  • NSPM seeks NCC’s partnership on sensitive documents

The Managing Director, Nigerian Security Printing and Minting (NSPM) Plc, Alhaji Abbas Masanawa, has sought the partnership of the Nigerian Communications Commission (NCC) in printing of sensitive documents in the country.

Speaking when he led top management staff of the organisation on a courtesy visit to the NCC head office in Abuja, he said the partnership was necessary to boost the economy. Masanawa said like NCC, the firm was aiming to become a world class organisation that can attract business from outside the shores of the country.

Responding, the Executive Vice Chairman of NCC, Prof Umar Garba Danbatta, extolled the performance of the regulatory body, which he said is now aiming at beating  the record platinum rating it received from a sister agency, the Bureau of Public Service Reform (BPSR) two years ago.

He expressed delight that NCC is now globally acclaimed for regulatory excellence and operational efficiency, helping it to achieve great success in the key areas of its mandate.

“The verdict is out there on the performance of the commission as a word class regulatory agency. We didn’t pass this verdict by ourselves. But it took a lot of hard work and commitment by both management and the entire staff of the Commission for us to achieve the enviable position we are today,” he said.

He said despite inheriting a world class organisation he has not left any stone unturned in his efforts to add to the success story.

  • Cisco: dearth of cyber security personnel hits Nigeria, others

Twenty-five per cent of organisations in Nigeria, Middle East and other African countries lack cyber security personnel, one of the biggest obstacles to cyber security, a new Cisco cyber security report has said.

According to the report, 23 per cent of companies in the Middle East and Africa manage more than 21 vendors, while only 58 per cent of cyber security alerts in the Middle East and Africa are investigated. Of those, 39 per cent are legitimate, but only 53 per cent of legitimate alerts are remediated.

For more than a decade, Cisco’s cyber security reports have been a definitive source of intelligence for cyber security professionals interested in the state of the global industry. These comprehensive reports provide detailed accounts of the threat landscape and organisational implications.

“In February, the Cisco 2019 Threat Report was published. Our cyber security experts analysed prominent threats of 2018 for clues to new attack strategies and targets. It’s as close as we can get to anticipating future trends without a crystal ball.

“Cisco has picked out five key stories from the last year or so, not just because they were big events, but because the company thinks these threats, or something similar, could very well appear again in the near future. They include: Emotet, a Trojan involved in malware distribution; VPNFilter, a modular internet of things (IoT) threat; unauthorised mobile device management; cryptomining and Olympic Destroyer, as an example of destructive cyber-attack campaigns,” the firm explained.

It said Olympic Destroyer was created with the pure intention to watch the world burn. “We saw a number of threats like this in the last year, but none grabbed the headlines like an a ttack whose sole purpose appears to have been to disrupt the Winter Olympics while VPNFilter was an IoT-specific attack, hitting a vast number of routers and devices riddled with known vulnerabilities.

E-mail remains a key delivery method for attackers and users continue to be the weakest link; education is therefore, paramount.

“Revenue generation is the key motivation for attackers: malware follows the money. Crypto-mining threats are laser-focused on this goal. They have grown to become the most common threat in this category, due to the repeat revenue they offer and the low risk if caught spreading it.

“As we prepare for major events across the region and as businesses continue to digitally transform, adopt the cloud and Internet of things (IoT), we’re prioritising cyber security above everything.

“It’s impossible to predict everything that will occur, but the safest bets are usually the ones you most often come up against. Addressing those early can free up time to deal with the unexpected and zero-day attacks,” Cisco said in the report.

Since coming onboard, Cisco has become a leader in the Gartner Magic Quadrant for Enterprise Firewall. “Gartner specifically recognised the strength of our threat intelligence team, Talos, the largest threat research team in the world.” In addition, Cisco said it continues to enhance its integrated portfolio via acquisition.

  • ‘Mobile phones type-approval by NCC inadequate’

Telecoms subscribers have urged the Nigerian Communications Commission (NCC) not restrict its consumer protection in  mobile devices to only type-approvals.

They lamented spending so much on buying fake mobile phone and blamed security and regulatory bodies for the influx of counterfeit mobile phones, which could be dangerous to their health.

A subscriber, who gave his name simply as Pius, said he had fallen victim of fake phones, which did not last. According to him, when he bought the smart phone, it worked for about three months after which it parked up. “I paid a fleeting visit to Lagos and decided to shop somewhere in Ikeja. I saw the phone, very beautiful and I fell for it. Three months after getting back to my station, the phone stopped working,” he said.

Another victim, Mrs Esther, a civil servant, said she had a horrible experience with counterfeited phone. “The phone was beautiful, but I didn’t buy it from a shop but by the roadside. I took the phone home, charged it for about four hours before I inserted my subscriber identity module (SIM) card. It worked well for about four months, after which it started misbehaving. The NCC could disconnect fake mobile phones from the network like Tanzania did some years ago. The Tanzania Communication and Regulatory Authority said the switch-off was also designed to protect users’ health. These fake handsets are not subjected to safety tests, emit more radiation and contain harmful elements, such as lead,” she said.

President, Association of Telecoms Companies of Nigeria (ATCON), Olushola Teniola, said the NCC has a responsibility for consumer protection and service providers’ network protection from use of sub-standard equipment in the telecoms industry.

“Type-approval provides a degree of certainty that equipment involved in providing consumer services are likely to provide a superior quality of service (QoS). So to this end, it is absolutely imperative for NCC to set standards that will ensure that compliance is adhered to by handset providers, equipment supplier and network operators.

“So, since a correlation exists in between equipment type approved by NCC and the level of QoS rendered, it is only logical that NCC focuses on reducing the number of fake/counterfeit phones that exists in the market. Currently, NCC should aim for less than 99 per cent of all phones to be type approved before they are allowed into the market,” he said in an emailed response.

The NCC has, however, advised telecom consumers to eschew patronage and usage of counterfeit handsets and other substandard mobile devices in the country.

Its Executive Vice Chairman/CEO, Prof. Umar Danbatta, said the menace of counterfeit and substandard handsets has assumed a global dimension, which requires a lot of consumer education and collaboration with other government agencies. He advised telecoms consumers to check the Commission’s official website to find the list of type-approved phones from which they can make their choices of handsets to purchase.

He said: “Cases of influx and patronage of counterfeit handsets are more rampant in developing countries, such as Nigerians, where importers bring in substandard phones without recourse to regulatory type-approval process aimed at certifying such devices as fit for the market.”

He said the Commission, in collaboration with the Office of the National Security Adviser (ONSA) and other government agencies, has inaugurated two committees to design modalities towards curbing the proliferation of substandard handsets in the country.
