  • Police arrest members of Vigilante group for killing 400L OOU student

    The Ogun State Police Command on Wednesday paraded three suspects who allegedly murdered one Ahmed Obisanwo, 400-level student of Olabisi Onabanjo University (OOU), Ago-Iwoye.

    The Command also recovered guns from the suspects who claimed to be members of local community Vigilante group.

    The Commissioner of Police, Bashir Makama, who paraded the suspects at Eleweran, the Command’s Headquarters, said the three suspects Idowu Ayodele, 53, Segun Ogunsanwo, 53, and Akeem Salisu, 55 would be charged with   murder.

    Makama said the suspects invaded a hotel in Ijebu-Igbo, the Headquarters of Ijebu North Local Government Area of the State on August 8, dispossessing people of their valuables during the attack.

    The Police boss in the state added that  the suspects also seized two young men while the robbery lasted, stressing that one of the victims  escaped from the suspected criminals, while the other remained with them.

    He said: “These suspects went into a hotel and told everyone to lie down, dispossessing them of their valuables. They seized two people and didn’t return them. After a while, one of them came back and said he had escaped. When we asked him about the second person he was abducted with, he said, he was dead. It is six weeks today, that person has not returned.

    “There was a complaint and we worked on that which led to the arrest of these people and the recovery of these weapons. On further interrogation, they said the other person that was taken had been killed. They said he had been thrown into a river. We asked them to identify the river so we can go there and conduct a search and recover his remains.”

    “One of them claims to be a member of safe corps but the boss has out rightly denied that. One of the weapons is painted in police color. They will be made to face the full wrath of the law.”

    But one of the suspects, Akeem Salisu told reporters that he didn’t kill Obisanwo.

    Salisu claimed the Vigilante group where he is part of, was constituted by the community to rid the area of cultists and thugs.

    According to him, his group usually arrests cultists and thugs in the community and drop them at the Police Station in order to ensure peace and security in the area.

  • I’m not dictating to Judiciary, says Buhari

    WITH a pledge to sustain judicial independence, President Muhammadu Buhari on Monday opened this year’s  Annual General Conference of the Nigerian Bar Association (NBA) at the Eko Hotel, Victoria Island, Lagos.

    The President said he was not dictating to the third arm of government.

    He explained that the Federal Government under his watch had demonstrated this by accepting unfavourable court judgments.

    President Buhari, who was represented by the Attorney General of the Federation (AGF) and Justice Minister Abubakar Malami (SAN), restated his administration’s commitment to strengthening institutions.

    Alluding to the raging controversy about the recent trial of top judicial officers, the President pledged to justly apply the law against “sacred cows”.

    He said: “We have had to disrupt the age-long wrong assumptions and historical narratives of the presumed immunity of sacred cows in our society, simply to demonstrate that henceforth the law will be used as a potent instrument to regulate the activities of all persons and institutions in our country in a fair and transparent manner.”

    Malami affirmed government’s resolve to probe the circumstances surrounding the failed power project leading to $9 billion arbitration award against Nigeria in favour of British firm, P & ID.

    The AGF regretted that the $9 billion is 20 per cent of Nigeria’s reserves and vowed that all culpable individuals and corporate bodies would be punished.

    He said: “It is a sad testimony with potential for national economic disaster when legal issues are handled either in a compromised, ignorant or incompetent manner.

    “Let me say that without prejudice to our right to challenge this award, Mr. President has already directed the Office of the Attorney General of the Federation and Minister of Justice to take steps to ensure that all issues related to negotiation, signing, formation and obvious frustration of the purported contract are duly investigated and all persons and institutions, whether in the private or public sector, who acted in ways that have now made our dear nation face potential economic adversity and widespread opprobrium are made to face the law and prosecution in the law court.

    “Never again shall we allow such short-sighted individuals to compromise our national interest and walk away without a sense of accountability… Never again,” Buhari said.

    The Chief Justice of Nigeria (CJN), Justice Tanko Muhammad, noted that the Judiciary was not truly independent financially.

    He promised that it would not lose “its firm grip on the mantle of honesty, transparency and integrity”.

    The CJN, who explained that those three virtues formed the pivot of his administration, said the judges do not regard “anybody’s face or feelings” in deciding cases.

    He said: “By the grace of Almighty God, I will tenaciously hold on to that, even until that very moment of my last breath on earth.

    “Let me assure this assembly that we don’t look at anybody’s face or feelings before making our decisions.

    “If there is any deity to be feared, that deity is the Almighty God. We will never be subservient to anybody, no matter how highly placed.”

    He pleaded with those preventing judicial independence to desist.

    “Please, all that are concerned, let us enjoy our independence. If you say that I am independent, but in a way whether I like it or not, I have to go and bend down, asking (for funds) I have lost my independence” Muhammad said.

    Muhammed added that Supreme Court and Court of Appeal Justices sacrificed their annual vacation this year to clear the backlog of “time-sensitive cases”.  He admonished lawyers to desist from the practice of filing needless appeals at the Court of Appeal and the Supreme Court.

    The CJN warned that the apex court would be unsparing in punishing “blatant abusers of the court processes”.

    Lagos State Governor Babajide Sanwo-Olu urged lawyers to key into the ongoing global technological transformation, if they must remain relevant.

    Sanwo-Olu, who was represented by his deputy, Dr. Obafemi Hamzat, said with the impact of technology in different aspects of life, the legal profession, as the voice of the voiceless, could not afford to swim against the tide in the scheme of things. NBA President Paul Osoro assured that the association’s members would ensure that the legal profession in Nigeria was “placed on the pedestal of integrity”.

    Delivering the keynote address, the International Bar Association (IBA) President Horatio Neto urged Nigerian lawyers to promote gender parity and ethnicity. He also advised them to specialise in different fields of technology that are relevant to the law profession at the global sphere.

  • Police recover body of slain cultist inside bush

    Men of the Edo State Police Command have recovered the body of a yet to be identified young man who was hacked to death by suspected cultist and dumped in a bush at Ugie community in Ikpoba-Okha local government.

    The deceased which was clad in black attire was taken to the morgue at Stella Obasanjo hospital.

    Okaighele of the community, Mr. Osas Imafidon, said he heard that some youths had engaged in bloody fight.

    He stated that further investigation showed that it was a fight between Vikings and Neo-black Movement of Africa.

    Edo police spokesman, DSP Chidi Nwabuzor, said the killing was reported by one Imafidon at the New Etete Police Station.

    He said investigation has commenced into the incident.

  • ‘Commercial sex worker’ found dead in hotel

    A suspected commercial sex worker in her mid-20s has been found dead in a hotel at Amukpe in Sapele Local Government Area of Delta State.

    The woman’s remains were allegedly discovered underneath a bed in a room at the hotel.

    The incident is happening barely two weeks after another sex worker, Miss Miracle, also died in a similar circumstance in a hotel room.

    The Nation gathered that prior to the discovery, other customers had lodged in the hotel, but unknowing to them a body was under the bed.

    A senior police officer, who spoke on condition of anonymity, confirmed the incident.

    Police Commissioner Mr. Adeyinka Adeleke, who confirmed the incident, said the deceased was not a commercial sex worker.

    He said: “The woman in question was not a prostitute. The police are on the trail of the culprits.”

  • BREAKING: $9.6b judgment debts: FG protests, links contract to Yar’Adua’s govt

    The Federal Government has linked the contract which led to a judgement debt of $9.6billion (N3.5trillion) to the administration of ex-President Musa Yar’Adua.

    It also protested against the award of the judgment debt and claimed that it cannot stand.

    It also said President Muhammadu Buhari has ordered the Economic and Financial Crimes Commission (EFCC), the National Intelligence Agency( NIA) and the Inspector-General of Police to probe the criminal conspiracy behind the failed contract.

    The government said the contractor, Pocess and Industrial Developments Ltd. (P&ID) did not execute the conteact

    The government made the clarifications at a joint briefing in Abuja by the Minister of Information and Culture, Alh. Lai Mohammed alongside the Minister of Justice, Abubakar Malami(SAN), the Minister of Finance, Zainab Ahmed and the Governor of the Central Bank of Nigeria,  Mr. Godwin Emefiele.

    Mohammed said: “We have invited you here today to brief you on the recent judgement of a UK Court authorizing Process and Industrial

    Developments Ltd. (P&ID) to seize 9.6 billion dollars in Nigerian assets, over a contract entered into by the company and the Ministry

    Malami said the ” contract was designed ab initio to fail.

    ” We investigating the criminal conspiracy. ”

    The Minister of Finance, Mrs. Ahmed said ” this judgment cannot stand. It is about N3.5trillion, which is the size of our national budget.”

    The CBN Governor said P&ID “did not invest one cent into this country and challengedthe firm to show proof.”

  • Boko Haram: Security expert writes Defence Minister on strategy to end terror in Nigeria

     

    Renowned Security expert, Comrade Richards Murphy, has written the Minister of Defence,  proffering solution to the nagging security challenges bedevilling Nigeria.

     

     

    The letter addressed to the Defence Minister, Gen. Bashir Salihi Magashi (rtd) and obtained by our reporter on Sunday,

     

    While describing  the appointment of Magashi as a rounded peg in a rounded hole, Murphy urged him to synegise with the Chief of Army Staff, Major Gen TY Bruatai, in spirit, determination, courage and commitment to timely  end senseless killings in Nigeria.

     

    He also urged to  prioritize and untie the political knots which strangulate  financial operations in the Northeast and elsewhere soldiers are involved on special  Internal Security (IS) assignment.

     

    The letter reads below.

     

     

    The Honourable Minister Sir,

     

    “What Your Predecessor Failed To Hint The C-in-C”: An Open Letter

     

    My Honourable Minister, please I pledge your indulgence to permit me to warmly congratulate you on this new appointment as Nigeria’s Political Chief of the Defence Ministry.

     

    Sir, from my years of experience on security matters, I believe, His Excellency, President Muhammadu Buhari has made a proven and trusted choice in your appointment to lead a ministry. I consider  it very sensitive to national interest that you are  extremely burdened by  the subsisting circumstances of the prevailing insecurity challenges assailing our cherished country to come to the rescue.

     

    However, in spite of the enormity of the mandate of your present office, there is no modicum of reservation in me that stars shine everywhere. And I can vouch for your competence  and experience as a performer whose vast knowledge has resolved  the most complex of mysteries in the past,  throughout your meritorious military career, until a blissful retirement.

     

    The Hon. Minister, Sir, it’s unnecessary to remind you about the magnitude of the insurgencies and insurrections, Nigeria is facing at the moment. I know, it’s a knowledge  on your fingertips. But let me bore you a little that from the mindset of Mr. President from the outset, he wants to deal the final lethal blow on Boko Haram terrorism and farmers/ herders crises in the country.

     

    And Mr. President knows these  twine insecurity threats to our beloved country, Nigeria would have been eclipsed long ago, assuming political leaders at the lower rung of power imbibed his disposition, absolute cooperation and hard work to collectively terminate these evil plots against our country.

     

    Your appointment as Defence Minister therefore, stems from  Mr. President’s conviction that at this time of our political nay security challenges odd history, none can do the job better than you. We are honoured by this presidential trust in you!

     

    And from my observation afar, your first few weeks of official outing, tells me lucidly that you do not only have proper grasp of the briefs of the mandate, but your first few official steps in this direction by visiting Nigerian troops in the frontline/ trenches  of counter-insurgency in the Northeast have gladdened the hearts of many Nigerians.

     

    I dare say, it is indisputably, your  rare  courageous expression of the courage and  determination, Nigerians never saw in your predecessors. Everyone now knows, a new Sherrif is in town and the #NextLevel is consolingly impressive.

     

    I want to encourage you, Sir,  to continue with this spirit to blend the previously seeming gulf between the political and the Military leadership in the last phase of routing out Boko Haram terrorism from  the shores of Nigeria.

     

    And may I quickly remind you that with another competent solder, someone,  I admire so much, like the COAS and Leader of the counter-insurgency operations, Lt. Gen. TY Buratai, with same proclivity with you, I foresee the final end to these endemic crises. This synergy is what Nigeria needs now to terminate the most troubling crises to the federation.

     

    Both of you have shown me a remarkable and credible departure  from  the “big men” or leaders we know, who despite the urgency of work at hand, sit back in  their Abuja’s cosy offices to dread gunfire in the fields, but relish the paraphernalia of office. Such posture was far detached from subordinate leaders on counter-insurgency, untill there is a presidential order to relocate  to the theatre of war with insurgents. Sir, this is the right path that you have chosen!

     

    Gen. Buratai particularly is a leader,  I have sensed is personally committed to ending terrorism and weird insurrections in our country. I have never seen a COAS who dares all odds to wear  his war  boots and jumps into the trenches with troops to battle insurgents. He does it in rare areas of troops heated battles with insurgents like Gwoza or Bama,  and so on.

     

    Let me remind you that Nigerians passionately  appreciate  the immense contributions of the Nigerian Military particularly the excellent job which Mr. President has been devoting time, energy and national resources to do for the liberation of our  country from insecurity threats. No Nigerian democratic  political leader has come this far in tackling our security challenges or securing our lives  than Buhari.

     

    Again, Sir, with you pairing with another crack soldier, like  Gen. Buratai in spirit, determination, courage and commitment to timely  end senseless killings in Nigeria, you must  prioritize and untie the political knots which strangulate  financial operations in the Northeast and elsewhere soldiers are involved on special  Internal Security (IS) assignments. Indeed, I appeal to you that  whenever budgeted funds for defence and security ought to function, there should be no delay.

     

    We know security of lives and property of a nation needs urgent attention like a pragnant woman trapped at home by labour pains in the middle of the night. As political head of Nigeria’s Defence architecture, please, ensure defence budgets  are insulated from bereaucratic bottlenecks and released to appropriate security authorities  instantaneously to  serve the purpose for which tax payers monies are approved by the National Parliament.

     

    Sir, may I plead again that you must be in constant and consistent contact with your Finance counterpart  Minister  to see that budgeted security releases are made as early as possible to carter for troops’ welfare, particularly in the frontline and also, other expenses on security emergencies. I do know you understand  that where national security is involved, all bereaucratic hurdles are dismantled instantly. Please be constantly alert Sir!

     

    Furthermore, I am encouraged  to advise you on what others reading this open epistle may consider extraneous, but I feel, it’s necessary. It escapes or rather beclouds most occupants of your office.

     

    I hinted earlier about the unnecessary persistence of the bad omen on insecurity. It is Boko Haram crisis in Nigeria and the ferocious insurrections crippling development in our country under the Buhari Presidency. It’s because of the political and personalised interests of some evil Nigerians who sponsor as well as profit from the instigated violence and killings.

     

    I suspect top politicians, some of whom have lost out so terribly in popular, electoral contest against the candidature of President Buhari or irreconciliably against his Presidency are the masked brains behind these violence and killings to discredit his Government.

     

    Please, Sir, it is now your official responsibility, as political ombudsman of Nigeria’s Defence Ministry  to scout for  these personalities and define  political solutions or  strategies to ensure, the Nation’s  security agencies are not involved in unnecessary bickering with political actors whose major aim is targeted  at either Mr. President or Security Chiefs.

     

    Its not too good that Nigeria, a country facing very dire insecurity threats  would have it’s heads of security agencies at the topmost echelon bickering in public glare over a misunderstanding. It should not be allowed to degenerate to  the extent they have not only become the laughing stock of themselves, but the whole world. I don’t find this comfortable and you must put an end to it, Sir!

     

    Also, whilst approaching this delicate issue, you must also clandestinely identify cheap or  mighty  actors, with selfish political goals in their local  domains. They should not be blessed to be  larger than the federation of Nigeria, which we have all consented, right from our forefathers to geographically co-exist in peace and harmony.

     

    Hon. Minister, Sir,  I plead with you to also extend same to other Nigerian leaders that this is the only right time to hold Nigeria and Nigerians together as one indivisible entity for present generation and posterity.

    I have to remind you of this missing fraternal gap and plead for your intervention because elder statesmen like Gen. TY Danjuma and others, who are  angry with Mr. President on a personal political relationship at one end, show us  ethnic bigotry at another end in vain attempts to demonize the Nigerian Army. And it is done in  the manner Gen. Danjuma brazenly did earlier in the year when he passed unstatesmanly remarks at the first convocation of the Taraba State University, Jalingo, indicting the Army.

     

    Sir, it’s your responsibility to now oversee to a conclusive harmony of Nigeria on security matters. So, working on a day to day synergy  with military and political actors on the turf is imperative between you and your compatriots who are still in uniform or retired.

     

    I  believe, your personalistic   humility in reaching out to these these actors, devoid of pride and in your usual nationalistic passion would really  teach them the virtues of sacrifices for the nation,  as against egoistic  self-serving motives.

     

    Sir, lastly, it’s now on your table to look at the herders/farmers’ crisis from a more strategic and all- inclusive strategy for Nigeria to overcome it. Please, do not allow   desperate sabs or same  underground or veiled forces to taint  Mr. President’s image with such crisis. I know, you have the remedy to these conflicts.

     

    Sir, i  wish you  the very best in your newest national assignment. Please, extend my warm regards and  gratitude to the troops on the battlefield.  Please, Sir, tell our gallant troops,  Nigerians are  with them in soul and spirit.

  • EFCC arrests Kwara director for ‘fraudulent’ sale of land

    THE Economic and Financial Crimes Commission ( EFCC) has arrested the Executive Director of Kwara State Harmony Holdings,  Adebayo Sanni, for alleged fraudulent sale of some landed properties belonging to the state government.

    Sanni was also accused of converting some landed property belonging to the state for his personal use.

    The said the properties are located in Harmony Reserved Area of Ilorin,  the state capital and Galadima area of Abuja.

    Ilorin zonal office of the EFCC effected the arrest of the executive director.

    Others involved in the controversial land purchase include a close friend of the Immediate past Governor Abdulfatah Ahmed, Commodore J.A Taiwo (retd) and former People’s Democratic Party chairman in the state, Alhaji  Ishola Balogun-Fulani.

    Other beneficiaries, who are still under the investigations of the EFCC, are Alhaji Isiaka Oniwa,  Alhaji Jimoh Oniwa and Mrs. Olapeju Fausat Ogunlade.

    It was alleged that Sanni and the retired naval officer, who were said to be classmates of Ahmed, converted some of the state government properties located in Ilorin and Abuja to their personal use.

    It was gathered that the retired military chief was allocated three plots in Harmony Reserved Area Estates in Ilorin and five plots in Galadima area of Abuja without paying a dime to the government.

    The state executive director was said to have allocated five plots of land in Ilorin and Abuja to himself without following due process.

    The commission also gathered that the commission discovered that properties belonging to the state were converted and allocated to highly placed individuals, selected businessmen and women and political associates closed to the then government without following the due process.

    It was also gathered that some of the beneficiaries, who were grilled for several hours by the operatives of the commission, had started paying their monies while others promised to pay before the end of this week.

    The operatives of the anti-graft body had gathered intelligence reports that some of the properties  (both movable and immovable) belonging to the state government and were diverted and shared by highly placed individuals between 2013 and towards the end of the state PDP-led administration.

  • INTERPOL best agency to track criminal activities – Minister

    The Minister of Police Affairs, Alhaji Mohammed Dingyadi says the International Criminal Police Investigation (INTERPOL) is the best agency to track criminal activities in view of its global outreach.

    Dingyadi disclosed this on Monday in Abuja at the opening of the Nigeria INTERPOL week.

    News Agency of Nigeria (NAN) reports that the INTERPOL is the world’s largest police organisation with 194 member countries.

    Its primary role is to assist law enforcement agencies around the world in combating all forms of transnational crime and terrorism.

    The minister said that the event was initiated to bring to the public, the INTERPOL tools and resources to familiarise operatives with their usage.

    He described the hosting of the event in Nigeria as unique being the first time the country would host the event.

    According to him, crime is growing very sophisticated and transnational, with organised criminal groups committing crimes that touch multiple jurisdictions.

    Dingyadi said Nigeria was facing series of security challenges, ranging from terrorism, banditry, kidnapping, trafficking in arms and other illicit activities.

    He said the re-creation of Ministry of Police Affairs was to give special attention to police issues and reposition the force for better service delivery.

    “The ministry under my direction will work with the Inspector General of Police (IGP) to ensure that the necessary tools and equipment needed by the police is secured to take policing to the next level.

    “We will also work with other agencies and international partners to ensure that the Nigeria police become a model in law enforcement in the region.

    “We will also work at improving the welfare of policemen to boost their morale for greater productivities and efficiency,” he said.

    In his remark, Mr Mohammed Adamu, the IGP said the police would step up collaborative efforts in tackling border crimes.

    Adamu said that new strategies and enduring partnerships were necessary to tackle security challenges.

    “The signing of the African Free Trade Agreement within the ECOWAS framework will present new sets of security threats in the West African Sub-Region.

    “In view of this, we need to step up our collaborative efforts, devise new strategies and build enduring partnerships to contain them.

    “It is our expectation that this concern shall form part of our discourse during the 2019 INTERPOL Week,” he said.

    He said the Nigeria INTERPOL National Central Bureau had maintained Criminal databases in information processing and sharing.

    “These include the I24/7 database which is currently being expanded under the Project Gemni with support of the American Government and West African Police Information System (WAPIS) Criminal Data Base.

    “These projects are supporting our efforts towards combating cybercrimes, drugs and human trafficking, proliferation of small arms and light weapons, armed robbery, car-jacking, fraud, environmental crimes, kidnapping for ransom, violent extremism, and terrorism,” he said.

    NAN reports that the event also featured the foundation laying ceremony for the Nigerian Police Force INTERPOL National Central Bureau Headquarters.

  • Sanwo-Olu to eliminate delay in building plan approval

    The Lagos State Government says it is set to eliminate delays in the issuance of building plan approvals to curb illegal developments.

    Dr Idris Salako, the Commissioner for Physical Planning and Urban Development, said in a statement on Tuesday that there was the need to ensure harmonious development of the physical environment of Lagos State.

    The News Agency of Nigeria (NAN) reports that Salako spoke during a working visit to the Lagos State Building Control Agency (LASBCA), the Lagos State Physical Planning Permit Agency (LASPPA) and the Lagos State Urban Renewal Agency (LASURA).

    The commissioner was accompanied on the visit by the Special Adviser on Urban Development, Mr Kabir Abdullahi and the Permanent Secretary, Ministry of Physical Planning and Urban Development, Mr Foluso Dipe.

    The Commissioner said that factors causing delays in issuing building plan approvals would be examined thoroughly, with a view to easing the process and eliminating the delays.

    ”We are determined to streamline the process and enhance inter-agency collaboration where necessary to eliminate delays in issuing building plan approvals.

    ”Bottlenecks create unnecessary backlogs and encourage illegal developments,” he said.

    Salako said that it had become incumbent upon officers in the Ministry to deliver effective and efficient service to the people in the most expedient manner, since their services directly impacted on the well being of the people.

    He urged staff of the ministry to support government’s initiatives and be true ambassadors of the Lagos State Government in words and deeds.

    The Commissioner said that as professionals involved in regulating the built environment, the staff played critical role in the harmonious development of the physical environment of Lagos State.

    Salami said that he had set to work in earnest and would leave no stone unturned to actualise the mandate of the present administration in the built environment sector.

    He urged Lagosians to cooperate with the government by sharing its vision of building right.

    The Commissioner urged enforcement officers to always endeavour to monitor the process of building from the infant stage, as this would help developers build right and save Lagosians from the agony of demolitions and building collapse.

    Also speaking at the tour, the Special Adviser on Urban Development, Mr Kabir Abdullahi, acknowledged efforts of LASURA on slum upgrade.

    Abdullahi urged the agency to produce iconic designs for Lagos State as the state was known for its excellence.

    A former Commandant of the National Defence College (NDC), Rear Admiral Ilesanmi Alade (rtd.), has advised Defence Minister Bashir Magashi to ensure accountability in the utilisation and spending of defence budget.

    Alade also advised him to implement the National Defence Policy.

    The former NDC commandant, who spoke with The Nation in Lagos, noted that accountability would rebuild public trust in the Armed Forces and win the masses’ support in counter-insurgency warfare.

    He also urged the minister to understudy the various threats plaguing the country.

    Alade said about 80 per cent of the nation’s security challenges was internal, which requires thorough understanding to confront.

    The ex-NDC commandant noted that the implementation of the National Defence Policy would make positive changes in the Armed Forces and fast-track the rehabilitation of the Defence Industry, a key driver of innovation and job opportunities.

    He said: “The Defence Minister should study the current threat assessment of the country, both internal and external. Everybody knows our major problem is internal. So, the security and military architecture should be essentially geared towards solving our internal security problems.

    “The Defence Minister must, as much as possible, implement the harmonised policy of the Armed Forces – Army, Navy and Air Force. The National Defence Policy, which was approved, should be implemented. There will be a lot of differences in our security architecture if that policy is implemented.”

    “The policy takes care of everything, including strengthening of the Defence Industry.

    The policy is key and they should not pay lip service to it. The defence institutions must be properly funded. The minister should ensure accountability in the utilisation of defence budget and spending.”
