  • Kano: 45 CSOs ask EFCC to investigate, prosecute Kwankwaso

Kano: 45 CSOs ask EFCC to investigate, prosecute Kwankwaso

Forty-five Civil Society Organisations (CSOs) on the platform of Justice for All (JA) have written the Economic and Financial Crimes Commission (EFCC) to investigate the tenure of a former Kano Governor, Rabiu Musa Kwankwaso, with a view to prosecuting him if found wanting.

Kwankwaso, the current national leader of the New Nigeria Peoples Party (NNPP), governed Kano State from 1999 to 2003 and 2011 to 2015.

Justice for All (JA), in a letter to the EFCC, co-signed by Auwalu Ibrahim and Dr. Dave Ogbole as chairman and co-chairman, respectively, on behalf of the 45 CSOs, said its call became necessary to ensure that the resources of Kano State are accounted for given the unprecedented hardship that the people of the state are facing.

The letter explained that the EFCC investigation being demanded would help bridge the gap in ensuring that incidences of corruption under past administrations are investigated since the incumbent state government is covering the years after Kwankwaso’s tenures.

The petition reads: “Justice for All ( JA) is particularly demanding that the EFCC focuses attention on the management of local government allocation under Rabiu Musa Kwankwaso’s, internally generated revenue during his tenure and the utilisation of allocations from the Federation’s Account.

“In 2015 alone, the 44 Local Government Areas of the state received N107.29 billion in Federal Allocations but there is nothing on the ground that showed this amount was judiciously spent. The feelers in the state were that the council bosses at time remitted the money to the governor on his instructions.

“We are also seeking an investigation into the sales of Kano State Government’s assets especially the identities of those who bought the assets, the correct valuation of the assets as at the time of sale, confirmation that buyers paid for the assets, and how the proceeds from the sales of assets were spent.

“Our request for this investigation follows the discovery that the administration in question might have been involved in grand that allowed the resources of the state to be looted on a mind-boggling scale. We have cause to believe that Kwankwaso, his family members and associates might have illegally benefitted from this aberration.

“We have also noted that the state has not demonstrated a willingness to investigate the suspected corruption and theft of government resources by the past administration. The immediate past government of Abdullahi Ganduje failed to investigate Kwankwaso’s tenure(s) and the incumbent government of Governor Abba Yusuf has also not demonstrated a willingness to do so,” the group wrote in the letter.

JA urged the EFCC to do all that is necessary to make the Kwankwaso administration accountable for how Kano State’s resources were managed during the tenure similar to how it has gone after the immediate-past governor of Kogi State, Yahaya Bello.

It said, “Justice for All (JA), hereby gives the EFCC a 48 hours ultimatum to open investigations into the tenure(s) of former Governor of Kano State, Rabiu Musa Kwankwaso given the serious allegations of corruption that have been levelled against his administration.

“We see this as a unique opportunity for your Commission to redeem itself as a non-politicised entity that acts on citizens’ petitions to investigate cases of corruption as opposed to being the wrong impression that people hold of the organization as an attack dog that the federal government set on those it is opposed to.

“As a show of good faith, we expect the EFCC to immediately freeze all accounts linked to Kwankwaso and his family until he returns every single penny taken from the treasure of Kano state,” the group stated.

  • ANA to Wike: Reconsider your decision to close down ICC

ANA to Wike: Reconsider your decision to close down ICC

The Arewa New Agenda (ANA) has urged the Minister of the Federal Capital Territory (FCT), Nyesom Wike to reconsider his termination of the International Conference Center’s (ICC) management contract for renovation, citing concerns over due process and potential negative impacts on investment, tourism, and the economy.

ANA emphasized at a press briefing in Abuja on Wednesday that the abrupt revocation and the threat of closure could trigger a series of problems, especially since the center is booked for activities throughout the year.

ANA’s Deputy Chairman, Prof. Adamu Usman, dismissed the Minister’s reasons for the action as unsubstantial, pointing out that the Center’s managers, Integrated Facility Management Services Ltd (FMSL), had already transformed the facility into a flexible venue that can cater to clients’ specific needs.

Noting that due process was jettisoned by the Minister, Usman said, “As it stands today, the ICC is in its best form delivering first class and five-star services to its clients. To embark on a so-called renovation at this time is to engage in a wasteful exercise.

“If it is not broken, why mend it? We hasten to state that the ICC is managed by Integrated facility managers under a subsisting management contract with Abuja Investment Company Ltd, that has provisions on how the contract could be terminated. Without recourse to the management contract provisions on termination.

“These bookings of the ICC- are for the whole year ending December 2024. The threat of the Minister to close down the ICC has impacted negatively on these bookings which are third-party contracts with clients locally and internationally.

“The action of Minister Wike amounts to economic sabotage and should be so seen by his employer. It is worth noting that the facility managers of the ICC – Integrated Facility Management Services Ltd, has remolded the ICC to meet global standards.

“ANA has been engaged in the support and promotion of good policies and actions of the Tinubu Administration under the leadership of our convener, Sen. Ahmad Abubakar MoAllahyidi who incidentally is the MD of Integrated Facility Management Services Ltd (IFMSL) – the contracting firm managing the International Conference Center in Abuja.

“The FCT Minister cannot do what he is threatening to do because it is against the law, fair dealings and has no place in governance and service delivery”.

The group appealed to President Bola Tinubu to intervene and rein in the Minister’s actions, cautioning that his actions could undermine the ongoing efforts at reengineering, which the President has been steadfastly pursuing since taking office.

“The FCT Minister’s despotic and nepotic profiling of the north, going after the businesses and social interest of individuals and groups that are Bonafede APC members is unhelpful to the Tinubu administration and paints the picture of one undermining his master in a veiled effort to feather his political nest against 2027”, Usman noted.

He however revealed that ANA would explore legal recourse against the Minister if all attempts to resolve the issue cordially prove unsuccessful.

Defamation: Coalition threaten legal action against online media

A coalition of Civil Society Organizations (CSOs), has cautioned an online media platform to retract a defamatory story about a philanthropist or face potential legal action.

Ibrahim Dende Egungbohun, recognized for his philanthropy and as a licensed agent of the Nigerian Customs Service (NCS), according to the Coalition of Civil Society Organizations in Nigeria (CCSON), was unjustly accused of smuggling in an unsubstantiated publication by the online outlet.

The coalition expressed regret over the misuse of journalism by individuals who label themselves as “investigative journalists” without adhering to ethical standards.

According to Alvin Ahmed, the Executive Secretary of the Centre for Ethical Conduct, Orientation and Empowerment (CECOE) at a press briefing by over 15 CSOs on Tuesday in Abuja, the coalition believes that falsely accusing individuals in the guise of investigative journalism without proof can deter good deeds.

He said: “In the realm of community development and philanthropy, Alhaji Dende Egungbohun stands as a shining example of generosity and compassion.

“Through his foundation, the IBD Dende Foundation, and personal outreach efforts, it is no news that he has touched countless lives, providing welfare packages, donations to churches and mosques, and spearheading community infrastructure projects.

“From the construction of diverse basic social amenities to catering for medical bills, electrification projects, youth employment and empowerment, and school fees for the less fortunate in the society, to mention a few, Alhaji Dende’s commitment to uplifting and impact in society knows no bounds.

“Yet, despite his selfless contributions to society, Alhaji Dende finds himself the target of baseless accusations and malicious slander.

“For some months, certain individuals masquerading as investigative journalists have waged relentless campaigns of defamation, hurling unfounded allegations without a shred of evidence to support their claims.

“One incident cited as justification for these attacks involves over two years old interaction viral videos which involve Alhaji Dende mediating in altercations between some clearing agents and Customs officials while passing by the scene of the occurrence.

“Let us be unequivocal in seeking redress for the distasteful treatment as a Nigerian and certified agent is not only a fundamental right but a moral imperative.

“To suggest otherwise is to grossly misrepresent the facts and impugn the characters of upstanding citizens.

“It is also imperative to differentiate between smugglers and certified customs-licensed clearing and forwarding agents.

“Alhaji Dende falls squarely into the latter category. He is a law-abiding individual who operates within the confines of the law, upholding integrity and compliance with the provisions of the Constitution at every turn.

“Any insinuations to the contrary are not only baseless but a gross miscarriage of justice.

The coalition lamented that journalism was being tainted by personal agendas beyond informing, educating, entertaining and contributing positively to society, which the profession is traditionally admired and respected for.

Ahmed emphasized that unprofessional “investigative journalists” lacking integrity are detrimental to the field of journalism, undermining the efforts of professionals who prioritize truth, accuracy, and objectivity in their work, saying, “Perhaps most concerning of all is the damage inflicted upon the journalism profession with these baseless accusations.

“Journalism, at its core, is a noble pursuit – a bastion of truth, integrity, and accountability. Yet, the actions of the individuals behind this charade have brought shame upon our profession, tarnishing the reputations of journalists everywhere.

Read Also: Stakeholders call for coalition to tackle unintended pregnancy, unsafe abortion

“Therefore, let us be clear in our demand for apologies from the individuals responsible for these baseless accusations.

“If they fail to retract their publications and issue public apologies, we will have no choice but to pursue legal actions to protect Alhaji Dende’s reputation and integrity.

“If the society allows just anybody to wake up and begin to run down hardworking individuals for personal reasons, the country would end up discouraging such people and ultimately hand Nigeria over to charlatans and people of low moral capacity”.

  • Chibok girls: Parents knock Borno government, threaten legal action

Chibok girls: Parents knock Borno government, threaten legal action

…demand investigation of Chibok girls education fund

Parents of the 276 students of the Government Science Secondary School abducted from their hostels by Boko Haram insurgents in April 2024 have ordered the Borno state government to reverse and apologise for referring to some rescued girls as wives to repentant insurgents in an illegal cohabitation at a rehabilitation center in Maiduguri, Borno state or risk legal action.

The parents described the camping of the returnee abducted girls who were being rehabilitated in Maiduguri by the state government as a ‘second abduction’, saying neither the consent of the girls nor their parents’ was sought before while grouping with their abductors in a rehabilitation center.

The parents spoke under the aegis of the Kibaku (Chibok) Area Development Association (KADA) in Abuja at the 10th-year commemoration of the abduction of the girls, where they knocked the government of Borno state over its insensitivity to the plight of the girls, their parents and their community.

Since the abduction of the girls in 2014, 194 have been rescued while 82 are still missing and unaccounted for.

Within this time, according to the President of the association, Dauda Iliya, 48 parents have lost their lives mostly due to heart conditions while three parents were killed in subsequent Boko Haram attacks.

Iliya said the government of Prof. Babagana Zulum must provide answers to some pertinent questions regarding the treatment of the rescued girls and their parents.

He said: “Within this time also, as a community, we have faced series of attacks and have been victims of vitriolic campaigns aimed at dissuading us from pursuing the cause of our daughters and their welfare, coupled with broken promises from both the Federal Government of Nigeria and the Government of Borno State.

“Even our daughters that escaped within the last three years, until very recently, have been secretly kept in a so-called ‘transit camp’ in Maiduguri along with the Boko Haram terrorists.

“Following the persistence and insistence by some of the parents to see their returnee daughters, the government of Borno State under the leadership of Prof Zulum; the Kibaku community hereby seeks answers to the following questions from the BOSG as a matter of urgency.

“Under what guise and by what legal authority did the BOSG continue the illegal and obnoxious “marriages” between our returnee girls and the so-called “repentant terrorists”?

“Are the girls currently residing in Maiduguri housed with repentant Boko Haram members, or are they housed separately?

“Do the girls have the freedom to return to Chibok whenever they wish, or are there any restrictions on their movement?

“What is the rationale for keeping the girls in Maiduguri rather than allowing them to return to their families in Chibok or to any place of their choice for that matter?

“What activities and support systems are available to the girls while in Maiduguri?”

Given this, among others, besides the rebuttal and apology and a threat of legal action against the Borno state government for failure to comply, the parents demanded the specialised education fund for the Chibok girls domiciled at the Federal Ministry of Women Affairs should be investigated immediately.

In addition, they also demanded an investigation of other sources of funding for the girls’ scholarships without details and others because some of the girls are getting calls from abroad from families that are said to be their sponsors.

“We also want to know who these sponsors are for the Kibaku community to document and appreciate them appropriately.

“Urgent release of the rescued Chibok girls in the custody of Borno state government to their families and not to any terrorist that was in the first place their abductors. The girl’s consent and that of their parents/guardians were not sought before they were abducted, as such their consent must not be sought before delivering them to their parents and their communities

“Avail all our rescued daughters, at home and in school for any organization or group that wants to support them. Anyone that needs to talk to the media, where ever they are must be allowed access always without let or hindrance

“Immediate disclosure of all the names of the daughters reported to be dead as witnessed and established by their classmates and friends while in captivity.

“Two of the parents have since gotten the news of the passing of their daughters and have brought a closure on their own. The parents and the community leadership want this position taken immediately rather than the endless and hopeless waiting”, Iliya said.

The Bring Back Our Girls (BBOGs) movement described governemnts position as a ‘decade of shame’ also demanded that the Chibok Girls Parents Association should be the only recognized voice for the cause of the girls for transparency and accountability.

The group also backed KADA’s demand that the Government Science Secondary School, Chibok be converted into a Unity school with all the facilities provided for conducive academic activities.

Similarly, the BBOGs also said that the report of the Brig. Gen. Ibrahim Sabo (rtd) headed presidential committee on Chibok school girls be made public.

Former Minister of Education, Obiageli Ezekwesili asked of what use is the Panel and its report, 10 years after, if the findings and recommendations are not revealed and implemented.

She said the importance of the work of the panel cannot be over-emphasized considering that it took the Panel to make the government believe that the abduction was real.

The BBOGs said in line with world best practices, the Federal government should work on disclosure, accountability and closure of the Chibok girls’ issue.

“That’s what we demand”, Ezekwesili said.

  • Justice Ahmad Belgore: That compassionate lawyer in Kano

Justice Ahmad Belgore: That compassionate lawyer in Kano

    By Yushau A. Shuaib

He heartily observed the fast from the first to the last day of Ramadan. Throughout the 30 days, from 10 March to 9 April 2024, as was his tradition, Justice Ahmad Olanrewaju Belgore provided plenty of food and gift items to the poor and the needy and various families and groups.

On the last day of Ramadan, just a week before his 71st birthday, after breaking his fast, observing his night prayers and performing Zakat Fitr, the retired Justice of the Court of Appeal answered the call of Almighty God. He could not witness the Eid-Fitr, which was only hours away the following day.

His death shocked everyone. In various tributes, Justice Belgore has been described as a jurist par excellence, with sterling qualities and without blemish. He was ranked alongside Niki Tobi and Karibi Whyte for his deep knowledge of jurisprudence. Others described him as a bold and erudite judge with a keen sense of justice.

In his condolence message, the Emir of Ilorin, Alhaji Ibrahim Sulu-Gambari, a retired Justice of the Court of Appeal, said Belgore was one of the finest Justices who contributed in no small measure to the growth and development of the justice system, the judiciary and humanity in general.

Before his death, political and community leaders acknowledged and appreciated his sterling qualities, as evident during his 70th birthday last year, when Kwara State Governor AbdulRahman AbdulRazaq said the bench and other stakeholders in the justice sector would miss him for making the nation proud with his brilliance, industry, and sound character.

Also, in a tribute, renowned biographer and author of “Ilorin Emirate’s Frontliners”, Abubakar Sidiq Imam, wrote, “Apart from giving a good account of himself on the bench, Justice Belgore was also very helpful to many younger ones… offering quality assistances to many in the realm of job facilitation, career progression, counselling, and financial support.”

I had a memorable encounter with this legal luminary when he came to Kano as a humble, well-dressed, and jovial lawyer who always gave us small boys sweets and biscuits. So, when I read the tributes pouring in after his death, focusing only on his time on the bench, without any background to his practice at the bar, I wondered what the reason could be.

The now-late Justice Belgore came to Kano in the early 1980s after his National Youth Service Corps (NYSC) programme in the Niger State Ministry of Justice, where he also headed the Legal Aid Council and chaired the state’s Rents Tribunal.

Read Also; How governors usurp Ifa’s role in choice of traditional rulers

He was then a lawyer at the prestigious Majiyagbe Law Chamber, founded by Jonathan Babatunde Majiyagbe, the first practising lawyer in northern Nigeria to be elevated to the rank of Senior Advocate of Nigeria (SAN) in 1980 and former President of Rotary International.

Belgore and others used to attend a forum in Kano called “The Markazi”, which my father, Imam Abdulhameed Shuaib Agaka, hosted. There, they chatted and debated topical issues in Arabic. Some notable members of the advocacy forum included the present Imam Imale, Sheikh Abdullahi Abdulhameed; Imam Murtala Alaya; Dr. AbdulSalam Alabidun of Bayero University Kano (BUK); and Prof Abdulbaqi Shuaib of the University of Sokoto, among others.

Later, young scholars like Sheikh Habibullahi Adam Alilory of Markaz Agege, Professor Abubakar Aliagan of the University of Ilorin, Sheikh Adam Yahaya of Darul Hikma and Dr Aminullahi Gambari of BUK joined a similar interactive advocacy forum.

Resolutions from those interactions influenced Lawyer Belgore, Professor Oba Abdulraheem, Alhaji S. O. Aliyu and other influential figures in Kano in providing educational guidance and facilitating scholarships and job placements for people from the Ilorin Emirate.

Beyond being a modest, humble, and eloquent legal practitioner. Belgore motivated some of us to become lawyers due to his compassionate approach to the legal practice and his reluctance to pursue cases that could lead to hatred and enmity among litigants.

We were told he didn’t like to take briefs about divorce and issues that could cause him to worry or entertain concerns about fairness and equity. Justice Belgore once told us about a bitter experience when two lawyers representing a husband and a wife in a divorce case fought profusely in court. After the judge granted the dissolution of the marriage, with one of the couples not satisfied with the judgment and crying profusely, the two lawyers merely drove away in the same car, beaming with smiles, as if it was just another case to them, even though life had been fundamentally impacted negatively.

In June 1987, he set up his own chambers known as Messrs Ahmad O. Belgore & Co in Kano, where he provided free legal services to those with genuine cases but no finances to prosecute them. He was a compassionate lawyer who genuinely cared about his clients and ordinary people who came for his advice. He sensitively approached legal matters by empathising with his clients on their challenges.

Belgore adhered to high ethical standards by prioritising honesty, integrity, and transparency in his interactions. Beyond that, as our role model, he advised us on career choices and provided for our emotional, mental, and financial needs. Many students benefited from his support, more than scholarships offered in some official quarters.

It was in August 1990 that he became a judge of the Kwara State High Court of Justice. Coming from the Belgore family, most of whose members are either lawyers or jurists, his appointment to the bench was not a surprise to us. Other Belgores in the profession included a former Chief Justice of the Federation, a former Chief Justice of the Federal High Court, and Justices of the High Court at the state level.

As a justice of the Appeal Court, Belgore treated everyone with respect, remained unbiased, and was free from external influences. In cases in which negative insinuations were made through social media posts or where litigants attempted to question the integrity of his court or the panel of judges, he presided over, Justice Ahmed Belgore often recused himself and members of panels he led from such cases and advised the litigant to petition the Nigerian Judicial Council (NJC).

In one such instance, Belgore and his panel were vindicated in the end, as the NJC dismissed the allegations for lack of merit or evidence of misconduct. As a judge, he embodied qualities that went beyond legal expertise. Overall, he maintained patience, open-mindedness, and courtesy. Unsurprisingly, he often allowed a member of the usually three-member panel of the Court of Appeal to read the judgments of cases on his behalf.

Born on 18 April 1953, the late Justice Ahmad Belgore studied Law at Ahmadu Bello University and became a solicitor and advocate of the Supreme Court of Nigeria in 1979. Throughout his career, he held various roles, including Judge of the High Court of Kwara State, as mentioned, Justice of Appeal in the Republic of the Gambia, and Justice of the Court of Appeal of Nigeria.

Belgore served as Presiding Justice in different divisions of the Court of Appeal. He was a member of the Body of Benchers of Nigeria and later a Life Bencher. As mentioned, he retired on 18 April 2023 at 70 and died on 9 April 2024 at 71. May Almighty Allah grant him Aljannatul Firdaus.

According to a statement by the State Government, this collaboration is part of an existing memorandum of understanding between Taraba State and the city of Oulu in Finland.

The main crux of this venture is to collaborate on areas of mutual interests like Education and Mining. Taraba State is an official member of the Mining Finland group, a conglomerate of mining organisations in Finland whose aim is to access credible investors for responsible mining.

Taraba State has always been a vocal advocate of responsible mining within and outside the State. The Government stated that responsible mining in modern terms, refer to mining activities and operations where environmental preservation is paramount. The Government said that indegenes and residents will be actively engaged in all activities. The host communities and State will also get an equitable share of proceeds from their soil .

The team is also expected to visit the Taraba State University where it will be received by the Vice Chancellor, Professor Sunday Paul Bako. This is in furtherance of the conversation on collaboration initiated by the State Governor, His Excellency, Dr Agbu Kefas in Finland when he visited the University of Oulu Mining School in February this year.

Plans have also been concluded for this delegation to lead the Taraba State Solid Minerals Bureau to the European Union meeting to present the State as investment ready, this year. The Minister for Solid Minerals, Dele Alake will also be on ground to recieve the team. This comes at a time when Taraba State is making a strong case for proper licensing of her minerals and raw materials in Abuja.

Consulting firm to the State on Education and Mining, April Benjamin and Dawn Communications Limited also highlighted the relentless behind-the-scenes engagements in the quest to bring Taraba State to international reckoning. These efforts include the building and strengthening of relevant partnerships in key developmental and economic areas like mining.

The Governor restated his State’s commitment to ensure responsible mining and that obviously includes the need to continuously clamp down on illegal miners who surely end up killing people and endangering others.

Chief Executive Officer of April Benjamin and Dawn Communications Limited, the consulting firm to the Taraba State Government on Education, Mining and Special Grants Projects, Adiya Uri Ngozichukwuka said the visit is a culmination of numerous engagements which have been ongoing on for months.

“This visit by the Mining Finlad Team is to specifically foster a proper Mining policy operation and enforcement for the State while opening it up for the emergence of credible international investors. Taraba State is rich beyond measures in solid minerals and  indeed ready to take its pride of place as the right mining haven in Africa,” she stated.

  • It’s too early to threaten Nigerians with 2027 election, Hayab tells NEF

It’s too early to threaten Nigerians with 2027 election, Hayab tells NEF

Former Chairman of the Kaduna State chapter of the Christian Association of Nigeria (CAN), Rev. John Joseph Hayab, has told the Northern Elders Forum (NEF) that it is too early to threaten Nigerians with 2027 election.

In a statement yesterday, Hayab stated categorically that, “It is sad to read that some members of NEF are saying North will not vote for Tinubu in the next election in 2027.”

As a stakeholder, he said: “I find this call coming at the wrong time and lacking in good reasoning. The speed at which our naira is improving against dollars shows Tinubu is doing better than our almighty Buhari.”

He further explained that the speed at which Nigerians got the Kuriga school children from Kaduna  State back is a huge progress in handling insecurity compared to how innocent parents suffered when Bethel Baptist School children and others were kidnapped.

He, however, advised that, “NEF should instead seek ways to collaborate with this government to find solutions to insecurity, hunger, improved economy and making our currency add value for the overall progress and development of the country.

“Threatening the government with no vote in 2027 shows they may not have a good heart for the progress of the country but are only interested in what they will benefit.”

He challenged bodies  like NEF to use their  groups to support and challenge their leaders or government authorities to make the country great and a better place for all Nigerians.
