Police detain Inspector over alleged extortion, torture in Lagos

The Force Criminal Investigation Department (FCID) Annex, Alagbon, Lagos has detained an Inspector of Police identified as Kalu over allegations of extortion and torture.

Kalu was accused of leading a team of policemen that violated the rights of a Nigerian and extorted him of millions of naira.

Already, the FCID confirmed that N4million, which was obtained from the victim through a Point of Sale (POS) operator, had been recovered following the intervention of the Assistant Inspector-General (AIG), FCID, Margaret Ochalla, who directed a probe of the allegations.

The victim had taken to X to narrate his ordeal in the hands of the policemen, alleging that he was extorted, his wife tear-gassed and his rights grossly violated.

Writing under the handle Oni Foto, the victim narrated how he was arrested, accused of trumped-up crimes, and subjected to severe torture.

He said he was arrested on August 12, around 7:20am, at Unity Estate, Egbeda, adding that the policemen threatened his life and that of his family.

He said the policemen barged into his house through his landlady’s shop claiming to have petitions against him without showing him any, adding that they didn’t even know his name.

According to him, the officers punched and beat him up, as well as groped his genitals, adding that they threatened to kill him.

He alleged that he was first accused of drug trafficking, then of cyber-fraud, which he denied, only for the policemen to assault him and forced him to sign a statement dictated to him by them.

The rogue policemen, he said, first demanded N10 million from him before bargaining down the sum, describing the ordeal as “buying his own life and freedom”.

The officers, he alleged, kept him at the back of the FCID office, without registering him at the counter or recording his case in the incident log.

“Because they were unable to provide any warrant, we were scared that they might not even be policemen but kidnappers disguised as officers. They were not in uniform, except for two men dressed in black, armed with guns, teargas, a short knife, and handcuffs, dressed like MOPOLs who had been hired.

“During the arrest, I was assaulted by the officers. My wife was also beaten by them, and one officer pulled her hair, dragged her, and sprayed teargas into her eyes several times, leaving her unable to see for the entire day.

“The same happened to my wife’s younger sister, who is 18 years old. They beat her, pulled her hair, and also sprayed teargas into her eyes (she is receiving medical treatment and recovering). I am attaching medical documentation as evidence, as well as a video of the arrest.

“I overheard the officers chatting among themselves, saying that it looked like my neighbour had money and that they would come back for him too.

“After I was dragged into their minibus, they drove me about 500-700 meters and began beating me again. Their main boss, whom I later learned was called Kalu while at their office, was the one spitting on my face and punching me.

“Meanwhile, the Yoruba man with them dragged my private part for over 10-15 seconds, saying I was trying to spoil their operation. Another person tightened the handcuffs on my wrists to the point of almost breaking them, while one Hausa man, who was armed, choked me from behind the seat since I was sitting at the front.

“They beat, tortured, and dehumanised me throughout the ride to Ikoyi. At some point, I started screaming “kidnappers, kidnappers!” and that was when they began beating me all over again…

“After I was put in the prison cell, my wife called a lawyer to attend to my case due to the unlawful arrest. However, Mr. Kalu told the lawyer to inform me that if I was not ready to cooperate with him and write what he dictated, then they would negotiate how much I should bribe him or else I would remain in prison, and my reputation would be destroyed. He said the lawyer could either play along or open a court file…”

The allegations by the victim generated outcry with Nigerians demanding investigation, justice and refund of the money collected from him.

The FCID in a statement on Monday night said Kalu and the POS agent had been arrested.

“During interrogation, the officer admitted that a report had earlier been lodged against the petitioner by concerned citizens for allegedly terrorizing the community.

“Upon his arrest, the petitioner further confessed to his involvement in identity theft, providing supporting evidence. He was, thereafter, released on bail with instructions to return the following Monday for continuation of the investigation.

“In her statement, the POS agent confessed that the complainant had visited her stand to request ₦4 million, which she provided. Subsequently, the complainant returned and left the money with her without any further explanation.

“In line with its commitment to professionalism, transparency, and fair justice delivery, the AIG FCID Annex, Lagos, AIG Margaret Ochalla, ensured the full recovery of the fund, which have since been received by the petitioner. Meanwhile, Inspector Kalu is undergoing an Orderly Room Trial.

“The AIG FCID Annex, Lagos wishes to reassure the public of its zero tolerance for corruption and unprofessional conduct. Members of the public are encouraged to report any misconduct through the appropriate complaint channels, as the Nigeria Police Force remains committed to accountability and quality service delivery,” said the Police Public Relations Officer (PPRO), FCID Annex, Assistant Superintendent of Police Aminat Mayegun.

  • Kwara, Nasarawa governors assure of states’ willingness to partner with private investors

Kwara, Nasarawa governors assure of states’ willingness to partner with private investors

The Governors of Kwara and Nasarawa states – Abdulrahman Abdulrazaq and Abdullahi Sule have assured that the nation’s sub-national governments are now more than ready to open up their doors and partner with private investors to explore the many investment opportunities in the nation’s 36 states.

While noting that the vast investment potentials at the sub-national level have been underexplored before now, the governors said it was time to reverse the trend.

They spoke in Abuja on Tuesday at the launch of the Nigeria Governors’ Forum (NGF) Investopedia, a compendium of investment opportunities in the nation’s 36 states.

Abdulrazaq, who is also the Chairman of the NGF, regretted that while Nigeria is Africa’s largest economy, endowed with abundant human and natural resources, its Foreign Direct Investment (FDI) inflows over the last decade have averaged only USD 2 billion annually, which is less than 0.5% of GDP.

The Kwara governor, whose speech was read by Sule, noted that the few foreign investments recorded are mostly concentrated in oil and gas, telecommunications, real estate, and agriculture.

He said that although they are important, the FDIs have not reached the depth or breadth required to catalyse true subnational transformation.

Abdulrazaq added, “At the same time, African Direct Investment (ADI) into Nigeria has been steadily growing, with regional investors from South Africa, Morocco, Egypt, and Ghana expanding into sectors such as banking, fintech, agribusiness, and infrastructure.

“This intra-African capital is particularly important under the African Continental Free Trade Area (AfCFTA), as it signals a growing confidence among African partners in Nigeria’s markets and opportunities.

“Yet despite these inflows, the annual infrastructure financing gap for Nigeria is estimated at USD 100 billion — a gap that states bear the heaviest responsibility to bridge. Public budgets alone cannot solve this.

“To unlock prosperity, we must mobilise both global and African capital to finance projects that create jobs, modernise infrastructure, and drive inclusive growth.

“This is the purpose of the NGF Investopedia: to serve as a one-stop shop for investors, providing credible, transparent, and curated pipelines of projects across all 36 states.

“It is not just a catalogue – it is an entry point, showing investors not only where to invest, but also how to invest in Nigeria with confidence.

“This vision would not be possible without the partnership of our sponsors and allies: Afreximbank, which will deploy innovative financial instruments to move state projects from pipeline to bankability and financial closure.

“The UNDP will support our states in building the institutional capacity needed to sustain credible investment pipelines.

“The Ministry of Finance Incorporated (MOFI), will pool post-launch resources to reinforce investor confidence and unlock blended finance opportunities.

“Together, these partnerships ensure that Investopedia is not just a publication, but a living platform that will drive investment into our states in the years ahead.

“Our vision is clear: to position Nigeria’s states as credible, competitive destinations for capital, and to unlock prosperity for millions of our people.

“When an investor builds a road, funds an agro-processing facility, finances renewable energy, or supports ICT infrastructure, the benefits extend beyond financial returns — they create jobs, improve livelihoods, and drive sustainable development.

“To our distinguished investors, both here in Nigeria, across Africa, and globally, I extend this invitation: Partner with Nigeria’s states.

“The opportunities are vast, the commitment is firm, and the time is now.

“With the NGF Investopedia, backed by strong partnerships and the NGF Fund, we are sending a clear signal: Nigeria’s subnationals are open, credible, and investment-ready.

“Together, we can bridge the infrastructure gap and unlock a new era of prosperity for our people,” Abdulrazaq said.

Before reading the NGF Chair’s speech, Sule drew participants’ attention to the many existing investment opportunities in oil and gas, mining and the agriculture sectors in the country.

He said, “In Nigeria, the prospects are enormous. The prospects are not only in oil and gas, there are prospects also in agriculture and mining. And I think this opportunity has opened up something for us, as Nigerians, to be able to start somewhere.”

Drawing from his experience while working for an oil and gas company in the United States, the Nasarawa governor said the sector in Nigeria, particularly the offshore, is still very much underexplored.

He said, “If you look at the Benue Trough that starts from Calabar, going to Gombe, through Nasarawa, Plateau, all the way to Lake Chad Basin, the opportunities there are not yet explored at all.

“The Anambra Basin is still open; it is unexplored. If you look at the Benin Basin, it is there. All of them are still underexplored.

“If Nigeria explores all these areas, we will have another Saudi Arabia. The reason is that most of these big fields in Nigeria – the Obonga, the Agbani – are all in the deep water. So, nothing is being explored in the deep ocean.

“But today, if you look at some of the discoveries that we are beginning to see – in Gombe, for instance, the NNPC has already drilled five wells approximately; in Nasarawa, they drilled one, in Lake Chad, they drilled two,” he said.

Sule advised those looking for where to invest in oil and gas in the country to look in those directions.

In the area of mining, the governor noted that every state in the country has potential for mining.

Citing examples from his state, he said, “What we did in Nasarawa State was to come up with what we called an Executive Order to say that anybody who is mining in Nasarawa must also process in Nasarawa State.

“By doing that, Nasarawa State is now home to the biggest lithium processing plant in Nigeria, and we are waiting for Mr. President to return and commission the next lithium processing plant, which will be, indeed, the biggest in Africa with 6000 tons per day.”

He also spoke about the many investment opportunities in the agriculture sector across the country.

Sule added, “There is no better time than now. The reform agenda of Mr. President, Asiwaju Bola Ahmed Tinubu, for which we are not giving him enough credit, has made more resources available in the hands of the Federal Government, the states and the Local Governments.

“And, for us in Nasarawa, we used the resources available to go into PPP. And so, we are not just looking for investors, we are looking for partners, so that we can also invest,” he said.

The Director General of the NGF, Abdulateef Shittu, explained that Investopedia will simplify investor access by consolidating credible projects into one gateway.

Shittu said it will also provide confidence through due diligence and transparent presentation of opportunities.

According to him, the initiative will equally mobilise partnerships that go beyond financing to include technical support, capacity-building, and risk mitigation.

He added, “This is why today matters: we are no longer just discussing potential, but presenting bankable pathways for global, African, and domestic capital to flow into our states.

“The prosperity that will follow — in jobs, infrastructure, and inclusive growth – will stand as a legacy for this generation of governors and leaders,” the NGF DG said.

  • Lagos moves to strengthen food safety framework

Lagos moves to strengthen food safety framework

The Lagos State Commissioner for Commerce, Cooperatives, Trade and Investment, Folashade Ambrose-Medebem, has called for urgent multi-stakeholder collaboration and science-driven solutions to tackle Nigeria’s persistent food safety challenges.

Speaking at the 3rd Food Safety Conference and Exhibition, themed “Food Safety: Science in Action” and organised by the Lagos State Consumer Protection Agency (LASCOPA) at NECA Event House, Ikeja, the Commissioner, represented by the Ministry’s Permanent Secretary, Olugbemiga Aina, commended LASCOPA for bringing food safety issues to the forefront of public discourse.

He noted that Nigeria continues to rank poorly on critical health indices, with rising incidences of cancer and foodborne illnesses—many of which, he stressed, are preventable.

“The theme ‘Food Safety: Science in Action’ could not be more apt. It highlights the need for science-based solutions, innovation, and multi-stakeholder collaboration in preventing, detecting, and managing foodborne risks,” he said.

Aina emphasised that food safety must not be seen as the responsibility of regulators and producers alone, but a shared duty that cuts across the entire value chain—from farmers to processors, marketers, and consumers.

“Food is a system, a cycle. Every component of that cycle is important—from farming to processing, packaging, marketing, labelling, and consumption. Even accurate labelling goes a long way in helping consumers make informed choices,” he added.

The Commissioner further urged for sustainability and accountability in food systems, warning that unsustainable practices jeopardise public health. He proposed that conferences of this nature be held more frequently—possibly every quarter—to deepen awareness and inform policy direction.

“We must not stop here. This should not be the first and last. Some of the decisions we make here should translate into policy formulation,” he said.

The General Manager of LASCOPA, Afolabi Solebo, reinforced that food safety remains a critical pillar of public health and consumer protection.

“Food safety is not just a matter of policy or regulation. It is a science-driven, evidence-based process requiring continuous innovation, vigilance, and collaboration. Every stage of the food value chain, from farm to fork, must embrace precision and scientific principles to prevent contamination and protect lives,” he said.

Solebo highlighted pressing risks in Lagos, including improper storage, adulteration, counterfeit products, and unhygienic handling of food. With Lagos’ population projected to surpass 40 million by 2050, he stressed that urgent interventions are needed to guarantee both food safety and security.

“As we eat every day, we must be conscious of what goes into our bodies. Hazardous products not only endanger health but also threaten productivity and economic growth. This is why we brought together experts, regulators, manufacturers, and researchers at this forum to proffer solutions and strengthen partnerships,” he said.

He warned that strict sanctions await anyone caught compromising standards, reaffirming Lagos’ commitment to consumer protection.

Delivering the keynote address, Professor Adewale Obadina, Professor of Food Safety and Biotechnology at the Federal University of Agriculture, Abeokuta (FUNAAB), described unsafe food as a “silent driver” of illness, reduced productivity, and economic losses in Nigeria.

He called for stronger regulatory frameworks, greater investment in food safety science, and continuous public enlightenment to build a safer food system.

“Food safety is public safety. It is not negotiable. Every unsafe meal consumed puts not just individuals but the wider economy at risk. We must act with urgency and commitment to strengthen surveillance, promote hygiene, and empower consumers with knowledge,” he said.

Lagos sensitises LCDA staff on pension documentation

    By Halimah Balogun

The Lagos State Government has flagged off a sensitisation programme for staff of Local Council Development Areas (LCDAs) on pension documentation and record updates.

The exercise, which began at the Adeyemi Bero Auditorium, Alausa, Ikeja, and held simultaneously in Epe and Badagry, is designed to provide workers with the necessary information on processing retirement benefits and updating their records with Pension Fund Administrators (PFAs) for seamless pension payment.

Declaring the programme open, the Head of Service, Olabode Agoro, stressed the importance of workers’ active participation in the Contributory Pension Scheme, which, according to him, guarantees financial security for public servants after service.

He said, “Today we gather to underscore the significance of our understanding of updates and changes affecting our pension scheme, which play a vital role in securing our future. The Contributory Pension Scheme was established to provide a sustainable retirement plan, ensuring financial security for public servants in the country. It is essential that we stay informed, check our payslips regularly, and ensure that our data is captured accurately”.

The Head of Service, who was represented by the Permanent Secretary, Public Service Office, Oyebola Sunkanmi, urged workers to engage with pension administrators during the exercise to ensure their data is properly updated. This, he explained, would facilitate smooth pension payments at retirement and prevent unnecessary delays.

“Participation is key to maximising the benefits of the Contributory Pension Scheme. By working together, we can ensure that every public servant is well prepared for retirement and that our contribution to you is a secure future”, he added.

Director-General of the Lagos State Pension Commission (LASPEC), Babalola Omilana, described the sensitisation as a reflection of Governor Babajide Sanwo-Olu’s commitment to safeguarding workers’ welfare both in service and in retirement.

He explained that the initiative would bridge knowledge gaps, address common challenges, and prepare staff for a seamless pension process.

“Over the years, Lagos has been recognised as a trailblazer in pension administration. However, policies are only as effective as the level of awareness and compliance they command. Many public servants are unaware that outdated or incorrect data can cause avoidable delays. Through this data recapture exercise, LASPEC is working closely with PFAs to ensure every contributor’s record is accurate and up-to-date”, he said.

Omilana assured that with proper documentation, retirees would no longer face unnecessary delays.

“We are crossing the T’s and dotting the ‘I’s before retirement, so that once approvals are obtained, payments can be made immediately. There will never be any backlog in Lagos Pension payment is taken very seriously by Mr. Governor”, he added.

The sensitisation, which will run in phases, is expected to cover all 37 LCDAs during the week.

Government should support media with tax Incentives, relief on Import duties – Soneye

Former Chief Corporate Communications Officer of the Nigerian National Petroleum Company Limited (NNPC Ltd), Mr. Femi Soneye, has called on the Federal Government to support the media with targeted incentives, including tax reliefs and import duty waivers on essential media tools.

Soneye made the appeal in Abuja on Tuesday after receiving the NUJ FCT Excellence in Corporate Communications Award, conferred on him by the Nigerian Union of Journalists (NUJ), FCT Council.

The NUJ leadership, led by Chairperson Grace Ike, alongside the Deputy Chair, Secretary-General, and other executives, described Soneye as a consummate professional who has distinguished himself with tact and excellence in the communications field.

Soneye noted that while the Nigerian media remains one of the most vibrant in Africa, it continues to grapple with systemic challenges that weaken its effectiveness.

“The Nigerian media remains one of the most vibrant in Africa, but it also faces systemic challenges, financial, political, legal, and technological that weaken its effectiveness. The government can play a supportive role by granting tax incentives or relief on import duties for newsprint, broadcast equipment, and digital infrastructure,” he said.
