  • Panel laments educational decay in Yobe

THE Technical Committee to revitalise Basic and Secondary Education in Yobe State has submitted its interim reports to Governor Mai Mala Buni with shocking revelation on the state of education.

Some of the revelations made by the committee are lack of infrastructure in the primary and secondary schools, leading to overcrowding where 180 students seat on the floor and log of woods as improvised seats in the classrooms.

The committee said the gross deficit in the number of functional classrooms in primary and secondary schools represents 70 per cent.

The committee chairman and former University of Maiduguri Vice-Chancellor, Prof. Mala Daura, while presenting the report to Buni at the Government House, Damaturu, yesterday, said the committee visited 1,439 primary, junior and senior secondary schools to carry out their baseline survey.

He added that a few schools in difficult terrains such as Yunusari, Tarmuwa, Gujba and other places were inaccessible for the survey.

Prof. Daura added that inadequacies in the quality of teachers at the basic and secondary school levels, political interference in the recruitment process, promotion, posting and rampant transfers of teachers affected the quality of education.

The committee discovered an existing leadership, supervision and monitoring as well as capacity-building system for teachers. It, however, noted that the system was weak and needed to be strengthened to be more effective.

The committee noted that there was a general enrolment outlook of 60 per cent of eligible pupils/students in the state.

It, however, noted a high proportion of 40 per cent that is out-of-school.

It added that the teaching and learning environment in the urban setting and local government headquarters were overstretched.

According to Daura, the rural areas maintain poor enrolment and retention level. This, he observed, is aggravated by the decline in the involvement of traditional rulers as well as the Boko Haram insurgency.

The committee also frowned at the unstructured state of the Tsangaya /Quranic Schools in the state, which has become a dumping ground for the pupils both within and from outside the state. It emphasised the need for the regulation of the sector.

    Daura made five recommendations.

Buni praised the members of the committee for working tirelessly within the time-frame given to them to perform their task.

The governor promised full implementation of the recommendations of the committee within the available resources.

Buni had on May 29, 2019, in his inaugural address to the state, declared a state of emergency on education.

Consequently, an education summit was convened on the July 1 to 2, to brainstorm on the way forward with the appointment of Prof. Mala Daura to head the technical committee to revitalise the state’s basic and secondary education.

NURTW Chairman Odion Olayes said: “These members-elect were elected to represent their various constituencies in the Edo House of Assembly. But their absence means that the issues that affect people in their constituencies are not mentioned, highlighted or debated.”

Akere Odigie, of the Butchers Association, described their absence as bad for democracy.

“We urge the members-elect to put the interest of the voters, who stood in the sun and rain to elect them, ahead of personal squabbles,” he said.

  • ‘Clinical governance will boost healthcare outcomes’

Burdened with challenges of worsening morbidity and mortality rates, Nigeria’s healthcare sector should rise up to the demand for equity, transparency and accountability in healthcare delivery by enthroning clinical governance frameworks. This was the charge by Dr. Ademolu Owoyele, managing consultant with Harley and Wall Consulting, an international healthcare and business consulting firm.

As governments at the state and federal levels increase efforts to improve the physical structures and ambience in health facilities, the most important critical success factor to healthcare quality, patient-cantered care and reduction in morbidity and mortality is the human component, he said. To achieve this, healthcare workers need to be imparted with the right attitude, culture, knowledge and skills to give the right care through clinical governance and total quality management principles, Dr. Owoyele said.

Read Also: ‘Education an agent of liberation’

The Harley and Wall boss defined clinical governance as a framework through which health facilities create an environment in which excellence in clinical care can flourish by continuously improving the quality of their services and safe-guarding high standards of care. He listed the seven pillars of clinical governance to include clinical effectiveness, risk management, patient experience and involvement, communication, resource effectiveness, clinical audit, and learning effectiveness. In short, clinical governance structure ensures that the hospital system is doing the right thing, at the right time, by the right person, he said.

He said: “With a clinical governance framework and structure in place in most hospitals, our hospitals would be able to compare their current practice with global best practice based on evidence-based medicine through a well implemented clinical audit system. But a new system such as this can only function where there is a strong leadership and management commitment as a shift in paradigm, change management and cultural change is required for implementation among all healthcare workers. Clinical governance and total quality management institutes a proactive and learning health system for continuous monitoring and improvement by promoting global best–in–class clinical practice, risk management and quality compliance standards.”

  • Student who committed suicide didn’t have poor results, says OAU

THE Obafemi Awolowo University (OAU), Ile – Ife has said that Opeyemi Dara, the 400-Level student who committed suicide, was not doing poorly academically.

In a statement signed by the University Public Relations Officer, Abiodun Olarewaju, on the death, the university noted that Opeyemi’s Cumulative Grade Point Average (CGPA), which was 2.68, was on the Second Class Lower (2.2) band and could not be said to be poor academically, contrary to claims that she committed suicide because of poor grades.

The statement also noted that Opeyemi had no outstanding course to write and was only preparing to submit her final year project as a student of the English Department.

The statement reads: “The authorities of the Obafemi Awolowo University (OAU), Ile – Ife, will like to commiserate with the parents, guardians, colleagues, friends and well-wishers of late Opeyemi Dara, a part four student of the Department of English, who was said to have committed suicide allegedly because of poor academic performance.  The authorities of the university would, however, like to use this medium to put the records straight.

“Miss Dara is on a Cumulative Grade Point Average (CGPA) of 2.68, which qualified her, at least, to be an average student on a 2 – 2 class of grade. It is, therefore, our firm belief that a student, who was on Second Class ((Lower Division), cannot be said to be poor academically, talk less of committing suicide because of such. In actual fact, Opeyemi Dara did not have any outstanding course, except her project, which she was yet to submit. The project could not have been a challenge to her because she had authored two books – ‘Heels on Steel’ (a play) and ‘ Let Me Run Mad Today (a poem) both published by the Words Rhymes and Rhythm Limited (www.wrr.ng).

“Opeyemi Dara was admitted into the university in the 2014/2015 academic session and her graduating year result (2017/2018) indicates that she had passed all the Departmental courses, except. Research Method and Project (EGL 420).  She had not submitted any essay for grading, which is understandable by virtue of her encounter of April 22 and the fact that she had not reported in the university since then.

”Opeyemi Dara, who resides off-campus, allegedly first took the Sniper on April 22, 2019, but the security unit of the university, on getting the information, went to her house, took her first to the University Health Centre, where she was referred to the Obafemi Awolowo University Teaching Hospitals Complex (OAUTHC).  She was treated and discharged home to her parents. She was said to have been brought in by the parents and readmitted at the Intensive Care Unit of the OAUTHC on Thursday, August 1, and she unfortunately died the next day.  There are indications that she had an underlying medical condition.

“The Obafemi Awolowo University has a very robust Student Advisory System, which has been in place for decades, and the university has the highest number of dedicated Guidance Counsellors of any university in Nigeria.

“The Vice-Chancellor, Prof. Eyitope Ogunbodede, has appealed to all staff and students of the university to take advantage of the mechanisms put in place by the university administration in addressing all academic, social, medical and other challenges.  All youths are advised never to see suicide as an option, since tough times do not last, but are only passing phases in the lives of all mortals.”

  • Oyo SUBEB warns public against fake job racketeers

THE Oyo State Universal Education Board (SUBEB) has warned the public to be wary of individuals going around extorting money from people with the claim that the board was recruiting.

Its Chairman, Dr. Nureni Adeniran, who gave the warning while interacting with reporters in his office in Ibadan yesterday, said many people have contacted him and those close to him on the purported recruitment.

According to him, parents, guardians and potential job-seekers should be careful so as not to fall into the hands of the unscrupulous elements that were poised to dupe them in the guise of selling employment forms and assisting in getting jobs.

Adeniran said: “Oyo State Government’s attention has been drawn to activities of syndicates extorting money from unsuspecting members of the public under the guise of recruitment in the teaching services of the state. Please disregard such information, as it is false and misleading.

“We are using this medium to call on the general public, especially parents, guardians as well as our young job-seekers not to fall victims of these fraudsters.”

As efforts were ongoing to track and apprehend the fraudsters, he called on the public not to fall victim of their antics under the guise of public recruitment as the present administration was not recruiting.

Adeniran said the necessary medium of relating with the public would be used whenever there would be need for recruitment.

“We would be transparent in our operations and make any recruitment exercise known to the public, through legitimate means whenever the state will be recruiting.

“Oyo State Government will announce this, when the time comes. We would be transparent in our operations and make any recruitment exercise known to the public, through legitimate means,” he added.

  • Akeredolu to Ondo communities peace panel: be fair to parties

Ondo State Governor Oluwarotimi Akeredolu has inaugurated a panel of inquiry to look into the crisis arising from a land dispute between Araromi Obu and Ikale (Ago Alaye).

The governor asked the panel, led by Mr. Tunde Atere, to be dispassionate, courageous, just and fair to all parties in the dispute. Violence recently erupted between Araromi Obu and Ikale over ownership of land. The violence led to the loss of lives and destruction of valuable properties.

Following the violence, the governor swiftly mobilised armed security personnel to the scene.  He also imposed a 24-hour curfew on Ago Alaye to stem the crisis from festering.

This was besides the governor’s on-the-spot assessment of the area to deepen his understanding of the issues at stake.

But inaugurating the panel of inquiry in his office, Akeredolu once again condemned the crisis and described it “avoidable, most undesirable and needless”.

He said the panel represented the highpoint of his determination to resolve the crisis as well as prevent a recurrence.

He expressed hope that the inauguration of the panel would provide a lasting solution to the crisis.

According to him, the state government would keep displaying the readiness, willingness and capacity to resolve the crisis, notwithstanding who is involved.

He said: “The land dispute involving both communities, which resulted in the loss of lives and the wanton destruction of properties, shall not be overlooked.”

Telling the panel members that the permanent resolution of the land dispute, to a large extent, begins and ends with them, the governor gave the panel the following terms of reference: to look into the remote and immediate causes of the land dispute; to determine the extent of damage done to private and public properties. Others are to recommend to the state government appropriate ways of settling the dispute and to make other recommendations, which the panel may find necessary.

The Araromi-Obu community, at a news conference in Akure, appreciated Akeredolu for his response to the bloody communal clash, which claimed many lives and properties.

They hailed the governor for the fatherly role he played, describing him as an impartial arbiter in the land tussle.

One of the leaders of Araromi-Obu criticised the statement credited to an Ikale leader, Gen. Oluyemi Bajowa(retd), alleging Akeredolu of taking sides against his people on the matter.

Araromi-Obu people said they would keep maintaining peace in the state in spite of alleged persistent provocation by the Ikale.

  • We’ll pull down houses sheltering criminals, says Ogun governor

OGUN State Governor Dapo Abiodun yesterday declared that his administration will demolish houses sheltering criminals or being used to perpetrate crimes.

According to the governor, the owners of such houses will be arrested and prosecuted as accomplices.

Abiodun’s threat followed the growing cases of banditry, kidnapping and other violent acts in the Southwest.

The governor said the administration would “smoke out the criminals” from their hideouts and make “hell looks like a child’s play” for them should they elect to hibernate in the state.

He vowed to arrest and prosecute them until they received their just punishment.

The governor, who spoke while briefing reporters about the security situations in the state, including the safe rescue of five persons abducted on August 1, assured that drones and other equipment would be deployed soon to effectively protect lives and properties.

In attendance at the security briefing were the state’s Commissioner of Police, Bashir Makama and Director of Directorate of State Service (DSS) David Tuksa.

He emphasised that no part of Ogun State would be a safe haven for criminals and criminality in whatever form, whether on Lagos-Ibadan expressway, Sagamu-Benin-Ore expressway, Abeokuta-Sango expressway or even the township roads and inter-state roads.

According to him, the whole state security architecture would be restructured to ensure effectiveness.

He also emphasised that Ogun remains the industrial hub of the nation and has the highest concentration of industries, declaring that he would not allow anybody to frustrate it.

The governor said: “The three incidents are a test of our resolve and we have demonstrated in clear terms our strong commitment to ensure that our dear state will continue to be secured for our people and all those who have made our dear state their home.

“Let me assure all our people that we are unreservedly committed to giving Ogun State and her people-focused and qualitative governance and we are committed to creating the enabling environment for a public-private sector partnership, which we believe is fundamental to the growth of this state and the individual prosperity of our people.

“In doing this, we do appreciate the very vital and pivotal role security plays. A secure environment is imperative to the promotion of investment; this is why we consider security as one of our topmost enablers in building our future together agenda.

“We will continue to ensure that people go about their legitimate enterprises and their businesses in a secure and safe Ogun State.”

Abiodun added: “Let me state in clear terms that no part of Ogun State will be a safe haven for criminals and criminality in whatever form whether on Lagos-Ibadan expressway, Sagamu-Benin-Ore expressway, Abeokuta-Sango expressway or even our township roads and inter-state roads, we shall smoke them out, we shall arrest them and we shall hand over to the swift hands of justice.

“For people with legitimate businesses, let me assure that Ogun State will continue to be a paradise. But for people with criminal tendencies, hell for you will be a child’s play.

“In doing this, all of us who have decided to make Ogun State our dear home will have to cooperate and collaborate and synergise with our law enforcement agencies. We also have to support security agencies by giving them information about any suspicious movement of people. These criminals are not ghosts and they are not spirits, they are human beings, they live with us, they live within us, we should and we must fish them out.

“Let me use this opportunity to sound this very strong note of warning to our landlords and any property owner, that any property or facility found to be serving as a hideout to criminals will not only be taken over by the State, but we will demolish them.

“The landlords will also be arrested and handed over for prosecution for harbouring criminals, we will consider and treat them as accomplices.

“We are working forwards strengthening our security apparatus in the state. We are reorganising the Ogun State Security Trust Funds and it will comprise key stakeholders alongside government officials and some of our longstanding retired law enforcement officers.”

In another dimension, there is a Southwest zonal initiative that will also have a wholesome crime-fighting apparatus

This will also be unfolded in the next couple of weeks.

“I want to thank our security agencies, particularly their leadership for their commitment, dedication, professionalism and gallantry, which have contributed in no small measure to the continuous peace and security that we have enjoyed in the state.

“For us as an administration, we will continue to collaborate with all our security agencies and together we shall build a strong future for Ogun State.

“We will not be stopped by any criminal or anyone whose motive is different from ours.”
