    10th Senate Presidency: why APC can’t undermine Northwest

    Hardly in the history of Nigeria’s democratic adventure has there been so much frenzied interest in the convocation of the leadership of the National Assembly. A new administrationa to be helmed by President-elect Bola Tinubu of the All Progressives Congress, APC, will be sworn in on May 29.

    A few days after, the new president will order a proclamation, in line with constitutional provisions, for the inauguration of the 10th National Assembly and the constitution of its leadership.

    Expectedly, wide consultations have begun by different individuals and interest groups laying a stake to, especially, the senate presidency. From the North Central to the Southeast and everywhere in between, the story is the same; every region feels that they deserve a seat at the high table of political prominence.

    The senate president is the number three man and second in the line of succession after the vice president. So, he is not just another senator.

    Several ranking and, surprisingly, new senators including former Governor of Edo State, Adams Oshiomhole, outgoing Governor Dave Umahi of Ebonyi State; and Senators Osita Izunaso, Orji Kalu, Abdul-Aziz Yari, Jibrin Barau, and Godswill Akpabio, among a few others have signified interest in leading the senate.

    The volume and velocity of their clamour and consultations and visitations to those they feel can swing things in their favour continue reverberating around the nation.

    So, intense has the agitation for which zone gets what in the National Assembly that the APC, through its National Publicity Secretary, Felix Morka, was recently forced to denounce the zoning permutations being peddled in the media.

    To be clear, Morka said, “The party has yet to zone positions of leadership of the 10th National Assembly. Any decisions made in that regard will be duly communicated via the party’s official information channels.”

    The denouncement came on the heels of a groundswell of scuttlebutt that the president-elect fancies the position going to the South-south, where Senator Akpabio is the presumptive favourite. A ranking senator and former minority leader in the Eighth Assembly, Akpabio is, indeed, one of the leading candidates.

    Apart from having a deep pocket to prosecute his aspiration, an edge many concede to him is that he was one of the aspirants that stepped down for Tinubu at the party’s presidential convention in 2022. For specific stakeholders in the party and within the Tinubu camp, Akpabio should be compensated for that generosity and sportsmanship.

    Conversely, Akpabio is not taking any chances. He has officially intimated President Muhammadu Buhari of his interest and has deemed Senator Barau (APC Kano) as his deputy. He hinges his aspiration on his success as a two-term governor of Akwa Ibom State.

    “I intend to bring a lot of reforms into the senate, in the ways and manners we do business, to assist the next administration to succeed. It is well known that Akpabio is a results-driven individual. You will remember that when I was a governor, I made significant contributions to infrastructure, education, social issues, and human empowerment,” he said.

    But, is that enough? Like Akpabio, Governor Umahi, a new senator-elect, also recently visited President Buhari about the same issue, saying, “justice, equity, and fairness” must guide the APC when zoning the principal offices of the 10th National Assembly.

    According to him, “If you look at the true reflection of our society, you will agree with me that the right thing to be done by leaders without prejudice to their rights and their thinking is that the South-East deserves number three position.

    “This is very important. And I’ve always said that you can deliver somebody by the reason of majority votes of a particular region, but you also need the minority cooperation of the minority people to have a holistic nation to govern.”

    Before Umahi, Osita Izunaso, the senator-elect for Imo West, who was first elected into the Senate in 2007, had also visited President Buhari.

    “If in both the South-east and the South-south, I think the question should be obvious. I’m the oldest, there’s no senator today in APC, of South-east or South-south that is older than me in the Senate and that is an institution that believes in ranking. So, I’m the highest ranking senator in both South-east and South-south,” Izunaso said.

    On his part, Chief Whip of the Senate, Orji Uzor Kalu, emphatically stated that ‘It is his turn’ and that he would like the party to micro-zone the office to the southeast because “the president-elect needs people of high character to turn around the economy and work for the masses and make laws that will enable him to turn around the economy.”

    Ironically, while this may not really be a factor in the interim, it bears recalling that Kalu did not support Tinubu during the primaries. He bought the presidential form but withdrew from the race and backed Senate President Ahmad Lawan whom he campaigned vigorously for and even went as far as announcing that Lawan was the President’s anointed, a claim that was promptly refuted by the party.

    At the February general election, Kalu won his Abia North senate seat with 30,805 votes, but Tinubu, his party’s presidential candidate, polled a paltry 8,914 votes across the state. Yet, the former Abia State governor wants to be senate president. How convenient.

    Now, this is where it gets interesting. The argument, for the majority of the aspirants especially those from the south, is that since the President-elect and his Vice, Kassim Shettima, are both Muslims, it was only expedient that the senate president should be a Christian. This stance is laughable and reeks of a deep-seated sense of entitlement, mischief, and conceit.

    Politics is about investments and conciliations, not religious or ethnic sentiments or political correctness. That is why those saying another Muslim cannot emerge as senate president are being wilfully myopic and insensitive because the northwest’s 2.7 million votes – the highest by any region – propelled Tinubu to victory.

    Even in the southwest, his traditional political base, Tinubu could only poll 2,279,407 votes. From the five Southeast states, he got 127,605 votes and did not score 25 per cent in any of them. The South-south’s 799,957 votes contributed nine per cent to the APC total haul.

    Like the late New York Senator, William L Marcy, once said about the victory of Andrew Jackson in the 1828 election. “To the victor belongs the spoils.” The northwest is the victor among other regions, hands down.

    That is why the arguments of Yari, former governor of Zamfara State, who has also declared interest in the senate president, hold water. He contended that the northwest zone deserves the seat since it produced the highest votes for the APC.

    According to the Zamfara West Senator-elect, “The election has come, gone and the same zone (north-west) demonstrated what they are doing and took the lead in terms of producing votes to our president-elect and party.

    “Though some people were thinking about how to subvert it, we have done our best despite the challenges. Now, we have a president (Tinubu) from the southwest, we have the vice president from the northeast and the northwest is waiting.”

    Indeed, there should be a reward for the region that gave the party the highest votes, which would also serve as a robust incentive to keep supporting the party going forward. Sustaining influence and popularity in the northwest will be critical to the survival of the APC in the next electoral cycle.

    Anything contrary to this, the party would be digging its own grave. It is in the enlightened self-interest of the party, therefore, to ensure that the goose that laid the golden egg is supported to produce the senate president.

    ‘Masari has repositioned economy’

    Governor Aminu Bello Masari of Katsina state has been lauded for repositioning the economy of the state during his eight- year tenure.
    The State’s Special Adviser, Power and Energy Department, Engineer Mansur Muhammad Musa made the commendation in Katsina during interaction with newsmen.
    He also hailed the resuscitation and completion of power projects in the state among others.
    On the delay in the completion of Katsina 330KVA power project by the Federal Government, he said it was started in 2008, during the administration of late President Umaru Musa Yar’Adua and that after his administration, the next government of ex-President Goodluck Jonathan administration didn’t fund the project.
    He disclosed that it was under Buhari’s administration when the project was resuscitated after sensitizing the government and the people in the Transmission Company of Nigeria (TCN).

    He said: “We have been on this for quite a long time since we came in, In fact, this was why His Excellency created this department of power and energy. It came into effect in 2016, precisely in October or September or thereabout.
    “So, its mandate is to liaise, interface and meet stakeholders who are doing business in Katsina State. And that is all we have been doing: liaising, contacting and interfacing with TCN and major stakeholders.”
    The Special Adviser expressed satisfaction with the level of work done by the outgoing administration.
    He said the contractors have come back to work.
    He said: “As we speak, they are on site building their towers. Anybody going to or from Kano will see them building the towers after Bichi. The towers are huge, they are 330KVA power lines.
    “Before long, may be this month or so, they will start stringing the lines and you will see the wires. For now, it’s only the towers that you will see as you go along Katsina – Kano Road. However, all the conductors for the project are available in Kankia Transmission Substation. If you go there, you will see a lot of conductors in drums.”
    He said the total power demand in Katsina excluding the suppressed load, is about 159MW for Katsina and Funtua complex.
    He said Funtua receives power from Maudo, Zaria and Gusau.
    The Special Adviser described Power and Energy sector as key to the development of any society.
    He called on the incoming administration of Dikko Radda to build on the strong foundation laid by Governor Aminu Bello Masari.
    “If they do that, the sky will be the limit in terms of providing power to homes, businesses and even farms,” he added.

    Osun Speakership tussle tears PDP chieftains apart

    As the race for leadership of the Osun State House of Assembly hots up, some first-timers in the parliament are battling other ranking members to secure the position.

    Ahead of the inauguration of the 8th House of Assembly in Osun State next month, intense politicking has continued to take centre stage in the Peoples’ Democratic Party (PDP) controlled state.

    There is a scramble within the party for the office of the Speaker of the Osun State House of Assembly.  While some are routing for newly elected members of the House to bid for the office, other chieftains of the party are insisting on ranking legislators in the House to be the next Speaker.

    Those backing the latter contend that leadership of a state House of Assembly demands experience and understanding of the rules and practices of the House which will only be taught to new members at inauguration. Hence, ranking members who have the required experience should be considered for the position.

    There are only four ranking members in the about-to-be-inaugurated Assembly. At the moment, sources say the battle for the Speakership in the state is locked between Prince Tajudeen Adeyemi, a lawyer and Wale Egbedun. The duo are the front runners for the plum job in the 26-member assembly. While the latter is said to be a first-timer, with no experience, the former is a ranking member in the state’s House of Assembly.

    Though the Standing Order of the House of Assembly allows only ranking members to lead the parliament, Section 92(1) of the 1999 Constitution (as amended) says: ” There shall be a Speaker and a Deputy Speaker of a House of Assembly who shall be elected by the members of the House from among themselves.” This means either a first-timer or a ranking member can be Speaker.

    Recently, some lawmakers-elect in the Osun State House of Assembly, challenged the rule of the Assembly allowing only ranking members to vie for the speakership of the House.

    The lawmakers-elect, including Lawal Rasheed, representing Osogbo Constituency, and Oyewusi Akinyode of Ife-North Constituency, have dragged the House of Assembly, the Speaker, Timothy Owoeye, and the Clerk of the House before a State High Court.

    The two lawmakers, in an originating summon want the court to declare Rule 4(a) of the Osun State House of Assembly Legislative Standing Rule null and void for being contrary to the provision of section 92(1) of the 1999 Constitution of the Federal Republic of Nigeria (as amended).

    It reads: “Whether the provision of Rule 4 (a) of the Osun State House of Assembly Legislative Standing Rule to the effect that the Speaker of the House Assembly shall be from among the ranking members-elect of the House of Assembly is not contrary to the provision of section 92(1) of the 1999 Constitution of the Federal Republic of Nigeria (as amended), therefore unconstitutional, null and void. And upon the determination of the question, the plaintiffs shall be seeking the following reliefs at the hearing:

    “A declaration that the provision of Rule 4(a) of the Osun State House of Assembly Legislative Standing Rules is inconsistent with the provision of section 92(1) of the 1999 Constitution of the Federal Republic of Nigeria (as amended), thereby unconstitutional null and void.

    “An order of injunction restraining the defendants from enforcing or applying the provision of Rule 4(a) of the Osun State House of Assembly Legislative Standing Rules same being inconsistent with the provision of 92(1) of the 1999 Constitution of the Federal Republic of Nigeria (as amended).”

    The bone of contention is that a first-timer cannot lead the 8th Assembly based on the Standing Order of the House. But the provisions of the 1999 Constitution suggest otherwise.  There are speculations that one of the candidates, Egbedun has the backing of Governor Ademola Adeleke despite being a first-timer and allegedly without the requisite experience. It is also believed that the state wants to set a precedence by having the youngest Assembly speaker in the country.

    In an interview, Special Assistant to Osun Governor on Media and Monitoring, Akintunde Bello Sheriff, maintained that regardless of ranking, all elected House members are qualified to vie for the seat of the Speaker. According to him, being a first-timer doesn’t affect the capacity to lead the House.

    He said the governor has no favourite,  adding that he met the 25 PDP members-elect and is ready to work with anyone who becomes the Speaker.

    “I believe the issue of ranking is to suit a parochial narrative. The best experience is when you go through the rigour of primary contests and general elections. In 1999, when democracy returned, how did leadership emerge in the House? Were there ranking members then? When you are elected and returned by INEC, you are qualified. Since the matter is in court, let’s wait for the outcome. All the PDP 25 members are eligible if they desire,” he said.

    Nevertheless, a Civil Rights Activist and Political analyst, Oluwole Oladapo, believes a premium should be placed on competence irrespective of ranking or being a first-timer.

    “Most important is getting the job done. Being a Speaker is about being primus inter pares. We must start thinking of competence. The best men should be allowed to do the job. Experience cannot be thrown away, though. The legislature should be a check on the government,” he said.

    Meanwhile, stakeholders believe Egbedun does not have a known record as an administrator or public office holder and is not popular among the people. Therefore, he should be allowed to learn the ropes and understand the business of the legislature.

    A stakeholder who craved anonymity said: “Osun State at this time deserves a Speaker that can actually speak and administer legislative duties competently. We cannot at this time because of some parochial interest or undefined loyalty install someone without a verifiable past or means of survival. In the coming days, opinion moulders would come to the fore to x-ray the antecedent of whoever wishes to rule the state and ensure such person is of clean and verifiable records.”

    End of tenure: Masari directs speedy completion of projects

    Governor Aminu Bello Masari of Katsina State has directed contractors handling ongoing various projects for his administration to speed up work and ensure prompt completion.

    The governor, who gave the directive while inspecting ongoing projects in Katsina metropolis, also inspected the Sulma Dam expansion project in Kafur Local Government Area.

    The dam, which is expected to reserve over four million cubic litres of water, is being distilled ahead of the rainy season 

    The governor asked the contractor handling the two- kilometre Kafur – Mahuta road to hasten the completion of the project.

    Masari, who was conducted round by the Permanent Secretary State Ministry of Works, Engineer Abdurrahman Usman Zango, also spotted the labourers spreading asphalt on some portions of the road.

    Briefing the governor, the Project Manager, Mother- Cat Nigeria Limited, assured of more commitment to ensure speedy completion of the project which is now at an appreciable level.

    The dam project has advantages of irrigation farming and domestic consumption.

    Commission bursts job racketeering syndicate

    The Niger State Civil Service Commission (NSCSC) has uncovered a job racketeering syndicate operated by three civil servants.
    The syndicate was discovered after 22 job seekers were issued fake notifications and report letters to different ministries, departments, and agencies (MDAs) in the state.
    It was learnt that the syndicate collected between N100,000 and N200,000 from their victims and had been in the business for over two years.
    Suspected members of the syndicate include Mohammed Kudu, from the head office, Sustainable Development Goals (SDGs), Ibrahim Sani Aliyu of the Hiltop Model School, and Aliyu Abdullahi Takuma from the State Universal Basic Education (SUBEB) office.
    The activities of the syndicate were discovered during the recent recruitment exercise into the state’s CSC, where some applicants alleged that money was collected from them under the guise of securing jobs by the syndicate.
    Chairman, NSCSC, Alhaji Shehu Galadima, who disclosed this said that the commission would not allow any saboteurs to hijack the process aimed at giving jobs to unemployed youths.
    Galadima said the suspects have been handed over to the GRA Division of the Nigeria Police Force for discreet investigation.
    Police Public Relations Officer (PPRO), DSP Wasiu Abiodun, confirmed the arrest, adding that the suspects were under investigation at the State Criminal Investigation Department (SCID).

    The candidate that i will support for the leadership of the 10th National Assembly will emerge through a credible process that is backed by the majority of members, Senator-elect, Delta South Senatorial District of Delta State, Joel-Onowakpo Thomas said yesterday.
    Joel-Onowakpo, who spoke with reporters in Warri on issues ranging from his humble beginning, his sojourn into politics, his election as Senator, expectations from National Assembly and how he intends to represent his District, assured Nigerians that the 10th National Assembly will not be rubber stamp.
    On the on-going leadership tussle for the 10th Assembly, Joel-Onowakpo said he was not aware that any individual has been endorsed, saying, “I am not aware, I have heard it just the way you said it. To me, like my name, ‘Thomas’, I consider this as mere speculation. And I want to beg the press not to give the President-elect unnecessary baggage. The issue about the leadership of National Assembly is a sensitive one.”
    “I will expect that whoever emerges should be so from a process. It is the duty of the candidates to earn the respect and trust of their colleagues. These colleagues should be able to take ownership of the leadership. The President-elect, Senator Bola Ahmed Tinubu, has not endorsed anybody to my knowledge. The field is free for all who are qualified to aspire.”

    “The last thing that this Assembly won’t want to be associated with is that “they are rubber stamp”. Even if we want to be rubber stamp, I am pretty sure that we will do it with some level of dignity. Therefore, let the best man win.”
    Joel-Onowakpo stated that he does not have any candidate he is supporting as he has been away on vacation . He however said, I currently don’t have any candidates. I just came back, and I am still assessing my options, and I will finally align with the person who will support my vision in developing my Senatorial district and give the Senate the best of leadership. I have only one vote, I have no control of other senators’ votes, and I intend to use that vote wisely.”
    The Chartered Accountant and administrator, said his vision is to serve the people of his Senatorial District to the best of his ability, and to give them the best of representation, adding that he wants them to feel the impact of governance and enjoy visible dividend of democracy.
    “I want to leave the office better than I met it. This is why during the campaigns, I anchored my manifesto on the acronym, ‘DUE’, which stands for Drastic Infrastructure Development, Unique Empowerment Initiatives, and Effective Legislation. Being one of the senatorial districts that lay the golden egg in terms of revenue generation to the treasury of this country, Delta South deserves more than crumbs. I believe the time has come to accord Delta South what is ‘DUE’ her.”

    Gunmen kill two in Plateau community

    At least two people have been killed in an attack in Riyom Local Government Area of Plateau State.

    A source said the attackers invaded the community around 8pm on Monday, killing one Pa Pam Yakubu and his friend Pam Chungyang.

    They were killed near a bridge along Riyom-Kum road while on their way home, the source said.

    This incident occurred days after assailants killed at least six people in separate attacks in some communities in Riyom.

    The Youth Leader, Riyom ward, Dalyop Ezekiel, who reacted to the latest invasion, said it was concerning. He appealed to the government and security agencies to fish out and bring the criminals to justice.

    Chairman, Riyom Local Government Council, Mafeng Gwallson, said he was saddened by the rising wave of killings across communities in the Local Government Area by people who are bent on creating crisis among residents.

    He called on security agencies to take action and arrest the ugly situation.

    The Chairman who was represented at the burial by his Deputy, Elisha Yakubu, later paid condolence visits to bereaved families.

    Amotekun arrests 28 ‘criminals’ in Ondo, Ogun

    Operatives of South-West Security Network, Amotekun have arrested 28 suspected criminals including two who pretended to be mentally unstable in Ondo and Ogun states.

    Twenty six of the suspects, including two who pretended to be mentally unstable were paraded by the Ondo State Commandant, Adetunji Adeleye, yesterday in Akure

    He said the suspects constituted security risk and nuisance, adding that they were arrested in different parts of the state within one week.

    Adeleye, who advised the public to be weary of impostors pretending to be mad persons, said expensive phones were among items recovered from one of the men at Igbara Oke in Ifedore LGA.

    He said another suspect, who allegedly hacked his landlord to death in Idanre, started acting insane afterwards.

    “We have two cases and it’s becoming rampant, almost every week, but on searching these mad people, we found expensive phones.

    “And we found out that majority of them only pretended to be mad in order to gather information in the particular area where they intend to operate.”

    “We have two of them, one from Idanre and one from Igbara Oke,” he said.

    The commandant advised the public to inform security agencies if they noticed any unusual movement in or around their houses, environment.

    “It is actually dangerous to accost a mad man, anything could happen, thereafter.

    “The best thing is to give us timely information and we will contact relevant security organisations to assist in ensuring that they are brought to book.

    “Also, the ministry of women affairs in the state is collaborating with us on all these, especially if we have timely information,”he added.

    Adeleye said that a gang of kidnappers from Ogun state, who after collecting ransom kill their victims, were arrested with the support of the Amotekun corps in Ogun.

    “Because the first part of that crime actually took place in Ogun State, so, we are set to handover the suspect who had been on the wanted list of Ogun State Police Command to them any moment from now.

    “We have another syndicate of armed robbers that operate on the highways that were caught in the act.

    ”Some of them actually opened fire on our men on patrol while they were caught in the act of armed robbery. So, all of them totalling 26 had been profiled and in conjunction with the office of the public prosecution will soon be arraigned in court,” he said.

    The suspected kidnapper, Akinmola Oyekanmi, said he was also a farmer.

    He said he successfully carried out two kidnappings but mistakenly shot the last victim.

    In Ogun, the corps arrested two murder suspects, Akinyele Adebayo and Idosu Gbalo, for allegedly decapitating their victim, Umaru Aliyu, a herder.

    Aliu alias Lagi was allegedly murdered on April 30, at Ijagure village along Sagada, Imeko-Afon Local Government, while he and one Umaru Takake  were grazing their cattle in a nearby bush.

    It was learnt that one Fagbemi Kareem, now at large, armed with a local single barrel gun and in company of four other persons- Olorunto Segun, Baba Shele, Lana Ojugbele, and Ashipa, trailed the herders and caught up with Umaru Aliu.

    They allegedly shot him on a farmland belonging to Chief Ogunlana Fagbemi, alias Osewuya at Ijagure village, while Umaru Takake narrowly escaped unhurt.

    The Amotekun Corps Commander in Ogun, David Akinremi, a retired Police Commissioner, who disclosed this yesterday, said after the alleged murder, the duo of Olorunto Segun and Baba Shele contacted one Akinyele Adebayo to assist them in dismembering the corpse and he obliged.

    Akinremi said while Baba Shele took the head of the deceased away to an unknown destination, the remaining parts of the dismembered body were packed in a sack and buried in a pit near Oyan River at Oke-Ayo village, Imeko.

    The Corps Commander noted that the arrested suspects had admitted their various roles in the criminal act even as they took the operatives to the scene where the dismembered body, excluding the head, were dumped with several parts missing.

    The prime suspects; Fagbemi Kareem and Baba Shele were said to have been arrested by Ojo Police Division, Oyo State, for the same offence, while Lana Ojugbele, Olorunto Segun and Ashipa are still at large.

    Meanwhile, the suspects Akinyele Adebayo and Idosu Gbalo are being processed for transfer to Ogun State Police Headquarters, Eleweran, for further action and prosecution.

    25 still missing after Sokoto boat accident

    Twenty five teenagers are still missing in the Dandeji River  boat accident, in Shagari Local Government Area of Sokoto State.

    No fewer than 17  died in the accident, which occured on Tuesday.

    The children, about 40 of them, were said to have come from Dandeji village to collect firewood in the bush on the other side of Shagari river when their boat sank mid-river.

    Council Chairman, Aliyu Dantani, said retrieved bodies had already been buried in line with Islamic rites.

    “About 40 of them ( boys and girls) were in the boat on their way to fetch firewood in a nearby bush when the boat capsized.

    But AFP reported that bodies of 15 children comprising 13 girls and two boys were recovered by local rescue teams and buried.

    Divers were working in the Shagari river late on Tuesday searching for more of the children.

    In April last year, 29 children from nearby Gidan Magana village, Sokoto, drowned in the same river when their vessel capsized while they were also on their way to fetch firewood for their families.

    Three killed in Ondo cult war

    Three persons have been killed in a renewed cult war in Owo, Owo Local Government area of Ondo State.

    They were reportedly shot dead on Tuesday night at different locations in Owo.

    Sources said bodies of the victims were carted away by their assailants.

    Spokesman for the Ondo Police Command, SP Funmilayo Omisanya, said the killers were yet to be arrested

    “Policemen are currently on patrol within Owo. No one is ready to report or even assist with information. However, the anti-cultism men have been deployed.”

    Special Adviser to Governor Oluwarotimi Akeredolu on Security Matters,  Adetunji Adeleye, said operatives had been deployed to curb the killings and to make necessary arrest immediately.
