    Corruption, weak system, poor fiscal policy, bane of economic growth – Ochei

    The keynote speaker  at the Delta Online Publishers Forum (DOPF) 2023 Convention and Lecture series, Dr. (Mrs) Doris Amaka Ochei,  has identified corruption, a symptom of weak economic governance and poor fiscal policy as  major challenges for economic growth in Nigeria as it undermines tax collection.

    The forensic accountant stated this at the lecture which held at the prestigious Golden Tulip Hotels, Asaba, Delta State capital.

    The event where Governor Sheriff Oborivwore was represented by Mr Lucky Omokri was chaired by Chief Samuel Eshenake, secretary, Uvwie Chieftaincy Council. 

    Discussants included Hon. (Barr) Bridget Anyafulu, member, Delta Assembly and  Dr. Frank Nwugo, Director of Operations, Delta State Inland Revenue Services (DSIR). 

    Ochei, who is also the Founder and President, Doris Amaka Ochei Foundation, pointed out that when perceptions of corruption are high, residents will be less willing to pay taxes, fearing that their taxes will be misused or misappropriated.

    According to the DAO Foundation President, “Strengthening public financial management and enhancing the efficiency and equity of public spending will build trust in the system and improve compliance and revenue collection.”

    She explained that while increase in government spending can lead to increased economic growth, an increase in taxation may hamper economic growth, which besides reducing people’s purchasing power during recessions and less revenue for businesses, can as well as lead to greater unemployment and reduction in spending and economic activity.

    She posited that fiscal policy can restore confidence in the government.

    “It can help people and businesses feel that economic activity will pick up and alleviate their financial discomfort,” Ochei said. 

    She added, “Therefore, there is a strong need for government at all levels to balance revenue generation and economic growth, which is what this presentation seeks to address.”

    In balancing and fiscal reforms, Ochei said expanding the tax net would help generate more revenue, which must be utilised productively through transparent and accountable means.

    She said expanding the tax net rather than increasing taxation as canvassed recently by the Institute of Taxation, is in support of the fact that while tax mobilisation is important for revenue generation, it must be done in a way to expand the tax net and does not overburden existing taxpayers.

    “Thus, the government needs to balance revenue generation with promoting economic growth and development, without harming the economy or specific sectors,” she pointed out.

    For Delta State, Ochei acknowledged that there is an abundance of revenue sources at the disposal of the State Government because the taxes collectable are enormous.

    Against this background, she averred that to balance fiscal policy and taxation for economic growth in the State, Delta State Government needs to take note of the following issues:

    Be careful about Debt and Deficits: Excessive debt can lead to financial instability, higher inflation, higher interest rates, and high debt servicing costs.

    Equity and Fairness: Policymakers must strike a balance between taxing the wealthy and corporations and the need to avoid negative economic consequences.

    Grant Incentives for Investment because high taxes on capital gains, dividends, and business income can discourage investment and entrepreneurship.

    Budget Prioritization: Prioritize spending on areas that have the most significant impact on growth, such as education, infrastructure e.t.c.

    Income Inequality: Government should balance growth with policies that redistribute wealth and support social safety nets.

    Economic Cycles: Since economic conditions can change rapidly, it is important to be prompt in adjusting fiscal and tax policies to respond to economic downturns or overheating.

    Unintended Consequences: Policy makers must note that changes in fiscal policy or taxation can lead to unintended consequences, such as tax evasion, tax avoidance, or shifts in economic behaviour.

    While hinting that the topic of fiscal policy and taxation is both intricate and multifaceted, with no one- size-fits-all solution, Doris Ochei said however, that some overarching lessons can be learnt. Such lessons include the underlisted:

    Balancing revenue generation and economic growth is an art and a science, requiring careful planning, sound economic principles.

    Effective fiscal policy is countercyclical, efficient, and equitable. It should be adaptable to changing economic conditions and designed to foster sustainable and inclusive growth.

    “As we navigate the intricate landscape of fiscal policy and taxation, let us remember that our choices have a profound impact on the lives of our citizens and the future of our society.

    “Our shared responsibility is to strike the right balance, ensuring both revenue generation and economic growth for the betterment of society as a whole.

    “To entrench a better fiscal policy and taxation in Delta State, as well as other States in Nigeria.

    “Delta State Government should leverage information and communication technology to improve revenue generation.

    “Information technology should be used to bring more economic agents within the tax system to ensure that the State’s tax system is progressive, neutral, fair and efficient.

    “To broaden the tax base, the State needs to include more and more diverse payers in the tax net, not necessarily increasing the current tax rate

    “Governments should formulate policies to bring the informal economy and agriculture into the tax system. Delta State and the country at large should strive to improve governance in revenue collection by combating corruption.

    “Also, while expanding the tax net, promoting tax education, and using consultants could increase revenue potential, the government at all levels needs to ensure that the process is transparent and accountable.

    “Fiscal policy measures must balance multiple objectives to ensure transparency, accountability, and effective communication, Dr. Doris Ochei recommended.

    Senator Asuquo Ekpenyong and his family recently welcomed dignitaries from various parts of the country to Calabar, Cross River State for a Thanksgiving gathering.

    The event, held on Saturday, November 25, 2023, was a heartfelt expression of gratitude to the Almighty for the blessings bestowed upon him and his family.

    In a remarkable display of camaraderie, the Canaan city of Calabar played host to a diverse range of dignitaries who supported the Senator and his family.

    The event saw the prestigious presence of the Senate President, His Excellency Godswill Obot Akpabio, and Deputy Senate President, Barau Jibrin, who led a delegation of over 50 senators and 30 members of the House of Representatives, Governor of Cross River State, His Excellency Senator Bassey Otu and his deputy Rt Hon Peter Odey, Governor Abdulrahman Abdulrazaq of Kwara State, Minister of Humanitarian Affairs and Poverty Alleviation Dr. Betta Edu, Minister of Sport Development Senator John Owan Enoh, Minister of Gas Resources Obongemem Ekperikpe Ekpo, His Excellency, Mr. Donald Duke and his Wife Her Excellency Onari Duke, as well as former Governors and Ministers.

    Other dignitaries present at the event were the Obong of Calabar and other traditional Rulers, the Speaker of the Cross River State House of Assembly Rt Hon Elvert Ayambem, APC State Chairman Barr Alphonsus Ogar Eba, NDDC Chairman Mr. Chiedu Ebie and Managing Director Dr Samuel Ogbuku, as well as Executive Directors of NDDC, SMEDAN DG Mr. Charles Odii, present and former Commissioners in the Cross River State Executive Council, current and former members of the Cross River House of Assembly, and captains of industry amongst others.

    The Thanksgiving and infant baptism service took place at the Presbyterian Church of Nigeria, Duke Town Cathedral, and was officiated by His Eminence Ekpenyong N. Akpanika, Prelate and Moderator of the general assembly of the Presbyterian Church of Nigeria, while the reception was held at the Calabar International Convention Center.

    The Chief Host of the occasion, Bassey Edet Out, the governor of Cross River State, in his goodwill message, expressed heartfelt appreciation for the presence of the dignitaries and thanked them for their collective commitment towards the growth of the nation.

    The governor articulated his vision for the unity and progress of the country and emphasised the importance of collaboration across regional lines as an ingredient for success.

    The Senate president, His Excellency Senator Godswill Akpabio, delivered a stirring set of remarks that expressed a spirit of gratitude to God for his numerous blessings and also called for national unity.

    Expressing gratitude for the warm welcome extended by the Cross River State Governor, the Senate President also acknowledged the significance of the occasion that brought together leaders from across the political spectrum.

    He acknowledged the impressive achievements of Senator Asuquo Ekpenyong and pledged to support him to enable him to do even more for his people.

    In his remarks, Senator Ekpenyong deeply appreciated everyone who attended the occasion. 

    He also gave special recognition to his wife, Netanela, and members of his family, including his parents, HRH Etinyin and Dr Mrs Asuquo Ekpenyong, constituents from the Southern Senatorial District, friends, well-wishers, and all who contributed to the success of the event.

    He prayed that the good Lord would grant them journey mercies to their respective homes.

    The Chief Operating Officer, Green Energy International Limited (GEIL), Engr. Kayode Adegbulugbe has been conferred with the award of Honorary Degree of Doctor of Science (D.SC) Honoris Causa, by the University of Benin at the just concluded 48th Convocation Ceremony.

    In a colourful ceremony at the University of Benin on Saturday, Dr. Kayode Adegbulugbe and other award recipients including a former Lagos Governor Babatunde Raji Fashola, Edo First Lady, Mrs. Betsy Obaseki; Chief Executive Officer of the Nigerian Upstream Petroleum Regulatory Commission (NUPRC) Gbenga Komolafe among others were honoured by the university.

    Commenting on the award, Dr. Kayode Adegbulugbe noted that he felt “honoured and humbled” to have been recognized for his ingenious contribution to the development of the Nigerian oil and gas sector by the Senate of the University.

    He said: “it’s an honour to be considered among the other great recipients of this award like Engr Komolafe and Babatunde Fashola. Their reputation precedes them and I feel very humbled to be recognized by this great University.”

    Born into a distinguished family of academics and entrepreneurs in Ibadan on August 8th, 1978, he is a high-flyer in the world of Petroleum Engineering and an entrepreneur dedicated to delivering serial number 1 exploits, a committed philanthropist known for his significant contributions to countless community developments and humanitarian efforts in Nigeria.

    He graduated with a Bachelor of Science in Chemical Engineering from the prestigious Obafemi Awolowo University Ile Ife, after which he earned a Master of Science in Petroleum Engineering at the University of Texas at Austin.  He went ahead to broaden his horizon by obtaining a Master of Laws (LLM) in Oil and Gas Law with Distinction from Robert Gordon University, Aberdeen.

    He has achieved remarkable feats in the Nigerian Oil and Gas industry in his role as COO at GEIL, the Operator of the Otakikpo oil field. Under his leadership, GEIL has become the highest-producing marginal field operator in the country, currently producing 11,500 barrels of oil per day as of October 2023.

    One of his numerous standout achievements is leading the construction, installation, and commissioning of a 12 million standard cubic feet modular LPG extraction plant at the Otakikpo field. This scale of modular LPG plant is the first to be installed in the country; an achievement that demonstrates that he is undaunted by hitherto serial number 1 exploits.

    This achievement will significantly contribute to ameliorating the perennial associated gas flares that have bedeviled the several stranded pockets of oil fields in the Niger Delta thus supporting the Nigerian government’s aspiration of combating the issue of gas flaring in the country. Dr. Kayode Adegbulugbe hails from Ondo town in Ondo state.

    Warri, Effurun hotel owners, residents, others lament as power blackout enters day 7 in Delta

    Hoteliers, residents and other business owners in Warri, Effurun and their environs have lamented the continued power outage in the commercial nerve centres of Delta State, saying that their businesses are fast crumbling to the total blackout.

    Warri, Effurun, Osubi, Otokutu and their environs have been in total darkness for over seven days without explanation from the management of BEDC Electricity Plc on the development.

    They appealed to the Delta State government and the management of BEDC Electricity Plc. to intervene by restoring power supply to the areas.

    Some business owners, especially hoteliers who spoke on the development with journalists on Wednesday bemoaned the power outage, stressing that businesses are folding up over the development.

    They posited that they were losing customers over their inability to purchase the diesel at the current price of N1,200 per litre to provide power for their private businesses and offices.

    Speaking on the power outage, Efemena Goodluck, a hotel manager in Osubi, the hometown of Governor Sheriff Oborevwori, lamented that his hotel spends an average of N1.150m daily to purchase diesel to provide electricity for their customers.

    Efemena noted that hotel owners can no longer continue with such spending when they are yet to pay workers their October salaries.

    He expressed fears that if BEDC does not immediately restore power supply to the affected areas, hotels and other business owners might be forced to lay off staff due to the high cost of keeping their business afloat.

    Reacting to the blackout, one of the biggest hotel owners in Delta State and the Managing Director, Lascurt Hotel, Ekpan in Uvwie, Mr Austin Wareyai, called on Governor Oborevwori to intervene in the power issue in the area line with his administration’s promise to create jobs and attract investors back to the twin-cities of Warri and Effurun.

    Wareyai, who operates the only underground club in the State, said: “If we love this city we need to speak up. The entire Warri, Uvwie, Osubi and their environs have been totally cutoff from the national electricity grid for the past one week.

    “A closed mouth is a closed destiny. All influencers and media practitioners from Warri and Uvwie should speak up. Many businesses may likely shutdown and put our youths back to the labour market if nothing is done. BEDC is doing nothing about the blackout.”

    A welder, Mr. Peter Bala, told newsmen that he had not worked for over seven days since the area was thrown into total blackout. He added that the situation was compounding the economic woes of the people.

    Also speaking, a hotel owner in Warri who pleaded anonymity, explained that epileptic power supply in the city was killing businesses, calling on government at all levels to intervene in the situation in Warri and Uvwie in the interest of sustaining businesses.

    The hotelier observed that with the current price of diesel and cost of running hospitality centres due to the prevailing economic situation in the country, members of their union were thinking of shutting down operations.

    “I am a hotelier and owner of other businesses in Warri and Uvwie. Since the hike in prices of diesel and fuel, we have been running at a loss. What are you going to gain when you spend N1,200m buying diesel daily. Without power supply, no business can operate. The situation is worse off with the total blackout in the last seven days. We are in a dilemma.

    “Many of our colleagues have been thinking of shutting down operations temporarily because we can’t continue to sustain the high cost of running these hotels. By the time we shut down thousands of workers will become unemployed and you can imagine the security implication.

    “We are appealing to President Bola Tinubu to pay serious attention to power generation and supply. It’s very key to driving business and investment.  Also, Governor Sheriff Oborevwori should intervene in the power situation in Delta State. Businesses in Delta State particularly Effurun, Warri, Udu and their surroundings”, he stated.

    When contacted on Wednesday, the Warri Regional Public Affairs Manager of BEDC Electricity Company, Mr. Curtis Nwadei, regretted the power outage in the areas, explaining that the fault that caused the blackout is from Transmission Company of Nigerian (TCN).

    Nwadei, however, disclosed that its officials were working with engineers from TCN to restore power supply to the affected areas in the state.

    “As we speak, we are working hard to restore light to the affected areas in the state. The fault is with TCN, and not BEDC. We have restored one of the two faulty transmission transformers and we are currently testing them for power to be supplied. We regret the blackout which our customers have been experiencing”, he added.

    Ijaw leader Chief Edwin Clark has argued the country cannot get it right without restructuring. 

    Clark spoke in Lagos during the presentation of his autobiography, “Brutally frank” on Tuesday. 

    He said that the present Constitution is a fraud and unless its replaced  with the resolutions from 2014 constitutional conference, Nigeria may not get it right

    According to him: ” We have no constitution, because the one we  have now  was forced on us by the military” 

    He challenged the Federal Government to dust the  booklet and resolve all the log jams in the country which has been addressed in the conference 

    Nobel Laureate Prof. Wole Soyinka described Clark as a legendary activist who says things raw no matter whose ox is gored 

    Soyinka, who was represented by Chief Denzil Kentebe, noted that the book will always be a compendium for younger generation, adding that “he cannot wait to read how he tackles some of the history of a society along whose fault lines we have occasionally interacted directly  and indirectly “

    NDDC chairman harps on collaboration, renewed hope agenda

    The Chairman of the Niger Delta Development Commission (NDDC) Mr. Chinedu Ebie, has stressed the need for collaboration with all stakeholders in driving the Renewed Hope Agenda of the administration of President Bola Ahmed Tinubu, for Nigeria and the Niger Delta region in particular.

    Speaking during the inauguration of the NDDC Board at the Conference Room of the Ministry of Niger Delta Development, Ebie said that the Commission would achieve more when there is collaboration and harmony in the development process.

    He stated: “To maintain focus on our development efforts, the Board will honor and collaborate with critical stakeholders in the region. We will execute legacy projects based on detailed needs assessment. Furthermore, we will seek strategic collaborations and partnerships with opinion leaders, community leaders, professionals and development partners to leverage constructive and attainable outlooks.

    “Effective communication with key stakeholders is paramount in the discharge of our duties as this will foster trust, restore transparency and promote accountability; all of which are of great importance to the people of the region and Nigeria in general.”

    “The Board will stand on the pedestal of Mr. President’s Renewed Hope mantra. We will look back at the vision and history of NDDC’s 23-year existential journey, aligning it with current realities and the objectives of the current administration. This approach will illuminate the yearning needs of the people of the Niger Delta, identify the commission’s challenges, and proffer workable solutions.

    “We acknowledge the genuine endeavors of our predecessors, who, at various times worked towards the development of the Niger Delta region through infrastructure projects and human capital development. Nonetheless, evident gaps still persist, as brought to light during our confirmation hearing at the National Assembly, especially concerning legacy and signature projects. This emphasizes the imperative for additional efforts and reforms centered around the needs of the people.”

    “In tandem with the Presidency, National Assembly and Ministry of Niger Delta Affairs, we will take coordinated steps to come up with plans that will systematically guide our actions and efforts in actualizing our mandate.

    “We earnestly seek the support and goodwill of stakeholders and people of the Niger Delta Region to enable us usher in a new era of vitality, hope, peace and sustainable development for the region.”

    Minister of Niger Delta Development, Engr. Abubakar Momoh, warned the new Board of the NDDC to either perform or get the boot.

    He challenged the newly inaugurated board on the need to change the narratives around the commission. 

    He explained that the current administration has a template to measure performance and any board that fails to measure up will be shown the way out. 

    According to him:  “And it is also necessary for you to know that this administration is quite different from others because they are going to be a lot of supervision and monitoring in order for us to deliver. 

    “Mr. President as you are aware, two weeks ago, myself as a minister and the Permanent Secretary signed performance bond, with Mr. President and the performance bond that we signed with Mr. President, have deliverables that are associated with the eight presidential priorities. 

    “He also said the members of the board would be made to sign performance bond just like the ministers.

    “This, he however said will be done during a proposed retreat for NDDC board members and management team.  

    ” So it’s very, very important because the President is not joking with this, and from time to time, we are expected to present our reports and there is also a committee that will be set up by Mr. president to monitor the performance of each ministry and the agencies. 

    “So I think I want this one to be behind your mind so that as you start your work, you know exactly what is expected from you.”

    On the need to change the negative perspective about the Commission, Momoh said: ” We are all aware that over time, there have been a lot of complaints about NDDC

    “I want to also use this opportunity to appeal that this time around, we need to change the narratives.

    “All those negative statements around the commission let us as much as possible, this time to say well under the presidency of Mr. President, Senator Bola Tinubu and my leadership in the ministry and yourself operating at that level, that all those negative statements about NDDC are changed.

    “And what am I saying, there are quiet a number of abandoned projects in NDDC,  there are quite a number of indebtedness in NDDC. 

    He further posited that members of the board should take it as a responsibility to develop the region.

    “Because you are all from Niger Delta, and the progress of that area is supposed to be your utmost concern,” Momoh said.

    Momoh also challenged the board on the need to complete abandoned projects scattered across the nine states that makes up the commission.

    He said, “So, I believe by the time you resume work, first of all check around and see such projects and get them completed.”

    He also urged the board to look inward, saying that “By the time you start project execution, let us focus on those projects that will give us name. 

    He also appealed to the new management to offset the debt of the commission to its contractors, especially the local contractors with “very small amount, not more than N30 million”.

    “So that’s why we say you need to be advised from the beginning on the need to work in harmony both members of the board and management, you need to work in harmony and make sure that you deliver and let it be record in your name that in your time NDDC was transformed,” he stressed. 

    He said, “Let me also advise you, you are going to work as a team. Needless to tell you that you need to work in harmony. You must work in harmony. Every person should understand his/her role.

    Senator Ede Dafinone (Delta Central) has congratulated Mrs. Blessyn Brume-Ataguba on her appointment as a Federal Commissioner Designate of the National Population Commission (NPC) by President Ahmed Bola Ahmed Tinubu to represent Delta State.

    In a statement on Friday, Dafinone described the appointment as well-deserved, given Brume-Ataguba’s contributions to the growth of the All Progressives Congress (APC) in Delta and her long-standing loyalty to the party as a founding member.

    While applauding the President for his choice of Brume-Ataguba, a worthy Urhobo daughter, Dafinone assured that the grassroots mobilizer and community leader would bring her wealth of experience to bear in the discharge of her duties.

    Amnesty: group calls for Ndiomu’s replacement

    A group under the aegis of Ijaws in Oil and Gas (IOG) has called on President Bola Tinubu and his National Security Adviser (NSA), Nuhu Ribadu, to replace the Interim Administrator of the Presidential Amnesty Programme (PAP), Major-Gen Barry Ndiomu (Rtd).

    A statement by the National Coordinator of the group, Comr. Ebipams Johnny, Momday asserted that the PAP boss is out of ideas to run the Office and his tenure has expired, hence the need for his replacement. 

    Expressing concern that the pattern of corruption that bedeviled the Niger Delta Development Commission was “now unfolding within the Amnesty office,” the group appealed for swift action noting that several ex-agitators are miffed by the development.

    Alleging “incompetence,” the statement said: “The Amnesty programme, led by Maj-Gen Barry Ndiomu (Rtd), has lost its effectiveness in disarming, rehabilitating, and reintegrating former militants and agitators into the society.

    “This has led to dissatisfaction among the youths in the Niger Delta, particularly in the light of recent events in Rivers State and the upcoming Bayelsa State elections. 

    “It is evident that Ndiomu’s interim tenure has long expired, both in terms of ideas and the delay in reintegrating these youths, especially considering the economic challenges in the country.”

    Continuing, it said, “this is a strong appeal to the National Security Adviser, Nuru Ribadu, and the President to prevent a return to the turbulent conditions experienced prior to 2009, when Chief Government Oweizide Ekpemupolo led other agitators and initiated peace in the region. 

    “It is crucial to emphasize that, given the current economic challenges and ongoing events in the Niger Delta, it would be prudent not to politicize an office that is vital for promoting peace and development in Nigeria.”

    Stressing the need for sustained peace and security in the Niger Delta, especially to enable smooth crude oil activities, the group stated, “it’s imperative for the National Security Adviser, Nuru Ribadu, to take proactive measures by appointing a highly competent individual.”

    Group hails Speaker Abbas, Bichi over Supplementary budget passage

    A National Assembly Support Group has lauded Speaker Tajudeen Abbas and Chairman of the House Committee on Appropriations, Hon. Abubakar Kabir Bichi, for the passage of what it called the people-oriented 2023 supplementary budget proposals by President Bola Tinubu.

    The group, in a statement, said the commitment of Speaker Abbas and Bichi led to accelerated hearing, defence and passage of the N2.176 trillion budget signed into law by President Tinubu on Wednesday.

    According to the statement by the group’s conveners, Umeh Faith and Fidelis Sunday, the swift action of the House under Abbas and the Bichi-led Appropriations Committee showed they were sensitive to the plights of Nigerians and interest of the Nigeria at heart.

    “Having recognised the urgency of the budget to address hardship being faced by Nigerians and addressing security as well as infrastructure needs of the people, the Green Chamber wasted no time to approve the request to make funds available to tackle those challenges.

    “Recall that President Tinubu had sent a letter on Tuesday last week 

    requesting for the speedy passage of the supplementary appropriation bill (budget) to enable the federal government finance additional palliative measures and other projects.

    “The House of Nigerian people concerned with the current socioeconomic situation on the same day slated the executive bill (budget) for second reading and it was passed and referred to the Committee on Appropriations for further legislative action.

    “The Appropriations Committee too took immediate action and on Wednesday held budget defence with the Minister of Works, Engr David Umahi; Minister of Defence, Hon. Abubakar Badaru; Minister of Agriculture and Food Security, Sen. Abubakar Kyari; the Director General Department of State Service, Yusuf Bichi; FCT Minister, Nyesom Wike and all the Service Chiefs, among others.

    “Bichi and his team had sleepless night to make the tedious report ready for laying, consideration and approval on Thursday when it was given the nod of the parliament. Thereafter, the Committee worked round the clock to harmonise with Senate and transmit the bill to the President who eventually signed it on Thursday,” they said.

    The group further said that in demonstration of genuine concern about real issues disturbing Nigerians, the Appropriations Committee tinkered with the budget by moving funds to the areas in dire need of attention.

    “For instance, they increased students loan from the N5 billion proposed by the executive to N10 billion; Ministry of Defence had about N456 billion but they gave it  the largest share because of how important security is. They increased thee budget from N456 billion to N546, 209,099,671 billion.

    “The office of National Security, the initial budget was N29 billion but it was increased to N50 billion. Service wide votes initially was N615 billion but was reduced it to N515 billion,” they added.
