  • AEDC denies issuing force majeure

    Abuja Electricity Distribution Company (AEDC) has denied issuing force majeure over eligible customer policy in the Nigerian Electricity Supply Industry (NESI), contrary to what was widely reported.

    In a statement that the Head, Corporate Communications, Oyebode Fadipe made available to reporters, he said the company was shocked at a newspaper report that listed AEDC among the firms that made the declaration.

    The statement said that: “We have neither declared any force majeure nor have conveyed such intention to the Bureau of Public Enterprises (BPE), Nigerian Electricity Regulatory Commission (NERC) or any other stakeholder in the Nigerian Electricity Supply Industry (NESI) nor do we intend to do so anytime soon.

    “We, therefore, urge our customers and stakeholders to disregard the news as it has nothing to down the AEDC Plc as a player in the NESI.”

     

  • Gosa dumpsite road for expansion

    In a bid to ensure free movement of trucks in and out of Gosa dumpsite, Permanent Secretary of Federal Capital Territory (FCT) Sir Chinyeaka Ohaa has indicated that FCT Administration would soon expand the dumpsite road to make for easy truck movement in the dumpsite area.

    The Permanent Secretary disclosed this during an inspection tour of Gosa dump site and WUPA Sewage Treatment Plant along Airport Road.

    Ohaa, who expressed satisfaction with the state of the dumpsite, in a statement issued by his press Secretary, Tony Odey, further revealed that the visit would afford him the opportunity to have first-hand information on the state of the dumpsite and make swift intervention where necessary.

    He said, “I am very much pleased with what I have seen here so far. No doubt, we are doing tremendous work and we hope to surpass whatever feat we have achieved.

    “We will ensure we expand the road in order to ensure free movement of trucks going into the dumpsite.”

    According to the Permanent Secretary, the FCT administration would continue to work assiduously to ensure that all the critical infrastructures are in functional state.

    He also revealed that in order to sustain the tremendous feats, the administration has recorded across all sectors, he would ensure the culture of succession plan is instituted.

    The Permanent Secretary was accompanied by Cordinator, Abuja Metropolitan Management Council (AMMC) Malam Shuaibu Umar and Director, Abuja Environmental Protection Board (AEPB), Mrs. Omolola Olanipekun and other management staff.

  • Crackdown on illegal mining

    With over one thousand illegal mining sites in the country, the illicit activity has continued to be a major challenge to Nigeria.

    Nigeria, which is abundantly blessed with various solid minerals had not been able to properly harness them for the benefit of the nation.

    Despite the sector not been able to make any significant contribution to the Gross Domestic Product (GDP), the illegal mining had channeled substantially, the goods from the sector abroad.

    As a result, Nigeria was said to be losing $1.54 billion annually to illegal miners of gold alone.

    For the years 2014 and 2015, Nigeria was said to have lost $9 billion to illegal gold exports from the country.

    Apart from the monetary loss to Nigeria, the activities of the illegal miners have also caused death of many Nigerians including children.

    Zamfara State in 2010, for instance, recorded series of lead poisoning which led to the deaths of at least 163 people, including 111 children.

    Health Ministry had at that time confirmed the discovery of 355 cases, with 46 percent proving fatal.

    Many moves by the various governments in the past to stop the activities of the illegal miners had not achieved much success.

    But the current administration is having a try at it again under its efforts to diversify the Nigerian economy and boost revenue from the sector to the government coffers.

    The Federal Executive Council meeting chaired by President Muhammadu Buhari last Wednesday approved new measures to sanitise the sector.

    The Minister of Mines and Steel Development, Kayode Fayemi said: “The memo presented to Council has to do with contribution of mining to the GDP. In the latest figure of GDP,  there is significant improvement industrial contribution after agriculture to that report as was released by the National Bureau for Statistics (NBS) states that 8.97 percent increase has happened and the bulk of the contribution from the industry is from mining and quarry activities.

    “But the primary reason for this memo is the fact that mining could still do a lot more in terms of its contribution.

    “NEITI has just released its report and that report made it clear that in 2014 and 2015, what we lost to illegal mining operation was somewhere in the region of about  $9 billion particularly from gold illegal exportation. There were other things that were illegally taken out,  lead,  zinc, tin and coal.

    “You recall that in the roadmap the Federal Executive Council approved last year, there is the establishment of the Special Mines Surveillance Task Force.

    “This memo that went to Council requested from Council the approval of the procurement of 50 Hilux Vehicles for the Special Mines Surveillance Task Force to capacitate them in their work to monitor and curb illegal mining activities in all the 36 states of the federation and the Federal Capital Territory and then to support the collaboration between the state and Federal Governments via the Mineral Resources and Environmental Committees that the Mining Act has allowed to set up in all the states.

    “So this memo went to Council for the procurement of 50 Toyota Hilux Vans for the sum of N987 million at a set piece of about N19.3 million per a vehicle.

    “But it just forms part of an overarching framework because Council also underscores the fact that this one vehicle per state cannot solve all the problems but in order to begin to tackle the issues, we need to start from somewhere and ultimately the goal is to ensure that we deploy technology to monitor the illegal activities across the length and breadth of the country and through that capacitate the security services.

    “The Special Mines Surveillance Task Force is made up of all security agencies. The DSS,  the Police, the Civil Defence, EFCC and the National Security Adviser’s Office.

    “You may be aware that over the course of last year, the Police have established Mines Police and we now have a Commissioner of Police in-charge of Mines Police. We have a Commandant from the Civil Defence also exclusively deployed for mines activities.

    “If we can stop the spate of illegal activities, not just by Nigerians but by Nigerians in collaboration with some foreigners, we will significantly improve the revenue that comes from that sector, increase the contributions to GDP, increase the royalty to government and also provide more jobs for our people.

    “This is just the monitoring and curbing side of that work. The other side of reducing illegal and informal activities is the formalisation of small scale miners and artisan miners and you may all be aware that recently we placed N5 billion in the Bank of Industry to support the activities of Artisanal and small scale miners to formalise their operations, form into cooperatives and then get more capacitated by government,” he stated.

    It is definitely the prayer of all well-meaning Nigerians that government succeed in these new measures to boost income from the mining sector.

    While this is going on, it will be good for the government to also extend these measures to other areas of the economy where the country is losing money to illegal activities.

    It’s really high time for all bleeding points of the Nigerian economy to be blocked and sealed for the benefit of all Nigerians.

     

    Safeguarding stolen loot 

     

    The President Muhammadu Buhari’s administration last Wednesday took steps to safeguard the already recovered stolen assets and those to be recovered in the future.

    The President is trying to ensure that what was recovered from the deep throats of thieves do not end up in the pockets of another set of thieves masquerading as saints.

    Not only has he ordered audit of all the recovered stolen assets, the President also put in place measures to ensure accountability of funds to be recovered in the future.

    The three-member committees, whose shoulders the responsibilities lie, include Mr. Olufemi Lijadu, Mrs. Gloria Chinyere Bibigha and Mr. Mohammed Nami.

    Charging the audit committee on recovered assets to do thorough job, the President said: “The gains of our initiatives over the past two and a half years have been very obvious to all Nigerians. This is clear from the level of investigation, prosecution and forfeitures involving both public and private sector officials in the country.

    “The message has therefore been passed loud and clear that never again as a nation are we going to allow the wanton diversion and embezzlement of public funds to private pockets.

    “Nigerians will further recall that pursuant to requisite directives, recovered assets are progressively being returned to designated accounts by the anti-graft agencies and other agencies of Government involved with the process.

    “In the course of implementing this exercise and given the number of agencies who are concurrently pursuing specialized initiatives and making recoveries for Government, it has become obvious that fundamental gaps still exist in ensuring that the recovered assets are accounted for, and managed in an accurate, transparent and logical manner,” he said.

    He went on: ”It was in realisation of this and due to our determination to ensure that in pursuing the anti-graft war, we do not create new room for dishonorable conduct by any individual or agency that I directed, earlier in the year, that all agencies should send in detailed reports of all their recovered assets as at March, 2017.

    “The decision to inaugurate this Audit Committee on the Recovery and Management of Stolen Assets within and outside Nigeria today is therefore the next step in ensuring that all returns filed by the various agencies are accurate and consistent with actual recoveries made.” he said

    It is expected that the committee will be above board and carry out a thorough job.

    The committee should also not hesitate to expose any fraud it may discover in the process of carrying out the assignment.

    The interest and development of Nigeria should be paramount in their hearts.

  • Apo-Wasa road project takes off

    Pursuant to his pledge to implement projects that would improve the living conditions of FCT residents, especially the rural dwellers, the Minster of the Federal Capital Territory, (FCT), Malam Muhammad Bello has flagged off the construction of the Apo-Wasa dual carriageway.

    The road, which is part of the Outer Southern Expressway (OSEX), would open up the Apo-Karshi Road, currently under construction, to the heart of the city.

    Addressing guests who gathered to witness the ceremony, the FCT Minister disclosed that the administration was considering other strategies for completing the other part of the expressway measuring 52km, ending at the Abuja-Lokoja highway.

    One of the strategies, Malam Bello revealed include a Public-Private-Partnership initiative with interested investors.

    On full scope development, this segment of OSEX would run through Wasa District and Kuje Town before ending up at Gwagwalada. It is hoped, that the road would open up this major part of the Territory for economic activities and estate development.

    To ensure speedy completion of the projects within a 12-month timespan, the two carriageways have been awarded to different construction companies namely M/S CGC, (Nig) Ltd – for Left-Hand-Side carriageway of 15km and Gilmor (Nig) Ltd – for Right-Hand-Side carriageway measuring 5km.  The contract sums for both roads are N6.17billion and N2.45billion respectively.

    The flag-off is symbolic of the next phase of the administration’s roadmap for infrastructural development and provision of social services in the satellite towns and rural communities as the Minister indicated recently while swearing-in the newly appointed Mandate Secretaries and political aides.

    The Executive Secretary, Federal Capital Development Authority (FCDA) Engr. Umar Gambo Jibrin, noted that the Outer Southern Expressway (OSEX) is one of the Regional Road Networks provides for in the Abuja Masterplan and provide access to the City Centre from the Southern axis of the FCT. It covers 73km, and runs from the Villa Roundabout at its intersection with the Outer Northern Expressway (ONEX) right on to Abuja-Lokoja Road at Gwagwalada.

    Jibrin disclosed that the OSEX stretch defines areas designated for the land-swap scheme. The project would also fast-track the relocation of Apo Traders and mechanics as well as open up Takushara settlement, location for a national heritage site identified as the first historical iron smelting place in West Africa by the renowned British archaeologist, Prof. Thurston Shaw.

    It could be recalled that the FCT Minister, upon assumption of office undertook to speed up the completion of the Karshi-Apo road which was planned to terminate in Wasa. This was intended to provide an alternative route to the city for commuters from Karu, Jikwoyi, Karshi and other contiguous communities.

  • Presidential humour

    JOKES, they say, are healthy but gradually, they are also becoming a veritable source of harmony and unity at the Presidency.

    While the relationship between some past number one and number two citizens of the country were mostly of stories of suspicion, distrust, in-fighting and power tussle, the current dispensation is completely different.

    President Muhammadu Buhari’s humour has marvelled Vice President Yemi Osinbajo in the past two and half years, and has become a source of great bonding between the two top Nigerian leaders.

    To Osinbajo, President Buhari is eminently qualified to feature in any Nollywood movie in the country if he shows any interest in home videos.

    Osinbajo could not hold back but to reveal to the public the new trend in governance at the seat of power in Abuja.

    The occasion was the public presentation last Thursday of the new book showing the mid-term scorecard of the President Muhammadu Buhari administration, titled  ‘Making Steady, Sustainable Progress for Nigeria’s Peace and Prosperity’

    Osinbajo revealed how the President’s humour has been boosting governance in the country.

    Eminent personalities, other guests and officials, including the President, at the occasion could not hold back rib-cracking laughter as Osinbajo recounted many instances of presidential humour.

    The Vice President started by telling the gathering that one of the great aspect of the administration that the book could not capture was the President’s humour.

    He said “This book is a book that contains a lot that has been achieved by the present administration, but I must say there is still a lot that has not been covered on account of the fact that this book was meant to have been presented in May but we thought we would wait until the President returned before presenting it.

    “Some things have not been included in the book and I might just supply some of that. One of such things, is the exemplary frugality, the honesty and humility, and sense of humour of Mr. President.”

    He recounted how the President did not consider him a worthy cause to invest half of his salary cut on when they decided to cut their salaries by half in 2015 when they came on board.

    He said “That frugality can sometimes be a problem, as you know, Mr. President decided that since government provides accommodation, food and transportation for the President and the Vice President, we didn’t need a full salary. Now how much is this salary by the way? It is public knowledge and I think it is N1, 750,000.00 or so, which is under N2 million.

    “He said he would take only half of his salary and so I had no choice but also to take half of my own salary. Unfortunately Mr. President turned down my request, to give the other half to a worthy cause – his Vice President. He didn’t consider me a more worthy cause to give half of his salary! The hall erupted in laughter.

    Osinbajo went on by saying : “In a country where politicians sometimes want to be as wealthy as Dangote, it is refreshing to have a President who most people won’t even dare to discuss any private benefit on a project let alone a bribe or a kick-back.

    “Nigeria’s major problem is corruption, it is the main reason for the depletion of our resources, such that we had no savings when oil prices fell, and we were losing over 1 billion barrels a day.

    “It was the prudence and honesty of the President that ensured that despite the economic downturn, we were able to support the States, spend N1.3trillion on capital expenditure, the largest in the history of the nation, and also to ensure we met all our other obligations, both foreign and local.”

    Osinbajo declared at the occasion that President Buhari’s unassuming personality and humility, is probably his greatest strength.

    “This is why he is never flattered, or carried away by praise or adulation. He has always said: “I don’t pretend to know all the answers. I am here to provide stability and leadership, to a generation, a group of people, determined to run this country honestly, to provide jobs and prosperity to the poor, and our huge youth population.”

    The Vice President also went ahead to recount the President’s jokes with him when he was still on medical vacation in the United Kingdom.

    He said, “I remember when he was on medical vacation, and I was speaking to him on the phone fairly regularly and giving him a rundown of what was going on, especially when he was on the first medical vacation.

    “He said to me, ‘don’t worry about telling me all that is happening, I rely on your judgment, keep doing your best, what if I drop dead? You would have to run it anyway.’

    “I had to say to him, that his dropping dead was not part of the plan.”

    The guests again cut him short with laughter.

    Osinbajo continued by saying “I think that his sense of humour, self-deprecating humour is one that very few people know about. As it has been said, he is a man of very few words.” he added

    Osinbajo went further to recall another joke by the President on a cartoon of himself in a newspaper.

    The Vice President said “I remember that very early in the administration, he directed my attention to a cartoon of him in one newspaper which showed him, sitting on a wheel chair in bandages, at the top of the cartoon, were the words: “you promised to hit the ground running” and then under it, it just stated:  ”you just hit the ground.”

    The hall again burst out laughing.

    Osinbajo went on after the guests’ interruption “I had a good laugh, but I think it is also an understanding that leadership, is not about self-adulation and self-aggrandizement. It is first of all, an understanding and humility, knowing that you have been picked from millions of people to lead the people because you are trusted to do so, not because you are thought of as a man with all the answers but because you are trusted to be able to lead others to achieve the results.”

    The Vice President again recalled another joke by the President on how the boost in farming in the country is now making more farmers to marry more wives.

    Osinbajo said “The other day, he was saying that if you paid attention to what is going on with farmers, and how well they are doing, he said one way of knowing is by recognising that they would do two things, especially farmers in the North. They would go to Hajj and marry more wives. Already, we can see the increase in the number of wives farmers are marrying.”

    The hall again erupted in laughter.

     

    The Boss in the saddle 

     

    The new Secretary to the Government of the Federation (SGF),  Boss Mustapha, was the centre of attraction prior to the commencement of the the Federal Executive Council (FEC) meeting last Wednesday.

    Even though he resumed duties as SGF about three weeks ago, last Wednesday was the first time he was attending the meeting at SGF.

    Many cabinet members, before Vice President, Yemi Osinbajo, arrived to chair the meeting, took turn to greet the new SGF, who preferred to be called ‘Boss’.

    The FEC members started approaching the SGF seat as the immediate past Acting SGF, Dr. Habiba Lawal, was briefing Boss on what to expect and do at the meeting.

    Those that welcomed Boss to the new assignment before the meeting started last Wednesday included the Minister of Information, Lai Mohammed, Minister of Sports, Simon Dalung, Head of Service of the Federation, Winifred Oyo-Ita.

    Others include Minister of State for Mines and Steel, Bwari, Minister of Power, Works and Housing, Babatunde Fashola and his Minister of State.

    Minister of Women Affairs, Aisha Alhassan and the Permanent Secretary of the State House, Jalil Arabi also exchanged pleasantry with the Boss.

    Photojournalists had a field day clicking away and taking shots as members of the cabinet took turns to welcome the new SGF.

     

  • ‘Over N73b paid to FCT contractors’

    Minister of the Federal Capital Territory (FCT), Malam Muhammad Bello has disclosed that over N73 billion has been paid to contractors handling various projects in Abuja.

    This, Bello said, includes 1508 indigenous contractors owed N100 million and below, with matured bills and for which provisions were made in the statutory budget.

    He disclosed this at a media briefing to mark his second year in office.

    Breaking down the expenses, the minister said: “The various payments made by the administration pursuant to our stated objectives testify to our commitment to bolster the FCT economy, create or save jobs and deliver on these projects. They include: Completed payments for the First Phase of the Railway Project to the tune of N17.04 Billion. We have paid the sum of N8.9b in the last quarter of 2016 and another N3.3b billion paid to over 503 other contractors with similar bills in the in the period under review.

    “From the fourth quarter of 2016 to the third quarter of 2017, the number of liabilities has come down. Pensioners’ outstanding arrears have been paid up-to-date with the release of N2.3 billion. This includes all forms of entitlements to retirees under the FCT Administration.

    “We have paid out the sum of N2.4 billion which form part of our obligation to on-going counterpart projects to JICA and other multilateral organisations.”

    On the health sector, the minister said the administration has remained alert to the threat of deceases like Monkey Pox, polio and other forms of epidemics.

    He said, “The administration has recorded the following milestones: Re-energized the drug revolving fund scheme with a total of N2.94 billion. Released over N350 Million towards the construction of the 220-bed Gwarimpa General Hospital almost abandoned some years back.

    “Commenced the operation of Karu General Hospital as well as the Zuba Cottage Hospital for skeletal services, by providing the needed staff and provisions of necessary furniture, drugs and dressings. Completion of 1.2MW solar power project in collaboration with the Japanese International Cooperation Agency (JICA), which has reduced the cost of energy and introduced an e-payment system in FCT Water board to stem revenue leakages.

    “Major achievements recorded in the education sector include: Establishment of 5 new Secondary Schools in Kwali, Jikwoyi, and Abaji, and other areas. Combined, these schools are catering for the educational needs of 5000 students. We have also established several primary schools to cope with growth in FCT demography.

    “Completed hostel blocks at Abuja University of Technology, Abaji as well as construction of clinic, provision of external works, access road, borehole, ground and overhead water tanks there.   We have constructed 221 classrooms, 22 blocks of 4 compartments toilets, 7 Science/intro-tech laboratories, 3 boreholes, an administrative block, a library, and a volleyball court in various primary, junior and senior secondary schools in the FCT.

    A governor recalls his motor park days

    On a day Benue State Governor Samuel Ortom was honoured alongside others, he held the audience spellbound detailing how he worked his way from being a motor park to driver and all the way to the government house, reports DELE ANOFI

    Everyone has their story. For Benue State Governor Samuel Ortom, life roughly began at a motor park. He has not forgotten that and always said it when the moment was right.

    He found that moment again at the Sheraton Hotel’s  Ladi Kwali hall, Abuja where he was rewarded for his humble beginnings and hard work that shot him to the top.

    The event was organised by the promoters of a television programme, True Nigerians, produced by Zaaki  Azzay. It recognises Nigerians whose lives are capable of impacting and inspiring younger generations.

    Apart from Ortom, two other governors, Tanko Almakura (Nasarawa), Ibrahim Dankwambo (Gombe) and Onyeka Onwenu were recognized and given awards on the night.

    Though, he was not the only recipient of the award, the video clip of the episode that featured Ortom became the major attraction of the night as the packed hall could not help but applauded every minute of the clip.

    The governor was shown at a motor park in Benue where it all began. At the park, he looked to be at home. The governor was said to have begun life as a park tout, then a bus conductor before becoming a driver. As a driver, destiny linked him up with a Christian leader, who was a prominent politician in the state as his driver. He narrated how that move later led to the continuation of his education home and abroad, then politics and eventually where he is today. After a little pep talk, the producer asked the governor to oblige Nigerians his prior professional acumen as a bus conductor while living a life in a motor park. He did, calling passengers into a bus and collecting fares from them, the hall erupted in appreciation of a former Minister that never forgot his beginning.

    In his acceptance speech, Ortom emphasised the virtues of being humble, determined, focused and God fearing.

    He said, “The message there is to appreciate the fact that no matter your little beginnings, greatness lies ahead of you, once you persevere, once you are determined to succeed and above all once you have faith in God. Heaven will be your limit; you can achieve anything as exemplified by the lives of those who are receiving this award tonight. This programme has inspired many as many have come to me after watching it that they received inspiration from what they saw. The programme has touched and still touching lives. It has inspired lots of Nigerians.

    “I need to state that for me, this is something that keeps reflecting on my life as I take on the responsibilities of leadership. God has so helped me, despite my humble beginning, God has been so helpful and this is what gets me humbled anytime I think about my beginning because many people you see in that video clip are still at that motor park. It could have  been me still there but why is it that God has chosen me to be where I am today after passing through other several leadership positions? So, each time I reflect on this I  become more humble and I have no reason to pride over any other human being because I could have been in that motor park up till today. For that, I appreciate God and I want to say that I’ll continue to acknowledge the mercy of God upon my life and I will continue to live with the fear of God which will translate to truthfulness, equity, fairness, humility, integrity, justice, selflessness, accountability and above all love to all.

    “Ordinarily I don’t go about receiving awards but this one is so touching to me because it inspires people, especially our younger generations. This award is dedicated to my mother who taught me to be dedicated, selfless and hard-working”.

    While Dankwambo was absent but represented at the event, Gov Almakura on his part urged Nigerians, especially the youth not to disregard or dump their cultural values. He also emphasised the fact that the future generations needed to have insights into the lives of Nigerians that have done well for themselves and made the country proud along the way. He said the little efforts made along the road by the recipient’s should be a motivation for the younger generation. Almakura appreciated the organisers for the recognition of his simplicity and attachment to his cultural roots, saying, “I feel too small but grateful to be considered for this recognition compared to the big ones that have received this award like former President Olusegun Obasanjo. Little efforts made along the years should be a motivation and these are the kind of examples our children should imbibe so that they don’t get lost in the attractions of today. The mindset of children today is to compete with their rich parents and they get lost in the process only to realise very late in life that it is impossible to retrace their steps. Children should not dump our tradition and their thoughts should not be elitist but down to earth. These are our core values and Nigerian should imbibe live and let live. This has always been my guiding principle and the reason for embarking on projects that appear simplistic but they ultimately affect the lives of the rural people in Nasarawa”.

  • Kuje Prison Road to be built soon

    The Federal Capital Territory Administration (FCTA) has awarded the popular Kuje Prison Road for construction.

    The road has been abandoned for years.

    Coordinator of FCTA, Satellite Towns Development Department, (STDD), Yamao Tanko, who disclosed this during his official visit to Kuje Area Council to monitor projects, said once the 2018 budget is passed the contractor will be mobilised to site.

    He also assured the council of adequate plans to assist in evacuating filth from Kuje.

    He said, “In Kuje I think it is only few roads now that need to undergo repair and construction.

    “The Kuje Prison Road has been awarded and the contractor will soon be on site. We are just waiting for the 2018 budget. Once our budget is passed, we will mobilise the contractor to move to site. “

    “I have been told of the challenges kuje is facing about the waste. But you can see the bin here provided by the STDD, but the problem we have been having is, we wanted partnering with the Kuje Area Council by providing the bin and our truck and the council will be fueling the trucks.

    “This agreement was initiated by the past administration and the administration was not able to meet up with the fueling of the trucks that will move the bin from here to the dumping site. The head of environment of the council has assured me that the present administration is ever ready to provide fuel for the truck to aid movement of the refuse to the dumping site.  When we get back to the office we will put all arrangements in place on how our trucks will be removing this filth.”

    The STDD boss also visited the palace of the Gomo of Kuje, Alh. Haruna Jubril and the Chairman of Kuje Area Council, Hon. Abdullahi Galadima to hint them of government projects in Kuje and how they are to be renovated or completed.

    Projects monitored by Tanko are rehabilitation of 6.5km Kuje- Gwagwalada (phase 1) road, provision of access road to Senate Staff Mass Housing, upgrading of 5km Senior Staff Quarter’s road network, and Kuje, among others.

  • Achieving rice self-sufficiency by 2018

    One of the promises of this administration which many Nigerians have held on to was that of making Nigeria self-sufficient in the local production of rice by the year 2018.

    The government, which was worried that Nigeria was fast becoming a dumping ground for different types of rice from various parts of the globe, was determined to change the tide.

    The Minister of Agriculture and Rural Development, Chief Audu Ogbeh in March, said “Nigerians have discovered that Nigerian rice is better than rice from Thailand and Vietnam, which are the largest producers of rice in the world.

    “We are in a rivalry with the two countries for now and we will soon overtake them in rice production and take over the market from them.

    “People in Thailand do not eat parboiled rice but white rice. So, all the parboiled rice they produce is exported to Nigeria. Nigeria is the biggest consumer of imported rice in the world.” he added

    The government then introduced various measures to encourage and boost local rice production while efforts were also made to check influx of foreign rice importation into the country.

    Apart from hoping to save foreign exchange for such rice importation, the government also planned to create jobs opportunities for Nigerian youth through such rice cultivation, packaging, storage, distribution and sales.

    The government, through the processes, specifically aimed to crash the price per bag of rice in the country.

    But few months to the 2018 target year for rice self-sufficiency in Nigeria, many factors are still working against its realization.

    Despite the fact that many Nigerians have gone back to farming including rice production, stopping rice smuggling into the country has remained a major challenge.

    While the product still easily find its way to the Nigerian market through the country’s porous borders, the price of the product has remained relatively high in the last two years.

    Ogbeh last Wednesday hinted that new measures will be taken to check influx of foreign rice into the country in order to achieve government target in rice production.

    He said “The other issue was the question of smuggling. In Mr. President’s speech to the National Assembly yesterday, he gave very strong warning about smugglers who bring in unauthorized commodities through the unauthorized borders into the country.

    “We have to deal with that because, while we are making a great deal of progress in our grains productions, smugglers are busy compromising the success we have achieved.

    “Between September 2015 and now, rice importation through the ports has dropped from 644,131, tones to 20,000 tones in September, this year.

    “This means that by the early part of next year, we can literally say, that we are closed to total self-sufficiency in rice.

    “On the other hand, to the west of Nigeria, rice importation has increased to 1.33 million tones. At the Republic of Benin, they don’t eat parboiled rice but the white rice. So, every grain of rice landing there is heading for Nigeria through illegal smuggling.

    “Some of it also come in through Niger Republic. These are issues we have to deal with because we are creating jobs through our local rice production. There are 12.2 million rice farmers in the country now.” he added

    On specific measures to tackle smuggling, he said “There is an MoU between Nigeria and Republic of Benin, entered into, when former President Obasanjo was in office, that we would work together not to compromise each other,s interest.

    “That MoU has not been implemented fully, so we are going to take it up. Already, the Vice President has been working with the Committee which he heads and he is working with the Minister of Finance, Comptroller General of the Nigeria Customs Service and also the Ministry of Agriculture.”

    Speaking on the price of locally produced rice, he said “I was in the largest mill in the country in Kano two days ago, they were selling rice for N15,000 for 50kg.

    “You know your country very well, there are middlemen who do all kinds of things and I told the millers to increase the number of their distributors because there is no point saying it is N15,000 in their factory when out there, somebody is hoarding.

    “The same thing happened to maize. Some people filled their warehouses with maize and shut the place so that the prices were so high that poultry farmers could not get access to maize in the market.

    “So, people went to import, crash the prices and they started complaining. There is no where rice is selling for N20,000.” he said

    It is hoped that the new moves will be successful as many Nigerians are anxiously waiting to experience and benefit from Nigeria’s self-sufficiency in rice production.

    They also want to see crashing of the prices of the various kilograms sacks of rice and more employment opportunities generated in the agricultural sector.

    Also, they want same treatment extended to other agricultural produce in the country in order to make living  more bearable.

    To many of them, that is the actual signal that will show that Nigeria has truly exited economic recession.

    For now, many are confused and found it difficult to reconcile how Nigeria could be out of economic recession with prices of goods and services still very high.

    Budget presentation 

    Not a few Nigerians were thrilled by the presentation of the 2018 Budget proposal by President Muhammadu Buhari to the joint session of the National Assembly last Tuesday.

    They were mainly thrilled by two things concerning the 2018 Budget proposal presentation.

    The first issue was how President Buhari stood at a stretch for about one hour and seventeen minutes reading the budget speech. For the President to have spent a better part of half of the year on medical vacation in London and the various reports on the social media on his ill health, it beat the imagination of some Nigerians who were shocked that a ‘sick’ man could stand for long.

    After standing for that long during the budget presentation, those in doubts concerning the President’s health before last Tuesday must have come to terms with the reality of the President’s fitness.

    While the President was receiving standing ovation from the lawmakers at the end of the budget presentation in the chamber, his supporters outside were glorifying God for His miracle in the President’s life.

    Others also could not help but attribute the President’s fitness as exhibited last Tuesday to his military training and background.

    The second issue that marvelled some Nigerians about the budget proposal presentation was the effort to return the budget cycle to January – December.

    Even though some Nigerians believed that the focus of the government should be on full implementation of the 2017 Budget as the year runs out, the government for the first time ensured that the 2018 Budget proposal was ready for presentation to the National Assembly by October 2017.

    In the past, budget proposal presentations were often done in December while they were usually passed by the National Assembly between February and May the following year thereby making full budget implementation between January and December difficult to attain.

    A governor recalls his motor park days

    On a day Benue State Governor Samuel Ortom was honoured alongside others, he held the audience spellbound detailing how he worked his way from being a motor park to driver and all the way to the government house, reports DELE ANOFI

    Everyone has their story. For Benue State Governor Samuel Ortom, life roughly began at a motor park. He has not forgotten that and always said it when the moment was right.

    He found that moment again at the Sheraton Hotel’s  Ladi Kwali hall, Abuja where he was rewarded for his humble beginnings and hard work that shot him to the top.

    The event was organised by the promoters of a television programme, True Nigerians, produced by Zaaki  Azzay. It recognises Nigerians whose lives are capable of impacting and inspiring younger generations.

    Apart from Ortom, two other governors, Tanko Almakura (Nasarawa), Ibrahim Dankwambo (Gombe) and Onyeka Onwenu were recognized and given awards on the night.

    Though, he was not the only recipient of the award, the video clip of the episode that featured Ortom became the major attraction of the night as the packed hall could not help but applauded every minute of the clip.

    The governor was shown at a motor park in Benue where it all began. At the park, he looked to be at home. The governor was said to have begun life as a park tout, then a bus conductor before becoming a driver. As a driver, destiny linked him up with a Christian leader, who was a prominent politician in the state as his driver. He narrated how that move later led to the continuation of his education home and abroad, then politics and eventually where he is today. After a little pep talk, the producer asked the governor to oblige Nigerians his prior professional acumen as a bus conductor while living a life in a motor park. He did, calling passengers into a bus and collecting fares from them, the hall erupted in appreciation of a former Minister that never forgot his beginning.

    In his acceptance speech, Ortom emphasised the virtues of being humble, determined, focused and God fearing.

    He said, “The message there is to appreciate the fact that no matter your little beginnings, greatness lies ahead of you, once you persevere, once you are determined to succeed and above all once you have faith in God. Heaven will be your limit; you can achieve anything as exemplified by the lives of those who are receiving this award tonight. This programme has inspired many as many have come to me after watching it that they received inspiration from what they saw. The programme has touched and still touching lives. It has inspired lots of Nigerians.

    “I need to state that for me, this is something that keeps reflecting on my life as I take on the responsibilities of leadership. God has so helped me, despite my humble beginning, God has been so helpful and this is what gets me humbled anytime I think about my beginning because many people you see in that video clip are still at that motor park. It could have  been me still there but why is it that God has chosen me to be where I am today after passing through other several leadership positions? So, each time I reflect on this I  become more humble and I have no reason to pride over any other human being because I could have been in that motor park up till today. For that, I appreciate God and I want to say that I’ll continue to acknowledge the mercy of God upon my life and I will continue to live with the fear of God which will translate to truthfulness, equity, fairness, humility, integrity, justice, selflessness, accountability and above all love to all.

    “Ordinarily I don’t go about receiving awards but this one is so touching to me because it inspires people, especially our younger generations. This award is dedicated to my mother who taught me to be dedicated, selfless and hard-working”.

    While Dankwambo was absent but represented at the event, Gov Almakura on his part urged Nigerians, especially the youth not to disregard or dump their cultural values. He also emphasised the fact that the future generations needed to have insights into the lives of Nigerians that have done well for themselves and made the country proud along the way. He said the little efforts made along the road by the recipient’s should be a motivation for the younger generation. Almakura appreciated the organisers for the recognition of his simplicity and attachment to his cultural roots, saying, “I feel too small but grateful to be considered for this recognition compared to the big ones that have received this award like former President Olusegun Obasanjo. Little efforts made along the years should be a motivation and these are the kind of examples our children should imbibe so that they don’t get lost in the attractions of today. The mindset of children today is to compete with their rich parents and they get lost in the process only to realise very late in life that it is impossible to retrace their steps. Children should not dump our tradition and their thoughts should not be elitist but down to earth. These are our core values and Nigerian should imbibe live and let live. This has always been my guiding principle and the reason for embarking on projects that appear simplistic but they ultimately affect the lives of the rural people in Nasarawa”.
