Oyo Speaker calls for stronger fiscal oversight at national conference

Chairman of the Conference of Speakers of State Legislatures of Nigeria (CSSLN) and Speaker of the Oyo State House of Assembly, Rt. Hon. Adebo Ogundoyin, has called for enhanced fiscal oversight mechanisms across all levels of government to promote accountability and good governance in the country.

Ogundoyin made the call while delivering a goodwill message at the opening ceremony of the 2025 National Conference on Public Accounts and Fiscal Governance, held on Monday at the Congress Hall of the Transcorp Hilton in Abuja.

Speaking on behalf of the 36 State Assembly Speakers, he described the conference as a timely initiative aimed at promoting a culture of fiscal discipline and transparency in the management of public resources.

“The chosen theme, ‘Fiscal Governance in Nigeria: Charting a New Course for Transparency and Sustainable Development’ could not have come at a better time.

“We recognise the critical role of Public Accounts Committees in promoting accountability, transparency, and efficient utilisation of public resources in line with the constitutional mandate to uphold public trust.”

The Conference Chairman emphasised the need for stronger collaboration between national and sub-national legislatures to deepen oversight and accountability.

“We are deeply committed to legislative practices that ensure fiscal prudence and public accountability within our respective states. Effective collaboration between the national and sub-national legislatures is essential in entrenching transparency,” he stated.

Rt. Hon. Ogundoyin also commended the Public Accounts Committees of both chambers of the National Assembly for organising the conference and expressed appreciation to President Bola Ahmed Tinubu for supporting initiatives that promote fiscal responsibility.

He encouraged participants to “actively engage in the sessions, share practical experiences, and propose innovative solutions that will strengthen public accounts oversight across the federation.”

He reaffirmed the commitment of CSSLN to working with all stakeholders to improve fiscal governance, ensure efficient resource management, and deliver sustainable development to the Nigerian people.

  • Tension rises in Osun community as many killed over land dispute

Tension rises in Osun community as many killed over land dispute

Tension has escalated in parts of Osun State following renewed violence over a longstanding land dispute between the communities of Esa-Oke and Ido-Aiyegunle.

Recent clashes have left several people feared dead, heightening concerns about peace and security in the affected areas.

The crisis, rooted in conflicting claims of ownership and traditional authority, has now snowballed into multiple killings, community displacement, and rising fear of a larger ethnic conflict.

At the centre of the dispute lies the claim by Esa-Oke that Ido-Aiyegunle settlers were accommodated as customary tenants, while the latter insists it has equal rights and rulership over the contested territory.

Speaking on the matter, the Asiwaju of Esa-Oke, Chief Dosu Fatokun, traced the conflict to what he described as an illegitimate kingship claim by the traditional ruler of Ido-Aiyegunle, Oba Timileni Ajayi.

According to Fatokun, the elevation of Ajayi’s father from Baale (village head) to Oba was politically manipulated and bypassed the laid-down traditional procedures.

“These people were settlers who were graciously accepted by our forefathers,” Fatokun said. “But now they’ve turned around to crown themselves with a royal title through what I call political abracadabra. Their lineage has no roots in Ile-Ife, which is the foundation of kingship in Yoruba land.”

Fatokun also dismissed recent allegations that Esa-Oke youths were behind the desecration of Ajayi’s father’s grave and the destruction of public property in Ido-Aiyegunle. “That is false. The violence was internal. They have factions fighting over proceeds from illegal logging and politics. Esa-Oke had no hand in it,” he asserted.

Addressing journalists in Abuja, Chairman of the Esa-Oke Central Union, Yinusa Aremu, rejected allegations that the June 19 incident was orchestrated by Esa-Oke leaders.

“Let me state categorically that neither the Owamiran of Esa-Oke nor any of his chiefs was involved. In fact, we’ve also suffered violence. My own elder brother, who came back from the UK to farm, was kidnapped. It took the efforts of local youths and the DPO to rescue him,” Aremu said.

He accused external political forces of fueling the crisis and urged the Osun State government to release the report of an investigative panel set up months ago to probe the dispute.

“Politics has unfortunately polluted this issue. What could have been resolved peacefully between two communities has become deadly due to government inaction,” Aremu added.

Meanwhile, a separate yet related land conflict was also reported in the area, adding to its overall instability.

It was gathered that in February 2023, one Agbaje Akeem Adesanya fled his Esa-Oke residence at No. 4, Babatunde Ige Street, Agbado Ijaiya, following alleged threats to his life over a family land matter.

Residents told The Nation that Adesanya had received multiple threats believed to be linked to gold and mineral deposits discovered on his late father’s land.

His sudden disappearance was said to have followed the mysterious death of his sister and rising tensions with his uncle, whom he accused of trying to take over the land.

Narrating how the crisis unfolded, Madam Aduke Akinbiyi, an elderly resident who claimed to have known the family for decades, described the situation as both tragic and alarming.

“I’ve known that family since Adesanya’s father was alive, and I can confirm the land rightfully belongs to them,” she said. “I later heard that the land in question is rich in gold and other mineral resources. But everything took a dark turn after his sister’s sudden death. Adesanya came to me one day looking deeply troubled and said, ‘Mama, I don’t know if I’ll survive this.’ I urged him to report the matter to the police. Shortly after, he disappeared. It’s a deeply worrying situation.”

The deepening crisis, now intertwined with land grabbing, contested kingship, and unresolved political grievances, has left residents on edge.

The Executive Chairman of Agege Local Government, Alhaji Ganiyu Egunjobi, on Monday, officially performed the groundbreaking ceremony for the construction of the MKO Abiola Market, a landmark project designed under a Public-Private Partnership with Urban Shelter and Truworth Ventures.

Reflecting on his administration’s journey since assuming office, Egunjobi recalled his vision to “Put Agege on the world map.” Though figurative, he expressed confidence that his administration would be remembered positively, having embarked on 60 development projects over the past eight years, many completed and others nearing completion as his tenure ends on July 28, 2025.

The chairman outlined numerous achievements across infrastructure, education, health, and social welfare, noting that Agege has seen transformative changes under his leadership.

He highlighted the construction and rehabilitation of multiple roads and drainages across the community, including Onibeju, Alowonle, Ajibose, Ajakaiye, and over 30 other streets now featuring improved access and modern amenities such as streetlights.

In the education sector, Egunjobi’s administration built and renovated classroom blocks at Dopemu, Oduduwa, and State Primary Schools, constructed an e-library, and consistently provided educational materials and shuttle buses for pupils.

On healthcare, he noted the establishment of primary health centres at Oluremi and Awori Streets, provision of three ambulances, and the reconstruction of facilities, including a nursing building and maternity creche.

He also cited the creation of a Computer-Based Test (CBT) centre, the first by any local government in Nigeria, and the construction of one of the country’s best legislative buildings.

Egunjobi detailed ongoing roadworks and the planned reinstallation of Oba Ogunji’s statue, previously displaced by the Pencinema Bridge construction.

He also mentioned salary increases for traditional rulers and support packages for the community.

Social welfare programmes under his watch included financial aid of ₦100,000 each to over 8,000 petty traders and artisans, employment of over 300 non-pensionable staff with monthly salaries, and consistent support for security and rehabilitated youths.

Speaking on the MKO Abiola Market project, the council boss described it as a future hub for trade, job creation, and economic growth, designed to uplift commerce in Agege and honour the legacy of Chief Moshood Abiola, a symbol of democracy and development.

“This project is more than infrastructure; it’s about empowering our people with opportunities,” he said. “It will provide modern stalls for hundreds of traders, attract thousands of shoppers, and drive economic activity from construction through to full operation.”

He thanked the private sector partners for their commitment and called on residents to take ownership of the market once completed.

Egunjobi concluded by expressing gratitude to the people of Agege for electing him twice and urged them to vote wisely in the upcoming local government election, endorsing the APC chairmanship candidate, Alhaji Tunde Azeez (Disco), his running mate, Abdul Ganiyu Vinod Obasa, and all APC councillorship candidates across the seven wards.

He commended the stakeholders, civil servants, community leaders, and residents for their support, wishing that the new market project would usher in an era of economic excellence in Agege.

  • ‘First phase of Ibadan Circular Road to be delivered soon’

‘First phase of Ibadan Circular Road to be delivered soon’

    • ’Makinde has transformed Oyo into new economic hub of S’Wést

Oyo State Commissioner for Public Works, Infrastructure and Transport, Abdulmojeed Mogbonjubola has said the 32km phase of the badan Circular Road project known as the Southeast Wing, from the Lagos-Ibadan Expressway to Badeku Village on Ibadan-Ile Ife Expressway, would be delivered before the end of the year.

He said of the ongoing road projects in the state, the 110-kilometre Ibadan Circular Road, named after former Governor Rasidi Ladoja, stands out as the star project.

This is as he said, the Governor ‘Seyi Makinde led administration has transformed the state into a new economic hub in the Southwest.

He said through the delivery of high-impact, durable and cross-functional roads and hydraulics and the implementation of policies towards the improvement of the transport sector, the government has transformed the state into an investors’ destination.

Mogbonjubola, who spoke at the Omituntun 2.0 Inter-Ministerial Press Briefing held at the Governor’s Office Briefing Room, described Makinde as the Master Builder of modern Oyo State, noting that his vision to build an economically vibrant and aesthetically delightful state as a preferred destination for all and sundry has become a reality.

Noting that Makinde’s popular mantra, where roads go development follows, has been justified by the high volume of businesses and investments coming into the state, the commissioner said the administration has, in the last two years of Omituntun 2.0, delivered 368.9 kilometres of roads, building on the enviable foundation it laid during the governor’s first term by building roads that connect all zones of the state and improving inner roads.

He said: “One of the greatest road construction projects in the state at the moment is the Ibadan Circular Road Project. We have that assurance that by the time we have the Circular Road in place, the traffic that normally builds up around the Iwo Road Interchange and some other economic hubs of the metropolis would have been eliminated.

“What the Circular Road is doing for us is that it will be a one-stop shop for economic development. It is going to be the first motorway in Nigeria and it will have a corridor. At the corridor, we will have world class estates, both residential and industrial.

“It has an entire span of 110 kilometres with four segments. The first segment is the South-East segment spanning from Abiola Ajimobi Technical University to Badeku Village on Ibadan-Ile Ife Expressway. At the moment, the state government is doing the asphalt pavement of that segment. We have achieved like 70 per cent completion of that South-East Wing. The work on that segment is being carried out by two contractors. Messrs Craneburg Construction Ltd is working on Lot 1, while Messrs Kopek is working on the second lot of that segment.

“By the end of this year, the first 32 kilometres of the entire 110km will be commissioned, because at the moment, we have achieved 70 per cent of progress on the 32 kilometres first segment.”

Speaking on the sustainability of the Circular Road project, Mogbonjubola added, “the Ibadan Circular Road is a world-class project. We should not be doing any major maintenance on the project in the next 20 years. But the major path to that sustainability is that the project will be tolled.

“At the Tech-U entrance, we would put a weighbridge and a tolling pad. The maintenance will be concessioned. The governor has said that it is the first motorway in Nigeria. There will be about three to four entrances and they will be tolled.”

The Commissioner also addressed the issue of the rising cost of the project, stating that the project cost had to be reviewed because when it was first awarded, the exchange rate was N340 to a US dollar as opposed to the present where a dollar is about N1,540.

He added that the government has also completed 95 per cent of bush clearing on the second segment of the project, which is the 39km North-East Wing, running from Badeku Village to Molarere on Moniya-Iseyin Road axis, adding that the contract for the hydraulics, underpass, and overhead bridges has been awarded and the contractor is about moving to site.

He said that the state would proceed with the clearing of the third and the fourth segments of the project.

The Works Commissioner noted that apart from the Circular Road, the government has also achieved the asphaltic improvement of inner roads within the state, which according to him, has helped to improve the ease of doing business, reduced the man hour spent on transportation and also improved the economy of the state.

Apart from road infrastructure, Mogbonjubola said the construction of bus terminals and the masterful handling of the transport system through the establishment of Park Management System have also culminated into Oyo State becoming more peaceful, saner and a desired hub for investors.

The Commissioner also gave an update on the Iwo Road Mega Bus Terminal, saying that the contractor is putting final touches to the project, which is set to redefine the transport system of Ibadan, adding that the state has also begun to deploy technology towards making the transportation sector more orderly with the introduction of spike system to curtail one-way driving.

Responding to questions on the Agbowo Shopping Complex, Mogbonjubola maintained that the state government has not lost focus on delivering the project, which he said would boost the economy of the state once completed, noting, however, that the right process must be followed to achieve desired results.

The Commissioner equally pointed out that apart from the road projects; the state government has also been working on the construction of new buildings at the Oyo State High Court Complex, among other projects.

Ondo govt, SDP clash over ‘poor conditions of court rooms’

    • Party suspends Woman Leader, others in Edo

The Ondo State government and Social Democratic Party (PDP) yesterday clashed over the poor condition and deplorable infrastructure in the state’s courtrooms.

The SDP had voiced concerns over the dilapidated state of the courts, mostly at the High Court I in Oka, Ondo town, with some ‘leaking roofs, poor sitting arrangements, and cracked buildings.’

In a letter to the Attorney-General and Commissioner for Justice, Kayode Ajulo, the SDP’s Chairman, Mr Gbenga Akinbuli, described conditions of the courts as an indictment on the judicial system.

Mr Akinbuli added that it also reflects a gross neglect of the justice system and undermines the rule of law,

“I am compelled to speak out against the egregious neglect of High Court I. The rainy season has exposed the rot, revealing a system struggling under the weight of abandonment.

“I wonder, and I ask: Is Attorney-General Dr. Olukayode Ajulo aware of the pathetic state of our high court? Or is he deliberately turning a blind eye to the suffering of our judicial officers and litigants?

“I remember vividly his emphasis on court reforms, but is this the kind of reform he envisioned? Leaking roofs, poor sitting conditions, and an overall environment that is an affront to justice,” he queried.

He asked if the state government was unaware of the court’s condition or had chosen to “deliberately turn a blind eye” to the plight of judicial officers, litigants, and the public who rely on the courts for justice.

“The welfare of our courts and judicial officers seems to be of little concern to those responsible. How can litigants and court officials be expected to function effectively in such an environment? It’s discouraging, even for the most capable individuals,” he said.

While demanding an urgent reform in the state judiciary system, Mr Akinbuli warned that the current conditions of the courtrooms could impede judicial administration of justice and make it also impossible for judicial officers to perform optimally.

But Ajulo, in a statement, tackled the SDP, saying the state government had embarked on ‘a comprehensive assessment of courts and office facilities under the justice sector’ in the 18 local government areas of the state.

In a statement, his Technical Adviser, Yomi Adebayo, Mr Ajulo said the evaluation had allowed Aiyedatiwa’s led administration to identify areas requiring government intervention and urgent attention.

“This inspection is critical, given the unpredictable challenges posed by the current rainy and windy season, as infrastructure can sometimes be compromised,” he said.

The AG, however, added that he also visited the site of the ongoing Rotimi Akeredolu Judiciary Complex, which he said is recording significant progress.

Also, SDP has suspended its Edo State Woman Leader, Mrs. Yami Jatto, and three others for violating the party’s constitution.

Others suspended were its Organising Secretary, Chief Tony Alile, Publicity Secretary, Mr. Chris Ojiekere and Youth Leader, Mr. Benjamin Omonzokpia.

A statement signed by State Chairman of the party, Elder Felix Obayangbon and 11 others, said their infractions included convening unauthorised meetings and making disparaging remarks against the party and its leadership

Others attempt to relocate the State Secretariat without approval, forging official party letterhead and the signatures of the state chairman and secretary to mislead the public and falsely legitimise their unlawful actions.

“It is particularly disturbing that Chief Tony Alile and Mr. Chris Ojiekere, who only joined the party in April 2025, has so quickly embraced a path of insubordination, forgery and anti-party activities, thereby tarnishing the image of the party and attempting to undermine its constitutionally established leadership.

“Furthermore, these individuals are acting in open connivance with a group of well-known transactional politicians, opportunists who notoriously resurface during every election cycle to negotiate self-serving deals and “cash out” at the expense of the party’s integrity and mission.

“This alliance has been rekindled ahead of the upcoming bye-election scheduled for August 2025, with the sole aim of hijacking the party structure for selfish political gain.

“Such actions represent egregious violations of the SDP Constitution and are entirely incompatible with the party’s foundational principles.

“The SDP, Edo State Chapter, remains unwavering in its commitment to internal democracy, discipline and unity. The party will not tolerate actions that jeopardize its integrity, legality or collective vision.”

The suspended officials could not be reached for comments.

    Lagos intensifies plastics ban enforcement

Lagos State Government has reiterated its commitment to enforcing the ban on single-use plastics to protect the environment and improve infrastructure.

Commissioner for Environment and Water Resources, Tokunbo Wahab, stated this yesterday during an inspectionof ongoing flood control projects at Odo Iyalaro System 1 and other areas.

Wahab said the response had been positive, with advocacy and engagements over 18 months.

“The response has been good because we have done the advocacy for 18 months, and the engagement has been very consistent. We are also ramping up our advocacy on the radio and television,” he said.

He said the government embarked on the tour to assess the projects in the vicinity.

“It has been raining for the past few days, and, then, the feedback we are getting is very heartwarming, but that is not enough for us to now fold our hands. So, what we did this morning was to go do on the spot assessment for our projects. Like four months ago, we went to Odo-Iyalaro System 1 behind Sheraton, one of the outlets for it.

“Nothing was done then. They had not even started, we just awarded it, and I am glad when we got there today, they have done like 45 to 46 per cent of the job. They have done the tripasoda 25 metres that will discharge into the downstream, passing through under the new bridge,” he said.

He added that the other project awarded around Ogudu would start installation soonest.

“We came to the other leg of it, around Ogudu, to see what they are doing. I think that’s a very critical part of the project we awarded, and you saw the sheet piles they are making to start installation. We have enough logistics to discuss with them this week, so they can start their installation,” he said.

Wahab, who said they got a hint that some people were building on the Right of Way (RoW), said they would be served notices to desist from doing so.

“We came to this Adisa channel here in Alapere. We got a whistle blower information that it has been encroached on, that people are trying to build on the alignment and the RoW.

“So, we’re just going to see it for ourselves and then serve them notices, and let them just please not encroach on the RoW for this critical channel discharging its own neighbourhood.

“We also noticed that some places are already making a makeshift dust bin around their houses, so we will serve the houses so they can desist from doing that. We don’t want to wake up and realise there is a dump site around the place,” he added

When asked the duration of the projects, Wahab said it would take 24 months, appealing to residents to stop encroaching on the RoW.
