    Both Lionel Messi and Cristiano Ronaldo have been voted into UEFA’s Men’s Team of the Year for 2020.

    Ronaldo may have won Serie A again with Juventus, but on the European front he and the Bianconeri as a whole struggled, as they were eliminated at the last-16 stage by Lyon.

    Messi did do slightly better with Barcelona, reaching quarter-final, but at that stage they were destroyed 8-2 by Bayern, which actually led to the Argentine asking to leave the club.

    In domestic action, Barca surrendered La Liga to Real Madrid in a 2019/20 season which was their first in 12 years without any silverware won.

    Still, both players were voted in by the public in a front four which includes Robert Lewandowski.

    The Pole has already won the FIFA Men’s Player of the Year Award and the UEFA Men’s Player of the Year Award for 2020 following his treble-winning season with Bayern in which he scored a ludicrous 55 goals in all competitions.

    The other player in the front four is Neymar, who helped PSG to the Ligue 1 title as well as the club’s first ever Champions League final when they were defeated by Bayern.

    Thiago, now at Liverpool, starred for Bayern in the second half of the 2019/20 season, and makes up the midfield two alongside Man City’s Kevin De Bruyne.

    Virgil van Dijk, despite having missed near enough the entire 2020/21 season so far, makes the 2020 Team of the Year. Sergio Ramos, Alphonso Davies, and Joshua Kimmich have also been voted in while Manuel Neuer completed the Bayern contingent.

    Virus is back, tougher in Kano, says Ganduje

    Kano State Governor Abdullahi Umar Ganduje on Wednesday announced that COVID-19 is back in his state, spiking much harder and tougher than the first wave of the pandemic.

    He said the state recorded 17 deaths in the last 49 days, as the sample positivity rate increased to 12.7 per cent, compared to the overall positivity of 4.2 per cent.

    In all, as at January 18, the state has recorded a total of 71 deaths, 2,636 confirmed cases out of the total 61,802 samples tested and 61,997 suspected cases.

    The number of patients currently on home-based care and hospital admissions in the last 49 days stand at 289.

    It was gathered that 2,276 cases have been treated and discharged and 5,083 persons are on contract-tracing.

    The highest positivity cases, the state government said, were recorded in Nassarawa Local Government Council, with 624 cases, followed by Tarauni with 499 cases and Kano Municipal which has 286 cases.

    Ganduje regretted that despite the increased rise in COVID-19 positivity cases in Kano State, residents are refusing to observe the Infection, Prevention and Control (IPC) protocols.

    Other challenges, the governor mentioned, include “poor public compliance to low risks perception (many do not believe COVID-19 is real), poor cooperation by confirmed cases to self-isolate themselves or be taken to isolation facility”.

    Our correspondents gathered that it has been difficult to enforce protocol compliance in the state.

    Dr. Sabitu Shuaibu Shanono, who is the Deputy Coordinator, Rapid Response on COVID-19 in Kano State, said “17 persons have died of the virus from December to January”.

    Bandits to drop arms after parley with Gumi, police

    About 600 suspected bandits and their commanders in Kaduna State have agreed to lay down their arms and embrace peace.

    They announced the decision after a meeting with Islamic Scholar Sheikh Ahmad Gumi and Police Commissioner Umar Muri in Sabon Garin Yadi, Giwa Local Government Area of the state.

    The police chief said he was representing Inspector-General (IG) Mohammed Adamu at the parley.

    Gumi, in an online  video posted  yesterday  by a Kaduna-based tabloid, Desert Herald, preached to  the bandits who terrorise  communities and highways in Birnin-Gwari, Igabi and Giwa Local Govermment Areas and pleaded with them to allow peace to reign  .

    The suspected bandits whose wives were seen in tears following the cleric’s message of peace, promised to cease hostilities and ensure security in Zaria, Giwa, and the Kaduna-Birnin Gwari highway.

    But they warned that they would return to their old ways should security agents continue to harass their families and destroy their belongings.

    They also vowed to go back to the forests should the government fail to fulfill their own part of the peace deal. The details if the deal were not made available.

    According to a report attached to the video, the suspected bandits gave rustling of their cattle, incessant harassment by security operatives, and neglect by the government as reasons for their resort to criminalities

    The commanders of the suspected bandits said  over the years, they were subjected to   arbitrary arrests, extortion, and even killing  of their innocent kinsmen by law enforcement agents.

    One of them said:  “Thousands of our youths do not have anything to do, hence the decision to go into the forest.

    “We also lack government’s presence. We don’t have basic necessities like water, schools, clinics and others in all our localities, so we felt that, as long as government and the society do not change their attitude towards us, there will never be peace.”

    Sheiklh Gumi, who quoted verses of the Qur’’an during his preaching said it was the first time he was hearing directly about their predicament.

    He also promised to see President Muhammadu Buhari on the issues raised by them

    Gumi made a cash donation of N500,000  and distributed clothes and copies of Islamic books to them.

    Police commissioner  Muri assured them that he would deliver their message to the police authorities in Abuja.

    Nigeria’s debts may rise above N60 trillion by the end of first quarter following a move by the Federal Government to convert its N11.91 trillion indebtedness to the Central Bank of Nigeria (CBN) to formal securitised loans.

    Last year, the Federal Government obtained N2.86 billion through the “ways and means” of the CBN to partly finance the 2020 budget deficit of N6.15 trillion.

    With the outstanding balance of N9.04 trillion in 2019, the 2020 borrowings pushed government’s outstanding balance to the apex bank to N11.91 trillion.

    Total debts may climb higher as deficit financing for the 2021 budget kicks in. In 2021, overall budget deficit is projected to be N5.60 trillion representing 3.93 per cent of the Gross Domestic Product (GDP). The budget deficit is to be financed mainly by borrowings including Domestic sources, N2.34 trillion; Foreign sources, N2.34 trillion; Multi-lateral/Bi-lateral loan drawdowns, N709.69 billion and Privatisation Proceeds, N205.15 billion.

    Speaking at the 2021 budget breakdown session, Finance, Budget and National Planning Minister  Mrs. Zainab Ahmed, said the government was working with the CBN to regularise the previous borrowing that have been made by turning them into formal borrowing by the local economy.

    Official reports by the Debt Management Office (DMO), which oversees Nigeria’s debt issuances and management, showed that Nigeria’s total debts stood at N47.8 trillion by the third quarter ended September 30, 2020.

    These consisted of external debts of N31.98 trillion and domestic debts of N15.846 trillion.

    Revised bond issuance calendar for the fourth quarter 2020 showed about N160 billion. The DMO offered a total of N60 billion at the FGN Bond Auction in December 2020. The offer was oversubscribed as total bids received were N134.056 billion, a subscription level of over 220 per cent.

    DMO plans to raise some N450 billion in first quarter 2021, according to the three-month bond issuance calendar. Despite disruptions and economic headwinds, the DMO has maintained its regular monthly debt issuance programme under its twin-mandate of market development and government funding.

    Market analysts yesterday said the securitisation of the CBN’s overdrafts would give a fairly true position of government’s indebtedness.

    Mrs. Ahmed said the CBN and the Ministry of Finance will work out the rates and the tenures and the cost of the borrowing within the next few weeks.

    She said: “We are working with the CBN to regularise the previous borrowing that have been made to turn them into formal borrowing by the Nigerian economy and to this extent, the CBN and I need to agree on the rates and the tenures and the cost of the borrowing, so we would be formally doing that in the early 2021 on the previous borrowing that has been made, and also projected borrowings in 2021.

    “So, we will design special instrument that limits what is done in terms of domestic borrowing from the CBN,” Ahmed said.

    Analysts at Cordros Group said while the securitization of the “ways and means” loans would help to unburden the CBN and clean its balance sheet, it may take up to six years to fully securitise the total outstanding overdraft based on the 2020 level of bond allotment, if the government decides not to issue additional bonds.

    The Presidency’s reaction to the order by the Ondo State Government to herders to vacate its reservation forests sparked an outrage on Wednesday.

    Lawyers backed Governor Oluwarotimi Akeredolu, saying he is empowered by the constitution to secure his state as the chief law officer.

    They noted that the governor did not order the herdsmen to leave the state but to vacate its Forest Reserves and get registered for security purposes.

    Some Yoruba elders and the Afenifere faulted Tuesday’s statement by presidential spokesman Garba Shehu cautioning the governor.

    The Northern Elders Forum (NEF) described the directive as shocking, saying it was targeted at the Fulani community.

    Akeredolu on Monday said herders wishing to carry on with cattle-rearing business in the state must register with the appropriate authorities within one week.

    He warned criminal elements using the forest to perpetrate evil to henceforth expect fire for fire.

    He spoke after an interactive parley with the leadership of the Hausa/Fulani and Ebira communities in the state.

    What the Presidency said

    The Presidency in a statement by Shehu, partly said: “”In our view, he will be the least expected to unilaterally oust thousands of herders who have lived all their lives in the state on account of the infiltration of the forests by criminals.

    ”We want to make it clear that kidnapping, banditry and rustling are crimes, no matter the motive or who is involved.”

    Lawyers: Akeredolu right

    Three Senior Advocates of Nigeria (SANs), Seyi Sowemimo, Ebun-Olu Adegboruwa and Kunle Adegoke, as well as legal experts Jiti Ogunye and Ige Asemudara, were of the view that the governor’s position is backed by law.

    Rights crusader Chief Mike Ozekhome (SAN) said the Presidency was right to caution Akeredolu.

    He said: “The Presidency has every right to call the governor of Ondo State to order seeing that he is about to infringe on the fundamental rights of Nigerian citizens.

    “It is unconstitutional for the Governor of a state to ask herdsmen to leave any state in the country.

    “The right to freedom of movement is meant to be enjoyed by all citizens.”

    On the right to own land, the SAN said: “It is arguable that the herdsmen, who have been issued a quit notice by Governor Akeredolu’s request, are actually being sent away from a land to which they have legally acquired title and possession over.

    “Where it is proven that the herdsmen have lived on the land for a significant time, then they are deemed to have a bonafide title to the land under the law.”

    Sowemimo believes it was not the Federal Government’s prerogative to determine how Ondo’s forest reserve is utilised.

    He said the state government reserved the right to make an order on its land.

    According to him, the use of land in a particular state should be within the purview of the governor.

    Sowemimo said: “There is a right of movement, but it is not absolute. If there are security considerations which may make that right not to be feasible to exercise, then I think that it is quite legitimate for the governor to make an appropriate order.”

    Adegboruwa said Akeredolu cannot be legally faulted.

    To him, the Presidency may have misinterpreted the constitution.

    He hailed Akeredolu’s courage and statesmanship and urged other governors to take legal steps to secure their states.

    For Adegoke, Akeredolu was “perfectly right” and acted lawfully to protect life and property in the light of the danger posed by criminals inhabiting the forest reserves.

    He explained that the right of anyone, including herders, to move anywhere they please is not unqualified.

    Adegoke said: “Nobody has the right to enter into a forest reserve, graze there when it is not allowed, or to build there without approval.

    “There are qualifications to the fundamental rights preserved in the constitution. Nobody can jump on any land and say ‘because I am a Nigerian, I have the right to stay anywhere I like.’

    “If you are a Nigerian and you wish to stay anywhere you like, you have to purchase land there.

    “No Yoruba man can go to Kano and claim that because he’s a Nigerian, he can conquer any land and say because he is doing a trade. No Igbo man can do that as well.

    “So, if we know that this is not something anybody will allow, then it would be sheer dishonesty for the Federal Government to insist that the governor must tread with caution.

    “The governor is perfectly right in telling them to vacate the forest reserves. The notice required to get a trespasser off your land is not more than seven days.”

    Ogunye believes the rights to freedom of movement and the citizens to reside in any part of the country do not vest in anyone the right to trespass on private, communal or publicly-acquired and controlled land or forest.

    According to him, every land is owned by individuals, communities, villages, towns, sub-ethnic groups or the government.

    He noted that the land acquired and controlled by the government, under the old Public Lands Acquisition Act or the extant Land Use Act were taken from aboriginal and indigenous communities, with compensation paid most times.

    “This implies that government itself recognises that there are no ‘free, unowned, unpossessed lands’ within the boundaries of Ondo State.

    “There are no free forest zones anywhere. For the forest reserves that are owned by the state government, people (including indigenes) may not lawfully hunt for games or carry on logging activities therein without a permit. It is criminal to do so,” Ogunye said.

    Asemudara believes the ultimatum is justifiable and lawful.

    He said: “The first essence of government is the safety and security of lives and property. Akeredolu has a duty and the power to evict people from or restrain anyone from entering the Forest Reserves of the state especially when their activities therein are illicit or criminal.

    “Furthermore, the right of use and occupation of any land within the state is under the powers and control of the Governor as a trustee as conferred by the Land Use Act.

    “As a matter of law, the constitution preserves and strengthens that power. So, when Garba and his cohorts bandied constitutionalism around like a veil for their religious and tribal prejudices, it is in vain that they did so.”

    Ondo’s stand unchanged

    ONDO government insisted yesterday that nobody would be allowed to legally operate in the forest reserves without approval.

    Commissioner for Agriculture, Mr Adefarati Gboyega, said over 50,000 farmers engaged in different forms of agricultural activities in the forest reserves have been registered.

    He said activities of the farmers are regulated to reduce criminality.

    According to him, over 70 per cent of the government reserves were encroached on by farmers as of 2017, with many culprits prosecuted and jailed or fined.

    He said farmers were made to register to farm at the reserves with stiff adherence to all regulations that protect animals and trees.

    “If you desire a piece of land to farm, you have to apply to the Ondo State Ministry of Agriculture.

    “The government, after considering your application, shall grant the considered hectares of land in which you are regulated to do your legal and legitimate farming.

    “In retrospect, we have registered over 50,000 thousands farmers who engage in different forms of agricultural activities in Ondo State Government Forest Reserves.

    “With this, we regulate their activities and reduce criminality as we interface daily with farmers.

    “Love it or leave it; farming is farming, be it crop production or animal husbandry. If any Nigerian irrespective of his/her state of origin desires land for farming in Government Forest Reserves, he/she must apply to Ondo State Ministry of Agriculture and pay the normal fee for the required hectares of land.

    “It is illegal for herdsmen to encroach on Ondo State Government Forest Reserves without permission and graze on the farms, many of which will be destroyed.

    “Let me say it again and again that no activity (hunting, planting crops and animal rearing) can be done in Ondo State Forest Conservation without permission. The laws guiding Ondo State Forest are clear and concise on it,” the commissioner said.

    Ondo Commissioner for Information and Orientation, Donald Ojogo, while speaking on Channels , wondered whether President Buhari authorised the statement.

    He expressed doubt that Shehu indeed issued the said statement “because it would have been a dangerous one for the unity of this country.”

    “If true,” Ojogo said, “it would mean certain officials in the Presidency are actually out to create a problem for President Buhari. We must appreciate the effort of this President in his fight against insecurity across the country.

    “If indeed he (Shehu) issued the statement, then he owes this nation a great deal of explanation to let people know why he must take up the fight of people masquerading as herdsmen to commit a crime.”

     

    Yoruba elders, Afenifere knock Presidency

    SOME Yoruba elders backed Akeredolu and blasted the Presidency for issuing the statement.

    The elders, under the aegis of Coalition of Oduduwa Elders, warned the Presidency to steer clear of governance issues in Ondo or any other state.

    They said the governor’s action was to protect lives and property of all Ondo residents, including the herdsmen.

    Its National Coordinator, Dr Tunde Aremu, and National Secretary, Mrs Folake Ajasin, urged the governor not to be distracted by those they said have failed to safeguard the lives of Nigerians.

    “We have painstakingly watched the rushed statement by the Presidency through one of its spokesmen, Mallam Garba Shehu, cautioning the governor against his action and instead, declaring that the people who have been identified to be responsible for kidnappings, banditry and killings in the state cannot vacate the areas they use to carry out their nefarious activities.

    “This is strange to us given that the Constitution vests certain powers on state governors as chief security officers of their respective states on certain steps they can take to safeguard the lives of citizens and their property.

    “Akeredolu, to the best of our knowledge is a sitting governor of Ondo State.

    “Until he is out of office, he has the constitutional mandate to device the best ways possible in giving his people who voted him into office good and quality leadership.

    “The quit notice to herders to leave Ondo forests is one of those steps he has taken to protect the citizenry. So, we ask the Presidency to leave him alone.”

    Afenifere, the Yoruba sociopolitical organisation, through its

    National Publicity Secretary Yinka Odumakin, faulted the Presidency’s reaction.

    It said: “Are Ondo forest reserves under Ondo State Government or the Federal Government?

     Farmers back Akeredolu

    The Ondo State Agricultural Commodities’ Association (OSACA) urged Akeredolu not to be intimidated.

    Its Chairman Gbenga Obaweya and Secretary Ayo Omogie said in a statement said the governor’s order had brought hope to farmers. The group said: “The grazing bill before the House of Assembly should be given an accelerated passage.

    “The social and economic impact of these nefarious activities of the herdsmen, if not quickly checked, will lead to severe famine in due season, as farmers are leaving their farmland in droves for fear of being attacked, raped or kidnapped as these have become a recurring issue.

    “The governor’s order is imperative for it will save farmers from becoming paupers and insolvent as these herdsmen graze freely on their crops on daily basis.

    “Most of these farmers took loans from different financial institutions to establish their farm.

    “It is on record that farmers in Ondo State have lost over 2000 hectares of rice and over 3000 hectares of cassava just to mention a few to herdsmen activities across the state.”

    Fani-Kayode attacks Presidency

    Former Aviation Minister, Femi Fani- Kayode, faulted the Presidency

    In a series of tweets, he said: “Quit notices cannot be given to law-abiding citizens in any part of Nigeria but must be given to those that kill, steal and seek to destroy the lives of others.

    “Murderous terrorists and bloodthirsty and evil men that hide in the forest to ambush, kidnap, kill and destroy innocent and hardworking men and women have no constitutional rights.

    “Akeredolu has done and said the right thing and I urge every single Southwest governor to do the same. Bandits, killers and unhinged, blood-lusting and bloodthirsty psychopaths and sociopaths are not welcome.

    Shehu Sani faults directive

    A Former Kaduna Central Senator, Shehu Sani, faulted the governor’s action and urged him to reconsider the decision.

    The former senator, in a post on his official Facebook page, said it was wrong to ask all cattle herders to leave the state while they have the right to live anywhere.

    He added that the government must make effort to punish those who breach the law and respect the rights of the innocent.

    Shehu wrote: “My Dear Governor Akeredolu, I’m quite aware of the security challenges facing your state.

    “I appreciate your efforts, but it’s completely wrong to ask all cattle herders to leave Ondo forests.

    “The sins of a criminal few should not affect the law-abiding and peaceful ones who have the right to live and move freely in all parts of our country.

    “Efforts must continue to be made to deal with those who breach the law, while and respecting and protecting the rights of the innocent.”

    Northern Elders ‘shocked’

    The Northern Elders Forum (NEF) also criticized the governor.

    In a statement issued by its Director, Publicity and Advocacy, Dr. Hakeem Baba-Ahmed, the group said: “Northern Elders Forum is shocked.

    “The Forum had resisted the urge to comment since the reported quit order because this is an extremely sensitive issue.

    “It has, however, become necessary to speak at this stage and offer advice before mischief-makers capitalise on the issue to compound our existing challenges around security and co-existence.”

    Among most messages was a palpable sense of relief, as the international community embraced Biden’s pledge to re-enter a series of global pacts and organisations that President Donald Trump cut loose

    Nigeria

    President Muhammadu Buhari said the inauguration of the 46th President of the United States of America (USA), and his deputy, Kamala Harris, would be a strong point of cooperation between Nigeria and their country.

    In his congratulatory message to the new American Presidency, President Buhari expressed the hope that their coming would bring an era of great positivity between the two countries and indeed with the entire African continent.

    In a statement by his Senior Special Assistant on Media and Publicity, Mallam Garba Shehu, the President congratulated the leaders, and entire country on the successful transition, which marks an important historical inflection point for democracy as a system of government and for the global community as a whole.

    “We look forward to the Biden presidency with great hope and optimism for strengthening of existing cordial relationships, working together to tackle global terrorism, climate change, poverty and improvement of economic ties and expansion of trade.

    “We hope that this will be an era of great positivity between our two nations, as we jointly address issues of mutual interest,” the President added.

    President Buhari and all Nigerians rejoice with President Joe Biden, sharing the proud feeling that the first woman elected Vice President of the United States has an African and Asian ancestry.

     European Union

    “Once again, after four long years, Europe has a friend in the White House,” European Commission President Ursula von der Leyen said on Wednesday, leaving no uncertainty about her verdict on Trump’s relationship with the bloc.

    “This new dawn in America is the moment we’ve been waiting for so long. Europe is ready for a new start with our oldest and most trusted partner,” she said in the European Parliament in Brussels, Belgium.

    Von der Leyen said Biden’s inauguration would “be a message of healing for a deeply divided nation and it will be a message of hope for a world that is waiting for the US to be back in the circle of like-minded states.”

    Biden has signalled a warmer partnership with Europe than Trump, who frequently criticised the EU on trade during his administration. His attacks on some European leaders led to frosty scenes at a number of summits.

    “From our perspective, Trump saw Europe as an enemy,” a senior European diplomat told CNN last week. “The lasting impact of ‘America First’ is the US having fewer friends in Europe.”

    China

    Hours before the inauguration, Beijing expressed hope that Biden would “look at China rationally and objectively” to repair “serious damage” in bilateral ties caused by the Trump presidency.

    “In the past four years, the US administration has made fundamental mistakes in its strategic perception of China … interfering in China’s internal affairs, suppressing and smearing China, and causing serious damage to China-US relations,” foreign ministry spokeswoman Hua Chunying said at a press briefing Wednesday.

    The Biden administration should, Hua said, “look at China rationally and objectively, meet China halfway and, in the spirit of mutual respect, equality and mutual benefit, push China-US relations back to the right track of healthy and stable development as soon as possible.”

    One of the main planks of Trump’s foreign policy platform has been his trade war with China. The Trump administration’s 11th-hour declaration that China is committing genocide against Uyghur Muslims will heighten tensions with Beijing, though Biden’s nominee for Secretary of State said Tuesday that he agreed with the designation.

    “If the new US administration can adopt a more rational and responsible attitude in formulating its foreign policy, I think it will be warmly welcomed by everyone in the international community,” she added.

    Iran

    Iran’s President, Hassan Rouhani, called on Biden to return to the 2015 nuclear deal and lift US sanctions on Iran, overturning a key part of Trump’s foreign policy program.

    “The ball is in the US’ court now. If Washington returns to Iran’s 2015 nuclear deal, we will also fully respect our commitments under the pact,” Rouhani said in a televised cabinet meeting.

    He also launched a scathing attack on the ex-President. A “tyrant’s era came to an end and today is the final day of his ominous reign,” Rouhani said of Trump’s departure. “Someone for whom all of his four years bore no fruit other than injustice and corruption and causing problems for his own people and the world.”

    Biden has said he plans to return to the nuclear deal with Iran, which was signed when he was Barack Obama’s Vice President. Biden’s national security aides have suggested they would like further negotiations on Iran’s ballistic missile capabilities, though Rouhani has said the missile program is non-negotiable.

    Germany

    The German President said he was relieved that Biden would be sworn in Wednesday, calling it “a good day for democracy.”

    “In the United States, (democracy) held up against a lot of pressure,” Frank Walter Steinmeier said in a statement.

    “Despite internal hostility, America’s institutions have proven strong — election workers, governors, judiciary, and Congress,” he said. “I am relieved that Joe Biden is sworn in as President today and coming into the White House. I know that this feeling is shared by many people in Germany.”

    Steinmeier also warned against the populist brand of politics that Trump embraced. “Despite all the joy we have about today, we must not forget that populism has seduced even the most powerful democracy in the world,” he said. “We must resolutely oppose polarization, protect and strengthen the public space of our democracies, and shape politics on the basis of reason and facts.”

    United Kingdom

    British Prime Minister Boris Johnson said he was looking forward to a close relationship with Biden’s administration.

    “In our fight against Covid and across climate change, defence, security and in promoting and defending democracy, our goals are the same and our nations will work hand in hand to achieve them,” Johnson said in a statement Tuesday.

    Boris Johnson will hope to secure a post-Brexit trade deal with Biden’s administration.

    Johnson warmly welcomed Trump on his visits to the UK, with Trump once claiming that the Prime Minister was nicknamed “Britain Trump.” But the outgoing US leader was unpopular among Britons, and Johnson will be keen to secure a post-Brexit trade deal with Biden.

    The new President could end up making two trips to the UK in 2021, with Johnson saying he looks forward to welcoming him to the G7 summit and to the hotly anticipated 2021 United Nations Climate Change Conference in Glasgow, Scotland. “Only through international cooperation can we truly overcome the shared challenges which we face,” Johnson said on Tuesday.

    Scotland’s First Minister, Nicola Sturgeon, was more blunt in her remarks in the Scottish Parliament on Wednesday. Sturgeon wished Biden and Kamala Harris well, adding: “I’m sure many of us across the chamber and across Scotland will be very happy to say cheerio to Donald Trump today.”

    “I think ‘don’t haste ye back’ might be the perfect rejoinder to him,” she added.

    Mexico

    Mexico’s President Andrés Manuel López Obrador, wished Biden well ahead of his inauguration on Wednesday.

    During his daily briefing, López Obrador outlined three themes as key areas of the bilateral relationship with the US. “Those three themes are very important: pandemic, economic recovery and migration,” he said.

    López Obrador also said Biden should take steps to settle the immigration status of Mexicans working in the U.S.

    With a call on Americans to come together and dismiss the tide of extremism and racism, Joe Biden yesterday took the oath as the 46th President of the United States (U.S.).

    He pledged to work “as hard for those who didn’t vote for me as for those who did”.

    Kamala Harris, who is the first woman-vice president, was also inaugurated as the 49th, person to occupy the office.

    Biden, 78, made history as the oldest person to be elected U.S. president. His road to commander-in-chief was long and windy – two failed presidential campaigns and two terms as Obama’s vice president.

    Prior to his presidential bids, Biden spent decades in the U.S. Senate after being first elected in 1972. He was elected President 48 years after winning his first Senate election, receiving the most votes ever cast for a U.S. presidential ticket.

    He was sworn in by the Supreme Court Chief Justice John Roberts just before noon. He took the oath with his wife holding a 127-year-old family Bible.

    He told the nation and the millions of people watching all over the world, that ‘democracy has prevailed’ after a troubling few weeks and months.

    Biden said: “A new America has risen to the challenge today. We celebrate the triumph not of a candidate, but of a cause, the cause of democracy.

    “The will of the people has been heard and the will of the people has been heeded. We’ve learnt again that democracy is precious. Democracy is fragile. At this hour, our democracy has prevailed.”

    Biden urged Americans to come together and dismiss the tide of extremism and racism, and pledged to work ‘as hard for those who didn’t vote for him as for those who did’.

    He said: “My whole soul is in this, bringing America together. I ask every American to join me in this cause. To fight the foes we face: anger, resentment and hatred, extremism, lawlessness, violence, disease, joblessness and hopelessness.

    “With unity, we can do great things, important things, we can right wrongs. We can put people to work in good jobs. We can teach our children in safe schools. We can overcome the deadly virus.

    Referencing, though not by name, the legacy of the Donald Trump administration and the attacks on the Capitol on January 6, Biden said ‘there is truth and there are lies’, and that it was time to heal divisions.

    He added: “Each of us has a duty…to defend the truth and defeat the lies. We must end this uncivil war that pits red versus blue. In the work ahead, we’re going to need each other.”

    Vice President Mike Pence, 61, attended the inauguration at the U.S. Capitol, exactly two weeks after the violent riots that President Donald Trump incited that led to his second impeachment.

    Biden’s inauguration, themed “America United,” was attended by all living presidents except 96-year-old Jimmy Carter.

    Presidents Barack Obama, George W. Bush and Bill Clinton and former First Ladies Michelle Obama, Laura Bush and Hillary Clinton were also there.

    Carter, who left office in 1980, and his wife Rosalynn, sent their well-wishes. It was the first time in 44 years they would not attend presidential inauguration.

    Biden announced that he spoke with Carter on the eve of the inauguration and he wished his team best of luck.

    Lady Gaga performed a dramatic version of the U.S. national anthem while Garth Brooks sang a cappella at the inauguration.

    Gaga, known for her flamboyant outfits, was in a huge fuchsia skirt and black top adorned by a large gold dove as she stepped up to sing “The Star-Spangled Banner.”

    .Country singer Brooks, a Republican, took off his black Stetson hat to sing an a cappella version of “Amazing Grace” and asked Americans at the ceremony and watching at home to sing along with him for the last verse.

    Jennifer Lopez, dressed in white pants and a long matching coat, performed a medley of “This Land is Your Land” and “America The Beautiful,” as well as saying part of the Pledge of Allegiance in Spanish.

    “Have a good life,” he told a crowd of few supporters at Joint Base Andrews, after listing his ‘achievements’ in a speech which began after a 21-gun salute.

    In the front row, Ivanka Trump cried, while behind the mask-less crowd chanted “thank you Trump.”

    Biden’s will undo a number of Trump policies, including ending the construction of ‘The Wall’ between Mexico and the U.S., stopping the travel ban from some Muslim-majority countries, and rejoining the Paris Climate Accord and the World Health Organisation (WHO).

    He will sign 15 executive orders – joining just two other presidents in signing executive actions on their first day, who only signed one each.

    Biden is also expected to review all of Trump’s regulations and executive actions, in particular any of those that are potentially damaging to the environment or to public health.

    Federal agencies will be ordered to prioritise racial equality and review any policies seen to reinforce systemic racism.

    Biden will also revoke an order that Trump used in the hope of excluding non-citizens from the census.

    Trump became only the fourth president in history, after John Adams in 1801, John Quincy Adams in 1829 and Andrew Johnson in 1869, to boycott the inauguration of their successor.

    However, White House staff confirmed that Trump left a note in office for Biden.

    This meant he was unable, as is tradition, to hand over the ‘Nuclear Football’ to President Biden.

    The briefcase contains the equipment the President would use to order a nuclear attack, including plans, access to command, and control systems, as well as the mechanism for authorising the nuclear codes.

    The President must also carry the “Nuclear Biscuit” – a plastic card containing codes that identify the President and give him the authority to authorise a nuclear attack – at all times.

    The decision of Governor AbdulRahman AbdulRazaq of Kwara State to sack his commissioners after one year has elicited mixed reactions. While the opposition Peoples’ Democratic Party (PDP) has described the former commissioners as inexperienced and incompetent, the ruling All Progressives Congress (APC) said the governor and members of his team have redefined Kwara in many positive ways. Correspondent ADEKUNLE JIMOH reports

     

    MIXED reactions have continued to trail the scorecards of sacked women commissioners in Kwara State.

    The recently dissolved cabinet was lopsided in favour of the women. Nine out of the 17 commissioners were women, representing 56.25 per cent. It surpassed the 35 per cent global women affirmative.

    Curiously, the appointment of the women commissioners by Governor Abdulrahman AbdulRasaq was greeted with disdain and not many gave the women any chance to perform.

    The reasons for the opposition to their appointment were not farfetched. First, the political pedigrees of some of the women were not known. A large number of them were plucked from relative obscurity; only a sprinkle of them had rich political and public service background.

    However, after their principal showed them the exit route, many of them were adjudged to have performed well by observers. They all proved to be performers going by the achievements recorded in their various ministries within a short period of 12 months.

    The commissioners assumed office on December 18, 2019 and got their appointment terminated December 31, 2020; a period of one year. The women commissioners are Hajia Fatima Bisola Ahmed, Hajia Fatima Arinola Lawal, Hajia Saadatu Modibbo Kawu, Mrs. Harriet Afolabi- Oshatimehin, Mrs. Joannah Kolo, Mrs. Olasumbo Florence Oyeyemi, Mrs. Oyedun Juliana Florence and Mrs. Abosede Deborah Aremu.

    For instance, at the Ministry of Water Resources, Hajia Arinola Lawal who is the daughter of the late Governor Mohammed Lawal proved her worth. She was able to fix all the five moribund waterworks in the state and water now runs regularly from the hitherto dried pipes.

    Also, the Ministry of Tertiary Education supervised by Hajia Modibbo Kawu has been able to return life back to all the state-owned tertiary institutions by offsetting the backlogs of salary arrears owed the staff of the institutions by the immediate past administration. Money was also released for the accreditation of the courses of the institutions under its supervision.

    The erstwhile Commissioner for Communications, Mrs Afolabi-Oshatimehin also recorded landmark achievements in her ministry. For example, the government, through her ministry, was able to revitalise the state-owned newspaper, The Herald newspapers and the State Broadcasting Corporation (Radio Kwara). While The Herald had gone digital, Radio Kwara-both AM and FM stations are now heard loud and clear in far and near locations 24 hours daily.

    The achievements of Hajia Bisola Ahmed, who was plucked from the classrooms, as Commissioner for Education and Human Capital Development earned her and her ministry accolades from West Africa Examinations Council (WAEC) and the state governor.

    Before the inauguration of Governor AbdulRazaq’s administration on May 29, 2019, the state had been blacklisted for eight years by the Universal Basic Education Board (UBEC) over the failure of the past administration to pay counterpart funds, while WAEC also sanctioned the state for the large scale examination malpractices in the state’s public secondary schools during previous West African School Certificate Examinations (WASCE).

    The resultant effect of the blacklisting for eight years by UBEC is the deterioration of infrastructure in the state public primary and junior secondary schools.

    Under the watch of Hajia Ahmed, Kwara is now off the UBEC blacklist. It has accessed a backlog of N7.1 billion grant to gradually reposition the schools. Thirty-one schools have been renovated.

    Under her leadership, the ministry was able to put a stop to examination malpractices in public examinations like WASCE and the one conducted by the National Examination Councils (NECO).

    In recognition of its efforts in tackling the problem of examination malpractices headlong, WAEC wrote a letter of commendation to the state government. In the letter, the Human Resources Manager, WAEC, Adesoji Faboro said “the swapping of principals to other schools and the involvement of external monitoring teams that cut across lecturers from state Colleges of Education was a good initiative which has gone a long way in reducing examination malpractices, as well as enhance the development of the education sector in the state”.

    Faboro implored the state to sustain the initiatives in the interest of the future leaders that have been brainwashed.

    Governor AbdulRazaq also hailed Hajia Ahmed for her invaluable efforts in the development of the state’s human capital.

    The governor, in a letter dated November 23, 2020, specifically thanked the Commissioner for Education and Human Capital Development for measures she put in place which, he said, had helped in eradicating examination malpractices in last year’s WAEC examination.

    The letter reads in part: “I write to express my profound commendation to you for your invaluable efforts in the development of human capital in Kwara State. Most notably, your initiatives of swapping secondary school principals around and the involvement of external monitoring teams in this year’s WAEC examination have significantly contributed to the effective supervision of pupils; thereby reducing examination malpractices which had been labelled as an incurable sore in most educational systems in Nigeria.

    “I encourage you to keep ensuring morality and positive values are promoted in our schools and that our commitment to providing quality and affordable education to our citizens remains unwaivered.”

    Under her watch, the state has commenced the process of employing a total of 4,107 teachers who will be deployed to the basic and secondary schools across the state. The recruitment process is digital-proven to ensure that only qualified candidates are employed.

    But, the opposition Peoples’ Democratic Party (PDP) and the ruling All Progressives Congress (APC) have divergent assessments of the sacked commissioners.

    PDP Chairman, Kola Shittu described the dissolved cabinet as inexperienced and incompetent. He said that the governor should have sought help and got competent hands to manage the state.

    Shittu said that “the governor should seek help and competent hands that will help him manage the state, the last set of the cabinet he paraded, which took him more than 100 days to constitute, had demonstrated that they were largely inexperienced and incompetent.”

    Shittu also described the administration as utterly disappointing, uninspiring and a colossal waste, saying that “the euphoria that greeted the coming of the present administration has waned significantly.

    He noted that no tangible achievement or accomplishment in any sector could be attributed to Governor AbdulRazaq since he assumed office on May 29, 2019, stressing that the governor and his spin doctors had always churned out lies and false performance indicators to deceive the people of Kwara.

    A chieftain of the APC, Kunle Sulaiman countered the PDP chairman’s assessment of the performance of the dissolved cabinet members, saying the governor and members of his cabinet have redefined the story of Kwara State in many positive ways.

    “These commissioners, who served in various ministries performed well to the admiration of many in the state,” Suleiman, a lawyer argued.

    Said he: “Whether in health, education, road, or water, the government has touched lives in many ways never seen before. The present administration has strategically taken governance to the people such that there is no electoral ward in the state that cannot point to one or two things that they have benefited in just 18 months.

    “The health sector has received about the highest priority even before the advent of Covid-19 pandemic and the result is there for everyone to see. The administration has started rehabilitation works across dozens of decrepit primary healthcare facilities. Long-abandoned routine immunisation and vaccination of newborn babies is back. For the first time, Kwara now has isolation centres equipped with modern gadgets like ventilators, defibrillators, patient monitors, and others. Its oxygen plant has been revived. For the first time, the state now has ambulances with capacities to manage patients in critical conditions on the go. Indeed, Kwara is now listed as A-list state in the healthcare sector.

    “The education sector is changing. More than seven years after it came under the hammer, Kwara State is now off the Universal Basic Education Commission (UBEC) blacklist. It has accessed a backlog of N7.1 billion UBEC counterpart funds with a matching grant of N7.1 billion to gradually reposition the schools. Aside from the upcoming UBEC intervention, the state on its own is carrying out renovation works in at least 43 basic schools. With the UBEC funds in the kitty, no less than 600 basic schools are to get facelifts, while teachers are also to be trained. The transparent process to recruit 4,701 qualified and competent teachers into our public primary, junior and senior secondary schools is ongoing and should be commended by all.

    “In May 2019, water tanker was the source of potable water in most parts of the capital city, even in the Government House. Pipe-borne water is back and stable in Ilorin metropolis, while nearly 500 boreholes have either been dug or rehabilitated across the state. No fewer than nine waterworks have been fixed since this governor came on board, while contracts for more have been awarded. With water situation being tackled, Kwara is keying into the Water, Sanitation and Hygiene (WASH), a key component of the Sustainable Development Goal 6 to promote hygiene and end open defecation. Under this scheme, many schools and hospitals across the state would now for the first time get tap water and pour-flush toilets.

    “The administration is ending the helicopter money politics that had plagued Kwara’s past. Within the past 18 months, the administration has fixed over 100 rural and urban roads/culverts/bridges. Many agrarian communities are now getting standard roads, while those hitherto cut off from civilisation are also being linked. At least, 500 rural roads are to be fixed under the World Bank-enabled Rural Access and Agricultural Marketing Project (RAAMP) arrangement for which the administration had earlier paid counterpart funds. These road projects are spread across the senatorial districts, deliberately linking agrarian areas to the urban centres.

    “My view is that if not all, many of them are coming back to help the governor achieve success and a second term in office.”

    PRESIDENT Muhammadu Buhari has expressed his sympathy and solidarity with victims of the Sokoto Central Market fire incident.

    In a statement issued by his Senior Special Assistant on Media and Publicity, Mallam Garba Shehu, the President noted that the incident must have been traumatic for its victims.

    “I am deeply moved by this fire incident because of its huge adverse impact on the economic life of the people who struggle daily to earn a living.

    “To see your investments go up in flames is particularly painful and I sincerely send my sympathy and solidarity with all the victims, and pray to God to replenish your losses,” he said.

    While directing federal aid agencies to respond to the urgent needs of the victims of the disaster, President Buhari called on market authorities to train traders and facility managers on basic safety precautions to forestall frequency of fire outbreaks.

    According to him, once the traders are trained on the risk factors, it will go a long way to minimise the frequency of fire outbreaks at business places.”

    Meanwhile, Governor Tambuwal has established a high-powered committee to investigate the circumstances surrounding the burning of Sokoto Central Market on Tuesday. The Deputy Governor, Manir Dan Iya heads the committee.

    The committee, which is expected to make recommendations to the state government after its investigation is also mandated to ascertain the remote and immediate causes of the inferno,  assess the extent of the damage wrought by the incident, recommend compensation for those who lost their property, and make recommendations on how to forestall future occurrence.

    Tambuwal, who cancelled an official trip outside the state to visit the Gandu scene of the fire disaster said the committee will be inaugurated soon.

    Other members of the committee, according to a release by the Special Adviser, Media and Publicity to Governor Muhammad Bello are the Chairman of the State House of Assembly (SOHA) Committee on Commerce, the Commissioners for Commerce and Lands and Housing, Bashir Gidado and Aminu Bala Bodinga respectively.

    Also members are the representative of the  Sultanate Council, the Director-General of the  Central Market, Director-General of the State Fire Service, Alhaji Ibrahim Milgoma, the President of the state Chamber of Commerce, the respective Chairmen of  the state Traders’ Association and the Central Market Traders, Shiekh Bello Yabo and Alhaji Namadina Abdul-Rahman.

    In a related development, the Rivers State Governor Nyesom Wike yesterday donated N500 million to support the Sokoto State government in rebuilding the Sokoto Central Market ravaged by fire on Tuesday.

    Wike, who visited the scene of the incident expressed shock and dismay over the incident.

    THREE-DAY workshop on rice processing organised by members of Japan International Co-operation Agency (JICA) Alumni Association of Nigeria (JAAN), with the support of JICA has ended in Abuja yesterday.

    During the workshop, which held between January 18 and 20, participants, mostly women, who were drawn from different groups in and around Karu Local Government Area of Nasarawa State, were taken through the various stages of rice processing to make the outcome more appealing and competitive when being offered for sale.

    About 50 participants attended the event which held at the Government Secondary School, Tundun Wada, along Keffi-Abuja Expressway, Karu LGA.

    The event was tagged: “A Three-day Workshop on Local Rice Parboiling Techniques for Rice Processors.”

    JAAN’s President, Ahmed Agberankhe and the association’s Second Vice-President, Hajia Aishatu Gambo-Jakada (who represented JICA) explained the rationale for the training, while Bimba Gana took participants through the various modern techniques of parboiling rice.

    Represented by JAAN’s first Vice-President, Emmanuel Okonko-Ndem, Agberankhe said the workshop was part of the various reach out programmes of the association, during which members pass on to selected Nigerians the skills they acquired while participating in JICA foreign training.
