    Stakeholders adopt approaches to check proliferation of illicit arms

    • Centre destroys over 3,000 weapons, 20,000 ammunition

    Stakeholders across broad spectrum of the society in Cross River State have expressed concern about the proliferation of illicit arms and light weapons by wrong persons and subsequently adopted new approaches to check and control the situation.

    The stakeholders, including market women, traditional and religious leaders, youths’ organisations, media practitioners, civil societies, trade unions as well as security operatives were assembled at a one-day workshop organised by the National Centre for Control of Small Arms and Light Weapons, South-South zonal office in Calabar.

    Speaking on the theme of the workshop: ‘Whole society approach in combating the proliferation of illicit small arms and light weapons in Nigeria’, the guest of honour and special adviser to Cross River State Governor on Security, Maj.- Gen. Okoi Obono (Rtd), said the small arms and light weapons in the hands of the wrong persons was one of the ills of the society that needed to be fought with others to free the society.

    He said: “If there is a fight and you are without a weapon, when you are tired you will stop the fight, but if you have a weapon, you may be charged to fight on. So, we need to free our society of the situation.”

    He said for the state government, a lot of initiatives had been put in place working with the ministries and MDAs by way of their policies in synergy with the Office of the Security Adviser to make sure crime was combated. 

    “Like it’s rightly said, the society also has a role to play in the whole exercise. We have carried out a lot of sensitisation and advocacies in the 18 local governments in the state.”

    Obono said the security agencies relied much on information and tip off that helped to identify hideouts of such arms and weapons in the state, adding that a weapon factory that was unravelled in  Akamkpa Local Government was based on a tip-off.

    The Zonal Coordinator of the National Centre for Control of Small Arms and Light Weapons, South-South office, Maj.-Gen. Martins Obot (Rtd.), said the office had retrieved and destroyed over 3,000 weapons of different sizes and shapes, including AK47 rifles, general purpose machine guns, propel granites, locally made single and double barrel guns, some cut to size.

    “We have also retrieved large quantity of ammunition; more than 20,000 so far. We have carried out the destruction exercise and we are sure that other exercises for destruction will take place when due.”

    Guest lecturer, Dr. Ndifon Neji Obi, a sub-dean of the Faculty of Social Sciences, University of Calabar, as well as the coordinator of Peace and Conflict Studies at the university, noted that an intervention as done by the National Centre for Control of Small Arms and Light Weapons was very appropriate, “especially now that the Federal Government is trying its best to ensure that conditions are created where negative energies can be redirected to peace resources.”

    He said most conflicts in communities across Nigeria were facilitated by the availability of small arms and light weapons.

    “Bringing stakeholders together to build consciousness is a critical point and an appropriate foundation for ensuring such weapons are laid off in communities, by the communities.”

    The National Security Adviser (NSA) Mallam Nuhu Ribadu has lauded the new peace initiative in the South-East, saying it was a bold and courageous way to restore tranquility in the region. 

    The project is a new peace initiative championed by Peace in the South-East Project (PISE-P), which is pushing for a non-kinetic means of resolving the security and other sociological challenges in the South-East, improving infrastructure and achieving inclusion of the zone in the national equation. 

    So far, the initiative has gained the endorsement of Vice President, Kashim Shettima, the leadership of the National Assembly, the business class and many other notable Nigerians and institutions across the country.

    Receiving a delegation of the organisation led by the Deputy Speaker of the House of Representatives, Benjamin Kalu, on a courtesy call Thursday night, the NSA Ribadu said with PISE-P, common sense has taken over. 

    He said: “This is very good. Now, common sense has taken over. I think it’s a wonderful thing. It is the right thing to do. This is a bold, courageous one. The way you are going is the way it should come out. Our people have suffered. Unfortunately, things do happen. But let’s put it behind. This government is a different one. The President started very well. It’s a good one.”

    Kalu told the NSA that the new message of peace has received massive support from the people.

    “You encouraged me to lead from the front. The message of peace is a good one and it’s been embraced by all. We are using every platform to push it. Our people are responding. They say we want peace. We have developed a concept note. The DG DSS has been in support of this. This is what we have been doing anywhere we go to. Peace is better,” Kalu said.

    Chief of Staff to President Bola Ahmed Tinubu and former Speaker of the House of Representatives Femi Gbajabiamila, has also endorsed the peace initiative. 

    Gbajabiamila gave his endorsement on Thursday when Kalu also led another delegation to inform him about the peace initiative for the South-East region.

    Lawyer to Akpabio: declare Ebonyi South seat vacant

    A lawyer and stalwart of the Peoples Democratic Party (PDP), Silas Onu, has urged Senate President Godswill Apkabio to officially declare Ebonyi South seat vacant.

    This, he said, would enable the Independent National Electoral Commission (INEC) to conduct election into the vacant seat. 

    He made the call in a letter to Akpabio yesterday. 

    He said the taking of oath of office as Minister of Works by Senator David Umahi in August had rendered the senatorial zone without a senator, thereby denying it of many benefits, rights and privileges.

    “This letter is pursuant to Section 147 (4) of the Constitution of the Federal Republic of Nigeria, 1999 (as amended), which provides thus:

    “Where a member of the National Assembly or a House of Assembly is appointed as Minister of the Government of the Federation, he shall be deemed to have resigned his membership of the National Assembly or of the House of Assembly on his taking the oath of Office as Minister.

    “The above provision is reinforced by Section 68 (1) (d) of the Constitution of the Federal Republic of Nigeria, 1999 (as amended),” he said.

    He said based on the fact that Senator Umahi, who represented Ebonyi South in the Senate, took oath of office as Minister of the Federation on August 21, 2023, Ebonyi South seat became vacant.

    “Most Distinguished Sir, Section 68 (2) of the Constitution of the Federal Republic of Nigeria, 1999 (as amended) empowers you to give effect to such vacancy.”

    Cross River: we hope to surpass N35b revenue projected for 2024 

    Cross River State Internal Revenue Service has set target to surpass the N35billion revenue projected for the Service for 2024.

    The acting Executive Chairman of the Service, Prince Edwin Okon, made this known in Calabar during an interactive stakeholders’ session and training in best practices for tax consultants operating in the state.

    The session was organised by the Cross River Internal Revenue Service (CRIRS) and facilitated by Lani Consulting.

    Okon, whose keynote address was titled: ‘Synopsis of CRIRS 2023 Strategy and Achievements,’ urged stakeholders and participants to come up with practical solutions to the problems of multiple taxation and block loopholes in revenue generation.

    “In 2024 and beyond, the projection is to reduce the number of taxes to single digit.

    “We can do much more if we are able to work together and block loopholes.

    “We hope to move the revenue far beyond the N35billion target and this requires the support of all stakeholders,” he said.

    Okon said since his appointment about five months ago, they had raised the internal generated revenue of the state from N20billion in 2022 to about N36billion as at last month.

    He also said revenue generated from ministries, departments and agencies had increased from the usual N3.8 billion since 2012 to N6.8 billion currently.

    He advised the participants to not just complain, but also come up with solutions that are achievable.

    Commissioner for Commerce, Abigail Duke, said the interactive session was timely and praised the CRIRS for the initiative.

    She added that the clash in revenue collection in the state was a very important issue that should be handled.

    Duke said revenue is the bedrock of development in any society “and if the government cannot generate revenue, we cannot get good governance.”

    ‘Prioritise development of human resources in health sector’

    Bayelsa State Deputy Governor Lawrence Ewhrudjakpo has called on the Federal Government to prioritise the development of human resources in the health sector in its Renewed Hope Agenda.

    He made the call yesterday while granting audience to a delegation from the National Association of Community Health Practitioners of Nigeria, led by its National Deputy President, Venerable Dr. Nengi Brown, at the Government House in Yenagoa.

    In a statement issued by his Senior Special Assistant on Media, Mr Doubara Atasi, the deputy governor said what the country currently needs most is concerted investment in building a critical mass of health and medical practitioners to run the health system.

    President Bola Ahmed Tinubu on Tuesday, while launching the Health Sector Renewal Compact on the sidelines of the Universal Health Coverage Day celebrations in Abuja, announced his administration’s  commitment to revamping the health sector by tackling infrastructure issues.

    Senator Ewhrudjakpo, who represented Governor Douye Diri at the Abuja event, however, maintained that efforts to revamp the health sector by paying skewed attention to building more health infrastructure at the expense of the human capital driving the sector would achieve little or nothing.

    Identifying human resources and nutrition as key components of any virile health system, he urged the Coordinating Minister of Health and Social Welfare, Prof. Ali Pate, to take care of the telling needs in implementing the National Health Act.

    He said: “My advocacy to the Minister of Health and the President is that we should not take health infrastructure as a priority in the Renewed Hope Agenda for health. That shouldn’t be our focus.

    “I have said many times that if we must get health right, we must go for the human resources because when the health workers are available and present in the various communities, health care will become more efficient and affordable.

    “I believe we can achieve much if we build the human resources we need to run our health system with the level of health infrastructure we have on ground. Building infrastructures without the people to man them does not make any sense to me.

    “I am also one of those who believe that nutrition is a key component of health that we have neglected in this country over the years. And for us to get it right, we must take nutrition seriously. You cannot give vaccine to a malnourished child.”

    Thanking the association for their prayers and support to the Governor Diri-led administration, the deputy governor urged them to avoid mudslinging and strive for professionalism to carve a respectable niche for themselves.

    The National Deputy President, National Association of Community Health Practitioners of Nigeria, Dr Nengi Brown, congratulated Governor Diri and his deputy on their well-deserved victory in the November 11 governorship election.

    Brown appreciated Ewhrudjakpo, whom he described as one of their own, for making them proud in office and solicited his continued support to the association.

    Niger Delta Development Commission (NDDC) has presented award letters to 189 successful candidates for its 2023/2024 Foreign Post-Graduate Scholarship Programme.

    Making the presentation during a pre-departure and award ceremony in Port Harcourt, Chairman of the NDDC Governing Board, Mr. Chiedu Ebie, hailed the successful candidates, saying their success was testament to their resilience as individuals. 

    He described the scholarship scheme as an important component of the commission’s human capital development programme, noting that education was the most powerful weapon for changing the fortunes of the Niger Delta region

    Ebie in a statement signed by the NDDC Director, Corporate Affairs, Pius Ughakpoteni, hailed the NDDC management for sustaining the scholarship programme and advised the beneficiaries to make the best use of the opportunity given to them.

    Addressing the scholarship beneficiaries, the NDDC Managing Director, Dr. Samuel Ogbuku, said the process of selecting them was transparent, adding that competition for the scholarship programme was intense, as the commission had to select from over 25,000 online applicants.

    Ogbuku advised them to be good ambassadors of Nigeria in the foreign universities by applying themselves studiously to their academic programmes, so as to excel in their chosen fields of study.

    He assured the scholars that funds for their school fees and accommodation would not be delayed.

    He told them that previous beneficiaries of the scholarship programme set enviable standards for them to emulate.

    Ogbuku advised the scholarship beneficiaries to avoid distractions in order to excel in their studies, saying: “We are sending you out to go and study and come back to impact the Niger Delta region and the entire Nigerian system for good.

    He said the exercise was a proof that the Niger Delta was endowed with talented and intelligent youths, stating: “Any of our scholars that gets a distinction in the Master programme will be sponsored for a PhD degree.”

    The NDDC Director, Education, Health and Social Services, Dr George Uzonwanne, in his opening remarks, urged the beneficiaries to make the best use of the opportunity given to them to acquire technical expertise for the benefit of the people of the Niger Delta region.

    Uzonwanne stated that the successful ones were selected through a transparent electronic examination conducted at the Rivers State University, Port Harcourt.

    He explained that 20,000 candidates applied online for the scholarship programme. Out of this number, he said, 5,000 wrote the Computer Based Test after which successful candidates were invited for the oral interview.

    Uzonwanne said the Foreign Post-Graduate Scholarship Scheme, which was started in 2010, was meant to equip Niger Delta youths with relevant training and skills.

    The NDDC director said he was optimistic that the process adopted in selecting beneficiaries of the foreign scholarship scheme would continue to produce first-class performers.

    He said the best performing candidate came from Ilaje in Ondo State.

    Speaking on behalf of the beneficiaries, the best performing scholarship student, Miss Omogbemi Olayemi, thanked the NDDC for making the selection process fair and transparent. 

    She pledged that the beneficiaries would do their best to be good ambassadors of the region.

    APC zonal organising secretary Agbomhere knocks Obaseki

    The Southsouth Zonal Organising Secretary of the All Progressives Congress (APC), Blessing Agbomhere has carpeted the Governor of Edo State, Godwin Obaseki for destroying the state’s economy.

    He described the social and economic life in Edo State as “hopeless, chaotic and stale with a dire need for innovative and purpose-driven leadership”.

    Agbomhere, who has declared his intention to vie for the APC ticket next year, said the administration of Obaseki and his Deputy Philip Shaibu is a classical example of “two  who are fighting amongst themselves as a result of the distribution of their bounty.”

    In a statement, Agbomhere said the tragic state of affairs in Edo State was worrisome and a fallout of the “uncoordinated and vision-less leadership provided by Governor Obaseki and his deputy, Shaibu in the past seven and a half years”.

    He accused the governor and his deputy of biting the hand that fed them by betraying former Governor, Adams Oshiomhole and orchestrating a departure from the APC through which they were elected in their first term in office to the lack-lustre and drab Peoples Democratic Party (PDP) which was currently “battling with a crisis of direction and cohesion.”

    The statement said: “Having realised their folly, the outgoing governor and his deputy are now warming themselves back to the astute and pragmatic former governor of the state, Adams Oshiomhole whose administration put Edo state on the pedestal of economic progress and infrastructural transformations during his two terms in office from 2008 to 2016.

    “From giving former governor, Oshiomhole a belated award to appearing uninvited to occasions where he is present, Governor Obaseki and his deputy are now visibly trying to exploit the massive popularity of Oshiomhole and the All Progressives Congress in the state for their ulterior motive.”

    He urged the people of the state not to fall for the antics of the governor who he said had failed to provide them with the basic necessities of life but to ensure the return of the APC to Osadebey House, promising that if given the opportunity to be governor, the state would witness the rekindling of the massive growth and development sparked by the Comrade Adams Oshiomhole Administration.

    A chieftain of the Peoples Democratic Party (PDP) in Ebonyi State, Odefa Obasi Odefa, has defected to the All Progressives Congress (APC).

    He defected with about 500 of his supporters from Onicha East Constituency.

    The defectors made this known at the Government House, Abakaliki during a visit to Governor Ogbonnaya Nwifuru

    Wife of Anambra State Governor, Dr. Nonye Soludo, yesterday began charity visit to orphanage and welfare homes to celebrate Christmas with the children and caregivers.

    Speaking on her motivation, she said there was the need to show kindness to the underprivileged children and adults to give them a sense of belonging and show them love.

    Some of the orphanage and welfare homes visited are St. Martin’s Community Children/Welfare Home, Igboukwu, Blessed-Nise Community Children’s Home in Nise and Model Community Children’s Home, Ifite-Awka.

    Others are God’s Care School for Special Needs and Faith Community Children’s Home, both in Awka.

    At St. Martin’s Community Children/Welfare Home in Igboukwu, her first port of call, Soludo said Christmas is a period to reach out to those who are often forgotten by the society.

    According to her, Christmas will lose its essence, if the language of love and kindness is abandoned.

    “This kind of visit is so dear to me because Christmas season is about celebrating with the underprivileged and putting smiles on their faces.

    “I want to appeal to our people to extend a hand of compassion and kindness to those around them who do not have.

    “I believe that humanity will be better when everyone feels loved and protected,” he said.

    Soludo said she would visit every private, public and mission-owned children and welfare homes in the state before the Christmas celebration.

    She thanked the caregivers for their love, sacrifices and commitment to the growth of the children.

    The Catholic Bishop of Ekwulobia Diocese, Most Rev. Peter Cardinal Okpaleke, urged well-meaning individuals to show love to orphans and the vulnerable in the society.

    He said ignoring or failure to support orphans and vulnerable children would further expose them to vices.

    He thanked the governor’s wife for setting the right example as the mother of the state and a woman who lived by the virtue of kindness.

    IPMAN Warri urges national body to ‘correct illegal composition of management team’

    Stakeholders of the Independent Petroleum Marketers Association of Nigeria (IPMAN), Warri depot unit, have called on the national body to “correct” the “illegal” composition of a management team to pilot the affairs of the association.

    Rejecting the team in a statement yesterday, the stakeholders under the aegis of Delta Oil and Gas Security Monitoring Group (DOGSMG), described the composition as a gross violation of IPMAN’s constitution and abuse of mandate by the electoral body. 

    The electoral umpire had opted for the appointment of a 30-man management team, rather than an election on the grounds of pending legal matters at the Annual General Meeting (AGM) of the association held at the Government House Annex, Edjeba-Warri, Delta State.

    DOGSMG, in the statement signed by its Chairman and Secretary, Chief Frank Akpodiete and Chinedu Ezeonyeka, queried the rationale behind the decision.

    It called on IPMAN national body to live up to its responsibility by correcting the mistakes made by the 2023 Delta IPMAN Electoral Committee, in order to protect the sanctity of its constitution and respect for its democratic norms and values.

    The statement said: “Having stuck our neck out against some forces on different occasions to challenge the prolonged delay in the conduct of Delta IPMAN election, we members of the above mentioned body wish to express our displeasure about the decision of Delta IPMAN electoral body to jeopardise a democratic process for an unconstitutional management team.

    “While we reject the decision to impose an illegal team hurriedly put together to deny the members who came out in large numbers to vote for their choice candidates to pilot their affairs, we call on IPMAN national body to correct this abnormality carried out by few individuals for selfish interest, against its constitutional guidelines and provisions.

    “This appeal has become imperative, considering the fact that if this illegibility is allowed to stand, it may serve as a wrong precedent in future and this is capable of eroding the integrity and supremacy of the constitution of IPMAN as a respectable and responsible association in the downstream sector of the economy”.

    The group described the excuse by the electoral umpire to jettison the conduct of election for a management team based on restraining court orders received, as an afterthought, insisting that the agenda to impose an unpopular candidate had been plotted long ago by powerful forces within and outside IPMAN.

    “Even if the electoral body had wanted to constitute a body, it would have been a caretaker committee and it is usually not more than five to seven members and not this over-blotted and unconstitutional management team.

    “Furthermore, as stakeholders in the peaceful operation at the downstream sector of the economy in the state, we also want to use this medium to appeal to Delta State Governor Sheriff Oborevwori not to meddle in the electoral process of IPMAN in the state,” it said. 

    It noted that the body was not a political, religious or ethnic group that could cause any harm to his political ambition in the 2027 general election, but would rather work with him to build a strong Delta, based on his MORE agenda.
