  • Child ‘rape’ victim’s parents seek justice

    The parents of a four-year-old allegedly raped by a 30-year-old neighbour have been trying to get the molester punished for his crime.

    The crime was said to have been committed in Kado village in the Federal Capital Territory (FCT).

    The ‘rapist’ reportedly pulled down the little girl’s trousers and started touching her. He later threatened to cut her with a knife and kill her if she told anyone what happened.

    The girl’s mother discovered when she was bathing her daughter and getting her ready for bed. The woman said her daughter was complaining of pains in her private part as she bathed her at night.

    The child’s father, who pleaded anonymity for him and his daughter, said, “On the 1st of this month, my wife was bathing her for bed and when she tried to wash her private part, she told her not to wash it because it was paining her. After a lot of persuasion she said their neighbor whom she called Uncle, pulled her trouser and touched her.

    “On a closer look, the mother realised her daughter had been raped by the neighbour and her private part had been opened. I reported the case to the police and he was immediately arrested. Then the case was transferred to Life Camp Division.

    “The lawyer to the accused after a few days went to court and appeared with a release order and the man was released without even contacting us, saying that he will be invited when the medical report is ready.

    “When the police asked my daughter, she pointed him out and insisted that he was the one that pulled down her trousers, they took her back to my compound and she showed them the room where the incident took place but when they left her alone with him, he told her to keep quiet and that he will beat and kill her if she tells anyone about what he did to her. She became scared and told her mother not to take her back home because Uncle had threatened to beat and kill her if she tells anyone of what he did.

    When asked by our reporter, the girl repeated in a small voice that Uncle had pulled down her trousers, touched her and threatened to beat and cut her with a knife if she told anyone.

    Founder/CEO the Twin and I Child Care Foundation, Hajiya Aisha Tokura explained that it was too much trauma for a little girl to not only be raped but threatened to be killed by her molester.

    She said, ”I have talked to the father of the girl and heard the story of what the man did to the girl and how he threatened her life that he was going to kill her afterwards, which is wrong for a four-year-old to have to experience after what he has done; now he is threatening her.

    “We have taken up the case and gotten Federation of International Women Lawyer (FIDA) involved in the case; also we are hoping that this case will be an eye-opener for a lot of parents that do not want to fight such cases or turn around in the middle.  I am happy with the girl’s father because he is determined to get justice for his daughter.

    “We went to the police station today, I don’t know why they released the accused or why the case has not veen transferred yet to the CID as it should.

    “The DPO told us that as soon as the result is out, the case will be transferred to CID or taken to court, her molester has been released; they say he comes in every morning to sign at the station. All I want is to see that justice is served.”

  • The man behind Buhari

    Since May 2015, Colonel Mohammed Lawal Abubakar has held one of the toughest assignments his career could ever offer him. He was appointed the Aide-de-Camp (ADC) to the President of the Federal Republic of Nigeria, President Muhammadu Buhari.

    With the appointment, Abubakar is to protect and be ready at all times to lay his life for the President.

    Abubakar has not handled his job with kid gloves. He approaches every public function and other assignments both within and outside the country with the highest level of precision and seriousness they deserve.

    He keeps an eagle’s eye on his principal, watching over every move he makes. He leaves no stone unturned to ensure the safety of Mr. President at all times.

    His job goes beyond just standing behind the President at official functions and ensuring that his principal was okay at the function.

    First and foremost, his role as a military officer and ADC to the President is mostly ceremonial and to give the Presidency dignity and honour.

    He usually follows the President whenever he goes out on official duties.

    He is supposed to escort the President out of the Presidential Villa into a waiting car, opening the door, then standing at attention and saluting when the President sits on the back seat.

    He then closes the door and occupies the front passenger seat.

    Abubakar, at times, carries the President’s personal items like mobile phones and speeches.

    He also receives gifts or other items on behalf of the President.

    Like a queen protecting the king in a game of chess, Abubakar has perfectly deployed the bishops, knights, castles and pawns, the human resources under his control, to protect Mr. President.

    Many soldiers of his rank, no doubt, were as qualified to be the ADC to President Buhari in 2015, but other qualities stood him out among the pack.

    Abubakar, who was born on the 28th of March 1973 at Wusasa Zaria, Kaduna State, attended the Nigerian Military School (NMS) Zaria from 1985 to 1990 where he was said to have developed early leadership skills.

    Just like his principal, President Buhari, Colonel Abubakar was also the Head Boy of his set, where he was nicknamed ‘Boy Regimental Sergeant Major’.

    After graduating from NMS in 1990, he had a stilt stay at Ahmadu Bello University, Zaria as a science undergraduate student.

    Abubakar, who later proceeded to the Nigerian Defence Academy (NDA) in 1992 on gaining admission as a member of 44 Regular Course to read Biological Sciences, is a tested and experienced commander, trained and discipline instructor, security manager and a talented investigator.

    Abubakar’s qualifications include Bachelor of Science Degree in Biological Sciences from the Nigerian Defence Academy, Masters in Law Enforcement and Criminal Justice and Masters in International Affairs & Diplomacy (MIAD) both from Ahmadu Bello University, Zaria.

    Courses he had attended included the Young Officers’ Course Infantry, Military Police Officers’ Basic Course, Regimental Signal Officers’ Course and Police Administration and Security Management Course.

    Others are the Junior Division Course (Army), Military Police Officers’ Advanced Course, Senior Course (32) Army, Joint Military Adviser/Attachee Course and Alternative Dispute Resolution Course at Dubai (United Arab Emirate) and several other seminars and workshops.

    In his career, Colonel Abubakar, so far, has travelled to over 40 countries globally and is married to Hajiya Fatima Musa and blessed with a daughter, Aisha Nawal.

    In the course of his service to the nation, Colonel Abubakar has earned numerous decorations and medals including Forces Service Star (FSS), Meritorious Service Star (MSS), Passed Staff College (PSC), Passed Junior Staff Course (PJSC), Command Medal (CM), Field Command Medal (FCM) and United Nation Mission in Sierra Leone Medal (UNAMSIL).

    Others include General Operations Medal (GOM), Golden Jubilee Medal, Centenary and Operation Zaman Lafiya Medals.

    Before his current assignment, Colonel Abubakar had also served in various Army units and formations within and outside Nigeria at different capacities.

    They include Lagos Garrison Command Provost, United Nations Mission in Sierra Leone, Headquarters Nigerian Army Corps of Military Police Admin Company Apapa Lagos, Special Investigation Bureau Apapa Lagos (Briefly) and Army Headquarters Provost Group Lokoja.

    Others include Nigerian Army School of Military Police Basawa Zaria for 4 years as an Instructor and Staff Officer Grade 2 training and operations, Nigerian Defence Academy Provost Kaduna as Commander NDA Provost and an Instructor, then Seven (7) Division Provost Group Maiduguri as the pioneer Acting Provost Commander.

    Abubakar was also the Camp Commandant Giwa Barracks detention facility (Operation Zaman Lafiya) between November 2013 and 2014, which held over 1500 suspected Boko Haram Terrorist detainees.

    He was the first Camp Commandant to host/receive the International Committee of the Red Cross and Crescent to the detention facility in January 2014.

    He also served at the Nigerian Army Training Centre Kontagora as Staff Officer Grade One Operations and Training.

    The ADC also coordinated the training of 143 Battalion on Counter-Terrorism and Counter-Insurgency with the United States Rangers and the British Military Advisory Training Teams respectively.

    Abubakar, who turned 45 years old last week Wednesday, had no choice but to continue to perform his duties on that his special day.

    He was standing solidly behind the President when the Federal Executive Council (FEC) meeting started at the Presidential Villa that Wednesday.

    Abubakar took part in the engagements of the President that Wednesday before retiring to his residence to mark the day with his family.

  • FCT launches policy on 10.5m out of school kids’

    What well over 10 million children are out of school in Nigeria is a source of great worry to stakeholders in the education sector in the Federal Capital Territory (FCT).

    The development they said is inappropriate, not encouraging and will no longer be acceptable, adding that time has come for government at all levels, international organisations and the private sector to ensure that the primary underlying causes of exclusive and inaccessible nature, bad structure and system in virtually all primary and secondary schools in the country are  surmounted.

    Speaking at the launch of the FCT draft Policy on Inclusive Education in Abuja, a representative of the United States Agency for International Development (USAID), Mrs. Lilian Odey said that of the 10.5 million out of school children in the Country, an estimated 7 million of them are children with disabilities.

    Odey said: “This projection is in line with World Bank and WHO that persons with disabilities constitute about 15 per cent of populations in developing countries and that between 80 to 90 per cent of them do not gain access to basic needs of life especially basic education.”

    She explained that the conferment of the education of children with disabilities to very few poorly staffed, poorly equipped and outdated special schools, very low public awareness on issues of inclusive education, inadequate institutional and human capacities required to implement inclusive education and inadequate poor implementation or non- availability of appropriate legal and policy framework. Are issues that need immediate answers?The FCT minister, Malam Muhammed Bello said it is unfortunate that the disabled and physically challenged in Nigeria’s society are discriminated against even if not deliberate.

    Represented by the FCT Secretary for Education, Senator Isa Maina, Bello stated: “There must be a deliberate, conscious and concerted effort to integrate the differently able Nigerians into all facets of society starting of course, with education, we must chart a new orientation, that which sees ability in disability, we need to build confidence and acceptability in the consciousness of our society particularly our children.”

    FCT Secretary for Education, Senator Isa Maina who was represented by the Director  administration and Finance, Mrs. Eunice Okechukwu assured that in spite of their physically challenges, some of the children are enormously endowed with talents and skills that must be harnessed for the overall development of the nation.

     

  • Abuja youths, police plan peace rally

    Abuja youths in partnership with the police, Lugbe Division, have planned a peaceful rally to check youth unrest in the Federal Capital Territory (FCT).

    The rally, according to its organisers, is to foster peaceful co-existence among the youths and engender mutual relationship between commercial motorcycle operators and the Abuja Joint Task Force (JTF).

    Speaking on behalf of the youths during a briefing in Abuja, Sadiq Badamasi described the rally as important considering persistent clashes with security operatives in the territory.

    He said rather than the police and JTF arresting corrupt politicians, there is a crackdown on youths, who hawk and do little businesses to make a living.

    Badamasi, who is the National President of Youth Initiative for Diversity in Nigeria, said the rally will hold on March 31, with support from the Federal Road Safety Corps (FRSC), Nigeria Security Civil and Civil Defence Corps  (NSCDC) as well as officials of the Man O War.

    According to him, the rally will discourage youths in the territory from being used as political thugs.

    “The level of youth involvement in political participation leaves a lot to be desired. Youths have failed to commit to social restructuring and many simply just don’t care. Meanwhile, others who are in a hurry to hit it big have devised unscrupulous means to enrich themselves,” he added.

    Representative of the police, Assistant Suprintendent of Police, Efuyobu Ngbede lauded the initiative but urged the group to officially write to the police division.

    In her remarks, FRSC Chief Route Commander, Chioma Ekeocha pledged to support the peaceful rally by providing officers to reduce traffic and offer needed support in case of emergency.

     

  • Corruption versus economy

    As it took off in May 2015, President Muhammadu Buhari’s administration had three focal areas in mind: revamping the economy, fighting corruption, and securing the nation.

    Under security, the Federal Government under Buhari has been given kudos for its giant strides.

    First it claimed that it was able to reclaim all the local governments under the control of the insurgents, Boko Haram, in the Northeast where their flags were…hoisted since the administration of former President Goodluck Jonathan.

    The government has also been applauded for facilitating return of many Internally Displaced Persons (IDPs) to their villages and towns abandoned under Jonathan’s administration.

    It again showed its prowess last Wednesday when the government succeeded in negotiating unconditional release of over 105 Dapchi secondary school girls out of the 111 abducted from the Government Girls Science and Technical College, Dapchi, Yobe State on the 19th of February, 2018.

    But the main opposition party and other individuals, last week, were quick to describe what happened in Dapchi in the last one month as government manipulation, arranged abduction and arranged release of the schoolgirls.

    While the main focus of this write-up is not to determine whether the successes claimed by the present administration in security are real, imaginary or manipulated, it aims to dwell on the other two main goals of the administration.

    As many Nigerians await full economic development of Nigeria, it may become a mirage and impossible to realize unless corruption is tamed.

    Despite fighting corruption in almost three years since May 2015, like a cancer, it has refused to give way.

    Among the measure put in place to check corruption in the country in the last three years include implementation of the Treasury Single Account (TSA), streamlined payroll system under the Integrated Payroll and Personnel Information System (IPPIS), and the whistle blower policy.

    While billions of naira is said to be saved with the implementation of TSA, a total of 511 Ministries, Departments and Agencies (MDAs) are said to be captured under the IPPIS, with staff count of 607,843.

    The implementation of the IPPIS, is also said to have resulted in the reduction of ghost workers syndrome, enforcement of compliance with due process on employment of staff in MDAs, and prompt and timely payment of salaries and remittances of third parties payments.

    Through the Whistle blower policy, the Federal Government is said to have recovered N7.8 billion, $378 million, and 27,800 pounds.

    Beside corruption fighting back, the fraudulent ones in the system have continued to devise new methods to beat anti-corruption strategies put in place.

    Even with the successes recorded towards blocking leakages in the system as claimed by the government, Vice President Yemi Osinbajo at the 7th Presidential Quarterly Business Forum for Private Sector stakeholders at the old Banquet Hall of the Presidential Villa, Abuja. last Monday declared that present corruption in system is still posing great danger to economic development.

    Apart from corruption still waxing strong under the current dispensation, he revealed that the Nigerian economy is still experiencing adverse effect of massive looting and corruption that took place under Jonathan.

    Osinbajo said “But I want to talk about what I think is probably the biggest problem but which we for some reason hardly talk about when discussing our National economy. This is grand corruption in the public finance space!

    “Sometimes, the way we talk about the Nigerian economy, it appears like it is the economy of say Norway or Sweden, where all things are equal. Even when we refer to what has taken place in our economy, we almost sound as if this is a normal business environment, a normal public finance environment but that is not the case.

    “I don’t think that any considerations of our economic development can be properly or honestly done without fully analysing the role of grand corruption in the public finance space.

    “So despite record high levels of oil prices, very little was invested in infrastructure and record levels of leakages were recorded, especially in the past few years. This is the fundamental issue in our economy. Corruption affects everything, it even affects judgement as to what sort of infrastructure to put in place or whether to even put infrastructure in place or whether it would be completed. It is so fundamental that we cannot even think of our economy, without thinking of what to do about it.

    ”Sometimes when we talk about our economy, we say that we have relied on a single commodity, and that is one of the reasons why we are where we are. Yes, that is true but it is the fact that the proceeds of that single commodity were regularly hijacked consistently by a few. That is really the problem. If we spend the proceeds of that single commodity the way we ought to spend it, we won’t be where we are today.

    “That most of the proceeds go to rent seekers, who invest little in industry and production. So for example, I’m sure many of us are familiar with the so called strategic alliance contracts with the NNPC and NDPC, the promoters of the companies made away with close to 3billion US dollars, almost a tenth of our reserves at one point!

    “There is no way if someone made away with that amount, a tenth of your reserves, that there won’t be a major economic shock! If we don’t deal with it and talk about it, how do we really discuss our economy in any real honest way with a view to ensuring that these things do not happen again?

    “In one single transaction, a few weeks to the elections in 2015, the sum of N100billion and $289million in cash were embezzled by a few. When you consider that in 2014, when oil prices were an average of $110 per barrel, only N99 billion was spent on Power, Works and Housing, and in one day, N100 billion was issued and people essentially shared it and N99 billion was spent on Power, Works and Housing.

    “When we talk about our economy, we talk about it like it is normal but it is abnormal by every standard, completely abnormal.  Nobody should talk about the economy when you have these huge leakages and corruption; corruption that makes what you allocate to capital and infrastructure nonsense.

    “From the presentation of Minister of Finance, N14 billion was spent on agriculture in 2014, transportation N15 billion. The total spend on capital in those critical areas was N153billion and in two weeks to the 2015 election, N150 billion was shared and essentially shared!  So if your total capital spend is N153billion and you can share N150 billion, let’s face it, that is completely incredible! It is the sort of thing that doesn’t happen anywhere else in the world.

    “When we talk about the economy, we absolutely must understand that is the problem. Today with less revenue, we have increased capital funding by 400% in Power, Works and Housing, Defence, Transportation and Agriculture.  Economic analysis in Nigeria is either fraudulent or ignorant if we do not bring the money lost to corruption into the maths.

    “This is what distinguishes this administration from any other. It is the fight against corruption especially in public finance. And I can say that with all sense of responsibility, if you have a President who is not corrupt, at least 50% of your financial problems, especially in public finance, is over. This is what I have seen, and I can prove it with facts and figures.

    “If the President is corrupt, the entire financial system of the country is compromised, that is what we have seen from the figures. That is an absolute important point that we must take into account.

    “I am not saying that corruption under this administration has been completely dealt, certainly not. Where corruption has become systematic, you can’t deal with it all in one fell swoop. In any event you still have to deal with corruption fighting back, the system fights back, it is both an internal and external fight, and you have to be steadfast and strategic to win the battle.

    “There is no way you have a system that has consistently thrived on corruption and proceeds of corruption and public finance in particular that will just roll over, no! It is a system that had actively dealt on corruption and the system affects all aspects of governance. So clearly trying to deal with it is not a walk in the park.

    “I want to say that task has already begun and being done consistently, I believe that going forward in the next few years, no matter how we slice it, if we stick to policies especially in controlling excesses and corruption in public finance, this country will make the kind of progress it deserves to make with all of the resources at our disposal.

    “If we stick to a policy that ensures that as far as public finance is concerned, there is no impunity, and we hold people to account, I am absolutely confident this country has everything it takes to make the sort of progress that we deserve to make as a nation,” he stated.

    But the Jonathan’s camp swiftly denied the allegations against the immediate past administration, demanding Osinbajo to substantiate his claims.

    It is hoped that corruption in the country will not be allowed to kill the economy.

    With the natural resources at its disposal, it is high time Nigeria develops economically and rank high along top global developed economies.

     

  • ‘There’s more to crime-fighting than jail’

    At an event where the Federal Government gave various jobs tools to ex-inmates, the Controller General (CG), Nigeria Prisons Service (NPS) Ja’afaru Ahmed has said that the idea of jail term alone for every convict has become outdated.

    Ahmed said this in Abuja at the distribution of aftercare materials to 45 ex-offenders and the official takeover of the renovated Henry Akingba Medical centre at the NPS headquarters.

    He said the presentation of aftercare materials is part of NPS core mandate which is the reformation, rehabilitation and subsequent reintegration of prisoners back to the society.

    He said, “The world over, the idea of imprisonment for punishment alone has become primitive and outdated. It is our sincere conviction that incarceration is not the end of life for anybody, as every jail term if desired, can be used to transform the life of an individual and return him/her back to the society as a better productive and responsible citizen.

    “The effect of a successful reformation, rehabilitation and reintegration regime for Prisoners can certainly not be over emphasized. As you all know, this is one of the most potent means of crime prevention and control and also a means of breaking the vicious cycle of recidivism and prison congestion.

    “Trade tools distributed today cover barbing, carpentry, welding, hair dressing, tailoring and masonry among the so many other vocations Prisoners are exposed to, in our various Prisons. I believe the skills acquired by these ex-prisoners and the tools will offer them a more quantitative life through gainful employment and give them an opportunity to be employers of labour as we witness with some of their predecessors.    “As for the renovated medical center, I wish at this point to express my sincere appreciate to AIICO Multishield HMO for partnering with us in our resolve to give officers and men in the NPS quality, accessible and affordable health care.”

    The upgrade of the medical facilities, the NPS boss said could not have come at no better time than now: “that the government has improved our budgetary provision to enable us purchase a cache of drugs for both inmates and members of staff like never before, in the history of the service.”

    He commended President Muhammadu Buhari and the Minister of Interior, Lt. Gen. Bello Dambazau (rtd) for their commitment and generous support in providing the service with the necessary platform for better and efficient service delivery.

    He urged all the beneficiaries of the Aftercare programme to justify government’s heavy investment in providing these tools by working hard and being worthy ambassadors of the Nigerian Prisons Service.

     

  • Housing plan provides jobs for women, artisans

    A Federal Government housing plan for women and artisans is also providing jobs, reports Olugbenga Adanikin

    Dorothy Yinusa is a 20-year-old indigene of Nasarawa State. Like many unemployed youths, survival has been a daily challenge but relief came when she got the news of a housing project by the President Muhammadu Buhari administration. Without delay, she moved as fast as she could from her base to the project site of the Federal Government National Housing Project located along Shendam Road, Keffi.

    The motive was simple: she saw an opportunity and grabbed it. It was to sell food to skilled and unskilled workers at the project site.

    “It is this project by Buhari that made me relocate to this town and open my shop,” she said. “Before now, I didn’t have a shop but this project has helped me own a shop where I sell food to the workers. It has really helped me because each day I make about N15,000.”

    Miss Yinusa is making good money from the housing project. Beyond that, she found her true love, Andy Shuaib to whom she got married. She is now expecting their child.

    “Before now, my mother was the one taking care of us. I don’t have children yet but working in this site helped me get married, now I have my husband and am pregnant as well.”

    The story of Mrs. Salome Ahonye, a food vendor at NHP, Utuu community, Benue State was not different. Unlike before, she was jobless but currently makes daily sales of N12, 000 from the fast business.

    She said, ”I sell food to the workers on daily basis, and I make between 10,000 and N12,000 daily. If sales are poor, I could make N7,000.”

    The condition of 43-year-old Mr. Sunday Tchoji was not pleasant, having two wives and seven children with no resources to take care of their welfare. But respite also came when he got the offer to work at the Laminga, Jos project site as a labourer.

    “This work has helped me to feed my family and enroll them at school based on my financial strength. That is the way I have benefitted from this work.”

    In Nasarawa, the state governor, Alhaji Tanko Al-Makura provided 100 hectares of land for the construction of the National Housing Programme (NHP). This is in addition to the already donated 10 hectares used for the phase one of the home projects.

    The governor said at a media inspection of the projects in Lafia that the state has no policy on mass housing, necessitating the intervention by the federal government. Al-Makura, who was represented by Director of Public Building, State Ministry of Works, Mr. Aliyu  Kuyanbana, said the allocation was part of existing 10 hectares already offered for the national housing project.

    “10 times of what we are witnessing here is being earmarked for the federal government project. So we are ready at any time,” Al-Makura said.

    The NHP in Nasarawa has about 78 units of flats consisting two and three bedrooms and it is about 90 per cent completed. The Benue project overall has 72 units of flats,40 per cent completed while Plateau project located in Lamingahas 80 units of flats, proximity to the road and 80 per cent completed.

    Statistics have shown that about 17 million people are homeless nationwide. This is different from stunning statistics of those who live in slums across the country.Though, reliability of the data remained a thing of concern. The Minister of Power Works and Housing, BabatundeFasholaat his maiden media parley shared his plan to partner state governments in order to nip the situation.

    “For your information, we are piloting a housing programme and currently constructing in 33 states of Nigeria. We do this to validate and test what type of housing design responds to Nigeria’s diverse cultural, climatic and religious needs, so as to ascertain what is acceptable and affordable.

    “We are at different stages of construction in different states, and we have commended these designs to FHA, without imposing them. Our decision is informed by the evidence of previous housing initiatives that people did not take up and empty houses that still abound in almost every state of Nigeria.

    “These untaken houses, and the deficit of Housing, suggests to us that the untaken houses are either unacceptable or unaffordable or both. We see housing as a product, and we take the view that before they can be delivered to market, we must know what the people want and what they can afford,” Fasola said recently at the inauguration of a new FHA and FMBN board in Abuja.

    Beyond affordability, the cost of raw materials, land title, mortgage financing are other huge factors threatening the mass housing drive. However, to address the problem, the federal government came up with a special mode, though the pilot project built to reflect socio-cultural differences of the people.

    “When our pilot is fully completed, these answers will become self-evident and this is when we can mass produce. There is certainly nothing that stops FHA from undertaking other designs of housing if she can find a market for it, and she can deploy the income to cross-subsidise and make mass housing more affordable.

    “As for the financing side, this is critical to affordability and it is as much the function of FHA in cost management and delivery as it is that of FMBN in delivering mortgages of affordable tenures and costs. Since May 2015 to date FMBN has issued 2,724 mortgages worth N20.237BN to assist Nigerians buy their own homes; under the National Housing Fund.” The Minister added.

    Host communities in some of the states are gradually taking ownership of the project, except for those insisting on compensations. Al-makura acknowledged that prior to the project, there were no housing programme in the state except for the recent partnership with the federal government and need to work on next phase of the programme.

    About 78 units of 3 and 2 bedroom flats along Shendam Road, Lafia was part of the affordable housing projects piloted by the ministry in 2016which has gotten to 90 per cent completion.Nearby block industry owned by Mr. Adamu supplied 90 per cent of the bricks used for the construction project.

    The Ministry Zonal Director, Engr. Julius Olurinola, during an inspection said the project was developed to address housing need and create jobs for the people. He explained that aside from the builders, carpenters, suppliers, painters among other artisans, food vendors benefitted from the project including other indirect jobs created.

    Olurinola, who is also the ministry’s Director of Engineering, emphasised the importance of the projects to residents. Based on his position, it will largely benefit citizens in the state irrespective of the social class.

    During the project inspection in the state, it was gathered that 19 contractors were involved in its implementation in Nasarawa State. Chairman of the contractors, Mr. Godwin Obiora, told our reporter how they have largely benefitted from the initiative while he lauded the federal Government for the gesture. ‘There is prompt payment of our outstanding benefits; the project is close to town, easily accessible, thus would be quickly acquired by the people”.

  • FCTA, Aviation ministry partner on airport, railway passenger convenience

    The FCT administration has concluded arrangements to ensure that air and railway passengers enjoy facilities at the terminals.

    The FCT Minister Malam Muhammad Bello and his counterpart, the Minister of State, Aviation, Engr. Hadi Sirika made this disclosure while addressing the media after a joint inspection of the facilities today, Thursday, 08 March 2018. The FCT Minister used the occasion to conduct his aviation counterpart round the facilities.

    On his part, the Minister of State Aviation said, his Minister will work to ensure a temporary access for passengers arriving the airport or departing to the city upon arrival. This he said has become necessary in view of the need to meet up with the target required for the commencement of rail operation in a few weeks times. This, according to him, will resolve likely human and vehicular traffics in the airport.

    According to him, the temporary access will give time for officials of Federal Airport Authority of Nigeria (FAAN), and the FCT Administration to work together to harmonise issues affecting the formal concourse that is designed to link up the airport and railway terminals.

    Engr. Hadi Sirika commended the FCT Administration for its dedication to completion of the facility saying the railway would greatly enhance the outlook of the city and give a modern transport facility to its residents. He underscored the immense benefits that the light rails will provide to both the airport passengers and residents.

    Also speaking at the occasion, Malam Muhammad Musa Bello expressed delight with the seriousness with which the Aviation Ministry is taking up the aspect of providing a concourse between the railway and the airport.  He added that the entire project has been in fulfillment of the commitment of the FCT Administration to completing critical ongoing infrastructure projects.

  • FCTA, UNESCO graduate 400 ICT trainees

    Minister of the Federal Capital Territory, Malam Muhammad Bello has urged graduated trainees of the recently concluded United Nation’s Educational, Scientific and Cultural Organisation (UNESCO)/FCTA YouthMobile Information and Communication Technology (ICT) project in the FCT to use the skills they have acquired for nation building.

    The FCT Minister gave this charge in Abuja during the graduation ceremony for 400 participants of the UNESCO/FCTA YouthMobile project in the FCT drawn mainly from Abuja Municipal and Bwari Area Councils.

    Bello who was represented at the occasion by the FCTA Permanent Secretary, Mr. Christian Ohaa, said the next phase has been scheduled for Gwagwalada town and will involve 600 participants covering the southern axis of the FCT, namely; Kuje, Kwali, Abaji, and Gwagwalada Area Councils.

    He said the FCT Administration has committed over N96.7 Million by way of counterpart funding to match UNESCO’s support of N42Million.    ,

    The Minister while congratulating the participants urged them to justify the investment of both the global community and the home government towards the realisation of their full potentials by starting their own businesses where necessary.

    Bello said beneficiaries have been given skills required to excel, adding that government and the larger society expect them to translate these skills to increased productivity and employment.

    According to the Minister, “The importance of knowledge, they say, is not in having it, but in using it. Similarly, “to whom much is given, much is expected.” I therefore urge you all to leverage the skills you have acquired for self-actualization and for nation-building.   Let this serve as a clarion call for you all to live up to this dream and to brace up to the challenges of starting off your own businesses where necessary as well as being the torch-bearers of change.”

    Bello expressed appreciation to the UNESCO for the successful conclusion of the first segment of the YouthMobile Project. He said the knowledge gained would enable participants to contribute towards the building of inclusive knowledge-based society, by leveraging Information and Communication Technologies (ICTs) skills.

    “I am glad to note the engagement of 15 beneficiaries from the first batch by SAP (a global leading software company) who served as facilitators at the 2017 Africa Code Week. Without doubt, the beneficiaries have been given skills required to excel and we expect it to translate to increased youth productivity and employment. Similarly, we hope it will also help in the promotion of peaceful co-existence amongst themselves and in our various communities,” the Minister stated.

    In his own remarks, the Director and Representative of UNESCO Regional Office in Abuja, Yao Ydo said the spirit of the education and cultural arm of the world body is to engage and partner with young women and men, in promoting peace, preventing violent extremism and engaging them meaningfully.

     

  • Keeping Nigeria airspace safe

    Nigeria has had its fair share of fatal plane crashes in the country. Many Nigerians have met their untimely deaths through the fatal crashes.

    The country has witnessed fatal plane crashes right from the 1960s after it gained independence.

    The first fatal crash in Nigeria involved the Nigeria Airways BAC VC10, which crashed on landing in Lagos on the 20th of November 1969. 87 persons died on board as it caught fire.

    Another plane crash in Kano on the 22nd of January, 1973, which killed everyone on board is the Royal Jordanian Airlines flight 707 carrying 171 Nigerian Muslims returning from Mecca and 5 crewmen.

    On the 1st of March, 1978, a Nigeria Airways F28-1000 crashed in Kano, killing 16 persons.

    While a Nigeria Airways F28-1000 plane crashed near Enugu on November 28, 1983 killing 53 people on board, Skypower Brandeironte aircraft overshot Ilorin Airport’s runway in December 1988 killing all passengers on board.

    On February 24, 1991, a British Helicopter crashed in Eket, Akwa Ibom State  killing all 9 persons on board.

    A Cessna Citation 550 of Ashaka Cement, Hombe crashed on May 21, 1991, killing all on board, while an Okada Air BAC-11 crashed in Sokoto on June 26, 1991, killing 3 persons.

    On the 26th September, 1992, a Nigeria Airforce AC-130 plane crashed minutes after takeoff from Lagos and killed 200 persons on board.

    Harka Air Services Tupolev 34 crashed on landing in Lagos on June 24, 1995, killing 16 persons, while Nigeria Airways Boeing 737-2F9 crashed on landing in Kaduna on November 13, 1995, killing 9 persons.

    A Nigerian Aviation Development Corporation (ADC) Airline Boeing 727-231 enroute Port Harcourt – Lagos with 142 passengers and 9 crews plunged into the lagoon on November 7, 1996, killing all the passengers on board.

    On the 31st January, 1997, Skypower Express Airways Bandeironte 110PIA crashed on landing in Yola, killing 5 persons.

    A Skypower Express Airways Bandeironte 110PIA crashed on landing at Abuja on January 5, 2000, killing 17 persons, while EAS Airlines BAC 1-11-500 crashed and burst into flames in a densely populated suburb of Kano on May 4, 2002, killing 76 persons on board and 72 persons on the ground, totalling 148 persons.

    An aerial spray aircraft belonging to Berfieex Nigeria crashed in Bauchi on March 6, 2004, killing everyone on board.

    While Pan African Airlines’ helicopter crashed into the Atlantic Ocean in Escravos, Delta State on July 26, 2004, killing 4 persons on board, a NAF jet crashed into a farmland in Yar kanya, Kano on January 28, 2005, killing all the people on board.

    A Russian aircraft belonging to Harka Air crashed landed at the Murtala Muhammed Airport on June 24, 2005, killing all the people on board.

    While a Bellview Airlines Boeing 737 crashed shortly after takeoff from Lagos on October 22, 2005, killing the 117 persons on board, a Sosoliso Airlines DC-9 crashed in Port Harcourt on December 10, 2005, killing all the108 persons on board.

    On 17th September, 2006, 18-seater Dornier 228 Air Force Transport plane, carrying 15 senior army officers and 3 crews crashed in Benue State killing 15 persons, leaving 3 survivors.

    Aviation Development Corporation (ADC) Airline Boeing 737 with 105 people on board crashed soon after takeoff from Abuja Airport on October 29, 2006, killing everyone on board except 6.

    While OAS Service Helicopter crashed in Warri, Delta State on November 10, 2006, killing 4 persons on board, Beechcraft 1900D plane marked 5N-JAH, belonging to Wing Aviation crashed in Cross River State on March 15, 2008, and killed all the 4 crews on board.

    An OAS helicopter crashed in Ife Odan in Osun State on July 29, 2011, killing all 3 persons on board, while Helicopter belonging to the Special task Force crashed on March 14, 2012 in Jos, Plateau State Capital killing 4 persons on board.

    On 3rd of June, 2012, a Dana Airlines plane crashed into a residential area in the suburb of Lagos, killing 176 persons on board, while a Nigerian Navy helicopter marked Helo 07 crashed in Okoroba community in Nembe, Bayelsa State on December 15, 2012, killing former governor of Kaduna State, Patrick Yakowa, former NSA, General Andrew Azazi and 4 others on board.

    Associated Airlines Plane, Brazilian made Embraer 120, conveying the body of the former Governor of Ondo State, Olusegun Agagu crashed in Lagos, on Thursday October 3, 2013, killing 17 persons.

    The good news now is that none of the past fatal air crashes have been witnessed under the current administration.

    But it almost recorded such experience in the past few weeks.

    One of Dana Air plane over shot the runway in Port Harcourt as it landed at the airport. No life was lost.

    Another Dana Air plane also had its door failing off while taxiing at the Nnamdi Azikiwe International airport, Abuja.

    Even though no life was also lost in the Abuja mishap, many Nigerians have wondered what would have befallen the passengers if the door had fallen off while the plane was in the air.

    Another good news was the step taken by the Federal Government last Wednesday to check plane crashes in the country.

    It ordered complete audit of Dana Air, which was involved in the recent mishaps in the country.

    The Senior Special Assistant on Media and publicity, Garba Shehu, said “A lot of quality time was spent discussing air safety. The government of Nigeria is very much concerned about safety and the life of Nigerians, this is following the recent air incidents.

    “Minor as they were because there were no fatalitie, the government did feel concern and the Minister did the report to the Council on steps that were taken following the last incident in Port Harcourt, Dana aircraft overshooting the runaway. As soon as that happened, a few seconds, a rescue team was there on the ground and few moments thereafter every passenger on board was evacuated. There was no harm to persons and this is something that should be celebrated.

    “Within 24 hours an official investigation had commenced because investigators arrived in Port Harcourt and began work.One week after that a preliminary report was prepared and it was about this that the Council was briefed.

    “Consequently as announced by the aviation authorities, the engineer and pilot of that particular aircraft got their licences suspended and beyond that the government has ordered a complete audit of Dana airlines in terms of personnel, operations, and technical capacity.” he said

    It is also noteworthy that Dana Air has welcomed the audit exercise.

    It is hoped that the measure taken by the government will really help to stop Dana Air plane crashes in the country.

    Also it is expected that the measure will help to make other airlines in the country be on their guide while maintaining the best flight practices and reaching at least the minimum international operational standard in aviation.
