    ANAMBRA State Lands Commissioner, Bonaventure Enemali has commended the GSS Group for aligning with the ‘Think home’ philosophy of the Governor Willie Obiano administration.

    Enemali, who stated during the flag-off of the allocation of plots in Dubai Estate in Awka, the state capital, said he was elated by the 30 hectare-land estate with its prospective features, describing it as exceptional.

    He stressed that the firm was committed to delivering quality and affordable accommodation to the people of the state, urging residents to maximise the opportunity offered by the facility to acquire properties in the estate.

    He said: “I must commend the innovative acumen of the GSS Group Chairman, Chukwudi Ezenwa. He’s indeed one of the best realtors in the state.

    “We’ll give the group the necessary support having shown committed to bringing quality and affordable living to Ndi Anambra.”

    ‘How reviewed LUC will drive real estate’

    On August 5, 2020, the Lagos State Government reviewed its Land Use Charge (LUC) rates downwards to the pre-2018 rates via a new Land Use Charge Law. Penalties for non-compliance in 2017, 2018 and 2019 were waived. However, the method of valuation of property for LUC (as introduced in 2018) remains unchanged. Okwy Iroegbu-Chikezie writes that the development will deepen real estate deals.

     

    THE Land Use Charge (LUC) is a  charge imposed on property owners in Lagos State. It is governed by the Land Use Charge Law of Lagos State (LUCL).

    The LUCL was first introduced in 2001 and  was replaced by a subsequent LUCL that was enacted on February 8, 2018, with an upward review of the LUC rates as well as a change in the method of valuation of properties which increased the LUC paid by property owners.

    The upward review led to disquiet and rumblings from sectoral operators, but thankfully the administration saw the wisdom in quickly reversing it.

    The re-enactment was met with resistance from affected stakeholders mainly due to the increased rates.  In view of this, the state government announced that it has introduced LUC reforms via an LUC law of 2020, which seeks to address the concerns of Lagos residents and reduce the financial burden on residents as it relates to the LUC.

    The key points in the new Lagos 2020 LUC can be categorised into four key points, namely that the property owned, occupied by anyone older than 60 are exempted from paying the LUC. All property owned and occupied by pensioners are exempted from paying the LUC. This include retirees from private and public institutions in the state or any person that has attained 60 and has ceased to be active in any activity or business for remuneration.

    Other changes include the introduction of a 10 per cent and 20 per cent special relief for vacant properties and open empty land; waiver of penalties for LUC payment default for 2017, 2018 and 2019; reduction in the period of triggering right of enforcement of payment of LUC from three default notices to two.

    Also, it includes profit-oriented cemeteries and burial grounds and libraries in the payment of LUC; re-introduction of a 15 per cent early payment discount and an additional 10 per cent COVID-19 incentive for early payments and a further reduction in percentage increase in penalties for default in LUC payments as follows.

    Chairman Nigeria Institution of Estate Surveyors & Valuers (NIESV), Lagos State Chairman, Adedotun Bamigbola, in an interview with The Nation, hailed the downward review of the LUC rates. He noted that it would address concerns expressed by residents and reduce the financial burden caused by LUC, especially during the pandemic.

    He, however, raised concerns that the commencement period of the new rates and the timeline of the application of incentives such as the 10 percent COVID-19 early payment incentive is not clearly stated. He harped on the need for the government to  clarify these.

    He advised that based on the foregoing, affected persons should consult their financial/tax advisors on the impact of the changes on their LUC’s obligations and how they could take advantage of the reduced rates and the early payment incentives.

    He pledged that NIESV will continue to monitor updates in this regard and highlight any subsequent development to the public. He said: “NIESV needs to get to the numbers and see the impact it would create. As operators in the sector we are in a better position to access the impact and enlighten the public the more. We are, however, are of the view that it would impact positively in the sector by deepening activities. Those who hitherto refused to act because of the arbitrary increase before will begin to initiate conversations and initiate transactions.’’

    Also, Roberts Nlewedum,  a developer, believes the reduction will deepen the real estate sector because more people would be encouraged to pay and more transactions and deals sealed. He, however, added that it is not clear as to what the details are, as, according to him, arbitrary calculations might discourage those who, otherwise, would have loved to pay their LUC.

    He cautioned the government to manage the delicate balance of wanting more money in her kitty to allowing the process to work well.

    “I will advise the state government to work on getting more people into the tax net while providing commensurate and competitive infrastructure and services that will convince the people that government is putting back into the society and improving their lives.

    An estate surveyor & valuer, Ismail Taofeek, said though he did not agree that the reduced LUC charges would stimulate the sector and help eliminate multiple taxation, he argued that the government had a lot to gain if it makes smooth the process.

    He urged the government to release essential information needed by operators to people to pay.

    NIGERIAN Society of Engineers (NSE)  President Babagana Muhammed has  called on the government to initiate and pursue policies that will help in industrialising the country.

    He said the nation never lacked industrial policies, what was absent was the political will, continuity, and enthusiasm of the administrative class, which resulted in the abandonment of most policies.

    Muhammed stated this on the sidelines of an event held by the  Apapa Branch of the society.

    He stressed that weak legislation, judiciary and government policies have made the world leave Nigeria behind in terms of industrialisation.

    According to him, many people are not interested in doing business with Nigeria as a result of its weak legislation.

    Investors, he said, could not come into a country where laws could not protect their investments.

    Managing Director, Kresta Laurel Limited, Dideolu Falobi, who spoke on the theme: “Industrialise Nigeria: Now or never”, highlighted the critical role of industrialisation to the economic development.

    Lamenting the effect of Nigeria’s 60 years over-dependence on oil, Falobi urged engineers to take an active role in setting -up industries in the country.

    He lamented that the country is suffering from all sorts of maladies because of a lack of industrialisation.

    He urged President Muhammadu Buhari to declare a state of emergency in the sector to protect industries while new ones should be established to save the nation from the recession, hunger, crime, and other negative effects.

    The Lagos State Physical Planning Permit Authority (LASPPPA) has held a two-day Road Show and Public Sensitisation  in Alimosho, Ikorodu and Agege local government areas.

    The General Manager (GM) LASPPPA Funmi Osifuye said: “The Road Show, as part of the overall publicity and advocacy campaign of LASPPPA, is aimed at making voluntary compliance a norm among the building publics and stakeholders while also further registering the importance of having communities that are orderly and strategically planned to ensure safety of lives and property.”

    Assuring that the campaign would be extended to other local governments, the GM said LASPPPA monitoring and enforcement team has been reenergised.

    “It is our belief that the implementation of this campaign will help ensure the targeted messages on LASPPPA activities, mandates and renewed enforcement drive permeates the public domain more effectively. We are committed to the drive to ensure that citizens become aware that they can effortlessly process and obtain valid planning permit, without recourse to third party or quacks,” Osifuye said.

    He noted that through the campaign, citizens, property owners, builders and developers would be educated on the requirements to obtain valid planning permit.

    The GM added that the campaign was also intended to expand the feedback mechanism and grievance redress channel that could be explored by the public in registering their dissatisfaction with process of obtaining a planning permit or a breach of physical planning laws.

    “The expanded feedback mechanism and grievance redress channel will assist us in effectively monitoring operations at our district town planning offices,” Osifuye stated.

    He noted that improved compliance with physical planning regulations would help reduce and possibly halt the spate of collapsed building and distressed structures in Lagos with attendants’ protection of lives and properties.

    To ckeck brain drain, the National Association of Resident Doctors (NARD) has embarked on a 4,000-housing scheme for its members.

    Its National President, Dr Uyilawa Okhuaibesuyi, who make this known at the project’s groundbreaking in Isiagu layout, Awka, the Anambra State capital.

    He said the scheme was in partnership with the Federal Mortgage Bank of Nigeria (FMBN) and Daniel-Bob Nigeria Limited, an estate development company.

    He regretted that lack of accommodation had remained a major challenge of members, stressing that improvement of workers working conditions was not just about salary increment but ensuring their basic needs were met.

    He said: “There is high rate of brain drain among Nigerian doctors and we worried about that, so this scheme which has to do with accessing the National Housing Fund through FMBN is aimed addressing the housing challenge of health sector workers.

    “The dream of this leadership is to improve the welfare of members and check brain drain. For the first phase we are targeting those who have indicated interest in the six zones of Nigeria.

    “We have a competent developer, Daniel-Bob Limited, who will help us to achieve this because he has done similar project which are veritable.”

    Chairman of NARD’s Housing Committee, Dr Collins Iyelobu said the body planned replicating the success at Federal Medical Centre (FMC) Jabi where a similar scheme was used to secure houses for 65 staff members.

    He said about 525 members would benefit from the estate in state, adding that the second phase would start in the second quarter of next year.

    Assuring that all the 16, 000 doctors in the association would be taken care of as they key-into the scheme, Iyelobu expressed confidence that the project would be delivered as scheduled.

    “We have about 1,800 doctors in the south east and that constitute a large chunk of our membership, so that is why we decided to kick it off here,” he said.

    Managing Director, Daniel-Bob Limited, Chief Daniel Orji described the event as a milestone in the partnership and the beginning of better things to come the way of doctors across the country.

    He assured that the estate would be equipped with basic facilities upon completion, including good access and internal roads, water supply, police post, creche and schools as well as medical post.

    The Permanent Secretary (PS), Lagos State Lands Bureau, Mr. Bode Agoro, has explained why the state government is automating its land administration.

    Speaking at a stakeholders’ meeting  in Ikeja, the state capital, he said it entailed the scanning of the Certificate of Occupancy (Cof O) and other title documents at the Land Registry so that title searches and True Copied could be done electronically.

    He said: “It is the most salient and revolutionary project that has ever been embarked upon at the Lands Bureau and we are excited about it . We want to leverage the work done in the past and remodel land administration, infrastructure and architecture. The Integrated Land Administration Automation System provides for a fully integrated end­to-end land administration platform for a sustainable and automated land administration environment, effectively reducing silos of information that exists across Ministries, Departments & Agencies (MDA’s) and thereby streamlining the entire workflow process. The idea is to change the manual system, which is no longer in tune with current realities…”

    According to the Lands Bureau PS, the Integrated Land Administration Automation System is a suite of technology modules that can conduct rapid inventory of land records, automate and manage land records, create and maintain integrated geographic data and accurately value any property.

    Agoro also explained that the system will bring about content-sharing which enables different MDAs to work on the same data sources besides bringing data security which eliminates unauthroised activity it also brings about reporting which enables government officials to make better and smatter decisions.

    He, however, lamented that out of the 1,800 C of Os signed between January2020 and  this month, only 500 of them has been collected by the owners leaving 1,300 uncollected.

    He said in most cases subscribers raise unfunded and malicious rumors and accusations against agencies of government with no iota of truth. While some stakeholders voted for the publication of the allocations and Cof Os on national dailies others objected to it citing instances where unscrupulous members of the public or relations will go and claim the said property with doctored papers.

    He recalled that former Governor Raji Fashola in 2014 instituted the Electronic Certificate of Occupancy Project  out of the need to curtail some identified risks, such as forgery, counterfeiting, cloning and delays.

    Others are to ensure that the state Land Certificate of Occupancy in circulation are genuine and verifiable to increase public and investors’confidence while encouraging a larger pool of registration of title which can be used as collateral, enhance economic growth and give life to dead assets.

    He further stated that from the inception of Governor Babajide Sanwo-Olu,the government came up with the Integrated Land Administration  Automation System that is aimed at  significantly transforming the processing and procedures for obtaining title documents.

    A lawyer, Adeyinka Oyediran canvassed effective communication by government and her agencies so that those in Diaspora can read it up and come and collect there’s. Kunle Adeleke also supported this for people to be aware when their papers are ready with government.

    Tunde Muyideen objected to publicising the document, noting that it is a private document and must not be shared with others.  He said some people live private lives and might not like the exposure and interest their owing a property might generate.

    Director of Land Services, Mrs. Joy Awe, called for cooperation from stakeholders to achieve the vision.

    Registrar of Titles, Tokunbo Alli-Balogun said her office is very sensitive as it is saddled with keeping an up-to-date record of all land transactions in the state.

    She added that it is the   agency of government that is statutorily empowered to store registered documents relating to land  by virtue of land instrument and registration law, CAP L8 (Laws of Lagos State 2003)

    Executive Secretary, Land Use and Allocation Committee, Ololade Ajetunmobi, said their job include the creation and management of residential and industrial schemes, renewal and extension of leases, processing Deemed Grant Consent, dispute resolution on land matters and the regualarisation of Federal Government leases.

    The coronavirus pandemic further exposed the fault lines of the building and construction sector. Okwy Iroegbu-Chikezie reports that poor infrastructure, funding, regulation and compliance remain major challenges for the sector

     

    Many households do not have sufficient access to soap and water for handwashing, a survey by the National Bureau of Statistics (NBS) has found. Washing of hands with soap under running water for at least 20 seconds is a key part of preventing the spread of coronavirus.

    However, in its National Longitudinal Phone Survey (NLPS) on the socio-economic effects of COVID-19 on households conducted in June 2020, the NBS stated that 24 per cent had insufficient soap and seven per cent had insufficient water for washing hands. T he survey was the second of a planned 12 series of the COVID-19 NLPS of households in Nigeria – 1,950 households – to monitor the economic impact of the pandemic and other shocks.

    According to the report, despite high awareness of safety measures, almost a quarter of respondents did not have sufficient soap to wash their hands. In the baseline, soap and cleaning supplies were the most commonly needed items, and most families confirmed that they were unable to purchase soap when needed.

    Poorer households are more likely to have insufficient access to soap and water to wash their hands. The shortage of water for drinking and washing hands faced by households was primarily due either to a disruption in the supply or inability to access the source of water.

    A breakdown showed that 28.4 per cent of the household could not afford water to wash their hand while 78.8 per cent could not  afford soap to wash their hands. Also, a large share of households reported that they could not afford to buy sufficient supplies of water,  17 per cent for drinking water and 28 per cent for handwashing water.

    Prior to the pandemic, access to water was an issue in some areas. Some communities travelled miles to get water and in most cases, they were left with contaminated water, either from a stream or river.

    According to a report of the Joint Monitoring Programme of the United Nations Children’s Fund (UNICEF) and the World Health Organisation (WHO) entitled: “Progress on drinking water, sanitation and hygiene: 2000-2017”, one in three people globally do not have access to clean drinking water.

    The survey indicated that 69 million Nigerians do not have access to safe water and 19 million have to walk long distances to get unsafe water from lakes, streams, and rivers.

    There was also report that the construction sector lost significant number of jobs during the period, worsening the woes of the sector.

    With increases in pump price of fuel and electricity tariffs, increased costs  made the construction sector to groan almost to a breaking point. Operators said the many increases have negative effects on the construction and real estate sector as the purchasing power of people have become very low occasioned by job losses and lower incomes.

    “The construction industry engages a lot of actors, including professionals, artisans, and business organisations such as contractors, materials manufacturers, equipment manufacturers or leasing organisations. Many of the organisations are small medium enterprises that remain the engine room of growth in national economies. The use of the construction industry to grow national economies cannot be overemphasised. A cursory survey of some building materials manufacturers indicated that many are closing shops due to the cost of production combined with the harrowing effect of the COVID-19 pandemic,” the President, Nigeria Institute of Building (NIOB), Kunle Awobodu said.

    He warned that increasing energy costs would further suffocate the few that are still surviving, adding that the implication of this scenario on improving housing stock for example is better imagined.

    He advised the government and relevant stakeholders to stimulate a scenario for the production of inputs such as doors, windows and other components for large housing projects.

    He advised that what the nation needs at this time is the ability to look inwards in line with the government espoused policy pronouncements and executive orders on local content.

    “Generally, energy is required to run homes from many angles.  For managers of estates, the service charge would  have to go up.  Then the costs will be push over to renters or tenants.  So every renter will be paying more  in terms of rent.   Owners of dwelling will also incur more cost to run homes.  Ultimately, costing of housing will also go up. For construction,  energy is consumed in many ways – material production,  construction process – these will also be affected. Construction   cost Will also go up although marginally,” Past president, Association of Town Planning Consultants (ATOPCON), Moses Ogunleye.

    Past Chairman, Nigeria Institute of Quantity Surveyors (NIQS), Jide Oke  also said the increase in the prices of electricity, fuel and introduction  of stamp duty would greatly impact negatively on the construction sector.

But the Governor, Babajide Sanwo­Olu,  said this would be history by January 2021 when electronic C of O will come into effect. OKWY IROEGBU-CHIKEZIE reports

     

    Following reports of alleged sharp practices in property ownership and land approvals, the Lagos State  Government  will adopt digitalised Certificate of Occupancy (C of O) in the first quarter of next year. This is just as the state government has received over 4,300 petitions on land grabbing. Consequently, Governor Babajide Sanwo-Olu has warned land and property permit-approving agencies to live above board.

    He made it clear that his administration would no longer tolerate officers engaging in sharp practices in issuing approvals.

    Speaking at the maiden Lagos Real Estate Market Place Conference and Exhibition with the theme: “Unearthing real opportunities in real estate, making Lagos a 21st century economy”, Sanwo-Olu stated that residents and real estate practitioners were complaining about turnaround time for permit approval.

    He advised the Ministry of Physical Planning and agencies under it, such as the Lagos State Physical Planning Permit Agency and Lagos State Building Control Agency (LASBCA), on the need to scale up and do better job in physical planning approvals. He said real estate sector had the capacity to redefine the GDP (GDP) of the state more so as it occupies only 0.3 per cent of the country

    The plan, the governor said, was to further accelerate the process of getting approvals on land matters and create an enduring business-driven property development market in the State.

    Sanwo-Olu: “We, as a government, have looked at ourselves and seen the need to do things differently. That is why we have to sit down with you, because one of the areas I know you have problems with us is not only in lands but also in physical planning. We need to do a better job of physical planning; we need to do a better job of LASBCA and we need to do a quicker turnaround in our lands department, as the people want to have a positive experience.

    “We have started it, we have solution on this GIS for a while, and it’s a project we are desirous to live on. Once it kick-starts, what it means is that it’s one stop shop. With it, you will be able to get your governor’s consent, approval and Certificate of Occupancy (C of O) on time, as well as all of the documentation for subsequent transaction.”

    The governor noted that housing, real estate, property development are a critical sector and strong enabler that can help to transform the Gross Domestic Product (GDP) of the state and by extension, the country.

    He said: “I need to charge the real estate investors that; everybody needs not build in Sangotedo or Ibeju Lekki. Let us go to mainland and start regeneration of the assets in that part of Lagos. This way, we would be redistributing wealth and creating opportunities for our citizens.”

    He also asked the Lagos State Real Estate Regulatory Authority (LASRERA) that hosted the event not to compromise public data in her domain.

    Earlier in her welcome address, Special Adviser to Sanwo-Olu on Housing Mrs. Toke Benson-Awoyinka appealed to real estate investors to collaborate with the state government to create a home ownership model that would help address the deficits observed in housing market in the state through the state Public-Private Partnership (PPP) initiative in providing mass housing for the people.

    She said: “As a government determined to bridge the housing deficit in the state, we are aware that the role of government is not just the provision of houses alone, but also to create an enabling environment for the private sector working hand in hand with the government to a desired end.”

    During the panel discussion with private practitioners, heads of relevant ministries and agencies, Permanent Secretary, Lands Bureau, Bode Agoro, further stressed that the electronic C of O would come on stream by January 2021.

    He said the government has recorded reduction from five days to a record two hours for electronic searching of land documents online. He added the banking system is also embedded in the land registry. He said: “We have a non verbal intervention from start to finish, dual security measure that cannot be hacked or cloned. Unfortunately,  the state have more  unregistered titles than registered ones as a result of people feeling  that the process is cumbersome while some want to just register their titles until there is a transaction. The current administration is of the belief that a digital C of O will among other things   reduce cost of transaction, travel time and will also enable the public to transact their businesses where ever they are in the world and we are determined to deliver on this.”

    Commissioner for Housing, Morouf Akinderu­Fatai canvassed serious real estate investors who according to him, do not have imbalance in forex. He advised them to raise money internally instead of looking for foreign funding.

    The Attorney-General and Commissioner for Justice, Mr. Moyosore Onigbanjo, said as part of efforts to promote the ease of doing business, the ministry enacted the State Property Protection Law in 2016.

    Represented by a Director in the ministry, Mrs. KehindeTaiwo, Onigbanjo said the taskforce on land grabbing had received over 4300 petitions with over 2000 concluded in the one year and half of its operation.

    Vice President, Mortgage Operations Trust, Adekunle Faleti, said insurance was a panacea for boosting home ownership in Lagos. He added that title insurance protects property owners from government revocation, mortgage banks and land speculators.

    The launch featured a grand groundbreaking ceremony attended by several notable real estate personalities comprising property developers, high – end property realtors, and investors alike.

    Katopp Apartment and Terraces features a series of 2-bedroom apartments and 3-bedroom luxury terraces developed inside the renowned Flourish Gate Gardens Estate in Abijo, Lekki.

    The ceremony held inside Flourish Gate Gardens, Abijo also doubled as an award ceremony that saw several realtors’ efforts and contributions to the company through the year duly rewarded with gift items like Air conditioners, LED TVs, and several automobiles. Amongst the winners were Miss Nwakanma Chinyere Anne, Mr Okechukwu Okagbue, and Mr. Chris Azonobi who took home a Toyota Camry 2010 model, Toyota forerunner, and Lexus RX Jeep respectively.
