RULAAC welcomes probe of Ibadan Circular Road demolitions, urges Oyo govt to halt evictions

The Rule of Law and Accountability Advocacy Centre (RULAAC) has welcomed the decision of the National Human Rights Commission (NHRC) to refer complaints over alleged large-scale human rights violations linked to demolitions along the Ibadan Circular Road project to its Oyo State Office for investigation.

RULAAC disclosed this in a press statement issued by its executive director, Okechukwu Nwanguma, dated February 2, 2026, following a petition submitted to the NHRC on November 18, 2025, by residents of six local government areas in Oyo State—Oluyole, Egbeda, Lagelu, Ona Ara, Akinyele and Ido—who accused authorities of forced evictions and abuse of power.

According to the organisation, the petition alleges that more than 10,000 residents were forcibly displaced without adequate notice, compensation or resettlement.

It also cited reports of deaths, injuries and psychological trauma arising from the demolitions, as well as the destruction of homes and livelihoods, deepening poverty and social dislocation in the affected communities.

RULAAC further alleged that the road corridor was unlawfully expanded from 75 metres on each side to about 500 metres on each side without a clear legal basis or public consultation.

The group also raised concerns over the reported deployment of armed security personnel during the demolitions, allegedly preventing residents from salvaging their belongings and intimidating those who protested peacefully.

The advocacy group warned that, if proven, the allegations amount to grave violations of fundamental rights, including the rights to life, dignity, property, fair hearing, peaceful assembly and adequate housing, as guaranteed under the Nigerian Constitution and the African Charter on Human and Peoples’ Rights.

Drawing parallels with similar experiences in Lagos State, RULAAC said the Ibadan demolitions reflect a troubling pattern where development projects are enforced through force rather than due process.

It criticised the reported involvement of police and, in some cases, military personnel in providing armed cover for demolitions and suppressing protests.

“Security agencies are constitutionally mandated to protect citizens, not to enforce potentially unlawful evictions or intimidate affected communities,” the organisation stated, warning that such actions undermine public trust and promote governance by force instead of the rule of law.

RULAAC stressed that the primary responsibility for investigating the allegations and preventing further violations rests with the Oyo State Government, particularly the Office of the Governor, the Ministry of Works and relevant land and security authorities.

The group called on the state government to immediately suspend further demolitions along the Ibadan Circular Road corridor, institute a transparent and independent investigation into the allegations, engage affected communities to assess humanitarian impacts, and make the findings public to ensure accountability.

It also demanded fair and adequate compensation, resettlement and livelihood restoration for victims, as well as sanctions for any public officials or security personnel found culpable.

RULAAC concluded that while the NHRC’s intervention is a welcome step, decisive action by the Oyo State Government is urgently needed, insisting that infrastructure development must not be pursued at the expense of human rights, dignity and public trust.

Adeh said, “The Federal Capital Territory (FCT) Police Command is aware of a planned peaceful protest by the Nigeria Labour Congress (NLC) FCT Council, scheduled to hold tomorrow, Tuesday, 3rd February 2026, within the Federal Capital Territory.

“While the Command recognizes and respects the constitutional rights of citizens to peaceful assembly and protest, and remains committed to providing adequate security for all lawful activities, intelligence reports at the disposal of the Police indicate plans by the proscribed Islamic Movement of Nigeria and other non-state actors to infiltrate and hijack the protest for purposes inimical to public peace and security.

This measure is aimed at forestalling any breakdown of law and order, while also ensuring that the rights of other residents to safety, freedom of movement, and the conduct of lawful daily activities are not infringed upon.

“The Command assures residents of the Federal Capital Territory of its unwavering commitment to the protection of lives and property and urges all citizens to continue to cooperate with law enforcement agencies in the collective effort to maintain peace and security.”

Lagos warns content creators against using children in harmful online content

The Lagos State Government has issued a stern warning to content creators, influencers and digital media producers over the use of children in online content that violates child protection laws, saying offenders risk criminal prosecution.

The warning was contained in a joint statement released by the Commissioner for Youth and Social Development, Mr. Mobolaji Ogunlende, and the Executive Secretary of the Lagos State Domestic and Sexual Violence Agency (DSVA), Mrs. Titilola Vivour-Adeniyi.

The government said the directive followed growing concerns about the portrayal and involvement of minors in digital content that could be harmful, exploitative or degrading, particularly on social media platforms.

According to the statement, children are a legally protected and vulnerable group under Nigerian law and must not be exposed to content that undermines their dignity, safety or psychological wellbeing.

“Involving minors in content that depicts abuse, sexual themes, harmful stereotypes or unsafe scenarios is not only unethical but also contrary to existing laws designed to protect children,” the statement read.

The government stressed that creating, distributing or profiting from content that sexualises, exploits or endangers minors constitutes a criminal offence under several legal frameworks.

It cited Sections 25(1) and 26 of the Lagos State Child’s Rights Law (2015), which prohibit exploitative child labour and all forms of child abuse, as well as Sections 135–139 and 141 of the Criminal Law of Lagos State (2015), which deal with sexual offences against children.

The statement also referenced Section 23 of the Cybercrimes (Prohibition, Prevention, etc.) Act (2015), which criminalises child pornography and related online offences, and Section 24 of the same Act, which prohibits cyberstalking and online harassment. In addition, Section 32 of the Child’s Rights Act provides for up to 14 years’ imprisonment for the sexual abuse or exploitation of a child.

Reaffirming the state’s position, the Lagos State Government said it maintains zero tolerance for all forms of child abuse and will work closely with law enforcement agencies to ensure strict compliance with existing laws.

“We will continue to engage relevant stakeholders and take necessary action to address violations of child protection laws when they occur,” the statement said.

Content creators were urged to familiarise themselves with applicable legal provisions and to prioritise the safety, dignity and overall wellbeing of children in all forms of creative expression.

The government also encouraged members of the public to report cases of child abuse through designated reporting channels provided, stressing that child protection is a shared responsibility.

  • Digital Renaissance: How Technological Innovations are Transforming Nigeria’s Economic Landscape

Digital Renaissance: How Technological Innovations are Transforming Nigeria’s Economic Landscape

It’s no secret that Nigeria has long fought an uphill battle—youth unemployment, rising prices, and overreliance on oil revenues. However, beneath these tough situations, a quiet revolution is unfolding right before our eyes. Fueled by a tech-savvy population and prompt digital adoption, information and communications technology (ICT) is becoming Nigeria’s high-powered economic engine.

Standard income paths are slightly sinking into oblivion, supported by tech-based industries and versatile career opportunities. Forex trading with the MT5 download has quickly attracted multiple investors in Nigeria, unleashing their trading potential.

From the bustling innovation hubs of Lagos to rural mobile cash kiosks, digital achievements aren’t about bridging the gaps; instead, they’re aimed at breaking the mould, allowing for growth and inclusivity. This article highlights how Nigeria is applying ICT to breathe a new life into its economy and redefine its tomorrow.

The Mobile-First Economy: Disruptive Power of Fintech

Without doubt, Nigeria’s fintech boom epitomizes leading-edge technologies. With roughly 154 million mobile subscribers and 45% internet penetration, digital finance has overshadowed old-school banking, forming a new vision of financial stability.

Meanwhile, mainstream platforms like Flutterwave, Opay, and PalmPay process millions of transactions daily, enabling SMEs to process payments and manage payroll. During the COVID-19 pandemic, mobile transaction volumes leaped by 72%, mitigating disruptive lockdowns for a plethora of enterprises.

This positive impact has extended beyond the realm of trade. Agrocorp, a blockchain-based platform, connects smallholder farmers with buyers and insurers via a simple SMS, eliminating exploitative intermediaries.

Today, farmers in Kaduna receive real-time market prices and microloans, boosting crop yields by 40%. Cowrywise is democratizing asset management by investing in mutual funds with a minimum ₦100 (US$0.12)–a radical shift in the country where 60% are beyond the reach of formal financial services.

Creating Jobs in the Digital-Powered Era

At present, ICT is among the rapidly growing sectors in Nigeria, directly employing over 500,000 people and indirectly employing millions. Andela’s model of training software developers has inspired a wave of coding academies like Decagon and AltSchool Africa, training youngsters for next-gen niches like AI and cloud computing.

In 2025, it was reported that program graduates might earn up to 10 times the minimum wage, reversing the “brain drain” tendency.

Gig economy platforms are on the rise today.  App-based Bolt and Uber hire 300,000 drivers nationwide, while Jumia, Africa’s largest e-commerce platform, supports 50,000 delivery agents.

For women, digital advancements imply unprecedented opportunities. Shecluded, a fintech startup, was launched to focus on financial literacy programs, helping 20,000 women entrepreneurs scale their businesses in cyberspace.

Public Services Revolution Around the Corner

In Nigeria, ICTs are modernizing public administration and service delivery. The Bank Verification Number (BVN), a system that links biometric data to bank accounts, has already reduced identity fraud by 85%.

In healthcare, Helium Health digitizes patient records from 500 hospitals, and telemedicine applications such as the Federal Medicaid System connect rural clinics with medical professionals in urban areas.

Education is undergoing fundamental changes, too. uLesson, an Edtech startup, offers K-12 video materials on SD cards for offline access, reaching 2 million students in areas with unreliable internet access. Similarly, N-Power, a government initiative, annually trains 500,000 young people in digital skills, of whom 30% find freelance or permanent employment in the digital sphere.

Both sectors, education and healthcare, are no longer a luxury but rather a necessity. For a heavily populated country like Nigeria, these are crucial steps forward to meet the demands of the next generations properly.

Challenges: Infrastructure Gaps and Cybersecurity Risks

Despite progress, obstacles persist. Only 40% of Nigerians have reliable electricity, and 4G coverage remains patchy outside metropolitan areas. Data costs—an average of $2.50/GB—are prohibitive for low-income customers, putting progressive ideas under threat.

    resource 2

Cybersecurity remains a formidable challenge for progress. In 2022, Nigeria lost $500 million from phishing and ransomware attacks targeting banks and SMEs. Now, the National Cybersecurity Policy resolves this issue through public-private partnerships, but implementation is lagging.

In Nigeria, startups like SecureID are entering the market, with affordable encryption and digital identity solutions on offer. This innovation is promised to mitigate financial worries during a start-up launch or business expansion.

    Global Recognition and Investment Influx

Nigeria’s ICT sector is going viral, drawing many investors to the table. A prominent example are Fintech startups that raised $1.2 billion in 2022. Moreover, investments of $200 million in data centers and digital skills underscore confidence in Nigeria’s tech potential.

The government is prioritizing digital health, adding it to its strategy. The National Digital Economy Policy aims to achieve 95% broadband penetration by 2025, while tax incentives are attracting tech giants like Amazon and Siemens to establish regional hubs.

All in all, innovation and technology should go hand in hand to secure a borderless digital economy and pour into the country’s bright future.
