    FG needs N33 tr to rehabilitate N/East in 10 years – Goni

    Not less than N33 trillion ($80 billion) is required to fund the North East Stabilization and Development Master Plan 2020-2030, the Managing Director of the North-East Development Commission (NEDC), Mohammed Goni, disclosed on Thursday.

    Goni, who spoke at the Presidential Villa, Abuja, when he appeared on the weekly Ministerial Briefing organised by the Presidential Communication Team, also said the 10-year master plan would address humanitarian challenges facing the crisis-ridden region.

    According to him, the Commission hopes to raise 20 percent of the estimated fund through budgetary allocations while the balance would be sourced from the private sectors, development partners and donor agencies.

    The NEDC boss also lamented the dearth of teachers in the region disclosing that about 40 percent of teachers there has either been killed in the insurgency or displaced over time.

    UPDATED: Niger Assembly impeaches three principal officers

    A dramatic twist led to the impeachment of the Majority Leader, Deputy Majority Leader and Chief Whip of the Niger Assembly on Thursday.

    The impeachment took place despite moves by Speaker Abdullahi Bawa Wuse to stop it.

    The impeached principal officers were the Majority Leader representing Kontagora constituency, Saleh Ibrahim; the Deputy Majority Leader representing Gurara constituency Binta Mamman and Chief Whip representing Lapai constituency Idris Musa Vatsa.

    They were accused of incompetence in discharging their constitutional responsibility.

    The drama began when the member representing Edati Constituency Salihu Tama presented a motion under the matter of urgent public importance but was overruled by Speaker.

    The Speaker was however overruled when the legislators took time to school him that motions under matters of public importance do not require the Speaker to see it in writing before it is presented.

    “I gave him the opportunity to speak. the understanding is that he said he had a motion and the motion is being typed and it is almost complete. I now asked him if it is ready and he said that the motion is for flooding in Edati local government area and that it is almost ready and that was why I said I haven’t given him the basis to speak. I overruled him because he didn’t give me the motion before the sitting. And that is my stand on this,” the Speaker explained.

    Several members who spoke stated that it has never been the practice of the Assembly while calling on the Speaker to point out the session in the rules of standing order for overruling the Legislator from making his presentation.

    The member representing Borgu Constituency, Mohammed Abba Bala challenged the Speaker’s stand and said: “If a matter of public importance is not put to writing, won’t it be presented? Has that always been the practice? I know of several cases where this is not the case in this House.

    ”Why is it that someone is asking for his constitutional right and you didn’t allow him? It is not part of our rules that matters of public importance at any time must be given to the Speaker before it is said during the plenary. Why are you being partial? Your overruling on this matter cannot stand.”

    The Member representing Bosso Constituency Madaki Bosso also said that the Speaker was wrong in overruling the legislator without pointing him to the section either in the Constitution or in the Assembly standing order.

    He said: “You need to draw his attention to the provision of the Constitution, which says that he must give you a copy of the motion before it is presented at the floor of the House. You overruled him without letting him know how he has gone wrong.

    ”If you are overruling him, draw the attention of the house to that part of the standing order. What you are saying has never been the case in the past, if there has been an amendment, the House needs to know and be informed about it.”

    When he was finally given the opportunity to speak, Tama moved for the impeachment of the Majority Leader, Deputy Majority Leader and the Chief Whip.

    “As a matter of urgent public importance, I move the impeachment of Majority Leader, Deputy Majority Leader and the Chief Whip for their incompetence to discharge their constitutional responsibility.”

    The motion was seconded by the member representing Borgu Constituency while the legislators choose the successors of the impeached principal officers.

    The new Majority Leader representing Borgu Constituency is Mohammed Abba Bala; Madaki Malik Bosso representing Bosso Constituency emerged the Deputy Majority Leader while Salihu Tama Edati is the new Chief Whip.

    Two ex-Govs, senator sponsoring insecurity in Imo, IPOB alleges

    The Indigenous People of Biafra ( IPOB) has accused two ex-Governors and an erstwhile Senator in Imo State (names withheld) of sponsoring insecurity in the State.

    The group said the sponsors’ interest was to make the State ungovernable for Governor Hope Uzodimma.

    In a statement by its Media and Publicity Secretary, Emma Powerful, IPOB said the sponsors were meeting regularly to strategise on how to undo Uzodinma’s government because of old scores to settle.

    It however alleged the Governor was transferring aggression to the masses by tagging them IPOB and Eastern Security Network ( ESN) members.

    The statement partly reads, “IPOB has been so worried over the continued criminalities going on in Biafra Land, especially in Imo State.

He enhanced the placement of 260 applicants shortlisted by the Job Creation Ministry that was headed by Chief (Mrs) Kemi Nelson, the State Honourable Commissioner for Establishments, Pension, Training and Job Creation.

    About 2000 persons were recruited into the State Civil Service while 2000 others were engaged as highway managers to clean some major Lagos roads. Also 500 unemployed persons secured jobs at the State Public Works Bureau in addition to the 100 persons newly recruited as gardeners by the Lagos State Development and Property Corporation (LSDPC) while another 120 agricultural trainees were engaged to cultivate lands at the State-owned Araga Farms in Epe Local Government Area. About 2,500 labourers were employed in the “drain ducks and attack squad” by the Ministry of Environment and Physical Planning in collaboration with the Ministry of Works to regularly clear and evacuate silted drains across the State.

    Stakeholders advocate curriculum overhaul for vocational institutions

    Concerned with the paucity of skilled manpower with the attendant dire consequences on the economy, some stakeholders have advocated the need for curriculum overhaul, especially for vocational institutions.

    They are of the view that what was presently on ground was inadequate.

    Chief Executive Officer, (CEO) Axxela Limited, Bolaji Osunsanya stated this when Mr. Ladi Lawanson, Chairman, School Based Management Committee (SBMC) and some senior staff of the Federal Science and Technical College (FSTC) Yaba, paid him a courtesy visit in Lagos

    Axxela Limited is the pioneering private sector-led developer of natural gas distribution in Nigeria and designated natural gas shipper on the West African Gas Pipeline (WAGP), with operations across Nigeria and West Africa.

    Osunsanya also emphasised the need for the country to be development-hungry and to let our education curriculum speak to that hunger.

    According to him, most companies’ preference for technicians trained abroad has to do with the assessment of their competence.

    For instance, he said that out of about 50 applicants tested by his company recently, only a few passed and were selected.

    “And if you look at the selected few, it is because they had supplementary experience with one of the IOCs or big companies,” he said.

    Speaking further, he explained that in a bid therefore to contribute its quota towards the development of vocational education, Axxela, through one of its subsidiaries, Gaslink had commenced the refurbishing of the Welding and Fabrication Department at FSTC.

    Osunsanya said the company’s Corporate Social Responsibility is hugely focused on education, as a way of giving back to the communities where it derives its income from.

    According to him, in taking this approach, the company will also seek to solve some of the challenges of its business operations.

    “FSTC then became a choice because it ticked both boxes for us. It created input resources for us as an organisation and created a worthy cause for giving back to society.

    “There is a dearth of competent local welders and fabricators in the country, and we see that in everyday life, and running our business.

    “So this for us is strategic, we will be able to access the best skills and put our resources behind this undertaking,” he stated.

    The CEO noted that the company’s intervention at the college, would be full spectrum and would lead to the establishment of a ‘Centre of Excellence’ in welding and fabrication, which is expected to come in four stages.

    “One is the facility upgrade, which is what we are currently doing. We will also support with curriculum development and teacher training.

    “We will invest in teacher training, look at the curriculum and make it more relevant to everyday work and make it as global or world class as it needs to be.

    “There are developments in that area already, so, we just need to leapfrog that.
    Then we will be looking at what you will call extension work, making sure that when you impart the skills, they have the opportunity to practice in a live environment.

    “We will bring them in and encourage our other partner companies to use graduates of the school in real life experience.

    “We will also help them coordinate internships, vacation jobs and opportunities to work ultimately, not just on our own as Axxela, but leveraging our other alliance partners.

    “We think a combination of these should make for a very strong welding and fabrication professional and that is what we desire,” he stated

    On the expectations from graduates of the proposed centre of excellence, the Axxela CEO said for the company, the test is the quality of workmen that people would begin to see in the society.

    He stated that the skills obtainable from this centre would continue to be pivotal to operational excellence within Axxela’s segment of the value chain.

    ” Hence, we need to have an active system for grooming them to become competent welders. Our expectation is that whenever we assess these practitioners, it would be clear that some would have passed through FSTC.

    “If we track it and it starts to show, then we will know we are getting it right.

    “I am hoping that if we call 500 welders for a test, among the top numbers, quite a sizable number will be from FSTC and it will be clear that we are on the right track,” he said.

    Asked if public perception is responsible for the low enrollment into technical schools, Osunsanya said: “It is probably the way we look at such professions and how we project them’’.

    “If they think a welder can achieve everything that society expects him to achieve, then they will pay attention to it. And I think that is what we need to do, get them trained properly.

    “In our field, a welder earns more than a safety officer and if you have a top welder, he probably will even earn more than the chief engineer in a typical company because it is a highly specialised skill.

    “I think first, the trade centre should not be a remedial school, that people go into because they could not get admitted into a technology school or university,” he said.

    According to him, itt should be a path on its own and after the trade centre, the students should graduate to be top of their profession.

    He added that there is a need to have poster professionals that had gone through this path, so that their achievements could be beamed and highlighted, to encourage the students.

    According to him, this can change the perception with time.

    In his remarks, Lawanson regretted that the country has not made adequate investment in vocational skills training, adding that technical and vocational training is one aspect of the country’s economy that is yet to unleashed.

    He said there is a huge aspect of the country’s economy where such skills are required, so that gap costs the country a lot because companies hire expatriates with these specialised skills.

    “If we have trained professionals in such areas who have the right skills set, then even the equipment we will buy will last longer, even employment within those different trades will help to pay people properly and put them in the economy.

    “I think we have this unidirectional mindset that every body must be a white collared job professional, which is not true, as this is not realistic to our national objective.

    “Let me then state that this is what drives my passion in accepting to serve in this capacity as the chairman of the SBMC of FSTC and to help to bring as much awareness and support to that key sector of our livelihood.

    “This will basically help us to unlock the potential of these young ones, as well as also propel them to be able to contribute meaningfully to the economy and the development of the nation,” the chairman stated.

    Lawanson added that one of the key reasons for setting up the SBMC by the Federal Government, is to support it by attracting partners, funding, ideas and knowledge to support the schools.

    He expressed delight at the ability to facilitate the Axxela project, to the tune of N23 million and others to the college, noting that the development was one that he had pursued with passion and would continue to look out for for of such collaborations.

    “The first stage is the renovation of the Welding and Fabrication workshop, not only in terms of renovation of the workshop.

    “It is also to be able to make linkages between what we are teaching them here and the industry out there.

    “So, part of the attraction also, is that once they have been trained properly, we will now make the linkage for them to be employed there as required,” Lawanson noted.

    Graham Potter verbally agrees to become next Chelsea manager

    Graham Potter has verbally agreed to become Chelsea’s new manager and he is expected to take position in the dugout for Saturday’s game against Fulham.

    Controlling owner Todd Boehly wasted no time in dispensing Thomas Tuchel after the disastrous Champions League loss away to Dinamo Zagreb and he has moved quickly to get Potter.

    The Seagulls boss was due to speak to the media on Thursday ahead of his current side’s Premier League clash with Bournemouth, and he was seen pulling into their training base for the last time early on Thursday morning.

    Potter, who is going over a few final details of the contract this morning, is expected to be in the Chelsea dugout, along with his Brighton staff, for the Blues’ match against Fulham on Saturday.

    Potter was locked in advanced talks with the Blues on Wednesday night and an agreement is said to be close. Barring any last-minute hitches, he is expected to be in charge for Saturday’s Premier League clash at Fulham.

    Having made a formal approach to Brighton, Chelsea were granted permission to speak to Potter.

    Those talks are understood to have been led by co-owners Todd Boehly and Behdad Eghbali in London on Wednesday afternoon and continued into the evening. Sources said the only way Chelsea would not appoint him is if he turned down the role.

    The identification of Potter as Chelsea’s preferred option to replace Tuchel — who will receive as much as £13million in compensation after his shock dismissal — has come during a period in which the club are without a sporting director.

    Boehly has taken interim charge, but it is understood the club are close to appointing someone in that role. Sources have even said the new man has had some influence on the move for Potter.

    Former Liverpool sporting director Michael Edwards and ex-Tottenham and Southampton recruitment guru Paul Mitchell are among those being considered by Chelsea.

    Sources have indicated Potter is fully open to taking over at Stamford Bridge and that reaching an agreement will be straightforward.

    The 47-year-old is understood to have a release clause of at least £12m in his contract, meaning Brighton are powerless to stop their manager leaving.

    Recruitment analyst Kyle Macaulay and first-team coach Billy Reid are among the Brighton staff set to follow Potter to London.

    Tuchel was sacked on Wednesday hours after his side’s 1-0 defeat at Dinamo Zagreb, Chelsea’s third loss in seven games. It is believed the decision was made before the chastening result in Croatia.
