    RTEAN moves to reduce road crashes

    …direct members to embrace pre, post crash initiative 

    The Road Transport Employers’ Association of Nigeria (RTEAN), in collaboration with the Federal Ministry of Transportation and stakeholders, is aiming to reduce road traffic crashes and ensure victims receive attention quickly. 

    The association in a statement signed by its President, Musa Maitakobi, and National Secretary, Comrade Yusuf Adeniyi, said this was towards the fulfilment of the dictate of the United Nations Decade of Action of Road Safety 2021-2030, which aims at reducing death due to Road Traffic Crashes by 50 per cent before the year 2030.

    It called on transport workers to embrace the Pre and Post-Crash Initiative for the Road Transportation Sector.

    The union lamented that every year in Nigeria, Road Traffic Crashes (RTC) and accidents claim thousands of lives and caused varying degrees of bodily harm to many people. 

    It noted that on many occasions, victims of road accidents are left unattended at the point of crash, thereby reducing their chances of survival, adding also that many of the survivors are made to pay huge sum of money for their medical and emergency treatment. 

    “As such, in a bid to address this problem, the Federal Ministry of Transportation in collaboration with stakeholders in the transportation sector has fully commenced the implementation of the Pre and Post-Crash Initiative for the Road Transportation Sector in Nigeria”, the statement said.

    The organisation disclosed that the initiative seeks to ensure that all vehicles whether private and commercial acquire lifesaving tools and skills in accordance with the National Road Traffic Regulation (NRTR) 2012 and the Nigerian Highway Code. 

    It added: “The Road Transport Employers’ Association of Nigeria (RTEAN) empowered by its establishing Act, is mandating all commercial transport vehicles (inter and intra state) to ensure the safety and security of all passengers and commuters by registering their vehicles under the Pre and Post-Crash Initiative for the Road Transportation Sector in Nigeria especially during this festive period that records high volume of passengers’ movement across the country as well as high rate of casualties involved in RTC/accidents. 

    “This is to ensure that all passengers and commuters are well-protected and secured while in transit through the benefits attached to the Pre and Post-Crash Initiative for the Road Transportation Sector in Nigeria. Gllaborating

    “RTEAN is partnering with the Federal Road Safety Corps (FRSC), Nigeria Police Force and Directorate of Road Traffic Services (VIO) to ensure maximum compliance. 

    The union wanted that any commercial vehicle that does not comply with the directive by November 2024 shall be arrested and fined. 

    “RTEAN shall also advocate through all relevant mediums that members of the public should not patronize any unregistered vehicle for their own safety and security.”, it added. 

    The organisation listed some importance of the initiative which included the acquisition of standardized and recommended vehicle First Aid Kit as stipulated by the National Road Traffic Regulation (NRTR) 2012 and the Nigerian Highway Code. 

    It said the Vehicle First Aid Kit is to help first responders attend to RTC/accident victims in order to give them a fighting chance at life before emergency response unit arrives. 

    It added that there would also be death benefit coverage of N1.5 Million for each occupant of the registered vehicle with medical and emergency treatment Coverage of N1 Million for each occupant of the registered vehicle.

    This followed the completion of the two-term tenure of former MD Fidet Okhiria.

    The change of guards was announced in a statement by the corporation’s Deputy Director of Public Relations, Yakub Mahmood.

    Iloanusi is the oldest director in active service, having joined the NRC in 2011 and became director in 2019.

    • Lagos gets operational licences from NRC

    Lagos State Governor Babajide Sanwo-Olu and Deputy Governor Obafemi Hamzat will lead other members of the state executive council and top politicians on the historic commercial train ride on the Red Line Mass Transit tomorrow.

    It will be the second time in less than two years that Governor Sanwo-Olu will be performing the historic ride, having done same on September 4 last year on the state’s first metro line, an electric train, from Marina to Mile 2.

    The Red Line was inaugurated on February 29 by President Bola Ahmed Tinubu.

    A trial run had been conducted on the Red Line from September to October, in accordance with the requirement by the regulator, Nigerian Railway Corporation (NRC), which last Friday presented the operator, Lagos Metropolitan Area Transport Authority (LAMATA), with the requisite licences to operate the two metro lines.

    The commercial operation for which a commercial schedule was released last Friday, will be launched from Agbado, a densely populated border community in Ogun State, from where it will head for Oyingbo on Lagos Mainland.

    Among other dignitaries expected to join Lagos governor are members of the state executive council, top politicians, among them members of the Governance Advisory Council (GAC) led by nonagenarian Alhaji Tajudeen Olusi, while the Managing Director of LAMATA, Abimbola Akinajo, an engineer, will lead other top officials of the agency, as well as the contractor, Messrs China Civil Engineering Construction Corporation (CCECC) officials on the historic trip.

    The 27km Oyingbo-Agbado line is the first phase of the 37km lane that is expected to terminate at Marina, going through Iddo, Otto and through the lagoon.

    A statement by LAMATA said the launch would begin from Agbado in reference to feedbacks obtained.

    Managing Director of NRC, Fidet Okhiria, an engineer, who handed the certificates over, said it was the first time since the Nigerian railway came into being in 1912 that another entity outside the Federal Government would operate train services in the country.

    LAMATA said in a statement via its official X (formerly Twitter) account that the NRC granted a three-year operational licence to the Blue Line and a six-month temporary licence to the Red Line.

    The licences were handed over by Okhiria to Akinajo, on behalf of the Lagos State Government.

    The statement said the train would make a three minutes stop at the eight train stations along the route, Agbado, Iju, Agege, Ikeja, Oshodi, Mushin, Yaba and Oyingbo.

    The Red Line, which is operated by LAMATA for the Lagos State Government, is a diesel propelled locomotive bought by the state government from Talgo train in Tulsa,  United States of America.

    It shares the national corridor with the NRC.

    According to the schedule, the train runs twice at peak periods- morning and evening, leaving Agbado by 6am, getting to Iju by 6:07am, arriving Agege by 6:1am, Ikeja by 6:29am, Oshodi by 6:40am, Mushin by 6:49am, Yaba by 6:57 am and Oyingbo by 7:07am.

    The second train is expected to leave Agbado by 7:10am and making the final destination at Oyingbo by 8:27am.

    For the evening trip, the train will leave Oyingbo by 6:20pm and get to its final destination by 6:27 pm, while another one departs same Oyingbo by 6:47pm and gets to Agbado by 7:47pm.

    From Agbado end, the evening shuttle, according to the schedule, also leaves Agbado by 6:50pm and gets to Oyingbo by 7:57pm, while the second train leaves Oyingbo by 8:10pm to get to Agbado by 9:17pm.

    The train’s stabling yard, it was gathered, would in the meantime be at Oyingbo, while efforts were being made to complete the Agbado stabling yard soon.

    History was made in the country at the weekend, as NRC granted Lagos State Government operational licences to run its two completed mass transit rail lines, the Blue and Red lines, on the Lagos Mass Rail Transit.

    This happened 72 hours before the official launch of passenger operations on the state’s second colour-coded line, the Red Line, which is a 27km first phase of the Red Line, which will run from Oyingbo to Agbado.

    A growing focus of the Federal Road Safety Commission (FRSC) is to ensure vehicle drivers extend to their passengers the sort of courtesy that air passengers get from pilots.

    The commander of the FRSC in Adamawa State, Yahaya Adikwu, who indicated this in Yola, said the FRSC wants drivers who will tell passengers about the recommended safety speed limits they would observe and go ahead to faithfully observe them.

    He spoke during a courtesy call on the Correspondents Chapel of the Adamawa Council of the Nigeria Union of Journalists that such ernest communication fosters a sense of responsibility and trust between drivers and passengers.

    Adikwu, who spoke in the spirit of this year’s Customer Service Week, stressed that if such honest courtesies as necessary communication between drivers and passengers can be attained, human errors which account for most accidents would be avoided.

    The Nation reports that globally, about 1.3 million people die from road crashes every year, just as the death figure for Nigeria last year was put at 5,081.  

    Adiku said he is pained by such avoidable deaths, stressing that new strategies are needed to curtail the crisis.

    Adikwu, stressing the importance of value reorientation, promised that his command would focus on changing driving habits for the benefit of all.

    Responding to the visiting FRSC commander, the Correspondents Chapel Chairman, Padio Phineas, appreciated Adikwu, who was a practising journalist before he joined the FRSC.

    Phineas said Adikwu, by his visit to the Chapel, became  the first service commander to do so.

    LEADING ride-hailing platform, Bolt, recently hosted a Women Drivers Safety Forum in Abuja to address safety concerns faced by female drivers and educate them on the safety features available on the app.

      The event brought together female drivers, safety experts and representatives from Bolt to discuss safety challenges and best practices for ensuring the well-being of women drivers on the platform.

    The forum featured presentations and discussions on a range of safety topics, including safety features on the Bolt app, strategies for handling challenging situations, self-defense awareness, reporting and support mechanisms. 

    Drivers were guided through the app’s safety features, such as the emergency button, driver verification, trip sharing, audio recording amongst others and encouraged to utilize these tools effectively.

    General Manager at Bolt Nigeria, Osi Oguah, said: “We recognise the unique challenges faced by women drivers and we are committed to working hand-in-hand with them to address these issues.

I’m excited to be leaving this event today knowing more about the safety features available on the Bolt app, especially the audio recording feature”.

       Bolt reiterated its commitment to driver safety and announced plans to continue organising similar events in the future to further strengthen safety measures for female drivers on the platform.

    CNG: FG rolls out 10,000 kits across Lagos, Ogun, Kaduna, more

    As part of the Compressed Natural Gas (CNG) initiative, the Federal Government has created the Conversion Incentive Programme geared towards ensuring that the CNG conversion was pushed out, especially through the mass transit and commercial vehicle routes.

    The Presidential Compressed Natural Gas Initiative was set up by President Bola Tinubu to create not only the platform for CNG conversion but also to ensure that it was adopted, accepted and implemented.

    The Presidential Compressed Natural Gas campaign initiative kicked off in Lagos which attracted representatives from the Nigerian Association of Road Transport Owners (NARTO), Nigerian Union of Road Transport Workers (NURTW), Tricyclists popularly known as ‘Keke Napepe’ among others from across the Southwest including Ogun, Ekiti, Osun, Oyo States, gathered in their numbers to take advantage of the initiative

    The Commercial Operations Manager, PICNG, Omoh Omoukhuede, said to kickstart the initiative, the federal government had started off deploying 10,000 kits over the next couple of weeks.

    “We have started that today with 10,000 kits going out to different locations including Ogun, Oyo, Kaduna, and Abuja as well as the Lagos state. We are here at the Portland Ojota Conversion Center as part of the First Come, First Served Conversion Incentive Program with regards to PiCNG”. This means that the CNG is here to stay, Omoukhuede added.

    The federal government under the watch of President Tinubu had given the directive that a million cars be converted between now and 2027. The Commercial Operations Manager said the directive was on the right track. “We believe that if we keep pushing through this incentive program, especially touching the hearts and minds of the pockets of people, especially Nigerians in the transportation system, we’ll be able to achieve this, he added.

    The Commercial Operations Manager said it was an opportunity to push through the CNG initiative starting with the mass transit operators. He said it was very key to ensure that the mass transit system in Lagos, in these other states and also nationwide were keyed into the project, especially from a transportation point of view citing the implications of the present fuel crisis in the country.

    “We all know the impact of the fuel price, we understand fully that we have alternatives, gas is one of them”, he voiced.

    Omoukhuede narrated that for you to fill up your car right now; it’s going to cost you an arm and a leg. But if you convert to CNG, you’re looking at savings of almost 80 per cent in comparison to how much you actually spend on petrol.

    “Just to give you an instance, for you to fill up your normal Toyota four-cylinder car, you’re talking roughly between, well then it was 20, 35, now it’s going up to about 40, 45, 50”, he explained.

    But for CNG, you will not spend anything more than 5,000 naira. And you will cover pretty much the same amount of distance as you would if you fill up your car, he stated.

    “This is quite spectacle for a lot of people to actually tap into. We urge the private sector as well to come in, to also support this initiative”, he appealed adding that the federal government cannot do it alone.

    The Chief Operating Officer, Portland Gas Limited, CNG, Michelle Ejiofor said introducing the CNG into the vehicle, and retrofitting it, actually gives a better emissions as well as it reducing the cost of transportation adding that’s a cleaner energy, and cleaner source of oil.

    According to Ejiofor, if we have a lot of the mass transit vehicles being retrofitted with the CNG, it will lower the cost of food, cost of transportation, and then Nigerians get to smile actually.

    While calling on all Nigerians to embrace the federal government initiative, Michelle commended the government for also now collaborating with different conversion centers who had been given the mandate to convert these various vehicles into CNG.

    She disclosed that the center had received 50 kits where it’s going to convert 50 commercial vehicles into CNG.

    At the moment we have over 30 vehicles, so we have a mark of 50. Once we hit the mark of 50, then we have to close adding it’s a free initiative given to the mass transit by the federal government.

    Aside that CNG is a safe gas, Michelle added that it’s safer than the petrol combustion; it reduces emissions, as well as promoting cleaner energy adding it’s going to be on the first-come, first-served basis.

    “So for the first-come, first-served program, we have called on various vehicles to come, now, these vehicles will be inspected, will be diagnosed.

    Now, the vehicles that actually pass the test will be keyed into the system for the actual conversion. So if your vehicle doesn’t pass the test, then it means you would need to step aside, and maybe if you have minor repairs to do, then you can go ahead and do that and wait for the next program”, Michelle explained.

    Basically, we have a diagnostic machine, and then we have the engineers on ground that would inspect your vehicles physically and also using the machine, so once you’re good to go, then we key in you for the conversion, she further added.

    Waterways safety requires stakeholders collaborative efforts – NIWA

    The Warri  Area Manager, National Inland Waterways Authority (NIWA), Engr Rufus Oladimeji, has expressed concern over the safety of boat passengers and goods along the creeks of the Niger-Delta region, especially within coverage areas. 

    He stressed the need for a robust synergy among all stakeholders to enhance safety of lives and property.

    He appealed  to Delta Government through the Commissioner of Transportation to work in synergy with the Authority to intensify enforcement and regulatory oversight based on the newly gazetted Inland Waterways Safety Code 2023, enacted to ensure the safety and security on the waterways.

    Oladimeji made the appeal in a speech delivered during a one-day sensitisation workshop with the theme: “Total safety measures Compliance on our waterways” at the Delta state Government Jetty, inside the main market in Warri South Local Government area of the slate.

    He also canvassed the need for the various security agencies, mostly the Navy, Marine Police, and Civil Defense to partner with the parastatal in the area of law enforcement, as a way of enhancing their presence and response capabilities while dealing with defaulters of the safety codes.

     He said: “Distinguished guests, especially the representatives of the Delta state government here present, today, I am honored to welcome and address you today on behalf of the Managing Director/CEO National Inland Waterways Authority on the critical issue of safety on our waterways”

    “As we gather here, I am pleased to announce that the National Inland Waterways Safety Code 2023 has been gazetted, marking a significant milestone in our efforts to ensure the safety and security of our waterways”.

    “This comprehensive code outlines the regulations and guidelines for safe navigation, vessel operation, and environmental protection on our inland waterways. Let us work together to: Ensure strict compliance with safety regulations, Enhance safety infrastructure and equipment, Promote education, training, and awareness, Foster collaboration and information sharing among stakeholders, Encourage community involvement and reporting of incidents”.

    “I appeal to the Commissioner of Transportation to work in synergy with the Authority to intensify enforcement and regulatory oversight. I request the Navy, Marine Police, and Civil Defense to enhance their presence and response capabilities”.

    The event that was well attended by various units of boat operators and associations saw the delivery of quite a number of lectures to the participants and also offered the leadership of these groups the opportunity to ask questions on some critical issues that bothers on their operations

    The high point of the workshop was  a display of rescue operations on the river by a team of well trained safety experts and the distribution of Life-Jackets to the leadership of these boat associations to their passengers.

    NIPSS DG hails Portland gas for leading in vehicle conversion to CNG

    The Director-General of the National Institute for Policy and Strategic Studies (NIPSS), Kuru, Plateau State, Professor Ayo Omotayo, has praised Portland Gas for its pioneering efforts in the conversion of vehicles from petrol consumption to Compressed Natural Gas (CNG).

    Omotayo, who made the commendation during a tour of the conversion centre of NASENI-Portland Gas in Abuja on Monday, emphasised the importance of the embracing CNG as alternative to petrol in order to promote cleaner energy, reduce cost of transportation and contribute to environmental sustainability.

    “I must tell you that having visited this facility, I am impressed by what I have seen because not only is Portland leading the surge for green energy, it is also buying into government’s promotion of the use of CNG. If we have more vehicles driven by CNG, the cost of transportation will be lower,” he said.

    He noted that the innovative shift to CNG by the government aligns with global trends towards greener energy solutions and sets a positive example for other industry players to follow.

    “I wish other companies who have the capacity can also do the same thing so that we can have more vehicles converted, have lower cost of running our vehicles and at the same time have greener air to breathe,” he said.

    The Director General, who said Portland Gas is actually implementing the theme of last year’s parley of NIPSS, which focused on the utilization of gas as a transition fuel, reaffirmed NIPSS’s commitment to advocating for the conversion of more vehicles to CNG, as part of the institute’s broader vision for sustainable energy and environmental conservation.

    Speaking to newsmen after conducting the Director-General around the NASENI-Portland Gas facility, the Chief Executive Officer, Mr. Folajimi Lai Mohammed, stated that they were working on forging a partnership with NIPSS to train more artisans in the conversion of vehicles to Compressed Natural Gas (CNG).

    “The reason for this tour is to see how we can engage NIPSS as a partner in terms of making people to understand the nature of the conversion not just only from the commercial point of view but from the safety point of view.

    “We get a lot of artisans and people interested in the art of conversion and so what we want to do is to partner with NIPSS to make sure that some sort of certification can come with the partnership so that we can be seen and recognized as authorized people within the CNG space,” he stated.

    Mohammed stressed that with the removal of the petrol subsidy, Compressed Natural Gas (CNG) remains the only viable alternative for more affordable fuel.

    NIWA reaffirms commitment to PPP for re- energised waterways operations

    The Managing Director of National Inland Waterways Authority (NIWA), Mr. Bola Oyebamiji, has expressed desire in consolidating the Public/Private Partnerships blueprint already initiated by his predecessors in office as a way of opening up new opportunities to maximized full economic potentials of the nation’s waterways.

     Oyebamiji made this commitment while speaking with newsmen at the end of his two-day working  visit to NIWA office in Warri, Delta state, last week as part of his on-going familiarisation tour of its facilities across the country and also to boost the morale of its workforce on the task ahead in re-positioning the parastatal.

    Responding to how he intended to continue the initiated partnership between NIWA and Burutu Port Management in the State, he expressed optimism the synergy would no doubt boost commercial activities along the Delta waterways and reaffirmed his determination to promote Public Private Partnership in all its operational bases in the country.

    He emphasised that the best way to go is the PPP, describing it as the norm now in the world, just as he disclosed that the Ministry of Marine and Blue  Economy has been preaching this global trends in harnessing the economic viability of the maritime domain.

    While pointing out that his predecessor in office had taken a good step in this direction, NIWA boss assured that they are going to follow it through, adding that they are going to be sure that the partnership with people who have genuine intentions and purposes are sustained.

    On Waterways security and efforts being made by the establishment to partner with security agencies in ensuring safety, especially along its right of ways, Oyebamiji, recounted various initiatives so far taken by the Minister, Chief Adegboyega Oyetola, in addition to the key areas the parastatal had also made its own inputs.

    He revealed that recently when he came on board he held meetings with some major stakeholders and have collectively chatted a way forward, adding that the parastatal had decided to take its security arrangements to the grassroots, as they have engaged the various village heads across their operational areas to see how they can safeguard their environment.

    According to him: “They understand their terrains, so they are in a better position to tell us more about their creeks and the flash points. They know their people, so they can guide on the good and criminally minded individuals in their areas,” adding that this will go a long way in assisting to tackle the issue of insecurity within its operational areas.

    He hinted that they have also engaged their own personnel securities, adding that this would complement the efforts of the Marine Police and the conventional security agents that had ensured some level of safety on the Waterways.

    “You will also remember that about three months ago or so, we commissioned some newly acquired gunboats and I can tell you that they are being deployed to strategic locations of our operations across the country“.

    On his general assessment after the tour of the Zonal office, Mr. Oyebamiji, noted that part of the reason he came to Warri was evaluate the present condition of some of its operational equipment at the Zonal office, In order to have a first hand knowledge of what they needed to do to upgrade some of these facilities.

    Earlier during a meeting with the workers, Oyebamiji, had reiterated his commitment to the welfare of staff, interns of training and retraining, promotions and remunerations, including the education of the children of his work force.

    While expressing his willingness to meet all their demands, he noted that he might be constrained by inadequate funding, hence he had to prioritize their requests. 

    He however urged them not to be discouraged but see their present position and an opportunity to make the difference in making Inland Waterways more efficient and productive.

    In his opening remarks, the Warri Area Manager, Engr Rufus Oladimeji, had thanked the Managing Director for providing them with an operational vehicle and went ahead to reel out a number of requirements needed at the Zonal office to boost its operations.

    The long-awaited moment has arrived. The Lagos Red Line train is on the brink of revolutionising urban transit, and soon, everybody will have the chance to experience it first-hand. Last Wednesday, the air was thick with anticipation as Commissioner for Transportation Oluwaseun Osiyemi, alongside high-ranking officials, embarked on a historic journey marking the prelude to commercial operations later this month. This trial ride, a prelude to what promises to be a transformative mass transit link between bustling Lagos and the tranquil Agbado in Ogun State, set the stage for a new era of connectivity.

    At precisely 2 p.m., Osiyemi and his team entered the vibrant heart of Platform 1 & 2 at the Ikeja Mega Train Station. The trial run of the Agbado to Oyingbo segment—a key part of the ambitious 37-kilometer corridor—was about to begin. This corridor, when completed, will stretch from Agbado to Marina, weaving through the economic and commercial hub of Lagos Island. The project, a testament to modern engineering, was brought to life by the China Civil Engineering Construction Corporation (CCECC) Nigeria in collaboration with the Lagos State Government.

    Upon arrival, Osiyemi was greeted by Lagos Metropolitan Area Transport Authority (LAMATA) Managing Director Mrs. Abimbola Akinajo and other senior officials. Since its inception in 2003, LAMATA has been at the forefront of reshaping Lagos’s transport landscape, continually refining its intermodal masterplan to address the challenges of Africa’s most populous megacity. The launch of the Red Line signifies not just a new transit alternative but a monumental leap towards easing the city’s congestion and connecting its sprawling neighbourhoods with unprecedented efficiency.

    LAMATA’s ambitious initiatives have elevated Lagos to new heights among its peers, blending road and BRT reforms with the introduction of two state-of-the-art metro systems. One of these is an electric train system designed to offer commuters viable travel alternatives and alleviate the severe traffic congestion that, according to the Danne Institute for Research in 2023, costs Lagos a staggering N4 trillion annually.

    The construction of the second metro line, the Red Line, commenced in October 2021. This initiative was part of the Babajide Sanwo-Olu administration’s strategic use of Federal Government COVID-19 relief funds to address long-standing rail infrastructure challenges. While the Blue Line had languished due to inadequate funding, the Red Line, which had previously seemed destined to remain a mere blueprint, began to take shape. Support from the Central Bank and six commercial banks significantly accelerated the Red Line’s progress, mirroring the development of the Blue Line. Remarkably, the Red Line, sharing a corridor with the national rail network, was completed in just three years—a stark contrast to the 16-year timeline of the Blue Line.

    The Red Line features eight stations—Oyingbo, Yaba, Mushin, Oshodi, Ikeja, Agege, Iju, and Agbado—designed to handle passenger traffic independently of the Nigerian Railway Corporation’s stations. It also includes six overpasses located at key points—Oyingbo, Yaba, Ikeja, Agege, and Mushin—to minimise vehicular interference. The final overpass was commissioned on August 17 of this year, paving the way for the Red Line’s full commercial launch. The Red Line corridor also includes pedestrian crossings to manage foot traffic and is undergoing a crucial upgrade from wire-mesh fencing to robust concrete walls to prevent accidents. In July, at a public forum at the Lagos State University (LASU), Fidet Okhiria, Managing Director of the Nigerian Railway Corporation (NRC), announced the completion of inspections for all rolling and fixed assets of the Red Line. He indicated that the NRC would soon issue a safety certificate, paving the way for the state government to commence commercial operations.

    LAMATA’s Director of Rail Services, Engr. Olasunkanmi Okusaga, recently revealed that commercial operations are slated to begin in September. He outlined the forthcoming phases: a six-week non-passenger test of the rolling stock, followed by a trial period with select non-fare-paying passengers to gather public feedback, leading up to the official launch. Okusaga’s announcement quelled growing scepticism, especially following criticism directed at the Sanwo-Olu administration for its delay in launching the project. The Red and Blue Lines have captured President Bola Ahmed Tinubu’s attention, who, during the Red Line’s inauguration, celebrated it as a testament to the benefits of progressive democracy that Lagos continues to enjoy.

    Overview of the Red Line

    The Red Line is a major 37-kilometer rail corridor that will connect Agbado to Marina, promising to significantly enhance Lagos’s transit infrastructure. Initially, the line will operate from Agbado to Oyingbo, utilising the existing tracks of the Nigerian Railway Corporation (NRC) from Agbado to Ebute Metta Junction (EBJ) at Alagomeji. Beyond Ebute Metta, the Red Line will cross the Lagoon to reach Marina, integrating seamlessly with the Blue Line Station. This integration will also accommodate the future Green Line, which will extend from Marina to the Lekki area.

    Using the International Standard Gauge (ISG) of 1435mm, the Red Line is expected to accommodate approximately 750,000 passengers daily when it begins operations, with the capacity anticipated to rise to 1.1 million passengers once fully operational. The Red Line stands as the second flagship project of the Sanwo-Olu administration and is a key element of the THEMES+ agenda, which places a strong emphasis on improving transportation and managing traffic congestion as primary pillars of its development strategy. The project is planned in three phases: The first phase of the Red Line will extend from Oyingbo to Agbado, sharing the NRC’s standard gauge tracks from Ebute Metta to Agbado, covering a distance of 26.3 kilometers. This phase will feature stations at Oyingbo, Yaba, Mushin, Oshodi, Ikeja, Agege, Iju, and Agbado. To address level crossing challenges, the government has constructed five overpasses and three pedestrian bridges at strategic locations, including Oyingbo, Yaba, Mushin, and Ikeja.

    The second phase will extend the rail system from Oyingbo to Marina, incorporating elevated rail infrastructure across the Lagoon, a design approach similar to that used for the Blue Line from Iganmu. This phase will introduce three additional stations at Iddo, Ebute-Ero, and Marina. The third phase will focus on establishing an independent rail system from Oyingbo to Marina, enhancing the overall connectivity and capacity of the Red Line. The Red Line project is poised to be a transformative addition to Lagos’s transportation network, reflecting the administration’s dedication to improving transit infrastructure and reducing traffic congestion.

    The segment of the Red Line from Oyingbo to Agbado, inaugurated by President Tinubu, is situated in densely populated areas, where the construction posed significant challenges. The development process involved extensive stakeholder engagement to secure the necessary right-of-way for the mass transit train, impacting numerous households and businesses along the corridor.

    To address potential environmental and social impacts, LAMATA undertook comprehensive measures. They prepared an Environmental and Social Impact Assessment (ESIA) and a Resettlement Action Plan (RAP), both of which received certification from the Federal Ministry of Environment. Additionally, LAMATA implemented an Environmental and Social Management Plan (ESMP) to manage the effects of civil works, including the construction of rail tracks, stations, overpasses, and pedestrian bridges. In a bid to mitigate the impact on affected communities, over 5,000 individuals and businesses received compensation, underscoring LAMATA’s commitment to balancing infrastructure development with social responsibility.

    The 27-kilometer stretch from Oyingbo to Agbado of the Red Line shares tracks with the Federal Government’s NRC Lagos-Ibadan Railway Modernisation project, which includes two stations: one at Alagomeji in the Ebute-Metta area and another at Agege. In contrast, the Red Line boasts a full complement of eight stations. While seven of these stations feature complete infrastructure, Oshodi is integrated into the Oshodi Transport Interchange, providing seamless connectivity. Additionally, the Red Line infrastructure includes two stabling yards located at Ebute-Metta and Agbado. An independent rail track system from EBJ to Iddo (Otto) has also been completed for stabling purposes.

    To kick start operations, the Lagos State Government has procured two sets of Talgo trains from Milwaukee, USA, specifically for the Red Line. During a recent visit to China, the governor placed an order for six additional train sets, which will be split equally between the Blue Line and the Red Line, comprising both electric and diesel locomotives. This significant investment in rolling stock underscores the commitment to delivering efficient and modern transit solutions for Lagos.

    The Danne Institute for Research, along with other prominent organisations, has long been intrigued by Lagos—a city that, despite the broader economic instability in Nigeria, ranks as Africa’s fifth-largest economy. Their reports highlight a significant challenge: the average worker in Lagos loses 2.24 hours daily to commuting, underscoring the city’s struggle with a transportation system heavily reliant on a disorganised road network dominated by the unregulated private sector.

    However, this perspective may not fully capture the evolving dynamics of Lagos’s transportation landscape. Despite the criticisms, LAMATA (Lagos State Metropolitan Area Transport Authority) has been actively enhancing the city’s transit infrastructure. Through strategic investments and the introduction of government-regulated public transportation options, LAMATA is working to improve mobility and provide viable alternatives to the congested and inefficient road system. This ongoing transformation reflects a concerted effort to address the city’s transportation woes and elevate its status on the regional transit stage.

    Prof. Iyiola Oni, Head of the Centre for Inter-Modal Transportation at the University of Lagos, has praised LAMATA for its diverse transportation initiatives. He highlighted the agency’s introduction of Non-Motorised Transportation (NMT), First and Last Mile small to medium buses, larger Bus Rapid Transit (BRT) systems, and the development of dedicated transport corridors. These efforts, alongside junction improvements and road expansion projects, represent a comprehensive strategy to tackle Lagos’s congestion issues.

    Similarly, Prof. Samuel Odewunmi, former Dean of the School of Transportation and Logistics at Lagos State University, anticipates that the upcoming second metro line, set to commence commercial operations later this month, will offer significant relief to commuters. With a projected daily capacity of over a million passengers, this new line is expected to further diversify transit options. Odewunmi, a noted expert in transport policy, commends Lagos State for its pioneering approach and innovative solutions in integrated and inter-modal transportation, setting a benchmark for other regions to emulate.

    Prof. Oni commended the state government for its remarkable achievement with the electric train, which has operated smoothly since its commercial launch in September of last year. He noted that, just last month, the service had expanded its shuttle frequency from 54 to 72 trips per day, maintaining an impressive record of uninterrupted operations. Transport expert Patrick Adenusi also weighed in, emphasising that the Red Line will significantly enhance Lagos’s ability to combat its severe traffic congestion. Adenusi highlighted that this new rail line will not only ease intra-city travel but also positively impact the housing market. By improving connectivity between Lagos and its neighbouring communities, the Red Line is expected to alleviate rent pressures in the city, as commuters will benefit from a more efficient transit system that simplifies their daily commutes.
