    Oyo govt suspends pupil for assaulting teachers

    Oyo State Government has suspended a female pupil of Jericho High School, Ibadan, vowing to take further action.

    The Commissioner for Education, Science and Technology, Rahman Abiodun Abdu-Raheem, gave the directive yesterday after a meeting with key education stakeholders in Ibadan.

    Expressing the displeasure of the government over an incident, which led to her suspension, Adbu-Raheem said the pupil, in company with her mother, recently invaded the school with thugs and assaulted a male pupil, teachers and other parents during a Parent-Teacher Association (PTA) meeting.

    The mayhem was said to have been ignited by the girl’s mother and other accomplices, thereby causing tension in the school.

    Abdu-Raheem said the government is taking further action on the pupil, to act as a deterrent to others.

    He called for caution, stressing that the Governor Seyi Makinde administration had zero tolerance for impunity.

    Court overturns demotion of 75 coronet monarchs

    The Ogun High Court yesterday overturned the demotion of 75 coronet monarchs by Governor Dapo Abiodun on February 6, 2020.

    The News Agency of Nigeria (NAN) reports that the obas had instituted action at the court to challenge their demotion by the governor, and had sought the court to nullify the action.

    Other respondents in the suit were the Commissioner for Local Government and Chieftaincy Affairs, and the Permanent Secretary in the ministry.

    Delivering judgment on the suit filed by the traditional rulers, Justice Abiodun Akinyemi affirmed their installation, appointment and promotion, declaring their demotion as unlawful, null and void.

    He held that the monarchs were not given fair hearing by the review committee set up by the state government to look into the issue of their appointment by the previous administration.

    Justice Akinyemi said the government failed to convey the sack of the traditional rulers to them through the appropriate individual or authority.

    He ordered that the state government should immediately pay the entitlements and remunerations of all the coronet obas from the time of installation.

    The Egba Traditional Council led by its counsel, Mr. Afolabi Fashanu (SAN), had filed an application seeking to be joined in the suit.

    Justice Akinyemi in his ruling dismissed the application, saying he finds no merit in the application, which he described as an attempt to arrest the judgment of the court.

    He, therefore, awarded a personal cost of N250,000 on Fashanu, saying that as a Senior Advocate of Nigeria, he ought to know better than to file such an application.

    Akinyemi said that since the council was not a party in the matter, the application was frivolous and an abuse of court process.

     

     

    NAN recalls that on February 6, 2020, Governor Abiodun demoted the 75 chiefs promoted to coronet traditional rulers by his predecessor, Ibikunle Amosun.

    Amosun had elevated the 75 chiefs to minor obas at the twilight of his administration, but on assumption of duty, Abiodun set up a committee, which reviewed and recommended that the promotion of the traditional rulers from Baale to Obas be reversed.

    The committee headed by the Olu of Ilaro, Oba Kehinde Olugbenle, recommended the demotion of the new coronet obas.

    The 75 monarchs, who were not satisfied with the action, sued the governor and other officials of the state government, asking for their reinstatement and payment of their entitlements.

    Abiodun presents N351b ‘Budget of Restoration’ 

    Ogun State Governor Dapo Abiodun yesterday presented N351billion as the proposed Appropriation Bill for the 2022 fiscal year, before the House of Assembly.

    The governor, while presenting the fiscal proposal tagged ‘Budget of Restoration’, said the task of his administration next year was to increase the pace of the implementation of its development plan as already designed and encapsulated in the ‘Building Our Future Together’ agenda.

    He said that N170billion allocated to capital expenditure is to chart economic recovery growth through investment in physical projects that will create an enabling environment for investment, create employment and trigger redistribution of resources.

    A breakdown of the Appropriation Bill shows that personnel cost will take N75billion, while N51billion is earmarked for overhead expenses, just as N28billion is set aside for debt service obligations to attract capital investment to the state economy.

    Abiodun said N7.7billion is provided for transfers to the Stabilisation Fund to insulate and position the state towards unprecedented activities or economic shocks.

    He said the budget for 2022 would seek to sustain and improve on the gains so far made in the delivery of good governance to the citizens.

    The governor said the estimated N350.74 billion for 2022 will be funded through the Ogun State Internal Revenue Service (OGIRS), expected to generate N56.30billion, while other Ministries, Departments and Agencies (MDAs) are estimated to generate N96.87 billion, totalling N153.17 billion.

    He added that N73.01billion is expected from statutory allocation (FAAC and VAT), while capital receipt-internal and external loans, grants and aids – are estimated at N124.56 billion.

    Abiodun, who explained that 51 per cent capital expenditure has been achieved in view of the need to drive his administration’s developmental objectives, said recurrent expenditure for 2022 would gulp N154billion, while capital in an aggregate sum of N170billion would be made available for capital expenditure, which, according to him, is an increase of N10billion over the sum approved for the 2021 budget.

    The governor, who noted that the state under his watch has begun moving steadily towards full recovery from the effects of the COVID-19 pandemic, said that his administration’s budget credibility, as determined by performance in 2021, was better than what Ogun had ever had in its history.

    He said that his administration achieved 80 per cent IGR as at September 30, 2021.

    “Judging from our Internally Generated Revenue, we were able to achieve 80 per cent IGR as at September 30. A brief detail of this indicates that of the state IGR budget size of N121, 806,876,775.63 this year, N73, 064,877,599.72 was generated as at Q3 September ending, translating to 80 per cent proportional performance, as against 44 per cent proportionate performance recorded in Q3 2020. This indicates an improved performance, owing to the digitalisation of our processes and the introduction of Central Billing System, among others.

    “A further breakdown reveals that of a total estimation of N338.61billion projected as total funding, comprising expected inflows N121.81billion as Internally Generated Revenue (IGR); N58.87 billion as Statutory Allocation/ Value Added Tax and N139.53 billion as the Capital Receipts, respectively. As at September ending, Q3 2021, the actual total funding was N177.02 billion representing 70 per cent of the prorated revenue target of N253.96 billion,” Abiodun said.

    The governor said despite the economic constraints, his administration has made modest progress within the available limited resources in the outgoing year by carrying out people-oriented projects such as road re-construction and rehabilitation across the three senatorial districts, health care delivery, education sector revitalization,  affordable housing projects, agricultural development, digital and technological revolution, better sports development and improved welfare of workers, among others.

    Pointing out that three town hall meetings were held to have inputs of the people and shape the priorities of his administration in preparing the 2022 budget, Abiodun said that “the proposed Appropriation Bill will focus on completion of existing projects; projects with revenue potential; projects consistent with priorities articulated in the state Economic Development Strategy and projects that can enhance employment generation.”

    Highlighting the proposed budget, the governor announced infrastructure to take the lion’s share of N77,775b, representing 22 per cent of the total budget.

    This was followed by education and health sectors with proposals of N56,071.21billion and N35,073.51billion, representing 16 per cent and 10 per cent of the total budget.

    Abiodun, however, noted that N170billion allocated to capital expenditure is to chart economic recovery growth through investment in physical projects that will create an enabling environment for investment, create employment and trigger redistribution of resources.

    He added that a total sum of N7.7billion is provided for transfers to the Stabilisation Fund to insulate and position the state towards unprecedented activities or economic shocks.

    The governor thanked the House of Assembly for its continued collaboration and cooperation within the ambits of the separation of powers, soliciting for its unflinching support to enable the executive and the legislature deliver on their promises in the coming year.

    “Let me re-emphasise that the people of Ogun State expect that the 2022 budget will contain only implementable and critical projects, which when completed, will significantly address current structural challenges of the economy, improve the business environment and accelerate economic recovery.

    “I have directed all commissioners, accounting officers and heads of agencies to be personally available for budget defence,” he said.

    Abiodun to Attorney General: you need more than your advocacy skills to succeed

    Ogun State Governor Dapo Abiodun has urged the new Attorney General and Commissioner for Justice, Mr. Oluwasina Ogungbade, to provide the right leadership and come up with innovative ways of improving on the administration of justice.

    He spoke in his office after swearing in the Senior Advocate designate as a member of the Executive Council.

    The governor said: “l will urge you to provide the right kind of leadership for the Ministry of Justice and come up with innovative ways of improving the delivery and administration of justice in our dear state. Let me inform you that there is little or no time for settling down. You have to roll up your sleeves to begin work immediately.

    “I agree that you have established yourself in private practice, like most of us in this administration, but I must also let you know that I do not envy your role here. It is a different ball game in the public sector. Your position, going forward, puts you at a very challenging threshold, and if you like call it crossroads, in our quest to have a virile, disciplined, morally upright, peaceful and secure society, built on inclusiveness, accountability, fairness, equity, transparency, justice and obedience to rule of law. You are now a professional in politics.”

    He noted that Ogungbade might have the requisite skills as a solicitor and an advocate, but he needed more than “intellectual endowments to drive the process as a decorated legal draftsman and well-grounded solicitor in a manner that will ensure a better future for the good people, investors and those whose paths may cross Ogun State through your office, in collaboration with other Ministries, Departments and Agencies (MDAs).”

    He told the Attorney General that Ogun is a trail-blazing state in Law, having produced more Senior Advocates in the country than “many other states combined. We have produced everything possible in the practice of Law, First Lawyer, First and Second Senior Advocates of Nigeria, First Female Senior Advocate, First Indigenous High Court Judge, First Indigenous Chief Justice of Nigeria and a Court of the International Justice at the Hague”

    Abiodun said the Ministry of Justice is vital towards the attainment of the vision of his administration to create an enabling environment for Public Private Sector Partnership, adding that he would continue to do all he could to support the Judiciary.

    The governor, who also noted that his administration would continue to support other arms of the government, said that his administration would continue to uphold the principles of separation of powers.

    “As an administration, let me assure the good people of Ogun State of our unwavering commitment to uphold the principles of separation of powers and non-interference.

    “We will, therefore, continue to support, cooperate and respect other arms of the government as co-travellers in this democratic process. All we ask is the continued cooperation of our people, their support and prayers at all times,” he said.

    Abiodun, while noting that his administration remains committed to the wholesome development of the state and total fulfilment of his electoral promise to the people of the state, he said his administration would continue to strive to fulfil its electoral promise.

    The Chief Judge, Justice Mosunmola Dipeolu, while enjoining the Attorney General to build on what is on ground as well as bring his own ideas, assured the governor that he would not be disappointed with the appointment.

    Ogungbade, while thanking the governor for the honour to serve the state of his birth, assured the governor and the citizens that he would do his best towards the overall development of the state.

    Fayemi approves N115m car loan for workers

    Ekiti State Governor Kayode Fayemi has approved the disbursement of N115 million as car loan to 166 workers in the state’s service.

    Mr. Akin Oyebode, the Commissioner for Finance and Economic Development, disclosed this in a statement yesterday in Ado-Ekiti.

    According to him, the sums ranging from N80,000 to N1.5 million will be disbursed to the beneficiaries of the loan scheme depending on their grade level.

    Oyebode said that benefiting officers on grade level two to six would get N80,000, while those on grade level seven to 10 would collect N250,000.

    He said beneficiaries on grade level 12 to 14 would take N500,000, those on grade level 15 to 17 would get N750,000 and recipients on consolidated to get N1.5 million.

    The commissioner expressed the commitment of the Fayemi administration to the welfare of workers.

    He described the governor’s approval for the disbursement of the loan to workers as a fulfilment of his promise to improve the well-being of workers.

    Oyebode promised that the  government would continue to fund loan schemes for its employees in spite of paucity of funds.

    “The general economic downturn and dwindling allocation from the federation account as well as the effect of the recent global pandemic will not be a stumbling block in this regard,” he said.

    Oyebode urged the beneficiaries to judiciously utilise the money and cautioned them against spending the loan on things that would not add value to their lives.

    The commissioner also advised the benefiting workers to reciprocate government’s gesture by rededicating themselves to their duties and support the administration’s efforts toward developing the state.

    Accord releases timetable for council, state congresses

    Lagos State chapter of the Accord Party has fixed December 15 and 21 for its local government and state congresses.

    The Chairman of the Congress Committee, Mr. Oluwarotimi Ajibola, said yesterday in Lagos that the decision was reached at the 6th extraordinary meeting of the committee at the party’s secretariat in Lagos.

    Ajibola, in a statement by the Publicity Secretary, Mr. Dele Oladeji, said that the committee had unveiled the congress timetable to members seeking to contest positions.

    He said the contest was open to staunch, loyal members, who wished to contest leadership positions.

    “The current state party executive has been led by Mr. Joseph Beckley in the last four years, since they came on board in 2017.

    “We emphasise that party leadership positions are contestable by staunch and loyal members of the party.

    “The outgoing state executive members led by Mr. Beckley are eligible for a second tenure according to the party’s constitution if they so wish to run,” Ajibola said.

    He said that the Congress Committee would only screen eligible men and women of honour and staunch democrats, who had proved their mettle and resilience in the fight for true democracy in Lagos State.

    “Election campaigns have started and will end on December 12 for the local government congress and December 18 for the state congress.

    “The 13-man Congress Committee promises to deliver thorough party congresses, devoid of rancour.

    “We will conduct congresses that will further strengthen and lift the party to higher heights,” Ajibola said.

    He called for decorum before, during and after the congresses, urging intending aspirants to be ready for selfless sacrifice and service to the party and its members across the state.

    The funeral of Madam Edith Awuletey, who died on July 3, will  take place on Saturday.

    A statement by the family said a service of songs will hold on Friday.The statement said lying-in -state will be observed on Saturday.

    It said internment will follow after a brief service at the Winners Chapel at Asaba-Ase in Ndokwa East Local Government of Delta State.

    A thanksgiving service holds at the same church on Sunday. She is survived by a daughter, Mrs. Patience Ebulu and three grandchildren.
