    FG records breakthrough as federal civil service goes paperless, saves billions

    ‎The federal government has declared a breakthrough in its public sector reforms, announcing that Nigeria’s Federal Civil Service has effectively transitioned from paper-based operations to digital work processes, a shift expected to save billions of naira, curb corruption, and significantly improve service delivery.

    ‎Head of the Civil Service of the Federation, Mrs Didi Esther Walson-Jack, made the declaration in Abuja at the Paperless Civil Service Gala and Awards Night, describing the milestone as a defining moment in the reform history of the Service.

    ‎She noted that digitalisation has long been discussed but has been slow to materialise; it has now moved from concept to reality, positioning Nigeria’s civil service on a competitive footing with global public administrations that prioritise speed, transparency, and citizen trust.

    ‎According to her, “Countries that fail to digitise their public services are not just slow; they are increasingly irrelevant. Tonight, we are no longer talking about plans or pilots. Digitalisation is here, and it is working.”

    ‎She disclosed that a coordinated push under the Federal Civil Service Strategy and Implementation Plan 2021–2025 (FCSSIP25) has accelerated reforms across Ministries, Departments, and Agencies (MDAs), with all ministries represented at the event achieving full compliance by going live on the Enterprise Content Management System (ECMS).

    ‎One of the most visible outcomes, she said, is the rollout of GOVMail, Nigeria’s secure government email platform, which now hosts over 100,000 official accounts, strengthening data sovereignty and saving the government huge sums previously spent on foreign email licences.

    ‎Beyond email communication, Walson-Jack said the Service has deployed a suite of digital tools to modernise governance, including a Service-wide GPT trained on the Constitution, Public Service Rules, and official circulars, which has already recorded over 25,000 user interactions. An online compendium of federal circulars has also ended the long-standing frustration of missing or conflicting directives across MDAs.

    ‎She explained that core management systems are also being overhauled, with the Performance Management System now automated in most ministries, while the Personnel Audit and Skills Gap Analysis is digitising workforce data to enable evidence-based recruitment, training, and deployment.

    ‎Tracing the reform journey, the Head of Service noted that the paperless drive dates back to 2017 under former Head of Service, Mrs Winifred Oyo-Ita, and gained momentum during the tenure of Dr Folasade Yemi-Esan, particularly after a 2020 directive mandating MDAs to digitise their registries following disruptions caused by COVID-19.

    However, she admitted that when she assumed office in August 2024, only three ministries had fully digitised their processes, prompting the establishment of “War Rooms” under FCSSIP25 to fast-track results and enforce accountability.

    ‎“These were not rooms for speeches, but for execution. Excuses were retired, and results were demanded,” she said.

    ‎Walson-Jack stressed that all digital initiatives align with the Nigeria First Policy, prioritising locally developed solutions and Nigerian expertise to strengthen the economy while improving public service delivery.

    ‎Secretary to the Government of the Federation, Senator George Akume, in his remarks, described the transition to paperless governance as a cultural and institutional shift rather than a mere technological upgrade.

    ‎He said the reform reflects efficiency over bureaucracy, transparency over opacity, and accountability over discretion, adding that it aligns fully with President Bola Ahmed Tinubu’s Renewed Hope Agenda.

    ‎Akume urged MDAs to institutionalise digital systems beyond personalities and sustain capacity building to ensure the reforms endure, noting that “the future of governance lies in systems, not shortcuts.”

    The event also recognised MDAs and individuals who distinguished themselves in driving the digital transition, with government officials describing the awards as a signal that innovation and excellence in the civil service will be acknowledged and rewarded.

    The wife of the Ondo State Governor, Mrs. Oluwaseun Esther Aiyedatiwa, has called on parents and guardians to make the education of their children a top priority, describing it as the most valuable legacy they can bequeath to the younger generation.

    Mrs. Aiyedatiwa made the call on Thursday while hosting children to a colourful Children’s Christmas Party at the Government House Ground, Akure, the state capital.

    She emphasised that education remains a powerful tool for personal development and societal progress, stressing that no meaningful development can be achieved without adequate investment in the education of children.

    Speaking at the event organised through the Office of the Commissioner for Women Affairs and Social Development, Dr. Oluwaseun Osamaye, the governor’s wife, charged parents to go beyond providing basic needs by ensuring their children are enrolled in school, properly monitored, and encouraged to excel academically and morally.

    “I want to implore you to take their education seriously. They are the future leaders of this state and our nation,” She said.

    The governor’s wife added, “Don’t listen to those who don’t see reason in educating their children. Our governor is laying emphasis on children’s education, and we as mothers must ensure our children are educated.

    “Please, give your children attention. Always listen to them and find time for them so that they will not seek advice from strangers.”

    Mrs. Aiyedatiwa explained that the Christmas party was organised to enable children to have fun and interact with one another, urging them to enjoy the various activities provided, including bouncing castles and games.

    Flanked by the wife of the Deputy Governor, Dr. Bosede Adelami, and wives of political officeholders in the state, led by Dr. Osamaye, the governor’s wife received a standing ovation as many of the children expressed excitement over her warm interaction with them.

    In her opening remarks, the Commissioner for Women Affairs and Social Development, Dr. Osamaye, said the party was organised by Governor Lucky Aiyedatiwa, represented by his wife, to provide a platform for children, especially those from underprivileged homes, to interact and socialise.

    According to her, the initiative was aimed at making the children happy during the yuletide and exposing them to healthy social relationships.

    “Governor Lucky Orimisan Aiyedatiwa organised this Children’s Christmas Party to bring joy to the children during the festive season,” she said.

    “It is an opportunity for children, including those from underprivileged homes, to interact freely, make friends, and feel included. The provision of gifts also shows the governor’s commitment to the welfare and security of children in the state.”

    She added that the children would have fond memories of the event and look forward to subsequent editions.

    BREAKING: Court grants ex-Labour Minister Ngige bail over alleged N2.2b fraud

    A High Court of the Federal Capital Territory (FCT) in Gwarimpa has granted bail to former Minister of Labour, Chris Ngige.

    Ngige is being prosecuted by the Economic and Financial Crimes Commission (EFCC) on an eight-count charge bordering on abuse of office and acceptance of gifts estimated at about N2.2billion.

    He is alleged to have accepted the said gifts from contractors of the Nigeria Social Insurance Trust Fund (NSITF) during his tenure as supervising minister from September 2015 to May 2023.

    In a ruling on Thursday, Justice Mariam Hassan held that Ngige should be granted bail on the same conditions attached to the administrative bail earlier granted him by the EFCC.

    Justice Hassan said Ngige should produce a surety, who must be at the level of a director and must own landed property within the court’s jurisdiction.

    The judge held that since Ngige claimed he had misplaced his international passport, his surety should deposit his own international passport with the court, which the surety could only retrieve when Ngige produces his own as a replacement.

    She adjourned till January 28 and 29 next year for trial.

    With the 2027 general elections approaching, Nigeria’s political landscape is witnessing renewed realignments as some governors elected on the platform of the Peoples Democratic Party (PDP) have defected to the ruling All Progressives Congress (APC), deepening the crisis within the opposition party.

    In 2025 alone, at least four sitting PDP governors dumped the party, citing internal instability, the need to align with the federal government, and what they described as the PDP’s declining influence.

    1. Sheriff Oborevwori (Delta State)

    Delta State Governor Sheriff Oborevwori, alongside his predecessor Ifeanyi Okowa and the entire PDP structure in the state, defected to the APC in April 2025.

    Party leaders said remaining in the PDP was no longer viable, describing the party as a “sinking boat.”

    2. Umo Eno (Akwa Ibom State)

    Akwa Ibom Governor Umo Eno joined the APC in June 2025, explaining that the decision followed extensive consultations.

    He said aligning with the federal government would bring stability and long-term benefits to the state, stressing that the move was made “from a position of strength.”

    3. Peter Mbah (Enugu State)

    In October, Enugu State Governor Peter Mbah defected to the APC after months of consultations, saying the move was necessary to better position the state for development and collaboration with the centre.

    He described President Bola Tinubu as “a partner in purpose” and said Enugu’s voice would now be better heard at the federal level.

    4. Douye Diri (Bayelsa State)

    Bayelsa Governor Douye Diri announced his defection in October, blaming what he called the “terminal decline” of the PDP.

    He said his decision was aimed at preventing Bayelsa from being dragged down by the party’s internal collapse, describing the move as part of a broader Ijaw political realignment.

    5. Siminalayi Fubara (Rivers State)

    Rivers State Governor Siminalayi Fubara defected from the PDP to the APC in December, shortly after a closed-door meeting with President Bola Tinubu.

    He said the move was aimed at giving full support to the President and aligning Rivers State with the federal government for better cooperation and development.

    Enugu State Governor, Peter Ndubuisi Mbah, has approved a fresh round of appointments, naming new commissioners, board chairmen, executive secretaries, and other senior officials across key government agencies.

    The Secretary to the State Government (SSG), Professor Chidiebere Onyia, disclosed this in a statement issued in Enugu on Wednesday.

    According to the statement, Osinachi Nnajieze and Dr. C. O. C. Egumgbe was appointed as Commissioners-designate. Their names have been forwarded to the Enugu State House of Assembly for screening and confirmation.

    Other appointments approved by the governor include Kenechukwu Nnamani as Managing Director of the Enugu State Investment Development Authority (ENSIDA); James Chukwuemeka Mbah as Executive Secretary of the Enugu State Scholarship and Education Loans Board; Dr. Eric Oluedo as Executive Secretary, Local Government Staff Pensions Board; Mrs. Sylvia Onwubuemeli as Executive Secretary, Enugu State Library Board; and Monday Diamond Ani as State Coordinator, Community and Social Development Agency (CSDA).

    Governor Mbah also approved the reconstitution of the Governing Board of the Enugu State Universal Basic Education Board (ENSUBEB).

    Members of the board include Hon.     Enugu gets new gaming, lottery law as Mbah signs 2025 commission act

    The Enugu State Government has enacted a new legal framework to regulate gaming and lottery activities with the signing into law of the Enugu State Gaming and Lottery Commission Law, 2025.

    Announcing the development at a press conference on Tuesday, the Executive Secretary/Chief Executive Officer of the Enugu State Gaming and Lottery Commission, Prince Arinze Arum, described the law as a major overhaul of the state’s gaming regulatory system.

    He disclosed that the law, signed by Governor Peter Ndubuisi Mbah, repeals the former Gaming Commission Law, Cap 86 of the Revised Laws of Enugu State 2004, and introduces a modern, comprehensive, and transparent regulatory regime for the industry.

    According to him, the new law formally establishes the Enugu State Gaming and Lottery Commission with broad powers to regulate all gaming activities, ensure industry integrity, and protect the public interest.

    A key feature of the law, Arum said, is the creation and empowerment of gaming inspectors with statutory authority to conduct unannounced inspections, access records and equipment, seize illegal gaming tools, seal unlicensed premises, and work with law enforcement agencies to detain suspects where necessary.

    “These inspectors will not be passive observers. They will enforce compliance across casinos, betting shops, and online platforms to eliminate illegal operations and protect players,” he stated.

    Arum noted that the law also introduces a strong consumer protection framework, compelling licensed operators to provide self-exclusion tools, deposit limits, cooling-off periods, transparent information on odds and risks, and strict measures to prevent underage gambling.

    He further announced the establishment of an Enugu State Gaming and Lottery Commission Charitable Trust Fund, funded through a portion of industry revenue, including 50 per cent of unclaimed winnings and a Good Cause Levy, to support projects in health, education, security, and infrastructure.

    On market entry, he said the new licensing regime raises standards by requiring significant capital investment, local content participation, and fit-and-proper tests for operators and key staff, certification of gaming equipment and software, and full compliance with anti-money laundering regulations.

    Existing operators, Arum added, would be required to reapply under the new standards through a transitional process.

    The Executive Secretary said the law signals Enugu State’s readiness for responsible investment, stressing that while the state is open for business, it will only accommodate ethical and compliant operators.

    He assured the public of enhanced protection and urged stakeholders to collaborate with the Commission, noting that full details of the law are available through the Commission’s office and website.

    Osun First Lady distributes N50m RHIESS grant to 250 vulnerable residents

    The wife of the Osun State Governor, Titilola Adeleke, has distributed a N50 million welfare support grant donated by Senator Oluremi Tinubu to 250 aged and vulnerable residents across the state.

    Speaking at the event held at the Osun State Government House, the First Lady said the gesture was part of the Renewed Hope Initiative Elderly Support Scheme (RHIESS), now in its third edition.

    Tagged “Finding Joy in Old Age,” the programme is designed to provide social support and ease the impact of economic hardship on elderly citizens, ensuring they live with dignity and happiness in a caring society.

    She explained that since the inception of the current administration in 2023, the Renewed Hope Initiative has made it a tradition to celebrate senior citizens every December in recognition of their contributions to nation-building.

    According to her, the scheme supports 250 vulnerable elderly persons aged 65 and above in each of the 36 states of the federation, the Federal Capital Territory, as well as veterans from the Defence and Police Officers’ Wives Association (DEPOWA).

    She noted that a total of 9,500 beneficiaries nationwide would each receive N200,000.

    She also disclosed that the opposition All Progressives Congress (APC) received 100 beneficiary slots from the initiative.

    Earlier, speaking on behalf of the wives of members of the Adeleke cabinet, the wife of the Commissioner for Budget and Economic Planning, Dr. Mrs. Olunike Adeleke, commended Senator Oluremi Tinubu for the initiative, describing it as inclusive and cutting across party lines.

    She urged the beneficiaries to continue supporting the current administration and advised them to make good use of the grant, particularly by prioritising proper nutrition and healthy living.

    The Consolidated APC Grassroots Movement (CAGrAM) has unveiled a strategic roadmap aimed at mobilising 10 million votes in support of President Bola Tinubu’s re-election in the 2027 general elections.

    The group said President Tinubu has taken bold and necessary economic decisions to reposition Nigeria for long-term growth and prosperity.

    Speaking at the CAGrAM National Grassroots Mobilisation Summit in Abuja, Bala Usman, who represented Hon. Faisal Lawal, said the mobilisation drive was designed to help Nigerians better understand the reforms initiated by the President and why continued support is crucial at this stage.

    He described the ongoing economic reforms as deliberate but necessary steps towards sustainable development.

    In his remarks, the Chairman of the Central Organising Committee and National Moderator of CAGrAM, Hon. Dr. Agbi Omobamidele, reaffirmed the movement’s commitment to President Tinubu’s re-election bid.

    He said the President deserves continued support in view of his administration’s focus on economic recovery, national security, and wealth creation.

    Agbi urged CAGrAM’s over 1.2 million registered members nationwide to adopt a “1 for 10” strategy, encouraging each member to mobilise at least ten voters.

    According to him, this approach would help the movement achieve its target of 10 million votes for the President.

    Also speaking at the summit, the Minister of Interior, Hon. Olubunmi Tunji-Ojo, outlined practical strategies for grassroots mobilisation, stressing that nation-building is a collective responsibility.

    He called on Nigerians to support President Tinubu’s Renewed Hope Agenda, noting that the administration has taken decisive steps to stabilise the economy.

    The minister disclosed that the government has saved over $25 billion through the removal of petrol and foreign exchange subsidies.

    He explained that Nigeria previously spent about $10 billion annually on fuel subsidy and $15 billion on forex subsidy, while a significant portion of national revenue went into debt servicing.

    He described subsidy removal as a tough but necessary decision that has helped place the country on a more sustainable economic path.

    In his remarks, the National Director of Media of CAGrAM, Olufowobi Desmond, also called on Nigerians to support the Renewed Hope Agenda, saying President Tinubu is laying the foundation for a safer and more secure future.

    He added that the current economic hardship is temporary and will ease as the reforms take full effect.

    Also, Hon. Tope Sanya, the Organizing Secretary of CAGrAM, thanked members from the 36 states of the federation for their commitment and massive turnout.

    He also commended members of the Central Organizing Committee for their dedication to delivering a successful summit.

    Sanya paid special tribute to the Honourable Minister of Interior, Olubunmi Tunji-Ojo, for championing the Renewed Hope Agenda and for his leadership in driving nationwide grassroots mobilization in support of President Tinubu’s re-election.
