Buhari to youths: don’t give up, you’re close to success

President Muhammadu Buhari has urged Nigerian youths to continue to remain resilient and never look back in pursuing their goals.

He urged them not to get tired in the face of challenges, assuring them that they would achieve victory.

President Buhari spoke yesterday while declaring open the three-day maiden National Youth Conference at the Moshood Abiola National Stadium in Abuja.

A statement in Abuja by the Senior Special Assistant to the President on Media and Publicity in the Office of the Vice-President, Mr. Laolu Akande, said the President was represented at the event, with the theme: Energising the Youth for Development: Inclusiveness, Governance, Security and Employment, by Vice-President Yemi Osinbajo (SAN).

“Wherever you are in this country, whatever you are doing, keep moving, don’t look back. You will win eventually. Keep moving ahead. Whatever the situation, ‘We Move’,” he said.

Describing Nigeria’s youths as “the country’s most strategic asset”, “the very best of us” and “our reservoir of hope and creative optimism,” the President assured them that his administration “will continue to support your efforts by creating an environment that enables the fulfillment of your dreams”.

He lauded the innovativeness and resilience of the nation’s youths, who he said were proffering solutions to social issues across the country.

President Buhari noted that the interests of Nigerian youths remain at the centre of policy making in his administration’s investment and development agenda.

Acknowledging the incredible potential, innovation and enterprise of Nigeria’s youths population, President Buhari noted the exploits in entertainment and music, sports, technology and other sectors.

He said: “Because of the labours of our youth, in addition to being home to the third largest film industry in the world, we are the epicentre of a global and Pan-African popular culture anchored to the dynamism of Nigerian creatives.

“There are also young Nigerians riding the crest wave of the information technology revolution, those who are pioneering new patterns of enterprise and wealth creation and, in the process, have established this country as the most vibrant innovation hub on the African continent.  “Our tech entrepreneurs and innovators are not just applying their talents to profit-making endeavours but also seeking to address social problems.”

On the global recognition of the innovation of Nigerian youths, the President acknowledged the exploits of “Silas Adekunle, the robotics engineer who invented Mekamon, the world’s first intelligent gaming robot,” and “Max Chinnah, who invented the Genesys Cooker, a smokeless stove that addresses the problem of smoke pollution which kills an estimated 4 million people every year”.

He also named “people like Saadat Aliyu, who runs a tech hub in Kano, has developed an App for reporting cases of sexual assault”.

President Buhari added: “Only last week, the Canon Young Champion of the Year Award – which celebrates the achievements of young people around the world who are driving social and environmental change – went to Alabi Samuel Anjolaoluwa in the Under-21 category for his inspiring project, ‘Students of Ibadan,’ which shines a light on the struggles faced by under-served students in the city of Ibadan.

“I could also speak of Ejikeme Patrick Nwosu, an organic chemist who has invented a fire-retardant paint that could drastically mitigate the risk of fire outbreaks. How about outstanding young teachers in primary and secondary schools…?”

  • Fracas at House of Assembly over speaker’s removal

Fracas at House of Assembly over speaker’s removal

The crisis rocking the Plateau State House of Assembly has escalated.

Yesterday, protesters stormed the premises to demand the reinstatement of purportedly removed Speaker Abok Ayuba.

To prevent a breakdown of law and order, security agents, led by Police Commissioner Edward Ebuka, whisked away the embattled speaker and 10 of his colleagues to an undisclosed destination.

Their supporters said  their whereabouts were unknown.

‘New Speaker’ Yakubu Sanda, warned Ayuba to stop parading himself as speaker, saying that he had been removed and suspended.

There was commotion at the Assembly premises. Two groups of youths backing Ayuba and Sanda clashed.

A lawmaker, Timothy Danlong, said the 12 pro-Ayuba members will not leave the complex until the impeached speaker is reinstated.

He said: We are not leaving the House because this is where our immunity lies and we shall continue to stay until Ayuba is brought back.”

Governor Simon Lalong, who has recognised Sanda as Speaker, held a meeting with pro-and anti-Ayuba lawmakers yesterday.

The Plateau Chapter of the All Progressive Congress (APC), described the occupation by 11 lawmakers of the chambers of the House  of Assembly as illegal and an invasion.

Its Publicity Secretary, Sylvanus Namang said the action of these lawmakers at midnight, apart from sending very wrong and dangerous signals, underscored abuse and ignorance of the principle of legislative autonomy.

He advised Abok to forget “the embarrassing and blind desperation to reclaim the Speaker’s seat which he has since lost following his impeachment by his colleagues last week”.

A lawmaker, Zingtin Sohchang, who represents Langtang South Constituency, said: “We are now being bundled into four Hilux vehicles by security men to a yet-to-be ascertained place and if after 20 miniutes you call us and no response, you should know that we have been taken to an unknown place”

Ayuba, when asked by reporters, whether he was under-arrest, replied: “ I can not say whether I am under at the moment.”

He urged President Muhammadu Buhari to intervene in the crisis.

The Deputy Majority Leader, Philip Dasun, said Abok is the authentic Speaker.

He said: “We are only calling for attention from the governor of this state, to disregard any illegal speaker presented to him and authorise the legitimacy of the Speaker unanimously voted by 24 members of this assembly.

“We are calling on government to reinstate our speaker. He has been firm, he has been dogged and he stood for the people of Plateau.

“We are calling on the President of Nigeria. We are here in the hallowed chamber, the chamber that is sacred to us, a chamber the president respects at the National Assembly, we expect the governor to respect this chamber.

“Please, Mr President, intervene and salvage democracy in Nigeria.

But, Sanda threatened to declare Ayuba wanted for conduct inimical to the interest of the House.

Sanda also called on the security agencies to arrest him for parading a fake mace.

He said the House has set up two committees to investigate the former speaker for financial embezzlement and misappropriation.

Sanda said: “This House must take firm measures to forestall such occurrences from happening again, declaring that this house hereby suspends the 6 member with effects from 1st November 2021 till further notice.”

Those suspended are: Hon Nuhu Abok Ayuba – Jos East, Hon Henry Longs – Pankshine South, Hon Dangtong Timothy – Riyom, Hon Musa Agah – Rukuba/Iregwe, Hon Bala Fwanje – Mangu South and Hon Nambol Listic – Langtang North.

He called on the security agencies to take charge of the House and ensure that the suspended members are denied access.

  • Minister: govt owes 774,000 jobs beneficiaries N7.3b

Minister: govt owes 774,000 jobs beneficiaries N7.3b

Beneficiaries of the 774,000 Special Public Works Programme (SPWP) are being owed N7.3 billion, the Federal Government said yesterday.

Minister of State for Labour and Employment Festus Keyamo promised however, that the full payment will be made before end of the year.

Keyamo spoke on the situation during his ministry’s budget defence before the Senate Committee on Labour and Employment.

He appeared along with the National Directorate of Employment, (NDE) Director-General Mr. Abubakar Fikpo.

Keyamo, a Senior Advocate of Nigeria, blamed the delayed payment on what he called “bank issues.”

Some senators complained that beneficiaries of the programme in their constituencies had not been paid.

Committee Vice Chairman Senator Kabiru Barkiya had challenged Keyamo, saying: “In my state, Katsina, some of the beneficiaries were asked to open an account with a bank that has no branch in the state.”

Keyamo said:   “We have a balance of about N8 billion to disburse. No, it is actually N7.3 billion.”

The minister said: “Why we insisted on certain banks was because of auditing process. This is so that we have a clear audit instead of us chasing banks all over the place.

“We said the bank should use their local branches to ensure that those 1,000 people selected in that Local Government Area go to those banks within that locality.” Keyamo said his ministry had to open up the process whereby beneficiaries could use any bank in their locality.

“We have made an adjustment in the last few months. We are not attaching a particular bank to a local government again. So, no matter what it is, we will achieve 98 per cent success on the programme.”

NDE DG Fikpo said the N52 billion appropriated for the scheme was domiciled in the Central Bank of Nigeria (CBN), adding that funds were sent to the beneficiaries through the selected commercial banks.

The NDE, he said, compiled the details of the beneficiaries, including their bank accounts, and forward to the Office of the Accountant-General of the Federation, which then instructs the CBN to disburse funds for payment.

Fikpo added: “It is the Accountant General that instructs CBN and then they effect the payment which was why sometimes we experience failed payments.

“We only intervene in the process when payment fails. We then communicate with the beneficiaries to sort out the issue with their banks.”

The programme was designed as a safety net for the unemployed.

It was inaugurated last year to last for three months between October and December.

One thousand beneficiaries were picked from each of the 774 local government councils in the country.

They were to do Special Public Works and be paid N20,000 monthly for the three-month duration.

Instead of the October commencement of the programme that was supervised by the NDE, many beneficiaries did not start until December.

  • Why crisis persists between Kwara governor, minister

Why crisis persists between Kwara governor, minister

Yakubu Danladi-Salihu, engineer and Speaker of Kwara State House of Assembly,  represents  Ilesha-Gwanara Constituency. He spoke with reporters on the Legislative/Executive relations and the rift between Governor AbdulRahman AbdulRasaq and Information and Culture Minister Lai Mohammed, and other partisan issues: Excerpts:

You are one of the youngest Speakers in Nigeria. How are you able to manage the House, despite being a first term lawmaker?

Firstly, I have been handling the affairs of the House with the fear of God. I see and carry myself as just the first among equals. We relate as brothers, colleagues and compatriots who have a duty to the people of the state who have entrusted us with their mandates. In everything we do, I go for consensus building and we all look after one other. This has been the secret. I am always grateful that we place the interest of the state above group, sectional or personal interest. This has made us thick as a team. I don’t see myself as superior to any of my colleagues and I try to act as their chief servant. Many of them treat me as their little brother who must succeed. I cannot thank them enough.

What would you say have been the achievements of this House?

This 9th Assembly is a unique one. It is unlike any other Assembly in the recent history of the state because of the peculiar nature of our emergence. We came through a political revolution called Otoge. What we have done is to ensure that we work with the exec urging and the judiciary to deliver on the mandate of our people. First and foremost, the Assembly has been a strategic partner for success to the executive. We cooperate without jettisoning legislative independence, engendering mutual respect and synergy. This House has passed.

18 bills, 39 public spirited motions. Many of our bills have direct impacts on the wellbeing of the masses and equitable distribution of wealth. An example is the Kwara State Social Investment Programme Bill, which we worked on. Today, tens of thousands of our people are being lifted out of poverty. Apart from this, we conduct adequate oversight functions to ensure judicious use of public resources. In doing this, we are mindful of the fact that this is a young as administration led by a very sincere and committed patriot, Mallam AbdulRahman AbdulRazaq, who is very passionate about the well-being of the people. Of course, this is glaring in the achievements across various sectors like health, education, water, social development, road, and others. We have also worked on some bills that will really transform Kwara State. Take the Kwara State Education Trust Fund, which has also been assented to by the Governor. By the time the Trust Fund becomes operational, public education will never be the same again. The Kwara State Sports Commission Bill is another milestone. Same for the Geographic Information Service (GIS) Bill which has also become law and will soon go into full implementation after some other preliminary works have been done. Our members remain very close to the grassroots.

The Otoge tsunami in Kwara was one of its kind in Nigeria in 2019. Would you say the APC administration has justified the confidence  reposed in you?

Except for those who want to play politics, there is no part of Kwara State where the programmes and activities of this government is not being felt. It has never been so before. There is no local government you won’t find one or two projects in various sectors. Currently now, there is massive rehabilitation or remodelling of schools across the state. This has never been so. This is coming just a few months after our people benefitted hugely from a very transparent, child-focused teachers’ recruitment process. It is the best we have ever seen in this state. Go and ask anyone. There is no ward where you will not find beneficiaries of the social safety programme of the administration. In Baruten where I come from, we have never had it so good. In the next few weeks or so, the government would have completed and possibly Commission a brand new radio station. It is the first radio station in the whole of Kwara North senatorial district. Before now, we relied on radio from Benin Republic. The region has never had benefited from public water interventions as we have seen under this administration; it is same for health facilities. The results are glaring. The popular 33km Ilesha Gwanara road is now undergoing construction up to asphalt level. This is a road that had been abandoned after over N1bn had been stolen under the last administration. I can go on and on. It is important to note however that the Otoge revolution goes beyond the great things we are seeing in the area of basic amenities. It is also about the dignity of the human person. Kwarans are no longer subservient to anyone. We are no longer referred to as slaves to any political warlord. Every politician now knows that the people matter.

Senator Saraki said a few days ago that the people of Kwara State have regretted their decision on Otoge. What do you say to that?

He was actually insulting the people of Kwara State. Senator Saraki himself does not believe what he was saying. He knows there is a clear cut positive difference in the Kwara of 2019 and Kwara of today. In 2019, Kwara was a pariah state on many fronts. I’m sure you have heard the story of how we were humiliated out of UBEC because the government that Senator Saraki inspired diverted money meant for the development basic education. We were blacklisted. When he was leading Kwara, workers at the Colleges of Education were being owed 30 months in salary arrears. The schools had all lost accreditation. In fact, the norm in those days was for your relatives in the civil service to beg you for money because they were not being paid. They were still owing workers even when they got bailouts from the Federal Government. Things were really bad. Everything has collapsed under them. People had lost hope. We no longer have half salary as we had it under his reign. We have breathed life back to Kwara. I believe Senator Saraki was just playing to the gallery on the national Tv. In fact, the people will respond to his comment that they were gullible and unreasonable to vote him out. He will get his response at the right time.

Your name came up in a recent interview by the governor and in the reply of the minister. The minister said he funded the whole election and all of you beneficiaries of his sweat have been ungrateful to him. What exactly is happening?

See, I have been with the Governor since 2010 as one of his foot soldiers. He has always been a front runner in the struggle of kwara people to end the political slavery. He had always been at the trenches. As for the claims of Alhaji Lai Mohammed over election funding, I make bold to say here that Alhaji Lai did not fund my election. I think I can speak for 21 other members of the Hobourable House and our senators. I am aware that the Governor not only funded his own campaign, he spent his personal fortunes to support other candidates. Alhaji was nowhere to be found. We went to the farthest places in Kwara North during the campaign with the Governor. Where was Alhaji Lai at that time? He was not a factor in our election as such. It is better to just ignore those outrageous claims because everyone knows them to be pure lies. How can somebody that we didn’t see before, during and after election claim to fund the same election?

How would you describe the developments in the Kwara APC?

For me, there is more noise than substance in the noise about so-called crisis. Some lousy minorities are the ones making so much noise because they want to be recognised. They are using all sort of blackmail just to portray crisis. I will urge such persons to join hands with the Governor and other sincere stakeholders to build the party to a greater height. For me, what I see is sheer blackmail and red herring to seek undeserved attention. I’m sure the National secretariat of the party has seen through the gimmick during the party registration. There is really nothing to fret about. All you hear are mostly contrived noise to seek attention.

Do you see all the warring parties coming together again?

Absolutely. Especially for those who seek development of the state and not selfish gains. Whatever our differences, which is normal in any human environment, we are stronger together if all we seek is development. Democracy itself encourages debate and I must commend the Governor for his statesmanship and patience despite provocations. He has really done well to tolerate a lot of excesses. We know what happened elsewhere. He has been very accommodating, in spite of obvious disrespect to his person and office. He is what a good leader should be.

What are the chances of your party in 2023, given the infighting , the Saraki factor, and of course some defections that may happen?

Whatever our differences, which I believe will be resolved in favour of party discipline and accommodation, the chances of our party are very bright. We have nothing to fret over. As for the former Minister, he is just pursuing his personal gains. His defection has nothing to do with the collective good of our local government, Kwara North, or the state. Apart from the unprecedented level of development we have seen in our region, the Minister is one of the direct beneficiaries of this administration because his daughter is a leading light of this government. Yes it is often said that the more the merrier in a democracy, but I do not fret whatsoever over his defection as the entire Kwara North and especially Baruten where I come from remain solidly behind the APC and of course the administration of the Governor who has really done well.
