    Don, Sani, NAS proffer roadmap for girl-child education

    The Deputy Rector (Academics) of Kaduna Polytechnic, Dr Grace Jamila Bila-Jolaosho, the former Senator representing Kaduna Central in the 8th Senate, Senator Shehu Sani and the National Association of Seadogs, Pyrates Confraternity (NAS/PC) have proffered a roadmap to ensure education for the Girl- Child and children living with disability in Northern Nigeria.

    They all spoke at the 15th edition of the Ralph Opara Memorial Lecture with the theme: Quality Education for The Girl-Child and Children living with Disabilities in Northern Nigeria: Challenges and Way Forward organised by NAS/PC at Arew​a House.

    Dr Jolaosho while stressing the importance of education as a fundamental human right lamented that girls and children in Northern Nigeria face barriers such as education system, cultural practices, poverty, religious affiliations and negative social perceptions in accessing education.

    She pointed out that in some northern states, the gender inequality in education is greater against the girl-child with or without disability adding that children with disability are severely discriminated against.

    ‘’On the other hand, children and persons with disabilities suffer devaluation, discrimination and disconnection from family, community and society owing to misperception of their ability to study or perform any task meaningfully. As such most persons with disabilities are denied their human right to education so driven by circumstances to eke out being homeless as beggars, and vagrants. Similarly, the girl child suffers discrimination, early marriage, child labour, gender-based violence, gender stereotyping and teenage pregnancy,’’ Dr Jolaosho said.

    According to her, while 12 states in Northern Nigeria have domesticated Persons with Disabilities Law and a general level of compliance, challenges in accessing education still persists.

    Dr Jolaosho identified poverty and insecurity as other factors preventing children in Northern Nigeria from accessing education.

    ‘’Another challenge to quality education in contemporary Northern Nigeria is security, issues of banditry and kidnapping. Women and girls are the most affected in times of conflict and crisis being victims of horrendous acts of violence including rape, torture, human trafficking, and sex slavery. We are all familiar with the accounts of bandits and kidnappers capturing many girls from schools across the region with many still currently in their captivity.

    “This situation has discouraged parents in such vulnerable areas from sending their children to school. In some rural areas especially, the activities of bandits and kidnappers have crippled the educational system since the safety of the teachers and the students cannot be guaranteed. The situation is so bad that essential workers do not want to be posted to the rural areas to carry out their legitimate duties. The situation has further aggravated rural urban migration and the internal refugee situation because many parents and guardians have relocated to urban centers in a bid to escape the insecurity.’

    For the way forward, she recommended the hydra-headed monster of insecurity in Northern Nigeria and Nigeria as a whole must be tackled head-on, adding that the insecurity dimension of banditry and kidnapping are relatively recent developments in the region and if not arrested immediately, any investment in education, especially, as it affects the girl child and children with disabilities will remain a mirage.

    ‘’There is a need for continuous advocacy on the importance of availing the girl child and children with disabilities with quality education in Northern Nigeria. To this end, the media must take the lead in enlightenment of the public and creating more awareness against the militating challenges; beliefs and practices that encourage discrimination against inclusion of the girl-child and children with disabilities.’’

    Speaking, Senator Shehu Sani lamented that education had been neglected in Northern Nigeria and has triggered insecurity in the region.

    He bemoaned the fact that the failure to educate the nomads and the young children has been responsible for the series of insecurity in the region.

    Sani therefore recommended investment in education to ensure that Northern Nigeria comes out of its present crisis.

    The NAS Capoon, Mr Abiola Owoaje said NAS/PC was concerned about the state of education for the girl-child and children living with disabilities in Northern Nigeria which prompted it to feature it in the 15th education of the Ralph Opara Memorial Lecture.

    He described Opara as an outstanding Nigerian who joined Prof Wole Soyinka and five others to form the Pyrates Confraternity at the University College Ibadan which has sustained the social advocacy posture of speaking for the voiceless.

    Senate assures speedy passage of Agric extension bill

    The Senate has assured the speedy passage of agricultural extension services delivery revitalisation bill.

    Chairman of Senate Committee on Agriculture, Production Services and Rural Development, Sen. Saliu Mustapha, stated this in Abuja at a one-day technical session on the draft agricultural extension service delivery revitalisation bill organised by Women Farmers Advancement Network and country representatives (WOFAN-ICON2).

    Mustapha said the bill, which aims at ensuring effective implementation of a national agricultural extension policy and strategy sustainable agricultural extension service in the country, said it would promote human resource development, career progression, and professionalism in agricultural extension and encourage women and youth to actively participate and invest in agriculture.

    He said the legislation on the bill would improve the lives of farmers, especially in the rural areas.

    He reiterated the need to expand the scope of the technical committee by enriching the draft bill with other jurisdictions in order to have a wider application and stand the test of time.

    “With the advancement in technology and global development of agricultural extension service around the world, it is my expectation that the draft bill should as much as practicable incorporate digital agriculture essential service as it is done in other countries.

    “We’re also looking at opportunities because the most important thing is adding value and making sure it is practicable and works.

    “So, the most important thing is the value addition to make sure because for me we should start thinking of how agriculture should be a means of livelihood. With the insecurity we have in the country today, if agriculture is working the way it ought to, it will have reduced the problem by 70 to 80 percent of it,” Mustapha said.

    Also, the Founder, WOFAN-ICON2, Dr Salamatu Garba, said the bill will go a long way to increase food production in Nigeria and further reduce food will not be expensive anymore.

    She noted that the aim for pushing the bill was to grow the agricultural sector.

    “We’re pushing it from just a policy document to make sure that the Senate and the National Assembly understand and absorb it so that it can be translated into a bill and later may become an act. She said if the bill was passed, it meant that the federal government would have a particular percentage dedicated to agriculture, which is the backbone of the economy.

    “The agricultural extension system in Nigeria needs a lot of reawakening and this bill will help push the process forward, ” she said.

    The Chairman, WOFAN Technical Advisory Board on Policy Change and Advisory Services, Prof. Sani Miko, explained that the bill had a lot of offers for both the youths and women, which would open the horizon for the sector.

    Matawalle in Saudi Arabia for meeting of Defence Ministers, moves to tackle insecurity

    Minister of State for Defence Bello Matawalle has visited the Kingdom of Saudi Arabia to attend a conference of Ministers of Defence from Africa, Europe and Arab nations.

    The meeting expected to kick off on February 2 in Riyadh, the capital of Saudi Arabia, will see defence ministers from around the regions discussing strategies and issues relating to securing their respective areas.

    The Minister’s aide on new media, Yariman Ganuwa, made the visit known in a Facebook post.

    He noted the former Zamfara Governor will also take time out to perform the lesser hajj (Umrah)where he prayed for peace and success of Nigeria.

    The visit to the holy land is coming on the heels of his participation in a two-day roundtable on security in northern Nigeria organised by the Coalition of Northern Groups (CNG) in Abuja from

     January 24-25, 2024.

    Under the chairmanship of General Abdussalami Abubakar GCFR (Rtd), the roundtable brought together key figures to address the persistent issue of insecurity in Northern Nigeria, and the rest of the country at large.

    Notable attendees included His Eminence, the Sultan of Sokoto, Dr. Sa’adu Abubakar; Executive Governors from Gombe, Kaduna, Zamfara, Katsina, Bauchi, and Nasarawa and the Minister of Defence, Mohammed Badaru Abubakar.

    Others at the event were Chief of Defence Staff, General C.G Musa; former Senate President Dr. Bukola Saraki, and the former Governor of Katsina State, Aminu Bello Masari among other notable figures from various sectors.

    Since assumption of office as Minister of State for  Defence, Matawalle has shown a marked departure from the usual order of business, although the insecurity situation in the country is proving to be a very hard nut to crack.

    In a departure from previous administrations, Matawalle ordered an investigation into allegation of wrongdoing by a serving Chief of Naval Staff, who had been accused of using his office to carry out corrupt practices.

    Matawelle was responding to a news report, alleging the Naval Chief’s involvement in facilitating an unorganised bunkering of Nigerian crude and a multimillion-naira contract-splitting fraud.

    The online report had alleged that Chief of Naval Staff, Vice Admiral Emmanuel Ogalla, was involved in oil theft and accusing him of releasing several oil tankers impounded for transporting stolen crude oil off Nigerian shores after receiving kickbacks in millions of dollars.

    It added that preliminary investigations estimated that Ogalla, who was appointed by the President on June 19, 2023, had accepted over $170m in bribes in the past six months.

    The online media platform noted that the log records and videos it reviewed showed several instances between September 2023 and January 2024 when the Nigerian Navy dispatched gunboats of personnel to supervise the loading of stolen crude on at least four vessels.

    Following the claims, a coalition of Concerned Nigerians petitioned President Bola Tinubu to investigate the allegations of large-scale corruption against the CONS, Vice Admiral Ogalla.

    But the Navy authorities dismissed the allegations as false. Spokesman for the Navy, Rear Admiral A.O. Ayo-Vaughan, said the allegations were untenable, baseless, untrue and sponsored by oil thieves and disgruntled elements.

    In response, Matawalle who stated that President Bola Tinubu had zero tolerance for corruption in the public service, pledged that the allegations would be investigated.

    Director, Information, Press and Public Relations of the Defence Ministry, Mr Henshaw Ogubike, quoted Matawalle as saying “though these allegations might be mischievous, the Ministry of Defence is committed to upholding the highest standards of integrity and accountability within the Nigerian Armed Forces.

    “The allegations leveled against Vice Admiral Emmanuel Ogalla are serious.”

    Matawalle said a probe was imperative with a view to ascertaining the truth, adding: “accusations of this nature can have far-reaching consequences on the reputation of individuals and institutions, and thus, it is crucial to avoid premature judgments.

    “It is our collective responsibility to maintain the trust and confidence of the Nigerian people in the institutions that safeguard our nation’s security.

    “We call for patience as the investigative process unfolds and trust that justice will be served in accordance with the rule of law.”

    Zamfara okays payment of gratuities for teachers, local govt workers

    Zamfara State Governor Dauda Lawal has approved the payment of over N4 billion outstanding gratuities for Local Government workers and primary school teachers.

    The Permanent Secretary, Ministry for Local Government and Chieftaincy Affairs, Alhaji Abubakar Chika, said this in an interview with newsmen in Gusau after defending the 2024 budget proposal for the 14 Local Government Areas (LGAs) at the House of Assembly.

    Chika said that the state government had already set up committees for the verification of local government workers and retired primary school teachers from 2012 to date.

    “The committee has already commenced the verification, very soon we will commence the payment.

    “Possibly by tommorow, Friday, or next week Monday we will begin the payment of verified beneficiaries.

    “Since inception, the present administration under Gov. Lawal has been making arrangements to increase the salary of local government workers and primary teachers in the state,” Chika said.

    Earlier, the Chairman, House Committee on Local Government and Chieftaincy Affairs, Alhaji Hamisu Faru, commended the 14 LGAs for their compliance with the assembly’s rules and regulations during the exercise.

    Faru urged the council chairmen to intensify efforts to improve the Internally Generated Revenue (IGR) of their councils.

    “Each of the 14 LGAs must initiate ways to enhance their IGR to enable government to execute development projects, especially in rural communities.

    “The seventh assembly in the state is committed to ensuring better revenue generation and remittance and since our inception we have reviewed laws in line with the modern system of revenue generation.

    “This exercise is part of the assembly’s efforts to enhance IGR of the state, in line with the governor’s rescue mission’s policies and programmes,” Faru said.

    Idris inaugurates construction of N2.99b motor park

    Kebbi State Governor Nasir Idris has inaugurated the construction, rehabilitation and modernisation of Birnin Kebbi Motor Park, expected to gulp N2.99 billion.

    Speaking shortly after kick-starting the project in Birnin Kebbi yesterday, the governor said the project was in fulfilment of one of his campaign promises.

    The governor, who was represented by the Secretary to the State Government (SSG), Alhaji Yakubu Bala-Tafida, said the project was meant to give the state capital a befitting outlook through modernisation and rehabilitation of existing structures.

    He urged the beneficiaries to use the facility judiciously to improve their business, insisting “the more the project is protected, the longer the period it will serve the beneficiaries “.

    Commissioner for Works, Alhaji Umar Faruk-Muslim, recalled that the motor park was constructed 25 years ago, and had been allowed to deteriorate due to negligence by successive administrations in the state.

    According him, the specification of the contract includes redesign, reconstruction and modernisation to a befitting motor park, to accommodate commercial transit businesses.

    Faruk-Muslim advised the beneficiaries to do everything possible to safeguard the project from vandalism, to enable it to stand the test of time.

    The Chairman, Kebbi chapter of Nigerian Union of Road Transport Workers (NURTW), Alahaji Atiku Mai-mai-Gwandu, expressed appreciation to Gov. Idtis and pledged to extend the necessary support for the government.

    Mai- mai-Gwandu appealed to members of the union to ensure proper utilisation of the motor park when completed, to ease their jobs, boost their revenue base and enhance the internally generated revenue of the state.

    The News Agency of Nigeria (NAN) reports that the project is expected to be completed in 18 months.

    The Palestinian Ambassador to Nigeria, Abdullah Abu Shawesh, has said that the Israeli government used to “kill Palestinians for fun.”

    Shawesh said this during a media briefing in Lagos.

    Palestinians used to be killed for fun. This is shocking. Yes, it is very shocking, but there are lots of evidences. They used to kill us in the daylight before the cameras and no one queried them and they did not investigate,” he said.

    The envoy called on the African Union and other International communities to launch and independent investigation into the matter regarding Israel and Palestine in the Gaza dispute.

    According to him, more than 30,000 innocent Palestinians have been killed since the war started while many more were missing and others jailed.

    He alleged that the Israelis have been killing the Palestinians for a long time.

    According to him, “on October 6 last year, the Israeli military excavation killed six Palestinians. Since October 7, 2023, till today, approximately 30,000 Palestinian have been killed, while over 7,000 of them are still missing. A lot of the Palestinian bodies in Gaza were already decomposed in the streets. Can you imagine decomposed bodies in the streets? A lot of collective cemeteries are filled”.

    He denied the Isrealis allegation that their families were burnt alive and that babies were beheaded.

    “This is completely not true. There is no evidence that there is any single baby beheaded or killed, or any baby had been killed before his family or the family that killed before their baby,” he said.

    He reiterated call for an investigation by independent bodies, urging the African Union (AU) to partake in the investigation.

    He said: “We need an international independent inquiry commission to come and investigate what happened on October 7. This is very important because everyone will give his claims, but who is going to say this is true or not true?

    “Then, anyone who committed any war crime should be held accountable. Again, I call on the International Criminal Court and the International Court of Justice. This is very important to put an end to all of these claims.

    “We need an international investigation, independent community to be established by the Human Rights Council and the EU. We also need the African Union to be part of this investigation.

    “In Africa, we share a common history. We have a shared future. It’s our interest, collective interest, to make sure that international law is implemented.

    “We have lost more than 30,000 Palestinians. Gaza is nearly completely leveled. When I say completely leveled, I mean tens of thousands of housing units have completely become rotten. You cannot go back to them at all. Tens of thousands of the homes are still heavily heated. So, it will take a lot of time for reconstruction and rehabilitation. The universities are completely leveled just for fun,” he said.

    He expressed displeasure that the United State is supplying arms and ammunition to Israel, while it refuses to call for a ceasefire.

    “The United States of America and Israel till today, are denying our right of self-determination which is the basic right for every single person all around the world

     “We are losing people everyday. We are losing many of our children. Just yesterday, approximately 200 Palestinian were killed.

    “So what we need now is a call for complete and immediate ceasefire. We also need an Investigation Commission to come to investigate what happened on October 6, before October 7, and what happened after October 7 till today. It’s very important,” he said.

    According to him, humanitarian aid should come to Gaza.

    “Even the water in Gaza today is completely destroyed. So, we used to boil it to make sure that we could drink it, before it became a health issue,” he said.

    Kano State Governor Abba Yusuf has assured the Independent Corrupt Practices and Other Related Offences Commission (ICPC) of maximum cooperation in the fight against corruption in the state.

    The ICPC Spokesperson, Mrs Azuka Ogugua,  said this in a statement in Abuja, yesterday.

    Ogugua explained that the governor gave the assurance when the management of the Commission, led by its ICPC Chairman, Dr Musa  Aliyu (SAN), visited him in Kano.

    She said the governor was represented by his Deputy  Aminu Gwarzo.

    The governor expressed delight with the visit and commended the appointment of the ICPC boss by President Bola Tinubu as a testament to his pedigree and undiluted commitment to the Nigerian project.

    He commended the government for putting mechanisms such as ICPC and EFCC in place, noting that the agencies would help curb impunity in the system.

    “It may interest the ICPC management to know that my administration’s zero tolerance on corruption and related tendencies remain sacrosanct.

    “Thus in ensuring the successful implementation of this government’s anti-corruption policies, I prioritised a preventive approach without compromising the existing curative mechanisms in the state’s Public Complaints and Anti-Corruption Commission (PCACC),” he said.

    Earlier, the ICPC chairman thanked the governor for granting the commission audience, explaining that the ICPC had held a management retreat in the state, and it was only proper to pay courtesy on the governor.

    He recalled the previous partnership of the ICPC with the Kano State PCACC in the areas of training, calling for a continued partnership with the agency in the fight against corruption.

    Alliance for Reformation and Development (ARD), a group based in Kano State, has urged President Bola Ahmed Tinubu not to be distracted by the antics of Sen. Ali  Ndume on  the relocation of some agencies and departments of the Federal Government to Lagos State.

    A statement by the group’s spokesperson, Usman Mohammed, noted Ndume’s  real intentions were more political for  selfish interests rather than the collective interest of the north he purportedly was   fighting for.

    The group said the Federal Government, under the leadership of  Tinubu has the right to relocate any department or agency of government for effective service delivery to any part of the country.

    It described  the President as a federalist and quality service-oriented person who prioritises effectiveness and efficiency in service delivery with results to show above ethnic considerations.

    It said: “We condemn without reservation the recent outburst of Senator Ali Ndume over the relocation of some agencies and departments of the Federal Government to Lagos State.

    “As we have expressed it elsewhere, the Federal Government, under the leadership of President Bola Tinubu, has the right to relocate any department or agency of government for effective service delivery to any part of the country.

    “For Ndume and his ilk, any action of government must be guided by primordial considerations that have stalled the progress and development of the country for decades rather than national interest.

    “We wonder why Senator Ndume did not raise any such alarm when former President Muhammadu Buhari intentionally established and sited in his home state – Katsina – about 21 federal agencies during his eight-year reign, even to the chagrin of other states in the north that hardly benefitted anything tangible from the Buhari administration.

    “We implore the general public to ignore Ndume, a known habitual alarmist and a serial ethnic chauvinist, who likes to raise unnecessary dust where none exists just to put a wedge between the north and south.”

    The management therefore appealed to media to give accurate account of the business environment of the state to the global community in a way to attract and not to scare away tourists and investors.

    The management also applauded the government of Gov Caleb Mutfwang for putting in place necessary security measure that guaranteed business-friendly climate in the state.

    He said: “Aiyedatiwa remains the best for the state. In Aiyedatiwa, we have an astute politician who understands the theatrics of modern politics and the application.

    “I want to appeal to all Ondo State  sons and daughters to support Lucky Aiyedatiwa’s project and work assiduously for the success of our great party, the APC , during the election. Of course, we are in election season and the moment for unscrupulous politicians to throw brickbats and engage in callous mudslinging to tarnish formidable honour and unassailable integrity that took years to build.

    “I urge all our party members  in the state to rally support for the Governor to emerge as the flagbearer of our party, come November this year.

    “He has the capacity, intellect and above all ,he has been tested and we trust him to make Ondo a place of pride”, Akinola said
