Presidency dismisses El-Rufai’s ‘life president’ claim as baseless

The Presidency has dismissed as “baseless and absurd” the claim by former Kaduna State Governor Nasir el-Rufai that President Bola Ahmed Tinubu plans to become a life president.

In a post on his verified X handle, @aonanuga1955, Special Adviser to the President on Information and Strategy, Bayo Onanuga, said the allegation was nothing more than panic propaganda.

Onanuga described Tinubu as an avowed democrat with no intention of exceeding the constitutional two-term limit.

“President Tinubu is a democrat who does not intend to stay in office beyond May 28, 2031, when re-elected in 2027,” Onanuga wrote, describing El-Rufai’s alarm as unfounded and a product of political hallucination,’’ he wrote on the handle on Sunday night.

The presidential spokesman said El-Rufai’s outburst reflected frustration over the strength of Tinubu’s support in the North, especially after the President’s grand reception during his recent visit to Kaduna.

He argued that the former governor’s narrative of northern disaffection with Tinubu had collapsed under the weight of reality.

“After reports of the grand reception President Tinubu received in Kaduna last Friday, El-Rufai was clearly surprised by the depth of support the President continues to enjoy in the North. This stands in stark contrast to his narrative that the region has abandoned the President,” Onanuga stated.

He added that the claim of “life presidency”  was nothing more than a desperate attempt to distract from the futility of efforts by the former governor and his new political associates to derail Tinubu’s anticipated re-election in 2027.

Onanuga further suggested that Kaduna State Governor, Uba Sani, should intervene to rescue his predecessor.

“Governor Uba Sani may wish to reach out to his predecessor, as El-Rufai could benefit from some professional counselling to steer him away from his recent hallucinations and political fabrications on Tinubu and 2027,” he noted.

Onanuga maintained that President Tinubu was committed to democratic principles and to leaving office at the end of his constitutional mandate.

Rivers State Governor Siminalayi Fubara, for the second time since his resumption on Friday, declared yesterday that peace had returned to the state.

He also acknowledged that Minister of Federal Capital Territory (FCT) Nyesom Wike is his “leader” and “principal”.

In his broadcast on Friday, Fubara spoke on his peace deal with Wike and lauded President Bola Ahmed Tinubu for his “fatherly” decision on Rivers.

“Fubara and his principal are working together. Thank you”, the President told inquisitive reporters at Aso Villa yesterday.

The governor spoke after a meeting with President Tinubu at the seat of government in Abuja.

Giving an insight into his visit to the President, Fubara said: “You’re aware that suspension was lifted midnight 17, and I came in on the 19. Ideally, it’s proper for me to see Mr. President and to tell him that I’m back, and I’ve also resumed my responsibility as the governor of Rivers State.

“It’s not much. It’s father-to-son discussion, telling him thank you and the areas where, if at all there should be any issue, for him to guide me properly so we don’t be in any situation that will bring crisis again. That’s all”, he explained.

Last Wednesday, the President lifted the emergency rule that suspended Fubara, his deputy, Prof Ngozi Odu, and House of Assembly members from office for six months.

Tinubu slammed the emergency rule on March 18 to avert total breakdown of law and order triggered by bickering between the governor and the minister.

It was believed that the President’s intervention played a vital role in preventing the escalation of a brewing crisis and in brokering truce between Fubara and Wike while the emergency rule held sway in the Southsouth state.

Speaking further on what transpired at the meeting, he explained: “He (President) advised me on what to do and how to go in this life”.

When asked about the state of the political truce in Rivers, Fubara dismissed suggestions that the peace with Wike was fragile or superficial.

“I don’t know what you mean by if this is a paper peace. As far as I’m concerned, we have made peace,” he told reporters.

Rivers National Assembly caucus urges unity

From the Rivers State Caucus in the National Assembly came yesterday a piece of advice to Governor Fubara and members of the House of Assembly:  demonstrate sincere commitment, anchored on openness, unity.

The governor and the lawmakers were also told to focus on ensuring they accomplish purposeful delivery of dividends of democracy to the people.

The caucus praised President Tinubu for lifting the six-month suspension of democratic structures in the state which, they said, was necessary following growing security challenges that threatened the peace, political, and economic situation of the state.

Their advice is contained in a joint statement by Senator Barinada Mpigi, Dum Dekor, O.K Chinda and Cyril Hart, the caucus secretary.

They also called on elders, leaders, stakeholders, and the people of Rivers to embrace togetherness by supporting Governor Fubara, and members of the Assembly in their resolve to work for the interest of the state.

The federal lawmakers also pledged their commitment to protecting the interest of Rivers State at all times.

The statement reads: “We note that although the invocation of emergency rule on March 18, 2025, elicited mixed reactions from concerned individuals, members of the caucus are happy that President Tinubu, being a democrat, has taken the right decision in the resumption of all democratic apparatus in the state.

Indeed, this has further shown his commitment to democratic norms, peace, unity, and development of Rivers State and the country.

“Conscious that lessons had been learnt; experiences garnered, the caucus urges all stakeholders in Rivers State to embrace true peace, and genuine reconciliation for the good of all.

“Also, we urge Governor Siminalayi Fubara and the Martins Amaewule-led Assembly to demonstrate unfeigned commitment, anchored on openness, unity, and focus towards ensuring that they accomplish purposeful delivery of dividends of democracy to the people of Rivers State.

“Going forward, the caucus calls on our elders, leaders, stakeholders, and the people of Rivers to by support Governor Fubara, and the Assembly in their resolve to work for the interest of the state. In doing this, all the indigenes and lovers of Rivers State must eschew bickering, propaganda, cleavages, media hypes, and some other narrow-minded persuasions not necessary for the development of the state.

“We remain committed to protecting the interest of Rivers State at all times and shall always work towards a harmonious and progressive relationship of all stakeholders.”

Shettima is scheduled to deliver Nigeria’s national statement at the high-level general debate, announce the country’s new Nationally Determined Contributions (NDCs) under the Paris Agreement, and participate in several bilateral meetings and side events, including the Global Champions Roundtable on Adequate and Affordable Housing.

He was received at the John F. Kennedy International Airport by Foreign Affairs Minister, Ambassador Yusuf Tuggar; Minister of Defence, Mohammed Badaru Abubakar; Minister of Innovation, Science and Technology, Chief Uche Nnaji; Charge d’Affaires at Nigeria’s Permanent Mission to the UN, Ambassador Samson Itegboje, and other senior officials.

Speaking on Nigeria’s priorities at this year’s Assembly, Tuggar reaffirmed the country’s commitment to effective multilateralism and reforms of the global financial system.

He said Nigeria was championing the UN Global Convention on Taxation, which he described as central to ongoing efforts to create a fairer international financial architecture.

According to a statement on Monday by Senior Special Assistant to the President on Media and Communications, Office of the Vice President, Stanley Nkwocha, Tuggar said “this is something that has put Nigeria in the position of leadership.

“We also want to ensure that Nigeria’s push to become a permanent member of the UN Security Council is sustained, because Africa has a common position on this through the Ezulwini Consensus and the Sirte Declaration”, Tuggar said.

The Minister stressed that Africa must secure at least two permanent seats on the Security Council and highlighted Nigeria’s contributions to UN peacekeeping operations.

He also reiterated Nigeria’s positions on conflicts in Gaza, Eastern Congo, and Sudan, noting that the Vice President will meet the Sudanese Prime Minister and attend the African Union Peace and Security Council session.

Otedola: over N2tr siphoned in fraudulent fuel subsidy claims under Jonathan

    • DAPPMAN should embrace change in oil sector

    • Tinubu’s full downstream deregulation laudable

Billionaire businessman, Mr Femi Otedola, yesterday said that up to N2 trillion was siphoned in questionable fuel subsidy claims under the Goodluck Jonathan administration, narrating how he warned the ex-President about fraudulent oil marketers at the time.

In a statement on recent issues in the oil and gas sector, especially in the downstream, Otedola also congratulated Aliko Dangote, on the success achieved so far since his refinery commenced operations, describing it as a historic leap for Nigeria’s energy independence and economic future.

The philanthropist maintained that all these fraudulent subsidy claims were tied to depot licenses, noting that the policy rewarded neither transparency nor innovation, but encouraged rent-seeking and corruption.

“On subsidy, I personally warned President Goodluck Jonathan that he was being misled. The system was built to benefit depot owners, and DAPPMAN (Depot and Petroleum Products Marketers Association of Nigeria) members became the primary beneficiaries.

“Over N2 trillion was siphoned through questionable claims, all tied to depot licenses. The policy rewarded neither transparency nor innovation, it encouraged rent-seeking and corruption,” the business mogul stated.

But more importantly, he noted that credit must go to President Bola Tinubu for doing what no other leader before him had the political will to execute, which is the full deregulation of the downstream petroleum sector.

This singular act, he said, has broken the grip of entrenched interests and ushered in a new era of transparency, healthy competition, and customer-centric service delivery.

“In a sector long plagued by rent-seeking, subsidy fraud, product diversion, and smuggling, this reform marks a decisive break from the past and lays the foundation for a more efficient and accountable energy market. Yet despite this progress, there are still voices clinging to the old ways. Voices determined to resist change, even when it’s clear the tide has turned,” Otedola wrote.

Besides, having followed recent commentary around fuel supply issues, Otedola said that he felt compelled to provide some perspective, especially as it relates to the future of the country, pointing out that Nigeria remains threatened by entrenched cabals who still believe they can block the winds of reform.

Specifically, Otedola took on DAPPMAN, a group of oil marketers that has had a running battle with the Dangote Refinery in recent days on the ground of alleged plans by Dangote to monopolise the sector.

Otedola, going down memory lane, recalled that he founded DAPPMAN 23 years ago, specifically in 2002, with a clear mission to challenge the dominance of the major marketers and give independent depot owners a fair platform to thrive.

According to him, at the time, the association aimed to fill critical supply gaps left by an inefficient downstream system. However, he emphasised that since then, times have changed, with many of the original players having exited the scene, and those left, clinging to assets that no longer reflect today’s business realities.

“But history has shown time and again: you can delay change, frustrate it, even sabotage it but you can never stop it. I founded DAPPMAN in 2002 (23 years ago) with a clear mission, to challenge the dominance of the major marketers and give independent depot owners a fair platform to thrive.

“I personally structured the group, appointing the late George Enenmoh, then Managing Director of Ascon Oil, as Chairman, while I served as Vice Chairman and Sayyu Dantata as Secretary. At the time, depot ownership was strategic. We were filling critical supply gaps left by an inefficient system.

“But times have changed. Many of the original players have exited the scene, and those left are clinging to assets that no longer reflect today’s business realities . I advised some of them as far back as last year to sell their depots as scrap while they still had value. Nigeria now has over 4 million metric tons of storage capacity, most of it idle. With the Dangote Refinery now supplying fuel locally, the old business model is crumbling.

“Zenon Oil pioneered the modern diesel business in Nigeria and grew to become the largest supplier in the country. We built depots to store our imported diesel because the market was import-driven and riddled with inefficiencies. But with Dangote’s refinery fully operational, those gaps no longer exist.

“We now have domestic production and local supply efficient, reliable, and proudly Nigerian. Furthermore, we must not fail to recognise the attendant benefits of eliminating the grid lock around the Ibafon , Tincan and Apapa areas due to the operations of the Dangote Refinery,” Otedola argued.

Today, more than just producing fuel, Otedola noted that Aliko Dangote has elevated the entire logistics chain, purchasing 8,000 brand new CNG eco-friendly trucks that will distribute across the country with less pollution and fewer breakdowns, unlike the aging, rickety trucks still used by some operators.

He added: “I know this business intimately. I was king of it and at the peak of it in 2005 (20 years ago) , I was conferred with the life patron of the PTD (Petroleum Tanker Drivers) union by Mr Akinlaja. So, when I say the game has changed, I speak from deep experience.

“What is DAPPMAN fighting for today? To preserve a model built on fuel imports, subsidy exploitation, and outdated infrastructure? That era is fast disappearing. The setting up of depots was mainly to collect PFIs. No depots, no PFIs (Pro Forma Invoices) from NNPC who were sole suppliers of gasoline (petrol) at the time and which thus led to the breeding of complacent importers whose sole agenda was on arbitrage and subsidy margins.”

Since there are no more PFIs, the businessman argued that there is no reason why the Dangote Refinery should subsidise DAPPMAN with N1.5 trillion which they are asking Dangote Refinery to pay and subsequently pass this cost to consumers.

While saluting the courage of ‘my brother Aliko Dangote, like Amazon Incorporated’ in bringing about transformative change in the downstream sector, Otedola emphasised that the myth that depots generate massive employment was untrue.

“Depots do not drive employment as some claim. A typical depot employs perhaps five people, gatekeeper included. In contrast, a single filling station can provide jobs to dozens of Nigerians—from pump attendants to cashiers, security personnel, and cleaners.

“If anything, DAPPMAN members should be focusing on owning and scaling last-mile retail outlets, not holding on to tanks built for a fuel import economy that no longer serves us”, he stated.

Taking a cue from the global picture, the philanthropist pointed out that depots in Amsterdam or Houston were designed to serve export markets, especially Africa, but that with Nigeria now refining locally, such infrastructure is increasingly unnecessary.

“The same thing happened in the cement industry. Once Nigeria started producing cement locally, the bulk carriers that used to dock at our ports were retired, many sold as scrap. The same outcome awaits fuel depots,” he said.

If DAPPMAN members do not adapt, Otedola argued that they will not only become irrelevant, but that they may go bankrupt.

Instead of resisting progress, he urged them to consider selling, restructuring, or investing in new value chains, explaining that if they truly believe in competition, they could even come together and acquire the Port Harcourt Refinery and see if they can succeed where NNPC could not.

Even in developed markets, he stated that refinery operators are downsizing their depot footprint, with many converting them into bonded warehouses or exiting completely and mentioning the case of the Folawiyo Group, known for its foresight and integrity, which sold its depot and exited early. “That is strategic thinking,” he posited.

“DAPPMAN had its place but today, its relevance is fast fading. We must stop clinging to outdated privileges and focus on a new era built on self-sufficiency, transparency, and sustainable value creation. Aliko’s refinery is not the problem. It is the solution. Let’s move forward,” he stated.

Stressing that Africans are proud of Aliko Dangote, he said: “And yes, my dear brother Aliko, you can now go to Monaco and rest jejely like me. You’ve earned it.”

    • What anti-graft agency has achieved in two years, by Olukoyede

Economic and Financial Crimes Commission (EFCC) has secured conviction of 13,000, his Executive Chairman, Ola Olukoyede, has said.

He said last year, 4,111 were convicted.

According to him, the 13,000 convictions were achieved in 22 years.

Olukoyede said elaborate reforms are panacea to investment risks on the African continent.

He said lowering investment risks in Africa require broad-based and radical reforms that would make the continent a beautiful bride to investors.

He spoke in Washington D.C, United States, on Friday, at the EBII Group African Leaders and Partners Forum.

The EFCC’s chief joined other world leaders at the forum to discuss de-risking investment in Africa’s strategic sectors: agriculture, energy transition and critical minerals.

A statement by the Head of Media and Publicity of the EFCC, Mr. Dele Oyewale, said Olukoyede “showcased” how the anti-graft commission has fought financial crimes for the right investment climate to thrive in Nigeria.

He said the EFCC, in its 22 years of existence, has maintained a trajectory of vigorous investigations, prosecutions and assets tracing, recovery and return.  The consistency of the commission on its mandate, he explained, has made it possible for it to deepen and widen the investment fortunes of Nigeria.

He said: “There can be no greater incentive to investors than assurance of due process and rule of law. From a background of zero conviction for financial and economic crimes, we have achieved over 13,000 convictions in 22 years of operation. In 2024, the commission secured 4111 convictions. This rekindles confidence that investors who, for whatever reason, felt cheated, can seek redress and get justice’’.

He said Africa has huge potential and deep riches in minerals and talents of its young and tech savvy population but needs fully-integrated reforms to attract more foreign direct investments.

“De-risking Africa requires us to pay attention to reforms to improve the ease of doing business, respect for the rule of law and human capital development.  Success in this regard requires strong institutions in view of the challenges, which exist in the agricultural, renewable energy and solid minerals sectors”, he said.

Besides, he said the commission also offers advisory service, on demand, to foreign investors seeking information to navigate potential risks in Nigeria’s investment landscape.

“At intervals, EFCC issues alerts, to put the investing public on notice regarding trends in the investing environment that could expose them to unmitigated risks. An example was the notice on 58 Ponzi schemes masquerading as investment schemes published in March”, he said.

Referencing his reforms and initiatives since he assumed office about two years ago, the anti-graft czar affirmed that the corruption prevention aspect of the EFCC’s  mandate was enhanced in 2024 by the activities of the Department of Fraud Risk Assessment and Control.  Created in 2023, and mandated to deploy risk-based approaches in preventing corruption in Ministries, Departments and Agencies (MDAs), the department recorded major milestones in tracking the disbursement and utilisation of public funds. It evaluated the over $50 million contract under the Pi-CNG project ensuring 95 per cent delivery of buses and conversion kits.

Other milestones of the commission he placed before the global audience include the arrest of 792 crypto currency and Internet fraudsters in Lagos in one single operation and in one day, the unmasking and forfeiture of 753 duplexes and other apartments in Abuja, the involvement of the EFCC in Nigeria’s efforts to enhance compliance with global standards on anti-money laundering and counter-terrorist financing (AML/CFT) to exit the FATF’s grey list, the investigation and prosecution of sophisticated digital assets and investment fraud, including the Crypto Bridge Exchange, (CBEX), scam in which subscribers to a phony crypto investment scheme lost over half a billion dollars.

“Some of the masterminds are being prosecuted in courts in Nigeria.  Before CBEX, the commission also investigated Binance, one of the major crypto exchanges. The investigation was a revelation in terms of the quantum of resources controlled by the exchanges outside of the Nigerian financial system”, he said.

He asked the rest of the world to learn from the success of the EFCC as it collaborates in joint operations with the FBI, National Crime Agency, Canadian Royal Mounted Police and others to drive reforms in financial crimes investigations.

Olukoyede assured the global community that Nigeria and the rest of Africa hold better prospects.

He added: “Whether we like it or not, there is an ongoing scramble for Africa, which confirms global expectations of a continent waiting to unleash its potential. However, this time, the scramble is not in terms of territorial influence, as was the case in colonial times. Rather, forward-looking partners willing to key into the vision of Africa are active on the continent, helping to build the foundation of our prosperity”.

Other speakers at the summit include Commonwealth Secretary-General, Shirley Botchwey; American Congressman, Jonathan Jackson; Chief Executive Officer of the African Union Development Agency -NEPAD  (AUDA-NEPAD), Nardos Bekele-Thomas; Rwandan Ambassador to the United States, Matilde Mukantabana; Chief Executive Officer of National Bankers Association and Executive Director of National Bankers Association Foundation, Nicole Elam; and director/chief investigator of Texas Financial Crimes Intelligence Centre.
