Others are to educate the youths on dangers of drug abuse and promote moral and ethical values in the society, ensure equitable development for both rural inhabitants and poor urban dwellers, especially women and children.

    “It is also meant to equip the youths with simple employable skills for them to be job creators rather than job seekers, so they can also lead responsible lives.”

    Owners of small businesses were also given grants to aid their businesses.

    US analysts praise China’s governance

    The world should respect the fact that China has chosen and implemented its own governance model and development path, according to US experts on China.

    “China is a very large country, and therefore, it’s not an easily governable country,” said Sourabh Gupta, a senior fellow at the Washington-based Institute for China-America Studies.

    Gupta said that the emphasis on the rule of law has “served China really well”.

    He pointed out that only a “handful” of the Asian and African countries that came out of colonialism or imperialism in the late 1940s, ’50s and ’60s are on the road to becoming advanced countries.

    Gupta praised China’s governance model for “investing in its people in a very broad-based manner”, including in such areas as healthcare, education and infrastructure.

    The country has increased its emphasis on the rule of law over the past decade or so, and this has produced predictability and stability, he said.

    The report Xi Jinping delivered at the opening session of the 20th National Congress of the Communist Party of China on Oct 16 emphasized that the rule of law is a profound revolution in national governance and the long-term stability of the Party and the State.

    Gupta also said China has continued “making very good decisions” during the COVID-19 pandemic, referring to the “millions, or at least hundreds of thousands, of lives China has saved” as a result of its dynamic zero-COVID policy.

    The expert said “a superiority complex” is one of the reasons Western countries, including the United States, often misunderstand China’s governance.

    “There is a lack of understanding as to how much internal consultation” takes place in the system, he said.

    “As China has become a competitor to the West, it is easy — and actually, there is a vested interest in the West — to create stereotypes of China, not to hope or expect that the West will try to find out the means of how China goes about doing politics and succeeds. It is something they are not paying attention to or don’t want to pay attention to,” he said.

    William Jones, Washington bureau chief of Executive Intelligence Review, said, “There is probably more effective political discussion and debate in China than in the United States these days,” adding that in the US, “access to members of Congress by ordinary citizens is strictly regulated these days due partially to COVID and to the volatile political climate. People can rarely do more than vote once every four years or so for candidates that have largely been vetted by the party bureaucrats”.

    He said that in the US, “party divisions have become so serious that whatever one party proposes, the other party does its best to prevent it from being implemented. The Chinese system is definitely superior in this respect. That’s why things get done in China but not here”.

    Jones noted the US uses the term “good governance”, which means that the government gets things done on behalf of the people, to depict a particular mode of operation consistent with so-called Western values.

    “All the wars that the United States has initiated during the last decades to impose Western values have led to more chaos in the countries affected, whether we look at Iraq, Syria or Libya.”

    Jones said more needs to be done to enable the West to better understand China, such as people-to-people exchanges.

    “There important inroads can be made, diplomatically and culturally, in the areas of sports and education to shift the narrative in the direction of truth,” he said.

    Former Governor Seriake Dickson and his ‘friends’ have raised N11m to support his donation to flood victims in Bayelsa. 

    The Bayelsa West Senator has ealier donated N15m for flood victims in the State.

    Bayelsa is one of the worst hit by flood with the residence of former President Good luck Jonathan also affected. 

    Dickson thanked his friends for the support, saying their good deeds are felt by the people.

    He said: “Following the announcement of my donation to flood victims in Bayelsa State, some of my friends called to support and as of now they have raised N11m. A number of them preferred to be anonymous.

    Why petrol is scarce after floods recede — IPMAN

    The Independent Petroleum Marketers Association of Nigeria (IPMAN) President, Alhaji Debo Ahmed has said the Premium Motor Spirit (PMS) petrol was still scarce in the Federal Capital Territory (FCT) and its environs even after the floods that blocked Kogi State have receded because of the supply gap the disaster created.

    Floods have stalled conveyance of the product from the coastal depots to Abuja from early October 2022.

    Owing to the situation, the bulk of the trucks laden with PMS was trapped in Kogi State, the Federal Government was to some weeks later urge the transporters to take alternative routes in Niger and Benue States to ferry the product into Abuja.

    In the melee of scarcity, some retail outlets closed shops to motorists, who turned to black marketers.

    The Nation observed that over a week after the Lokoja flood receded, the PMS scarcity was biting harder in the FCT.

    While some travellers blamed the continuing shortage in supply on the blockade of Benin -Abuja road by Auchi, the IPMAN President added that consumers were embarking on panic buying for fear of continuous shortage of supply.

    Ahmed, who spoke to The Nation on phone, said the product was available in the depots, stressing that there should be increase in the loading.

    His words:” You know in distribution cycle, if there is a little of gap in fuel supply, it takes some days before you can cover it up. It is the gap that emanated because of the flood that is still causing the little scarcity we have.

    “They (suppliers) have to up their load from the depots to meet up because as it is coming people are buying. A lot of people are thinking there is still the issue (scarcity) so they will queue. It is not that there is no product, there is a lot of product in the depots. So, it is because of the break in supply of the product that is still causing the scarcity.”

    Last week, only a few petrol stations were opened to customers.
    The shortfall in supply resulted in endless queues around the few retail outlets that sold the product with fewer pumps.
    While some of the stations vended the petrol for its official pump price of between N174 to N175/litre, some hiked their prices to as much as N185 per litre of more.
    Blackmarketers sold theirs for average of N300 per 10 litres in plastic cans.

    NDLEA arrests four wanted kingpins in Lagos, Abuja

    Consisting of two men and two women, top the list of arrests made in the past week.

    The National Drug Law Enforcement Agency (NDLEA) has arrested four wanted drug kingpins in connection with over 16,000 kilograms (16 tons) of illicit drugs intercepted in Lagos, Abuja.Director, Media and Advocacy, NDLEA Headquarters, Abuja, Femi Babafemi, who revealed this in a statement on Sunday, said the suspects, consisting of two men and two women, top the list of arrests made in the past week.
    He said: “In Lagos, anti-narcotics officers who have been on the trail of 48-year-old Aro Aderinde for weeks arrested him on Sunday 16th October over his involvement in the export of 3,149kgs cannabis sativa concealed in coconut fibres via container number MSKU 1820587. 
    “In the same vein, two women: Hauwawu Bashiru and Basirat Adebisi Yahaya linked to the attempt to export 90 kilograms of methamphetamine through Pastor Anietie Okon Effiong of Promise of Zion Church, Oron, Akwa Ibom state, were equally arrested in Lagos and moved to Uyo to face charges along with the clergyman. Pastor Effiong was earlier arrested on Saturday 6th August.
    “Another drug lord, Abdulkadir Mohammed, 47, wanted over the seizure of 5,640kgs cannabis at a warehouse in Chukuku area of Kuje, Abuja, was nabbed on Sunday 16th October, following the arrest of his wife, Saadatu Abdullahi, 35, who was found at the store when it was raided.”

    Babafemi added that a notorious drug dealer in the Mushin-Isolo axis of Lagos, Monday Michael, 45, was also arrested on Monday 17th October while conveying 365.7kgs of cannabis in two Toyota Sienna space buses marked FST 189 FD and FST 273 GF.

    The statement reads, “In Edo, at least 10 suspects were arrested in connection with the seizure of 4,870.2kgs cannabis in parts of the state. On Wednesday 19th October, operatives stormed Ohusu forest boundary, Ovia south west local government area where they recovered a total of 3,159.7kgs and arrested three suspects: Effiong Udo; Daniel Asuquo Ebong and Asuquo Effiong.”Similarly, on Saturday 22nd October, operatives intercepted a Toyota Sienna space bus conveying 49 bags of C/S weighing 638.5kgs along Uwenusi road in Uhunmonde LGA, while 36kgs of the same substance stored in the bush along Uromi/Ubiaja road were equally recovered. In another operation, three suspects: John Paul, Liberty Rolland, and Aboki Stephen were arrested at Okpe in Akoko Edo with 55kgs of cannabis.
    “No less than 127kgs of C/S were seized and a suspect, Pius Okon John arrested while 854kgs of the same substance were recovered when operatives raided Okpe forest where some cannabis farms were destroyed. Three suspects: David Obada, Blessing Okechukwu and Odoh Sunday caught with the 854kgs C/S were arrested.

    “In Ondo state, operatives stormed the Aponmu forest in Idanre LGA where 52 bags of C/S that weighed 676kgs and the truck being used to load the consignment were recovered on Sunday 16th October, while the trio of Christopher Amuzoga, Chikogu Samuel and Ijeoma Okenna were arrested with 690kgs of cannabis at Ipele forest on Tuesday 18th October.
    “In Kano, operatives arrested Isah Suleman Mohammed and Sandra Okafor at Dakata area on Friday 21st October after they were caught with 538 blocks of C/S weighing 391.2kgs; 259,000 tablets of tramadol; 100 bottles of Codeine based syrup, and 150,000 tablets of pregabalin.
    “This followed the arrest of Abel John and Helen James with 328.7kgs C/S at Gonin gora area of Kaduna, while 5,000 tablets of tramadol and 25,000 tablets of Exol-5 were recovered along Abuja-Kaduna express road. In the same vein, a suspect, Yahaya Musa, was arrested on Sunday 16th October at Tashar Yari, Kaduna, with over 30,000 tablets of tramadol, diazepam and exol-5.
    “In Bauchi, a suspect, Ogbonna Ikechukwu, was arrested at Gadar Maiwa, Ningi LGA, with 67, 960 tablets of various types of psychotropic substances while in Akwa Ibom state, operatives raided the Marina market, Eket, where quantities of illicit substances along with one million one hundred and ninety three thousand and sixty naira(N1,193.060) cash and Eight hundred and forty nine thousand (N849,000.00) fake currency were recovered from fleeing suspects.
    “While commending the officers and men of Lagos, Ondo, Edo, FCT, Bauchi, Akwa Ibom, Kano, Kaduna, and Apapa Port Commands of the anti-narcotics Agency for the arrests and seizures, its Chairman/Chief Executive, Brig. Gen. Mohamed Buba Marwa (Retd), CON, OFR, said the arrest of the fleeing drug kingpins is a warning signal to those still in the criminal illicit drug trade that the long arm of the law will soon catch up with them. He charged officers and men across all commands to intensify the heat on the drug cartels until they are dismantled.”

    FG evacuates 542 stranded Nigerians from UAE

    The Federal Government has evacuated 542 Nigerians who were stranded in the United Arab Emirates (UAE).

    The evacuees, who consisted of 79 males, 460 females and 3 infants arrived at Nnamdi Azikiwe International Airport Abuja on board Maxair chartered flight on Sunday at 4:29 am.

    They were received by a Federal Government team- led by the National Emergency Management Agency (NEMA) and airport officials, security agencies including National Commission for Refugees and Internally Displaced Persons (NCFRMI), NAPTIP, Nigerian Diaspora Commission, NDLEA, Nigerian Correctional Service, Nigerian Customs Service, Port Health Services, NCDC and others.

    According to a statement by the Head of the Press Unit of the National Emergency Management Agency (NEMA), Manzo Ezekiel, the evacuees were given a token for transportation to their various destinations after being screened by the Health officials, profiled by various relevant agencies and cleared by Nigerian Immigration Service.

    The Director General NEMA, Mustapha Ahmed, while receiving the returnees on behalf of the Federal Government urged them to learn from their experiences and be law-abiding citizens.

    Ahmed, who was represented by the Director of Finance and Accounts, Alhaji Sani Jiba, said the Federal Government approved the evacuation and provision of the token for the returnees to support their movement to their homes.

    The Consul General of Nigeria in Dubai, Ambassador Atinuke Mohammed who accompanied the returnees back on the flight lauded the federal government for its intervention in the safe evacuation of the stranded citizens back home.

    Kerosene price up by 118.08% in one year- NBS

    The National Bureau of Statistics (NBS) has said the price of Household Kerosene (HNK) was up by 118.08% in 12 months.

    According to the Bureau in its document titled :”National Household Kerosene Price Watch (September 2022), the price rose from N434.39 in September 2021 to N947.30 in September 2022.

    The documents said:”The average retail price per litre of Household Kerosene (HHK) paid by consumers in September 2022 was N947.30, indicating an increase of 17.02% compared to N809.52 recorded in August 2022. On a year-on-year basis, the average retail price per litre of the product rose by 118.08% from N434.39 in September 2021.”

    On state profile analysis, the NBS said the highest average price per litre in September 2022 was recorded in Enugu with N1,272.50, followed by Ebonyi with N1,263.89 and Cross River with N1,187.50.

    It however added that the lowest price was recorded in Rivers with N686.27, followed by Bayelsa with N715.15 and Nasarawa with N735.29.

    NBS noted that analysis by zone showed that the South-East recorded the highest average retail price per litre of Household Kerosene with N1,128.28, followed by the South-West with N1,068.18, while the North-West recorded the lowest with N868.89.

    The document said the average retail price per gallon of Household Kerosene paid by consumers in September 2022 was N3,236.27, showing an increase of 9.79% from N2,947.65 in August 2022. On a year-on-year basis, this increased by 110.04% from N1,540.82 in September 2021.

    NBS explained that on state profile analysis, Abuja recorded the highest average retail price per gallon of Household Kerosene with N4,200.00, followed by Abia with N4,078.57 and Enugu with N4,052.38.

    It further said on the other hand, Borno recorded the lowest price with N2,500.00, followed by Zamfara and Delta with N2,555.56 and N2,576.92 respectively.

    According to the document, analysis by zone showed that the South-East recorded the highest average retail price per gallon of Household Kerosene with N3,607.38, followed by the South-West with N3,468.42, while the North-East recorded the lowest with N2,803.96.

    Ondo community reconnects with ancestors on ancestral hills

    Residents of Ikare Akoko in Akoko Northwest local government area of Ondo State have spent four days praying on the Ikare hills to reconnect with their ancestors for the progress of the community as part of activities to mark the Okemeji Tako Tabo Festival.

    The festival symbolised migration from Ile-Ife and their ancestors’ settlement on the Ikare Hills.

    Adorned with white attires members of the Ikare Akoko offered prayers to their ancestors while showcasing their cultural heritage through dances, quiz competition, seminar and special town hall meeting.

    Owa-Ale of Ikare Akoko, Oba Adeleke Adegbite-Adedoyin II cautioned politicians against infighting and making inflammatory comments capable of causing chaos or setting the country ablaze.

    Oba Adegbite-Adedoyin II who urged politicians not to see contest for elective offices as a do-or-die affair said many lives have been lost in the past during elections.

    He asked security agencies to be alive to its responsibilities to dealing with any politicians hobnobbing with hoodlums to incite violence during electioneering periods.

    His words: “We cannot afford to lose lives again. We must understand the incontrovertible fact that election is not a do-or-die affair. Candidates and their supporters must realize the need for peaceful poll”

    “Politicians must not engage in inflammatory comment during the course of their campaigns, I will advice them to read the new electoral act in order to know the punishment tied to it.”

    Thr Owa-Ale, who was recently promoted to a First Class monarch by Governor Oluwarotimi Akeredolu, said the Okemeji Tako Tabo festival was a celebration of the community’s progenitors who settled in its present hilly settlement.

    “Today is a remarkable day in Ikare as we celebrate the Okemeji Tako Tabo Festival. We are celebrating our forebears who came from Ile-Ife, and ever since then, we have been progressing in all spheres”.
