    DG VON says Anambra election fallout of APC change agenda

    The Director-General of Voice of Nigeria (VON), Chief Osita Okechukwu, says the outcome of the Anambra election was a fallout of the APC’s commitments to free and fair elections in Nigeria.

    Okechukwu disclosed this to the News Agency of Nigeria (NAN) on Sunday in Enugu while reacting to the outcome of the Nov. 18 Anambra Governorship Election.

    NAN reports that the incumbent, Gov. Willie Obiano, had the highest margin of vote in each of the 21 council areas of the state as announced by INEC.

    Okechukwu, who is a chieftain of All Progressive Congress (APC), said: β€œGov. Willie Obiano benefited handsomely from President Muhammadu Buhari’s commitment to free, fair and transparent elections.

    β€œThis is a case of a democracy convert, who behaved better than old democrats. (NAN)

    The APGA candidate is being trailed by Tony Nwoye of the All Progressives Congress (APC) and Oseloka Obaze of the People’s Democratic Party (PDP).

    The Independent National Election Commission (INEC) has commenced the announcement of the results of the governorship election in Anambra held on Saturday.

    Vice-Chancellor of the University of Calabar, Prof. Zana Akpagu, who is the Returning Officer for election said results for 16Β local government areas out of 21 LGs of the state in the governorship poll are ready.

    Anambra: Monitoring Group alleges widespread vote buying, applauds INEC

    The Independent Service Delivery Monitoring Group (ISDMG) has alleged that widespread vote buying by political parties was the hallmark of Saturday’s governorship election in Anambra state.
    According to the group, widespread voters inducement and vote buying almost marred the conduct of the election.
    The group which said it deployed about 100 election observers during the election across the state howeverΒ  commended the Independent National Electoral Commission (INEC) over the quick deployment of election materials as well as what it said is improvement in the voting process.
    In its preliminary report made available to newsmen in Abuja on Sunday morning, Executive Director of the group, Chidi Amadi said the ISDMG is “alarmed at the increasing sophistication of political parties and their agents in colluding among themselves to pull resources together to openly bribe security agencies, INEC officials and even observers in order to brazenly and openly buy votes and induce voters.”
    Amadi described reports of vote buying and inducement by political parties as “serious”, adding thatΒ the trend of vote buying which has become a major feature of recent elections, sadly repeated itself with disturbing brazenness in Anambra state.
    While commending voters for their massive turnout despite the pre-election security scare, he said reports from our observers in the field on the wide spread open selling of votes by citizens however; cast a major slur on the integrity of the votes.
    Speaking on the conduct by INEC, he said available reports indicates that there was good preparations on the part of INEC, saying, “there were substantial reports of card readers malfunction as a result of technical hitches although in many instances Β the INEC Β technical team quickly rectified the faults
    ” The Β  practice of simultaneous accreditation and voting has contributed immensely to active voter participation and reduction of tension in voting points. The improvement in the conduct of personnel made up of INEC personnel and Ad-hoc staff which in our view can be attributed to the quality of training for the Election Day staff.”
    “We observed that in most places visited by our field observers we noticed that the voting cubicles were placed in the midst of the people thereby compromising the secrecy of the ballot. We Β note the prompt and speedy response to reported incidents by INEC situation room”
    On the conduct of security operatives before, during and after the election, Amadi said reports from their observers on the field indicated that the police and other security agencies conducted themselves in civil and Β professional manner Β in their dealings with the electorates.
    He said, however, in most cases they turned Β blind eyes to wide spread vote buying and in certain cases received payment to provide cover to the nefarious activities of political parties and their agents.
    He said, “the welfare of the police and other security agencies has remained a recurrent problem in elections; however we note a remarkable improvement in their mode of transportation to the state.
    “We note that the police and security agencies were effective in maintaining law and order as exemplified by the arrest of one Professor Nwamkpa who was arrested by the DSS for sharing money at a polling unit and was later released.”

    With official results of yesterday’s governorship election in Anambra being expected late last night, unofficial returns from the polling wards and units put the incumbent Governor WillieΒ  Obiano of the All Progressives Grand Alliance (APGA) in early lead.

    Tony Nwoye, the candidate of the All Progressives Congress (APC), is also reported to be doing well, while Oseloka Obaze of the Peoples Democratic Party (PDP) expressed confidence that he would win.

    However, the election was characterized by low turnout of voters, late arrival of election materials and delay in commencement of voting, as well as Card Reader malfunction in many polling units.

    But, the voter apathy had nothing to do with the threat of the Indigenous People of Biafra (IPOB) that voters should stay away from polling units. Indeed, the exercise was generally peaceful and violent-free across the state.

    An INEC Commissioner, Prince Solomon Soyebi, said the delay was partly because of the late arrival of some of the National Youth Service Corps (NYSC) members who were recruited to participate in the exercise. He said in addition to a mix-up in the deployment of the NYSC members to polling centres, some of them reported late because they came from far places, including outside the state.

    Soyebi who spoke at the polling centres located within the Community Primary School, Amawbia also confirmed that some Card Readers had some faults and could not identify finger-prints of some voters, but, said such Card Readers were immediately replaced.

    According to the Director-General of the Obiano Campaign Organisation, Chief Victor Umeh, the low turn-out recorded during the governorship poll did not come as a surprise. He said governorship elections in Anambra State since after 2003 general elections had always recorded voters’ apathy.

    Umeh, the former National Chairman of APGA, said the development had nothing to do with the earlier order by the now proscribed IPOB. He said most people take election days as holidays, and that they rather stay in their homes and rest.

    Voting started late in many polling units. For instance, at 12.57pm, when The Nation called at Polling Unit 001, Ward 1, located at the Umuchu Civic Centre, Aguata Local Government Area, election materials and officials of the Independent National Electoral Commission (INEC) had not arrived. The above polling unit, which is located in Anambra South Senatorial zone, is where the candidate of the Progressives People’s Alliance (PPA), Chief Godwin Ezeemo, registered and expected to cast his vote.

    Aroma Polling Units 1 and 2, Awka Ward 1, Awka South Local Government Area, which are about 100 meters from the INEC head office, the exercise commenced relatively earlier at about 9am.

    Most of most residents stayed indoors throughout the duration of the election. All markets in both urban centres of Awka, the state capital, Onitsha, the commercial hub, Nnewi, the industrial town and Ekwulobia, as well as those in the rural areas were deserted. The roads were also deserted, except the presence of the security personnel, including police and army who mounted road blocks at various strategic locations on the roads.

    There was a high incidence of Card Reader failures. INEC officials resorted to use of incidence forms to record particulars of voters who card-readers could not identify their finger prints after accreditation before they were allowed to cast their votes.

    Electoral officials were idle in many polling units in Awka, Umuchu, Agulu, Nri and Amawbia, particularly earlier in the day.

    The governorship candidate of the PPA, Chief Godwin Ezeemo, lamented the late arrival of electoral materials and INEC official at his polling unit. It was learnt that voting started at the unit about 1pm. He expressed frustration over this development, saying it was a deliberate ploy to deny him and his supporters the opportunity to exercise their voting right as Nigerians.

    He said: “I am not desperate to be governor, but I’m worried about the way we are treating ourselves. I’m worried about this nation. The ruling class wants to impoverish this nation.

    “Naturally Black people are like this. They are treating our people as if they are idiots. It is a vicious cycle; in my life time, I don’t see anything good happening in our country. I will wait till 2pm, if they don’t show up, I will go home.”

    Just like in most other polling centres visited where low turnout of voters were observed, in Aguluzogbo Ward 11, polling Centre which has a total of 573 registered voters, onlyΒ  184 cast votes at the end of the exercise. The Presiding Officer, Miss Tamunoibuomi Felix stated that the exercise was very peaceful and that voters and political party agent conducted themselves peacefully.

    Allegations of rigging also trailed the conduct of the election. For instance, an elderly man was arrested at the Community Primary School, Amawbia, sharing money to prospective voters. The money was carried in a ;Ghana-must-go’ bag. Soyebi assured that the man will be dealt with.

    Reactions have started pouring in, as the results of the election filter in gradually. The National Chairman of APGA, Dr. Victor Umeh, said it was the peaceful atmosphere that surrounded the election was what gave his party victory. While commending the National Chairman of INEC, Prof. Mahmoud Yakubu, and the Inspector General of Police, Ibrahim Idris, for a peaceful, free and fair election.

    He said the results so far collated showed that APGA was leading comfortably; adding that anything short of that at the end could lead to anarchy. He also said that APGA had equally won the Idemili North Constituency election, which was conducted to fill the vacuum left by the death of the member who occupied the seat.

    Sen. Joy Emodi while reacting to the development described the governorship election as the best so far in the state. She spoke after voting at her Odoakpu Ward 4, in Onitsha yesterday, said her happiness was that those who were threatening fire and brimstone did not succeed in causing mayhem.

    In Enugu-Ukwu Ward 1, where the Deputy Governor, Dr. Nkem Okeke voted, APGA polled 116 votes, PDP zero and APC 28. Dr. Okeke described the election as free, fair and credible.

    Umeh also expressed satisfaction with the manner the governorship poll were conducted, but he said until what were collated reflected the real votes cast he would not say that the entire process was credible and transparent.

    A total of 4609 polling units were provided by INEC throughout the state for the governorship poll for 2,150, 000 registered voters to exercise their franchise between 8am and 2pm.

    Some election observers, who monitored the governorship election in Anambra on Saturday have expressed mixed feelings over the exercise, the News Agency of Nigeria (NAN), reports.

    Mr Samuel Itodo, the Executive Director, Youth Initiative for Advocacy, Growth and Advancement (YIAGA), told the News Agency of Nigeria that materials and personnel arrived various polling units late.

    Itodo said 28 per cent of polling units recorded arrival of materials and personnel as at 7.30 a.m., except im Awka North and Awka South Local Government Areas where materials and personnel arrive before 7.30 a.m.

    β€œApparently, as at 10 a.m., 75 per cent of the polling units were opened while voting started about 30 minutes later.

    β€œThat is disturbing but as at 12 noon, 92 per cent of polling units were opened.

    β€œWe asked INEC to extend the deadline from 2 p.m to 4 p.m to enable people vote,” Itodo said.

    The executive director also said there were issues with card readers being unable to authenticate finger prints, saying the development raised issue of integrity of the exercise.

    According to him, it is too premature to make statements on voter turnout.

    ”We are still studying our data so as to make official statement on that later.”

    On his part, Mr Ezenwa Nwagwu, Chairman, Partners for Electoral Reform, said voting started late, especially in Ogbaru Local Government Area.

    Nwagwu said security agents have been civil and professional in their conduct, adding also that voters have equally behaved themselves.

    However, he said there were high cases of β€œvote buying” recorded in some parts of the state.

    Mr Harry Putker, an observer with the Embassy of Netherlands, said his group would make its observations public at a later date, which wouldΒ  include some minor challenges which INEC needed to work on.

    Another observer group, the Nigeria Bar Association (NBA) Election Working Group told NAN in Onitsha that the exercise began on a good note as the process started early with arrival of materials.

    β€œAll the materials, including ballot boxes, card readers, result sheets are intact and working in good condition,” Coordinator of the group, Mr Adewale Ademola, said.

    He also commended the presence of security personnel, saying β€œeverything went orderly andΒ  was transparent”. (NAN)

    Peoples Democratic Party (PDP) candidate Oseloka Henry Obaze has cast his vote.

    He arrived at his poling unit in Ochuche Umuodi in Ogbaru Local Government Area (LGA) at 1.32pm.

    He was immediately accredited without hitches and cast his vote at about 1.40pm.

    He said he was confident of winning the election after casting his ballot at Unit 001, Central School, Ochuche Omuodo in Ogbaru.

    β€œI ran hard for this campaign. I ran hard to win. I’m confident that if our people have voted and there are no tampering with the process and there are no illegalities in the balloting and coalition, at the end of the day we’re confident of winning this election,” he said after voting.

    Shouts of β€œOHO!!!”  β€œOHO!!!”, the initials of his name, rent the air as his supporters welcomed him to the unit.

    Some called him β€œour governor” as accompanied by wife, he smiled and waved to the villagers, observers and journalists.

    Before his arrival, there were doubts as to whether he would not vote as information filtered in that other candidates had voted.

    Journalists had been waiting for his arrival since 10am.

    He said: β€œI chose to vote towards the end rather voting early. I’ve been busy monitoring the situation in the state. There seems to be a low voter turnout. I don’t know why.

    β€œYou can explain low voter turnout in the city because people might have travelled to their villages to vote. But in the villages I can’t explain the low turnout.

    β€œI heard that in Okpoko and Umudim in Nnewi there were no voting going on. By and large the feedback I get is that everything has been peaceful which is very gratifying.”

    Obaze said he heard about allegations of multiple thumb printing Okacha and Amaobia, but that reports were being compiled.

    He said he would come to a conclusion about the election’s credibility when he gets reports of both local and international observers and party agents.

    β€œI have always said federal agencies have a responsibility to meet their obligation. I’m not questioning anybody yet. I know the ruling party will be inclined to see that their candidate wins, but I cannot derogate the Federal Government to say they are biased,” he said.

    Mr Godwin Ezeemo, the candidate of the People Progressive Alliance sayshis supporters are being denied opportunity to vote in the ongoing Anambra governorship election.

    As at 12.30pm, when The Nation called at polling unit 001, Civic Centre, Ward 1, Umuchu, where the governorship candidate of the Ezeemo, is registered to vote, voting materials had not arrived and there was no INEC official on ground.

    The Nation also observed voting to have started at the next polling unit.

    He expressed frustration over this development, saying it is a deliberate attempt to deny his supporters the opportunity to vote.
