  • Crime: Adamawa FRSC begins Keke NAPEP registration, licensing

The Adamawa Sector Command of the Federal Road Safety Corps (FRSC) has sensitized Keke NAPEP riders in the state on the need to register and obtain license as legitimate operators.

The sensitization exercise which was held on Tuesday at the Ribadu Square in the state capital, Yola, marked the beginning of enforcement of licenses for Keke NAPEP operators in the state.

Going by the serial tag numbers usually painted on them, about 10,000 units of Keke NAPEP ply the streets of Jimeta, Yola town and Girei in the metropolitan Yola North, Yola South and Girei local government areas of Adamawa State.

They are the only means of public transport within the capital metropolis, but they are also notorious for being used for criminal activities by the infamous Shilla Boys as well as kidnappers, which the FRSC said would be checked by having them properly identified and registered.

The Adamawa Sector Commander of the FRSC, Muhammed Hussaini, who addressed the Keke NAPEP operators at a sensitization ceremony, assured them that they would face no stress obtaining their license.

He told them, “The license is made easy to obtain, unlike the former system. You can start the process of obtaining Keke NAPEP license today and finish it tomorrow or even same day. It’s also cheap. Just N3,350 for both Class A and J for three years, and N5,450 for five years.”

He stressed, in an interview with newsmen on the side of the Tuesday event, that the licensing effort would curb crime. He said, “We found it imperative, because of the challenge of insecurity perpetuated by people using Okada and Keke NAPEP, to bring control to the system. We came up with the licensing and registration of Keke NAPEP and Okada riders to achieve that control.

“You find the issue of Shilla Boys, armed banditory and kidnapping. All these are perpetuated by use of motorcycles and Keke NAPEP. So, introduction of license and registration of these people will bring sanity and reduce security challenges.”

  • EFCC, NYSC to partner against fraudulent mobilisation

The Economic and Financial Crimes Commission (EFCC) has pledged to support National Youth Service Corps (NYSC) in combating fraudulent mobilisation of unqualified graduates for national service.

EFCC also commended corps members for educating Nigerians on the dangers of corruption through the Anti-corruption Community Development Service Groups.

Information about the anti-graft’s pledge are in a statement by Mrs Adenike Adeyemi, the NYSC Director, Press

and Public Relations in Abuja on Tuesday.

Adeyemi stated that the EFCC acting Chairman, Ibrahim Magu, made the pledge when NYSC Director-General,

Brig.-Gen. Shuaibu Ibrahim, paid him a courtesy visit in his office recently at EFCC Headquarters, Abuja.

She added that Magu condemned activities of unpatriotic Nigerians who brought shame to the country through

their desperate quest for wealth, including sale of academic qualifications to unqualified graduates.

The EFCC boss then promised to collaborate with NYSC to checkmate illegal activities of such individuals.

Earlier, the NYSC chief had decried corruption in the country, adding that under his leadership, staff

and corps members would pursue the fight to get rid of the menace.

He appealed for EFCC support “in NYSC’s quest to monitor the activities of some higher institutions that

present unqualified graduates for mobilisation for national service.”

Ibrahim said “it is unfortunate that some institutions of higher learning, particularly in Cotonou, BeninRepublic present to us people who didn’t go to the four walls of the university as graduates for NYSC mobilisation.

“We are presently investigating some of such so-called graduates, many of whom cannot write or spell any word

    in English.”

The magistrate ordered that one of the sureties must own landed property in Lagos and both must be gainfully employed and must show evidence of two years tax payment to the Lagos State Government.

  • Ondo: We’re enlarging frontiers of health sector – Gov. Akeredolu

Gov. Oluwarotimi Akeredolu of Ondo State on Tuesday stressed the importance of enlarging the frontiers of the health sector to ensure quality healthcare delivery to residents of the state.

Akeredolu made this known in Akure while hosting a team of medical practitioners from `4breathe4life’, a Non-Governmental Organisation (NGO) based in Canada.

The News Agency of Nigeria (NAN) reports that the team will be in the state for three days to train 243 health providers on the mode of helping babies to breathe upon delivery.

This would be in addition to administering free healthcare to the public.

The governor said that the various policies and programmes of his administration, since inception, had scaled up accessibility to better healthcare for citizens of the state.

While acknowledging the Mother and Child Healthcare efforts of his predecessor, Olusegun Mimiko, the governor said his administration had increased the number of Mother and Child hospitals.

“We had two Mother and Child hospitals in Akure and Ondo, both within the Central Senatorial District but it’s now in all the general hospitals with state-of-the -art medical equipment.

“Our Health Insurance Policy is also providing free medical care for the vulnerable and children from infants to five years.

“The multiplier effects of this policy have also brought about drastic reduction in infant and maternal mortality rate,’’ he said.

The governor commended the initiative of the NGO and promised to continue to cooperate with all credible organisations in improving healthcare delivery in the state.

“Quality healthcare cannot be solely funded by the government in view of several competing needs and low level of resources,’’ he said

Earlier, Dr Olumide Oyefeso, the Leader of 4breathe4life Medical Team, said the ranking of Nigeria in neonatal mortality and maternal death rate respectively was unacceptable.

He explained that the unacceptable death ratio motivated his team to regularly visit Nigeria to train critical health givers on the safest means of birth delivery, which he called, ‘Helping Babies to Breathe Model’.

The team leader, who said he met Akeredolu in Canada in 2018, acknowledged the governor’s commitment to the health of the people of the state.

He described the drivers of the state’s health policy as highly competent and dedicated.

Dr Jibayo Adeyeye, Special Adviser to the Governor on Health, said the present administration met zero accreditation for residency training at the University of Medical Sciences, Ondo, having lost the three accreditations earlier secured.

He explained that the accreditations were lost due to lack of quality infrastructure and huge debts on salaries, leading to the exit of all consultants to the university.

Adeyeye said that all the challenges had, however, been fixed, leading to approval of 14 accreditation to train post-graduate doctors by the West African College of Surgeons.

  • Clampdown on Shi’ites may lead to fresh insurgency, Falana warns

Activist lawyer Femi Falana (SAN) has warned that the federal.government was preparing a fresh insurgency of the Boko Haram type with its handling of the Shiite leader Sheik Ibraheem Elzakzaky issue.

He warned the continuous detention of Elzakzaky and killing of peaceful Shiite protesters by security forces could lead the country into another bloody insurgency war that it could not afford.

“This nation cannot afford another war of insurgency which is being provoked by the contemptuous conduct of the federal government in the handling of the case of the Elzakzakys,” Falana said.

Chronicling the arrest and detention of Elzakzaky and his wife Malama Zeinab on December 12, Falana said over 1,000 Shiites were reportedly massacred by soldiers on the orders of the Nigerian Army high command and given mass burial in an unmarked grave in Mango village, Kaduna State over allegations of attempt to assassinate Chief of Army Staff (COAS) Lt.-Gen. Tukur Buratai.

“Without any autopsy or identification the slaughtered shiites were given a mass burial in an unmarked grave in Mango village in Kaduna State.

“Even though the leader of the shiites, Sheik Ibraheem Elzakzaky was not at the scene of the attack his residence was invaded by the rampaging troops two days later.

“The troops set the house ablaze, shot at Elzakzaky and his wife, Malama Zeinab Elzakzaky and killed three of their sons in cold blood in their presence.

“As if such barbaric assault was not enough the army arrested and held  Elzakzaky and his wife in custody  before handing them over to the State Security Service (DSS).

“At that stage, the houses of Elzakzaky and  other leaders in Zaria were demolished by the Kaduna State Government on the orders of Governor Nasir El Rufai,” he noted.

Continuing, Falana said the state government constituted a judicial commission of enquiry after the massacre and the commission at the end of its assignment established there was no plan by the shiites to assassinate General Buratai.

He said the findings of the commission revealed that 347 shiites were massacred by the army in violations of the Army Rules of Engagement and the Geneva Conventions and called for the prosecution of those involved in the killings.

Falana said: “The detained Elzakzaky was prevented from responding to the allegations made against him and his group at the enquiry. But the judicial commission found that there was no plan by the shiites to assassinate General Buratai.

“It was also revealed at the panel that 347 shiites were massacred by the army in violations of the Army Rules of Engagement and the Geneva Conventions. Apart from condemning the brutal massacre of the shiites the judicial commission recommended that the culprits be prosecuted.

“Instead of implenting the recommendation by prosecuting the well known murderers, the Kaduna State Government turned round to  charge over 300 shiites with the culpable homicide of a soldier who was killed by his colleagues during the attack.

“But the defence team convinced the  Kaduna State High Court to free the shiites as they were not involved in the commission of the offence. Accordingly, the charge was dismissed for want of evidence while the trial court proceeded to discharge and acquit all the defendants.

“Meanwhile, the suit challenging the illegal detention of Elzakzaky and his wife was decided in their favour by the Federal High Court on December 2, 2016. The Presiding Judge, Kolawole J. (as he then was) directed the federal government to release the couple from unlawful custody, pay them N50 million reparation and provide them with a temporary house since the army had burnt down their personal residence. “But the Buhari regime has characteristically treated the court orders with arrogant contempt.  Curiously, the Court of Appeal has refused to hear the application to commit the Director-General of the State Security Service for contempt of court.

“Upon our legal advise the shiites approached three separate High Courts to challenge the violation of their right to assemble and protest peacefully. The shiites won the cases against the federal government as the courts upheld their fundamental rights to freedom of expression, association and assembly.

“But out of sheer impunity the army has killed about 50 shiites at Abuja for protesting against the continued detention of Elzakzaky and his wife.  As the federal government could no longer justify the illegal detention of Elzakzaky and his wife it directed the Kaduna State Government to file a charge against them.

“Hence, they have been charged with culpable homicide at the Kaduna State High Court for the death of the same soldier.

“Pending the trial, the team of local and international physicians who examined Elzakzaky and his wife on the orders of the trial court confirmed that their health has deteriorated and recommended that they be allowed to travel abroad for urgent medical treatment.

“In particular, Elzakzaky has lost an eye while he is the process of losing the other one. The wife can no longer walk as a result of the gun wounds inflicted on her during the military attack of December 2015. “Without adducing any reason whatsoever the federal government has ignored the recommendation of the physicians. The shiites are currently protesting the refusal of the Buhari regime to release Elzakzaky and his wife from custody to enable them travel abroad to receive urgent medical treatment at their own expense.

“Elzakzaky must not be allowed to die due to medical neglect as it may provoke a crisis of monumental proportions. Therefore, the federal government should implement the unanimous resolution of the House of Representatives for the release of Elzakzaky and his wife without any further delay,” said Falana.

“The defendant approached the complainant begging him to supply the bags of beans to him under the pretext of selling them and remitting the money to him.

“The complainant delivered the goods to him and after the defendant sold the goods, he converted the proceeds to his own and refused to give the complainant.

“Efforts made by the complainant to collect his money proved unsuccessful as the defendant was still giving excuses after seven months of selling the goods.

“The case was reported and the defendant was arrested,” the prosecutor said.

The offences violated sections 287 and 314 of the Criminal Law of Lagos State, 2015.
