PTAD: Pensioner contacted and advised to locate a cyber café to do fingerprint option.

ANONYMOUS:  Good day, I will like to know if my father is eligible for pension under Defined Benefit Scheme (DBS). He was appointed on July 3, 1989 and was removed on April 27, 1999.

PTAD: No name and details provided.

ABDULLAHI: I am Abdullahi from Jos Plateau State. My father was a staff with Ministry of Defence, civilian units for 16 years before he died in 1995. I have attended various screening and verifications and the last one was in Jos in 2017. I have submitted all the required documents for the payment of gratuity and pension benefits as a Next of Kin (NOK), but up to no avail. From your publication of my case, PTAD is asking for is verification number which I scanned and sent since then. I hope Omobola will assist me.

PTAD: NOK should provide deceased name and Bank statement.

OPADEJI: Good day, I thank you for the humanitarian job you are doing to correct anomaly arising from pension payment to pensioners. Please help me out of my predicament. My name is Opadeji. I retired from NITEL on January 21, 2001 on grade level 14 as senior manager. I participated in the NITEL verification exercise in 2001 and PTAD verification exercise in 2005 respectively. In 2005, when I was going for pensioners verification exercise, my documents were missing and I sworn to an affidavit on the loss of the documents. On the basis of the loss, PTAD placed me on grade level 9 and I sent complaint emails to PTAD several times but no action was taken on my complaint email. I therefore, took the risk of traveling to Abuja PTAD office when the original copy of letter of promotion was delivered to me by a good Samaritan. My salary was subsequently readjusted to grade level 14 but less than my salary before the verification exercise and also far less than the pension being paid to my colleagues on the same GL 14. Therefore, I sent many complaint emails but returned undelivered perhaps my emails have been blocked. Since then, I have accepted my fate. Now that I have the opportunity to forward my complaint through you to PTAD, I shall be grateful if my complaint can be treated with utmost concern. Thank you.

PTAD: Pensioner is on Payroll. Pensioner’s grade level readjusted from grade level 9 to 14 steps 10. He should provide Bank Statement from January 2018 to date for reconciliation.

TAUHID: My name is Tauhid, I am a State pensioner with Federal share. I retired as a Director on Grade Level 16 step 9. I retired in May 2009 and was verified in Niger State in December 2017. I have made several attempts to visit PTAD office at Maitama, Abuja. I have sent many people to facilitate the payment of my federal share of gratuity. I wrote in The Nation Newspaper of October 19, 2016 but all to no avail. I am still waiting. I have exercised patience and now I am a patient with two serious diseases. The Nation newspaper should help me so that PTAD can pay my PTAD: Federal Share of Gratuity. Thank you.

Pensioner to provide details of MDA, verification slip and Bank statement from December 2022 to date and has agreed to submit.

FASHAKIN: Dear Omobola, I read your column concerning pension in The Nation Newspaper and I decided to contact you. My name is Fashakin, a pensioner from Nigerian Railway Corporation. After our retirement 17 years ago, the management of the corporation paid part of our entitlement and refused to pay the remaining. Several letters had been written and efforts made to get our legitimate right but they were rebuffed by the management. Then, we engaged the service of a lawyer who wrote to ask for our money.

The management replied our lawyer to forward the names and other information of his clients that they are owing. The names were sent to them, still the management refused paying. All these happened last year. The case was referred to EFCC in Jan 11 this year. We waited for EFCC to call us for investigation according to our lawyer, but when we did not hear from them, I went to their office on May 20, 2022 with a letter of reminder. The letter was refused, to my greatest surprise. I was told that EFCC declined to investigate the case of fraud brought against the railway management. Madam, I have the proof of all I have said.

I would be glad if you can step in and look into our case. Thank you.

PTAD: Pensioner did not state nature of complain. He did not respond to phone calls, he can contact PTAD directly.

  • PenCom to employees: know your rights

PenCom to employees: know your rights

The National Pension Commission (PenCom) has reiterated the need for employees to know their pension rights as established in the Contributory Pension Scheme (CPS) and enshrined in the Pension Reform Act 2014 (PRA 2014).

In this regard, PenCom Director-General, Mrs. Aisha Dahir-Umar  has called on the employees covered by the PRA 2014 to observe and report any violations of legal provisions in the Act.

The PenCom boss in a statement also encouraged employees to regularly review their Retirement Savings Account (RSA) statements and report instances of non-remittance to the commission.

She urged them to verify their employers’ adherence to the Group Life Insurance Policy (GLIP).

She assured that the commission remains steadfast in its commitment to the effective regulation and supervision of Nigeria’s pension industry.

She said: “The Pension Reform Act 2014 (PRA 2014) protects employees’ rights, offering crucial protection, compensation, and support throughout their careers and retirement. These rights extend to all employees enrolled on the Contributory Pension Scheme (CPS).

“It is, therefore, crucial for both employees and employers to familiarise themselves with these rights to ensure compliance”.

    Ensuring the right to pension

Mrs. Dahir-Umar explained that Section 3(1) of the PRA 2014 establishes a Contributory Pension Scheme for all employments in Nigeria. The scheme guarantees the payment of retirement benefits to covered employees.

“It applies to employment in the Public Service, Federal Capital Territory, States, Local Governments, and the Private Sector. The PRA affirms the right of every employee covered under it to receive a pension”.

    Right to employer contributions

PenCom to Employees: Know your Rights“Section 4(1) mandates employers to contribute a minimum of 10 per cent, while employees contribute a minimum of eight per cent of their monthly emoluments to the pension scheme. The PRA defines monthly emoluments as basic salary, housing, and transport allowances. Consequently, every eligible employee has the right to the employer’s contribution, a minimum of 10 per cent of their monthly pay”.

    Guaranteeing life insurance

“Section 4(5) prescribes that every employer must maintain a Group Life Insurance Policy (GLIP) for each employee, amounting to three times the employee’s total annual emolument. This provision ensures that employees are entitled to life insurance coverage. Employers failing to fulfil their payment obligations must arrange for the settlement of claims arising from the death of any staff. Furthermore, the Revised Guidelines on GLIP for Employees, under Section 5.5, reinforce the importance of prominently displaying the GLIP certificate within employers’ premises”.

    Empowering retirement benefit choices

She further stated that every employee covered under the PRA 2014 has the right to determine how to access their retirement benefits, whether through Programmed Withdrawal or Annuity.

“Section 7(1) specifies that a retirement savings account holder shall, upon retirement or upon reaching 50 years of age, choose between securing a Programmed Withdrawal or a Retiree Life Annuity. The retiree is also entitled to choose to take a lump sum or take higher periodic pension.

Freedom to Choose a Pension Fund Administrator (PFA)

Section 11(1) of the PRA 2014 grants employees the right to maintain an account with any Pension Fund Administrator. This provision ensures that employees can choose a PFA without interference from their employer or any third party”.

    Timely remittance of contributions

“Section 11(3)(a) and (b) emphasises the right of every covered employee to timely remittance of contributions into their retirement savings account. Employers must remit employee and employer contributions no later than seven working days from the day the employee receives their salary”.

Regular information on investment strategy and market returns

“Every participant in the CPS is entitled to regular updates on their PFA’s investment strategy, market returns, and performance indicators. Section 55(d) of the PRA 2014 mandates PFAs to furnish such information regularly to all RSA holders.

    Accessible customer service support

“RSA holders are entitled to customer service support. Accordingly, all PFAs are mandated to put in place structures that facilitate easy access to services such as RSA update, 25 per cent access due to job loss and request for RSA statements.

Guarantee of pension and retirement benefits

“Employees have the right to receive their pensions and other retirement benefits upon retirement. This includes lump sum disbursements, periodic pension payments, and en bloc payments as the case may be. The PRA 2014 ensures the payment of these benefits, safeguarding the financial security of retirees”, she added.

‘West Africa nowhere near desired goal on insurance’

The acceptance of insurance in West Africa is no near the desired goal of practitioners in sub-region, the President/Chairman Of Council, West Africa Insurance Companies Association (Waica), Mr Eddie Efekoha, has said.

He spoke during the official opening of the 2023 WAICA Education Conference held in Freetown, Sierra Leone.

He stated that the clarion call is for everyone to embrace insurance, noting that insurance companies have the strides to promote the acceptance of insurance in the sub region.

He maintained that they are making progress but are nowhere near the desired goal yet.

He pointed out that while their collective goal is to drive opportunities for the growth of the insurance industry regionally, he is positive that their collaboration will go a long way in helping them to achieve this goal.

Speaking on the theme of the  Education Conference, “Aligning Insurance Practice in the 21st Century to Serve Public & Private Sectors,”, he said it is an expression of what they all want the industry to develop into.

‘’We are concerned and looking at issues bothering on building trust and confidence in the industry and harmonizing financial reporting across the region through implementation of the IFRS 17 standard.

He said: “As our esteemed clients are evolving and displaying various innovations, you will agree with me that there is need to align our insurance practice to meet their needs and demands. The relentless match of online and mobile technology will continue to fuel the constant change in clients’ expectations.

“Similarly, online social networks are becoming pooling mechanisms for insurance and whether we like to admit it or not, Insurance companies are fast changing roles. The evolution is here; therefore, we must embrace it. Advances in software and hardware are transforming “big data” into information that gives enough insight into the future for decision makers to act.

“As the industry reaps the gains from the most recent wave of automation, new technologies (Insuretech) are significantly enhancing operational efficiencies, increasing revenue opportunities, and improving customer experience. How do we maximize the potentials of Insuretech using tools like block-chain technology and artificial intelligence among others? We need to ensure persistence, respect, integrity, and passion by way of ethics in the industry to boost the confidence of customers”, he added.

Presently, the Federal Airport Aviation Authority has now sent me out of the quarters with my seven children and I have nowhere to stay with them. As a result they have dropped out of school. I learnt that First Guarantee has been merged with Access Pension. I met one of my friends and others who lost their husbands in 2021 and 2022 and they said they have been paid. I need your help because I have nowhere to stay.

PENCOM: Dear Madam, the request has been processed and batched; payment is subject to release of funds by the FGN. Your Pension Fund Administrator will contact you once it is concluded.

EVANS: Good day, my name is Evans. I am a retiree with Nigerian Correctional Service. I am using NLPC pension PFA. On Wednesday last week, I went to my PFA and met with the manager, one Mr James. I informed him of my desire to move to annuity, having provided the necessary documents to the insurance company. The insurance company only requested for my RSA statement of account to enable them complete the process. The manager told me to write an application for my request and direct it to the Managing Director of NLPC and call him back a week later. I called him recently and he said it will take a month before approval will be given. I enquired to know why? He said that it is the rule and if I am not comfortable I should consult PenCom. This is why I decided to contact you to know if I don’t have the right to decide what to do with my pension. I also want to know if one month is the rule or not. Please, I need your help.
