    How ISWAP killed Army General in Borno, by Ndume

    More facts have emerged on how Libyan mercenaries believed to have joined forces with insurgents of the Islamic State of West Africa Province (ISWAP) in the Northeast, killed Brigadier General Dzarma Zirkusu and three other soldiers in Borno.

    Chairman Senate Committee on Army, Senator Muhammed Ali Ndume, who spoke on the deadly attack in Abuja, said that the incident has caused panic among residents in the area.

    Ndume, who represents Borno South in his reaction to the killing of the General, expressed his condolences and described the incident as painful.

    He lamented that residents are fleeing Askira as ISWAP terrorists are believed to be regrouping in Lake Chad region.

    Late General Zirkusu, was the commander, 28 Task Force in Chibok.

    The attack came 24 hours after military airstrikes took out several top commanders of ISWAP while they were allegedly holding a strategic meeting with their new leader, Sani Shuwaram, at Sabon Tumbun and Jibularam, in Marte Local Government Area of the State.

    Ndume said: “I want to express my condolences to the Nigerian Army over the death of the General who died along Chibok road. ISWAP terrorists attacked a town there.

    “They know that the General was the major obstacle to their operation. They laid an ambush and rammed a bomb-laddened car into his vehicle.

    “He was a gallant soldier. He took the fight to the terrorists. His death has sent a panic to people in that area.

    “I am aware that some people around that Chibok area have started thinking of relocating.

    “Some want to go to Mubi and other places. We are trying to urge them to remain there. The insurgency is coming to an end.”

    He was positive that the Nigerian Army has the capability to defeat ISWAP and their Libyan mercenaries.

    He urged other security agencies and well-meaning residents in the communities to support the military to gain a decisive victory.

    “This is not the end but the beginning of the end of terrorists. I know that the Army has what it takes to take the fight to them.

    “There is need to urge other security agencies to give the Army the needed support. We also need to urge vigilante groups to assist them,” he said.

    He described the attack by ISWAP as a revenge mission saying the assailants arrived the area with 10 gun trucks to carry out the attack.

    “For now, we will assume that it was an isolated case. But the intensity with which they came is worrisome.

    “They came with more than 10 gun trucks. They are also regrouping around Borno North. That’s Lake Chad axis. The Military is aware and the Air Force is providing surveillance in the area.

    “It was a revenge mission. The Army has been taking out key ISWAP commanders and they had their revenge.

    “Last week for instance, they abducted relatives of the Emir of Askira. They also abducted some passengers along that road. If the Army sustains the tempo, we will win this insurgency.

    “The equipment are arriving gradually. We are monitoring. As a committee, we will go and see what they have brought into the country. This is an improvement.

    “The Army is very rapid in responding. The Army is involved in about 33 States now. They’re under pressure,” Ndume said.

    The Defence Headquarters (DHQ) has warned politicians not to drag the military into their engagements.

    It said the viral online report credited to the Director Army Public Relations Brigadier General Onyema Nwachukwu, where officers and politicians were warned against coup was the handiwork of mischief makers with the intent to cause disharmony in the polity.

    Acting Director Defence Media Operations Brigadier General Benard Onyeuko, in a statement, warned that the Armed Forces of Nigeria will not hesitate to deal decisively with any person or group of persons that want to draw it into partisan politics.

    According to the statement: “The attention of the Defence Headquarters has been drawn to a misleading publication by an online newspaper on Nigeria military warning politicians and officers against a Coup which it credited to Brigadier General Onyema Nwachukwu- the Army Spokesman.

    “The publication is a handiwork of mischief makers and enemies of the state. It is a deliberate and calculated attempt to mislead the general public aimed at causing disharmony in the polity.

    “The online newspaper manipulated with the intent of disinformation a previous message released in May 2021 by the then Director Defence Information who is the current Army spokesperson. It is a malicious attempt to bring the military to disrepute. It is obvious that the online newspaper has its sinister intention to cause confusion.

    “The Military High Command hereby warns all mischief makers and their proxies not to draw the military into their engagements. The Armed Forces of Nigeria remains apolitical and would not hesitate to deal decisively with any person or group of persons that want to tarnish its image or draw it into partisan politics.

    “The Armed Forces of Nigeria remains loyal to President Commander-in-Chief of the Armed Forces -President Muhammadu Buhari GCFR and also sworn to defend our democracy as well the Constitution of the Federal Republic of Nigeria”.

    They want to blackmail my son, says Akeredolu

    Ondo Governor Oluwarotimi Akeredolu said that his administration has uncovered a grand plot to blackmail his son, family members and the State Government with fabricated details and spurious allegations.

    Akeredolu was reacting to allegations by the Ondo State Concerned Timber Merchants (OSCTIM) that the State Government planned to hand over the state forest reserve to a firm linked to Babajide, a son of Governor Akeredolu

    The group, in a statement by its State Coordinator, Alhaji Olawole Idris, said the Ondo Governor wants to siphon all resources of the State before leaving in February 2025.

    Idris alleged that Babajide has been using one Ilesanmi Ademola a.k.a Brainbox as his front man for the shady deal.

    Idris said the ban placed all activities in Ondo forests on August 31, 2021 was to enable it to perfect all necessary documents before the new consultancy company begins operations.

    According to him: “We are concerned about the recent activities in the state forest reserve and we believe it is pertinent for us to raise alarm before our state becomes insecure and bankrupt mainly because of the activities of a person who is hell bent on milking the state dry.

    “We won’t allow Akeredolu and his son to cripple the sunshine state. He has given the power to his son to an extent that he (Babajide) now determines who and who would serve in his cabinet.

    “We are aware that the new commissioner that may likely be in charge of the ministry of natural resources has already pledged his loyalty and also keyed into the new criminal arrangement”.

    But Governor Akeredolu, who spoke through his Commissioner for Information and Orientation, Donald Ojogo, said those he termed unscrupulous individuals have perfected plans to use his family as a target of their smear campaign.

    He said the business of government is handled with utmost respect and accountability adding that his decision to ban all logging activities and subsequent lifting of the ban were in the interest of the State.

    “The plan, which was hatched and orchestrated by these individuals, particularly, targeted the Governor’s son, Babajide Akeredolu, on allegations of high handedness and interference with serious government decisions, especially as it relates to the economic activities at the government reserves.

    “Succinctly, the purveyors of this heinous plot have perfected plans to lie against the Governor and his son of attempting to take over the management of the forest reserves so as to corner the resources for personal gains.

    “This government is exploring all avenues and blocking loopholes to shore up its Internally Generated Revenue so as to ensure that more funds are brought into the government coffers to drive development in the state.

    “We will not fold arms and allow disgruntled elements ruin the gains that have been recorded and being consolidated on, in the state.

    “Under this administration, we have recorded significant progress and growth in our IGR. For a government that has shown accountability and readiness to explore all economic angles for the progress of the state in the past four year, it is not only laughable but preposterous for any disgruntled group to suggest that Governor Akeredolu’s son was planning to man the ministry of natural resources for personal gain,” the statement reads.

    General, others killed as Libyan fighters team up with ISWAP in Northeast

    Libyan mercenaries  are believed to have joined forces with  insurgents of the Islamic State of West Africa Province (ISWAP) in the Northeast as the terrorists seek to recover  lost grounds ,The Nation gathered yesterday.

    The insurgents struck afresh in Askira,Borno State, yesterday killing a brigadier general and three of his soldiers.

    The attack came 24 hours after military airstrikes took out several top commanders of ISWAP  while they were allegedly holding a strategic meeting with their  new leader, Sani Shuwaram, at Sabon Tumbun and Jibularam, in Marte Local Government Area of the state.

    The fate of Sani Shuwaram following the airstrikes could not be immediately ascertained.

    The Army named the general as Dzarma Zirkusu,who until his death, was the commander, 28 Task Force in Chibok.

    The three soldiers killed with him were not named.

    They were on their way to Asira-Uba from Chibok when they  ran into an ambush laid by ISWAP. A  top source said  intelligence report indicated that some Libya-based mercenaries were among the ISWAP fighters in the North – East corridor.

    The source said the soldiers were killed in an ambush by ISWAP insurgents who were suspected to be on a vengeance mission.

    “Our military jets had neutralized many leaders and ISWAP insurgents on Friday and they attempted to fight back by attacking towns and villages, especially Askira Uba town which they tried to seize,” said the source.

    “Following a distress call to 28 Task Force in Chibok, the commander, a Brigadier-General mobilized his troops for a reinforcement shuttle to Askira Uba.

    “It was while on their way that the Army General and the troops were ambushed. But intelligence indicated that the General and the soldiers resisted move to abduct them. It was learnt that in annoyance, the ISWAP insurgents killed them.

    “Ordinarily, an army General ought not to lead any reinforcement but the heroic Commander decided to lead by example.”

    Responding to a question, the source added: “ISWAP has been striking in the North – East corridor because some Libya-based mercenaries dominate their ranks.

    “I can assure you that Nigerian troops are up to the task. With Boko Haram decimated and Abubakar Shekau smoked out, the end of this war against insurgents is near. We will now face ISWAP squarely.”

    The source said the bodies of the fallen soldiers had been evacuated to Maiduguri.

    The  Director of Army Public Relations, Brigadier General Onyema Nwachukwu,confirmed the death of the army officer and his men yesterday.

    He said: “Troops of Joint Task Force, North East Operation HADIN KAI have neutralized several Islamic State West Africa Province (ISWAP) terrorists during a recent encounter in Askira Uba Local Government Area of Borno State. In the fierce encounter which is still raging as at the time of filling this report, troops supported by the Air Component of OPHK have deployed five A – Jet, two A-29, two Dragon combat with which they destroyed nine Gun Trucks and One APC.

    “Sadly, a gallant senior officer Brigadier General Dzarma Zirkusu and three soldiers paid the supreme sacrifice in a very rare display of gallantry as they provided reinforcement in a counter offensive against the terrorists, and successfully defended the location. The families of the senior officer and soldiers have been contacted.

    “The Chief of Army Staff Lt Gen Faruk Yahaya, deeply commiserates with the families and relations of the fallen heroes. He has also directed that the troops continue in the ferocious counter offensive and hot pursuit to eliminate the remnant of the fleeing terrorists.”

    Online publication HumAngle, quoting sources in Askira, said  the insurgents who attacked the town yesterday  drove into town  in 13 gun trucks and “began to attack the military base near the town.”

    Time was about 9am.

    Some of the terrorists  started shooting and setting buildings on fire before the military arrived to  confront them.

    It also quoted Borno State House of Assembly Deputy Speaker, Abdullahi Askira, who is from the area as saying: “We had earlier received an alarm from our people who are mostly farmers that  they sighted scores of terrorists all armed, driving from Nguide axis as they headed  for Askira,”

    Abdullahi Askira said the  troops “tried their best because they engaged them effectively even before the air force jet arrived.”

    He said many buildings  were burnt “but luckily none of the residents of Askira was killed during the attack.

    “But on a very sad note,we learnt that a senior military officer that led the reinforcement  team from Chibok was said to have died during  the fight.”

    Hassan Chibok, a community leader in the neighboring Chibok council, said a classroom building and other structures were destroyed by the extremist insurgents.

    “The primary school (in Askira Uba) was burned down. The primary healthcare center was also burned down, and the house of the village head,” he said.

    It was also gathered that another group of terrorists attacked Mulai village, close to Maiduguri and rustled some cattle while another gang of fighters attacked a communication mast and health centre in Buni Yadi, Yobe State and stole a  generator set and drugs.

    The invasion sent  many residents fleeing.

    ISWAP has been desperately trying to  consolidate its  position in the Northeast after getting rid of  Boko Haram leader Abubakar Shekau and despite the elimination of its own  leaders  Abu Musab al-Barnawi and successor Malam Bako – one after the other.

    Askira is about 150 kilometers south of the state capital,Maiduguri and sits on the fringes of Sambisa Forest where  ISWAP and Boko Haram operate from.

    They are martyrs’, Buhari in tribute to  fallen general, three soldiers

    President Muhammadu last night  mourned the Commander of the 28 Task Force, Chibok,Borno State , Brigadier General Dzarma Zirkusu and his three soldiers, who lost their lives in a battle with terrorists in Askira Uba, earlier in the day.

    Buhari hailed the deceased for their bravery and described them as martyrs.

    Nigeria, he said in a statement issued by his Senior Special Assistant on Media and Publicity, Mallam Garba Shehu, had lost brave soldiers.

    “Nigeria has lost brave soldiers. I salute their courage. May their souls Rest In Peace. General Zirkusu leaves us sad and devastated. The soldier in him will remain immortal,” he said.

    The President urged the Chief of Army Staff, Lt. General Faruk Yahaya, to accept his heartfelt condolences and that of the nation, and convey same to the members of the families of those martyred.

    “I pray to the Almighty to give you and the bereaved families the strength and courage to bear this irreparable loss,” the President added.

    Zulum lauds military for resilience; empathizes over loss

    Borno Governor, Professor Babagana Umara Zulum, has commended the Nigerian military for putting up a strong resilience in a battle with fighters from the Islamic State of West Africa Province, who launched attacks on a military base in Askira/Uba Local Government Area of Southern Borno State, on Saturday morning.

    Governor Zulum, in a statement by his spokesman, Malam Isa Gusau, paid tribute to troops at the base as well as troops from neighboring commands, who mobilised to provide reinforcement before they were ambushed.

    Governor Zulum, while commiserating with the military over the loss of some military officers and personnel, thanked the fallen heroes for what he called “their supreme sacrifices to the Nigerian Nation”, declaring that “the people of Borno will remain forever grateful to them and all fallen heroes, and will remain fully supported of gallant troops currently operating in front lines”.

    Zulum amid the loss of some officers and personnel, the military was able to mount heavy resistance and recorded gains which the state is proud of.

    The Governor commiserated with affected residents for the trauma caused by the attack and shared the pains of anyone who may have turned victim directly and otherwise.

    “Today’s unfortunate incident in Askira-Uba local government area reminds us while our military, other armed forces, volunteers and all stakeholders make combined severe efforts towards peace-building; while many insurgents surrender their arms to tow the path of peace and while reclaimed communities witness return of peace and access to livelihoods, some insurgents are hell-bent on ensuring we do not fully regain peace. The goal of these categories of insurgents should challenge us to remain focused and ceaselessly commit ourselves to supporting our troops in many ways, particularly with logistics on the part of Government, and with credible information and prayers on the part of all of us as people of Borno State. We must always affirm our fates in our armed forces, while the armed forces must remain up and doing. We must always recognize what we already know that insurgents are always plotting with the elements of surprise. Our troops must redouble efforts to be ahead of insurgents. I salute our troops for the resistance put up today. I salute troops who mobilized to provide reinforcement. I salute the sacrifices of some officers and men we lost today and share the grieves of the immediate families and the Nigeria military. We thank these fallen heroes for their supreme sacrifices to the Nigerian Nation. The people of Borno will remain forever grateful to them and all fallen heroes, and will remain fully supported of gallant troops currently operating in front lines” Zulum said as quoted in the statement.

    APC: Bickering over appeal committee reports threatens conventions

    The ruling All Progressives Congress (APC) remains undecided over  its much awaited national convention  even as the  mandate of the Governor Mai Mala Buni-led Caretaker/Extraordinary National Convention Planning Committee of the party  lapses next month.

    A major obstacle, The Nation gathered  yesterday, is  the rejection  by many aggrieved members of the  decisions of the State Congress Appeal Committees set up to address petitions and grievances  arising from the recently conducted State Congresses across the country.

    A good number of the aggrieved members are threatening to approach the court on the matter while some others are threatening to dump the party.

    Although the national caretaker leadership of the party insists it is still talking to such members  on ways of resolving the issues at stake, sources said  the reports of the Appeal Committees may have been adopted by the party in its preparation for the planned national convention.

    This  is not going down well with some chieftains of the party in about a dozen state chapters of the APC,sources added.

    An example is  Zamfara State where parallel ward congresses were conducted  yesterday by  groups loyal to Governor Bello Marawalle and the Yari/Marafa bloc.

    Highly placed chieftains of the party said  the party’s hierarchy was  “well aware” of the danger posed by the  unresolved issues.

    “We are aware of the problems we face and we are working hard to avert them,” one of the sources said.

    Continuing, the source said: “The reports of the Appeal Committees are the main problems now. Many feuding parties in some states have vowed to reject the reports and contest the outcomes of the state congresses. This is a threat to the national convention and one major reason we are yet to announce a date.

    “We are hoping that the Senator Abdulai Adamu-led reconciliation team will help resolve some of the issues. We have also been meeting with some of the aggrieved persons with a view to dissuading them from going the way of litigations.

    ” It will be a bigger problem if we set about going for the convention and we are faced with injunctions and restraining orders. It will even be worse if after the convention, a case arising from any of these grievances is decided in such a way that makes nonsense of the entire exercise.”

    Another source said: “The situation currently is that we have a lot of things to put in order before going ahead with the convention. If you have been listening to the Secretary of the Caretaker /Extra Ordinary National Convention Planning Committee, Senator James AkpanUdoedehe, he has been making it very clear that our desire as caretaker leaders of the party is to ensure that we do not allow any landmine in the way of the incoming leadership. Many people have been interpreting his statements to mean planned elongation of our stay in office.

    “But the truth is that unless and until we address many of these objections to the outcome of the congresses in the states, it is not advisable that we go ahead with the convention.

    “Don’t forget that the outcome of the state congresses will determine many of those who will be participating in the national convention as delegates. You know we cannot build something on nothing. If any of the congresses is declared to be null and void, the likely effect on the national convention is better imagined.”

    It was also understood that  based on the reports of the State Congress Appeal Committees, the national leadership of the APC has upheld the congresses held in almost all its state chapters last month.

    The Ogun State Congress Appeal Committee reported that no petition was received against the exercise in the state even with two major factions led by Governor Dapo Abiodun and his predecessor, Senator Ibikunle Amosun battling for the soul of the party.

    The two factions had ,on Saturday, October 16, conducted parallel congresses. The five-man Appeal Committee is headed by former House of Representatives member, Patrick Obahiagbon who told journalists that no petition was received during  the two days that  the committee sat.

    He said the development implied that the APC leaders and all stakeholders in the state were satisfied with the conduct of October 16 state congress.

    State Congress Appeal Committee for Osun also said it received no petition against the emergence of Prince Gboyega Famodun as the party chairman in the state. The five-man Appeal Panel that was constituted by the National Secretariat of the APC led by Ambassador Obed Wadzani said  despite reported parallel congresses in the state, the committee received no  petition following since its inauguration by the National Secretariat on October 22, 2021.

    Addressing journalists at the APC secretariat in Osogbo, Wadzani said his committee affirmed the exercise carried out by the Gbenga Elegbeleye-led state congress committee on Saturday, October 16, 2021, in line with the party guidelines in the absence of any petition or appeal.

    His words:”I have with me the list of the newly elected officers of the party and this will be part of the report of the Appeal Committee that will be submitted to the National Secretariat, Abuja.”

     

    The National Appeal Committee, after sitting in Kano State, recognised the state’s congress of the party supported by Governor Abdullahi Ganduje on October 16. But Alhaji Haruna Danzago, who was elected by a parallel faction, is not happy with the development. The committee headed by Dr. Tony Macfoy, said newly-elected chairman of Kano APC, Alhaji Abdullahi Abbas, was the authentic and recognised chairman by the national headquarters of the party.

    The pronouncement was to clear the dust raised by the parallel state congress conducted by the faction of former Governor Ibrahim Shekarau, who represents Kano Central; Senator Barau Jibril (Kano South) and four members of House of Representatives, which threw up Danzago as chairman.

    Speaking  Danzago said: “I did not contest the election alone; three other aspirants contested along with me, unlike their own where only Abbas contested and returned unopposed. No problem; when we reach the bridge, Allah will show us the way to cross it.”

    It was equally gathered that members of the party in some of the troubled state chapters have approached the courts to seek the cancellation of the congresses and stop the national convention. A chieftain of the APC in Enugu State is urging a Federal High Court sitting in the FCT, Abuja, to stop Barr. Ugo Agballa from parading himself as the chairman of the party in Enugu State.  Agballa had been cleared by the Appeal committee.

    The plaintiff, Uduji Kingsley, in a suit with number: FHC/ABT/65/1318/2021, is now praying the Court to bar Agballa from parading himself as the State chairman of APC in Enugu State. He told the court that the purported election that produced the defendant was illegal, null and void, and contravened Section 85(3)of the Electoral Act, as well as the constitution of the All Progressives Congress (APC), as amended in 2014. The plaintiff is asking the court to determine whether a person who did not participate during the ward Congresses could participate in the October 16 State Congress in contravention of the provisions of the constitution of the Party as amended in 2014.

    In Osun, supporters of Interior Minister Rauf Aregbesola dragged the leadership of the party to the Federal High Court sitting in Osogbo over the outcome of the congresses in the state.

    The Osun Progressive (TOP), as the  group  is called, had held a parallel congress at Ogo-Oluwa area in Osogbo while the other faction had its own at the Osogbo City Stadium where the chairman of the party, Prince Famodun, was re-elected for a second term.

    The group dragged Governor Buni and the Chairman of Osun State Ward Congress Committee, Gbenga Elegbeleye, to the Federal High Court in Osogbo over the manner the congress was  conducted. The plaintiffs, Yusuf Asifat Makanjuola and 2,516 others said they paid the stipulated amount and obtained forms to participate in the congresses of the party but were sidelined by the committee. The plaintiffs also joined the Osun State chapter of the APC, the Independent National Electoral Commission (INEC) and the chairman of the Osun State Ward Congress Appeal Committee, Ambassador Obed Wadzani as defendants.

    Similarly, the APC in Cross River State is contending with internal rancour and bickering in the aftermath of the ward and local government congresses. A case is in the state High Court instituted by a party member, Comrade Mfam Asu, challenging the “unconstitutionalities” of the party hierarchy, both at the state and national level.

    The truce brokered in February this year between former governor Abdulaziz Yari and Senator Kabiru Marafa in Zamfara state was nearly threatened over the conduct of ward congress of the party, as members of dissolved state caretaker committee who are in the Yari group vowed not to take part in the congress.

    The party had stopped the conduct of congresses in the state in June following the defection of the State Governor, Bello Matawalle from the PDP to accommodate the newcomers. The decision, according to the party, was to enable it capture the defectors in its  register being compiled under the party membership registration and revalidation exercise. The party, through a notice announced Saturday 13th November 2021 as the day for the congress.

    This notice opened up a fresh crisis for the control of the structure of the party. Governor Matawalle and the Yari/Marafa bloc. The Nation gathered that a meeting on Friday summoned by the leaders of Yari/Marafa bloc over the development in Gusau, Zamfara State capital failed to reach a compromise. Sources at the meeting said that while the majority of the attendees endorsed the conduct of the ward congress, the Mohammed Lawan Kaura-led state caretaker committee who are members of Yari group hinged their opposition on a case in court challenging the dissolution of the Committee.

    It was also gathered that the Kaura group argued that the Alhaji Ibrahim Kabiru Masari Ward Congress Committee earlier set up by the National Secretariat of the party on the 27th of October has been suspended since the 5th of November via a letter by the National Secretary. Aside from this, Kaura, the Chairman of the state caretaker committee, when contacted on phone said the congress in the state on Saturday as illegal and contempt of court order. For him, ” there can be no congress until the court case is dispensed off.

    He said:”The so-called state congress is illegal. The court has given an order that we maintain the status quo. Some leaders went to court to challenge the jurisdiction of our exco and the court ordered that the status quo should be maintained until the determination of the case, so I am surprised.

    “Last week the National Secretary wrote a letter dissolving the Ward Congress Committee led by Alhjai Masari, so it was a surprise yesterday (Friday) when I saw another letter written to INEC that there is going to be state congress, not even the ward or local government congresses.

    “One wonders what is happening to our party because you cannot just do congresses like that without following due process. No ward congress, no local government congress. We are too informed to be part of this illegality. Today’s state congress is illegal.”

    Kaura carpeted the party for organizing a congress when the state is encumbered with internal security challenges.

    “Just last week, you heard what happened with the killing of our people and leaders by the bandits and the party is not sensitive to this by organizing a congress. For us, the party is not fair. We are not a party to the congress and above all, I am still the Chairman of the State Caretaker Committee,” Kaura insisted.

    Bello Bakyasuwa Maradun, the spokesperson of the Marafa group said the party held a successful ward congress in the 147 wards of the 14 local government areas of the state.

    He stated that while their congresses were held at the ward headquarters of the party in compliance with the congress guideline and party constitution, the State governor faction had their congress at the Government House in Gusau.

    Former governor Sani Yarima said: “The ward congress carried out today was in order. We have to move forward. I am in support of the exercise”

    Yarima who spoke to our correspondent on phone said Kaura’s group was only exercising their constitutional right by going to court, but maintained that the action taken so far on Zamfara State by the Buni-led committee was in order and called on all party members to give peace a chance in the state and country.

    Forces, factors driving Plateau Assembly crisis

    The crisis rocking the Plateau State House of Assembly is not abating. In this report, Kolade Adeyemi explains how and why forces within and outside the hallowed chamber are battling for the control of the legislative arm of government in the state.

    The current cold war between the executive and the legislative arms of government in Plateau state climaxed with the alleged impeachment of the Speaker of the state Assembly Nuhu Ayuba Abok, by eight lawmakers in the wee hours of October 27, 2021. The crisis is still raging among stakeholders in the state, with pundits now fearing that it could plunge the state into another round of lawlessness and chaos.

    Checks by The Nation reveal that the ongoing crisis runs really deep, beyond what is seen on the surface as merely a power tussle among lawmakers. The state governor, Simon Lalong, Abok, political parties, religious leaders and top politicians in the state and many more behind the scene stakeholders, are all part of this cold war. Names calling, blames trading, grandstanding, claims and counter claims is now the order of the day across the state.

    The positions of key opposition politicians, especially ex-governor Jonah David Jang, on the controversial impeachment of Abok as Speaker, are compounding the already knotty issues. According to an account of the issues, trouble started after Abok publicly chastised Lalong for not doing enough to protect citizens of the state from external invaders following the killings that engulfed some parts of the state recently. The Speaker even announced a two weeks ultimatum for the governor to return from Abuja and address citizens of the state at the time.

    While many applauded the Speaker for exercising his power in calling the executive to action, it appears some politicians, especially within the ruling party, saw the Speaker’s act as a n affront. Consequently, a gulf appeared between the legislature and the executive arms in the state, preparing the ground for the current situation within the government and the ruling party which both Abok and Lalong are members.

    Many sources within the party are of the opinions that both of them failed to manage their differences over the security situation amicably.  “This soon became an issue for public discuss as both parties took their misunderstanding to the media. With stakeholders declaring support for either the Speaker or the governor, it was not long before the entire socio-political sphere of the state became divided along the same line as the battle raged.

     

    Trouble in the chamber

    Expectedly, the 24 members of the State House of Assembly were also divided. While some of them backed the Speaker in his actions, others pitched their tents with Lalong and confronted Abok over his actions. Those supporting the Governor became opponents of the Speaker in spite of political affiliations. The state chapter of the APC stood behind the governor and condemned the Speaker as the battle raged. Surprisingly, the main opposition party, the Peoples Democratic Party (PDP) supported the Speaker.

    This was the situation when, a couple of days ago, Plateau people woke up to the news of Abok’s impeachment. Citizens were told Hon Abok was impeached based on a petition to the Economic and Financial Crime Commission (EFCC). The news of the impeachment sparked protests in the state. Some condemned the impeachment, believing the impeachment did not follow due process while others supported the impeachment saying it was signed by 16 of the 24 members of the house.

    Unsurprisingly, the ruling APC declared that the impeachment was a normal political development in a democracy, insisting it has nothing to do with the state executive. Lalong too has distanced himself from the impeachment saga while receiving the new Speaker in Government House a day after the impeachment. Lalong said, “as a House, you are the ones who know why you had to change your leadership at this moment. However, this kind of event is not new to the Plateau House of Assembly where leaderships have been changed in the past.

    “Nobody comes to the House as a Speaker, but the members donate such privilege to one of them as first among equals. That is why those who have such privilege should do their best to carry their colleagues along and work for the benefit of the people and the legislature.”

    In spite of the governor’s claim that he has no hand in the impeachment saga, the General Overseer of EBOMI Church International won’t believe the governor. The Jos-based cleric, Prophet Isah Elbuba, told the governor to do his possible best to restore the embattled Abok back to office. Like many people, Elbuba wants the world to see Lalong as the puppeteer pulling the strings of the crisis currently ravaging the hallowed chamber.

    In his response, Lalong told the cleric, “I am not responsible for the impeachment of former Speaker of the House. The Assembly is an autonomous body that runs its affairs independently. You will recall that I was the first Governor in Nigeria to sign into law the Autonomy Bill when it was passed. I did that because of my passion for democratic growth and the strengthening of institutions. Having served as a Speaker who was also impeached, I have no hand in the running of the House, not to talk of the change of its leadership. They run their affairs and do as they wish, based on their rules and the law”.

    In the heat of the crisis, Abok and ten of his loyalist were arrested for attempting to hold plenary in the assembly complex. As early as 4:00 am one morning after the controversial impeachment, some youths loyal to Abok, converged outside the Assembly complex to stage a protest against his purported impeachment. They accused the state governor of stoking the crisis in the House and encouraging the factional speaker, Yakubu Wanda, and his loyalists. They cited what they described as the hurried recognition of Wanda by Lalong upon his election as Speaker, as a sign that the governor knows more than he is willing to tell the world.

     

    No respite

    With the crisis escalating on a daily basis and more and more people being fingered in the imbroglio, the Inspector of General of Police, Usman Alkali Baba, hurriedly redeployed Edward Egbuka, the then Commissioner of Police, out of the state and deployed CP Bartholomew Nnamdi Onyeka to the Plateau state Police command. Not satisfied, he drafted Assistant Inspector General in charge of Zone 4, Mustapha Dandaura, to the state with a task to assess the situation and avert further complication of the crisis. Now, nothing much has been achieved on the road to peace as the Assembly remained sealed, despite the peace meeting held with the two warring factions by AIG Dandaura, reason being that the two camps refused to shift ground at end of the stormy session.

    Speaking shortly after the reconciliatory meeting, AIG Mustapha said, “As you can see, we have just concluded the reconciliation meeting with members of the State Assembly. I am here on the instructions of the IGP to broker peace among members of the Assembly. I have been in Jos since Monday. I have visited the State Assembly for almost three days. I had a meeting with the Governor. I felt it was necessary to have the same meeting with the members. I am happy to announce that the meeting is going to be a fruitful one because this is the first time they are meeting since that problem started.

    “We have heard from all the warring factions, we have told them to go back to their various locations to convene another among them and let us know the outcome. The Assembly will continue to be sealed till when they are able to reconcile and let us know they have reached an agreeable solution. When we know that, we are even eager to reopen the House so that all of them can go back and deliberate on sensitive issues that are still pending in the Assembly. This is almost the end of the year, they need to sit down and deliberate on these issues that have been pending. The IGP has deployed a new CP, we told them we are not here for partisan politics, it is left for them to go and reconcile.”

    Abok told journalists he is still the Speake though his security details have been withdrawn. “We appreciate him for calling the meeting, we wanted to make peace but from all indications, due process was not followed. All that we are saying is that the constitution of the Federal Republic of Nigeria be respected. My security has been withdrawn; they have provided security to the illegal Speaker, so I don’t have security. I am going into hiding.”

    Yakubu Sanda who also spoke after the meeting also insisted he remains the Speaker and is waiting to welcome Abok and others with him back home.” If they feel remorse, they will be forgiven,” he said while explaining that the impeachment of Abok followed all known processes of the state assembly. He enjoined all members of the House to join him in the task of moving the legislature forward in Plateau state.

     

    PDP’s interest

    In spite of several denials by the state government, the opposition PDP has been insisting that the governor is behind the whole political saga. In a statement issued by Senator Jang in Jos , the ex-governor said he will not fold his arm and watch helplessly and allow Gov Lalong destroy the democracy he labored with others to retrieve from the military.

    Speaking further, the former governor added that “The executive has tried, albeit unconvincingly, to wash its hands off of the disgraceful events in the House of Assembly but the more the Governor and his handlers try to spin a story around the issue, the more glaring it becomes that the six members who staged an impeachment are only acting out a script for the Governor, the hasty nature with which the Governor hurriedly received a ‘new speaker’ knowing full well, being a lawyer, that what happened was an aberration, speak volumes .

    “Evidence has shown that the numbers required to carry the impeachment is not available to those desperate to remove the speaker, hence they have resorted to using undue force in pushing forth their agenda which is indeed, not only unconstitutional but, shameful. The Governor must listen to the voice of reason and restore normalcy in the Plateau State House of Assembly, the crisis bedeviling the Assembly has a way of spiraling to affect the lackluster performance of the government which has already failed in discharging its responsibility to Plateau citizens. The interests of a few must not, therefore, be allowed to shatter the hopes of millions of Plateau people who deserve better.

    “It is on this premise that I call on Plateau elders to rise up to the occasion by prevailing on the Governor, Barr. Simon Bako Lalong, to demonstrate leadership for once by allowing the Honourable Members of the Plateau State House of Assembly to decide who their leaders are and even if the speaker were to be impeached, the members of the House be allowed to so decide; arm twisting the Assembly with a few members will further derail the government of the day as it staggers toward a directionless route.”

    He insisted that, “no amount of explanation will justify wrongdoing, it is unconstitutional for 8 out of 24 members to effect a change in leadership in the House, no matter how the government goads them on. The Governor should know better as a lawyer, he must not allow the trappings of power push him to dig deeper into infamy, the prize he has earned for himself, with Plateau people, in seeking personal ambition over the collective welfare of the citizens.

    “Having fought for democracy, as member of NADECO and later the G38, I am willing to lead a protest of Plateau people against the illegality that has been perpetrated at the Plateau State House of Assembly. Plateau is bigger than any individual; the aspirations of the people must not be trampled upon owing to the selfishness of a few,” Jang vowed.

     

    APC’s response

    Expectedly, the stand of ex-governor Jang also drew a response from the state government. In a press statement by the state Commissioner for Information and Communication Hon. Dan Manjang, the government said: “The attention of the Plateau State Government has been drawn to a statement purportedly issued by a former Governor of the State, Senator David Jonah Jang, wherein he raised among other issues, the recent happenings at the Plateau State House of Assembly and offered to lead a public protest of his supporters to reverse the situation.

    “The Government is shocked not only by the accusations and attacks by the former Governor on the person of his Excellency the Executive Governor of Plateau State, Rt. Hon. (Dr) Simon Bako Lalong, KSGG, but by the boldness of the former governor to attempt to change the narrative and preach what he has never believed throughout his political life, all in a bid to fool the gullible members of the public. Alas, the face behind the mask has been unveiled by no other than the masquerade himself. For those who have been looking for the person behind the ugly stage-managed incidences in Plateau State which culminated into the recent impeachment saga at the House of Assembly, the answer has come out in the most unexpected and spectacular manner.

    “First, within the span of 8 years when he held sway, he enthroned and dethroned 4 different Speakers for the Plateau State House of Assembly in his reign of terror, impunity and high handedness. This remains one of the highest Speakership turn-out in the history of Plateau State and Nigeria at large. Is this the same person that has the effrontery to speak about impeachment and without any shred of evidence, input that His Excellency, Governor Lalong is behind it? We are not surprised that he is intimidated by the democratic credentials of Governor Lalong which dwarfs all his claims of birthing democracy through NADECO (a record that no one acknowledges or associates him with it in Plateau State and elsewhere).”

    The Commissioner recalled that, “His Excellency Governor Lalong has contested and won elections since 1999, and till date remains the longest serving Speaker of Plateau State House of Assembly, as well as the only one so far to emerge as Governor after suffering unfair impeachment in the hands of tyrants with military hangover like the one exhibited by former Governor Jang during his term. He survived recall from the House and later emerged as the National Chairman of the Conference of former Speakers of State Legislatures, a position he holds to date.

    “We again reiterate and make the point clear to him and his dwindling supporters that Governor Lalong has no hand in the impeachment of former Speaker Abok Nuhu Ayuba or the emergence of Rt. Hon. Yakubu Sanda as the new Speaker. If the former Governor has any evidence, then he can put it in the public domain and stop ranting and inciting the people against the Government. He is definitely being chased by his shadows and thinks every Governor will act with impunity and rascality like he did in his years of tyranny and misrule.

    “His Excellency Governor Lalong has set the enviable record of being the first Governor in Plateau State and indeed Nigeria to grant full autonomy to the Legislature and the Judiciary. To turn around and accuse him of meddling in the affairs of the House is not only uncharitable, but shameful.”

     

    Who’s the masquerade?

    “Not done yet, the government attempted to pointedly accused Jang and the PDP of being the puppeteers urging the crisis in the state assembly with their unusual support for Abok to keep fighting his own party. According to the Information commissioner, PDP’s support for the embattled lawmaker explains the behind the scene moves that fester the ongoing crisis. “The person we should actually hold responsible for the disturbances in the House of Assembly is the unveiled masquerade or “hand of Esau” that has finally revealed himself after working behind the scenes to divide the House. If not, when did we have a situation where minority PDP opposition members turn out to be the only ones behind an APC Speaker? This is an aberration that Governor Jang should explain to the people of Plateau State and all lovers of democracy.

    “Could he have ever tolerated such during his regime? But Governor Lalong doesn’t care to meddle like former Governor Jang because the legislature is an independent arm that determines its leadership and runs its affairs. Is he even insinuating that the members cannot change their leadership if they so wish? Why is he crying more than the bereaved? If anyone is aggrieved, is Governor Lalong the Court of Law? Why would he not advice them to seek legal address, but rather resort to incitement and blackmail of the Governor and the Government? Would he have tolerated this during his bruttish regime? All of a sudden he has become a custodian of the Constitution and quoting it copiously! We do not need to remind him of his mathematical wizardry that created the famous “16 is greater than 19” in his desperation to become the Chairman of the Nigerian Governor’s Forum, thereby bringing shame to Plateau State. This is the same person that is crying more than the bereaved and claiming to be holier than the Pope. The level of hypocrisy on display by former Governor Jang is his public statement is simply incredible and nauseating.”

    But the PDP in Plateau State on Monday raised alarm over tension in the State House of Assembly, following the purported impeachment of the Speaker of the House.

    Briefing journalists at the party secretariat in Jos, the PDP state chairman, Chris Hassan, said, “It is regrettable that, as a lawyer, Governor Lalong has embraced impunity and is conducting himself like a bull in a China Shop. Lalong is orchestrating this breach of the law and desperation in Langtang North barely over a week after he sponsored seven members of the State House of Assembly to commit illegality in the name of impeaching the Speaker. The PDP will continue to explore the instrumentality of the law against the brazen desperation and lack of direction of the APC led administration in our dear State”, he stressed.

    The National Drug Law Enforcement Agency (NDLEA) said it has arrested 12 dockworkers at the Apapa Seaport in Lagos because of their alleged link to the importation of 32.9 kilograms of cocaine worth over N9.5 billion in street value.

    Director, Media and Advocacy, NDLEA Headquarters, Abuja, Femi Babafemi, said this in a statement on Saturday.

    Babafemi said a Federal High Court in Lagos had granted an application by the agency for the interim attachment of a vessel, MV Chayanee Naree, used to import the 32.9 kilograms of cocaine through the Apapa Seaport.

    He said besides the attachment order, the court also granted NDLEA’s request to detain the Master of the ship, Mr. Tanahan Krilerk and 21 foreign crew members as well as the dockworkers arrested in connection to the case.

    “The anti-narcotic Agency had on October 13 intercepted the ship at the Apapa seaport following intelligence from international partners and support from other security forces such as the Nigerian Navy, Customs, DSS and the police. A thorough search of the ship led to the recovery of 30 parcels containing cocaine, which weighed 32.9kg.

    “The application in suit no: FHC/L/CS/1518/2021, which was filed by the agency’s Director of Prosecution and Legal Services, Joseph Nbone Sunday on Thursday 28th October was granted the following day Friday 29th October by Hon. Justice A.O. Awogboro. An application to renew the remand order was also filed on Friday 12th November because of the volume of evidence coming out from the cooperation of the suspects in custody,” Babafemi said.

    The NDLEA said its clarification became necessary following claims by the Maritime Workers Union of Nigeria that some of its members are being detained unlawfully by the agency.

    “Of the total number of 18 dockworkers initially being interviewed by operatives, six of them with no sufficient evidence linking them to the crime had been released while 12 others with significant links are cooperating with ongoing investigation.

    “In line with the intelligence available to the agency, there is a syndicate of dockworkers, crew members with apparent international conspirators who work in synergy to traffic in the illicit substances. While the substances are concealed in the shipment from the originating Port, the dockworkers assist to pick up the illicit consignment for onward delivery to the Nigerian drug barons.

    “In the case of criminal investigation of this magnitude, it is lawful and expedient to investigate those within the purview of the Agency’s reasonable suspicion and those who do not have any serious involvement are let go. Already, two dockworkers are now on the run, after absconding from their place of work, since the beginning of the investigation.

    “For the avoidance of doubt, all the agency’s actions are guided by international best practices and in line with the Global Maritime Standard Operational Procedure on arrest, seizure and detention of Vessels and crew members,” the statement reads.

    A fresh crisis erupted on Saturday in the All Progressives Congress (APC) Zamfara chapter as groups loyal to Governor Bello Matawalle and Yari/Marafa held parallel ward congresses.

    A truce was brokered in February between former Governor Abdulaziz Yari and Senator Kabiru Marafa.

    The Caretaker/Extra-ordinary Convention Planning Committee (CECPC) of the party had stopped conduct of congresses in the State in June following the defection of Governor Matawalle from the Peoples Democratic Party (PDP) to accommodate the newcomers.

    The decision, according to the party, was to enable it capture the defectors register being compiled under the party membership registration and revalidation exercise.

    But a notice via a letter with reference number APC/NHDQ/INEC/19/021/080 dated 10th of November, 2021 by the party’s National Secretary, Senator John James Akpanudoedehe tagged: “Re- Notice for the conduct of state congress”, conveyed the decision of the party to conduct the State Congress on Saturday as against the November 20, 2021 earlier date.

    This notice opened up a fresh crisis for the control of the structure of the party between Governor Matawalle and the Yari/Marafa bloc.

    The Nation gathered that a meeting on Friday summoned by the leaders of Yari/Marafa bloc over the development in Gusau, Zamfara State capital failed to reach a compromise.

    Sources at the meeting said that while the majority of the attendees endorsed the conduct of the ward congress, the Mohammed Lawan Kaura-led state caretaker committee, who are members of Yari group, hinged their opposition on a case in court challenging the dissolution of the Committee.

    It was also gathered that the Kaura group argued that the Alhaji Ibrahim Kabiru Masari Ward Congress Committee earlier set up by the National Secretariat of the party on the 27th of October has been suspended since the 5th of November via a letter by the National Secretary.

    The letter, addressed to the committee chairman reads: ” Re: Suspension of the Ward Congress Committee of Zamfara State. The National Chairman of the Caretaker Extra-Ordinary Convention Planning Committee CECPC – H.E (Hon) Mai Mala Buni has directed the immediate suspension of the operations of the Ward Congress Committee to Zamfara State. This action is elected by the need for further consultations to engender a seamless exercise”

    Kaura told The Nation on phone that the Congress in the state on Saturday was illegal and contempt of court order.

    He said: “There can be no congress until the court case is dispensed off. The so-called state congress is illegal. The court has given an order that we maintain the status quo.

    Additional 25,000 youths to benefit from N75b loan-FG

    Minister of Youths and Sports Development Sunday Dare has stated that additional 25,000 youths are waiting to undergo training to benefit from a N75billion soft loan for Small and Medium Scale Enterprises (SMEs), which President Muhammadu Buhari approved in 2020.

    According to him, 6,054 entrepreneurs have so far benefited the loan.

    Noting that the loan is targeted to grow the economies of vibrant youths, he explained that it was designed as a three-year loan of N25 billion annually with each beneficiary getting between N250, 000 to N3 million.

    The Minister spoke at the All Nigeria Rotary Conference 2021 in Abuja where his Special Adviser on New Media, Mr. Toyin Ibitoye represented him.

    The theme of the conference was “Uniting Nigeria through rotary.”

    His words: “Our National Youth Investment Fund (NYIF), a N75bn soft loan for Small and Medium Scale Enterprises (SMEs) was approved by President Muhammadu Buhari last year and the target is simple – Grow economies of our vibrant youth enterprises.

    “Crafted as a 3-year loan of 25bn annually with each beneficiary getting between N250,000 to N3m, 6,054 entrepreneurs have benefited so far, while another 25,000 are on standby to go through the specified training before funds disbursement.”

    Dare insisted that the nation’s National Gross Domestic Product (GDP), accounting for 96% of businesses and 84% of employment, growing local economies, must also mean growing SMEs.

    He vowed that it is a must to keep engaging the youths and keeping them busy in order to promote peace.

    The Minister said it is necessary for him and the Rotary to work together to keep the Youth busy.
