  • NDLEA nabs 90 suspected drug traffickers in Niger

    By Agency Reporter

The National Drug Law Enforcement Agency (NDLEA) has arrested 90 suspected drug traffickers in Niger between January and September, this year.

Mrs Sylvia Egwunwoke, the state commander of the agency, made this known in an interview with the Agency of Nigeria (NAN) in Minna on Thursday.

Egwunwoke said that the suspects were arrested with over 3429.9953kg suspected to be cannabis sativa and psychotropic in different parts of the state.

“We have so far succeeded in convicting 40 persons while the remaining cases are still pending at various courts.
“The agency will not relent in frustrating the activities of drug peddlers and traffickers in the state, and the nation at large,” Egwunwoke said.

She urged the public to always report any suspicious activity or individual to relevant authorities to enable the agency rid the state of drug trafficking and its attendant crimes.

“We have also reached out to traditional and religious leaders as well as stakeholders to mobilise residents to volunteer information on those engaging in illegal drug business in their neighbourhood,” she said.

  • Taxation, parking space dominate challenges in Oshodi market

    By Agency Reporter

Some traders at the popular Oshodi Market, on Thursday identified multiple taxation, absence of parking space and threats by touts as some of pressing challenges facing traders in the market.

Traders in interviews with News Agency of Nigeria (NAN) at Oshodi said that these challenges were affecting their profit margin.

Alhaji Tajudeen Lateef, the Vice Chairman (Babaloja) of Oshodi Market, explained that businesses in the market also suffer from lack of access to loans.

“All we see in the market is various taxes that we don’t even understand, and you honestly can’t challenge them, you just have to pay.

“This is minus shop permit that we pay yearly. If I begin to explain these levies, I will get you confused because I equally do not have solid understanding.

“Secondly we all know as business people we need loans to assist us from time to time, that Tradermoni initiative from government is not helping traders much.

“I can spend N10,000 in a day, what they should have done is to assess your store and see how much it is worth.

“When I took a loan of N1,000,000 from micro-finance bank I know how much I had to pay back in return. Make loans accessible to market men and women with low interest,’’ he said.

The Woman Leader (Iyaloja) of Oshodi Market, Alhaja Sikirat Adeyanju, urged government to help fast track the construction of the ongoing parking space and provide good road network.

“Most of the time, our customers complain bitterly about the absence of parking space in the market.

”They find it difficult coming to shop here when they remember that the safety of their cars can’t be guaranteed,’’ she said.

A market woman, who spoke on condition of anonymity, told NAN that touts, known as “area boys“, reign in the market with so much impunity.

“We can’t talk about this, because our lives will be in danger. Do you know that in this market, area boys can just walk into your shop and pick anything that they like and nothing will happen.

“You can’t challenge them, because they have godfathers. Women are the main target because by nature we can’t start fighting with tugs.

“Our security is at risk daily and it’s so worrisome. Being a tout is fast becoming a lifestyle among our youths and the young impressionable minds,’’ she said.

Reacting to the allegations, Mr Olugbenga Oyekan, the Market Master at the Oshodi-Isolo Local Government Council Development Area (LCDA) said measures are in place to address the challenges.

“As for good road channel, it is part of our budget; we are just waiting for the raining season to stop, so we can commence the reconstruction.

“Also for taxation, I honestly don’t see multiple taxations as an issue. The truth is initially we tax N5,000 and we increased it to N6,200 and those with bigger stores pay N8,000,’’ he said

  • How policeman defiled me severally, by 9-year-old pupil

    By Agency Reporter

A nine-year-old pupil (name withheld) on Wednesday narrated before an Ikeja Special Offences and Domestic Violence Court in Lagos how a 40-year-old policeman, Andy Eghobamien, lured her into his apartment and defiled her on numerous occasions.

The News Agency of Nigeria (NAN) reports that the child made the revelation during the trial of Eghobamien on a one-count charge of defilement contrary to Section 137 of the Criminal Law of Lagos State, 2015.

The child, who described herself as a primary five pupil of one of the schools in Lagos State, was led in evidence by Miss Inumidun Solarin, the state Prosecutor.

She said the defendant, who was her neighbour, had defiled her on various occasions and that on the last occasion, he had lured her into his apartment under the pretext of giving her N200 to buy milk for him.

The child told the court that Eghobamien after defiling her had hid her under his bed when her elder sister was frantically searching for her.

She said: “I know Brother Andy (the defendant). He is our neighbour, who lives at the back yard of our house. He is popularly known as ‘Officer’.

“On that day, Brother Andy called me when I got back from school and sent me on an errand. He sent me to go and buy milk for him. Then he gave me N200.

“I bought the milk and when I returned, he asked me to bring it inside his room. He then said I should drop the milk on the table and sit down.

“When I sat down, he now told me to lie on the bed and remove my pant. He now put his penis in my bum bum.He put his penis at my front bum bum (she demonstrates by pointing at her vagina).

“After that, he asked me to hide under the bed when my elder sister came calling my name. One of our neighbours, Chioma, even entered his room to buy recharge card for him, though she didn’t see me, I saw her from under the bed.

“And because my elder sister was shouting my name and looking for me, officer told me to pretend like nothing happened and that I should pass through the backyard gate.”

The child said that when she was found by her sister she lied and said that she was at her friend’s house and that her sister had insisted that she took her to the friend’s house.

“I started begging her not to beat me, and I told her that I was inside officer’s room. My sister beat me and reported to my father who was very angry.

“When my mummy came back from the market where she sells Abacha (African salad), my sister reported me again.

“This time my mummy threatened to kill me if I don’t tell her what happened. I became afraid and told her the truth.

“Immediately my mummy called all her brothers and they came to our house the following morning and took us to Amukoko police station to report. It was after we made a report at the station that the police came and arrested Brother Andy,” she said.

The witness said she was referred by authorities to the Mirabel Center (a Sexual Assault Referral Center) where the doctors revealed that she had been sexually abused on several occasions by the defendant.

The prosecutor asked “How many times has he done such to you (sexual intercourse)?”

“Many times. I can’t really count,” the child responded.

While being cross-examined by Mr M.L. Ezomo, the Defence Counsel, the child said the reason why she did not report the abuse was because the policeman had threatened to kill her if she told anyone.

She also added: “no other person touched me except Brother Andy.”

NAN reports that according to the prosecution, the policeman allegedly defiled the nine-year-old child on June 6 at Amukoko area of Lagos.

Section 137 of the Criminal Law of Lagos 2015 prescribes a life sentence for anyone found guilty of defilement.

Justice Sybil Nwaka adjourned the case untill Oct. 30 for continuation of trial.

  • Obaseki swears in Iyase as Commissioner for Special Duties

The Edo State Governor, Mr Godwin Obaseki, has sworn in the new Commissioner for Special Duties, Hon. Iyase Benjamin, describing the appointment as a call to service.

The governor said, “The newly sworn-in Commissioner will be working directly with me as Commissioner for Special Duties and responsible for policy areas that will be assigned to him. I have continued to emphasise to all my Commissioners that their appointments, including yours, are a call to serve Edo people, and not a call to self-service”.

According to Obaseki, “Public revenue in Nigeria has dwindled because public officers have used their positions to leach the country. Public officers must work hard to open up the state and its system. As you join your colleagues in the Edo State Executive Council, just note that you have come here to serve. For people, who have come here to serve, they are not likely to be more financially buoyant when they finish service.”

In his response, Hon. Iyase thanked the Governor for the opportunity to serve, noting “This appointment is a call to service. As the Governor has given me this responsibility, I assure him that I will put in my best, one that is good enough to complement his effort in developing the State and moving it to the next level.”

  • Knocks, Kudos for 2020 budget in Senate

    By Sanni Onogu, Abuja

Senators were on Wednesday divided over the sustainability or otherwise of the N10.33trillion 2020 budget presented to a joint session of the National Assembly on Tuesday by President Muhammadu Buhari.

The Senators spoke while debating the general principles of the fiscal document tagged: “Budget of Sustaining Growth and Job Creation.”

Majority Leader Senator Yahaya Abdullahi, had moved a motion that the a “Bill for an Act to authorize the issue from the consolidated revenue fund of the Federation the total sum of N10,330,416,607,347.00 ….” be considered for second reading.

In his lead debate, Abdullahi described the budget to GDP ratio as very small and incapable of stimulating needed investment.

He said: “You could see the kind of programme that we have and the major problem that we have is that the economy is very short of revenue.

“We have an economy with a GDP of about N140trillion out of which we can only get about 10 per cent or less.

“Now when you look at the budget to the GDP ratio, it is very low. The total Federal Government’s revenue is N8.155trillion. If you add the deficit, the budget comes to about 10.7trillion.

“The capital budget to GDP ratio is too small. It is just two per cent of the GDP.

“This is a very low figure indeed and when we look at it as an issue of investment, it is a mere drop in the ocean, therefore, incapable of stimulating the economy to a higher growth trajectory. That has been the problem of the national economy for more than 30 years.

“We have been tethering on the edge, any small disturbance either in the domestic or international scene will bring economic crash.

“When we realised the need to diversify the economy away from oil we also refused to accept the fact that we have to change our approach to revenue generation and even approach to budgeting.”

He said that the country has done well with inflation by bringing it down from 18.72 per cent to around 11.22 per cent.

“Our balance of payment is positive. Exchange rate has been stable, foreign reserve has been raised from $25 to $44.2billion by March 2019,” he said.

He noted that Capital importation has increased while Foreign Direct Investment have also been returning with confidence on the economy rising.

The major problem with the nation’s economy, according to him, is that the country’s economic growth rate is about 2.93 per cent while the population is growing at about 2.6 per cent.

He said that the borrowing programme projected at N1.3trillion could be a good starting point “but there are a lot of foreign loan sources that could agree on a reasonable concessionary terms that government should explore to further weaken down the ratio.”

Abdullahi said that the issue of economic policy cannot be left to the people in the executive alone.

Minority Leader, Senator Enyinnaya Abaribe, said the Federal Government talked about job creation without investing in ventures that would create jobs.

Abaribe said: “Following the lead debate of the Senate leader who mentioned 15 lows.

“The biggest low that we have is the fact that, how would you talk about job creation when you do not invest in what would create jobs?”

He noted that the Debt Service component of the 2020 budget is higher than capital expenditure at N2.14trillion for capital expenditure and N2.4trillion for debt servicing.

He added: “The projected growth as read by the President is 1.9% less than the population growth of 2.6% so if you look at it globally we are still struggling that is why I was very happy when the Senate leader said we may have to take over and redirect the economic policy of this government having seen that they have not done anything and that they have failed.

“Let me go next to the assumptions, two assumptions that are critical for this budget. One is the assumption on oil prices.

“I know that our people were very happy when there seemed to be a little problem in the Middle East with Iran which will lead to a slide in oil prices, which means that our projection for the cost of oil may also be off the mark.

“Second one is our projection for the oil production levels daily. Last year, the average oil production level was 1.8million barrels of oil per day.

“Why won’t we keep it there? Why must we go to 2.18million barrels only to be disappointed at the end of the day?

“Mr. President, I know that you have promised the executive that you are going to work very well with the executive to produce the budget. But I plead with my colleagues, look at the facts.

“You can’t run away from the facts. The facts say that this is not a sustainable budget.

“The facts also tell us that where we are going, if we need to change we must be able to look at the critical fundamentals of this budget and make adjustments as deemed necessary,” Abaribe said.

Senator Gabriel Suswam described the proposal as a very ambitious budget to address the infrastructural deficit.

“The President submitted financial bill with five thematic concerns. Tax that has been moved from 5% to 7.5% is the source that will generate the revenue to carry infrastructure,” he said.

He noted that the 7.5 per cent Value Added Tax (VAT) rate proposed in the Financial Bill that accompanied the budget from the executive is on the high side.

“If we are trying to raise 7.5 from VAT, it is a double edge sword and it will undermine small scale enterprises,” he said.

He said that the amount for debt service would become unsustainable if the country continues to borrow.

The former Governor of Benue State called on the Nigerian National Petroleum Corporation (NNPC) to be specific in its daily oil production rate to enable the government track the true volume of oil production by the corporation.

Senator Barau Jibrin noted that the Federal Government has done well in its revenue drive and also doing enough to diversify the economy.

“All agents of government that have the responsibilities of driving the budget should work harder to make the government achieve its target,” Jibrin said.

Former Deputy Senate President, Senator Ike Ekweremadu, commended the sectoral allocation to the Ministry of Works and Housing and the National Human Rights Commission.

Ekweremadu said: “The President has done his job, we can’t blame him but it becomes our responsibility to ensure judicious application of our revenue.

“While we look at expenditure we must also look at revenue drive. There is need to block all the leakages.

“I am happy that we are dealing with the Production Sharing Contract Bill but we shouldn’t stop there.

“We shouldn’t stop at only oil and gas, but we encourage the private sector. We must remove emphasis on oil and gas. We need to look at the mineral sector,” he said.

Other Senators that contributed to the debate include Senators Yahaya Ibrahim Oloriegbe, Adamu Aliero, Buhari Abdulfatai, Francis Alimikhena, Olubunmi Adetumbi, Kabiru Gaya and Opeyemi Bamidele.

  • Pegi residents protest in Abuja over kidnapping

By: Gbenga Omokhunu and Jennifer Obasuke, Abuja

Worried by the recent rate of insecurity in Pegi community, a resettlement in Kuje Area Council, some residents of the area on Wednesday staged a peaceful protest.

The protesters barricaded the entrance to the Federal Capital Territory Administration (FCTA), Secretariat at Area 11, in Garki-Abuja.

They were holding placards with inscriptions such as “Kidnappers on rampage in Kuje”; “Government should come to our aid” and “Give us security in Pegi community.”

The protesters alleged the FCTA had failed to complete the road project linking Kuje town to the community, and have distorted the original master plan of the community.

Some gunmen dressed in military camouflage, on Monday night, fired shots at vehicles and over four people were kidnapped and some residents were seriously injured.

About four persons, including a 10-year-old boy, were among the victims that were kidnapped on Monday in the community.

Chairman of Pegi Residents Association, Mr. Taiwo Aderibigbe, frowned at the neglect of the community, noting that the area lacks access road, healthcare facilities, security and other infrastructure.

Aderibigbe noted that the Pegi community, with a population of about 13, 000 residents, needs a police division, instead of a police outpost to tackle growing insecurity in the area.

The protest, he said was aimed at drawing the attention of authorities to the insecurity, negligence and hardship experienced by residents.

His words: “The master plan of Pegi Resettlement site that was originally mapped out in 2005 by the former Minister of the FCT, Malam Nasir El-Rufai, had been altered.

“This community has suffered hardship as a result of infrastructural deficit and security challenges”.

He said that the activities of armed robbers and motorcycle-snatchers have become rampant adding that: “They always take advantage of the bad road linking the community to attack innocent residents, especially civil servants while (they are) returning from work.

Read Also: Seven held for ‘kidnapping’ in Adamawa

“The attackers could not be less than 20, as they fired indiscriminately. Bullets deflated tyres and created deep holes on vehicles.”

He said the Monday attack was the second time that kidnapping was recorded in the community recently.

“More than six persons were kidnapped in 2018 at the same location. We are pleading with relevant authorities to come to our rescue.

“We, the residents of Pegi community have been neglected and several distortions have been made to the original master plan of our community, we call on the government to also intervene.

“We are also calling on the Kuje Area Council and FCT Minister to come and address the rising spate of insecurity in our community,” he appealed.

Addressing residents of Pegi community, FCT Minister of

State, Dr Ramatu Tijjani Aliyu, pleaded with the protesters to give the administration the chance to address the security challenges in the area.

Aliyu disclosed that the administration has revoked the contract for the road project and is in processes of re-awarding it to a more competent construction firm that would do a better job on the road within a short time.

The minister also revealed that FCTA is not only working towards recovering the kidnapped victims of the community but also working to arrest the culprits, even as she pleaded with residents of the community to assist in giving adequate information on whereabouts of the kidnapped victims.
