    Leprosy cases dropped by 74 percent in 26 years, says FG

    The Federal Government has disclosed the nation’s annual burden of leprosy significantly dropped by 74.45 per cent in 26 years from 7,827 in 1994 to less than 2,000 in 2020.

    It further stated that Nigeria was among the countries that attained the World Health Organization (WHO) elimination target of less than one leprosy case per 10,000 populations at the National level in the year 2000.

    It however disclosed that leprosy is still a public health problem in the country, as Nigeria is among the few countries in the world that is still reporting greater than 1,000 new leprosy cases annually.

    The Minister of Health, Dr Osagie Ehanire, who made these known in Abuja, during a briefing to commemorate this year’s World Leprosy Day, explained that leprosy is curable and treatment is free.

    According to him, early reporting significantly reduces the chance of having deformities and post-exposure prophylaxis is available for contacts of leprosy patients.

    He said: “Leprosy is a mildly infectious disease caused by a slow multiplying bacillus, Mycobacterium leprae with an incubation period of about 5 years. Symptoms can take as long as 20 years to appear. The disease mainly affects the skin, peripheral nerves, mucosa of the upper respiratory tract, and also the eyes. Leprosy is transmitted via droplets, from the nose and mouth, during close and frequent contacts with untreated cases. Untreated leprosy could lead to life-long disabilities affecting the skin, nerves, limbs and eyes.

    “According to the report of the 2015 National Leprosy review, 18 states in the federation are still endemic for Leprosy although anecdotal evidence suggests pockets of Leprosy endemicity in almost every state of the federation.

    “In 2020, Nigeria notified 1,508 new Leprosy cases. Furthermore, a 5-year trend of newly notified Leprosy cases showed a multi-bacillary (infectious type) leprosy proportion of over 90 per cent; proportion of cases with visible deformity of over 13 per cent; and child proportion of over 6 per cent.

    “The Federal Ministry of Health (FMoH) through the National TB, Leprosy and Buruli Ulcer Control Programme (NTBLCP), with the support of partners since inception has successfully treated over 33,000 leprosy patients (including adults and children) from 2009 till date.

    “All 774 Local Government Areas (LGAs) in the country have at least one multi-drug therapy (MDT) clinic for management of leprosy patients. Twenty-five referral/rehabilitation centres for persons affected by Leprosy patients have been established nation-wide.”

    An Abuja-based Fertility Specialist, Dr Ekinyi Ochete, has identified and listed the benefits of traditional medicine and acupuncture in tackling sub-fertility issues, saying “the option can completely rebalance the body system.”

    She told newsmen in Abuja on Thursday that traditional medicines could solve many health problems, including infertility, saying “this means that people would experience
    improvement in their general health, energy and emotions.”

    Traditional medicine comprises medical aspects of traditional knowledge that developed over generations within the folk beliefs of various societies before the era of modern medicine.

    It is the sum total of knowledge, skills and practices based on the theories, beliefs, and experiences indigenous to different cultures that are used to maintain health, as well as to prevent, diagnose, improve or treat physical and mental illnesses.

    The fertility specialist noted that another benefit was that traditional medical treatment, including acupuncture, was absolutely complementary to Western treatments.

    She explained that “the two medicines can work well together to help you have a healthy little baby.”

    According to her, the majority of sub-fertility causes are non-structural, although doctors will point out structural reasons such as endometriosis, fibroid or polycystic ovarian syndrome.

    She noted that “the fact is that these conditions are symptom imbalances in the body and are reversible using acupuncture and herbs.

    “As long as these conditions are treated quickly enough, they are unlikely to leave any structural problem that would cause infertility. Most causes of sub-fertility are actually treatable and reversible conditions,” she added.

    Ochete said that based on cultures and geographical regions, various kinds of herbal remedies evolved around the world, noting that certain kinds of natural remedies could be used to fight or prevent specific ailments.

    The specialist, who said that traditional medicines derived from plants, animals, metals and minerals were integral part of culture and geographical environment, added that
    if herbal resources were appropriately exploited, they could effectively be used to treat many ailments.

    She said “diseases have been leading causes of morbidity/mortality around the world, associated with heavy economic burden among people.

    “In spite of current advances in science and medicine, diseases still remain serious threat to public health in both developed and developing countries, urban and rural areas.”

    Ochete, therefore, added that most herbal remedies were considered safe and well tolerated “because they have been successfully used for thousands of years as foods to promote health and as medicines to treat diseases.

    “Traditional medicines and herbal products are widely available to consumers and have become increasingly popular throughout the world, not just in Nigeria.

    “Herbal products have continued to play crucial roles in the healthcare system of human societies, not to mention that secondary metabolites of plants are economically important as drugs, fragrances, pigments, food additives and pesticides.”

    The News Agency of Nigeria (NAN) reports that in recent years, increasing number of people have been choosing herbal medicines or products to improve their health conditions, either alone or in combination with others.

    According to the World Health Organisation, 75 per cent of the world’s population are using herbs for basic healthcare needs and that since the dawn of mankind, the use of herbs/plants offered effective medicines for the treatment of illnesses.

    Moreover, many conventional pharmaceutical drugs are also derived from both nature and traditional remedies, distributed around the world.

    AS much as is feasible, I will limit this conversation on Dr. Strand’s What Your Doctor Doesn’t Know About Nutritional Medicine May Be Killing You to Grape Seed Extract, a powerful ingredient in Restore LYF. This is for two major reasons. First, this is a script originally written for the product training of some of my friends on the chat group Incubating Diamond Life Earners. They are health lovers who always ask me for information about nutritional supplements on the market and have confined me, this time, to this one.

    Secondly, I do not think I would have the space to break the bounds already set for me within the limits of time and space. Even while confining myself to Grape Seed Extract, would I have the priviledge of visiting the origins of its use in Alternative Medicine and some of the important scientific studies which made this possible?

    Accordingly, I would strive to limit myself to about five case histories in Dr. Strand’s book in which Grape Seed Extract performed what we may term “wonders”. One was the case of a man who suffered from a deadly disease for which his doctor suggested chemotherapy. He declined the treatment and resorted to natural medicine. About one year after, his doctor saw him again and was surprised to discover that the patient, against all the odds, was completely cured.

    Another case was that of a woman who, literally and clinically speaking, was going blind. She substantially regained her vision. This woman suffered from Multiple Sclerosis. Her legs and arms lost strength and she suffered from urinary and intestinal retention. She turn her back on her doctor’s prescription which she said made her life more miserable and turned to nutritional medicine. In these cases and many more, Dr. Strand was a Grape Seed Extract magician. He found it to be one of those natural substances which easily crossed the Blood Brain-Barrier to easily suffuse brain and nerve cells, protect them against Oxidative Stress which he said was of great value for the recovery of his patients in the treatment of neurological and other diseases.

    A third case was a Driver’s. He, too, suffered from neurological problems which literally disabled his legs and made him wheelchair-bound. Grape Seed Extract not only gave him back his legs, he got his job back as well. The fourth case was Macular Degeneration or Central Vision Blindness. She abandoned driving, her passion, and thought her life was ending. Then, she met Dr. Strand who gave her nutritional supplements and a high dosage of Grape Seed Extract. In a few months, her vision was back to what it was six years earlier. Our last case here is that of a three-year- old asthma patient whose condition got worse on asthma medication but significantly improved on nutritional supplements in which Grape Seed Extract was a star feature.

    Before I proceed, I would like to briefly introduce to you the product description of Restore LYF, which is made from two great  antioxidant plant medicines, one of which is Grape Seed Extract. The product literature says:

    “Restore LYF contains a unique, comprehensive and standardised resveratrol blend of powerful longevity polyphenols: Japanese Knotweed, Grape Skin Extract, Grape Seed Extract Powder, Concentrated Grape Extract Powder (without the alcohol content)”.

    Next I would like to visit some of the cases Dr. Strand deployed Grape Seed Extract against.

     

    Lupus

    This is a degenerative inflammatory disease caused by attacks of the immune system not on germs but on the human tissues they are meant to protect. It may involve the brain, bone joints, the heart, skin, lungs and kidneys. When the attacks are well-known, the condition is often called Systemic Lupus Erythematosus. It saps the sufferer of energy and of life. Doctors still do not know what exactly causes the immune system to literally open fire on its friends and not on their enemies. Some believe it is a genetic problem. Others say environmental factors may trigger it in predisposed persons, and suspect that these factors include sunlight, infections and medications. In the 1990s, my extended family lost the teenage daughter of an Anglican Reverend gentleman who returned home, infected, from a holiday in the United States. She was so devitalised that she could not walk up the stairs of the family duplex home to her bedroom which, then, had to be shifted downstairs.

    The doctors of this young woman in the United States gave a box loads of literature on this subject to bring home. I found two ideas in the literature interesting. One was called the Leaky Gut Syndrome. The other was Signalling Confusion. In Leaky Gut Syndrome, the absorbent layer of the intestine through which nutrients from digested food pass into the bloodstream have been so damaged by germs or toxins that their small “sieves” have widened enough to let abnormally large molecules through. These molecules are seen as “foreigners” by the immune system. The system, therefore, attacks whichever tissue or organ which accomodates them or grants them shelter. Thus, the immune system opens fire on these “foreign” bodies, quite in line with its call to duty.

    The second assumption is that some factors have caused a signaling problem between the immune system and the rest of the body. Naturally, they are all expected “to speak the same language”. Afterall, they are all members of the 100 trillion or so cells which originated from a male cell fertilising a female cell to form a single cell, the Zygote, which continued to divide into several cells which differentiated themselves into various functions. Thus, the immune system ought to always recognise the eye or the kidney as a “friend” as they vibrate on the same frequency, speaking the same language as it were. So, why do they signal differently in a Lupus condition?

    In Matt’s case as Dr. Strand calls this Lupus case note patient, the problem began with severe abdominal pains. A successful legal practice in Chicago was threatened. His doctors ran several tests and he went home with only painkiller drugs. He began to take nutritional supplements, but his condition did not improve much. He was weak and in pains. Finally, a specialist ordered a test called Antinuclear Antibody(ANA) which, against a count of 1:40 or less for normal, reported 1:640. The doctor prescribed chemotherapeutic drugs. But Matt rejected them. He pursued a more aggressive course of antioxidant Nutritional supplements which, this time, included Grape Seed Extract at 350mg everyday. When he turned up at the doctor’s for a review of his case months later, the ANA had crashed to 1:40, the normal.

     

    Multiple sclerosis

    Dr. Strand reminds us what causes illness or death is Inflammation of the tissues and organs caused by oxidative stress. Grape Seed Extract, which became his pet prescription in almost all conditions, is highly anti-inflammatory and antioxidants. Antioxidant are now known to destroy free radicals which are major causes of oxidative stress. In this condition, there is progressive degeneration of the sheath or covering of nerves in the brain and in the spinal cord. The symptoms may include blurred vision, muscle inco-ordination, speech impairment, severe fatigue and numbness. The causes are still guess work. More women than men are thought to be affected. Happily, this is not a disease prevalent in Africa and Asia where tropical sun, impacting Vitamin D, is thought to be protective. The Myelin sheath or cover of the nerves is like the plastic covering of electricity copper cables when the cable is impacted by water and oxygen, it may rust. Such may be fate of exposed nerves.

    Dr. Strand mentioned the case of Evelyn, one of his patients, whose case he took up from another doctor who gave her Betaseron or “beta interferon”, a chemical that tries to build up the immune system, very offensive and difficult to tolerate. She gave it up after two months, as she “faced the possibility of sudden blindness”. Bowel and bladder retention led to several bladder and kidney infections. Her health declined despite the use of Alternative Medicine protocols. She switched over to more potent antioxidants and minerals about years after. These included “Grape Seed Extract and a natural nutrient called CoQ10”. As the narrative grows, Evelyn began “to feel better within weeks” and her long-experienced palpitations of the heart disappeared. Her doctor took her off medications for heart troubles. According to her doctor, Dr. Strand said: “I haven’t seen anyone with Multiple Sclerosis experience such results.”

    Dr. Strand added: “Evelyn’s neurologist was speechless about her miraculous turnaround. He ordered a repeat MRI of her brain. To his amazement the white plaque spread throughout the brain that is so diagnostic of Multiple Sclerosis had significantly diminish. Here is strong evidence that the body is still able to heal itself when necessary nutrients are available at optimal levels”.

    CoQ10 is another wonderful antioxidants. But, as said earlier, it would fall outside our purview, this review being for Restore LYF, which continues Japanese Knotweed and Grape Seed Extract in its arsenal.

     

     Macular degeneration

    The first time I saw a person challenged with this condition was in the late 1980s when I was Editor ofThe Guardian. An African American man who paid me a visit in the office looked at me all through not through the center of his eyes but through the corners of them. I would learn more about Age Related Macular Degeneration (ARMD) later on. Dr. Strand’s patient in this condition was Mavis. Her husband dead and her vision deteriorating for 14 years, Mavis met Dr. Strand in 1997. He gave her potent antioxidant and mineral tablets “along with high doses of Grape Seed Extract”. As he reports:

    “Within a couple of months, Mavis’ vision began to improve. Her eyesight became clear and even her night vision got better. She was thrilled the next time she visited the local eye doctor because he confirmed the good news. In fact her vision that day was at the same level as it had been back in 1991, six years prior!”

     

    Brain degeneration

    The doctors of David gave him a few days to live when his condition got to terminal stage. It was similar to multiple sclerosis and known as “progressive, degenerative, demyelinating disease of the brain”. He was a driver in Utah, United States. He started developing vertigo and began to lose control of his bowels and bladder. Vertigo is a condition in which some people say they feel as though they are spinning around. Some cannot balance their gait. When they walk, some say their feet appear not to touch the ground, to float or to land on surfaces which have the texture of cottonwool. In the case of David’s, his legs were getting weaker, and he was often falling whenever he walked. He became wheelchair-bound. When he was given only one or two weeks to live, David and his family began to make funeral plans and to bid family and friends “goodbye”. He became bedridden, but did not die. Months later, he began to try nutritional supplements of antioxidants, minerals and small doses of Grape Seed Extract. In five days, he slept less and had more energy, getting out of bed once in a while. On Mother’s Day, his children sat him on his wheelchair and pushed him to a shop where he bought presents for his wife and mother. He got stronger by the day. Someone told him Grape Seed Extract was a powerful antioxidant easily absorbable by the fluid around the brain. He remembered a film he watched entitled: Lorenzo’s Oil. A little boy in the film suffered from a disease similar to his. The boy was called Lorenzo. David was surprised to learn that what helped Lorenzo out of his trouble was a great deal of Grape Seed Oil. He increased his dosage of this oil. The pain in his leg reduced and he could walk again as the lower limb gained strength. His doctors were amazed when he went to take his driver’s license examination…and passed. His doctors stopped the morphine prescription for pain. This was yet another of many beautiful Grape Seed Extract stories told by Dr. Strand.

     

    Asthma

    The patient was three years old. His doctor gave him Albuterol medications. He could not tolerate the medications, could not sleep well because of heart palpitations and was so weak that, according to Dr. Strand, “he was unable to run, play ball, or participate in even the simplest activities”. Additionally, Adam frequently had cold and breathing difficulties.

     

    Dr. Strand adds:

    “The most frightening time came on Adam’s fourth birthday. He had developed a cold and quickly became very ill. He began to run a 105-degree temperature, and an x-ray in the ER revealed a severe case of pneumonia and out-of-control asthma. The birthday boy was fortunate and survived this serious illness, but it left him even weaker and his underlying asthma remained a severe problem.

    “Adam continued to have problems tolerating the medication the doctors prescribed, though they were doing everything possible for him. Their answer wasn’t good enough. His father began to look into other possible therapies that might help his son. He remembered that it had been early summer when they decided to experiment with a potent chewable multivitamin to see if it might help. He recalls in that summer Adam would stay near the edge of the swimming pool, barely venturing out into the water. By the end of the summer, Adam was swimming the full length of the pool. Within 60 days, Adam changed from a child who could virtually do nothing physically to one who could keep pace with other children. Adam also started playing baseball and eventually even soccer. Infact he qualified for a traveling soccer team over the following four years.

    “Adam was not only able to play, but he excelled in the sport. (As a physician, I must say soccer is probably the most difficult sport for an asthmatic to play). He was able to discontinue most of his medications and needed his inhaler only occasionally. Adam is now 13 years old and continues to be very active in sports. Adam continues to take a potent multivitamin and has added a little grape seed extract and extra Vitamin C to his supplement program. It must be amazing for parents to see their child go from being basically disabled to being normally active. How simple and yet profound is the potential life-changing effect of nutritional supplements.”

     

    The book

    Conclusion

    Shakirat Adeoti, introduced to me in the 1990s by Mrs Dorcas Akintoye, offered me experience in working with whole Grape Seed for healing. She was 33 and a microbiology graduate of Obafemi Awolowo University. She had cancer in both breasts. She sat in the car when Mrs Akintoye brought her to the offices of The Comet newspaper in Ijora, Lagos, where I was Editorial Director/Editor-in-chief. I came down to see her from my third floor office. The following year, she came up all the floors with food for all my office staff on my birthday. In those days, we did not have Grape Seed Extract in its present form. We crushed grapefruit seeds and soaked them in hot water to infuse the nutrients in the water. Adeoti took chemotherapy for one year on this supplement but it did not appear to severely affect her. Her energy grew. Her skin did not blacken. Her hair did not fall. Her records are at the Lagos University Teaching Hospital, Idi-Araba, Lagos. Adeoti died later because, after one year, she began to respond negatively to the chemotherapy. How I wished she listened to me and Mr. Dotun Akintoye that she decline chemotherapy one year after the first course.

    Lassa kills 26 in three weeks- NCDC

    Lassa fever killed 26 persons in 11 States and 30 Local Government Areas in the last three weeks, the Nigeria Centre for Disease Control (NCDC) has stated.

    The agency further noted as of January 23, 2022, a total of 115 confirmed cases of Lassa fever have been reported with a case fatality ratio of 22.6 per cent).

    The States with the disease burden, it said, are Bauchi, Edo, Ondo, Oyo, Benue, Taraba, Kaduna, Plateau, Kogi, Cross River and Ebonyi.

    The NCDC explained that it has activated the national multi-sectoral and multi-disciplinary Lassa fever Emergency Operations Centre (EOC) in response to the outbreak in some parts of the country.

    The statement explained: “Lassa fever is an acute viral hemorrhagic illness transmitted to humans through contact with food or household items contaminated by rodents infected with Lassa fever virus.

    “Person-to-person transmission can also occur, particularly in a hospital environment with inadequate infection control measures. Like several other countries in West Africa, the disease is endemic in Nigeria and is often recorded during the dry season, often between November and May.

    “Lassa fever presents initially like any other febrile illness such as malaria. Its symptoms include fever, headache, sore throat, general body weakness, cough, nausea, vomiting, diarrhoea, muscle pains, chest pain, and in severe cases, unexplainable bleeding from ears, eyes, nose, mouth and other body openings.

    “The time between infection and the appearance of symptoms of the disease is 3 to 21 days. Early treatment and diagnosis increase the chances of survival.

    “To support and strengthen the response efforts of states, NCDC has continued to deploy Rapid Response Teams (RRT) as required to states. The RRTs through the State Public Health Emergency Operation Centres (PHEOCs) work with states across all response pillars to strengthen preparedness and response activities.

    “This includes outbreak investigation, contact tracing, response coordination, case management, psychosocial care for infected people, risk communication, and infection prevention and control activities.”

    The Coalition of health sector unions has commended Kwara Governor AbdulRahman AbdulRazaq for approving the implementation of the 2019 adjudged CONHESS.

    The coalition described him as the people’s Governor, who prioritises the welfare of the masses, including workers.

    In a letter of commendation to the Governor, the unions said they are impressed with “your swift and untiring efforts for the release of circular for the implementation of 2019 adjusted Consolidated Health Salary Scale (CONHESS) for all categories of health workers in the State.

    “The Unions also appreciate you sincerely on your efforts in building good health facilities, promotion of our teeming members, payment of salaries as and when due, coupled with your administrative sagacity, we say kudos to you, and crown you as people’s Governor,” a letter jointly signed by COHESU State Chairman Comrade Murtala Saheed Olayinka and State Secretary Comrade Markus Luka stated.

    The unions also appealed to the government to give a clearer directive on Primary Healthcare Under One Roof (PHCOUR) which they said would deepen efficient service delivery in the health sector.

    The appreciation came a few days after the UITH chapter of the Association of Resident Doctors applauded the Governor for his unprecedented achievements in the health sector, including the commencement of the residency training in the state-owned general hospital.

    One psychiatric doctor attends to 50 patients daily as brain-drain worsens

    A Senior Registrar in Psychiatry, Dr Samuel Aladejare, has identified brain-drain, limited slots and complicated recruitment process as major factors responsible for the limited number of psychiatrists in Nigeria.

    Aladejare, President, Association of Resident Doctors, Federal Neuro-Psychiatric Hospital, Yaba, Lagos State, made the assertion in an interview with the News Agency of Nigeria (NAN) on Tuesday in Lagos.

    According to him, there are limited slots available for graduates in the medical field, who may wish to be psychiatric doctors in Nigeria.

    Psychiatry is the study and treatment of mental illness, emotional disturbances and abnormal behaviour.

    Aladejare also said that apart from the limited spaces, the process of recruitment into the system was tedious and demanding.

    According to him, such processes have deprived many of coming into psychiatry.

    The psychiatrist added a greater percentage of professionals in the field sought for greener pastures abroad.

    He said: “If the few who finally became psychiatrists are practising in the country, it would have been better; but the issue is that 80 per cent of them are migrating to other countries.

    “As a result of the limited number of practising psychiatrists, the workload is much on the few professionals available.

    “On every clinic day, there is usually an average of 200 patients to four psychiatric doctors, which implies that a doctor will attend to no fewer than 50 patients on daily basis.

    “When I spoke with some of those practising abroad, they said that what attracted them to other countries included good remuneration, better working condition, free car and house, scholarship programmes forwards/children and security, among other incentives.”

    He said that although all the listed incentives were not obtainable in Nigeria, the Federal Government could introduce them.

    The psychiatrist urged the Federal Government to train more psychiatric doctors and increase slots for recruitment of psychiatric doctors.

    He also appealed to governments at all levels to pay attention to the welfare of the doctors by providing incentives attracting them abroad.

    “Let the government provide some housing schemes through which the doctors can own houses of their own.

    “The governments can also liaise with some financial institutions to provide car-loan programmes through which doctors can buy cars and pay back over time.

    “Even scholarship programmes can be provided forwards/children of doctors.

    “If these incentives can be provided in Nigeria, doctors will begin to think twice before leaving the country to practise abroad,” Aladejare said.

    The Association of Resident Doctors (ARD) University of Ilorin Teaching Hospital chapter, has commended Kwara Governor AbdulRahman AbdulRazaq for funding the commencement of residency training for medical doctors for the first time in state hospitals.

    Speaking at the January edition of its Ordinary General Meeting and Scientific Conference on Saturday, ARD UITH President Dr Dele Abdullahi said the Governor is clearly committed to the growth of the health sector and deserves commendations for his efforts, especially the residency training that has now begun in the State.

    The residency training followed the first-of-its-kind accreditation of the state’s premier hospital —Ilorin General Hospital — for the training of resident doctors, among other health professionals.

    “You are a Governor that listens to us. We at ARD UITH are very grateful as we have always enjoyed your support. You have supported our outreaches, you listen to us, and you give us the platform to reach for greater heights,” Dr. Abdullahi said.

    “Under you, the residency training started in Kwara State. This is one huge achievement we cannot push aside. We will keep reaching out to you, we hope that this open-door policy that you have pushed forward as well as your cordiality will always be there.

    “The residency training means that we can now train more doctors in the state and that will impact positively on the sector.”

    In a short address to the conference, the Governor commended health professionals for their selfless service to humanity and restated the administration’s commitment to the improvement of facilities and workers’ welfare.

    The Governor said he took part in the zoom meeting to understand the theme of the conference which is ‘Medical Residency Training Act: Interpretation and controversies’ especially because the state have only recently commenced the programme.

    The keynote speaker was Dr. Onyebueze John Ugochukwu who dwelt extensively on the Residency Act of 2017 and its purports for the medical professionals in the country.

    “For us to be able to understand and draw up policies, we have to always listen to all constituencies and arguments from all divides. I’m glad I’m tuned in to this.

    “I have listened to the issues at stake, some of which I already knew about. Understanding these issues helps us to better address the challenges,” the Governor said.

    “We are not taking you (medical practitioners) for granted. The challenge is not meeting all your needs isn’t that we don’t care. It is simply because of limited resources at both national and sub-national levels.

    “There are other areas to take care of but we certainly do understand that without health being attended to, other things will simply collapse. Your contributions to humanity are truly appreciated.

    “We cannot thank you or remunerate you enough for what you do. At the state level, we’ll continue to expand the facilities as well as attend to your welfare within available resources.

    ” As you all know, the state of our health needs to be improved upon and we are working so hard to make sure that facilities and health workers are given proper attention.”

    Kwara has also recently approved better remunerations for its health workers, including medical doctors, to halt the former higher rate of attrition.

    The AbdulRazaq administration had recently secured accreditations from the West Africa College of Surgeons to train resident doctors in O & G and approval from the National Post Graduate Medical College of Nigeria to train resident doctors in family medicine.

    The Ilorin General Hospital is in the process of applying for accreditation in paediatric and ophthalmology departments because of the huge investments and commitment of the administration to the health sector.

    U.S. opposes plans to strengthen WHO

    The United States, the World Health Organisation’s (WHO’s) top donor, is resisting proposals to make the agency more independent, four officials involved in the talks said.

    Four European officials involved in the talks, who declined to be named because they were not authorised to speak to the media, confirmed the U.S. opposition.

    The resistance by the U.S. has raised doubts about the Biden administration’s long-term support for the UN agency.

    The proposal, made by the WHO’s working group on sustainable financing, would increase each member state’s standing annual contribution, according to a WHO document published online and dated Jan. 4.

    The plan is part of a wider reform process galvanised by the Coronavirus (COVID-19) pandemic, which has highlighted the limitations of the WHO’s power to intervene early in a crisis.

    But the U.S. government is opposing the reform because it has concerns about the WHO’s ability to confront future threats, especially from China, U.S. officials told Reuters.

    The Biden administration is pushing instead for the creation of a separate fund, directly controlled by donors, that would finance prevention and control of health emergencies.

    The U.S. government had no immediate comment.

    The published proposal calls for member states’ mandatory contributions to rise gradually from 2024 so they would account for half the agency’s 2 billion dollars core budget by 2028, compared to less than 20 per cent now, the document said.

    The WHO’s core budget is aimed at fighting pandemics and strengthening healthcare systems across the world.
    It also raises an additional $1 billion or so a year to tackle specific global challenges such as tropical diseases and influenza.
    Supporters say that the current reliance on voluntary funding from member states and from charities such as the Bill and Melinda Gates Foundation forces the WHO to focus on priorities set by the funders, and makes it less able to criticise members when things go wrong.

    An independent panel on pandemics that was appointed to advise on the WHO reform had called for a much bigger increase in mandatory fees, to 75 per cent of the core budget, deeming the current system “a major risk to the integrity and independence” of the WHO.

    The WHO itself responded to a query by saying that “only flexible and predictable funds can enable WHO to fully implement the priorities of the member states”.

    Top European Union (EU) donors, including Germany, back the plan, along with most African, South Asian, South American, and Arab countries, three of the European officials said.

    The proposal is to be discussed at the WHO’s executive board meeting next week but the divisions mean no agreement is expected, three of the officials said.

    The WHO confirmed there was currently no consensus among member states, and said talks were likely to continue until the annual meeting in May of the World Health Assembly, the agency’s top decision-making body.

    European donors in particular favour empowering, rather than weakening, multilateral organisations including the WHO.

    One European official said the U.S. plan “causes scepticism among many countries”, and said the creation of a new structure controlled by donors, rather than by the WHO, would weaken the agency’s ability to combat future pandemics.

    Washington has been critical of the WHO for some time.

    Former president Donald Trump pulled the United States out of the WHO after accusing it of defending China’s initial delays in sharing information when COVID-19 emerged there in 2019.

    The Biden administration rejoined soon after taking office, but officials told Reuters they think the WHO needs significant reform, and raised concerns about its governance, structure and ability to confront rising threats, not least from China.

    One of the European officials said other big countries, including Japan and Brazil, were also hesitant about the published WHO proposal.

    Two of the European officials said China had not yet made its position clear, while a third official listed Beijing among the critics of the proposal.

    The governments of Japan, China and Brazil had no immediate comment.

    Bill & Melinda Gates, Wellcome pledge $300m for COVID-19 response

    The Bill & Melinda Gates Foundation and Wellcome yesterday each pledged $150million making $300million to help accelerate the development of vaccines against emerging variants of the coronavirus and to prepare for the next pandemic.

    The money will go to the Coalition for Epidemic Preparedness Innovations (CEPI), a global partnership launched five years ago by the governments of Norway and India, the Gates Foundation, Wellcome, and the World Economic Forum.

    The pledges come ahead of a global replenishment conference on March 8, 2022, in London to support CEPI’s visionary five-year plan to better prepare for, prevent, and equitably respond to future epidemics and pandemics.

    “As the world responds to the challenge of a rapidly evolving virus, the need to deliver new, lifesaving tools has never been more urgent,” said Bill Gates, co-chair of the Gates Foundation in a statement.

    “Our work over the past 20 years has taught us that early investment in research and development can save lives and prevent worst-case scenarios.

    “Five years ago, following the Ebola and Zika epidemics, our foundation helped launch CEPI. Today, we’re increasing our commitment and pledging an additional $150 million to help CEPI accelerate the development of safe and effective vaccines against emerging variants of the coronavirus and to prepare for, and possibly even prevent, the next pandemic.”

    Since its inception, CEPI has played a central scientific role in curbing epidemics around the world, overseeing several scientific breakthroughs and putting pandemic preparedness at the centre of the global health R&D agenda.

    “The overriding lesson from this pandemic is the need for effective organizations and systems to be in place and ready before a crisis, as well as acting rapidly based on well-established science when such crises inevitably occur,” said Dr. Jeremy Farrar, director of Wellcome.

    “Our new commitment of $150 million recognizes the enormous potential CEPI has to protect lives against emerging infectious diseases,” Dr. Farrar continued. “The effects of COVID-19 have been sobering. We urge leaders to provide their support and ensure that CEPI reaches its funding target. It is in the world’s collective interest to avoid repeating mistakes and to help future generations prevent epidemics.”

    Havana syndrome not result of global campaign by hostile country

    U.S. Central Intelligence Agency on Thursday said it does not consider Havana syndrome to be the result of a deliberate global campaign by any hostile power.

    It, however, said there was a possibility of foreign involvement in some cases, according to an interim assessment.

    “We don’t see a global campaign by a foreign actor,” a senior CIA official said, as quoted by Politico on Wednesday.

    According to the media, the agency found a convincing and plausible explanations for Havana syndrome in hundreds of cases. The representatives did not identify any mechanism or weapon used at this point.

    However, according to the official, there are still about two dozen unresolved cases and the agency continues to investigate whether any country or power stands behind such symptoms as headaches and nausea.

    “We will definitely not rule out the possibility of foreign-actor involvement in some discrete cases,” the official said, as quoted by the news agency.

    According to U.S. media, some people, including those affected by the syndrome, expressed disappointment with the CIA statements. They called the assessment “internal,” stressing that it was made without coordination with other U.S. agencies.

    Earlier, the Wall Street Journal reported that diplomats working at the U.S. diplomatic missions in Geneva and Paris might have been affected by Havana Syndrome.

    The incidents reportedly happened in the summer of 2021. In Geneva, three American officials reported symptoms similar to Havana Syndrome.

    At least one diplomat was evacuated to the U.S. for treatment. Senior embassy officials in Paris also informed diplomats by email of one more suspected case and called on the mission’s staff to report unusual symptoms.

    U.S. diplomats were first diagnosed with Havana Syndrome in Cuba in 2016, and then in China in 2018.

    The diplomats said they experienced piercing sounds that have caused longer-term health effects.

    American diplomats in Russia, Tajikistan, Austria, and in several African countries have also reported experiencing Havana Syndrome symptoms, including nausea and dizziness.

    Moscow denied any involvement in Havana Syndrome in the past.
