  • Court adjourns for final address in DSS’ N5.5b defamation suit against SERAP

Court adjourns for final address in DSS’ N5.5b defamation suit against SERAP

A High Court of the Federal Capital Territory (FCT) sitting in Maitama has adjourned till February 19, 2026 for the adoption of final written addresses in the N5.5billion defamation suit against a group, the Socio-economic Rights and Accountability Project (SERAP).

Justice Halilu Yusuf chose the date yesterday after the defendants concluded its defence after calling its witness.

Listed with SERAP as defendants in the suit, marked: CV/4547/2024, is its Deputy Director, Kolawole Oluwadare.

In the suit filed in the names of two officials of DSS – Sarah John and Gabriel Ogundele – the claimants accused the defendants of making a false claim that John and Ogundele invaded SERAP’s Abuja office on September 9, last year.

At the commencement of proceedings, Oluwadare, who testified as the defendants’ witness, adopted his statement on oath and gave further information about what he knew in relation to the incident of September 9, last year.

Oluwadare said SERAP is a registered non-governmental organisation, which champions advancing transparency, accountability, and social justice in the country.

The witness, who was led in evidence by defendants’ lawyer, Oluwatosin Adesioye, admitted that SERAP operates with funding from local and international donor agencies.

Under cross-examination by claimants’ lawyer, Oluwagbemileke Kehinde, the witness said he made the publication complained about based on the information he got from one Vivian Amadi, a Front Desk Officer and Receptionist in SERAP’s Abuja office.

The witness admitted that he was not present in the office, but was called by Amadi to inform him of the presence of the DSS officials in the SERAP’s premises.

Oluwadare was handed two documents, including the publication, complained about by the claimant, and was asked to read out the first paragraph to the hearing of everyone in court.

In the publication posted on SERAP website, the witness raised an alarm, claiming that the DSS had invaded SERAP’s Abuja office unlawfully; intimidating and harassing its staff members, and called on President Bola Tinubu to call the DSS officials to order.

After reading, the witness admitted using the words – unlawful, intimidating, harassing – in the publications, but disagreed that the words used in the publications are serious allegations against the two claimants.

The witness admitted not consulting with the DSS before making the publications, adding that while they were in SERAP’s office, the two DSS officials did not brandish any weapon.

He also confirmed that throughout their presence, the two DSS officials did not seize or damage any property nor was any staff member of SERAP assaulted by the security agents.

Oluwadare admitted that the DSS officials did not break any door to gain entry into SERAPs office.

He said he was told that the first claimant (Sarah John) was making calls and asking other officials of the DSS not to come to the SERAP office.

The witness claimed to have the CCTV footage of the DSS officials’ entrance into the SERAP’s office.

In the suit, the claimants stated, among others, that the alleged false claim by SERAP has negatively impacted on its reputation and that of the two officials involved.

They also stated, in their statement of claims, that, in line with its practice of engaging with officials of NGOs operating in the FCT to establish a relationship with their new leadership, it directed the two officials – John and Ogunleye – to visit SERAP’s office and invite its new leadership for a familiarisation meeting.

The claimants added that in carrying out the directive, John and Ogunleye paid a friendly visit to SERAP’s office at 18 Bamako Street, Wuse Zone 1, Abuja on September 9 and met with one Ruth, who upon being informed about the purpose of the visit, claimed that none of SERAP’s  management staff was in the country and advised that a letter of invitation be written by the DSS.

John and Ogundele, who claimed that their interactions with Ruth were recorded, said before they immediately exited SERAP’s office, Ruth promised to inform her organisation’s management about the visit and volunteered a phone number – 08160537202.

They said it was surprising that, shortly after their visit, SERAP posted on its X (Twitter) handle: @SERAPNigeria, that officers of the DSS are presently unlawfully occupying its office.

The claimant added that “on the same day, the defendants also published a statement on SERAP’s  website, which was reported by several media outfits, alleging that some officers from the DSS, described as “a fall, large, dark-skinned woman” and “a slim, dark skinned man,” invaded their Abuja office and interrogated the staff member of the first defendant (SERAP).

John and Ogundele stated that “due to the false statements, the DSS has been ridiculed and criticised by international agencies such as Amnesty International and prominent members of the Nigerian society, such as Femi Falana (SAN).

“Due to the false statements published by the defendants, the public and the international community formed the opinion that the Federal Government is using the DSS to harass the defendants.”

They added that the defendants’ statements caused harm to the claimants’ reputation because the staff and management of the DSS have formed the opinion that the claimants did not follow orders and carried out an unsanctioned operation and are therefore, incompetent and unprofessional.

The claimants are, therefore, praying the court for the following reliefs:

*An order directing the defendants to tender an apology to the claimants via the first defendant’s (SERAP’s) website, X (twitter) handle, two national daily newspapers (Punch and Vanguard) and two national news television stations (Arise Television and Channels Television) for accusing the claimants of unlawfully invading the first defendant’s office and interrogating the first defendant’s staff.

*An order directing the defendants to pay the claimants N5billion as damages for the libellous statements published about the claimants.

*Interest on N5 billion at the rate of 10 per cent per annum from the date of judgment until the judgment sum is realised or liquidated.

*An order directing the defendants to pay the claimants N50million as costs of this action.

Insecurity fuelling gender-based violence, says NAPTIP

The National Agency for the Prohibition of Trafficking in Persons (NAPTIP) has said the insecurity witnessed in some parts of the country is fuelling Sexual and Gender-Based (SGBV) violence.

The agency said the increasing cases of SGBV underscores the society’s role in changing perceptions and behaviors that condone or perpetuate violence.

The Director-General of NAPTIP, Binta Bello, stated this in Abuja yesterday at a press conference on the commencement of the ‘’16 Days of Activism’’, which focuses on ending digital violence against women and girls.

Bello also said the agency has secured the conviction of over 40 offenders in relation to SGBV, while several cases are pending at various stages in the courts.

She said: “Due to the escalating insecurity in some parts of the country which has brought about large-scale displacement, there has been an increased level of SGBV across the Country.

“This simply means additional responsibilities for all frontline respondents and stakeholders. In addition,  society’s role is pivotal in changing perceptions and behaviours that condone or perpetuate violence.”

We urge parents and guardians to educate young boys and girls on gender equality and respect. Religious and cultural leaders must be at the forefront of advocating for non-violence and the protection of vulnerable groups”.

On some of the achievements of the agency, Bello said: “The agency has secured the conviction of over 40 offenders in relation to SGBV, while several cases are pending at various stages in the courts.

“The conviction secured includes two life sentences, the recent being the conviction of a 19-year-old school teacher from Kwali who raped his nine-year-old pupil. The agency has continued to respond swiftly to distress calls by victims through its Rapid Response Team, domiciled within the Violence Against Persons Department”.

The DG also unveiled plans to penetrate unreached locations and settlements so as to reduce the vulnerability of the people and develop their ability to report and speak out.

She added that the advocacy strategies of the agency would be reviewed to meet the reality of the digital space and the Gen–Z target class of society.

she added: “In the coming season, we shall be fine-tuning our implementation strategies to tighten the noose on the offenders. We shall scale up the scope and dimension of our awareness and enlightenment campaigns by penetrating the unreached locations and settlements to reduce the vulnerability of the people and develop their ability to report and speak out. Our advocacy strategies are being reviewed to meet the reality of the digital space and the Gen–Z target class of society.

“We shall increase our advocacy to the critical stakeholders to ensure that perpetrators are served with the commensurate punishment they deserve. The simple message is that it will not be rosy for any perpetrator in the country in the coming season. This is a promise from NAPTIP.”

  • Bauchi sends pupils home, security beefed up in Lagos schools

Bauchi sends pupils home, security beefed up in Lagos schools

•56 suspects held, firearms, vehicles recovered in Lagos

Bauchi State government has ordered the closure of schools following rising security concerns.

The directive affects primary, secondary, and tertiary institutions, including Federal Government-owned and private schools.

The announcement was made yesterday by the Public Relations Officer of the Bauchi State Ministry of Education, Jalaludeen Usman.

According to Usman, the decision was reached after extensive consultations and a careful assessment of threats to the safety of students, teachers, and school communities. He noted that although the move may inconvenience parents and learners, the protection of children remains the government’s top priority.

The ministry further urged residents to remain vigilant and report suspicious activities to authorities.

The Lagos State Police Command has strengthened security across schools, places of worship, markets, recreational centres and event venues as part of renewed efforts to prevent threats and guarantee public safety.

The move followed recent security breaches in parts of the country, including the attack on a Catholic church in Eruku, Kwara State, and the abduction of pupils in Kebbi and Niger states by suspected bandits.

Commissioner of Police (CP) Olorundare Jimoh, who briefed reporters yesterday at the Command Headquarters in Ikeja, said personnel have been deployed to strategic locations across the state to ensure a crime-free Yuletide.

“We have created a special squad to take charge of school protection, and we are making steady progress with no fear of apprehension,” he said.

“Our intelligence teams are moving in and out of major areas to prevent any criminal infiltration into Lagos.”

The police chief said security has also been reinforced across other critical infrastructure and border communities, noting that waterways are now better secured following the deployment of 26 gunboats recently launched in Lagos by the Inspector-General of Police (IGP), Kayode Egbetokun.

He added that a new Submarine Tactical Squad has been established to strengthen internal maritime security, while land-based patrols have been expanded through the EkoStrike Force, a rapid-response unit created by the IGP to complement the Rapid Response Squad (RRS).

Jimoh said the EkoStrike Force has improved emergency response to security flashes and has contributed to the reduction in crime levels in the state, announcing that Somolu Local Government has constructed a permanent site for the strike force.

He also announced the expansion of the tactical squad from 23 teams to 35, with plans to increase the number to 57 so that every local government and LCDA can have a dedicated response team.

On the successes recorded by the command, Jimoh disclosed that 56 suspects involved in various offences including armed robbery, kidnapping, stealing, conspiracy, assault occasioning harm and threats to life were arrested during multiple operations in November.

He said the arrests were accompanied by significant recoveries, including nine stolen exotic vehicles taken by drivers and car wash attendants, as well as one motorcycle allegedly removed from a park through fraudulent conversion and smuggling.

Across the same period, operatives recovered six firearms, including locally made pistols, cut-to-size guns, a single barrel gun, live cartridges, and several dangerous weapons such as a machete, battle axe and assault dagger. Police also seized Nigerian military camouflage, charms and fake foreign currency amounting to $4,000.

“These achievements are a testament to our sustained November strategy aimed at dismantling criminal gangs, intercepting stolen property, removing illegal firearms from circulation, and strengthening public safety across Lagos State,” Jimoh said.

He added that Area Commanders, Divisional Police Officers,Tactical Squads and Unit Commanders have been directed to provide adequate security at all worship centres, especially during services and festive activities.

“The security situation in Lagos is not alarming. We are firmly on top of the situation,” he assured. “The successes recorded are not due to police efforts alone but also the support and collaboration of residents who have continued to work with the command to safeguard lives and property.”

Jimoh urged Lagosians to remain vigilant and continue partnering with the police to sustain the state’s security gains.

Also, Katsina State Police Command yesterday activated the school’s protection mechanism.

Commissioner of Police Bello Shehu, in a statement, said the directive was in line with the directive of the Inspector-General of Police (IGP) Kayode Adeolu Egbetokun.

Shehu directed the Coordinator of the School Protection Squad to ensure schools were guarded.

At a meeting with tactical commanders to review and enhance the command’s security strategies, the CP ordered the deployment of more resources.

He called on members to continue to collaborate and support the crime-fighting efforts of the command to safeguard schools and communities in the state, as the command remains resolute in ensuring a more secure environment.

He advised the public to report suspicious activities or concerns to the command through the  publicised emergency lines

The Federal Fire Service announced on Monday a national capacity-building initiative, following a collaboration with the Tony Elumelu Foundation (TEF), to train 7,400 Nigerians on fire safety and awareness.

According to the Public Relations Officer of the FFS, Peter O Abraham, the training would cover the 36 states of the Federation and the Federal Capital Territory, FCT, Abuja.

This partnership was part of an agreement reached at a meeting with Mr. Tony O. Elumelu, Founder of the Tony Elumelu Foundation and Chairman of Heirs Holdings and the United Bank for Africa (UBA), at the Hilton, Abuja.

The Controller General, Federal Fire Service, Samuel Adeyemi Olumode, led a delegation of senior management officers to the high-level engagement.

During the engagement, the Service also formally inaugurated Mr. Peter Ashade, Group CEO, United Capital Plc, as a National Fire Safety Ambassador, in recognition of the Heirs Group’s significant contributions to enhancing safety consciousness and advancing community-focused fire safety initiatives nationwide.

Abraham said the honour underscored the expanding partnership between the Federal Fire Service (FFS) and the Tony Elumelu ecosystem.

“As part of the collaboration, FFS personnel would be deployed across all infrastructures under Mr. Tony Elumelu’s business portfolio nationwide, serving as safety officers to support compliance, strengthen safety monitoring, and enhance fire prevention awareness across all facilities”, Abraham said.

According to him, Elumelu emphasized the urgent need to deepen community-level fire safety awareness, noting that thousands of households, local markets, and indigenous settlements remain vulnerable due to limited access to structured fire prevention education.

He underscored that empowering citizens with practical, life-saving knowledge will significantly improve national resilience and reduce both the frequency and severity of fire outbreaks.

Under the collaboration, the Federal Fire Service would train 200 persons in each state of the federation and the FCT, totaling 7,400 beneficiaries.

The programme would focus on essential fire-prevention skills, early warning practices, and basic emergency response procedures. Participants will also be groomed to serve as fire safety advocates within their communities, creating a multiplier effect that promotes vigilance and responsible safety behaviour nationwide.

The Controller General of the FFS, Adeyemi Olumode, described the partnership as a milestone in Nigeria’s journey toward a more preventive approach to fire management.

He expressed profound appreciation to Mr. Elumelu and the Foundation for championing a community-centric model that aligns with global best practices. He further assured that the Service will deliver the training with professionalism, transparency, and measurable impact across all zones.

Lagos Assembly commences review of Auditor General’s report on MDAs

The Lagos State House of Assembly Public Accounts Committee (Lagos State) on Monday began considering the Auditor General’s Report for Lagos State Government Ministries, Departments, and Agencies for the year 2024.

Addressing the media on the exercise at the Lateef Jakande Complex in the Assembly as the exercise was being declared open, the Chairman of the Committee, Hon. Kehinde Olaide Joseph, stated that the oversight function of the Legislative Arm of Government is crucial in ensuring that government agencies, programs, and activities are achieving expected results, representing good value for money, and complying with applicable policies, laws, regulations, and ethical standards.

Hon. Joseph noted that as stipulated in Sections 125 and 129 of the 1999 Constitution of the Federal Republic of Nigeria (as amended), the Public Accounts Committee is empowered to review, monitor, and supervise government agencies, programs, and activities.

“Furthermore, Section 125(2) and Section 129(1) (c) of the 1999 Constitution (as amended) grant the Committee the authority to summon any person in Nigeria to give evidence, produce documents, and examine them as witnesses. We are committed to ensuring transparency, accountability, and probity in the management of public funds and resources.

“Hence, in consonance with the need for improved efficiency and best practices in the pursuit of its statutory objectives, the Public Accounts Committee (State) of the Lagos State House of Assembly is set to commence deliberations on the audited report of the State Auditor-General for the year 2024.

“As we proceed with this exercise, we will be inviting heads of indicted MDAs to clarify issues raised in the Auditor General’s Report, and we expect full cooperation and transparency from all parties involved. This exercise is not a witch-hunt but rather an opportunity to identify areas of weakness and strengthen our systems to prevent future occurrences. We are committed to creating a culture of accountability, transparency, and good governance, where our citizens can trust that their taxes are being utilized effectively and efficiently.

“Furthermore, we will be examining capital expenditure to ensure alignment with budgetary allocations, reviewing financial records to identify areas of improvement, and assessing project management systems to guarantee that our state is moving forward in a direction that benefits all Lagosians. We will also be focusing on fixed asset registers to prevent mismanagement and loss, as well as checking abandoned projects to maximize public investment and ensure that our state gets value for its money,” he said.

The lawmaker added that the exercise is a critical component of the administration’s efforts to deepen transparency and accountability in governance.

“We recognize that public expectations are high, and we are committed to meeting those expectations. I urge all stakeholders to join us in this endeavour, as together, we can build a better Lagos State for all. A state that is prosperous, inclusive, and sustainable, where every citizen has access to quality education, healthcare, and infrastructure.

“I would like to express my profound gratitude to the Speaker of the Assembly, Hon (Dr) Mudashiru Ajayi Obasa, for his visionary leadership and unwavering support in empowering our committee to carry out this critical task. Despite the cultural and administrative demands of the throne, he continued his educational journey with exceptional determination.

Starting with only a secondary school certificate, the Ovie retook his GCE examinations, secured admission into Igbinedion University, and later advanced to the Nigerian Law School, where he successfully completed his legal training.

Police arrest suspected kidnappers, cultists, recover arms, vehicle in Delta

The Delta State Police Command has arrested a notorious armed robbery and kidnapping syndicate terrorising the corridors of Delta State and its environs.

Police spokesman in the state, SP Bright Edafe, revealed in a statement on Monday that operatives recovered one English-made Beretta pistol, one locally-made pistol, one pump action gun, six live cartridges and a Toyota Sienna vehicle from the suspects.

Shedding light on the feat, Edafe said on November 23, 2025, acting on a distress call regarding a robbery incident along the Asaba–Benin Expressway by Dustbin/Mango Tree area, the Commander, Eagle Net Special Squad, SP Danyaya Inusa, swiftly mobilised surveillance teams of the squad in a coordinated operation with operatives of the Nigerian Hunters and Forest Security Service, led by DSP Abu Joshua, to the reported scene.

He said upon arrival, the criminal gang ambushed the operatives with sporadic gunfire, noting that the team, undeterred, responded with controlled precision, overpowering the assailants and forcing them into a disorganised retreat.

The spokesman said a fierce chase ensued, which led to the arrest of the following suspects: Oghenemaro Martins, 25, Tarebi Miracle Ogbada, 22, and Okorie James Kalu, 19.

He revealed, “During the chase, the fleeing suspects abandoned a black bag, which operatives recovered. The contents of the bag directly linked the suspects to the robbery scene and their wider criminal operations.

“Recovered items include: one English-made Beretta pistol, one locally made pistol, four live 9mm Beretta ammunition, one HP laptop, one iPhone S, one Tecno phone, one Samsung phone, One PS5 game console, two necklaces and one laptop charger.

“The presence of the firearms and ammunition confirms the gang’s readiness for armed confrontation, while the assorted electronics, jewellery, and PS5 console matched descriptions earlier provided by multiple victims robbed at gunpoint around the Okpanam–Asaba axis.

“Subsequently, the chain of identification has established a direct nexus between the recovered items, the arrested suspects, and the series of armed robberies under investigation. The suspects remain in custody as the investigation continues.”

Also, Edafe said in another intelligence-led operation, operatives of the CP-Special Assignment Team (CP-SAT), led by the Commander, ASP Julius Robinson, recorded success in the fight against cult-related violence within Sapele and Oghara.

He indicated that acting on credible intelligence regarding the activities of a violent cult group, operatives stormed strategic locations at about 0530hrs on 24th November 2025 and arrested Miracle Umukoro, 52, Mudiaga Ukavwe, 31, Solomon Oghoro aka Spartan, 30.

He noted, “The suspects, who confessed to be members of the Aye Confraternity, were arrested with the following exhibits recovered: One pump-action gun, six live cartridges, one cutlass, one Toyota Sienna vehicle, Reg. No. LSR 621 JW, allegedly used by the syndicate for surveillance and operational logistics.

“All suspects are in custody. The recovered arms and the vehicle have been registered as exhibits as investigations continue to unmask other members of the cult network and dismantle their operational structure.”

Meanwhile, the Commissioner of Police, CP Olufemi Abaniwonda, has commended the operatives for their resilience, courage, and tactical precision in both operations.

He reiterated the Command’s zero tolerance for armed robbery, kidnapping, cultism, and any form of violent crime, assuring residents that the police would remain unrelenting in delivering a safe and secure Delta State.

The CP further urged the public to remain security-conscious and report suspicious movements or persons to the nearest police station or through the command’s Control Room Number: 08036684974
