    Retirees laud PTAD on ‘I’m Alive’ programme

    SOME pensioners under the Defined Benefit Scheme (DBS) have lauded the ‘I’m Alive’ initiative of the Pension Transitional Arrangement Directorate (PTAD).

    A pensioner from Kaduna, Idris Ibrahim told The Nation that he had gone through the process, using his smartphone and that it was seamless.

    Another pensioner, Mrs. Victoria Aruwan said she was excited about the initiative as it meant she could be verified at home.

    She noted that she would no longer be afraid of what could become of her pension status when she travelled abroad.

    Also, Dauda Usman said PTAD has made it easy for pensioners to be verified unlike before when they are made to queue under the sun.

    The Executive Secretary, PTAD, Dr. Chioma Ejikeme, who introduced the programme last month, said it was aimed at confirming that pensioners on monthly pension payroll were alive and should continue to get their pension.

    She said: “This solution takes the pensioner through a three-step confirmation process that ends with a text message response. The Directorate has decided to deploy the application in phases, starting with 50,000 pensioners cut across the four departments and the six geo-political zones, selected to participate in this pilot phase.

    ‘’On the successful implementation of this pilot phase, we will deploy the application on a full scale at predetermined intervals on a continuous basis for all verified pensioners on the payroll.

    “We will conduct the exercise here on some of you as you have been informed, so you can see and understand how it works. Other pensioners who are part of this pilot phase have equally been notified by PTAD via SMS. We earlier promised that the era of bringing out our aged pensioners for field verification is over, and we stand by our promise.

    “Furthermore, the government, under the auspices of the Federal Ministry of Health, has established a Ministerial committee to look into the issue of providing health insurance for senior citizens. PTAD and representatives of the Nigerian Union of Pensioners are members of this Committee.

     

    We are consequently in collaboration with some of our stakeholders including the National Health Insurance Scheme, the National Senior Citizens Centre, and Federal Ministry of Health, to see how making health insurance available to our pensioners can be a reality.”

     

    She said the Directorate will continue to prioritise the welfare of pensioners and called on all the pension unions under the DBS, and other stakeholders for their support in achieving the feat.

    Mrs Sowemimo, who is the founder Ope Farms, said: “Incidentally, I will say that Stanbic IBTC made it easy for me because five years to our retirement they came in to educate us on what retirement should be like and how to attain that, they are the one that even made us to increase our voluntary contributions. So, I have that confidence that things will be okay and that they pay on time and they never miss a payment.’’

    Another panelist Olamilekan Bamidele,  said: “I understood pension to be a scam and held the opinion that when someone get old, he or she will not get his or her pension.

    “But now, my perception has changed because I have come to know that pension is what you need to do to assist yourself at old age, even as he opined that he was excited looking forward being a retiree.”

    UREGI: Thank you for keeping pensioners informed on the activities of the Commission. I will like to make an observation regarding the use of the phrase “through the expected life span of a retiree” in relation to payment of monthly pension from the RSA balance. The impression that phrase gives is that the monthly payments will stop at the end of the “expected life span”, even if the retiree is still alive.

    I am aware, though, of an advertorial in which the Commission stated that the monthly payments continue till a retiree dies; and that the balance of the RSA will be paid to the next of kin.

    Kindly, therefore, find a way of avoiding this distressing impression in your future commentaries.

    Also, I retired in February 2014. Kindly let us know when the next enhancement (increment) in pension will be paid. Some pensioners, especially those who had few years left in service from 2004 when the CPS commenced, receive very small monthly pension.

    Pension enhancement is, therefore, very important for this group. We are awaiting the next enhancement, please.

    HASSAN: My name is Kabiru Hassan. I work with the Nigerian Railway Corporation (NRC). I need your assistance concerning my pension fund. My Retirement Savings Account (RSA) has not been credited for some years, precisely 2012 to 2018. I only received N46,592.15 on September 29, 2021 for 2017 remittance.

    My PEN No. is Anonymous. I will be very glad if my request is considered. Thank you.

    AMBROSE: After my complaint to you, I received my first statement since we started our matter last year. How far? Any progress? What is PenCom doing about my case?

    As I stated to you earlier, I have my Retirement Savings Account (RSA) with Leadway Pensure as my PFA. Late last year I tried to process my pension payment. Then I applied to Leadway, the last statement they had sent to me put my RSA account balance at about M440,000.

    However, when Leadway responded, they claimed that my account balance was about N550,000 and that as a result, I would not be paid my total balance as a lump sum as my balance had exceeded the N500,000 threshold but that I would be paid about N140,000 and the balance spread over 10 years with a monthly pension payment of N4,000.

    Initially, I rejected this payment plan as I was not convinced about the rise in my account balance from N440,000 to a figure just above the N500,000 threshold and on which basis I was going to be paid just N140,000 and the balance spread into meaninglessness amount. So, I refused to sign and return the payment which they had forwarded to me.

    After my report to The Nation and the response from PenCom through the newspaper and a loss of some months, about February this year, I called the Leadway representative in Benin, where my claim was being processed. I wanted to collect whatever they were ready to pay and just move on. The representative said she had left the company and gave me a number to call. This was their Lagos head office. Whoever was at the other end of the line insisted I visit the Benin office as it was necessary.

    Eventually, I got in touch with the Leadway Benin office and found that the representative had left. The new person checked and said that what had been noted on my account was ‘incomplete documentation’ and that he had written to the head office to find out what documents I was required to supply so that they could continue the processing of my application.

    I was surprised at this development as a payment schedule had a been sent to me, though I did not sign.

    Then the waiting game started, and about eight months since then, I am yet to be informed about what more Leadway wanted for me to access my RSA balance.

    I would be pleased for your intervention to enable collect my money from Leadway and move my account to a more transparent PFA.

    The National Pension Commission (PenCom) extended its online vereification from October 29 to December 31, 2021 to enable eligible persons complete the enrolment.

    The Director-General, PenCom,   Hajia Aisha Dahir-Umar, said: “Persons eligible to participate in the 2021 online verification and enrolment employees of Federal Government Treasury-Funded MDAs; employees who retired from January to October 2021; employees who are due to retire from November to December 2021; and retirees that missed the previous enrolment exercises from 2007 to 2019.

    “There is also Self-Assisted Registration. The affected retirees and prospective retirees under this category are required to visit PenCom’s website www.pencom.gov.ng to initiate the online enrolment process by registering and capturing their employment details as well as uploading scanned copies of the required documents before proceeding to their respective Pension Fund Administrator (PFA) for the physical verification and enrolment.

    “Retirees and prospective retirees who are unable to complete the online registration could approach the Pension Desk Officer (PDO) of their respective MDAs or visit their PFAs for assistance.’’

    ELDER OLOWOSULU: Good morning, I am Elder Olowosulu. I retired as Principal/DDE, from the Federal Ministry of Education (FME), Abuja in November 2018.

    My complaint is about the failure of IPPIS to compute and pay me the deductions from my salary from 2004 to 2018. My mates and colleagues’ benefits in their retirement account with their PFA, were more than mine. I have made about 15 trips and wrote several letters to IPPIS through the Acountant-General of the Federation (AGF) office without adequate response except a paltry sum that was sent to my PFA account with SIGMA Pensions.

    I guess my problem started in 2012 when we were migrated to the second phase with new IPPIS managers. Suddenly, my name disappeared from the payroll because their system shows that I was born on Janaury 2, 1900. Even when it was corrected and I began to receive my salary, only the year of my birth, 1958, was corrected.

    In 2018, IPPIS, again, did not pay me salary until September while I retired on November 8, same year. Throughout my service, I neither left the service for one day nor was suspended.

    I remained a teacher from day one May 5, 1987 on Grade level 08 step 4 to Grade level 16 step 9.

    My demand is that IPPIS is still withholding my benefit, apart from the recent 2.5 per cent which the Federal Government approved for retirees.

    I shall be grateful for your help in sorting out these issues. I was heading to court to sue IPPIS for fraudulently deducting my pension and failing to remit same to my PFA account for years and months before I got your contact as someone who could help me resolve the issue.

    Please note that I have just received a text message, indicating additional payment to my PFA account by IPPIS as part of my outstanding contributory deductions for December 2018.This is still a far cry from my outstanding. Thank you.

    PENCOM: Please be informed that investigations  show that the National Pension Commission has duly reconciled your Retirement Savings Account (RSA) for the period. You are advised to visit the IPPIS office to enable them resolve the issue of non-remittance.

    DADA: President Muhammadu Buhari approved the payments of outstanding accrued pension rights’ retirees, death benefits and 2.5 per cent increase of monthly pension contributions for Federal Government’s employees on Contributory Pension Scheme (CPS). Please I will like to know when PenCom will be paying us the increase.

    PENCOM: Please be informed that payments have been made into Retirement Savings Account (RSA). Kindly contact your Pension Fund Administrator (PFA) for details.

    ANNONYMOUS: I retired in June 2016 from the Federal Polytechnic, Bida. I was paid my benefits in July 2017 through my PFA, Premium Pension. I then transferred to Leadway for Annuity.The Federal Government said it had released funds for the payment of 2.5 per cent,  out the 10 per cent it is owing. When and how will this benefit be paid. I am being owed 24 months.

    PENCOM: Please be advised that if the amount payable is less than N100,000, it will be paid directly into your bank account. However, for payments above N100,000, you are advised to purchase a second annuity from a Retiree Life Annuity (RLA) provider.

    GIMBA: Good day, name is Gimba of the Federal Polytechnic, Bida. My complaint is about the non-release of my pension since October, last year.

    PENCOM: You are advised to  forward your details such as your Retirement Savings Account (RSA) Pin, Pension Fund Administrator (PFA), full name as well as other valid information to enable us investigate further. Please be advised that retirees of Federal Government Tertiary-Funded Ministries, Departments and Agencies are required to undergo a verification and enrolment prior to retirement. If you are yet to undergo this process, kindly visit http://www.pencom.gov.ng to initiate the process and then proceed to your PFA for physical verification and enrolment.

    In addition, please be informed that the Commission has paid the benefits of retirees who left service between January and December 2020.

    ABUBAKAR: Hello, my name is Abubakar. During the approval of the outstanding pension, the president said something about those who retired in 2014.  My father who died  in 2013. Please, I will like to know if his death benefit will also be paid. Thank you.

    PENCOM: Please be advised that your late dad is not eligible for the outstanding pension arrears as this took effect from July 2014.

    ABDULLAHI: Good day, my name is Abdullahi. the son of the late inspector Etubi. You had informed me that everything had been settled. We were asked to provide our father’s name and RSA PIN to enable the commission to investigate. We have done this.

    Later, we were told that our case was mentioned in The Nation publication and that we are among the next batch to be paid. We are yet to be paid. Kindly help.

    PENCOM: Investigation has shown that there are no such details in our database. Kindly visit your PFA to ensure that your documents are submitted to the Commission.

    UKEJE: My name is Ukeje. I retired from the Nigeria Custom Service in 2016 on grade level 10. We read that Mr. President has released 7.5 to 10 per cent, being the backlog of people that retired from 2014 to date. The N33,000 I receive monthly has not been increased.

    CPS contributors hit 9,427,003

    CONTRIBUTORS under the Contributory Pension Scheme (CPS) have increased by 21,450 in one month, The Nation has learnt.

    The scheme recorded cumulative Retirement Savings Account (RSA) registrations of 9,427,003 contributors in August as against 9,405,553 in the previous month.

    This was shown in the National Pension Commission (PenCom) Unaudited Report on Pension Funds Industry Portfolio for the period ended August 2021, obtained by The Nation.

    The commission attributed the growth in RSA membership to the increased compliance by the public and private sectors.

    The pension fund’s net asset value as at the period under review, however, stood at over N12.90 trillion.

    Meanwhile, Pension Fund Administrators (PFAs) invested N8.29 trillion in the Federal Government’s Securities. A breakdown of the investment shows that FGN Bonds got the bigger chunk of N7.78 trillion, followed by the local money market securities, which got N2.12 trillion; and bank placements, N1.99 trillion.

    Also, corporate debt securities got N960.58 billion; treasury bills got N410.81 billion; Agency bonds N14.51 billion; Sukuk N73.80 billion and green bonds N11.49 billion.

    Domestic ordinary shares got N846.54 billion; foreign ordinary shares N107.89 billion; state government Securities N88.06 billion; foreign money market, N41 million; infrastructure funds N73 billion; commercial papers, N125 billion and cash and other assets N130.69 billion.

    ALABI: Dear Omobola, I have written several times and I will not stop writing until my prayers are answered.

    My name is Alabi. I retired in August 2004 as a Permanent Secretary. I participated in the 2017 verification by the PTAD in Lagos State (Southwest) for pensioners. I wish to say that I have started receiving my monthly pension (i.e from March 2018 to date).

    Also, in June 2018, I received my pension arrears.

    I wish to say that my monthly pension should start from that month and year (i.e August 2004). In this regard, payment of my monthly pension should start from August 2004. Also, my pension arrears should commence from August 2004.

    Let me quickly add that I have not received my gratuity from the Federal Government.

    Kindly assist me to compute my gratuity and pension arrears.

    Please assist me so that my labour would not be in vain. I am already over 70.

    FIDELIS: Good Day, does PTAD have anything for ex-workers of NITEL and MTEL that are not pensionable? We were part of the mass retrenchment in 2005 by the Olusegun Obasanjo Administration. What we were paid is nothing to write home about. I worked in MTEL. Is there any hope for us?

    ALABI MICHAEL: Dear Omobola, my name is Alabi Michael. I want to thank PTAD for its assistance to me. I wish to refer to The Nation of June 2, 2021 where I was requested to forward my bank statements from when I retired to June 2021.

    Let me say that the documents were forwarded with a letter on June 19, 2021 via email. Since then, I have not got any response from your end to confirm the receipt of the documents and action taken thereafter.

    I would appreciate it if I can be informed regarding action taken on the matter to put mind at rest in view of my old age. God bless you all at PTAD

    MURITALA: Dear Omobola,  I am Muritala. Thanks so much for your concern over my plight. I withdrew my service in 1997 from the National Youth Service Corps (ÑYSC). My monthly pension was  paid regularly but was stopped in October, last year. I have done the needful, but nothing has been done about it. Please tell them to pay my arrears of one year. Thank you.

    HYACIENTH: I am Hyacienth. I retired from the Nigeria Police Force (NPF) on August 1, 1994. My pay point is the NPF, Umuahia, Abia State.

    My complaint is that I was not paid the increments in salary which was paid to other retired police officers on May 27, 2021. Please I need immediate payment of this benefit.

    HAREES: My father Usman,  retired from the Federal Ministry of Employment and Productivity. He stopped receiving his monthly pension for over eight years, though he has gone through several screening. They pledged to resolve it but to no avail. Please help us. I just heard about The Nation helping people with pension problems.

    MUSTAFA: Dear Omobola, this is a reminder to you that I have sent my scanned verification details to PTAD as directed since July 22, 2021, but I have not received any response from them.

    As earlier complained, I retired from the Lagos State Post-Primary Teaching Service Commission Statutorily on April 30, 2004. The date of my first appointment at Epe Division Grammar School, Lagos State is June 1, 1969.

    I have not been paid the federal share of my gratuity from 1969 to 1976; and my pension from May 1, 2004 to February 2008 (46 months) has also not been paid.

    JOEL: My name is Joel. I retired from the University College Hospital, Ibadan in 2007 on CONTISS 5 Step 12.

    According to the circular on the Consequential Adjustment Table, those on grade level 5 where I  belong to were given 51 per cent  incremental rate, meaning that I will be having N15,504.51 increment   monthly, with a total monthly pension of N45,904.51.

    When the 12 months’ arrears on the May 25, 2021, I received N59,720.76. This was less than what I was expecting.

    On June 3, 2021, I was short paid by N10,525.

    On July 19, 2021, I was paid N29,860.38 as arrears of six months. Again, far less than what I was expecting.

    I will be grateful if my monthly pension is corrected and the balance of the arrears on 12 and six months  paid to me.

    BAKARE: Good day. I am a Federal Government pensioner in a health parastatal. My pension was stopped in October 2020 for no reason or explanation. I was only paid up to September, last year.

    I was verified in July 2019. Kindly help me.

    Good day. I happen to come across this page on a newspaper clip and I decided to contact you for help. I am a FG pensioner under the health parastatal. My monthly pension payment was stopped in Oct. 2020 without any reason or explanation. The last pension I received was Sept. 2020, whereas some of my colleagues who had the same issue had been placed back on the payroll. Kindly help me. I was verified on 24th July, 2019.

    Heirs Life Assurance Limited has received approval from Lagos State Government to underwrite annuity business for the state, the Managing Director/CEO, Heirs Insurance Life, Niyi Onifade has said.

    He made this known at a media parley in Lagos.

    Onifade said the approval was as a result of the confidence the state government has in the company.

    The Federal and state governments are insensitive to the plight of pensioners, the Director, Centre for Pension Rights Advocacy, Comrad,e Ivor Takor, has said.

    Takor, a member of the pioneer National Pension Commission (PenCom) Board, said challenges, which include low coverage and lack of political will, especially by state governments, were affecting the scheme despite the achievements in the sector.

    He noted that only 24 states had enacted laws on the CPS, and of these, only four had fully implemented the scheme. He urged the federal and state governments to comply with the Pension Reform Act 2014.

    He said there was also the need for enhanced service delivery by pension operators and increased awareness. Harnessing the gains of the CPS to the country’s development, Takor stated that the scheme has accumulated long-term investable funds of over N13 trillion, which is being invested to boost development.

    He said: “In most developing countries such as Nigeria, the rates of productive capital formation through savings are low because of poverty and low income. Workers are so poor as to be often near subsistence. They, therefore, cannot save, even if they will like to do so. Other factors include lack of ethics, stressing frugality; prevailing rules of the game that give people little incentive or reward for saving and emulation of consumption standards of advanced nations.

    “One important condition for promoting development is better utilisation of labour. Nigeria has a large part of her labour force that does almost nothing (unemployed). There are others who may not be called employed. They can either be termed  disguised unemployed or underemployed. These are persons doing jobs far below their academic and professional qualifications. Economic growth of a country can be referred to as economic capacity to increase the productivity of services and goods in comparison with previous time period.

    “The success of every government is tied to the growth of the economy of the nation.Therefore, achieving a high and stable economic growth rate is an important issue for every government, since growth is a key to citizens’ enjoyment of a higher standard of living. The CPS, being a mandatory scheme, has compelled employees and employers in the public and private sectors to save a minimum of 18 per cent into employees’ RSA, from where they (employees) will be paid retirement benefits. This has increased national savings pensions fund liabilities have a long maturity period, consequently, they are open to long term investment through long term equity stakes.”

    Takor added that the fund had come as an independent financial intermediary, as the nation’s private business enterprises no longer rely on banks as the sole sources of outside capital for the financing of their businesses.

    The pension advocate maintained that investment of pension funds in federal and state governments’ securities has assisted the governments to manage their national debts, thereby contributing to solving of their financial needs and the stability in the market of government debts.

    This is why the federal and state governments should key into the scheme by comply with the Pension Reform Act 2014, he said.

    KUTIGI: My name is Kutigi. I am a state pensioner with federal share. I retired from the Ministry of Health. My complaint is that I have not received the second tranche of arrears.

    PTAD: Kindly inform the pensioner to provide his verification acknowledgement slip and bank statement from May 2021 till date for further action.

    HARRISON: My name is Harrison. I worked with the Aluminium Smelter Company of Nigeria (ALSCON) from 1995 to 2006. I was verified by PTAD in May 2019. I would like to know when PTAD will pay gratuity and pension of ex-workers of ALSCON?

    PTAD: The pensioner should note that the payment of ALSCON pensioners is one-off and payment is made in batches based on the availability of fund.

    MURITALA: I am Muritala. I withdrew service from the National Youth Service Corps in 1996 after spending 12 years under the old pension scheme. My complaint is that my monthly pension was paid up to September 2020 but that of October is yet to be paid. I was asked to submit some documents, which I did with affidavit, but till date nothing has being done, it was submitted June 15, 2021. Please assist me.

    PTAD: Kindly inform pensioner to scan his verification acknowledgement slip to complaints@ptad.gov.ng and state his complaint while sending, however if he has not been verified, he should scan his service documents, original stamped and signed Bank Statement and BVN printout to verification@ptad.gov.ng

    EDET: Good Day, I wish to draw the attention of PTAD to payment of pensioners’ arrears arising from pension increase which is not in accordance with Salaries, Income and Wages Commission’s Circular dated April 28, 2021. The Commission has approved a harmonised table and the increase for payment in that circular. But what PTAD pays to us is not in the circular. Please let PTAD go back to the figures, and see the pensioners that are not harmonised in accordance with the approved table and adjust them accordingly and pay the balance. Thank you.

    ODIMEGWU: My name is Odimegwu. My complaint is: incorrect monthly payment. I retired as permanent secretary from the Imo State Civil Service in January 1997 with federal share. I suspect some errors in my monthly pension of until June 2021, courtesy of the N30,000 minimum wage, when it was raised.The paucity of my monthly pension not minding the government approved percentage of harmonisation. Kindly see if there is any oversight or error. I shall remain ever grateful if you can look into my problem.

    FLORENCE: My name is Florence, from Uyo, Akwa Ibom State. Someone with phone number, 094621700, called my line, saying she is from PTAD in Abuja that I should send my account number to her to process my gratuity as she saw my request in The Nation. I told her my documents had been sent to PTAD. The caller was a female. She persisted on getting my account number but I declined. She dropped off the call by saying, ‘Okay, have a nice day’. I would like you to help know if PTAD could send somebody to do such a thing with nine digits SMS?

    PTAD: Pensioner should please note that the phone number she quoted is PTAD’s official phone number and she was called so we could get additional information as well as resolve her complaint.     BONIFACE: I am Boniface. I want to seize this opportunity to make input on the review of the pension system. The obnoxious decree of the military regime of General Olusegun Obasanjo deprived me and the people in my category from collecting pension despite that we served for between 10 and 14 years. General Ibrahim Babangida later issued a counter decree annulling the obnoxious decree and restoring the former pension Act but did not backdate the decree to cover our category. The successive civilian regimes after the military had done nothing about it. What offence have we committed to warrant us to undergo such discrimination? I wrote to the Human Rights Commission and they advised me to go to court for the solution but I have no money to employ a lawyer. Please help me.
