    PH Refinery: Tinubu is a promise keeper, says FNM

    The Future Nigeria Movement (FNM) has described President Bola Tinubu as a promise keeper for reopening the Port Harcourt refinery.

    The leader of FNM, Livingstone Wechie, said the turnaround was hitherto used by some agents of the federal government to siphon billions of dollars, saying that Tinubu ended such practice by ensuring its completion.

    He said: “The news of the coming back on stream of the Port Harcourt Refinery is very cheering, particularly with the reported completion of the mechanical phase of the turnaround maintenance that had been a running conduit to fleece public funds in billions of dollars.

    “President Bola Tinubu during his campaign promised to remove the Petroleum subsidy and he actioned it on his first day in office in line with that pledge. In the same spirit, he promised through his Petroleum Minister of State for Petroleum that the Port Harcourt Refinery will be resuming production by December 2023 and we are seeking proof of that.”

    Wechie appealed that the development should be extended to the Warri and Kaduna refineries and should also help to crash the prices of petroleum products.

    He said: “The demand is that this development which should extend to the Warri and Kaduna Refineries should result in the crashing of the prices of Petroleum products and the surplus availability to ease the excruciating hardship the subsidy removal has brought upon Nigerians and the Nigerian economy.

    “Future Nigeria Movement therefore tasks the federal government to ensure that this should be made to rebound Nigeria’s current teeth-gnashing economy and the foreign exchange.

    “The significance of a viable economy like ours should mean that a strong and functional public owned Petroleum Refinery should not only strengthen the dying Naira and restore her lost value, it should also make the product very cheap and always available within a healthy competitive market.

    “This is the palliative and the only way to control the monstrous market forces that manipulate the prices to the advantage of private operators and the expense of Nigerians.”

    Travellers to Tinubu: extend 50% transport fare slash to Delta

    Travellers plying the Warri-Lagos and Warri-Abuja routes have appealed to President Bola Tinubu to extend the slash in fares to Delta state.

    They decried the routes’ exemption from the federal government’s 50 percent slash on bus fares.

    It should be noted that the Warri-Lagos and Warri-Abuja roads are busy routes, used by many Nigerians for business and personal purposes on a daily basis.

    A traveller, Tare Peanock, who spoke with The Nation in Warri, on Thursday, December 21, lamented that Warri to Lagos and Warri to Abuja are not included in the list of the 28 routes to enjoy the 50 per cent fare subsidy.

    Commending the federal government for the initiative, he said, “This will no doubt ameliorate the huge cost of transportation usually associated with the Yuletide season. We appeal to our kind president to please extend the gesture to Delta state citizens by also subsidizing the fare from Lagos to and fro Warri.”

    A passenger on his way to Lagos from Warri, simply identified as Lucky, expressed disappointment that she could not benefit from the slash in bus fares.

    Lucky said: “I was so hopeful going to the park this morning, only to be told the President’s gesture did not extend to this part. We are urging him to include these Warri routes so that we can also benefit from it.”

    Recall that President Bola Tinubu had approved the 50 per cent slash in price of inter-state transport companies, stating that the Federal Government would pay 50 per cent for their passengers during the end-of-year celebrations on Wednesday, December 20.

    The president also gave his approval to Nigerians who wanted to go to different regions of the nation to celebrate Christmas and New Year’s Eve with a 100 per cent rail fare reimbursement.

    However, the Warri to Lagos and Warri to Abuja roads were exempted from the chosen routes to gain from this subsidy, as disclosed in a recent post on X by Bayo Onanuga, President Tinubu’s special assistant on Information and Strategy.

    Stop selling naira notes, Reps tell POS operators

    The House of Representatives on Thursday, December 21, passed a motion calling on Point-of-Sales (POS) operators in the country to stop selling naira notes.

    The House also urged the operators to immediately remove excessive charges to customers across the country.

    It mandated the Committees on Banking Regulations and, Digital and Electronic Banking to invite the Minister of Finance and National Planning and Budget and Governor of the Central Bank of Nigeria (CBN) to explain why commercial banks are not paying customers over the counter and ATMs.

    This was as the House urged the CBN to immediately commence proper monitoring and supervision of commercial banks’ activities daily to ascertain the extent of counter payment to customers.

    These resolutions followed the adoption of a motion titled, “Need to Curb the Sale of Naira Notes by the Point-of-Sales (POS) operators in Nigeria” moved by Hon. Mohammed Dan Abba Shehu.

    The House noted that the POS machine was invented and produced to alleviate the financial transaction hook-ups emanating from the Commercial Banks in Nigeria.

    It also noted that financial transaction machines have significantly transformed the financial sector in the country by assisting the public in resolving banking challenges in Commercial Banks.

    The House said it was aware that Point-of-Sales machines have been adopted in advanced countries like the US, UK, and South Africa to facilitate financial transformation without manipulation.

    It added that this innovative trend was adopted in Nigeria a few years ago to curb financial hook-ups and address daily challenges faced by customers to access funds.

    The House said it was aware that Sections 1 and 2 of the Central Bank of Nigeria, Act 2007, empowers the Central Bank of Nigeria to regulate commercial banks and advises the government on financial issues to achieve good governance.

    The House worried that the POS operators are now selling naira notes at exorbitant prices of one thousand for three to four hundred naira, while ten thousand naira goes for four thousand naira, thus, causing concern among citizens who are currently experiencing economic hardship.

    The House said it was cognizant of the need for the government to utilize its relevant authorities under the Central Bank of

    Nigeria, Act 2007 to supervise Commercial Banks and advise on financial matters, including regulating Point of Sale operators, this will validate public confidence and address the hardships faced by citizens in Nigeria’s financial transactions.

    Road users in Imo hail Tinubu over 50% transport fare discount

    Interstate commuters and transporters in Owerri, Imo state, on Thursday, December 21, commended President Bola Tinubu for a 50% road transport fare discount for yuletide travelers.

    The Nation correspondent who monitored the federal government directive around the state capital, gathered that the transporters, however, claimed that they are yet to receive a directive for the implementation of the government’s directive.

    At the terminals, some of the officials claimed that they had not received a directive for such a discount.

    Sunday Onuowo, manager of Chisco Motors on Egbu Road, Owerri said: “The company management has not given us any order or directive for such a discount.”

    Uche Ezeh, a cashier at the company commended the federal government for such a gesture saying, “It is a good development and many people have given the president thumbs up.”

    He said however the Owerri office has not received any directive to start the implementation.

    Uche said: “We have heard that, even some Federal Road Safety Corp officers came to us to inform us that they were asked to get routes and forward to the government, but we have not been directed to start discount.”

    The passengers said they were still buying their tickets which are sold between N18,200 and N20,000.

    A passenger at Chisco Motors who is travelling from Owerri to Lagos, Bukola Kola, said he paid the normal fare of N18,000.

    She said: “I am going to Lagos but the motor companies have not started giving us the discount as directed by the federal government, we are still paying the high fare of N18,000. If the government can implement it, it is a good development and a pass mark for the administration of Tinubu.”

    At ABC Motors, a manager who pleaded anonymity said that only the headquarters can give such a directive. “We read about in the newspapers but nobody has asked us to start the discount.”

    Also, a man at the Young Shall Grow alone Egbu road who did not want his name mentioned, said the directive is for passengers travelling from Lagos to Owerri not from Owerri to Lagos.

    UPDATED: Supreme Court reserves judgment in Kano governorship dispute

    The Supreme Court on Thursday, December 21, reserved its judgment on the appeals related to the Kano State governorship election dispute. 

    The Independent National Electoral Commission (INEC) had declared Abba Yusuf of the New Nigeria People’s Party (NNPP) as the winner.

    Nine appeals and counter-appeals were filed in all, but on Thursday, a five-member panel of the apex court presided over by Justice John Okoro elected to hear the main one filed by Yusuf, marked: SC/CV/1179/2023. 

    The court said its decision in the appeal heard is to be applied to others because the issues are similar.

    After lawyers in the case adopted their written briefs and made final submissions, Justice Okoro said the judgment is reserved till a date to be communicated to parties. 

    Yusuf is, by his appeal, seeking to upturn the November 17 judgment of the Court of Appeal, which affirmed the September 20 decision of the election tribunal voiding his victory in the March 18 election.

    Yusuf’s lawyer, Chief Wole Olanipekun (SAN) contended that there was no legal basis for the tribunal and the Court of Appeal to annul his client’s election on grounds of non-compliance with the Electoral Guidelines issued by INEC.

    Olanipekun noted that Yusuf’s case was the first time in the history of electoral jurisprudence in the country where an election would be voided on the basis that ballot papers were not stamped, dated and signed by INEC.

    He argued that the electoral guidelines did not envisage the cancellation of an election on the grounds that INEC failed to stamp or sign the ballot papers.

    Olanipekun recalled that an expert witness, who testified at the tribunal, said only a fraction of votes (1,886 ballots papers) were not signed, but the tribunal chose to cancel 165,616 votes.

    When asked by Justice Okoro whether the issue bordering on the source of the disputed ballots was raised at the tribunal, Olanipekun said nobody raised the legality of the ballots. 

    “Ballot papers cannot be invalidated. Ballot papers are in a bundle. There is no way any forgery can arise, because it is from the same booklet.

    “The tribunal said it is not justiceable. It is a pre-election matter. There is a predicate complaint that Mr Yusuf’s membership card was forged. 

    “The lower court found that the card was not forged, yet the appellate court held that he was not a member of the NNPP,” Olanipekun said.

    He prayed the court to allow the appeal, set aside the concurrent findings of the tribunal and the Court of Appeal and grant all the reliefs sought by the appellant.

    Lawyer to INEC, Abubakar Mahmoud (SAN) stated that all the ballots used in the Kano governorship election were provided by his client.

    Mahmoud argued that the decision by the Appeal Court was at variance with the position of the Supreme Court in the cases of Peter Obi and Atiku Abubakar against INEC and President Bola Tinubu.

    He contended that it was not the duty of the electorate to check the source of the ballot papers at the elect before casting their votes.

    Mahmoud said: “The tribunal went beyond its powers in this adventure. The overriding duty of the court in election dispute is to give effect to the wishes of the electorate. 

    “What the court did was very upsetting and should not be allowed to stand.”

    On Yusuf’s membership of the NNPP, Mahmoud noted it was clearly an internal affair of the party and did not amount to a constitutional breach.

    He noted out that the All Progressives Congress (APC) did not challenge Yusuf’s membership of the NNPP when INEC published his name on its website before the March 18 election.

    Mahmoud said: “I submit that this appeal should be allowed. It is meritorious, because it is a reflection of the will of the people of Kano State.”

    Lawyer to the APC and its candidate in the election, Nasir Gawuna, Chief Akin Olujinmi (SAN) urged the court to dismiss the appeal and affirm the concurrent findings of the two courts below.

    Olujinmi cited Section 42 of Electoral Act and Regulation 19 of INEC Electoral Guidelines and  argued that INEC ought to have stamped, dated and signed the ballots that are being disputed.

    He said the Returning Officers deployed for the Kano governorship election should have stamped, dated and signed the 165,616 ballot papers.

    Olujinmi faulted Olanipekun’s claim that only 1,886 votes were not signed and stamped by INEC.

    He said: “When the witness was cross-examined at the tribunal, the expert witness said 165,616 votes. 

    “That evidence remains unchanged. The findings were that many of the ballot papers were not signed.

    “These were irregularities that were manifest in the conduct of the election. This amounts to non-compliance with the Electoral Act.”

    Olujinmi cited Section 177 (c) of the Constitution and argued  that the Court of Appeal has the jurisdiction to hear and determine the issue of Yusuf’s membership of the NNPP.

    He recalled that the NNPP produced its membership register but Yusuf’s name was conspicuously absent, adding that Yusuf did not address the court on that issue.

    Olujinmi added: “When the issue has to do with the Constitution, the court has a duty to look at the issue and determine it.

    “It is no longer an internal affair of a political party because it touches on a provision of the Nigerian constitution – membership of a political party.” 

    The appeal lapses on 14 January, 2024. Therefore, the Supreme Court must deliver judgement on the suit within the statutory 60 days it has to determine appeals on governorship election disputes.

    The tribunal had voided Yusuf’s victory after declaring 165,616 of his votes invalid, a decision a three-member panel of the Court of Appeal that sat in Abuja affirmed.

    I won’t be distracted despite challenges, says Fubara

    Rivers state governor, Siminalayi Fubara has vowed to remain focused on the oath he took to defend the interest of Rivers people, saying he would not be distracted despite the prevailing challenges.

    The governor spoke at Ngo Town, the Capital of Andoni Local Government Area, shortly after he inspected the entire stretch of the Andoni section of the Ogoni-Andoni-Opobo Unity road project on Thursday, December 21.

    Fubara recalled that during the electioneering campaigns, the Andoni section of the road was in horrible condition but months after the decision was taken to re-award the contract, the milestone achieved had been commendable.

    He said: “I have to say that the contractor has done a very good job. Although, we did observe that about 1km of road that will lead to the council Secretariat was somehow not captured in the scope and I think it will be proper that we do that alongside.

    “So, we will continue to do our best not minding the challenges we are facing. The most important thing is that we have taken our oath to defend our people and protect their interest, and we are not going back on that.”

    Fubara said his administration was determined to complete the road that had lingered for over 20 years in its commitment to bequeath an enduring project that would serve the needs of the people for years.

    He said: “What I keep saying to everyone is, what are we bequeathing to our people? Their interest is the most important thing and governance is about the protection of lives and property.

    “These include providing quality services and one of those things is like this road. Posterity has just blessed me with this project. It is something that they couldn’t achieve for over twenty years but within the space of six months, I have been able to sort it out. It is a credit and a big one to our administration.”

    Responding to Mr Dick Nkakeek, a youth leader, who appealed to the governor to consider the construction of Andoni internal roads including that of Oyorokoto town, Fubara sued for patience.

    He assured that his administration would consider the internal roads in Andoni once the Andoni section of the Ogoni-Andoni-Opobo Unity road had been completed.

    A few days after the crisis resolution in Rivers State, a similar scenario is playing out in Benue State as members of the All Progressives Congress (APC) National Assembly caucus accused Governor Hyacinth Alia of displaying dictatorial tendencies and poor leadership.

    Senator Titus Zam, the caucus chairman, addressed a news conference on Thursday, December 21, stating that Governor Alia had joined forces with the opposition People’s Democratic Party (PDP) to destroy the APC in Benue State.

    The caucus accused the governor of ignoring the party’s preferences in all his decisions, appointing his preferred candidates instead, and disregarding the National Assembly members from the state.

    They accused him of running a one-man show as governor of the state and lacking a blueprint for the development of the state.

    WHO, CSOs, others applaud as FG disburses N50b to primary healthcare centers nationwide

    The Federal government (FG) is set to disburse N50b to upgrade and expand primary healthcare centers nationwide, it emerged on Thursday.

    The funds will be sourced from the Basic Health Provision Fund (BHCPF).

    The Coordinating Minister of Health and Social Welfare, Prof. Ali Pate, revealed during the conclusion of the Ministerial Oversight Committee (MOC) meeting in Abuja that the positive impacts of the revitalization of the country’s health sector, led by the Renewed Hope administration of President Bola Ahmed Tinubu and centered on the Ministerial Four-Point Agenda, will soon be evident to Nigerians.

    A subcommittee within the MOC, composed of National Primary Health Care Development Agency (NPHCDA), National Health Insurance Authority (NHIA), Chairman of State Primary Health Care Development Agencies, Chairman of Health Commissioner’s Forum, representatives of development partners and Civil Society Organizations (CSOs), have been established to ensure the effective implementation of the allocated BHCPF.

    Pate said there is no time to waste for work to start, “In the first quarter of 2024, at least N50b, which has already accrued in the Basic Health Care Provision Fund.

    “We expect that to be disbursed through the State’s primary health care facilities to deliver services to women and children.

    “That is part of the target that Mr. President has set for us so that we can expand the facilities over the next four years from 8,000 to almost 17,000 healthcare centers but also to enroll more vulnerable Nigerians to have access to quality healthcare services”.

    Pate emphasized that the government would remain vigilant in overseeing the utilization of the disbursed funds, ensuring transparency and accountability throughout the process.

    He said: “The work of this Ministerial Oversight Committee continuous will refine the criteria, issues of the package, how providers are paid, but importantly to ensure it’s embedded in the context of improved accountability, improved answerability, so the health facilities receiving these resources, State and Local governments are able to answer to their people.

    “What are they using the resources for, as well as what we do at the Federal government level to respond to Nigerians in terms of the progress we’ll be making over the next four years?

    “We’ll do that transparently, cost correcting as necessary, but all on the path to achieving the direction that the President has set for us to improve the health and well-being of Nigerians”

    Development partners enthusiastically endorsed and pledged unwavering support for the comprehensive plans outlined by the government through the Sector-wide approach, as articulated in the recently unveiled Nigerian Health Sector Renewal Investment Initiative and the Compact, jointly signed by the Federal and State governments, along with development partners, with the shared goal of revitalizing the nation’s health sector.

    Walter Kazadi Mulombo, the WHO Country Representative to Nigeria, in his remarks, pledged further commitment towards the success of the government plans, saying, “Today’s discussion was really encouraging and in the right direction because it set the time for a reset for business unusual to really accelerate heath towards achieving SDG and hopefully and catch up.

    “Very encouraging exchanges and we are happy to be part of this discussion witnessed by us and also at the same time express our commitment to being our contributions, alongside other development partners to make sure that this programme is really a success, indeed there’s really hope that things will change and we’ll start witnessing a new Nigeria than the one we knew before as far as health is concerned and we hope it will trigger ripple effect to other sectors as well, to follow suit “.

    Chika Okafor of Health Reforms Coalition, representing Civil Society Organizations (CSOs), echoed the sentiments of the development partners, emphasizing that the recent developments have collectively entrusted the revitalization of the Nigerian health sector to all crucial stakeholders.

    “We are seeing that all hands are on deck, and that is the beauty of this meeting, with everyone included, so we cannot afford to fail”.

    “Now we have the accountability, the touch light is on us to make sure that we do not fail because we have a sub-committee that is going to be developed if for instance we fail and we will not fail, we are all culpable, we are all in it.

    “So, we must all put on our passionate hats to think about the poor and the vulnerable, that’s what this meeting is about”, Offor said.

    The MOC meeting was attended by officials of the NPHCDA, NHIA, Chairmen and officials of State Primary Health Care Development Agencies, Health Commissioner’s Forum, as well as representatives of development partners and Civil Society Organizations (CSOs), and officials of the Federal Ministry of Health and Social Welfare, among others.

    President Bola Tinubu on Thursday, December 21, arrived in Lagos for the Christmas holiday. 

    He arrived in the Air Force One plane and landed at the presidential wing of the Murtala Mohammed International Airport, Ikeja. 

    The plane landed at 3.50pm and president Tinubu disembarked at 4pm.

    Rivers crisis: We won’t return to PDP, says lawmaker

    Enemi George, one of the 27 members of the Rivers State House of Assembly’s Peoples Democratic Party (PDP) who defected to the All Progressives Congress (APC), has said that he and others won’t go back to their former party.

    George revealed this during an appearance on “Politics Today” on Channels Television on Wednesday. 

    He said that the “Renewed Hope Agenda” of President Bola Tinubu was the reason for the decision of 27 of them to join the APC.

    The lawmaker claimed that after voting for President Tinubu in the presidential election, they all decided he was deserving of their support.

    He said: “We have crossed the Rubicon. We have moved to the APC. We voted for the President, if we find Mr. President worthy of our votes then I think we should find him worthy of our support.
