    NHIA: Fed Govt reviewing doctors’ fees

    The Federal Government is reviewing the capitation fees paid to healthcare providers under the National Health Insurance Scheme (NHIS).

    Capitation fees are the payments or grants to a doctor or school, among others, determined by the number of patients, pupils, or customers that are served.

    This move addresses longstanding concerns from hospital proprietors involved in the scheme.

    A statement by the NHIS said the Director General of the National Health Insurance Authority (NHIA), Dr. Kelechi Ohiri, announced that the capitation fees have not been reviewed for many years.

    Ohiri noted that addressing the issue has become crucial for the healthcare sector.

    “It’s been a while since tariffs were reviewed. We initiated actuarial reviews in February to have a solid foundation for adjusting these tariffs,” he said.

    The goal of the reviews is to gather evidence and determine an affordable basic minimum package of services for patients to ensure consistent and predictable healthcare services at hospitals.

    Ohiri said significant support was being being provided to vulnerable groups to encourage their participation in the health insurance programme. The initiative is a key priority for the Federal Government, the NHIA boss said.

    “The Vulnerable Group Fund acknowledges that while health insurance can be contributory, it can also be non-contributory, where the government pays for the poor and vulnerable,” he said.

    The fund, which is a part of the NHIA’s mandate, supports poor Nigerians, people with disabilities, internally displaced persons (IDPs), the elderly, and other vulnerable groups.

    The definition of vulnerability now includes women at risk of death during childbirth, a group predominantly found in rural areas.

    According to him, the NHIA is enhancing partnerships with state government-run health insurance programmes, which are crucial for boosting national enrolment.

    Ohiri praised state governments for their efforts at expanding health insurance.

    “Every state in Nigeria now has a state health insurance scheme, with Rivers State being the latest to join. Many states are also setting up Equity Funds to complement federal efforts,” he said.

    Despite the efforts, the NHIA boss said only about 16 million Nigerians or seven per cent of the population, are currently covered by health insurance, with the new NHIA Act aiming to increase the coverage.

    “With the Act making insurance mandatory, we now have a pathway to universal coverage. We aim to increase the coverage significantly from the current seven per cent,” Ohiri said.

    The NHIA boss stressed that improving health insurance coverage is a collective responsibility involving both public and private sectors.

    “We have a mixed insurance space with NHIA, state health insurance schemes, private health insurance agencies, HMOs, and administrators.

    “Achieving universal healthcare coverage requires joint efforts – from the federal and state governments, private sector, and civil society organisations (CSOs),” he added.

    The Federal Competition and Consumer Protection Commission (FCCPC) has said President Bola Tinubu’s credit scheme will help to close the gap and reduce vulnerability of Nigerians to unethical digital loan companies.

    The agency’s Acting Executive Vice Chairman, Dr. Adamu Abdullahi, said this in an interview with the News Agency of Nigeria (NAN) yesterday in Abuja.

    Abdullahi, who was reacting to unethical practices by some unregistered digital money lenders to their customers, said the Federal Government’s scheme would enable Nigerians to access soft loans without collaterals.

    The FCCPC boss said the scheme would also help to reduce the rate at which Nigerians patronise unregistered loan applications that were prone to maiming and shaming their character.

    He explained that although the commission had registered some digital money lenders, most of the unregistered had continued their unethical practices on their customers.

    “What is happening is because the availability of loans is not there in Nigeria. But you can see that this government, through its Renewed Hope Agenda, came up with a credit scheme.

    “It has now gone into effect, but it is only for government workers for now. It is going to address the gap that the apps were addressing before.

    “So, once we have that kind of possibility in which a person can get a loan from a recognised institution, like banks, it will be a soft-loan without collateral.

    “The only collateral you will need is your National Identification Number (NIN) and the Bank Verification Number (BVN).

    “That means you are identified and people know that you are the one that has taken this loan and they know how to get their loan back.

    Edo State governorship candidate of All Progressives Congress (APC) in September 21  poll,  Senator Monday Okpebholo, has said it is a sacrilege to drag   Oba of Benin into the market square and attempt to settle the matter secretly thereafter.

    Okpebholo, who spoke in United States while addressing Edo people in the diaspora, said he would establish a diaspora office to oversee interests and well-being of Edo residents.

     A statement by his Campaign Organisation’s Director of Media and Publicity, John Mayaki, said: “Oba Ewuare II, is our father, and we will consult him on every issue when I become governor,” Okpebholo said while reacting to a question on what he would do different about the oba when he becomes governor in contrast to Governor Godwin Obaseki.

     “The Oba is father of all. You cannot drag him out into the market square and later pretend to want to settle with him in secret.

    ‘‘This is a sacrilege. When I become governor, I will do things differently and consult him on every issue concerning the people and state.”

    On Edo people in diaspora, the candidate said: “I don’t think the government has been fair to them. There is Diaspora Commission Establishment Bill of 2017 that has been passed into law by the Federal Government…’’

    Charge D’affairs of Chinese Embassy in Nigeria, Zhang Yi, has reiterated China’s commitment to partner Nigeria in cultural exchange and infrastructure. The acting ambassador spoke when he visited Minister of Art, Culture, and Creative Economy, Hannatu Musawa at the weekend in Abuja.

    A statement by the minister’s media aide, Nneka Anibeze said Yi stressed importance of a partnership with Nigeria, particularly in infrastructure, noting the minister’s agenda for strategic partnership and infrastructure, especially on Abuja Creative City project.

     “China has been putting efforts to support Nigeria. We encourage Chinese companies to invest in Nigeria. That is why many have a huge presence in Nigeria but the foundation wouldn’t be solid without cultural and people exchanges; that is why we attach importance to cultural tourism and people-to-people exchanges between China and Nigeria.

    “Nigeria has a rich cultural background and we need to do cultural exchanges. We should get to know each other better to strengthen our relationship. We are planning to host President Tinubu in China in September and we hope you will be a part of the delegation so you can come and see the culture of China,” Yi added.

    Musawa said both countries should align in culture to showcase their unique selling point to the world.

    “I would like us to explore programmes and initiatives together at Davos or UNGA or Olympics or something to show the world that China and Nigeria are much aligned.

    “Investment is important for us and I think there are investments to be made in Nigeria, especially with the ministry. We want to build infrastructure, one of which is Abuja Creative City, which is a huge one-stop shop for everything culture and creative in Africa. The city will house film studios, arenas, museums and galleries. We don’t have a museum in Abuja so we plan to have our Louvre in Abuja.

     “We are working with FCT Ministry to identify locations for the project. We want to have China Town, Korea Town, India Town, Brazil Town, etc in the creative city. These are some of the things we can collaborate on and  I know in infrastructure, China is the best, so I look forward to collaborations,” Musawa added.

    Anibeze noted the minister and ambassador discussed progress made during the first Culture and Tourism Subcommittee of Intergovernmental Committee of China and Nigeria, online on January 12, 2022.

    ‘‘They reviewed and discussed achievements between China and Nigeria and future development of cultural and tourism cooperation. They agreed to take establishment of the sub-committee as an opportunity to promote cultural exchanges and tourism cooperation.

    ‘‘This renewed commitment on collaboration is expected to yield benefits for both nations, driving economic growth, cultural exchange and creative innovation’’, he said.

    Newborn babies die after fire at Delhi hospital

    A tragic fire at a hospital in Delhi’s Vivek Vihar region has resulted in the deaths of at least six newborn babies, according to local authorities.

    The blaze broke out late Saturday evening, quickly engulfing the building and leading to the deaths of the babies.

    Senior police officer, Surendra Choudhary confirmed that there were 12 babies in the unit at the time of the fire, with another infant having died earlier that day. The cause of the initial death is not linked to the fire.

    Authorities said legal action would be taken against the owner of the hospital, who had fled.

    Dramatic pictures on social media show several bursts of fire engulfing the building.

    Delhi’s Chief Minister, Arvind Kejriwal described the fire as “heartbreaking”.

    “The causes of the incident are being investigated and whoever is responsible for this negligence will not be spared,” Kejriwal said.

    U.S calls for swift police deployment to Haiti after missionaries killed

    In response to the tragic killing of three American missionaries in Haiti, United States President Joe Biden has called for the swift deployment of a Kenyan-led security force to the violence-plagued Caribbean nation.

    The appeal for expedited intervention follows the announcement by the non-profit organization Missions in Haiti Inc. that three of its missionaries were fatally shot by gunmen in Port-au-Prince on Thursday night.

    The incident is the latest in a series of violent attacks by powerful armed groups that have seized control of much of the Haitian capital, contributing to months of escalating violence.

    Missouri State Representative, Ben Baker identified two of the victims as his daughter Natalie Lloyd, and son-in-law Davy Lloyd, who were full-time missionaries. The third victim’s identity has not yet been disclosed.

    The urgency of the situation was underscored by a National Security Council spokesperson who said: “The security situation in Haiti cannot wait,” and emphasised President Biden’s commitment to supporting the: “expedited deployment” of the Kenya-led force during talks with Kenyan President William Ruto.

    President Ruto had just concluded a visit to Washington, D.C., where he met with Biden and other senior US leaders to discuss various issues, including the deployment of the security forces to Haiti.

    “Our hearts go out to the families of those killed as they experience unimaginable grief,” the National Security Council spokesperson added.

    The killings of the missionaries highlight the severe and deteriorating security conditions in Haiti. Since the assassination of President Jovenel Moise in 2021, the country has faced increasing gang violence and political instability.

     The latest unrest began in February with gang attacks on police stations and other state institutions, leading to the resignation of Prime Minister, Ariel Henry and the appointment of an interim presidential council.

    Burkina Faso’s military rulers have announced an extension of their transitional government for another five years, following national talks that concluded with an agreement to push back the return to civilian rule.

    The new charter, approved over the weekend, formalises the extension, setting the transition period at 60 months from July 2, 2024.

    Chairman of the organizing committee of the national dialogue process, Colonel Moussa Diallo after the talks said: “The duration of the transition is fixed at 60 months from July 2, 2024,”

    The decision came after a two-day national dialogue intended to outline a path back to democracy in a country beleaguered by political violence and instability.

    The military, which seised power in a coup in 2022, had initially committed to holding elections in July of this year to reinstate civilian governance.

    However, citing ongoing security issues, they have now prioritized addressing these challenges over immediate elections.

    “The elections marking the end of the transition may be organised before this deadline if the security situation so permits,” reads the new charter, signed by the military leader, Ibrahim Traore.

    Significantly, the charter permits Traore to run for president when elections are eventually held.

    Additionally, the agreement abolishes quotas for traditional party representation in the assembly, establishing “patriotism” as the sole criterion for deputy selection.

    Participants in the dialogue included civil society representatives, security and defense forces, and members of the transitional assembly.

    However, many political parties chose to boycott the talks, raising concerns about inclusivity and the genuine commitment to restoring democracy.

    The delay in returning to civilian rule is expected to heighten fears of democratic backsliding in Western and Central Africa, a region that has experienced eight coups in the past four years.

    In Burkina Faso, the military government has faced significant challenges in managing a violent insurgency that began in 2015.

    The conflict has resulted in thousands of deaths and displaced millions, with large swathes of the country outside government control.

    Papua New Guinea landslide claims over 670 lives, says UN

     More than 670 individuals are feared dead following a massive landslide in Papua New Guinea, a United Nations official reported yesterday.

    The catastrophic event has left the once-thriving hillside village in Enga province almost entirely buried, with emergency responders and villagers facing hazardous conditions in their desperate search for survivors.

    The landslide struck the village on the slopes of Mount Mungalo in the early hours of Friday morning, engulfing approximately 150 homes and the sleeping residents within them.

    The landslide, composed of boulders, uprooted trees, and churned-up earth, reached depths of up to eight meters (26 feet) in some areas.

    Residents attribute the disaster to the heavy rains that have recently saturated the region.

    Papua New Guinea, known for its wet climate, has experienced intensified rainfall patterns potentially linked to climate change, which research suggests could increase the risk of landslides.

    “There are an estimated 150-plus houses now buried,” said UN migration agency representative Serhan Aktoprak, adding that “670-plus people are assumed dead,”

    The ongoing instability of the land, compounded by running water, poses a significant threat to all involved in the rescue operations.

    “The situation is terrible with the land still sliding,” Aktoprak noted, emphasizing the continuous risk.

    Efforts to deliver aid have been severely hampered by the challenging terrain, damaged infrastructure, and an outbreak of tribal violence in the vicinity. Despite these obstacles, villagers, many with bare feet and using rudimentary tools, continue to dig through the mud and rubble in search of their loved ones.

    A disaster worker who arrived yesterday, Omer Mohamud, described the scene as deeply distressing.

    “The situation is horrible, people are in shock and traumatized. The land is still sliding. You can see rocks falling from the mountain.”

    The disaster has displaced over 1,000 people, with essential resources such as food gardens and water supplies being almost destroyed.

    Initially, aid agencies and local authorities estimated the death toll to be between 100 to 300 people. However, as more accurate assessments of the population have been made, the number of presumed fatalities has increased significantly.

    By Saturday night, only five bodies and a part of a sixth had been recovered from the debris.

    President of the nearby chamber of commerce, Nickson Pakea said: “The destruction is massive. They need machinery and other equipment to uncover these bodies. We are facing a big problem.”

    The affected village, located on the densely forested Mount Mungalo, served as a bustling trading post for alluvial miners from the highlands region.

    The transient population could swell to over 4,000 people, adding to the complexity of the disaster response.
