    Natural disasters imminent without policy on wetland- IYC

    The Ijaw Youth Council (IYC) Worldwide has warned of impending natural disasters in the country following the lack of interest by the Federal Government in conserving wetland resources.

    The council said already natural violence caused by floods had become recurrent decimals because the government failed to take deliberate steps to preserve natural defences in the wetland.

    The IYC, in a statement by its President, Peter Igbifa, to mark the 60th Independence of Nigeria, said it was unfortunate the country still condoned some dangerous environmental activities like gas flaring, depleting the ecosystem, and eroding wetland assets.

    “Could it be that the Federal Government is not interested in wetland preservation because the country’s wetland is situated in the Niger Delta, which is rated as the third largest wetland in the world?

    “The government should know that preserving Niger Delta wetland is for the overall interest of the country because wetland protects a country from natural disasters and lack of its preservation is the reason we have started experiencing strange flood disasters,” he said.

    Igbifa, in the statement in Port Harcourt, Rivers on Thursday, recalled in 1971, the country participated in an international treaty on wetland conservation held at Ramsar in Iran and agreed to protect wetland assets in the Niger Delta region.

    He, however, said years after the agreement, successive administrations had failed to make and implement deliberate policy on wetland protection saying that the Niger Delta has the third biggest wetland in the world.

    He said: “I will bring your attention to the Nigeria’s participation in the international treaty on wetland conservation in 1971. All these countries that have wetland gathered in Iran in a place called Ramsa, the biggest wetland in Southeast Asia. They signed a treaty for wetland conservation in the whole world.

    “Niger Delta is the only prominent wetland here in Africa. It is also the third-largest wetland in the world.

    “The biggest wetland, the Amazon wetland in Brazil is recently impacted by climate change. You can see the wildfire eating up the entire ecosystem and wildlife in the Amazon.

    “Wetland conservation should be a priority of every national government. Now Brazil has lost the ecosystem, arable land, wildlife, and the economy which the wetland provides.

    “According to global statistics, wetland contributes $1bn in terms of foreign direct investment globally and they feed close to one billion of the whole population.

    “So, we should not be joking with wetland. Aside from oil and gas, the wetland is an economic asset. In terms of geography and economic issues, wetland provides shoreline protection against ocean encroachment and high tidal waves.

    “The reason why Nigeria is not consumed by the flood like other countries is because of the wetland we have in the Niger Delta.

    “The mangrove trees constitute national windbreakers against storms. That is why we can’t have hurricane, tornado and natural violence that happens in other countries”.

    Igbifa said the Niger Delta wetland had been further abused by the devastating practice of gas flaring adding that the region had over 150 flaring sites.

    He said all the carbon emissions from flared gas had depleted the ozone layer leading to the perennial flooding in the region especially in Bayelsa State.

    Igbifa said: “The oil and gas fossil fuel activities have further aggravated the problems in the wetland assets and the ecosystem.

    “Niger Delta has close to 150 flaring sites and these sites carry out carbon emission into the atmosphere which in turn mixes up with those greenhouse gasses which impact the climate an depletes the ozone layer. This is causes perennial flooding.

    “In Bayelsa a few years ago the flooding was there for a long period and it impacted on the economy of the people. In 1994, Nigeria entered a signatory in Japan, with other countries, which flared gasses to reduce flaring from 94% to 0.4%”.

    He said most of the countries agreed and carried out the treaty but that only Nigeria remained adamant and still flared gas in emission level of 94 percent.

    Igbifa lamented that though the Parish Agreement was reached and endorsed by over 196 including Nigeria to end gas flaring by 2030, there had been no commitment by the country to meet the target.

    He called for a wetland conservation summit in the Niger Delta that would involve all stakeholders to chart a clear roadmap in preserving environmental assets.

    The IYC boss further called on the Niger Delta Development Commission (NDDC) to immediately commence the payments of contractors, with verifiable evidence of project execution.

    He regretted that the commission was owing to many contractors that had done their job saying the development had deepened poverty and unemployment in the region.

    The IYC boss appealed to Ijaw youths to remain resolute, calm, and peaceful as his administration would engage the government on all environmental and other issues affecting the region.

    Against the skepticism of combatting the environmental hazards associated with crude oil exploration, a non-governmental organization, Connected Development (CODE) is leaving no stone unturned in the up-and-rising settlement of Ibeju Lekki.

    The rapidly-growing community that is showing promises of becoming the next commercial hub of Lagos megacity plays host to the soon-to-be-completed 650,000 barrel/per day capacity oil refinery owned by Africa’s richest and business magnate, Aliko Dangote but the community’s leaders are scared if these prospects will not leave with the ripples.

    Independent of government’s intervention, CODE took a tour to the region last weekend, September 26  as part of their advocacy agenda to ensure that ‘power works for the people at the grassroots’, assuring the residents of holding both concerned private companies and the Nigerian authorities accountable for the people’s sustainable living.

    Nigeria ranks 157 out of 189 countries on the Human Development Index (HDI) of the United Nations Development Programme (UNDP). The NGO’s activity is in pursuit of the sustainable development goals (SDGs) 2030, of which Nigeria is a signatory.

    Airing his concerns on behalf of his community, Oba Olumuyiwa Ogunbekun noted that there is a need for impact assessment to be conducted in the environment in order to inhibit unforeseen harm on their terrestrial and aquatic habitat.

    ‘Environmental degradation is our major concern. We are already experiencing gradual effects of the dredging around coastal areas: lagoons and the Atlantic ocean fronts.

    ‘Our predominant occupation here is fishing but we can no longer paddle our canoes towards some waterfronts. We don’t want our case to be a repeat of the Niger Delta’s environmental crises whenever the refinery begins operation’, the monarch added.

    According to the Department of Petroleum Resources (DPR), within the period 1976–2015, a total no of 16,476 spills occurred on different occasions and a total quantity of approximately 3 million barrels spilled into the environment. Unfortunately, more than 70% was not recovered, 69% of these spills occurred off-shore, a quarter was in swamps and 6% spilled on land.

    In spite of these growing worries, Hamzat Lawal, the chief executive officer of CODE and founder of Follow the Money, led his team to implement a conflict and fragility campaign in collaboration with Oxfam International.

    The programme, he said, is ‘to raise vibrant and tolerant youths who will be employable and tap into the potentials of their community rather than pose insecurity to the people because of unemployment.’

    ‘We have learnt some painful lessons from our oil exploration in the Niger Delta region and now are committed to ensuring Ibeju Lekki doesn’t get to that level as well’, he restated the position of the community leader.

    To aid their efforts, Lawal admonished the government to sign the Petroleum Industry Bill in order to give room for accountability for all key players in the up and downstream oil sector.

    Dangote Refinery, expected to double Nigeria’s refining capacity, will be the world’s biggest single-train facility and estimated to cost $9bn. Aside from the refinery, Ibeju Lekki also has the Lekki International Airport project which was initiated to lessen the pressure on the Murtala Muhammed Airport (MMIA) in Ikeja, Lekki Deep Seaport, among other giant industries putting Lagos on the global map.

    Edo State Governor Godwin Obaseki has said the expectations of the people have become all-time high, following his victory in the September 19 poll.

    The governor promised that he and other officials of his administration would have no choice than to meet the people’s expectaions.

    He announced the dissolution of Peoples Democratic Party (PDP) campaign council for the last governorship election, praising its members for their dedication to duty, which he said accounted for the election victory.

    Also, at a meeting on Monday with members of Edo State Campaign Council of his party at the Government House in Benin, the state capital, thanked them for doing a great job.

    He said: “We have so much to do between now and the day of inauguration (November 12, 2020). The country and the world are watching Edo. They want to see how we will manage our victory and what we will do with it. The expectations of Edo people are at an all-time high and we have no choice but to deliver.

    “What I can promise the people is that I will provide the leadership and I will be fair, objective and transparent in dealing with issues.”

    The governor described members of the state’s PDP campaign council as miracle workers.

    “You are all miracle workers as far this election is concerned. If you sit back and reflect on our journey so far, the time, resources and the victory that was finally achieved, you will agree with me that all those who contributed to the achievements are all miracle workers.

    “I joined the PDP less than 100 days ago, put together this team and everyone went to work and got the result, because we were all committed to our job. We moved round the 192 wards across Edo State and I am not surprised at the result we have achieved.

    “This meeting was organised first to thank you all for your efforts and to formally dissolve the campaign council now that we have got victory in the just-concluded governorship election in Edo State. I also urge you to try and document what happened, because we have made history,” he said.

    THE National Emergency Management Agency (NEMA) has warned that some communities in Abia State may be flooded before the end of the year.

    The agency’s team leader for Imo and Abia states, Mr. Umar Abdulaziz, stated this on Monday  in Umuahia, the Abia State capital.

    Abdulaziz, who expressed worries over the impending flood in the state, advised the government to take drastic measures to avert a disaster.

    The NEMA team leader, who spoke with Governor Okezie Ikpeazu during an advocacy visit, urged the governor to put machineries in place to mitigate the effects of flooding in the state.

    He listed Umunneochi Local Government Area as the most probable flood risk zone in 2020, saying other probable areas include Osisioma-Ngwa, Isiala-Ngwa North and Ukwa West local government areas.

    The NEMA official also listed Ukwa-East, Umuahia-North, Umuahia-South and Obingwa local government areas as among flood-prone belts.

    He said: “We are here on a specific mission to deliver the early warning message, as directed by the NEMA Director General, AVM Muhammad Muhammad, for your government to take swift action against impending flooding.”

    Ikpeazu told the NEMA delegation that his administration was committed to protecting the lives of the residents.

    The governor, who was represented by the Secretary to the State Government (SSG), Mr. Chris Ezem, said some communities in Abia had been vulnerable to flood.

    The governor assured the Federal Government agency that his administration would brace up to the challenge.

    “As a government, we will continue to do our best for our citizens, but the situation here calls for external assistance. So, we call on you to always come to our aid whenever you are needed,” he said.

    DELTA State Governor Ifeanyi Okowa has said the Federal Government’s Conditional Cash Transfer Programme in the state will complement his administration’s efforts at fighting poverty.

    Okowa spoke on Monday at the kick-off ceremony for the Conditional Cash Transfer (CCT) Scheme of the National Social Investment Programme (NSIP) at Aniocha North Local Government Area’s secretariatin Issele-Uku.

    The governor said Delta residents were delighted that the Household Uplifting Programme (HUP), as it is also known, was formally taking off to focus on the poor and vulnerable households in the state.

    Represented by the Commissioner for Economic Planning, Dr. Barry Pere-Gbe, the governor hailed the Federal Government for the gesture.

    He noted that it would help to address extreme poverty, social exclusion and vulnerability.

    According to the governor, the Conditional Cash Transfer programme aims to address these economic challenges through the transfer of monetary benefits of N5,000 monthly to the poor and vulnerable households to enable them meet some of their basic needs.

    “The formal launching of this laudable programme is indeed a great pleasure for me and a source of joy for us in Delta State.

    THE Abia State government will give N2.5 million reward to anyone who provides information leading to the arrest of persons who killed a soldiers and policemen in the state.

    The government announced the offer on Monday in a statement released by Secretary to the State Government (SSG) Chris Ezem in Umuahia, the state capital.

    The state government urged anyone with such information to the office of the SSG in the Government House, Umuahia, assuring that such information would be treated with utmost confidentiality.

    Governor Okezie Ikpeazu  has also directed security agencies to go after the killers, arrest them and recover the weapon they stole.

    Last week, a soldier and some policemen were shot dead by some gunmen in Aba, the state’s commercial capital.

    Abia State indigenes living in the United States of America have called on the Federal Government of Nigeria and the Economic and Financial Crimes Commission (EFCC) to prosecute the suspects of EFCC’s revealed Abia State Government’s financial dealings between 2007 and 2015, when Senator Theodore Ahamefule Orji served as the governor and chief accounting officer.

    They said failure to prosecute the suspects immediately will make a huge joke of both the commission and the anti- corruption posture of the President Muhammadu Buhari-led administration.

    The group also expressed concern over recent allegation that the “properties linked to the family of the Orji’s which was previously marked for EFCC investigation has now been totally cleaned out from the record with no court order backing such action,” warning that such a development, “if it is true, raises suspicion of compromise.”

    Rising from a meeting in Houston Texas, the Abia indigenes, under the auspices of Abians in Diaspora (AID), led by the Chairman, Dr. Isaac Ogbonna, called on the EFCC to ensure the former governor and his associates give proper account of his and his government’s financial dealings between 2007 and 2015.

    “This has become necessary because the state of infrastructure in the state is nowhere near the billions of naira reportedly appropriated by Senator TA Orji while he held away as the governor of the state making the state the least developed in the country and ironically the fortunes of the Orji’s has greatly improved as can be seen by their now enormous financial war chest and the choice properties they own both in the state and all over the world.”

    In a press release made available at the weekend, the group wondered why the suspects are yet to be prosecuted, “months after the EFCC painstakingly made public, a detailed revelation of how Senator Orji, as Abia State governor, dispensed his five hundred million naira, a month, security vote; how he and the state government expended the enormous Ecological Funds that accrued to the state then.”

    The group also wondered “why the authorities have remained silent months after the EFCC’s revelation of the huge sums of money in Hon. Chinedu Orji’s numerous bank accounts even as they alleged that Hon. Chinedu Orji, who is former Governor T A Orji’s son and the current Speaker of Abia State House of Assembly, prior to his father’s ascension as governor, had no record of employment or businesses to vindicate such alleged wealth.”

    The people of Ideato North and South of Imo State and kinsmen of the former governor Rochas Okorocha have dumped him to pledge allegiance to Governor Hope Uzodimma.

    It was on a day the high and mighty from Ideato Nation paid a solidarity visit to Governor Uzodimma at the Government House, Owerri to present to him a catalogue of needs, not just as their in-law, but one they described as “parts and parcel of them.”

    They said former governor Rochas Okorocha who is their kinsman, neglected them and their needs despite being in power for eight years and that they are confident Governor Uzodimma will completely wipe out their tears.

    Led by their apex leader, Chief Tony Ezenna, Chairman of Orange Drugs Limited and key traditional rulers from the area, the people said they were not only excited about the emergence of Uzodimma as governor of Imo state, but regretted that the administration of Okorocha did nothing to improve their lot.

    Addressing the visitors, Governor Uzodimma, explained that God did not make mistake in bringing him on board the leadership of Imo state, and that what the Ideato Nation were not able to get from past administrations God could use him to actualise it.

    Governor Uzodinma specifically commended the lawmakers representing Ideato North and Ideato South in the Imo State House of Assembly, Hon. Arthur Egwim and Hon. Johnson Duru for their positive contributions in the House, as well as the Interim Management Committee Chairmen of Ideato North, Gloria Uche Mbadiwe and Ideato South, Chukwuma Ikeaka for their doggedness in the administration of the two Local Governments Areas.

    The governor thanked the traditional rulers led by the Chairman of Ideato North and South Council of Ndi Eze, HRH. Eze Gerald Ezeiheakaibeya of Umuma- Isiaku Autonomous Community for their efforts towards peace and progress in their various communities.

    In their address by Chief Ezenna, he described Governor Uzodimma as the “Governor whom we are well pleased,” and congratulated him on his well-deserved election.

    Chief Ezenna appreciated the governor for finding some of the Ideato Nation’s sons and daughters worthy to be appointed into various offices in his administration, noting that they have never been so favoured.

    Immediate past governor of Delta state, Dr. Emmanuel Uduaghan has charged Nigerian youths to shun kidnapping, as well as other social vices in the society.

    Uduaghan stated this when he received former Super Eagles defensive midfielder, Christian Obodo, at his residence in Warri, Delta state, at the weekend.

    He also apologised on behalf of Deltans for the ugly incident of the footballer’s kidnap in the state, while he was governor, eight years ago.

    The footballer who retired recently from his Greece Football Club, Appollon Smyrnis, visited the ex-governor, to appreciate him for the swift response of the state government under his leadership at the time of his abduction.

    He visited in the company of ace sports broadcaster, Azuka Chiamaka and a friend, Engineer Sam.

    Recall that Christian Obodo was abducted by gunmen on Saturday, June 9, 2012 in Effurun, near Warri and whisked to the Isoko North axis of Delta state. He regained his freedom the following day.

    Commending him for a “successful football career,” Dr. Uduaghan tasked youths to be creative and develop good skills, rather than take to acts of criminality.

    Speaking to newsmen shortly after the visit, Obodo who is renowned for his dribbling skills, urged youths not to allow hardship push them into criminal activities, as they may lose their lives in the process.

    He further expressed gratitude to Dr. Uduaghan for the “fatherly support and love” showed him and his family when he was kidnapped.

    Until his retirement, Obodo played for several foreign clubs such as Lecce, Torino, Udinese among others.

    He hinted that he is now in the business of scouting for young and skillful talents who will take Nigerian football to greater heights.

    Bayelsa State Governor Douye Diri has inaugurated the People’s Democratic Party (PDP) campaign council for the October 31 Bayelsa Central senatorial bye-election.

    The council has veteran politician, Chief Diekivie Oboh, as Director-General with a former speaker of the House of Assembly and current Secretary to the State Government, Dr. Konbowei Benson as Deputy Director General (Administration) and Ebiye Tarabina as Deputy Director General (Operations)

    Diri’s spokesperson, Mr Daniel Alabrah, quoted him while inaugurating the council as expressing the optimism that the PDP would retain the seat he vacated after he was sworn in as governor on February 14.

    He described the candidate of the party, Moses Cleopas, as eminently qualified to represent the people of the district in the Senate.

    Diri commended the party faithful for the peaceful and transparent conduct of the primary election, which he said proved skeptics wrong.

    The governor charged the Independent National Electoral Commission (INEC) and security agencies to build on the gains of the Edo poll by ensuring that the will of the people of Bayelsa Central prevailed over those of godfathers.

    Also speaking, Special Adviser to the Governor on Political Matters, Chief Collins Cocodia, expressed the optimism that with the calibre of persons in the campaign council, the party was sure of victory.

    The candidate for the central district bye-election, Moses Cleopas, who is the immediate past chairman of the party in the state, thanked other aspirants for their support and stressed the need for unity and commitment ahead of the poll.

    In a related development, the campaign of former Bayelsa State governor and senatorial candidate of the PDP in Bayelsa West, Hon. Seriake Dickson, got a boost on Friday with community by community endorsement of the former governor’s candidacy by some stakeholders of the All Progressives Congress (APC) in the district.

    Stakeholders of the APC in Ekeremor and Sagbama Local Government Area converged at Isampou on Friday and decided that efforts must be made to prevent the political ambition of any politician from damaging the cordial relationship between Ekeremor and Sagbama, the two local government areas in the senatorial district.

    Addressing other APC leaders in the district, the Chairman APC Grassroots Mobilization Sagbama/Ekeremor, Mr Ebide Brown, said that stakeholders of the party must take the bold decision to save the people of the area from needless bitterness and division.
