    Lagos gives extension to errant estates

    Normalcy has returned to the real estate sector following the decision of the Lagos State government to review the tagging of 176 estates in the Lekki/Ajah corridor as illegal.

    The restoration of normalcy is coming on the heels of the public outcry that greeted the tagging of the estates as illegal.

    Investigations shown The Nation that business activities were gaining traction by operators in the build environment.

    Recall that the state government had identified 176 estate developments, predominantly located in the Eti-Osa, Ajah, Ibeju-Lekki, and Epe axis of the state, giving them a 21-day ultimatum to process their layout approvals.

    The estates, according to the government, were deemed illegal due to their failure to obtain layout approvals from the Ministry of Physical Planning and Urban Development.

    According to the Permanent Secretary, Office of Physical Planning, Engr. Oluwole Sotire, the illegal estates comprised the sustainable development ethos and the T.H.E.M.E.S+ Agenda of the Lagos State Government by operating without approved layouts.

    The identified illegal estates include: Adron Homes, Elerangbe; Aina Gold Estate, Okun-Folu; Diamond Estate, Eputu; Prime Water View Garden, Ikate Elegushi; and Royal View Estate, Ikota, among others.

    The Permanent Secretary had given the owners of these estates 21 days to submit the necessary documents to his office in the Ministry of Planning and Urban Development, Secretariat, Alausa, Ikeja, to process their layout approvals.

    He stated that the  exercise was a routine function of the Ministry, in line with its mandate to regulate the development of public and private estates in Lagos State by processing and granting layout approvals to foster a functional, organised, orderly, and resilient smart city, as encapsulated in the T.H.E.M.E.S+ Agenda of the state government.

    He also emphasised the importance of all developers and real estate practitioners registering with the Lagos State Real Estate Regulatory Authority (LASRERA), which is responsible for regulating, coordinating, and monitoring real estate practitioners in the sector.

     To underscore the need for proper registration of properties and by extension estates, Housing Minister Ahmed Dangiwa underscoring the lapses in the sector said only about five per cent of lands in the country have titles.

    He dropped the hint that the Federal Government has promised to ensure the titling of lands in the next 10 years lamenting that land with titles is less than  five  per cent while the  outstanding 95 per cent remains locked in informality, inaccessible for investment, and vulnerable to disputes.

     He disclosed this at a stakeholders’ workshop on the Nigeria Land Registration, Documentation and Titling Programme (NLRDTP), in Lagos.

    Responding to the threat of closure of the estates after 21 days for non-conformity,

     The Nation learnt a sizeable majority of the Operators out of the 176 earlier identified for non-compliance had been coming up to regularise and submit their Layouts which was the crux of the matter. The initial deadline elapsed on the 26th of August but has been extended by additional two weeks to enable full compliance.

    Speaking to the Nation, Director, Public Affairs, Ministry of Physical Planning & Urban Development, Mukaila Sanusi confirmed the two weeks extension with a Caveat that after the two weeks the non-compliant estates will be completely sealed up.

    Supporting government’s position on the estates, Chairman, African Real Estate Society (AfRES) Lagos Chapter, a leading professional organization that promotes excellence in real estate research, education, and practice in Africa, Adediran Adetunji stressed the need for owners of the concerned estates to ensure that the layout of the various estate are produced by the requisite professionals and submitted to the State government.

    According to him, unless that is done the estates will continuously be termed illegal in the eye of the law, he stressed that Real Estate investors want to be assured of the safety of their investment before taking the plunge.

    According to him Operators in the sector should be seen as law-abiding for the safety of their investors and their businesses as well.

    Managing Director, Metro Homes & Castle, Dr. Adekunle also urged on the need for the estate’s promoters to work with the relevant professionals to come up with their lay-outs and submit them to the government. He said without bringing this to a close the estates will continue to be tagged as illegal for failure to do the needful.

    He said: “What government is saying is that they acknowledged that they sold this land to these people, the land needs to be mapped internally by professional Town Planners who are trained to do so. From the mass they will map it out to where the infrastructure will be recreation facilities, school, water treatment plant, waste management, clinic, roads  can’t be done by the rule of the thumb, that’s why you see some estates so haphazard and each estate locked against the other one because nobody is sure of where a particular thing should be.

    “Now, think of drainage systems in a very large estate of say over 2,000 blocks. If there’s no town planning, how do you link your drainage to your state’s waterways?

    “You understand the issue of flooding. So, if the government doesn’t plan, the government will wake up on a particular day and be shocked that your drainage channel is not channelled into the main channel of the State and a huge problem will be created. It’s in the place of the government to ensure that water flows to the right place such as into a river or any other channel constructed. Unfortunately what these developers do is, when they acquire this land, most of them start selling without getting approval and putting their subscribers into a quagmire.”

    Abuja land allottees to get new C-of-O, pay N5m penalty

    The Federal Capital Territory Administration (FCTA) has slammed a N5 million fine on land allottees, who illegally converted residential plots to commercial use on Gana, Gimbiya, Aminu Kano, Ademola Adetokunbo and other selected streets in the city centre.

    The decision was part of recommendations by an Adhoc Committee on the Review of Land Use/Purpose Clauses of Land and Properties at locations overtaken by commercial and other activities.

    Recall that the FCT Minister, Nyesom Wike, had on August 8, 2025, inaugurated an ad-hoc committees on the review of controversies surrounding the River Park Estate, an another committee on the review of Land use/purpose clauses of land and properties at locations overtaken by commercial and other activities.

    Both committees were given two-week within which to review the issues and submit recommendations back to the minister.

    Presenting its report to the minister on Tuesday, the land use committee observed that majority of the structures on Gimbiya Street in Garki, Gana Street in Maitama, and the busy Ademola Adetokumbo Street in Wuse II had been converted to offices, hotels and other businesses without recourse to their original purpose clauses or necessary approval from the FCTA.

    The committee, chaired by Director of Development Control, Mukhtar Galadima, also frowned at illegal extensions, mergers and subdivisions of properties in the affected areas.

    It therefore recommended that the purpose clauses of the affected properties be formally converted to commercial or other compatible uses, subject to the payment of fresh fees.

    With this development, title holders of the land and properties affected by the land use conversion are expected to pay a conversion fee of 7.5percent of the assessed Capital Value of their properties.

    This is in addition to the payment of Statutory Right of Occupancy bills applicable for the new land use/purpose clause charged for the Districts.

    Part of the report reads; “That, allottees/title holders of land and properties affected by the land use change/conversion, pay within thirty (30) days from the date of conveyance of approval, Land Use Conversion fee of 7.5 percent of the assessed Capital Value of the properties as contained in the Schedule/Valuation Report Sheet (VRS) at pages 54-70 and the Valuation Report annexed herein as Annexure E;

    “That, allottees/title holders of the land and properties affected by the land use change/conversion, in addition to payment of Land Use Conversion fee, pay statutory Right of Occupancy bills applicable for the new land use/purpose clause and as charged for the District.”

    The committee warned that where illegal or unapproved extensions, mergers or subdivisions had been established, title holders would in addition pay “extension/merger/subdivision fee of the extant 2.0 percent of the assessed Capital Value of the properties within thirty (30) days from the date of conveyance of approval.”

    Failure to comply, the report stressed, would attract stiff enforcement. “All plot extensions, mergers and/or subdivisions not considered permissible be caused to be reversed to their approved state, failing which enforcement actions (sealing of property, removal of buildings/structures, revocation/withdrawal of titles, etc.) will be applied.”

    In addition, the committee recommended that existing titles in respect of the affected properties be revoked to pave way for the issuance of fresh title documents reflecting the new land use status. It added: “The title documents to be issued to the allottees/holders of the affected land and properties on the selected streets/locations, be for a fresh lease term of ninety-nine (99) years.”

    The committee also called for traffic control, power upgrade and waste management improvements in the affected neighbourhoods, and directed holders of undeveloped plots in the Central Business District and Sector Centres within Phase II to immediately commence development or risk revocation within three months.

    Responding after receiving the report, FCT Minister, Nyesom Wike, warned that it would no longer be business as usual for those flouting the city’s land use laws.

    He said: “I’m aware that certain areas are designated for residential and others for commercial, but people believe they can do anything without approval, converting residential to commercial, commercial to residential, and all kinds of mixed uses. If you don’t sanction them, it will continue. So if an area is commercial, let it be commercial. If it is mixed use, let it be mixed use. People should understand they can’t continue this way.”

    Wike insisted that sanctions would be strictly enforced, including the withdrawal of titles. “We must let you know that we have to apply the sanction as required, and anybody who does not comply, we have no choice but to revoke the title and withdraw it,” the minister stated.

    The Commissioner for Physical Planning and Urban Development, Dr. Oluyinka Olumide has emphasised the significance of layout plans for estate developments in Lagos State.

    Speaking during a live chat on a  Radio programme, Dr. Olumide explained that a layout plan was a crucial requirement for all land developments spanning 10,000 square metres or more.

    He said that a layout plan served several purposes, including designating different land uses and allocating them to suitable areas, planning utility needs, such as power, water, and waste disposal as well as designing drainage networks to prevent flooding and creating road networks to ensure effective connectivity within the estate.

    Dr. Olumide said that some developers exploit the housing shortage by flouting regulations, comprising communities’ well-being and the State’s vision of a livable, organised, and sustainable physical environment.

    He commended developers who have responded to the ministry’s call to regularise their status,  particularly those listed among the 176 estates without layout approvals.

    On the amnesty programme for existing buildings without planning permits, Dr.  Olumide offered hope to Lagosians, stating that the programme might be reintroduced soon. “Due to the success of the Amnesty Programme introduced last year with the gracious approval of Governor Babajide Sanwo-Olu, we are strongly considering reintroducing the Programme for another three months”, he said.

    The Commissioner emphasised the importance of adhering to planning regulations to ensure sustainable and well-planned developments in Lagos State, highlighting the government’s role in the built sector.

    “One good thing about us is that there’s no project that will commence without obtaining the requisite approvals. That’s another selling point for us. Every of our project has approval.”

    Fasuwon, a trained lawyer, decried the negative impacts on inflation on housing activities.

    He said: “For us, it is a fact that we deliver our projects on time. If we tell you that this project we are going to do, is going to take us X number of years, you can go and sleep, because when the time is due, we will hand over the keys to your property.

    “And in terms of policy, we allow people to journey with us in the construction process. So the moment we commence construction, we invite you to site. And that’s why we’ve been able to deliver five projects in five years. 

    “We are living in social media era now, so you can go and check us online. Nobody has ever dragged us. If anybody should drag anybody, maybe we are the ones that will be dragging customers. But in terms of timely delivery, the testimonials have been okay.”

    Meanwhile, partners and realtors present at the event testified to the real estate firm’s strides and landmark deals over the past years.

    Managing Director, Harvestfield Industries Limited, Martins Awofisayo who was awarded at the event with the “Advocate award” attested to real estate firm’s integrity and trust in delivering projects.

    The Minister of Housing and Urban Development, Ahmed Dangiwa, has assured the Nigeria Union of Journalists (NUJ) FCT Council that the long-awaited affordable housing estate for its members in the territory would become a reality.

    Dangiwa gave the assurance during the NUJ FCT Council Press Week Lecture and Awards Ceremony on Tuesday in Abuja, with the theme “Journalism in a Changing World: Press Freedom, Media, Democracy, and Society.”

    Dangiwa also reiterated the ministry’s commitment to President Bola Tinubu’s Renewed Hope Agenda, including the Renewed Hope Housing Program and the National Urban Renewal Initiatives, aimed at making housing more affordable for all Nigerians.

    He said that the ministry will be working with relevant authorities and agencies to provide affordable housing units for NUJ FCT journalists.

    “To Chairman, NUJ FCT chapter, I want to assure you of our previous engagement and discussions towards having the journalists’ village in the FCT.

    “I assure you that your dream will become a reality as I have pledged you during our courtesy call and meeting engagement we had with you.

    Dangiwa also advocated stronger legal protections for journalists and better funding models for independent media, saying we need to make sure that every journalist feels safe, respected and supported.

    “I say this not just as a minister, but as a citizen who believes in the power of ideas and the sensibility of those who support them,” Dangiwa said.

    He also urged journalists to continue scrutinising the ministry’s programs and projects, helping Nigerians understand its work and objectives.

    “We want Nigerians to understand why we are doing it, and no one is better placed to help tell that story than you, the journalists, editors, photographers, producers, publishers, who serve as the eyes and ears of the public,” he said.

    The minister commended Tinubu for championing democratic ideals, including freedom of the press.

    He noted that under Tinubu’s leadership, Nigeria has witnessed a “genuine commitment to transparency, open dialogue, and respect for the role of the media.”

    “That’s not just lip service. It’s a policy. It’s a practice. And it’s a part of the Renewed Hope Agenda,” he said.

    Dangiwa advocated for stronger legal protections and better funding models for independent media.

    He emphasised the need to ensure that “every journalist feels safe, respected and supported.”

    Emphasising the importance of press freedom in a world now driven by technology, Dangiwa acknowledged that today’s journalism landscape presents both opportunities and risks.

    “On one hand, digital innovation has made it easier to reach audiences, tell stories in real time and expose wrongdoing. On the other hand, it has also made the job more dangerous.

    “Misinformation spreads like wildfire. Online harassment is real, and unfortunately, many journalists, especially women, face threats simply doing their jobs. That’s why events like this matter a lot,” he said.

    Dangiwa noted that while press freedom is currently under pressure globally, it remains vital for the development of any nation and its democracy.

    “We all know that the realities across the world and even in democracies, press freedom is under pressure. Journalists face intimidation, censorship and economic hardship.

    “And in this digital age, where content can be distorted and even drawn out of the fake news, your profession has become more difficult. But let me say this, your work matters.

    “It matters because democracy doesn’t just depend on elections. It depends on information. Accurate, timely and responsive information. And that’s what the press provides. It is free, fair and fearless.”

    Earlier in her remarks, the Chairperson, NUJ FCT Council, Ms. Grace Ike, listed the development of the NUJ FCT Journalists’ Village as one of the priorities to be pursued by her led council.

    Ike, describing it as a long-awaited housing initiative, said the led executive was working in collaboration with the Ministry of Housing and the Federal Mortgage Bank of Nigeria to make it a reality.

    “Our goal is simple: provide decent, affordable homes for journalists and their families in the heart of the nation’s capital.”

    Other initiatives unveiled by her were the modernisation of the NUJ FCT Congress Hall, procurement of a union coastal bus, completion of the NUJ Pentagon Hall and the establishment of a journalists’ welfare scheme.

    “These projects are not luxuries. They are foundational investments in the future of journalism and in the well-being of those who power it.

    “I call on government stakeholders, media proprietors, partners and friends of the union to join us in making these dreams a reality,” Ike said.

    The Federal Housing Authority (FHA) on Monday commissioned 100 units of two- and three-bedroom houses at the FHA Estate in Ajoda, Ibadan — the first phase of a 1,000-unit housing project in Oyo State.

    Speaking at the event, the Managing Director of FHA, Hon. Oyetunde Ojo, said the project aligns with President Bola Tinubu’s Renewed Hope mandate to provide affordable housing for Nigerians.

    “This estate has been abandoned since 2018, sir. We’re here to correct that. This is just the first phase — 900 more units will follow,” he said.

    Ojo emphasised inclusivity in future allocations, noting that the informal sector — including traders and artisans — would benefit significantly.

    “They often have better cash flow than the formal sector. Nothing stops us from reserving 100 to 150 units for them,” he added, revealing plans for studio apartments tailored to young Nigerians.

    The FHA boss assured residents of security and called on the Federal Mortgage Bank to intensify awareness of mortgage options.

    “We won’t disappoint Nigerians or Mr President, sir. No project will be abandoned under our watch. Ibadan will get its full allocation,” he said.

    To appreciate traditional rulers who provided the land, Ojo announced the allocation of a two-bedroom unit each to the Alajia of Ajia, Oba Akinsola Oladepo, and the Onisade of Isade, Oba Saliu Oguntayo — on behalf of President Tinubu.

    Earlier, Engr. Remi Omowaiye, FHA Executive Director of Project Implementation and Chair of the Commissioning Committee, noted that similar housing schemes are underway in 17 other states. “Our next commissioning will be in Abuja this August,” he revealed.

    Also speaking, Managing Director of the Federal Mortgage Bank, Alhaji Shehu Usman Osidi, said Nigerians can access housing loans at 6% interest, payable over 30 years.

    “It’s open to everyone. You can apply at any of our branches. We maintain zero tolerance for corruption,” he stated.

    Mr. Ige Ayeni, representing Greenwood Construction and Equipment Leasing Nigeria Limited, the project’s developer, commended President Tinubu’s commitment to housing.

    “This place was once a forest. Today, it brings hope to those who had lost it,” Ayeni said, adding that the estate is open to both public servants and private sector players.

    The Federal Government, through the Federal Housing Authority (FHA), has announced plans to extend its mass housing initiative to Nigerians in the informal sector, in line with President Bola Tinubu’s directive to make affordable housing accessible to all.

    Managing Director and Chief Executive Officer of the FHA, Oyetunde Ojo, made the disclosure on Monday during the commissioning of 100 housing units at the FHA Estate, Ajoda, Ibadan.

    The event, which included the symbolic presentation of keys to new homeowners—mostly doctors and medical practitioners from the University College Hospital (UCH), Ibadan—was attended by traditional rulers, community leaders, and senior management of the FHA.

    The 100 units, comprising two- and three-bedroom flats, mark the first phase of a 1,000-unit housing project at the Ajoda Estate.

    Ojo noted that while the project began in 2018 under a previous administration, the current government is committed to completing it in phases for the benefit of citizens. He emphasized the importance of ensuring that the informal sector, often overlooked, also benefits from such initiatives.

    “Many people in the informal sector assume that government housing schemes are out of their reach,” he said. “But under President Tinubu’s mandate, we are changing that narrative.”

    To facilitate inclusion, the FHA plans to work with traditional rulers and community leaders to identify and document potential beneficiaries in the informal sector. Ojo added that the Authority is also considering allocating 100 to 150 housing units to this group, citing their strong financial capacity.

    He further revealed that studio apartments are being planned for young Nigerians starting their lives and careers, as part of efforts to broaden access to affordable housing.

    Ojo said, “I would like to congratulate Mr. President. This is Mr. President’s achievement from his Renewed Hope agenda. If Mr. President had not appointed us, the executive management team, we wouldn’t be able to deliver. Like I said, Mr. President knows who to put the right peg in the round hole.

    This administration is about Renewed Hope Agenda. It is about delivery. When we started this, thank God you were with me. And I knew when we said we were going to commission the first phase in less than a year. I know people were laughing at me because they were wondering how a project that started in 2018 could be achieved, in phases within a year.

    “And I said, don’t worry. God will deliver. Because we know the marching order given to us by Mr. President. And that’s what we’re doing. Remember, it’s going to be 1,000 housing units. We have delivered 100 units.

    “You can see the beneficiaries. The beneficiaries are high calibres individuals in the society, medical doctors of the University of Ibadan. And it’s mortgaged. So they’ll pay for about 30 years and or 20 years. So this is also a style of letting the people know there’s an administration that cares about them. We’ve also said it, we’re going to the informal sector.

    “You can imagine at the end of this place, the 1,000 housing units. How massive the economy will be. And we are not interested in about delivering the 1,000 at once. Because we are not funded. And that’s the truth. But we don’t need to be funded, because we have our IGR, and it’s about utilisation of resources.

    “And that’s the way Mr. President has trained some of us who have worked with him to make sure you deliver something out of nothing. And I can tell you, under one more year, the second 100 units will be ready. So that means we’ll have in over 200 beneficiaries. And the beauty about this is it’s decent. It’s livable for a big family. It’s livable for a small family.

    “Thank God our royal fathers are here. Thank God the informal sectors, they have leadership that they’re under control. Once you go to the right place, I always tell people, when we want to get the informal sector in this Ibadan, this is Kabiyesi here, there’s nobody who’s an informal person in this Ibadan. I mean welder, carpenter, artisans, they will name the household that you come from. They know. They will be the one to guide us.

    “They will be the one to advise us. Even when that person is coming from UK, even not on the informal level, they’ll be able to tell us, this one we can guarantee you, this one we can’t guarantee. And that’s why the collaboration is key.

    “That’s why we keep saying, government can’t do it alone. The fear of government on the informal sector is, where is this person’s wages? How does his payroll end? But I can tell you, most of the informal sector earn more money than the formal sector. You employ a bricklayer now, and you know how much they will charge you. You cannot even get enough welder, I’m telling you. 

    “But these people from far, when they see houses like this, they’re always afraid. They say they won’t give them because probably they are not learned, they are not educated. And that’s why we are calling on the Kabiyesis’, and the people to come. There’s mortgages for people in the informal sector.”

    To demonstrate appreciation for the traditional institutions that he said provided the land, Ojo announced the allocation of a two-bedroom unit each to the Alajia of Ajia, Oba Akinsola Oladepo, and the Onisade of Isade, Oba Saliu Oguntayo, on behalf of the President.

    Speaking earlier in his remarks, FHA Executive Director of Project Implementation and Chairman of the Commissioning Committee, Engr. Remi Omowaiye, said the next phase of project commissioning would take place in Abuja.

    Also speaking earlier in his address, the Managing Director of the Federal Mortgage Bank, Alhaji Shehu Usman Osidi, said Nigerians can access mortgage facilities at six percent interest for a period of up to 30 years, saying “It’s open to all Nigerians. Just walk into any of our branches to pick a form. We have zero tolerance for corruption,” Osidi said.

    The representative of Greenwood Construction and Equipment Leasing Nigeria Limited, the developer of the property, Mr. Ige Ayeni, praised Tinubu’s commitment to housing for all, sayingThis place was a forest before we moved in. Now, it is giving hope to Nigerians who had lost it,” he said.

    Ayeni added that the project is not limited to government workers but also open to traders and artisans.

    Traditional ruler, Oba Oladepo, commended the government’s efforts, but urged more infrastructural development in the estate, Ibadan and Oyo State in general.     Deputy Commandant of theNigeria Security and Civil Defence Corps (NSCDC) in Oyo State, Fatunola Timothy, called for security considerations in estate designs, including armouries and accessible security posts.

    Prof. A. Adenipekun who spoke on behalf of the subscribers, urged the FHA to expand housing for young professionals, saying “We still have many doctors and health workers who need homes. When this is completed, subscribers will exceed expectations,” he said.

    Federal Ministry of Housing and Urban Development has demonstrated its commitment to welfare and excellent service delivery by rewarding outstanding workers.

    Musa Dangiwa, the minister, has named Assistant Chief Administrative Officer, Dr. Bamidele Kogbe, who, earlier won Head of Civil Service of the Federation EPIC Culture Award at 2025 Civil Service Week in Abuja, as staff of the year.

    At a reception for Kogbe, Dangiwa said the staff recognition reflects the ministry’s gratitude to workers for their dedication and value addition.

    He noted that Kogbe’s performance and commitment to his work made him deserving of the honour.

    Describing Kogbe as a diligent public servant with enviable virtues, Dangiwa encouraged others to emulate his exemplary conduct.
