    A’Ibom 2023: The search for the people’s Governor

    Being energetic, visionary, well educated, experienced, possessing leadership skills, and a genuine love for community service should ordinarily form some of the basic qualifications for leadership even in the political space.

    However, as Akwa Ibomites prepares for the 2023 governorship elections, the criteria for the search and selection of the next state chief executive and a good leader is not just about these qualities. Other criteria such as the nature, quality, and background of aspirants that have so far indicated interest has divided the aspirants and direction of the contest to be between what could be called ‘just arrived’ (in politics) International business moguls, against ‘homegrown grassroots politicians’. Names like Mr. Udom Inoyo who just retired from ExxonMobil where he worked for over three decades rising to become Vice Chairman in Nigeria; Mr. Akan Udofia, MD/CEO of Decision Engineering Limited and a Forbes recognized billionaire business mogul in the oil and gas sector and, Pastor Umo Enoh, multi-billionaire businessman in the hospitality and oil and gas sector represent those who have just arrived the political scene with a desire to become the next Governor of Akwa Ibom state. These men are struggling for space against the likes of Obong Bassey Albert, serving two-term Senator, who has been in the Akwa Ibom political scene for nearly 20years, the same as Barr. Onofiok Akpan Luke (G.O.A.O.L.) currently a House of Representatives member who is one of the youngest in the race but has one of the highest followership in the state due to his deep grassroots activities and the natural admiration by people of the state for him over time. He’s the immediate past Speaker of the state House of Assembly who has also held many other political positions. Then Rt. Hon. Michael Eyong another House of Reps member, amongst others.
    The state Governor himself, Mr. Udom Emmanuel sparked the “International Email versus Grassroots Politician” controversy when in one of his speeches he openly said that “…we need a governor with an internationally recognized email” and not a mere crowd puller who shares money on the street or go on long convoys.

    However, the people are not interested in the controversies, they are only interested in good leadership and this time it seems a man of the people is needed because Gov. Udom Emmanuel is a man with the internationally recognized email and having led the state for 6year now, the people want something different, after all, variety is the spice of life.

    The question is, between a person who is just arriving after spending three decades working from the 27th floor of an international firm somewhere in Lekki/Victoria Island in Lagos or New York in America, far away from penury, poverty, and other challenges of the people he seeks to govern, and a person who has spent decades trekking, toiling in the political scene, participating in community development and cutting his or her teeth in political leadership and its peculiarities in Nigeria, who is likely to make a good political leader?

    The argument cannot be limited to Nigeria, it must be taken international; we could begin with the 44th President of America, Mr. Barrack Obama.
    Obama’s performance during his stay in office has remained yet unrivaled as he has been adjudged one of the best Presidents America ever had because according to celebrity TV host, Christine Amanpour ‘President Barrack Obama has been involved in American politics long enough to know exactly what Americans want and this has made it easy for his administration to be very direct in their approach to solving America’s problems”.

    As preparations for 2023 governorship elections gather steam in Akwa Ibom State, the appealing story of Barrack Obama’s gradual rise from obscurity to leadership through the road of community service, grassroots engagements, and superlative legislative activities in America’s senate has found expression in some political leaders in Akwa Ibom whose sojourn both in life and public service shows striking a resemblance of Obama’s odysseys.

    For example, at the height of the Covid-19 lockdown across the world, and its attendant economic and social challenges, Rt. Hon. Barr. Onofiok Akpan Luke (G.O.A.L.) was the first public servant in Akwa Ibom state to dole out palliatives in cash and in materials to the people. On the fateful day, he gave out 15million naira in cash to his constituents in addition to truck loads of food items. He did this even before the Government conceived the idea of giving out subsidies to citizens. Such a demonstration speaks volumes of a leader who understands the challenges of his people and is passionate enough to proactively move to action. Such are pointers that a Governor of such disposition might not be comfortable to owe government workers backlog of entitlements whether salaries, pension or gratuity.

    Also, ahead of his contributions to the Petroleum Industry Governance Bill (PIGB) in the National Assembly, G.O.A.L, as he’s fondly referred to, held a town hall meeting where hundreds of copies of the bill was circulated to his constituents to make their contributions, before he eventually collated same to enrich his presentation on the floor of the House. Such legislative engagement is hardly heard of in this clime. This is a clear demonstration of respect for the people’s opinion and a listening mindset.

    Ahead of the 2019 polls, an election where the ruling PDP faced a stiff political onslaught, Onofiok Luke, as the Speaker of the House of Assembly then, he was at the forefront, confronting the opposition and standing by the state Governor to ensure victory for “THE PEOPLE”. At all times, he has proven that he understands the yearnings the PEOPLE and that to act in the interest of the people is paramount to him. At the National Assembly, he has accurately separated politics from governance, a development that has seen him always networking with the who-is-who in the country, irrespective of political leanings, working for the benefit of the PEOPLE.

    If it is true as said by many that Akwa Ibom now needs a Governor of the people, a man who truly knows what the people need, a person whose love for the people has been tested and tried and has been found to genuinely make himself available to many Akwa Ibomites both in times of joy and in times of sadness, even in times of ‘political wars’ then Barr. Onofiok Luke has everything it takes to be the next Governor of Akwa Abasi Ibom state.

    As against the new narrative making the rounds that Akwa Ibom State needs a Governor with an ‘internationally recognized email’, there is absolutely no good records that people who have been very far from their people in search of greener pastures (which by the way is a noble venture) make better leaders to their people than those who had been with the people, shared the little they had with the people, had firsthand experience of the situation on the ground and advocated at various times for them, as well as share in their challenges.

    President Emanuel Macron of France had no companies and no internationally recognized emails, same as Joe Biden of America. In fact, it is easier to link experience in public service to good political leadership than it is to link experience in the very conservative and rigid private business world to good political leadership.

    Down here in Nigeria, Governor Nyesom Wike of Rivers State is currently one of the most celebrated Governors in Nigeria. He seems to have mounted the saddle fully prepared to tackle the problems of Rivers people which was poor road network and endless traffic in the capital city. Today Wike is celebrated for solving the problems of his people. He is not an internationally recognized businessman; he only practiced law very briefly and later joined public service at a very young age. He was an elected Local Government Chairman of Obio/Akpor LGA between 1999 and 2007, from there he became Chief of Staff to Governor Rotimi Amaechi, in 2011 he was appointed Minister of State for Education, a position he held until he resigned to contest and win the Governorship seat in Rivers State. Wike is on his way to becoming the most celebrated Governor in Rivers State history because he has taken infrastructural development to the deepest parts of the creeks in Rivers State and built over seven flyovers to solve traffic congestion in the capital city. Unlike many Governors, he agrees to autonomy for the Judiciary and Local Government Councils.

    Governor Wike’s toughness and outspokenness in defense of his people cannot also be in isolation of the fact that the Nigerian and Rivers state political terrain is very familiar to him unlike some of his colleagues.
    Lagos state is sort of the cradle of political and economic development in Nigeria currently, a deeper look at Lagos state politics will easily reveal that they have never had a Governor since 1999 who has not grown organically on the political turf, from Alhaji Bola Ahmed Tinubu to Mr. Sanwolu. Such development has witnessed the recurring election of former politically experienced individuals as Governors. The result is glaring, Lagos people enjoy a progression of political and economic development.

    Notably, the American people refused to allow former President Donald Trump, a man with ‘internationally recognised email’ and business mogul to win a second term in office. That should be a pointer to the fact that the majority of the American people were not satisfied with his performance. Political leadership at the level of Governor or President requires some experience in public service, as against total inexperience. Donald Trump was clearly a visitor to political leadership and public service and it was evident in his actions, he made more enemies for America than friends.

    The likes of current American President, Joe Biden, the Canadian Prime Minister, and former President Bill Clinton are people that had no other economic addresses away from politics. They are respected world leaders because they gave their people quality services.

    Back to Akwa Ibom, the people need a man who understands the necessity of funding the grassroots systems in order to spread the wealth and economic development, and ameliorate the current groaning in the state. Not a man who will look down on the majority of the people because of a feeling of superiority to or thinking ‘I’m better than them’.

    The people must not be made to feel privileged to be led by a particular governor; rather public service is always a privilege to the public servant.

    Onofiok Luke, like Barrack Obama, is without international business concerns but rich with the currency of relationship and proven passion for service with sterling results to show. He is highly experienced and has the largest following amongst politicians in the state due to his empathetic spirit, interactions and connections with the people over time.

    From being a Student Union leader to Personal Assistant to the Governor, House of Assembly member, Speaker, House of Assembly, and now one of the most outspoken members in the National Assembly. He is a fellow of Harvard school of leadership. A school attended by most men of global relevance. Due to his diligence he was spotted, selected and fully sponsored by the American government to be a part of the International Visitors Leadership Program in the USA.

    There is no way such curriculum vitae in public service can be put away because if we substitute government to International oil firm, for example, there is no way a job seeker rich in experience of serving in different cadre in the same industry would be denied a top management job in favour of another with zero experience in the sector.

    Come 2023, Akwa Ibom people know what they want, and from the mood in the state, it is crystal clear that the people will be firm on their demand to be governed by a man with a deep passion for the welfare of the people as against any aspirant who wants to take the governorship seat as his retirement benefit from the private sector, and would need up to 3years to learn the modus operandi of this particular terrain or to understand the real need of the people.

    A’Ibom community gives Mobil 14 days over N82bn oil spillage judgment

    Ibeno community in Akwa Ibom State has urged Mobil Producing Nigeria Unlimited and the Nigerian National Petroleum Corporation (NNPC) to comply with the judgment of a Federal High Court in Abuja to pay it within 14 days the N82 billion oil spillage damages.

    Reacting to the Federal High Court’s judgement, the oil-rich community said their victory in the case, instituted since 2012 has justified their pursuits for justice and fairness.

    The community threatened dire consequences against MPN unlimited and NNPC if they fail to pay within the stipulated deadline provided by the court.

    Speaking at an emergency town hall meeting with stakeholders of Ibeno Community in his palace at the weekend, the paramount ruler of Ibeno Local Government Areas, HRM Owong (Dr.) Effiong Bassey Archianga, said over the years: “multinational oil exploration and production companies have been in conflicts with host communities over oil spillages and with consequences of environmental degradation, negative socio-economic impacts, health hazards coupled with pollution of our ecosystem which affects our occupation as fishermen and farmers.”

    The traditional ruler, who is Immediate Past National President, Traditional Rulers of Oil Mineral Producing Communities of Nigeria (TROMPCON), warned “failure to pay within the stipulated time would attract an accruable interest of 8 per cent on the principal sum annually.”

    The community observed a minute silence for five dead members of the 10-member plaintiffs, who represented themselves and on behalf of the people and members of Ibeno Clan in Ibeno Local Government Area of Akwa Ibom State in the case: Suit No. FHC/ABJ/CS/54/2012 filed through their lawyer, Lucius Nwosu, SAN with a claim of N100billion.

    The plaintiffs are HRH Obong (Dr.) Effiong B. Archianga, JP; Obong Daniel A. Udomfiok; Obong Daniel Peter Ekpo (Late); Obong Bassey I. Akpanika, JP, (Late); Chief Owon Sunday Akpanowong (Late); Williams Henry Mkpah; Obongonwan Besie O. Nyakpa (Late); Chief Edmond N. Okon; Chief Isuamdono l. Okon (Late) and Chief Okutinyang H. Inyang.

    Young leaders in the oil-rich Niger Delta have pushed for strategic regional engagement and affirmative leadership to make up for the huge capital invested in the region.

    The leaders unanimously adopted this position on Saturday during the Niger Delta Young Leaders Webinar Conference, with the theme: “Leadership and economic challenges in the Oil Niger Delta’ solutions and prospects”.

    They advocated the region set aside its culture of mediocrity and faulty leadership process.

    They also pushed for an urgent blueprint for technology and broadband infrastructure, as well as support and encouragement for young women.

    Lending his voice to the call, former Lawmaker representing Akuku-Toru/Asari-Toru Federal Constituency of Rivers State, Dr. Dawari George, harped on the need for the region to define its own problems.

    He noted in spite of the huge capital going in as investment into the region, the Niger Delta was still plagued with mediocrity.

    He regretted the raw materials that abound in the region have not been properly harnessed to facilitate development and create economic relief for the region and its people.

    “The Niger Delta can lead without a symbol of authority,” the former House of Representatives member said.

    Convener of the discussion and Chairman of the Nigerian Young Professionals Forum (NYPF), Moses Siloko Siasia, stressed it was important for the voice of young individuals to be heard, considering the “times we are in as a people and a country”. According to the NYPF boss, it was time to change the narrative and bring in those who are well-oriented.

    While hailing the leadership of the Nigerian Content Development and Monitoring Board (NCDMB) for promoting local content in the country, he added that revolutionizing the agricultural sector was necessary to diversify and create value which would, in turn, reflect on the country’s GDP.

    Siasia further highlighted importance of regional engagement and partnership, insisting that Governors in the region were working with political concerns, rather than economic progress.

    He however commended the Akwa Ibom Governor for his contribution and initiative in driving aviation sector with the establishment of Ibom Air, a project he described as a “pride” to the region.

    “Leaders are not remembered after their reign for Roads and Bridges, they are remembered for their deliberate efforts in Human Capacity Development and building of strong institutions before and after their reign,” he stressed.

    The Special Adviser on Youths to the Interim Administrator of the Niger Delta Development Commission (NDDC) Comrade Engr. Udengs Eradiri opined that accountability should be a key character in the Niger Delta region. This was even as he questioned whether the Niger Delta had any economic development plan, adding that leadership was a key factor affecting the region, as many in the helm of affairs are oblivious of the needs of the region.

    Special Adviser, Entrepreneurship Development to the Ondo State Government, Hon. Summy Smart Francis, decried the abandonment of the region by the Nigerian government, emphasizing that the Niger Delta is not considered a long-term venture for the country, as the region is seen as just a temporal money-making venture.

    Supporting the call for the emergence of youths on the frontline of leadership in the Niger Delta, special Adviser on Tourism to the Cross River State government, Ubi Franklin proffered a decentralized chain of command which could cater for the average man. This was even as he advised that schools within the Niger Delta begin to teach history, adding that education was beyond the four walls of a building.

    He charged the governors of the region to embrace unity so as to promote development in the Niger Delta which according to him, ought to be a tourist site but instead has been marked as a danger zone by many foreign nations. On the issue of unemployment, Franklin noted that the region was underdeveloped thus; many youths after service go out to other regions to find employment, and end up developing those regions as against theirs’.

    Remarkable Mary Akpan, a Writer, Public Speaker, and Social Entrepreneur, on her own part, noted that the problem of the girl child in the region is basic education. She regretted that many young girls lacked access to education in the region and that many of the schools are poorly equipped. While highlighting the ills of human trafficking on the region, she called on the government to make the safety of the girl child a priority, emphasizing that the safety of women in a society is paramount in nation-building.

    Those who also spoke as speakers at the conference webinar include Deputy Imo Speaker Amarachi Nwanyanwu, Mr. Otuya Okecha, Mr. Richard Akinaka and Mrs Merlyn Tamunoemi.

    A socio-political group, Delta Icons (DI), has been inaugurated in Delta State as part of plan towards giving citizens the right to choose Governor Ifeanyi Okowa’s successor in 2023

    The group, whose primary interest is to promote inclusive governance and development of the state, installed Justice Vincent Ofesi, a retired Judge of the Delta State High Court, as its chairman.

    It has prominent Deltans professionals, religious leaders, community leaders and accomplished rights activists drawn from the three senatorial districts and all ethnic nationalities in the state as members.

    Justice Ofesi, in his inaugural speech in Asaba yesterday, said the group was formed to create a greater, united, industrialized and prosperous state using the engine room of politics that will put the people first.

    The Retired Judge commended the administration of Governor Ifeanyi Okowa for its developmental strides in the last six years, saying Deltans are happy with his pragmatic leadership.

    He added that the group will work to ensure that the governor’s achievements in the areas of infrastructure, health care, education, rural-urban development and others will be sustained.

    The DI chairman said the group believes in fairness and equity that is rooted in the existing power sharing arrangements in the state even as the 2023 general elections approach.

    He noted that Delta Icon will collaborate with government to pursue policies that will make the state a model of industrialization, prosperity, employment and security for its citizens.

    Stating the objectives of the group during the inauguration, Justice Ofesi declared that DI seeks to make Delta State a bastion of wealth, industry, prosperity and employment, peace and security. The group also seeks “A Delta State that will attract Nigerians from all sections of Nigeria and abroad as a place of employment, empowerment, wealth creation, economic opportunities and stability.

    Furthermore, the Delta Icons seek a “Delta State that is not only the first and best in sports, but in all indications of development, including infrastructure, economic growth, industrialization, resource mobilization and utilization, employment, agri-businesses, social service delivery and citizen welfare and wellbeing.

    The group would ensure that the political leadership that is capable of moving politics and the political structure and its dynamics beyond personality cults onto a broad, popular, and inclusive platform for transforming governance is continued in the state.”

    He assured that the group with the calibre of its members will vigorously mobilize Deltans in selecting the best candidate that will actualize its “pan-Delta dream” of an industrialised and developed state.

    Natives of Midim community in Essien Udim Local Government Area of Akwa Ibom State have denied being members of the Indigenous People of Biafra (IPOB) and the Eastern Security Network (ESN).

    They lamented that young men and even traditional rulers in the community have been wrongfully branded, stigmatised and arrested over the allegation that they belonged to IPOB and ESN.

    Rights activist and spokesperson of Midim community, Mr Victor Udom during a chat with reporters at the weekend disclosed that politicians bent on resuscitating a dreaded cult group, ‘Akwa Marine’ were behind the smear campaign against the image of the community.

    Udom said those opposed to the clandestine activities of the gang were now framed up as being members of IPOB and ESN through the wrong information to security agencies.

    “Thanks to God that without the help of government we have brought the gangs to their knees in our community as evident in the many repentant members that have turned out to seek pardon from the community, an exercise that is still in process till date. Midim community started this war for peace since 2015 when all levels of governance were still in deep slumber.

    “We are therefore very displeased that, despite our efforts, we are being targeted with some mischievous blackmail as IPOB/ESN secession agitation sympathisers to intimidate us in our continuous engagements against the politically-motivated cult gangs that invaded our communities. This is nothing but a ploy by our politicians to reposition criminal formations in preparation for the 2023 elections.

    “The ongoing diversionary tactics is counter-productive. We must have the courage and the political will to see the truth, tell ourselves the truth and use the truth to fight criminality and injustice. Our community is today blackmailed and given an IPOB colouration when that is not true. Akwa Ibom would not have had the security challenges it has witnessed recently if the government had stopped playing politics with cultism, insecurity and public safety.”

    Udom alleged that the state government’s disposition on partisan consideration by condoning and protecting both criminals and known suspects was fueling the worsening security situation in Essien Udim.

    “The state government must be sincere to admit that its disposition that tends to create the impression that it condones crime, criminals and protect known suspects due to partisan considerations have also helped in worsening the security situation, especially in Essien Udim.

    “Over 80 per cent of those named by the Directorate of State Security (DSS) report as being cultists, sponsors and major financiers of various cult groups in Akwa Ibom State are today serving as either elected or appointed officials of the AKSG. Can anyone with conscience fault our claim that the government is to be blamed for the security crisis we face today in Essien Udim?”

    Udom urged the security agencies to reject their source of intelligence in the person of one Boniface who was busy bragging about having ‘black book’ that he put down names of people that he wants to eliminate, noting that he was using that list to threaten and defraud those who disagreed with him.

    He appealed to security operatives to rely only on a discreet investigation to sieve out the fake information and also guard against torturing anyone wrongly arrested but should give a level playing ground for fair hearing.

    Beneficiaries of the Presidential Amnesty Programme (PAP) under the umbrella of Presidential Amnesty Program beneficiary forum (PDF) have commended Interim Administrator of the project Col. Milland Dikio (rtd) on the recent appointment of beneficiaries into the workforce of the PAP.

    The group lauded the bold initiative as heart-warming but urged him to employ more beneficiaries into the Presidential Amnesty Office because many beneficiaries of the programme are jobless.

    It said: “No one is more qualified to work in the interest of the programme than the beneficiaries of the programme.

    “Any initiative by the Amnesty Office to invest in job and wealth creation or its equivalent will help to scale up development underpinning a viable means of facilitating the re-integration of the beneficiaries in society”.

    It added the ex-agitators who have not been accommodated should be catered for in a new phase of the programme, giving the success recorded by the programme thus far.

    This, they said, will scale down violence and militancy in the Niger Delta region.

    The group leader, Comrade Senibo Spencer, told newsmen in Port-Harcourt, the River state capital, that the appointment of the interim administrator came at a time when all untrained and unempowered beneficiaries needed benefits of the Amnesty Programme most.

    He called on the delegates and critical stakeholders to give their support to the interim administrator as his appointment has brought fresh hopes for beneficiaries of the Presidential Amnesty Programme, stating “nothing can change in the world if we don’t have the support of the people around us”.

    Spencer thanked President Muhammadu Buhari for appointing a qualified and well-seasoned diplomat with a vast range of experience to oversee the affairs of the Presidential Amnesty Programme.

    He called on the President and the National Assembly to grant Dikio the mandate to launch the fourth phase of the Presidential Amnesty scheme to accommodate those marginalised or too scared to accept the Presidential Amnesty during the 2009 proclamation by late ex-President Umaru Yar’Adua.

    A socio-political group, Akwa Ibom Democratic Forum (ADF) has praised the Minister of Niger Delta Affairs, Senator Godswill Akpabio’s recent visit to Oporoza Town in the Gbaramutu Kingdom, Delta State to meet ex- agitator, Chief Government Ekpemopolo (Tompolo).

    Tension had risen in the Niger Delta region following a seven-day ultimatum issued by Ekpemopolo for the Federal Government to constitute a substantive board for the Niger Delta Development Commission (NDDC).

    The group thanked the Minister and his entourage for the courage, patriotic zeal and humility which inform the all-important peace trip to the former militant leader.

    A statement signed by the Director-General of ADF Obongemem Ekperike Ekpo and made available to reporters in Uyo Akwa Ibom State further highlighted that the outcome of the meeting has led to the review of the ultimatum and a better working understanding that would advance the progress of the region.

    According to Ekpo, who is a former member of House of Representatives, when ADF earlier in the year adopted the Minister of Niger Delta Affairs, Senator Godswill Akpabio as our Grand Leader and espoused the philosophical concept of Dependable Leadership as the driving motto of our organisation, some may have seen these decisions as a mere emotive and sentimental overflow of feelings that appeared perhaps not well-distilled.

    The group in the statement noted that Thursday, June 3, 2021, acquitted them in that choice they made when Akpabio in the face of growing tension arising from 7- day ultimatum issued by High Chief Government Ekpemupolo, aka, Tompolo, on  the constitution of NDDC Board demonstrated dependable leadership by initiating a timely dialogue that has brought truce and ended what seemed as an impending imbroglio in the Niger Delta and indeed, Nigeria.

    Parts of the statement read: “Akwa Ibom Democratic Forum (ADF) wishes to place on record the historic effort of the Minister who had to risk his life in an open flying boat for three hours to and three hours from the Gbaramatu Kingdom on the water in search of peaceful resolution to an imminent conflict that had the potential to impact negatively on  Niger Delta and stall its developmental strides.

    “ADF is proud to be associated with this determined personality who demonstrated such uncommon courage, leadership and sacrificial commitment to peace which saw him departing Oporoza Town at 9:00 p.m. and plodding through the risky waters for three hours to arrive Warri at almost midnight.”

    Politicians behind #OccupyNigerDelta protests, group alleges

    Crusaders, under the auspices of Niger Delta Peace Advocates (NDPA) have faulted the rising protests and renewed agitations for President Muhammadu Buhari to constitute a substantive board for the Niger Delta Development Commission (NDDC).

    NDPA in a statement yesterday by its National Coordinator, Osagie Osagiede, accused political office holders from the region of sponsoring the recent protests by Ijaw youths and the ultimatums issued by ex-militant leaders.

    The group said despite the sincerity in the call for the constitution of the substantive board for the NDDC, the rising tension and threats of bloodshed by the protesters and issuance of ultimatum were misdirected and misplaced.

    It said the development showed the hidden agenda of the sponsors and their cronies to persuade President Buhari to hurriedly appoint the NDDC board, to fulfil their inordinate ambitions for 2023.

    The NDPA said it could have been more justifiable if the agitations were predicated on bringing about the realisation of restructuring, equal partnership in the oil and gas industry, true federalism and constructive development.

    It, however, lamented that those allegedly sponsoring the protests and ultimatums were only interested in stopping the ongoing forensic audit, sacking of the Minister of the Niger Delta Affairs, Senator Godswill Akpabio, and the constitution of a substantive board to perpetuate their political ambitions and cover up their past loot at the commission.

    Emmanuel urges council chairmen to replicate state’s economic programmes

    Akwa Ibom State Governor Udom Emmanuel has urged local governments to replicate economic exploits of the state in their areas.

    He spoke yesterday at Ikot Akpa Nkuk, the headquarters of Ukanafun Local Government, during the maiden Ukanafun Economic Development Summit to mark 45 years of the creation of the council.

    The governor said economic activities in the urban areas of the state should be replicated at the hinterlands through local government chairmen.

    Tagged: ‘Repositioning Ukanafun for Sustainable Development’, Emmanuel said the creation of the local government was a journey in economic self-advancement.

    He encouraged councils to make an annual economic assessment so that the purpose of self-government at whatever level would not be defeated.

    “The creation of a state, or in this case, a local government area, is in itself a release for a journey in economic self-advancement, and if all we do on a yearly basis is to number the cycles, without counting our blessings on the economic front, the purpose of self-government at whatever level would have been defeated.

    “This is why at the state level; our number one priority is the economy. The second priority has been the economy and third priority is also the economy. Without a vibrant economy, nothing works,” he said.

    The governor noted that the theme of the summit is in consonant with the vision of his administration, which is aimed at transforming the state and fast-tracking, its attainment of destiny by means of a vibrant economy.

    He hailed Ukanafun Local Government for immortalising the late state Chairman of the Peoples Democratic Party (PDP), Mr. Udo Ekpenyong, during the 45th anniversary of its creation, saying the deceased, an indigene of the area, deserved the monuments raised for his posthumous honour.

    The Chairman of the Summit Planning Committee, Aniekan Ukpanah, recalled that Ukanafun Local Government was created in 1976 during the regime of Gen.  Olusegun Obasanjo and appealed to the indigenes to develop the area, to befit its age and status.

    Mr. Ray Ekpu, a prominent indigene of the area, said the state government has not sited any industry in the area to boost economic renaissance at the grassroots.

    “Today, Ukanafun Local Government is 45 years old, but Governor Emmanuel has not considered it necessary to site any cottage industry here,” he added.

    Ekpu urged the governor to consider the area in the industrialisation drive of his administration.

    Emmanuel has said the ongoing 8km World Bank assisted drainage project will be completed and inaugurated in December.

    The $50million project, which aims to end over 15-year-old flood problem in Uyo, cuts across 17 villages in Uyo, Ibesikpo Asutan and Nsit Ibom local governments.

    Inspecting the project yesterday, the governor, who hailed the speed and quality of the project, told the contractors that as a 100 per cent pre-funded project, there was no excuse for the work to exceed December.

    An ex-militant leader and former commander of the Bakassi Freedom Fighters (BFF), ‘Gen.’ Franklin Duduku, has hailed the reforms in the Presidential Amnesty Programme (PAP).

    He said ex-agitators no longer blocked roads to protest unpaid monthly allowances.

    Duduku hailed the Interim Administrator of Presidential Amnesty Programme (PAP), Col. Milland Dixion Dikio (retd), for carrying out the reforms to guarantee prompt payment of the monthly stipends of ex-agitators.

    Speaking yesterday in Port Harcourt, Rivers State, Duduku said the timely payment of the stipends was one of the positive steps taken by Dikio to stabilise the Niger Delta and sustain peace in the area.

    He said before the current amnesty boss came on board, ex-agitators usually blocked major roads in the region, including sections of the East-West Road, to protest before the amnesty office would release their stipends.

    Duduku recalled that in most cases, the amnesty office owed ex-agitators arrears of stipends, causing unrest among youths.

    But he said such ugly narrative had changed because Dikio fulfilled his promise by paying ex-agitators their stipends on the 25th of every month.
