    Former Delta Commissioner dies

    One of the governorship aspirants in Delta State under the platform of the Peoples Democratic Party (PDP) Olorogun Kenneth Okpara is dead.

    The former Commissioner died in the early hours of Friday.

    A current Delta Commissioner, Barr. Arthur Akpowowo, confirmed the sad incident in a Facebook post.

    Okpara served in the administration of former Governor Emmanuel Uduaghan as Commissioner for Finance and Economic Planning.

    A member of the Okpara Campaign Organisation also confirmed the incident.

    Okpara was an international expert in finance and economic development.

    ‘Fed Govt won’t interfere in #EndSARS panel report’

    President Muhammadu Buhari has said the Federal Government will not influence the implementation of the #EndSARS report.

    He said his administration would rather wait for the states to conclude all the actions they initiated to assuage youths after the October 2020 #EndSARS protests.

    His comment came on the heels of calls by  United States (US) Diplomatic Mission to Nigeria and United Nations  Resident and Humanitarian Coordinator for Nigeria, Edward Kallon on the relevant authorities to speedily implement the recommendations of the judicial panel that investigated the protests in Lagos.

    He spoke when the US Secretary of State Antony Blinken visited him in Abuja yesterday.

    The controversy generated by the leaked report of the panel had raged on, with the All progressives Congress (APC) in Lagos State and three Senior Advocates expressing diverse opinions on the document.

    In the leaked report, the  Lagos State Judicial Panel of Inquiry on Restitution of   Victims of SARS Related Abuses and Other Related Matters recommended among others:  police reforms;  sanctioning of the officers of the Army and Police who shot, injured, and killed unarmed protestors;  and constitution of standing committee/tribunal to deal with cases of violation of human rights by security agencies.

    Buhari said in a statement by his Special Adviser on Media and Publicity,  Femi Adesina, that it was better to allow states that were involved to complete the processes initiated by them through their probe panels.

    “We at the federal level have to wait for the steps taken by the states, and we have to allow the system to work. We can’t impose ideas on them. Federal Government has to wait for the reaction of the states”, he added.

    In Lagos,  APC called for restraint as two  SANS—Ebun-Olu  Adegboruwa and Abiodun Owonikoko— differed on alleged monetary inducement, the competence of the panel members and the content of the report.

    Adegboruwa was one of the members of the panel while Owonikoko was counsel to the Lagos State government.

    The APC, which noted the innuendos, conjectures, and suggestions, advised the public to wait for the authentic report submitted by the panel to the state government.

    It noted in a statement by its Publicity Secretary, Seye Oladejo,  that while some well-meaning Nigerians have in their comments sought closure to the unfortunate incident, others have literally written their own report to suit a pre-determined purpose.

    The party said it was distasteful that commentators have based their position on a leaked report, which has led to some of the content being disputed by some members of the panel.

    It added that It  was  the height of irresponsibility and inhumanity to seek “political gains from our collective traum Owonikoko, who questioned the fairness and judicial competence of the panel members, said there were over 40 material discrepancies in the report.

    He told Arise Television  that the errors showed that “there was no thorough job done.”

    Faulting the leakage of the report, he said the recommendations should not be in circulation , adding that only the white paper should be available for public consumption.

    Owonikoko also said the white paper is not binding on the aggrieved; they are entitled to subject it to judicial review in the court of law.

    He emphasized that panel members who had publicly spoken on the report violated the oath of fidelity, impartiality, and confidentiality.

    Owonikoko also faulted the composition of the panel, saying that some members have vested interest.

    He said the panel lacked the judicial competence to determine some issues before it.

    Owonikoko also said panel members who were absent at critical sittings of the panel appended their signature to the report.

    He emphasised that despite representing Lagos on the panel, his reaction to the diverse public views on the leaked report was personal.

    His words:  I am not speaking for Lagos State Government, I am not speaking on a report that is validly published and which can be authenticated as the outcome of that judicial inquiry.

    “That being the case, I must say that I am totally shocked about what I read to be the report, particularly the finding with regards to 40 something victims, some of whom were described as deceased, some of them described as missing, but all attributed by the panel to what is called the Lekki incident.

    “I have read the report…I have identified almost 40 discrepancies, very material discrepancies in that report, including awarding damages to people who are claimed to have died, who never died, who have even come out to say they did not die, including awarding damages to somebody they claim died, but who actually was a witness to testify as to his brother’s death, not even at Lekki toll gate.”

    He said one of the problems with the panel was that a number of its members were not lawyers, adding that this affected the content of the report.

    Owonikoko further reasoned that Lagos State government made a mistake by not setting up a different panel for the Lekki incident.

    He objected to the panel’s composition, insisting that it was judicially incompetent because some of its members were biased from the outset.

    The legal luminary, who cited the opposition by some of its members to the panel’s decision to reopen the Lekki Tollgate as an example of such mindset, specifically referenced Adegboruwa as an example.

    But, Adegnoruwa defended the panel in a statement titled: ‘EndSARS panel members are being unfairly persecuted’

    He said since the submission of the report, members of the panel had become subject of vicious attacks “by those suspected to be agents of the government.”

    He said:  “Just today, my attention has been drawn to an interview by a Senior Counsel to the Lagos State Government, to the effect that panel members collected bribe in the course of the assignment. It is unfair, ungodly, and least expected of the government and its lawyers.

    “The Lagos State Government asked for two weeks to enable it to release a White Paper on the report submitted to it by the panel. And we have been waiting. But it would seem that the government has now unleashed mindless propaganda upon panel members whilst at the same time asking for restraint from the general public.

    “It is unfair to seek to denigrate peoples’ hard-earned reputation on account only that they accepted to render selfless service at the behest of the government. If the government and its agents are not restrained from attacking others, nothing stops us from defending our integrity.

    “I should not become a victim of unwarranted attack just because I accepted to serve the government and the outcome of that assignment did not favour the expectations of the government. “

    The Senior lawyer appealed  to Governor Babajide Sanwo-Olu to “call all agents of the state to order and to keep to his promise to   release a White Paper within two weeks and to send the unedited report of the panel, to the National Economic Council.”

    Lagos lawyer Femi Falana (SAN), however, described the report as one of the best ever produced.

    “The panel gave everybody fair hearing, bent over backward to accommodate those who should have been sent packing, did a thorough analysis of the evidence and arrived at recommendations that tallied with the findings,” Falana told Channels Television’s Sunrise Daily.

    “It was a thorough-going exercise, one of the best reports ever produced by a judicial commission of inquiry in Nigeria,” he added.

    The senior lawyer however, faulted the leakage of the report and advised the state government to release the authentic one after its four-member panel set up to raise a White Paper on the document completes its assignment.

    Also, the  Minority Caucus in the House of Representatives said called on the Federal Government to come out clean on the killings at  Lekki tollgate.

    The caucus also asked the Minister of Information, Lai Mohammed, to immediately resign for being economical with the truth on the incident.

    The leader of the caucus, Ndudi Elumelu,  said the government has a lot of questions to answer regarding the killings.

    A petrol-laden tanker has exploded along NTA operation burst road before UCH area of Ibadan in Oyo State.

    The Nation learnt that the explosion began around 9pm.

    In the video seen by The Nation, many buildings went up in flames.

    A local radio outlet – 32fm949Ibadan confirmed the incident.

    It said: “There’s a gas explosion around NTA operation burst road before UCH, Ibadan. Please if you are driving through that route tonight, seek an alternative route!”

    He said “The content was spilt on the road and fire followed. Two cars were also burnt but we thank God no life was lost”

    United States of America Secretary of State Antony Blinken is meeting with President Muhammadu Buhari at the Presidential Villa, Abuja.

    Blinken arrived the Aso Rock Villa around 3:47pm and was received at the forecourt by State Chief of Protocol (SCOP), Ambassador Lawal Kazaure, who led him to the President’s office.

    Buhari backs direct primary – Gbajabiamila

    Speaker Femi Gbajabiamila on Thursday said that President Muhammadu Buhari is in support of the direct primary for political parties to produce candidates for elections.

    The Speaker stated this in an interview with State House correspondents after meeting with Buhari at the Presidential Villa, Abuja.

    The Nation reports there had been a sharp disagreement between members of the National Assembly and Governors over the mode of primaries for different political parties.

    While the Senate and the House of Representatives in the Electoral Act Amendment Bill approved direct primaries for political parties, the Governors are insisting on indirect primaries.

    But the Speaker said that Buhari has been a product of direct primaries because of his popularity, adding that direct primaries open up the political space for the youths to participate.

    He noted that the indirect primary, which has been the practice in the selection of candidates for political parties for elections, has not helped the growth of democracy in the country.

    He gave the assurance that the President would soon sign the Electoral Act Amendment Bill into law as he is back from official engagements.

    On whether Buhari is in support of direct primaries, he said: “Mr President has always been. We all know that. The whole world knows that. He has always been from his inception in politics because he is a very popular man.”

    Gbajabiamila, while speaking on his discussion with the President, said: “Several issues, which one are you interested in? I will tell you whether it was part of it or not. Yes, the issue of national development and the synergy with the National Assembly. This tripartite committee, if I tell you we didn’t discuss the Electoral Act amendment, which is what I am sure you are asking about, if I tell you we didn’t discuss that, I will be lying to you. We had a very robust discussion and our position is known to the President.

    When asked to state the official position of the National Assembly, Gbajabiamila said “are you not aware that the National Assembly has passed the issue of direct primaries and electronic transmission of election results? That is the position of National Assembly. It has passed through both houses.

    “We have passed the law. The official position of House of Representatives and the Senate, we are for direct primaries. We are for empowering the people at the grassroots level. Let everybody participate in governance. Democracy is defined as government of the people, for the people and by the people. People is used three times in that definition. And it doesn’t start from general elections. It starts from primaries. So, we have made it very clear abundantly.”

    While reacting to the view expressed by Governor Samuel Ortom of Benue State that it would be too expensive for political parties and INEC to handle direct primaries, he said: “Here is what I have to say. I have heard that argument about cost. And this is what I have to say. Do you put a price tag to democracy? I don’t think you should.

    “What is too much and what is too little to buy freedom and democracy? I don’t think you should put a price tag to it. So, how much will be okay for him? He should tell us how much will be okay for him.”

    On the concern that the National Assembly was fighting because they had been edged out, he said: “Let me tell you something very clearly, and I have said it over and over again, the indirect primary is easier for me, at least, as far as my constituency is concerned.

    “The indirect primary is easier for me. But because I don’t want to be selfish because I want to look at the bigger picture, I will rather go with direct primaries. Let everybody go and vote. If they vote me out, they vote me out. It is as simple as that.”

    On whether the Electoral Act Amendment Bill had been transmitted to the President and when it would be done, the speaker said: “It’s on the way. You can be sure of that.”

    Asked to speak on the takeaways from his discussions with the President, Gbajabiamila said: “Very good, hopefully, we get the bill transmitted now that he is back very soon. We are hopeful it will become law and Nigerians will be better for it.”

    President Muhammadu Buhari has said that the Federal Government would not impose its ideas on how to handle the fallouts of the #EndSARS crisis but wait for the various State Governments to conclude their processes.

    Buhari stated this on Thursday at the Presidential Villa, Abuja, while receiving in audience United States Secretary of State Antony Blinken.

    According to a statement by his Special Adviser on Media and Publicity, Femi Adesina, President Buhari said: “So many state governments are involved, and have given different terms of reference to the probe panels.

    “We at the Federal have to wait for the steps taken by the states, and we have to allow the system to work. We can’t impose ideas on them. Federal Government has to wait for the reaction of the States.”

    On the recent removal of Nigeria from watch list of countries violating religious freedom, which Blinken said was “based on facts,” Buhari expressed the country’s appreciation, noting that there was freedom of worship in Nigeria, and no one is discriminated against on the basis of his or her faith.

    He said education is a priority in the country “because when you educate a people, there are certain levels they will not fall below.”

    The President equally appreciated the United States of America for allowing Nigeria to procure military hardware to fight terrorism in the country and for the training given to the military.

    “It’s helping us to stabilise the situation in the Northeast, and we’ve made a lot of progress since 2015,” he said.

    “We are doing a lot on security, and the people involved appreciate our efforts.”

    On the development of democratic ethos, President Buhari said Nigeria has adopted the American model, “hook, line, and sinker, with its term limits. Those who have attempted to breach it were disappointed, if not disgraced. You are even lucky if you have two terms. Others try hard and don’t get it. The American model has been accepted by Nigerians as the best.”

    Nigeria and her neighbours, the President noted, have been living with the impact of climate change for a while, which has seen Lake Chad shrink drastically from its original size, and affected the livelihood of about 30 million people in the Lake Chad Basin countries.

    “That is why the youths defy the Sahara Desert and the Mediterranean to attempt emigrating to Europe. Inter-basin water transfer is needed to keep the youths at home, and they can resume their lives of farming, fishing, and animal husbandry.”

    Blinken, who had held a virtual meeting with the Nigerian President earlier in the year said jocularly that it was now good to see him “mask to mask, hoping that we will soon see face to face.”

    He appreciated the contributions of President Buhari to the protection of the climate, particularly his presence and contributions at the recent COP26 climate conference held in Glasgow, Scotland.

    Blinken said America and Nigeria have diverse challenges, but a common denominator is security, and hoped for better partnerships, “so that the bad guys won’t get the good guys.”

    He described the report of the EndSARS probe panel as “democracy in action,” stressing that America equally had its own police brutality, and hoping that necessary reforms would be made.

    Nigeria’s Dr Paul Adalikwu has been elected Secretary-General of the Maritime Organisation of West and Central Africa (MOWCA) at the 16th Extra-Ordinary Session of the organisation in Accra, Ghana.

    Adalikwu, who was unanimously accepted by transport ministers of MOWCA member countries, will run the organisation’s affairs for four years from its headquarters in Abidjan.

    Adalikwu, in his acceptance speech, thanked the 25 MOWCA countries for the support and assured them of running the organisation in line with the rules and vision of its founding fathers.

    He also pledged commitment to mobilising all countries in West and Central Africa to maximise their maritime potentials for their individual economic growth and collective interest of all.

    He said “It is with utmost respect and emotion that I address you on my success at the just concluded election that has placed on me the onerous task of piloting the affairs of the Maritime Organisation of West and Central Africa (MOWCA) in the next four years.

    “It is on record that this is the very first time in the life of the Organization that Nigeria indicated interest to contest for the exulted position of Secretary-General of the body. By your enormous support and votes, you have this day placed on me the burden and challenge of properly placing MOWCA on the pedestal of executing the mandate of its founding fathers which is anchored on effective maritime trade and marine environmental protection among members of the sub-region, Africa and the world in general.

    “Africa is so highly endowed to have positive impact on trading activities within its maritime domain and I will work very assiduously to see that we take our proper place in the global maritime space.”

    Process for the MOWCA SG election, which began at the 15th General Assembly in Kinshasa, Democratic Republic of Congo in July stalemated after Nigeria, Benin Republic and Guinea presented candidates for the office.

    MOWCA was established in May 1975 a as the Ministerial Conference of West and Central African States on Maritime Transport (MINCONMAR), also called Charter of Abidjan

    The name was changed to MOWCA as part of reforms adopted by the General Assembly of Ministers of Transport, at an extraordinary session of the Organisation held in Abidjan the Republic of Cote d’Ivoire from 4-6 August 1999.

    Objective of MOWCA include to serve the regional and international community for handling all maritime matters that are regional in character; cost effective shipping, pollution free marine environment and promoting safety and security in the region’s maritime domain

    MOWCA unifies 25 countries on the West and Central African shipping range (inclusive of five landlocked countries). These countries comprise of 20 coastal states bordering the North and South Atlantic Ocean with 5 landlocked countries

    FG, ASUU reach truce over proposed strike

    There were indications on Thursday that the planned strike by the Academic Staff Union of Universities (ASUU) will no longer hold following the intervention of Speaker Femi Gbajabiamila.

    At a meeting held at the Speaker’s office, it was resolved that the N30 billion revitalisation fund be released to the universities within the next one week while the N22.1 billion Earned Academic Allowances are to be paid also within the next one week.

    The meeting was attended by members of the National leadership of ASUU comprising mainly past Presidents of the union led by its President, Prof. Victor Emmanuel; Minister of Finance, Budget and National Planning, Hajia Zainab Ahmed; Minister of State for Education Emeka Nwajuba; Chairman of the House Committee on Tertiary Education, Comrade Aminu Suleiman and his Basic Education counterpart, Prof. Julius Ihonvbare.

    The Speaker summoned the meeting to find ways of addressing the grievances of the lecturers following a motion of urgent Public importance moved by Prof. Ihonvbare

    The meeting also agreed to compel the Nigeria Information Technology Development Agency (NITDA) to fast track the process of testing and approving the University Transparency Accountability Solution (UTAS) being developed by the union for the payment of salaries of university lecturers.

    They also agreed to set up a tripathite committee made up of members of the union, the government and the National Assembly to work out modalities for the resumption of renegotiation of the 2009 agreement between the union and the government.

    Renegotiation has stalled following the resignation of the chairman of the renegotiation committee with the union apprehensive about resumption of the exercise.

    Speaking at the commencement of the meeting, Gbajabiamila said the House decided to summon the meeting because the consequences of the lecturers going on strike was grave.

    He said: “We know the consequences of ASUU going on strike. The unintended consequences which we don’t know will be far reaching.

    “Whether on the side of ASUU, the government and the House, we all mean well for our children. I do not believe we can afford another strike.

    “I have a fair idea of what the issues are. But whatever it is, it cannot be a recurring decimal. Strike should not be incessant. It should be a last resort when negotiations breaks down”.

    Turning to the Ministers at the meeting, the Speaker said “government cannot be signing agreement that are not worthy of the paper they are written on.

    “In the long run, we might need to set up a tripathite committee that will review all these issues and address them once and for all.”

    He directed the House Committees on Education and ICT to link up with ASUU and get NITDA to give its final approval for the deployment of UTAS for payment of their salaries and work out ways to deploy the system which the union said will be domicile at the National Universities Commission (NUC).

    Ahmed assured that all payment to the union will be sorted out within the next one week but was quick to add that the N22.1 billion Earned Allowance was part of the supplementary budget passed by the National Assembly which also included money for the health sector.

    Deciding the fate of the Super Eagles’ Coach Gernot Rohr will need to follow due process, the Minister of Youth and Sports Development, Mr Sunday Dare, disclosed on Thursday.

    The Minister spoke during the weekly ministerial briefing hosted by the Presidential Media Team at the Presidential Villa in Abuja.

    The Minister, who was accompanied by other senior officials and affiliate parastatals, said his ministry will follow due process in dealing with matters concerning the national football players and the technical staff.

    He said he will wait for the report from the Nigerian Football Federation (NFF) on the performance of the team in the recent matches, review it before taking necessary action.

    Dare had been asked to confirm whether the national team gaffer had been sacked or asked to resign.

    While noting that he could not speak much on the matter, he assured that that the NFF report will be ready by next week, saying that the ministry will act based on its content.

    But he vowed that the Super Eagles must qualify for Qatar 2022 as everything will be done to ensure that.

    Oladejo recalled the commendable leadership role of Governor Babajide Sanwo-Olu during the crisis by identifying with and addressing the demands of the protesters.

    He also recalled that the Lagos State government was the first to set up a panel of enquiry to unravel the mystery behind the incident.

    Oladejo pointed out that the panel, during its sittings, enjoyed the the unhindered support of the government to successfully carry out its assignment.

    He said the role of the state government in standing with people at the trying moment and keeping faith by publicly receiving its report is no doubt commendable.

    Oladejo stressed: “The setting up of a committee to prepare a white paper is also in line with keeping faith.

    “The intention of those behind the leaked report should be condemned by all and sundry as it constitutes another attempt to unleash further mystery on the state.

    “While we await the white paper on the reports, we want to urge restraints in order not to set our dear state on fire again.

    “We commiserate with the families of those who lost their lives during the protest and other police brutality.

    “We urge the Lagos State government to remain focused on its constitutional responsibility to protect the lives and property of all citizens and jettison needless distractions.”
