    PDP heads for another crisis over congresses

    Another round of crisis may be brewing in the Peoples Democratic Party (PDP) over the outcome of some of its congresses.

    Ahead of the November 14 convention in Ibadan where new national officers of the party will be elected, congresses have been held at the ward, local government and geo-political zone levels.

    Among these are the would-be delegates to the convention.

    But Minister of Feral Capital Territory (FCT) Nyesom Wike yesterday queried the Southeast zonal election, saying it should not stand.

    He warned that the zonal election in his Southsouth zone, which some leaders of the party have challenged, must not be tampered with.

    Chief Dan Orbih from Edo State was elected as the National Vice Chairman (Southsouth) during the congress held at Calabar in March.

    Acting Chairman, Umar Damagum, said the results cannot be upheld because the zonal governors did not support that congress.

    Wike, who rejected Damagum’s claim, said his insistence on the cancellation of the congress may spark a fresh crisis in the party.

    Also, the minister said the Southeast Congress that produced Ali Odefa as National Vice Chairman (Southeast) cannot stand because the court had ruled that he was no longer a party member.

    Wike spoke on the challenges before the PDP ahead of its planned November 15 Convention during the August edition of his monthly media chat on television in Abuja.

    According to the timetable for the congresses and convention, Damagum, National Secretary Senator Samuel Anyanwu and other members of the National Working Committee (NWC) are expected to hand over the baton on December 8.

    Congresses spark crisis

    Wike, who spoke for the first time after former Vice President Atiku Abubakar and his camp defected from the PDP to the African Democratic Congress (ADC), said the crisis may be over following their exit.

    He described the defectors as “buccaneers and vampires,” stressing that his firm resistance against impunity led to the shedding of PDP’s excess baggage.

    Noting that Atiku is obsessed with getting the presidential ticket of any party, Wike said he left because there was no room for him to get the PDP flag.

    The minister, however, insisted that the outcome of the recent Southsouth Zonal Congress, which produced Orbih as National Vice Chairman, must be accepted to avoid another crisis.

    He said: “I said I was going to remain in the PDP, and that was why I said the right thing must be done.

    “I will not leave this party, which I have done everything for, for the buccaneers and vampires.

    “If I had left the party, the buccaneers and vampires would have remained in PDP to come and collect the ticket.”

    To avoid a fresh crisis, Wike said the controversy over the Southsouth and Southeast congresses should be resolved.

    He said: “Well, it is over for now because there are still some things remaining which I have told them they must do.

    “One is our Southsouth Zonal Congress, which we must uphold. There is no two ways about it.

    “During our Southsouth Zonal Congress, the acting National Chairman claimed that the PDP governors were not in support of that zonal Congress. Where are the PDP governors today?

    “Our Congress was held in Calabar, and there is nothing anybody can tell us. If they want another round of crisis, so be it. That Congress must be. Chief Dan Orbih emerged as National Vice Chairman.

    “The courts allowed for congress to hold. A congress was held, and the so-called Acting National Chairman of the party wrote to INEC after the congress had taken place, stating that the congress had been postponed.

    “Something was held on the 5th and then on the 8th, you said it has been postponed. So, there is no two ways about it.

    “The National Vice Chairman of the PDP Southsouth is Chief Dan Orbih. If they don’t agree, that is another round to the crisis”.

    The minister added that the Southeast Congress, which produced Odefa, cannot stand because the courts had affirmed that he was no longer a member of the party.

    He said his team will not allow any reign of impunity in the PDP, urging the leadership to resolve the issues before the November convention.

    Wike stressed: “These are people who, in all their political nature, and we know from the campaigns, are going from one party to the other.

    “So, every political period, you form a coalition. Here we see some people who have joined ADC. It is okay.

    “This is not the first time they have joined new parties. It is in their bloodstream that this is what they are going to do. You can’t change it.

    “I think he (Atiku) was in the PDP in 1999. Then he joined AC. The AC/ACN was controlled by whom? By the incumbent President now.

    “Now, what happened to him? Later, he came back to the PDP. Then what happened? He moved again to APC.

    “From APC, he returned to the PDP, only to secure presidential tickets every time. Then, from the PDP now, he has gone away again. ADC.

    “All this has to do with presidential ambition. ‘Can I get my ticket? The way PDP is now, it is not likely that I will get a ticket’.

    “Then he goes to tell you: ‘Let us come together, let us form a coalition against the people’. It is because he cannot get the presidential ticket under PDP.”

    Wike also explained how he led some PDP stakeholders to reject a recommendation that former Senate President David Mark, who is the ADC National Chairman, be made the National Chairman of the PDP.

    He recalled: “When we started having this issue of the national chairman in the Northcentral, there was pressure that David Mark should be the national chairman. We refused. Why?

    “Why would we not refuse? What change will it bring to the party? If he were Senate President for eight years, what were the things that happened? What is the improvement?

    “I have told you here. I prefer somebody who has not had any position who has come to tell me, ‘Look, I am doing this because of this government, I want to help for a change to achieve this and that.

    “I will not listen to anybody who has been in power for years, who has refused to contribute anything to the development of the country. And now you come to tell me this story that ‘look, we need to rescue this country’. You were there. The country was sinking. You didn’t rescue.”

    Wike urged critics to applaud the administration of President Bola Ahmed for the dividends of democracy.

    He said detractors were either misinformed or intentionally ignoring the facts about the scope and direction of the FCT’s development under the Tinubu Administration.

    Wike said: “We engage stakeholders. I am not bothered that they said the provider of the infrastructure is showcasing. Can you provide infrastructure without urban planning?”

    He recalled his administration’s efforts to engage grassroots communities across the FCT’s six area councils, saying that those consultations directly informed policy and project priorities.

    Wike said: “When we came on board, we visited the six area councils. We sat with the youths, traditional rulers and the women. That was the first time that the stakeholders said: ‘This is our priority.’”

    He said the collaborative process led to the establishment of a Youth Secretariat and a Women’s Secretariat in Abuja.

    Wike added: “What are people talking about, non-engagement with stakeholders? Who are the stakeholders? There has been engagement, and stakeholders’ input drives the economy of any country.

    “What brings investors? Will investors bring infrastructure and broadband? These are the primary things that investors will see and come and say: ‘I want to establish a private university, hospital, or agricultural factory.

    “People criticise when they don’t have anything to say. My people say: ‘When you don’t have anything to say against somebody, you say: ‘See as him be.’”

    Wike said performance should be recognised regardless of personal bias, adding: “You must appreciate when a government has done well; you don’t need to like the person in charge.

    “This is a government that inherited so many issues. Something that hasn’t happened in 10 years since 1999, you expect someone to do it in two years? It can’t be done.”

    In a statement titled: ‘Timetable and schedule of activity for year 2025 elective national convention and schedule of activities for year 2025 elective national convention,’ the PDP National Organising Secretary, Umar Bature, said the various committees for a hitch-free exercise would be set up soon.

    He said a meeting of the NWC has been slated for August 24 to deliberate on the agenda before the 102nd  National Executive Committee (NEC) meeting in Abuja on August 25.

    Bature explained that the National Caucus meeting would also be held in Abuja on the same day, while the date for the Board of Trustees (BoT)’s meeting would be decided later.

    The Organising Secretary said the NEC meeting would review and adopt the resolutions of the PDP Zoning Committee.

    Also, between August 26 and September 1, the Zonal Executive Committees (ZECs) in the six geo-political zones are scheduled to hold consultations on nominations for the party offices zoned to the respective regions.

    Bature said between September 3 and 22, the PDP Directorate of Finance would undertake the sale of Nomination and the Expression of Interest forms to aspirants for various national offices, which must be submitted to the party’s national secretariat on or before September 26.

    The party official said the forms would be processed and forwarded to the PDP Screening Committee for vetting.

    On September 30, aspirants are mandated to appear before the PDP Screening Committee at the national secretariat.

    Bature said the list of cleared aspirants would be released and certificates of clearance issued to them on October 1.

    He said aggrieved aspirants would have the right of appeal on October 6, adding that the final list of cleared aspirants would be published on October 10.

    Lagos declares Adron, Lekki County, Anchor, 173 other estates illegal

    Subscribers to 176 estates in Lagos got shocking news yesterday from the state government. The projects into which they had invested fortunes are illegal, the government said.

    Developers of the estates have three weeks to perfect their documents, failing which they risk being sealed off.

    The estates, predominantly located in the fast-developing Eti-Osa, Ajah, Ibeju-Lekki and Epe axis of the state, were said to have been built without approvals.

    The Ministry of Physical Planning and Urban Development asked the developers to take advantage of the 21-day window to process “layout approvals” or risk having the properties sealed.

    But the Real Estate Developers Association of Nigeria (REDAN) – the developers’ umbrella body – criticised the action, saying the government acted in bad faith.

    REDAN President Akintoye Adeoye said:  “The government is de-marketing the businesses involved by labelling them as unauthorised developments and issuing a threat of shutting them down in 21 days if they fail to comply.

    ‘”This action can cause a run on the companies and also send shock to the market. This is not good for business at all.”

    Sotire explained that the developers of the estates compromised the sustainable development ethos and the T.H.E.M.E.S+ Agenda of the state government by operating without approved layouts.

    The permanent secretary clarified that the action was not only a routine function of the ministry, but in line with its mandate to regulate the development of public and private estates in the state through the processing and granting of layout approvals to foster a resilient smart city.

    He also emphasised the importance of all developers and real estate practitioners registering with the state Real Estate Regulatory Authority (LASRERA), a body responsible for regulating, coordinating, and monitoring real estate practitioners.

    Tinubu splashes $100,000, flats, OON on victorious national B’ball team D’Tigress

    It was the turn of the victorious senior women’s basketball team, D’Tigress, to smile home with gifts yesterday.

    For winning the FIBA Women’s AfroBasketball title for the fifth consecutive time and the seventh overall, President Bola Ahmed Tinubu rewarded members of the team with the national honour of Officer of the Order of the Niger (OON), $100,000 each, and a three-bedroom flat each.

    It was at a presidential reception held in their honour at the State House Banquet Hall.

    Vice President Kashim Shettima, who represented the President, made the announcement.

    Members of the coaching and technical crew will receive $50,000 each and similar housing packages.

    The ceremony, attended by top government officials, including First Lady Senator Oluremi Tinubu, the Vice President’s wife Hajia Nana, ministers Dr. Doris Uzoka-Anite (Finance, State), Hajia Imaan Sulaiman-Ibrahim (Women Affairs), Arts and Culture  Hanatu Musawa, Chairman National Sports Commission (NSC) Shehu Dikko, Chairman Nigerian Basketball Federation (NBF) Musa Kida and others, celebrated the team’s resounding 78–64 victory over Mali in the AfroBasket final match held on Sunday night at the Palais des Sports de Treichville in Abidjan, Côte d’Ivoire.

    Shettima praised their display of unity, resilience, and excellence.

    “You have conquered Africa 78 to 64. It’s not just about tactical superiority, but also about poise, discipline, and the Nigerian spirit.

    “You wore the green and white not just as a jersey but as a symbol of unity—and now you wear the crown as kings of African basketball for the fifth consecutive time”, Shettima declared.

    Addressing the players as ‘daughters of the nation’, Shettima singled out  Head Coach Rena Wakama for special praise, saying: “Your quiet strength and historic achievements have shattered ceilings. You represent the evolution of leadership in Nigerian sports. You have earned your place as one of the world’s best.”

    He also hailed Amy Okonkwo, the tournament’s Most Valuable Player, and Ezinne Kalu, top scorer in the final, noting: “You played not for yourselves, but for Nigeria. Your victory belongs to all of us.”

    Shettima emphasised the administration’s commitment to sports as a national development strategy.

    “Sports is not merely entertainment—it is infrastructure, education, diplomacy, youth employment, and economic transformation.

    “Under this government, we are repositioning sports for global competitiveness and sustainable growth.”

    Shettima thanked the National Sports Commission, led by Shehu Dikko, and the Nigerian Basketball Federation under Musa Kida, for their support of the team.

    In a stirring address, First Lady Oluremi Tinubu said the team’s triumph represents more than a basketball win—it is a beacon of inspiration for future generations.

    “This victory is a resounding statement of hard work, excellence, and national pride.

    “You have written another golden chapter in Nigeria’s sporting history.

    “You inspire every young girl to dream boldly and pursue greatness,” she said.

    Mrs. Tinubu recounted a previous encounter with the team during a visit last year, noting their progress.

    “You showed up then, and now you are seated before the President. That’s what consistency, excellence, and discipline can achieve”, the First Lady noted.

    She highlighted the extraordinary story of Dr. Sarah Goke, a full-time surgeon who recently had a baby and still played in the tournament.

    “Your story is one of resilience and inspiration. May your path continue to light the way for others.”

    Speaking on behalf of the team, Amy Okonkwo expressed heartfelt gratitude to the President and people of Nigeria.

    “We are so thankful to be here today. It means the world to us to be hosted like this and to inspire young women across the world that they too can dream,” she said.

    Okonkwo praised the team’s support system and leadership, saying: “We thank you for lifting us higher. We believe the sky is not our limit—we can break barriers.”

    Dikko described D’Tigress’ latest triumph as a milestone for Nigerian sports and women in athletics.

    “This is a defining moment. With this victory, Nigeria becomes the first African team to qualify for the 2026 FIBA Women’s World Cup and extends an incredible 29-game unbeaten run in AfroBasket—an era unmatched in African basketball,” Dikko stated.

    He applauded Coach Wakama’s back-to-back continental titles in 2023 and 2025, noting her emergence as a global symbol of female leadership in coaching.

    “She has redefined what is possible when we invest in domestic development,” he said.

    Dikko emphasised the planning and leadership that led to the team’s success.

    “These victories are not accidents. They are a product of deliberate investment, reforms, and the athletes’ resilience,” he said.

    Highlighting other recent achievements in sports, Dikko mentioned Nigeria’s hosting of the Confederation of African Athletics U18 and U20 Championships, participation in the African Youth Games in Algeria, and the qualification of the U19 female basketball team for the World Cup in the Czech Republic.

    “These efforts are part of a broader national strategy to build a sustainable sports ecosystem that empowers youth and enhances global competitiveness,” he said.

    Dikko assured the President of continued reforms in the sports sector, adding: “Every Nigerian boy and girl deserves a fair shot at becoming the next Ezinne Kalu or Tobi Amusan.

    “We are committed to deepening reforms and unlocking our potential.”

    He thanked President Tinubu, the First Lady, female ministers, and private partners supporting sports.

    “You have inspired a nation. You’ve shown us again that greatness is earned through belief, unity, and hard work,” he said.

    He also expressed hope for similar success from the national men’s basketball team, D’Tigers, who begin their AfroBasket championship campaign in Angola in two weeks.

    The presidential reception follows a similar ceremony hosted by President Tinubu last week for the Super Falcons, after their victory in the 2025 WAFCON in Rabat, Morocco.

    D’Tigress now hold seven African championship titles and remains the most dominant women’s basketball team on the continent.

    Vice President Kashim Shettima announced the presidential rewards on Monday evening during a special reception held in their honour at the State House Banquet Hall, Abuja.

    In addition to the players, members of the coaching and technical crew were each awarded $50,000, a three-bedroom flat, and conferred with the OON national honour.

    First Lady Oluremi Tinubu and the Wife of the Vice President, Hajiya Nana Shettima, as well as the Chief of Staff to the President, Hon Femi Gbajabiamila, joined the Vice President to warmly receive the D’Tigresses on behalf of the President.

    Speaking during the reception ceremony, the Vice President received the champions, describing their victory as a shining example of the nation’s talent, resilience, and unity.

    “You have brought great pride to Nigeria. Your excellence on the court has once again put our nation on the global map for sporting greatness”, Shettima told the team.

    The team clinched their fifth consecutive AfroBasket title—and seventh overall—by defeating Mali 78–64 in the final played at the Palais des Sports de Treichville in Abidjan, Côte d’Ivoire.

    The remarkable win reaffirmed their dominance in African women’s basketball and continued an unbroken winning streak that began in 2017.

    Monday’s ceremony drew top government officials, including the Chairman of the Senate Committee on Youths and Sports Development, Senator Garba Maidoki; and Chairman of the House Committee on Sports, Hon. Kabiru Amadou.

    The recognition of D’Tigress follows a similar state reception President Tinubu hosted last week for the Super Falcons, after their record-extending tenth Women’s Africa Cup of Nations (WAFCON) victory in Rabat, Morocco.

    The Olubadan-in-Council has nominated former Oyo State Governor, Senator Rashidi Ladoja, as the 44th Olubadan of Ibadanland.

    Ladoja’s nomination was moved by the Balogun Olubadan, Oba Tajudeen Ajibola, and seconded by the Osi Olubadan, Oba Eddy Oyewole, during a meeting held at the Oke-Aremo palace of the Olubadan.

    Speaking at the meeting, Oba Ajibola said all members of the Olubadan-in-Council had signed off on Ladoja’s nomination.     Fed Govt: N712b upgrade will turn MMIA into world class

    • Lagos airport to become West Africa’s hub after remodeling in two years

    The N712.3 billion upgrade of the Murtala Muhammed International Airport (MMIA), Lagos,  will transform it into a world-class facility, the Federal Government has said.

    On completion in two years, the Lagos airport will become a hub of air travel in West Africa, it said.

    The project is expected to be funded entirely from the Renewed Hope Infrastructure Development Fund.

    Both Minister of Aviation and Aerospace Development, Festus Keyamo, and Managing Director of Federal Airports Authority of Nigeria (FAAN), Mrs. Olubunmi Kuku, at the weekend, spoke on the project which was approved last week by the Federal Executive Council (FEC).

    The upgrade will involve a complete overhaul of Terminal 1 building of the airport, inaugurated in 1979, and the redesign of Terminal 2, which was inaugurated at the tail end of the Buhari Administration.

    Also to get facelifts are the aircraft parking facilities, the aprons, the hangar, car parks, roads, and the international wing of the facilities.

    The airport – Nigeria’s busiest – is responsible for 67 per cent of air passengers in the country.

    Mrs. Kuku said the transformative project is designed to elevate the MMIA to meet the highest global standards.

    She described the project as a future-focused initiative, which will touch virtually every critical aspect of the airport’s infrastructure.

    Keyamo admonished critics of the airport terminal reconstruction to educate themselves on the global cost of building modern airports before casting aspersions on the project’s cost and scope.

    Also, Senior Special Assistant to the President on Media and Publicity, Tope Ajayi, described the upgrading of facilities at international airports as a global phenomenon.

    “Anyone who has travelled through the JFK airport in New York in the last three years will see extensive renovation work that is going on at the United States’ premier international airport. JFK is being renovated at the cost of $19 billion,” Ajayi tweeted yesterday on his verified X handle.

    Mrs. Kuku listed the gains of the remodelling as “upgrading the terminal’s external façade, interior finishes, plumbing, mechanical, and electrical systems to align with international standards”.

    “Another key component is the expansion of Terminal 2 (T2), which will be extended to accommodate more wide-body aircraft, enhancing its aircraft handling capacity.

    “The expansion involves the extension of the boarding bridge area (finger) and apron.

    “Existing hangars within the expansion zone will be relocated to facilitate the seamless execution of the project.”

    Mrs. Kuku added that the government will also construct a new road network, modern and efficient, to improve access to the airport.

    She said: “This is expected to significantly ease vehicular congestion and enhance the travel experience for airport users.

    “We will also construct a new skywalk to link the car park to Terminal 2, and a connection building to link Terminals 1 and 2.

    “These additions will transform the currently separate terminals into a single, integrated complex, optimising passenger flow and airport management.”

    Mrs. Kuku spoke of a plan to create a temporary departure hall to maintain smooth operations during the construction and make passengers comfortable.

    “This facility,” she said, “will be designed to provide a clean, organised and comfortable experience for passengers.

    “Another key component of the grand plan is that the landscape in front of the terminal buildings will be completely overhauled to create a more welcoming environment for arriving passengers.

    “The redesigned central square aims to reflect national pride and offer a positive first impression of the country.

    “We are reimagining the future of MMIA – not just rebuilding a terminal, but elevating Nigeria’s aviation experience to global standards.

    “The new T1 will offer faster check-in, smarter security, brighter lounges, and better shopping – all designed for you.”

    Explaining that the project is more than an infrastructure upgrade, she said: “It is a solemn commitment to every traveller passing through this national gateway.”

    The FAAN boss called for the understanding and support of stakeholders and the travelling public during the rehabilitation period.

    “Your understanding and support today are instrumental in helping us build the MMIA of tomorrow – more vibrant, convenient, and world-class – truly the pride of the nation.”

    She added: “Upon completion, the upgraded MMIA is expected to redefine air travel in the region, positioning Nigeria as a leading aviation hub in West Africa and projecting the nation’s image as one that embraces excellence and innovation in public infrastructure.”

    Keyamo, Ajayi defended the airport project

    Keyamo urged critics to acquaint themselves with the global cost of building modern airports before commenting on the project’s cost and scope.

    He said the FEC approved a comprehensive overhaul of Terminal 1 of the MMIA, Lagos, after a rigorous evaluation by the Bureau of Public Procurement (BPP).

    “I encourage our compatriots to simply Google the cost of most modern airports built around the world in the last few years, including those in Africa like Angola.

    “You will agree with me that the BPP did a fantastic job for the nation in scrutinising and approving this project,” Keyamo wrote.

    The minister explained that Terminal 1 has suffered years of neglect, with passenger traffic now quadruple its original design capacity.

    “We have been patching up the building over the years, but it is now totally decrepit.

    “What we are embarking on is a complete strip-down and rebuild to meet modern international standards,” he stated.

    He also noted that the expansion of Terminal 2 has been approved, which includes enlarging the aircraft apron, constructing new independent ring roads for departure and arrival, and correcting design flaws by building a bridge that connects directly to the upper departure floor.

    Keyamo assured Nigerians that the entire project will be executed without foreign loans.

    “This is not a loan project. It will be funded through the Renewed Hope Infrastructure Development Fund, one of the direct gains from subsidy removal,” he said.

    To ensure transparency and public involvement, Keyamo said the ministry will be conducting regular facility tours for reporters, civil society organisations and lawmakers to inspect the progress and quality of work.

    He also reminded Nigerians that while Lagos faces urgent infrastructural needs due to its high traffic, new terminals in Kano, Abuja, and Port Harcourt are currently under-utilised at less than 30 per cent capacity.

    On a television programme, Keyamo explained the motive behind the overhauling of facilities.

    He said Nigeria deserves modern terminals that qualify as hubs to drive passenger traffic and improve travel experience.

    He said the N712.26 billion approved for the massive upgrade of Terminal 1 was not a matter for speculation, because the BPP took time to look into the bills of quantities for the project before settling for the amount.

    Keyamo said the Tinubu Administration should be applauded for its decision to carry out bold reforms through infrastructure upgrades to turn around the air transport ecosystem.

    He said the proposed major upgrade of facilities at the Lagos International Airport Terminal 1 will enable Nigeria to develop a major airport hub, which will create opportunities for indigenous carriers to enhance their potential by acquiring bigger aircraft for intercontinental routes.

    “The era of patchwork at major gateways such as the MMIA, Lagos, is over, because the country is set to push for the best facilities in line with global standards,” Keyamo said.

    The minister said a lot of work is underway as several components of the upgrade will include a bridge linking the old terminal of the MMIA to the new terminal for a good travel experience.

    He said: “Nigerians should look forward to a series of projects intended to improve the travel landscape as the Tinubu Administration has aviation as its major priority.”

    He also hinted at a future expansion of facilities, including the extension of the Lagos Red Rail Line to the airport, connecting roads linking both the domestic and international terminals.

    Keyamo said the government is poised to deliver smart airport terminals, which would enable indigenous carriers to expand their fleet and advance into frontier markets.

    He said discussions have reached an advanced stage with private sector investors for the concession of airports, which will run efficiently and professionally.

    He said the government has procured state-of-the-art equipment that will be deployed for the terminal after the upgrade to make way for a single screening and profiling of passengers.

    According to him, aviation agencies are working with the office of the National Security Adviser (NSA) to achieve a one-stop procedure for checking and screening at the airports.

    Some of the critics of the project at the weekend questioned the cost and the need for the upgrade at a time of economic difficulties.

    The African Democratic Congress (ADC) which jumped into the fray said: “It is hard to comprehend how renovating an already functional airport with N712 billion makes any fiscal sense in a country where public universities are chronically underfunded, where basic healthcare is a luxury for many, and where millions have been plunged into poverty by misguided policies.

    Sweeping reform to improve maritime safety and prevent frequent boat accidents with accompanying fatalities are coming, Minister of Marine and Blue Economy, Adegboyega Oyetola has said.

    He spoke at the weekend while receiving the report of the Special Committee on the Prevention of Boat Accidents in the country.

    The minister reiterated the government’s unwavering commitment to making Nigerian waters safe for all users. He declared that the current spate of boat accidents was unacceptable and preventable.

    He added that it must be tackled through a blend of policy enforcement, stakeholder cooperation, and behavioural change.

    “The safety of our citizens on water is not just a policy responsibility; it is a moral duty. Every life lost in a boat mishap is one too many,” the Minister stated. “This report will serve as a foundation for immediate and long-term reforms. We will study the recommendations closely and act where policy adjustments or institutional coordination are required.”

    The Minister stressed the urgent need for attitudinal change among water transport users, especially regarding the use of life jackets, describing such safety gear as non-negotiable. He explained that the Federal Government is set to phase out rickety boats, often implicated in fatal accidents, and replace them with safer, standard-compliant alternatives.

    In a strong call to action, Oyetola appealed to state governments to align with federal initiatives, stating, “The fight against boat mishaps cannot be won by the Federal Government alone. We call on state governments to collaborate with us in enforcing standards and saving lives.”

    The Minister also said he recently approved a nationwide distribution of life jackets to riverine and coastal communities as part of a strategic intervention to curb the alarming rate of boat accidents and related fatalities. He urged the beneficiaries to prioritise safety by consistently and correctly using the life jackets whenever they travel on water.

    The 16-member Special Committee, inaugurated on 27th February, was charged with conducting a comprehensive review of commercial boat operations, identifying causes of boat accidents, and proposed sustainable solutions.

    Committee Chairman and Managing Director/CEO of the National Inland Waterways Authority (NIWA), Bola Oyebamiji, presented the detailed report to the Minister, outlining its structure and key findings.

    According to Oyebamiji, the committee exceeded its initial six-week mandate to ensure a thorough and credible outcome. The report, comprising six chapters, which include detailed analyses of current operations, regulatory gaps, design standards, and institutional capacity. It also proposes a comprehensive plan to enhance safety and oversight.

    Among the 64 recommendations reviewed by four technical sub-committees, 17 key proposals were highlighted in the final chapter. These include: establishment of a Coastal Guard to enforce waterway safety regulations; creation of a National Boat Design Policy to standardise permitted vessel types; mandatory certification and formal training for boat operators; increased funding for NIWA to strengthen hydrographic and marine engineering functions; and setting up search and rescue stations at strategic locations across inland waterways.

    Oyebamiji expressed gratitude to the Minister for his support and to the committee members for their commitment and sacrifices.

    “We adopted both physical and virtual meetings and created four specialised sub-committees to ensure a robust and practical report. We hope our findings serve as a blueprint for lasting safety in the sector,” he added.

    The submission of the report marks a pivotal moment in President Bola Ahmed Tinubu administration’s “Renewed Hope Agenda,” particularly in fostering sustainable and safe blue economy practices.
