular clearing of drains in their frontage to ensure free-flow of storm water, stop the indiscriminate dumping of refuse in unauthorised places, stop clogging of drains with silt or construction materials, stop erecting structures within and around drainage Right of Ways and setbacks.

    Shodeinde reiterated the government’s commitment to providing essential weather advisories to stakeholders, planners, decision makers and operators in the socio-economic sectors, to ensure a flood-free state.

    The permanent secretary, represented by the Director of Drainage Enforcement and Compliance, Mahmood Adegbite, an engineer, said the advisory was important for the rainfall-sensitive sectors such as agriculture, transportation, water resources, health, environment, construction, among others.

    The permanent secretary noted that the Nigerian Meteorological Agency (NiMet) and the ministry had released the annual Seasonal Climate Predictions (SCP) earlier in the year to sensitise the people on the socio-economic implication of the rainy season.

    He added: “We assure you that we will continue to reap the benefits of careful and rigorous planning, as our flood control measures are being stepped up to contain any imminent rainfall.

    “The ministry, as usual, has embarked on an all-year-round drainage maintenance programme for effective and efficient flood control, as well as upgrading its early warning system with installation of automatic weather stations and river gauge stations. “We also reignited our sensitisation campaign using established media platforms, and even door-to-door campaigns through stakeholder engagement strategy and visitation to affected communities.”

    Shodeinde reiterated  government’s determination to maintain synergy with the Ogun-Oshun River Basin Authority (OORBDA), to continually control and monitor the release of water from the Oyan Dam.

    He urged residents to report cases of drainage blockages, to resident engineers present in all local government areas and zero tolerance offices across the state.

    The MD/CEO of Ogun-Oshun River Basin Authority, Olufemi Odumosu, highlighted the multipurpose use of dams to include bulk water supply, irrigation infrastructure for agriculture, aquaculture cage fish farming, flood control, hydropower generation potentials, transportation, researches and tourism, among others.

    N’Assembly: Governors will back Akpabio, Abbas, says Sule

    All Progressives Congress (APC) governors from the North have resolved to support President-elect Bola Tinubu’s choice of National Assembly presiding officers, Nasarawa State Governor Abdullahi Sule has said.

    He spoke during separate meetings at the Nasarawa State Governor’s Lodge with Senate President aspirant Godswill Akpabio and Deputy Senate President aspirant Barau Jibrin on Wednesday night as well as yesterday with House of Representatives Speaker aspirant Tajudeen Abbas and Deputy Speaker aspirant Benjamin Kalu.

    Akpabio was at the meeting with members of the Solidarity Group which is spearheading his campaign.

    Sule told the aspirants: “We cannot in any way fight the choice of Bola Ahmed Tinubu. We cannot in any way fight the choice of our party.” 

    He thanked the lawmakers for visiting him over the “project”, and described them as loyal party members who will work for the success of the incoming Tinubu administration.

    House Speaker Femi Gbajabiamila met with the Minority Caucus where members agreed on consensus building.

    Also yesterday, an aspirant for Speaker, Ado Doguwa, quit the race to support Abbas.

    But, the Northern Elders Forum (NEF), in its reaction to the controversy over the endorsement of candidates for National Assembly presiding officers, said the group will not campaign for selfish candidates.

    Its Publicity Secretary, Dr. Hakeem Baba-Ahmed, said the lawmakers should be allowed to choose principal officers based on merit and competence.

    Sule assured that Northern APC governors were on the same page with Tinubu and the ruling party over the choice of Abbas and Kalu.

    He said as the Chief Executive of his state, he also has preferred candidates for the leadership of the House of Assembly, adding that nobody would disagree with him on his decision.

    Sule said going against the choice of the President-elect and the party could create problems for the incoming administration.

    He stressed the fact that Northern governors were the ones who stood their ground for presidential zoning to the South where the “best has emerged”.

    He added: “If people hear that we’re disagreeing with the President-elect, they will laugh at us. We won’t disagree with him.”

    The Tajudeen/Kalu Campaign Team visited the governor as part of efforts to get the support and blessings of all stakeholders ahead of the inauguration of the 10th Assembly in June.

    On the Northcentral question, Sule said: “When Tinubu returns to Nigeria, we’ll sit down with him and ask him what is there for us in the Northcentral. 

    “I’m a governor, and when I indicate interest in who becomes the Speaker in my state, nobody argues with me.”

    He advised the aspirants to reach out to the other contestants in a bid to carry them along and get their support.

    Sule said: “You asked me for advice, and I’ll give you one. I saw you with PDP, LP and the rest of them. That shows you’re serious. Also, visit all the other aspirants. Visit all the opposition parties and ask for their support, so that they won’t penalise their members for supporting you.

    “I wish you well. I like the way you’re carrying the campaign. Try and carry everybody along. We know that the next administration is coming into an economic storm, so the president needs total peace and stability. From the governors, I promise you we’re going to give him the total support.”

    The country, he noted, is facing a lot. 

    “The incoming president will need somebody like Akpabio, as the chairman of the National Assembly, to enable him to push through his plans for Nigerians. 

    “Senator Akpabio to the best of my knowledge, has paid his dues, and that is why we are supporting him,” he said.

    Abbas told the governor that the team visited him to seek his support, cooperation and blessing.

    He said since his first election into the House in 2011, he has been making modest contributions to the legislature, which culminated in his sponsoring 74 Bills from 2019 to date, out of which 21 were signed into law.

    He recalled that before becoming a lawmaker, he had been a teacher from primary to tertiary institutions and that he established three different departments in Nuhu Bamalli and the Kaduna State University (KASU).

    Gbajabiamila, Minority caucus agree on consensus building

    Gbajabiamila and the Minority Caucus agreed to build consensus for the smooth take-off of the 10th Assembly and the emergence of presiding officers.

    A statement by spokespersons of the Minority Caucus – the Greater Majority – Victor Afam Ogene and Dachung Musa Bagos, said they agreed to consensus building in the interest of the House.

    The group led by Nicholas Mutu and Fred Agbedi had threatened to field candidates among the minority parties for Speaker and Deputy Speaker and set up a committee to shop for candidates.

    The group, a coalition of the seven opposition political parties, was led by Nicholas Mutu.

    Others, who accompanied him, included Wole Oke, Ali Isa, Dennis Agbo, Mansur Soro and Kabiru Ahmadu.

    At the end of the deadline, none of its members indicated interest in the two positions.

    The spokesmen said the parley with Gbajabiamila was the climax of a series of interfaces which the “Greater Majority” had with those aspiring to lead the House.

    Doguwa withdraws

    House Leader Doguwa announced his withdrawal from the contest, urging his supporters to support Abbas and Kalu.

    Speaking at a meeting of the Joint Task, 10th Assembly, Doguwa also announced that two other candidates, Abdulhareem Olawuyi (APC, Kwara) and Abubakar Makki Yalleman (APC, Jigawa) have withdrawn from the contest.

    Doguwa said Abbas is qualified, adding that he has the legislative experience to lead the House.

    He said he withdrew from the race to support the party’s choice because he is a beneficiary of the zoning arrangement.

    Doguwa said: “Don’t imagine that my appearance here is by accident. For those of you who are thinking you’re daydreaming, you’re not daydreaming. This is reality.

    “It is not like the table is turning against me. No. The truth is that the time has come for me to pay back and I think that paying back in these circumstances is a great responsibility that I must honour and oblige.

    “I rise today in the presence of my boss, Right Honourable Gbajabiamila, and I am flanked by Abdulraheem Olawuyi and Abubakar Makki Yalleman. 

    “Together collectively and individually, we are stepping into the shoes of this great campaign because, at every given time, there can be only one Speaker.

    “On this basis, we have all come individually and collectively to surrender our bid to be Speaker this time around to our great party, the APC and defer to our gentleman that was picked by the party to run for the speakership.”

    NEF: on merit we stand

    Baba-Ahmed said the North will not campaign for selfish persons jostling for principal offices.

    He said the northern voters have done their job and voted based on convictions over qualities of candidates while “some were induced, some voted along faith and others party lines”.

    Speaking at a one-day colloquium organised by the Democratic Watch Initiative (DWI) in Kaduna, he said: “Individuals and groups lobbying for positions from northern legislators should be conscious of a number of things. 

    “First, the best thing is to respect the independence of the legislature and allow members to choose their leaders.

    “The North does not want just any legislator from the North to become Speaker. We should hope that he has the highest personal integrity and a good idea of how his position can help him. All of them contesting should submit to a process by which their fellow contestants nominate them and then support them.

    “The same thing should be done at the Senate level. If those who know each other better than us cannot decide who will serve our interests as Northerners best, then we stop campaigning for all of them. We do not want legislators who want to be in positions of power to fulfil personal ambitions.”

    ‘Akpabio, Jibrin, best choices’ 

    Northwest APC youths endorsed Senators Akpabio for Senate President and Barau Jibrin as Deputy Senate President.

    The APC youth wing said Akpabio from the Southsouth and Jibrin from the Northwest will build the confidence of party members across the country, and foster national unity. 

    They also stated that both Akpabio and Jibrin are experienced lawmakers with a proven track record of achievements.

    In a statement by the Northwest APC Youths Leader, Abdulhamid Umar Moh’d, the group said both lawmakers are generally accepted across the country as a result of their contributions to the president-elect’s victory at the poll.

    Moh’d said: “The choice of Akpabio and Jibrin is so appropriate because both lawmakers made serious contributions to ensuring Tinubu won the election. 

    “While Akpabio relinquished his presidential ambition for Tinubu, Jibrin contributed immensely to APC’s triumph in the Northwest.

    “It is pertinent to note that, in the South, Southsouth contributed the second highest votes after Southwest which houses the President-elect. The Northwest gave the party the highest votes in the North with Kano State consistently giving APC the highest vote per state in every election since the formation of the party.

    “We understand that the business of legislature is highly professional because it deals with law-making and financial appropriation. Its leadership must be able, ready, and willing to support President-elect Tinubu.

    “We need pan-Nigerians who have been tested and trusted, proven worthy of integrity, character and prudent management to lead the Senate, hence the choice of Akpabio and Jibrin.

    “The President-elect is from the Southwest and the Vice President-elect is from the Northeast. As such, the Senate President should be zoned to the Southsouth and the Deputy Senate President to the Northwest. It should also be noted that Akpabio and Barau are experienced and competent lawmakers.

    “One has served as a governor and the other has been a long-term lawmaker.”

    Nger Delta Development Commission (NDDC) has expressed its willingness to partner Ondo State Government and other stakeholders on speedy completion of the Ondo deep seaport.

    It said the new seaport would be a valuable asset for Ondo State as well as contribute to its growth and prosperity for years to come.

    President Muhammadu Buhari, had on Wednesday, approved operating licence for the port.

    Head of the Public-Private Partnership of the NDDC states and Commissioner representing Ondo State on the board of NDDC, Gbenga Edema, said in a statement  in Akure that the seaport would provide significant economic, strategic and infrastructure benefits for the state.

    He said the collaboration with critical stakeholders was to ensure success of the project.

    He said the port would open Niger Delta states to the world.

    Edema said: “The relentless effort of Governor Oluwarotimi Akeredolu at ensuring that the seaport materialises is an attestation to his determination to ensure a greater Ondo State.

    “The establishment of a seaport will provide benefits for Ondo State, including increased trade, tourism and transportation opportunities. It will also create employment opportunities and generate revenue for the state, which will help boost the local economy.

    “The seaport will also attract tourists to the state, as ports often serve as major cruise ship destinations. This can help boost the local economy through increased spending on tourism-related activities.”

    The lawmaker representing Ondo South, Senator Nicholas Tofowomo, said approval of the deep seaport by the Federal Government was a collective effort by stakeholders.

    He said he started the pursuit of the port as a former commissioner for Transport under the administration of Dr. Olusegun Mimiko and followed up by proposing a legislative bill to establish the seaport as a senator of the 9th assembly.

    He said the deep seaport would play a big role in decongesting Lagos seaports.

    There is confrontation between Osun State Governor Ademola Adeleke and the leadership of Joint Labour Movement (JLM), over government’s proposal to carry out staff auditing for civil servants.

    The Nation gathered yesterday that the state government, through the Head of Service, Mr. Leye Aina, had engaged a consultancy firm, Sally Tibbot Consulting, to carry out the audit for civil servants. The firm had distributed the audit forms to ministries and agencies before the Labour kicked against it.

    The leadership of Osun Joint Labour Movement, through its chairman, in a letter obtained by The Nation yesterday dated 17th of May 2023, addressed to Governor Adeleke and Head of Service, Mr. Aina, was titled: ‘2023 Staff Audit Form; The Position of Osun State Joint Labour Movement’.

    The letter said: “At the end of the emergency meeting of the Labour  comprising the Nigeria Labour Congress (NLC), Trade Union Congress (TUC) and Joint Negotiating Council (UNC), which deliberated extensively on a purported 2023 Staff Audit Forms (see attachment) in circulation among the workers of Osun State:

    “We resolved as follows: that the Joint Labour Movement  rejects in its entirety, the circulation of the purported, illegal forms by Sally Tibbot Consulting.

    “That considering the past experience of Osun workers in exercises of this nature, the entire joint Labour Movement in the state totally rejects any form of contractual agreement or consultancy service(s) that will further bring untold hardship on the workers and pensioners of Osun State.”

    The last staff audit carried out by the government was done under the administration of Rauf Aregbesola when civil servants were sacked.

    A source among the Labour leaders, who confided in our correspondent, said: “We kick against staff audit proposed by Governor Adeleke because of sacking of workers. Some workers will be dealt with because of their political affiliation, which is wrong. Every government always looks for avenues to deal with civil servants who refuse to do their bidding.”

    University of Lagos (UNILAG) Alumni in Lagos has donated educational facilities to the school, while also adopting a student to train.

     At a meeting between the group and school management, Chairman, Owoeye Adedeji, presented some printers and a fridge to the school.

    “It is gratifying you are going to be adopting an Akokite that you will train and support with N250,000. Today, you have come with printers, and the fridge for the laboratory.

     “We have been discussing ways to increase funding and projects to be done, and there is also a plan to help renovate our hostels. These are some of the things important as funds dwindle, and it is great to know we have the support of our alumni.

     “I don’t think any university can do it alone, and so having these kinds of discussions with alumni groups that want to support the university is something laudable, and it shows the quality of manpower the university has produced.

    “If we had more people like this in the country, we would have no problems. I know that this is just the beginning, and I really, on behalf of the staff and students, want to thank you very much. We are very grateful. We continue to look forward to partnering with you as we go forward.”

     Adedeji, in an interview, noted the gesture is a way of giving back to the school, while promising to be continuously involved in the affairs of the school.

     “We felt there was a need for us to give back to our alma mater, and that is why we are here today; so that we can enhance the academic excellence of the university. We have presented printers and a fridge for the Faculty of Science so that we can assist the school in achieving their internal operations.

    “We have also discussed extensively with the Vice Chancellor on what we intend to do. We have the Triple A ‘Adopt an Akokite’. Alumni have keyed into it, and they are willing.

     “Barrister Tunde Adegoke (SAN) is involved and wants to be a part of it; Senator Gani Olanrewaju is ready to donate to the course. Hon. Razak Ajala is also involved. So we intend to go round to ensure that we are able to do what is necessary to take this school to greater heights.

    “We are not asking for money; we have already itemized what needs to be done, so we are giving these to the Akokites to just do what you can for the school,” Adedeji said.

    The matriarch of the Fapohunda family of Ondo, Ondo State, the late Mrs. Cecilia Akanke Fapohunda (nee Ogunsipe), will be buried today  after a funeral service at the All Saints Church, Ogbonkowo, Ondo at her family compound.

      Reception will follow at the Alpha Presidential Hall, Sabo, Ondo.

     There will also be Thanksgiving Service on May 21 at the same church at 8 a.m.

       Mrs Fapohunda, died on March 5, this year, three days after her 82nd birthday.

    She is survived by her children, grandchildren and other relatives.

        Publisher/Editor-in-Chief of Naija Times and Convener of the colloquium, Ehi Braimah, said a clinical diagnosis of the ‘Nigerian problem” will reveal we have to “change the way we think and behave” as the starting point of “cultural transformation.”

    “To move forward and enthrone transparent governance and begin the task of nation-building and development, our people and society must become culturally-oriented,” Braimah explained. “The pervasive culture of impunity without consequences by our people will also be discussed,” he added.

        Braimah also noted that we do not have any other country to call our own, adding that Nigerians must work together to build a better and prosperous country.

    Return of GAVI funding for health excites Fed Govt

    Federal Government has hailed the return of GAVI funding for healthcare, particularly immunisation through National Primary Health Care Development Agency (NPHCDA).

       It expressed confidence in the country’s financial management, transparency and accountability.

      GAVI stopped funding programmes in Nigeria through  NPHCDA following unsatisfactory findings from GAVI audit in 2015.

      It stressed that the return of direct Gavi programme funding symbolises the commitment of government to combat corruption, thereby providing a stable framework for governance, and attainment of Universal Health Coverage (UHC).

      Speaking during recommencement of Direct Programme Funding through NPHCDA event in Abuja, Secretary to Government of the Federation (SGF), Boss Mustapha said: One of our main objectives has been to change the narrative surrounding accountability in management of resources within Ministries, Departments and Agencies. Therefore, today, as we commemorate return of direct GAVI funding, let us recognise that this symbolises the commitment of Federal Government to combat corruption.

      “Today, we  celebrate the re-commencement of direct GAVI programme funding through National Primary Health Care Development Agency. This stands as proof of the accomplishments resulting from our combined endeavours to establish accountability and transparency.”

      Executive Director and Chief Executive Officer of NPHCDA, Dr. Faisal Shuaib, said: “The GAVI team will be glad to know we have taken steps to strengthen the Grant Compliance and Coordinating Office (GCCO), through an infusion of more technically sound NPHCDA staff who have also demonstrated dedication to duty and a high sense of probity.

      “We have no doubt GAVI will be willing to provide support to build capacity of relevant NPHCDA staff in accountability, transparency and in the management of government and donor funds.”

    UN: $396m needed to scale up humanitarian action in Borno, others

    United Nations has said $396 million is needed to scale up humanitarian action in Borno, Adamawa and Yobe (BAY) states to prevent widespread hunger and malnutrition crisis.

     The organisation, in a statement by Head of Public Information at United Nations Office for Coordination of Humanitarian Affairs, Ann Weru, said over half a million people may face emergency levels food insecurity, with extreme high rates of acute malnutrition and mortality if there is no rapid and significant scale up of humanitarian assistance.

       It noted an estimated two million children under five in the three states are likely to face wasting this year.

    The statement added this is the most immediate and life-threatening form of malnutrition.

     It reads: “Some 700,000 children are at risk of severe acute malnutrition – meaning they are 11 times more likely to die compared to well-nourished children. They need immediate action to survive.

      ‘’The deepening food crisis and worrying malnutrition levels are the result of years of protracted conflict and insecurity which continue to prevent more than two million people from returning home. A combination of fuel and food inflation, a naira cash crisis earlier in the year, and climate shocks (such as 2022 floods in Nigeria) are among factors that have worsened the crisis.

     “I have seen firsthand the anguish of mothers fighting for their malnourished infants in our partner-run stabilisation centres. This is a situation no one should have to face,” said  Matthias Schmale, humanitarian coordinator for Nigeria.

    “I have spoken with children who described going for days without eating enough. Mothers who said their children go to bed crying from hunger. Families struggling to feed their families as they have gone for months without receiving food assistance.”

     “This may become the unfortunate reality for millions of food-insecure people in the states unless resources and funding are mobilised.

     “If additional funding is not received, humanitarian partners will only reach about 300,000 of 4.3 million at-risk people in need of food assistance during peak of the lean season. As more people in need of food aid go unassisted, there will be an increased risk of starvation and death.

     “With the limited resources, nearly 3.4 million people will not be reached with agricultural livelihood support, including farming input, such as fertilisers. This funding gap is critical for agricultural livelihoods sustaining over 80 per cent of the vulnerable across the BAY states. A critical part of addressing the food crisis is to enable people grow their food”.

      Also, World Food Programme (WFP) in the statement noted it is scaling up its operations to assist 2.1 million people with emergency food and nutrition supplies.

     Country Representative of  United Nations Children’s Fund (UNICEF) in Nigeria, Ms. Cristian Munduate, called for efforts to protect children.

    “We have the power to make a difference in these children. With your support, we can prevent more children from suffering from malnutrition and give them a chance at a healthy and happy future,” she said.

    The FAO representative in Nigeria,  Fred Kafeero, warned that the upcoming lean season may worsen food insecurity among vulnerable households without access to agricultural livelihood options.

     The group noted Ayinde’s goodwill in ensuring yearly slots for pilgrimage (Hajj and Jerusalem), which has been extended to the diaspora body.
