Why I want to succeed Gbajabiamila in Reps, by Owokoniran

House of Representatives aspirant in Surulere Constituency 1, Abdulraheem Owokoniran, has promised quality representation, if elected.

He spoke ahead of the primary election involving him and Fuad Laguda, who is believed to have the support of former Speaker Femi Gbajabiamila, who is the Chief of Staff to President Bola Ahmed Tinubu.

Owokoniran, a lawyer, is a former aide of Senator Oluremi Tinubu, when she was wife of Lagos State governor. His late mother, Alhaja Olaide Agaba, was a local chieftain of the ruling All Progressives Congress (APC) in the constituency.

There were speculations that key party leaders in Surulere have endorsed Laguda as a consensus candidate.

Declaring his ambition, Owokoniran said he was preparing for the shadow poll with optimism, adding that the actualisation of the ‘Renewed Hope Agenda’ was his priority.

He said: “Our past struggles against military rule and contributions towards the formation of All Progressives Congress (APC) as a populist party will be further justified with policies and processes towards ensuring that every Nigerian lives a good life today with an assurance of a better living tomorrow. The National Assembly must effectively key into that.”

Owokoniran, who has obtained nomination forms from the APC National Headquarters in Abuja, said he stood for politics without bitterness.

He promised to bring together different groups under the progressive banner in the quest for a resounding victory in the February 3, 2024 election.

He said: “I believe very much in the unity of purpose towards actualising the ‘Renewed Hope’ agenda for the benefit of the people.”

Owokoniran had a stint at Sterling Asset Management, a subsidiary of Sterling Bank, and later in 2010, he worked in the Freedom House Office of Asiwaju Bola Ahmed Tinubu, and subsequently in the Rehoboth House Constituency Office of Senator Oluremi Tinubu.

The Constituency Office offered him a great opportunity to further learn about the focus, human values, rigours, philanthropy, planning, maximisation of resources and other fundamental issues that are germane to populist leadership.

Owokoniran contested for the Lagos House Assembly, but was asked to step down for Kabir Lawal, one of the aspirants.

In 2014, during the House of Assembly primary,  he was also asked to step down.

A political analyst, Tunde Ademola, described Owokoniran as a grassroots asset.

He said:””Abdul Raheem Owokoniran is not just a regular politician; he is an exceptional figure, representing the zenith of political excellence and carrying forward a significant family tradition in the field of politics.

“His commitment to the people of Surulere, his uncompromising commitment to the progressive cause and his party, APC, his rich political contacts and experience at the very apex of Lagos State politics are all among factors that emphasize his unique and remarkable position as the leading contender for APC’s House of Reps ticket for Surulere 1 Federal constituency.”

Oyebanji swears in 38 council chairmen

Ekiti State Governor Biodun Oyebanji yesterday swore in 38 local government chairmen and their deputies, urging them to place high premium on radical improvement on the  security of lives and property, as well as  revenue generation in their councils.

Oyebanji also gave a marching order to the council chairmen to rev up the pedal of development by building on the strong foundation laid by their predecessors, saying his administration would not tolerate any form of security lapses at the third tier of government under their watch.

The governor said these in Ado- Ekiti yesterday during the inauguration of the council chairmen held at Osuntokun Pavillion, Government House, Ado-Ekiti.

The council chairmen were elected during the December 2, 2023 local government election.

Addressing the council bosses, Oyebanji, represented by the Deputy Governor, Chief (Mrs) Monisade Afuye, described the local government as an integral part of overall development focus and strategy of his government that requires adequate attention to tackle the menace of poverty, joblessness and insecurity.

The governor praised the immediate past chairmen and those that were re-elected for demonstrating enough political and administrative acumen to deliver, in spite of the multifarious challenges associated with being pioneers.

Expressing zero tolerance for corruption and pilfering of council funds, the governor urged them to discharge their duties with utmost “honesty, impartiality, even-handness, compassion and fairness”, adding that they must work assiduously for the actualisation of the shared prosperity mantra of his government.

The state’s chief executive revealed that he decided to put machinery in motion for the conduct of election at the local government level to further corroborate how desirous he was for the councils to be run in a democratic manner.

He saluted the former chairmen for their outstanding performances and for being shrewd and dexterous in playing local politics that was chiefly associated with the running of local government system, saying this reflected in their acceptability and connectivity with the people.

On his commitment to stamp out bandits, kidnappers and other criminal elements out of Ekiti, the governor urged the chairmen to prioritise security at all times, noting; “You must be deliberate about this.”

“Your security plans and strategies should be communicated to me through the office of Special Adviser on Security , as soon as you take over. I will not tolerate security lapses in your domains, therefore, ensure all critical stakeholders are carried along and are involved”.

Oyebanji advised the council bosses against relying solely on the  funds accruing to them from the federation and state  accounts  to run the affairs of the councils, to avert administrative failure and inability to fulfil their electioneering promises.

“You need money to run a successful administration. It is not enough to rely on federal and state allocations, you have to improve your internally generated revenue and ensure it forms a sizeable source of your funding revenue.

“One of your major performance metric will be how much IGR you generate and how much it contributes to your project financing. Government will be looking at the possibility of giving conditional, mileage-incentive to councils with significant IGR improvement”.

The Chairman of Ajoni LCDA, Michael Ogungbemi, who spoke on behalf of his colleagues, pledged that they would work hard to surpass the expectations of the governor in their performances.

He said the new council bosses would complement the governor’s deft move to rescue Ekiti from poverty, by replicating  his policies at the local government level.

Akeredolu’s loyalists accuse Aiyedatiwa of aiding PDP’s agenda

Some loyalists of the late former Governor Oluwarotimi Akeredolu have accused Governor Lucky Aiyedatiwa of aiding the agenda of the opposition Peoples Democratic Party (PDP) by suspending caretaker chairmen recently appointed by Akeredolu.

The loyalists said Aiyedatiwa planned to sack all political office holders appointed by Akeredolu ahead of this year’s governorship election.

They said Aiyedatiwa ordered the suspension of the caretaker chairmen despite the appeal filed against the injunction secured by the PDP.

Speaking on condition of anonymity, one of the suspended caretaker chairmen said the action of Aiyedatiwa asking them to leave office might plunge Ondo All Progressives Congress (APC) into crisis.

He said their suspension by Aiyedatiwa was prejudicial and amounted to taking side with the opposition party despite the appeal filed against the lower court ruling.

Southwest Amotekun commanders walk for Akeredolu

Commanders and officers of South West Security Network (SWSN) code-named Amotekun Corps have held a candlelight walk for the late Ondo State former governor Oluwarotimi Akeredolu, who they termed ‘Generalisimo’ of the outfit.

The road walk, held in Akure, Ondo State capital, was to honour Akeredolu.

From Cathedral junction in Akure, the Amotekun Commanders walked to the Governor’s Office at Alagbaka, singing in praises of Akeredolu.

They were received by Governor Lucky Aiyedatiwa and had discussions with him.

He said Southwest governors would not toy with the security outfit begun by his predecessor.

Aiyedatiwa said security of life and property in the region would not be taken for granted.

Commander of Ondo Amotekun Corps, Akogun Adetunji Adeleye, expressed optimism that the security outfit has come to stay.

He said: “The Corps commanders of Oyo, Osun, Ekiti, Ogun and myself along with hundreds of their men came to pay solidarity visit to the government and good people of Ondo State on the death of our amiable governor, who was a leader of Amotekun Corps.

“We have met all the governors and all of them have shown their solidarity to the people of Ondo State. All the Corps commanders travelled all the way from their states today, that’s the essence of the 5km walk we embarked on today.

“The good work he (Akeredolu) had done is mainly in the security system in the Southwest. We all knew what the security situation was before the creation of Amotekun, that’s about three years ago, and we are living testimony of the fact that security in the Southwest has greatly improved. We are resolute in continuing the good work he started. That’s our own contribution in immortalising him as our great leader.

“We already have the reassurance from the Governor of Ondo State, Lucky Aiyedatiwa that he will continue the good work Arakunrin Oluwarotimi Akeredolu was doing in Amotekun. So, we don’t have any fear at all.

Corps Commander from Oyo State, Colonel Olayinka Olayanju(rtd), noted that Amotekun Corps would continue operating, saying it had matured greatly.

He said Amotekun Corps had passed the stage which could pose fear that it could collapse because it had grown over the years.

  • BAT Parties and FCCPC

    BAT Parties and FCCPC

    • Sanction and accommodation not the best combination in the circumstances

There are curiosities in the collision between the Federal Competition and Consumer Protection Commission (FCCPC) and British American Tobacco (Nigeria) Limited (BATN) and its affiliates, British American Tobacco Marketing (Nigeria) Limited (BATMN), British American Tobacco Plc, and British American Tobacco (Holdings) Limited.

The federal regulatory agency, in a statement on December 27, 2023, announced that it “came to a final resolution” with BAT Parties “with respect to a range of infringements of the Federal Competition and Consumer Protection Act, National Tobacco Control Act and sundry legal instruments.” This followed a three-year investigation of BATN and other affiliated companies, which commenced in August 2020, the agency said.

After establishing “multiple violations of the FCCPA and other enactments,” the regulatory body imposed a fine of $110m on BAT Parties, said to be the biggest ever penalty imposed by the agency, or even any quasi-judicial body, on any organisation, in Nigerian history.

It is curious that the FCCPC failed to disclose the offences that incurred such an unprecedented sanction and their implications for public health. It is also curious that BATN, in a statement reacting to the FCCPC press release, said it had already paid the humongous fine. If that is the case, such a payment, done without much ado, was not only an acceptance of guilt but also possibly a way of trying to quickly tidy up a messy matter.

Notably, transparency watchdog Corporate Accountability and Public Participation Africa (CAPPA) observed that “Nigerians need to know the full details of BAT crimes that made it willingly agree to dole out $110 million rather than face prosecution,” adding, “No amount of fine can atone for actions that compromise public health and undermine the economies of nations.”

Read Also: Customs will meet N5.1tn 2024 revenue target, says CG

The commission explained that prior to the fine it had received a written request for cooperation from BAT Parties under its Cooperation/Assistance Framework (CAF), which provided for “benefits such as possible reduced monetary penalties,” waiver of the application of its Administrative Penalties Regulations 2020, as well as “prosecutorial discretion.”

Indeed, it is likely that BAT Parties deserved a bigger fine, if it were not for the ameliorative provisions.  In the context, the agency said it withdrew pending criminal charges against BATN and at least one employee “with respect to obstructing the commission by attempting to prevent execution of the search warrant and initial lack of cooperation/compliance with steps in the investigation.”

Apparently, the regulatory body had bent over backwards, sending confusing signals indicating a combination of punishment and accommodation, which may be ultimately counter-productive.

In another instance of puzzling accommodation, the FCCPC, as part of the sanctions, gave BATN permission to conduct a so-called public health and tobacco control advocacy, contrary to Section 38 of the National Tobacco Control Act 2015 barring tobacco industry players like BAT from handling education, communication, training and awareness advocacy about the harmful effects of tobacco products.

Section 38 states that “A person or entity working on behalf of or furthering the interest of the tobacco industry shall not be involved in any manner in youth, public education, or other initiatives to tobacco control or public health, including and funding of such activities.”

In the circumstances, the Federal Ministry of Health, and not systems and structures connected with BAT, should handle education, communication, training and awareness about the harmful effects of tobacco products. BATN cannot regulate itself, and must not be given the impression that it can.

It is commendable that the regulatory agency heavily fined the BAT Parties for serious violations, but the absence of crucial clarifications, and liberal cooperation with the offenders, left much to be desired.

Its mandate to promote and ensure fair markets, protect consumer interests, enforce the law and hold businesses accountable demands greater transparency and strictness. This is even more so when it concerns public health.
