    NUPRC transforming Nigeria’s oil and gas – Report

    A recent report by the Renewed Hope Ambassadors Network (RHAN) has highlighted the significant strides by the Nigerian Upstream Petroleum Regulatory Commission (NUPRC) in transforming the country’s oil and gas sector.

    The report assesses the impact of the Petroleum Industry Act (PIA) and the efforts of NUPRC under the leadership of Engr. Gbenga Komolafe.

    The report noted that Komolafe’s leadership has made significant strides in restoring the lost glory of Nigeria’s oil and gas sector.

    In the report signed by its secretary general, Fabian Opialu, the group said the commission has embraced digitalization, ensuring real-time monitoring of oil production and compliance, which has helped curb crude oil theft and improved accuracy in production reporting.

    Furthermore, the report also said the NUPRC has strengthened engagement with host communities, ensuring benefits from oil production reach local populations, and has facilitated open dialogue and cooperation between government agencies, international investors, and host communities.

    Despite these achievements, challenges persist, including oil theft, regulatory bottlenecks, and security threats.

    To overcome these challenges, the report recommends that the NUPRC continue to enhance transparency and digitalization, strengthening security measures by implementing cutting-edge surveillance technologies to address oil theft and pipeline damage.

    The report also urged the commission to maintain improved stakeholder engagement, ensuring continuous dialogue with host communities, international investors, and oil-producing firms.

    “Undoubtedly, Nigeria’s oil and gas sector has undergone a dramatic transformation since the petroleum Industrial Act (PIA) was passed,” the report said.

    “It has contributed to the establishment of a well-organized regulatory environment with the goal of improving investment opportunities, efficiency, and transparency.

    “In addition to ensuring that regulatory oversight is reinforced to support sustainable growth in the upstream petroleum sector, the establishment of the Nigerian Upstream Petroleum Regulatory Commission (NUPRC) has been crucial in advancing these reforms.

    “However, with Engineer Gbenga Komolafe strategic foresight in increasing operational efficiency in NUPRC, it can be conclusively said that, better than before, an atmosphere that is favorable to investment and economic expansion now exist.

    “Despite putting policies like security enhancement, digitization, stakeholder engagement, and revenue optimization in place, challenges such as bureaucratic hurdles, host community concerns, and oil theft, though now at minimal, still remain issues that require continuous attention and strategic interventions.

    “We are convinced that with consistent implementation of reforms and a commitment to global best practices, the PIA and the efforts of the NUPRC will continue to shape Nigeria’s oil and gas industry, ensuring it remains a vital contributor to national economic development.”

    APM Terminals pledges steady Apapa-Moniya rail service for seamless cargo movement

    APM Terminals Nigeria has reaffirmed its commitment to maintaining a consistent schedule for the Apapa-Moniya Standard Gauge rail service, ensuring smooth cargo transportation between the Apapa Port and the Nigerian Railway Corporation (NRC) Freight Yard in Moniya, Ibadan, Oyo State. 

    Chief Commercial Officer of APM Terminals Nigeria, Caroline Aubert-Adewuyi, announced this in Lagos during the launch of the Apapa-Ibadan standard gauge rail service for container transportation. 

    The service provides a cost-effective, efficient, and environmentally friendly alternative to road transport, easing the movement of containers from the Lagos Port Complex (LPC), Apapa, to the Ibadan freight terminal. 

    Aubert-Adewuyi described the rail service as an “airport conveyor belt system” designed to run on a fixed schedule, ensuring uninterrupted import and export cargo flow. She also acknowledged past challenges, particularly erratic scheduling, which had made planning difficult for customers.

    She said: “With our revamped service, we now offer a reliable and structured schedule, departing three times a week, ensuring efficient cargo movement from Apapa to Ibadan and back. This initiative also provides a cost-effective alternative to road transport, helping to alleviate the persistent traffic congestion in Apapa, which has significantly increased logistics costs.”

    She also announced a simplified payment system, where customers will now make payments exclusively to APM Terminals Apapa, which will handle all necessary payments to other stakeholders in the rail service supply chain.

    The Chief Finance Officer of APM Terminals Nigeria, Courage Obadagbonyi, emphasized the multi-modal strength of Apapa Port, integrating barge, road, and rail transport for enhanced cargo handling.

    “Results from our 2024 fiscal year show a 43% growth in export volumes over the last two years, underscoring the positive impact of our investment in rail logistics,” he stated.

    He reaffirmed APM Terminals’ commitment to long-term sustainability, ensuring the continued efficiency of the Apapa-Ibadan rail service.

    He said the launch further underscores APM Terminals’ commitment to improving logistics services in Nigeria and active plans to further invest in the Lagos Port Complex.

    NRC Managing Director, Dr. Kayode Opeifa, acknowledged the longstanding collaboration between NRC and APM Terminals in moving container traffic across Nigeria, previously utilizing the narrow-gauge line to Kaduna and Kano.

    He noted that container transportation on the new standard gauge rail line officially commenced in September 2023, with logistics firms like Bueno Logistics and Transco Africa Logistics among the early adopters.

    He also revealed that two additional rail lines are nearing completion at APM Terminals Apapa, bringing the total number of standard gauge lines to three.

    The Executive Secretary/CEO of the Nigerian Shippers Council, Barrister Pius Akuta, praised the collaboration between NRC and APM Terminals, recognizing rail transport as the most cost-effective and safest mode for shippers to move goods nationwide. 

    The new service operates between the Lagos Port Complex in Apapa and the NRC Freight Yard in Moniya, Ibadan, Oyo State, offering a more efficient, cost-effective, and environmentally friendly alternative to road transportation.

    It is expected to operate on a fixed schedule, with train departures from Apapa on Mondays, Wednesdays, and Fridays. Each trip will transport up to 35 wagons, carrying either 35 forty-foot containers or 70 twenty-foot containers.

    Family, friends and well-wishers have celebrated Oluwole Okunoye, on his elevation to the rank of Assistant Comptroller of Nigeria Customs Service (NCS). 

    Okunoye’s elevation was in recognition of his dedication, hard work and meritorious contributions to fight against smuggling, particularly when he was in charge of Operation in the Oyo/Osun Command and several others across the federation.

    A reception in Ibadan to celebrate Okunoye’s new rank, attracted distinguished personalities, including the Chief Host, Alhaji Fatai Ibikunle, a Board member of the Code of Conduct Bureau, who extolled the virtues of the honouree. 

    Others are alumni members of the celebrant drawn from Progressive Secondary Grammar School, Ado Awaye in Oyo State.

    Ibikunke described Okunoye as a disciplined and diligent officer whose elevation was well-deserved, adding that the elevation was a reward for his service to the nation.

    The Nigerian Railway Corporation(NRC) has concluded arrangement with the management of APM Terminals to commence the expansion of cargo movement from Apapa port, Lagos to Nigeria Railway Corporation freight yard in  Moniya, Ibadan, the Oyo State capital.

    This emerged after a meeting between the Managing Director of NRC Dr. Kayode Opeifa, who was assisted by the Director of Operation, Mr. Akin Osinowo, while the APM Terminals delegates was led by the CEO APM Terminals Nigeria, Mr Frederik Klinke, and CCO APM Terminals Nigeria, Mrs Caroline Aubert-Adewuyi.

    Klinke reiterated APMT’s position as the foremost transporter of container freight in the country and a major partner to Nigerian Railway Corporation.

    He highlighted the strategic advantage Nigeria held, being surrounded by a number of landlocked neighbouring countries creating an opportunity to service as a hub for importation of containerized goods. 

    APMT assured NRC of greater efficiency in turnaround of cargo at the port and expansion of the use of rail for cargo evacuation and export through APM Terminals. 

    The MD of NRC expressed appreciation for APM Terminal’s close partnership with NRC which goes back to decades.

    He stated that the collaboration is going to be of tremendous benefit for both parties as; “we are going to work for the satisfaction for not only the APMT but all customers who intend to do business with Railways’’. 

    The MD said like he iterated in his maiden speech at the assumption of office, “prioritizing customers’ satisfaction by improving customer experience and ensuring that our services are reliable, efficient, safe and sustainable” remain cardinal to him.

    He added that all key stakeholders including the media, will be deployed extensively to encourage people towards greater use of the rail system. 

    This will invariably translate into drastically reducing the cost of goods and services; it will also increase the Gross Domestic Product (GDP) by providing food security, which is in line with the Federal Government’s Renewed Hope Agenda of President Bola Ahmed Tinubu.

    Traffic offenders would find driving on Lagos roads more challenging as the State Government commences immediate enforcement on four key roads on which Intelligent Transportation Systems (ITS) have been deployed.

    While breaking traffic lights still carries the old N20,000 fine for offenders, breaking the speed limit rule carries a N50,000 fine. It is not clear whether the new speed limit law is captured in the Lagos Traffic Sector Reform Law 2018 as amended. 

    At a joint press conference by the Commissioners of Transportation OluwaSeun Osiyemi and the Commissioner for Innovation, Science and Technology, Olatunbosun Alake, at the Boardroom of the former, at the Alausa Secretariat, the duo said the deployment of the ITS, done in partnership with Huawei Technologies, is aimed at encouraging responsible driving and boosting the quality of life of Lagosians, especially the motoring public.

    Alake said the government is happy collaborating with Huawei Technologies to bring greater optimisation of road use to the state, adding that the ITS would help boost the transportation and traffic management and make life more lovable for members of the public.

    He said four new ITS would be going live to further boost what the state have been doing with the Automatic Number Plate Recognition (ANPR), capturing machines already deployed to several strategic roads in the state, in a bid to make the roads safer.

    Osiyemi said two speed limit cameras have been installed on two strategic roads; the Alapere-Ogudu road leading to the Third Mainland and by NITEL, on the Mobolaji Bank Anthony Way, on the Ikeja axis with installed speed limit set at 80km per hour for Ogudu/Alapere and 60km/h for the latter.

    He said two other ITS e-policing cameras are already installed at the Allen Avenue junction and the Nurudeen Olowopopo Road, both in Ikeja, to capture any traffic infractions and ensure the effective electronic policing of the roads.

    Osiyemi who urged all motorists, transport unions, and other road users to comply with all road traffic regulations in the state to avoid being on the wrong side of the law.

    He said all offenders would receive violation alerts and commensurate fines on their SMS alerts and they have the right to contest the fine and are at liberty to pay or further contest the fines at the court.

    The Permanent Secretary Ministry of Transportation, Olawale Musa, said the state government is not out to generate revenue, but to make the state more organized and its traffic saner.

    He said all machinery are in motion to make the enforcement of the ITS seamless as it is primed to encourage voluntary compliance to traffic regulations.

    Huawei Technologies representative Joseph Olayemi lauded Governor Babajide Sanwo-Olu for his transformative innovations on the transportation sector.

    He said the Huawei is bringing top of the range technology that is advanced sensing control technology that is capable of combining people, vehicle and other road activities and is capable of capturing violations such as as speed limiting offense and traffic light offenses.

    “Huawei Technologies is deploying high end cameras using artificial intelligence and Lagosians would begin to experience life changing transformations just by complying to the regulations”, he said.

    The president of the National Union of Road Transport Workers (NURTW), Alhaji Musiliu Akinsanya (aka MC Oluomo), has described the federal government’s decision to toll some highways as a welcome development.

    Akinsanya said it would enhance the maintenance of the roads and make them last longer.

    According to Akinsanya, tolling of highways is not synonymous with Nigerian alone, stating that highway tolling is a norm in some advanced countries he has visited.

    The NURTW boss urged the federal government to place adequate security on those roads for the safety of road users and workers.

    He solicited that commercial buses should be given subsidized rates if the government cannot include them among the categories of vehicles exempted from the tolling.

    The categories of vehicles exempted from the tolling include security, diplomatic, ambulances, and tricycles.

    Akinsanya called on the government to re-invest funds generated from the tolling to build more highways and renovate existing ones.

    The Minister of State for Works, Bello Goronyo, yesterday, said the toll order fee schedule for Abuja-Keffi-Akwanga-Lafayette-Makurdi Federal Highway has been designated as follows: cars-N500; SUV Jeep-N800; minibuses N1000, and multi-axle vehicles, trucks and buses N1600.

    However, frequent road users like the commercial light vehicles defined under the Federal Highways Act, will enjoy a 50 percent discount.

    Authorized vehicles, pedal vehicles, tricycles, motorcycles, and other modes of two or three-wheel transport used by mainly disadvantaged populations will be offered a 100 percent discount.

    The Apapa logistics corridor, once plagued by severe gridlock and operational inefficiencies, is at risk of returning to its chaotic past due to the alleged abuse of the Nigerian Ports Authority’s (NPA) direct evacuation call-up system.

    Secretary of the Association of Maritime Truck Owners (AMATO), Sani Mohammed, sounded the alarm, warning that unless immediate action is taken, Apapa’s roads will once again be overrun by trucks, crippling port operations, and trade activities. 

    Mohammed, in an exclusive interview with The Nation, raised concerns over the commercialisation of the direct evacuation call-up system, which was originally designed for urgent cargo clearance. Instead, it has become a money-making scheme for unscrupulous actors who exploit the system for personal gain. 

    “The NPA must checkmate this abuse in the interest of trade facilitation, traffic sanity, and the ease of doing business. If nothing is done, Apapa will descend into complete anarchy, and the economy will suffer,” Bala Mohammed cautioned.

    He explained that a normal call-up costs N21,500, while a direct evacuation call-up is N10,000. But some people, who have access to the platform, he opined, generate these call-ups and sell them for as high as N150,000,” he disclosed.

    According to him, middlemen have infiltrated the system, buying call-ups at lower rates and reselling them at inflated prices.

    He said: “Some individuals who do not have cargo to evacuate from the ship are still applying for the direct evacuation call-up, only to resell it at a profit. This has turned the system into a commercial enterprise, with more people exploiting it instead of following the standard call-up process, which requires booking and waiting in line. 

    “As a result, many truckers are now opting for this shortcut, bypassing the structured procedure entirely. If this trend continues, the roads leading to the ports will soon be overwhelmed with traffic, ultimately causing the collapse of the automation system.

    “This would bring back the pre-call-up era of severe congestion and disorder in the Apapa logistics corridor, disrupting trade facilitation, the ease of doing business, and worsening port congestion, with negative consequences for Nigeria’s economy.”

    The implications of this abuse, he warned, could be disastrous.

    “As a result, many truckers are now opting for this shortcut, bypassing the structured procedure entirely. If this trend continues, the roads leading to the ports will soon be overwhelmed with traffic, ultimately causing the collapse of the automation system,” Mohammed stated. 

    He painted a dire picture of what could happen if nothing is done, stating, “This would bring back the pre-call-up era of severe congestion and disorder in the Apapa logistics corridor, disrupting trade facilitation, the ease of doing business, and worsening port congestion, with negative consequences for Nigeria’s economy.” 

    The growing problem is already visible, he noted. “Go to Apapa now, check adjoining streets, the bridges, and port corridors, you will see trucks clogging the roads because they are no longer following the standard procedure,” Mohammed observed. 

    He traced the issue to the abuse of the direct evacuation call-up, which was originally meant for urgent shipments but has now been manipulated.

    “The direct evacuation call-up system allows cargo owners with urgent shipments to move directly from the ship. But now, people are using it to move loads that have nothing to do with emergency cargo. Instead of booking their slots and following due process, they divert to other terminals and gain unauthorised access to the ports,” he lamented. 

    This abuse has created an unfair advantage for those who bypass the system while others, who follow the proper process, face prolonged delays.

    “People who are following the standard call-up process are being delayed unnecessarily. Meanwhile, those abusing the direct evacuation system are making multiple trips in a week. This disparity is creating tension among truckers, and if those who have been waiting for weeks decide to abandon the pre-gate process and join the direct call-up race, traffic sanity will collapse,” he warned. 

    Reflecting on the initial purpose of the call-up system, Mohammed recalled the problems that plagued port operations before its introduction. According to him, before the introduction of the Electronic Call-Up (ETO), truck admission was manual, riddled with bribery and favouritism which took a serious toll on businesses as well as the nation’s economy.

    The ETO automation system, he explained was introduced to address these inefficiencies by enforcing a structured truck movement process.

    “All trucks must first enter a Satellite Park, then move to a pre-gate before being released into the ports on a first-come, first-served basis. This system was meant to bring order and efficiency to port operations,” he said. 

    Now, with the abuse of the direct evacuation system, that order is being threatened.

    “We will go back to the time when roads, bridges, and streets were filled with trucks. And it has already started happening,” he warned. 

    AMATO is now calling on the NPA to act swiftly before the situation spirals out of control.

    “If this trend continues, all the roads will be congested, and the automation system will eventually collapse. We will return to the pre-call-up era of traffic disorderliness and anarchy in the Apapa logistics corridor, to the detriment of trade facilitation, ease of doing business, and the Nigerian economy in general,” Mohammed concluded.

    The Kaduna state government has said that its Bus Rapid Transit (BRT) system will be completed within the next 36 months.

    Officials of the Kaduna State Transport Regulatory Authority (KADSTRA) disclosed this during a courtesy visit to the Kaduna Council of the Nigeria Union of Journalists (NUJ).

    They said the government had concluded plans for the construction of a dedicated BRT lane from Kawo Bridge to the southern part of the metropolis.

    Speaking during the visit, the team, led by Mr. Musa Luka, explained that the median separators on the major highway in the city would be converted into BRT lanes to ease traffic congestion.

    According to him, “When the project is completed, Kaduna metropolis, including its roads and streetlights, will be transformed. The entire city will be beautified, and movement at night will be safer,” Luka said.

    He noted that the BRT system is designed to accommodate Persons with Disabilities (PWDs), making public transportation more inclusive.

    “Kaduna metropolis meets all the criteria for a BRT system. People from various communities come into the city daily, and this project will ensure better movement. We will carry all stakeholders along in its implementation,” he added.

    He assured that identified bottlenecks would be addressed to ensure smooth implementation.

    Luka further disclosed that the dedicated BRT lanes would run from the Monday Market axis to Kawo and other frequently used roads within the Kaduna metropolis. He said the project had been thoroughly studied, and its implementation would commence soon.

    “The project has already started, and implementation will begin any moment from now. Everything has been planned, and it will take 36 months to complete,” he stated.

    It will be recalled that as part of efforts to advance plans for the BRT system, the Kaduna State government visited the Lagos Metropolitan Area Transport Authority (LAMATA) for guidance on procurement and operations.

    LAMATA, responsible for overseeing Lagos’ BRT network, hosted a delegation from the Kaduna State Transport Regulatory Authority (KADSTRA), led by Acting Director-General, Engineer Inuwa Ibrahim.

    Luka however expressed gratitude to Governor Uba Sani for his full support, which he said was instrumental in making the project a reality.

    Responding, the chairman of NUJ, Kaduna State Council, Alhaji Abdulgafar Alabelewe, described the initiative as a welcome development.

    Alabelewe commended the government for involving the media early enough in the project planning, which he said would go a long way toward sensitizing members of the public.

    “We appreciate that you have come to engage the media at the right time. Too often, the media are contacted when things have gone wrong. This proactive approach is commendable, and we will ensure the public is well-informed about the project,” he said.

    He described Kaduna as “the melting pot of all Nigerian tribes and the central business hub of the North,” noting that the BRT project would ease evening traffic congestion and provide relief for commuters.

    “This project will add colour to Kaduna as a city and the capital of Northern Nigeria. We assure you of our commitment to ensuring its success,” the NUJ Chairman added.

    Lagos is set to receive six new train sets, which are expected to significantly enhance the capacity of the Lagos Rail Mass Transit (LRMT) Blue and Red Lines.

    Jubril Gawat, Senior Special Assistant on New Media to Governor Babajide Sanwo-Olu announced on his X handle that the new trains, which have successfully passed the factory acceptance test, are scheduled for shipment from China.

    “Six additional train sets will arrive in Lagos very soon to strengthen the capacity of the Lagos Rail Mass Transit (LRMT) Blue and Red Lines, delivering value to commuters and increasing the economic viability of the state,”

    He further explained that once the trains are delivered, they will be used to increase the frequency of trips along the Blue Line. These trains will also play a crucial role in passenger operations once phase two of the Blue Line is completed.

    The governor’s media aide added that this phase, which will extend the service from Mile 2 to Okokomaiko over a 14-kilometre stretch, is expected to be completed by the first quarter of 2027.

    Highlighting the positive impact on the state’s transportation system and economic growth, Gawat said: “The six trains will play a pivotal role in easing commuter pressure and improving the overall experience for Lagos residents.”

    The Lagos State government has announced a comprehensive traffic diversion plan to enable technical checks, duct calibration, and land route repairs at designated locations on Lagos Island. 

    According to the Commissioner for Transportation, Oluwaseun Osiyemi, the repair works will begin on 17 January and are scheduled to conclude on 31 January. 

    Osiyemi disclosed this in a statement on Wednesday, highlighting the affected locations and alternative routes to minimise disruptions. 

    “The designated locations include Bonny Camp Underbridge to Eko Atlantic Sales Office, Eko Hotel Roundabout, Officer’s Mess inward Independence Bridge, Ajose Adeogun to Ligali Ayorinde, and Ligali Ayorinde to the end of Landmark,” Osiyemi stated.

    The commissioner assured motorists that adequate measures have been taken to ensure minimal traffic impact. 

    “Bonny Camp Underbridge to Eko Atlantic Sales Office will be repaired between 17 January and 31 January, focusing on the road median, which will have no impact on traffic,” 

    For Eko Hotel Roundabout, scheduled for 19 January, Osiyemi said: “Motorists from Eko Hotel moving towards Adetokunbo Ademola will be diverted into two lanes around the roundabout, which should be maintained for safe and efficient work operations,” 

    Similarly, repairs at Officer’s Mess inward Independence Bridge, also on 19 January, will necessitate diverting traffic to the two extreme lanes farther from the kerb. 

    Ajose Adeogun to Ligali Ayorinde will undergo repairs from 20 January to 24 January, during which vehicular traffic will be diverted into two lanes near Ligali Ayorinde Junction inward Oniru Beach due to work on a manhole at the junction. 

    For Ligali Ayorinde to the end of Landmark, scheduled for 25 January to 31 January, Osiyemi clarified: “The repair work will be carried out on the setback of the road, with no impact on traffic.” 

    The commissioner assured residents that traffic management officers would be deployed along the routes to ease vehicular movement and reduce inconvenience. 

    “We urge motorists to exercise patience and cooperate with the traffic management officers during this period.
