Osinbajo presents ESP progress report to President Buhari

…As VP meets North East Humanitarian Hub management

…pledges support for establishment of Social Innovation and Research Institute

In their first official meeting for the year 2021, President Muhammadu Buhari on Tuesday received Prof. Yemi Osinbajo, in his office where the Vice President updated him on the progress recorded so far in the implementation of the Economic Sustainability Plan (ESP).

Buhari had mandated Vice President Osinbajo as chair of the Economic Sustainability Committee, to coordinate the implementation of the ESP aimed at cushioning the economic effects of the COVID-19 pandemic.

About three months into the implementation of different components of the plan namely, MSMEs Survival Fund; Social Housing Scheme, and Solar Home System, among others, Nigerians across different sectors have been impacted.

….MSMEs Survival Fund: More Nigerians receive payroll support payments, Artisans and Transport grants

For the Payroll Support track of the Survival Fund, a total of 277,628 beneficiaries drawn from 56,575 businesses have now been paid.

This total number includes the batch of 20,614 beneficiaries that were recently been paid for October, and 257,014 beneficiaries that were paid for November and December.

A breakdown of the 257,014 beneficiaries shows that: N30, 000 each was paid to 222,466 beneficiaries as November and December payments while N50,000 each was paid to 34,548 beneficiaries as November and December salaries.

Out of the total number, 3 per cent are beneficiaries with special needs, while 43 per cent are female employees/beneficiaries.

Meanwhile, the enumeration of prospective beneficiaries for the Transport Support Track, which was launched in December 2020, is still ongoing. And payment of N30, 000 one-time grant to 333,000 artisans across the country is in progress with payments already made to verified beneficiaries in States under streams 1, 2, and 3, comprising FCT, Lagos, Ondo, Kaduna, Borno, Kano, Bauchi, Anambra, Abia, Plateau and Delta (under stream 1); Taraba, Adamawa, Bayelsa, Edo, Ogun, Ekiti, Katsina, Kebbi, Kogi, Kwara, Enugu, and Ebonyi (under stream 2); Akwa-Ibom, Cross River, Zamfara, Yobe, Sokoto, Nasarawa, Niger, Imo, Oyo, Osun, Jigawa, Gombe and Benue (under stream 3).

……Solar Home System: Scheme to Connect 5m households in off grid, under-served communities to electricity

The process of installation of the N140 billion Solar Home System that will cover up to 5 million households, serving about 25 million individuals in rural areas and urban communities, has begun with the enlistment of solar assembling companies and components manufacturers as well as solar servicing firms.

Under the scheme, the Central Bank of Nigeria (CBN) will make available funds to private companies involved in the manufacture, installation, servicing of the solar systems, at rates ranging between 5 to 10 percent.

An important aspect of the scheme is the option of outright ownership by beneficiaries at a cost ranging from N1, 500 per week to N4, 000 monthly depending on the capacities, for a period of 3 years.

….Social Housing: Prototpye Units Launched In FCT, Construction Set To Start In 12 States- List The States Below If We Have Them

The plan by the Federal Government support 1.5 million Nigerians to acquire low-cost houses Under the Social Housing program of the ESP is on course as the portal for application by prospective beneficiaries was launched in December 2020 alongside the prototype 1-bedroom and 2-bedroom units.

During a visit over the weekend to the completed model houses in Dei Dei at the Federal Capital Territory, Vice President Yemi Osinbajo, SAN, reiterated the FG’s commitment to deliver decent and affordable accommodation that will be within the reach of many Nigerians.

The plan is to have a Rent to Own option as part of the Buhari administration’s resolve to impact the common man in the social housing scheme expected to also generate 1.8m jobs and deliver houses to about 1.5m Nigerian families.

Already sites for early start projects have been identified in all the 6 geo-political zones in addition to the FCT.

The sites include those in Ekiti and Ogun in the Southwest, Enugu, and Abia in the Southeast, Delta, and Edo in the South-south, Yobe, and Bauchi in the Northeast, Kaduna and Katsina in the Northwest and Nasarawa and Plateau in the North-central. Sites have also been identified in Abuja.

To kickstart the social Housing projects, the CBN has already committed to a N200B facility with a guarantee by the FG via the Finance Ministry.

The implementing agency, Family Homes Fund Ltd, an agency under the Federal Ministry of Finance has already mobilized thousands of Cooperatives groups across the country who will participate in the social Housing plan as the main warehouse agents and mobilize low-income buyers. For instance, FHF met recently with 93 Cooperative Leaders from the 6 geographical zones, under the aegis of the Co-Operatives Federation of Nigeria.

… Osinbajo meets northeast humanitarian hub team

In another development, during a virtual meeting on Tuesday with management of the North East Humanitarian and Innovation Hub (NEHIH), Prof. Osinbajo pledged the support of the Federal Government and the National Economic Council (NEC) in the establishment of a Social Innovation and Research Institute (SIRI), an initiative of NEHIH aimed at developing skills and building capacity for social innovation.

The Vice President noted that idea of establishing a centre for social innovation as conceived by the NEHIH was good, emphasizing that “I don’t think there is enough attention being paid to the local needs of social innovation. I really think that this proposed institute can do enough in terms of capacity building and leveraging on ideas. And also making a lot of the innovations relevant to our demands and needs here in Nigeria.”

Osinbajo added that “part of the work I think SIRI might end up doing is in looking at our peculiar humanitarian condition, because the humanitarian condition that we find ourselves in Nigeria is enormous, a huge one.

“So, there is an opportunity here to teach the rest of the world how to deal with this, especially from the point of view of education of children in conflict situations, and even entrepreneurship in conflict situation.”

Other participants at the meeting include the coordinator of the Hub, Mr. Ahmad Moddibo, the SIRI project coordinator at the hub, Nguveren Mary, among others.

‘No herdsman was chased out of Ebonyi’

     Ogochukwu Anioke, Abakaliki

EBONYI State and Miyeti Allah Cattle Breeders’ Association (MACBAN) have said no herdsman was attacked or chased out of the state.

A video and audio recording on social media alleged that some herdsmen were attacked and chased out of the state.

But the government yesterday said the video was false. It described it as the handwork of the enemies of state, and called on security agencies to arrest the perpetrators.

Attorney-General and Commissioner of Justice Cletus Ofoke, who chairs the Committee on Herdsmen/Farmers Relationship, said neither the security agencies nor the committee received any report of such development.

He said: “The video suggests that some herders and their families were attacked and chased out of Ebonyi. We didn’t witness or receive any report; neither did we get information from the association or security agencies.

“The video and audio in circulation are not the true position of things. Each time there are issues, we interact with them. We have channels of communication from the local government level to state level.

“Nothing like that exists between the herders and farmers.”

Secretary to the State Government (SSG) Kenneth Ugbala described the message behind the viral video as misleading and an act of falsehood.

He said: “The video is false. Through the governor, we have enjoyed peace with our herder-brothers. We can no longer remember the issue of clashes between herdsmen and farmers. The video is perpetrated by the enemies of state.”

A statement by MACBAN Secretary Alhaji Sani described the video as false, fake, and misleading, and an orchestrated attempt by mischief makers and enemies of peace. According to him, members of the association are at peace with their hosts.

The statement reads: “Herdsmen in Ebonyi State have co-habited peacefully with their host communities without any fear of molestation, threat or intimidation to them or their cows”.

According to Sani, the herdsman in the video left Ebonyi on his own volition to his hometown in Taraba State.

Commissioner of Police Philip Maku also debunked the authenticity of such video.

“Herdsmen are not under attack or being chased out of Ebonyi State. Alhaji Adamu peacefully and willingly relocated to Taraba State,” he added.

COVID-19: FG approves establishment of life-support oxygen plants nationwide – PTF

    Bolaji Ogundele, Abuja

President Muhammadu Buhari has approved the establishment of at least one oxygen plant in each state of the federation to aid gas available for life support for Novel Coronavirus (COVID-19) patients.

Chairman of the Presidential Task Force (PTF) on COVID-19 and Secretary to the Government of the Federation (SGF), Mr. Boss Mustapha, disclosed this on Tuesday during the task force’s media briefing in Abuja.

The SGF also disclosed that the Private Sector Coalition in the fight against COVID-19, (CACOVID) had committed to supply 100 cylinders of oxygen daily, until the end of March 2021, to critical care centres in the Federal Capital Territory (FCT), Abuja.

According to him, all the efforts had been in a bid to save more Nigerian lives from the pangs of the dreaded infection.

“In the last two weeks, a lot has been discussed on case management and in particular, the availability of oxygen to save lives. We are pleased to inform you that the private sector – CACOVID has commenced supporting our response with 100 oxygen cylinders per day till the end of March, 2021, for distribution to critical care centres in Abuja.

“Furthermore, approval has been given to rehabilitate five oxygen plants across various tertiary health institutions in Abuja. The President has also approved that at least one oxygen plant should be established in each state of the federation immediately,” he said.

He noted that the unusually high turnout of number of infections in the last few days had come out to show the effect of the activities during the Christmas festivities, noting particularly that the highest number ever recorded since the national response commenced, was 1,204, which was published on Monday, January 4, 2021.

He, however, expressed the hope that the numbers, the way they had been coming out in recent times, would not escalate beyond the control of the national response.

“Closely associated with that is the increasing daily numbers that we are recording. Yesterday 4th January, 2021, we recorded 1,204 infections. This was the highest daily number ever recorded since we commenced the national response.

“From our analysis, we are beginning to see the effect of activities carried out during the Christmas festivities. We can only hope that numbers will not escalate beyond control. We however, still appeal to all citizens to take full responsibility through compliance and vigilance”, he said.

He, however, lamented the low testing rates, especially in most states of the federation, the provision of financial and other resources as support to all the state notwithstanding.

“As we have always maintained, testing is a key strategy under the national response. To this end we can report that there are about 100 laboratories across the country. These are 71 public labs; 22 private labs and 7 corporate labs. Collectively, they are to help improve testing in the country.

“Regrettably, however, there is still very low testing in a number of states. For clarity, the DG NCDC will elaborate on the spheres of responsibility in testing and the Federal Government has sufficiently supported the States to enable them support surveillance and IPC”, he said.

He also bemoaned the spread of doubts about the existence of COVID-19 among a section of the public, calling on all Nigerians to join in the public enlightenment move.

“To overcome some of these challenges, the PTF will intensify the risk communication and community engagement to create awareness. The share level of doubts about the virus is alarming and I call on every one to become advocates in support of the National Response,” he said.

On federal government’s resolve to prevent an importation of the virus, including its new difficult strains into the country, Mustapha said the PTF had started sanctioning violators of international flights protocols in the country, adding that not less than 200,000 inbound passengers, who had violated the protocols had been penned for sanctions, adding that their identities would be published weekly going forward.

“Finally, I wish to confirm that the PTF has commenced the sanctions on passengers who defaulted on day-7 post arrival tests. Their passport numbers have been published and travel restriction imposed for a period of six months effective 1st January, 2021.

“Let me categorically state that the PTF has generated over 20,000 inbound passengers that have also defaulted. The publication will continue weekly till it is exhausted.

“Nigerians should be aware that every defaulter is a threat to public health which is unacceptable to us and represent a draw back to the National Response. We have a duty to advise our relations, friends, associates to comply with laid down rules. The DG (NCDC) and the National Coordinator will update you on this,” he said.

  • Alleged certificate forgery: Obaseki tenders original certificate from UI

Alleged certificate forgery: Obaseki tenders original certificate from UI

    Eric Ikhilae, Abuja

Governor Godwin Obaseki of Edo State presented before a Federal High Court in Abuja on Tuesday series of documents, including the original copy of the Bachelor of Arts certificate he claimed was issued to him by the University of Ibadan (UI) in 1979, to support his claim that he graduated from the school

Also, a senior official of the University of Ibadan was in court to tender more documents for Obaseki and confirmed that the certificate the governor submitted was the actual copy issued to him by the university.

Obaseki opened his defence on Tuesday in the case brought against him, the People’s Democratic Party (PDP) and the Independent National Electoral Commission (INEC) by the All Progressives Congress (APC) and its member, Edobor Williams.

The plaintiffs, who want Obaseki disqualified as candidate in the last governorship election in Edo State,   alleged that the governor forged his first degree certificate; he claimed to have obtained from U. I. and which he submitted to INEC as part of his educational qualification.

They are contending that a photocopy of the degree certificate attached to nomination form submitted to INEC did not contain the signature of the Registrar of the university and the date the certificate was issued.

But, from evidence led on Tuesday, Obaseki demonstrated that absence of the Registrar’s signature and date of issue on the copy of the certificate he submitted to INEC because it was not properly photocopied, which made both features, contained in the original copy,  to be cut off.

The UI official, Abayomi Samuel Ajayi, (Deputy Registrar, Legal), who was in court confirmed that the university made a demonstration on being informed of the Obaseki case and confirmed that it was possible to have the signature of the bottom of the original certificate, containing the Registrar’s signature, date of issue and part of the Vice Chancellor’s signature, cut off where a photocopy is not properly done.

Ajayi, who testified as the second witness of the first defendant, said the Minister of State for Education had sent a copy of Obaseki’s certificate, which the plaintiffs claimed was forged, to the school in November last year for verification.

Shown some copies of the disputed certificate and asked by PDP’s lawyer, Razak Isenalumhe if the photocopies already tendered in court could be considered as forged, as claimed by the plaintiffs, the witness said no.

“I will not regard the photocopies as forged, but incomplete photocopies, because the certificate issued by the university is larger than the paper size on which the photocopy was done, and in the process the date of issue and the signature of the Registrar – S. J. Okudu were cut off. Also the last part of the signature of Prof Tekena Tamuno, the then VC, was cut off.

“I am not seeing these documents for the first time. The Minister of State for Education had sent the documents to the university in November for confirmation, we demonstrated it by making photocopy with an A4 paper and the same result was what we got,” he said.

The witness said different results came out when the university demonstrated, using A5 paper, A3 paper and a reduced format to photocopy a similar certificate in Classical Studies issued to Issac Adekeye Abiona, because “we did not have access to the original copy of the 1st defendant’s certificate.”

The witness tendered CTC copies of the same certificate demonstrated with different papers sizes – A4 (not reduced), A4 (reduced), A5 (not reduced) and A3 (not reduced)

Under cross examination by plaintiffs’ lawyer, Akin Olujinmi (SAN), Ajayi said he joined UI on May 2, 1995 and that he was not in the university during the period Obsaeki claimed to be a student of the school.

He added that demonstration by the university revealed that the photocopy, which cut off some information in the actual certificate was not properly done.

Earlier, while being led in evidence by Obaseki’s lawyer, Ken Mozia (SAN), Ajayi tendered other documents, including the first defendant’s application, addressed to the Registrar to collect his certificate, 5 March 1980 and proof that he collected.

He also tendered certified true copies (CTC) of the relevant pages of UI’s Congregation for Admission to Degrees, Award of Diploma and Certificates and 31st Foundation Day Ceremony, with the name of the first defendant indicated in page 2.

The witness also tendered UI’s Calendar containing admission requirements for 1976 to 1977 and Obaseki’s application that led to his admission.

He also confirmed as original, the copy of the Bachelor of Art degree certificate issued to Obaseki by the school, which was earlier tendered by the first defendant’s first witness, Charity Aiguobarueghian, a lawyer.

Testifying earlier, Aiguobarueghian, who said he is Obaseki’s Advisor, told the court that he accompanied the governor to the PDP secretariat in Abuja where he filled his nomination form and submitted to the party’s National Secretary, in whose office the documents were uploaded onto INEC’s portal.

The witness claimed responsibility for the error in the photocopied certificate and said he did not realise that part of it was not captured until the suit by the plaintiffs was filed.

He said the lower part of the certificate, containing the signature of the Registrar and the date of issue were cut off because A4 paper was used to make the photocopy, which was smaller in size than the original copy.

The witness said the document was not forged.

When asked by the PDP’s lawyer why he was the one sent to make the photocopy, the witness said “apart from being a political associate of the first defendant, I double an informal advisor on matters of this nature.”

Under cross-examination from Olujinmi, the witness admitted that the photocopy he made did not contain all the information in the original copy of Obaseki’s degree certificate.

When asked to confirm whether the copies of the certificate already tendered in court were the same as the one he referred to, he said “the documents are the same to the extent that the bottom is not fully captured.”

Earlier, while being led by Mozia, the witness tendered some documents including Obaseki’s Secondary School certificate issued in June 1973, his Higher School Certificate issued in 1976 and his Primary School certificate issued in July 1971

The witness also tendered the original copy of the Bachelor of Art certificate issued to Obaseki by UI in July 1979 and Masters of Business Administration certificate issued also to the governor by Pace University in New York in Sept 1994.

Isenalumhe and lawyer to INEC, M. A.Bawa did not object to the admissibility of all the documents tendered on Tuesday by Obaseki’s through his witnesses. But Olujinmi objected and said he will make his argument at the address stage.

At a point in the proceedings, Olujinmi informed the court that one of the plaintiffs’ witnesses, who testified the previous day as the fifth plaintiffs’ witness, Gabriel Iduseri, was attacked and shot his house in Benin City.

The trial judge, Justice Ahmed Mohammed, at the commencement of proceedings, drew parties’ attention to the fact that the case will lapse on Saturday and urged lawyers in the case to cooperate with the court by avoiding delay.

Obaseki is expected to continue his defence on Wednesday by 10am.

Onyekuru laments ever signing for Everton

    Our Reporter

HENRY Onyekuru has admitted  signing for Everton was something of a risk but insists  he has no regrets about the move as he looks for a move away from his current club AS Monaco in France.

He has managed just four appearances for Monaco this season, with the last coming as a late substitute in the 2-1 away defeat to Rennes in September.

The 23-year-old joined the English Premier League side in 2017 but failed to make a competitive appearance for the club.

He arrived at Everton from Belgian club KAS Eupen on the back of a 22-goal season, but was immediately sent on loan to Anderlecht.

That was followed by another loan this time to Turkish side Galatasaray before sealing a permanent move to French club AS Monaco in 2019.

“The first dream is to play in the Premier League, it may not have worked out at Everton but I have no regrets about it,” Onyekuru told BBC Africa Sport. “When I received offers from top clubs in England I knew back then that I needed a work permit to play.

“That it didn’t happen then has nothing to do with my talent but red tape that’s beyond my control.”

Onyekuru also admitted he would have to leave the former French champions in order to get more playing time and is looking for a move this month.

He added:  “I am not someone to make excuses about life or football, but I think the manager has a different plan and I am probably not in that plan.

“I’ll definitely be leaving in January for football reasons, so I can return to the form I need to be in.”

UK University develops 5-minute test for COVID-19

    Agency Reporter

Scientists at the University of Birmingham said on Tuesday that they had developed a new COVID-19 test capable of delivering results in less than five minutes.

The new test simplifies the testing method to a single step and uses an alternative amplification method called Exponential Amplification Reaction (EXPAR), said the university.

The new test can reduce testing time from 30 minutes to less than five and deliver accurate results, local media reported.

It can be performed using standard laboratory equipment, compared to Polymerase Chain Reaction (PCR) tests, which require higher temperatures to separate out strands of DNA as part of the amplification process, according to the university.

THE Ondo State Security Network Agency, also known as Amotekun Corps, said it has arrested over 120 suspects in its ‘Operation Clean-Up’.

It said the exercise was launched in response to robberies in Akure and other parts of the state.

Commander Chief Adetunji Adeleye, who spoke with reporters, said the suspects have been handed over to relevant agencies for further investigation and prosecution.

He said crimes have reduced by 80 per cent since the launch of ‘Operation Clean-Up’.

Adeleye said: “Since we started ‘Operation Clean-Up’ about a month ago, we have arrested about 120 criminals and sanity is returning to the state.

“Some of the criminals have been sent to the police, some to the NSCDC and others to the Department of State Services for more investigation and prosecution.

“Initially, we started general security operatives with other security agencies until after the #EndSARS protests when there was an upsurge in crimes and Amotekun launched ‘Operation Clean-Up’.

“We recorded over 15 robbery cases in Akure within one month, which had not happened before. We appealed to the government to ban the use of motorcycles at night and the government acceded to our request.

“In the ‘Operation Clean-Up’, we have a full detachment of policemen going out with us on patrols because we know the interior, they only follow. When we get to where we need superior weapons to be used, they assist us.

“In Ondo State, we don’t have problem of rivalry or working at cross purposes. There are no clashes of interests because most of our operations are in concert with them and other security operatives.

“There were instances, like in some kidnap cases that we bust, where we got our coordinators from the DSS. They give us this vital information, we put it on the table, analyse and we implement. So far, it’s been successful.”

He said 560 farmers had reported cases against herdsmen and modalities were put in place for the farmers and herdsmen to agree on some terms.

“We make sure the herdsmen write an undertaking that they will not go back to the farms again. If we find weapons on them, it’s a separate case, which shall be handed over to the Civil Defence or the Police,” he said.
