He said: “Upon receiving a tip-off, the Anti-Vandal operatives swung into action to uncover this illegal oil bunkering site. They were in this forest for two days, having cordoned the area; unfortunately the perpetrators upon sighting our men took to their heels but investigation is still ongoing to effect the arrests of such defiant elements”.

Ibiso in a statement signed by the Public Relations Officer, NSCDC, Rivers, Oluremi Ayedele, narrated the operational techniques of the illegal refinery owners.

He said from the extraction of crude through vandalism of oil pipelines, they took it for cooking in various ovens where the content was subjected to high temperature and transmitted through pipes to reservoirs for storage and onward trans loading to buyers.

Why Nigeria recorded crude oil production shortfall – Minister

The Minister of State for Petroleum Resource (Oil), Sen. Heineken Lokpobiri, Yesterday  blamed the crude oil production shortfall in the first quarter 2024 (Q1 2024) on challenges with the Trans Niger Pipeline and the maintenance that some oil companies carried out.

This explanation was contained in the statement his Special Assistant, Media and Communications, Nneamaka Okafor, issued in  Abuja.

According to the statement, Lokpobiri is intensifying efforts at restoring  the production to previous level of 1.7million barrels per day and also exceed it.

“The minister clarifies that the reported production shortfall was primarily due to issues encountered on the Trans Niger Pipeline, coupled with maintenance activities carried out by some oil companies operating in Nigeria.”

The minister is also pleased to announce that the issues have been adequately addressed, and production is expected to return to its previous levels in the coming days.

He anticipates that Nigeria’s oil production, including condensate, which was approximately 1.7 million barrels per day (bpd) prior to these developments, will soon be restored.

75% of Rivers primary schools have no teachers, 90% dilapidated, says Fubara

    • Primary health care system not functional, governor insists

Rivers State Governor Siminalayi Fubara has raised the alarm that 75 per cent of primary schools do not have teachers, while 90 per cent are dilapidated.

Sir Fubara, who described the condition of primary schools as troubling, said his administration was focused on turning around the fortunes of education, health and agriculture.

The governor, in a statement signed by his Chief Press Secretary (CPS), Nelson Chukwudi, said he became aware of the deplorable state of the primary schools when a firm, New Global, visited the state for partnership.

He said the firm came to partner his administration to enhance the capacity of teachers, but he asked them to perform field assessment of the personnel that they intended to train.

Fubara said the report from the field was very disappointing because the firm did not find the number of teachers to undergo the training for the benefit of Rivers’ children.

The governor emphasised the crucial place primary school system occupied in the educational journey of any child in shaping the character, instilling essential skills and fostering quest for learning, saying it was ignored in the past.

Fubara said his administration had its focus on education, health and agriculture sectors to change the ills identified in the system.

He said: “It will surprise you to note that an agency came to Rivers State. They call them ‘New Global’, and they were willing to spend $5million. It is not for infrastructure, but to train our teachers, to provide software and other things to improve the learning process at the primary school level.

“I told them to go round and assess primary schools in the state. After their assessment, you won’t believe it that 75 per cent of our primary schools have no teachers. Ninety per cent of the schools are dilapidated.

“So, how will you now put in the $5million? So, when I said education, I really mean education. It’s not education where we renovate schools and call people for inauguration.

“We are talking about touching what is important, because, for us to develop as a society, for us to get it right from the foundation, it is at the primary school level.

“If we don’t have that aspect right as a foundation to preparing our youths as the leaders of tomorrow, then, we have lost it.”

The governor noted that tertiary health institutions were overstretched because the primary and secondary health facilities were not functional.

He said in the coming days, the five zonal hospitals would be revisited so that they could become operational to expand health care services available to the people.

He said: “The only health facilities that are functional in this State are Rivers State University Teaching Hospital (RSUTH), and maybe, University of Port Harcourt Teaching Hospital (UPTH).

“The other aspects of the health care system that should be functioning are the primary and secondary health care. We have to do everything within our power to make sure they function.

“Now, you see, there is so much pressure because the primary health care centres have a limit of what they can attend to. So, the pressure is always with the tertiary institutions, what you call the teaching hospitals.

“We have already taken it upon ourselves, by the special grace of God, in the next one or two weeks, we are going to make sure we revisit the five zonal hospitals in the state to make sure they function.

“Now, when they function, they will give support to the primary health care centres. A lot of people die because of minor illnesses and unavailability of health centres, not well-equipped with qualified personnel. So, we know it is important.

“It might not be something people are seeing, but those are the key things to development and the things that people need, and to prove that, yes, we have a functional government”.

Fubara said there was already so much work ongoing to revamp some agricultural facilities, and make the sector attractive in order to guarantee food sufficiency and create employment for youths.

He said: “You already know what we are doing and what we are trying to do in the aspect of agriculture. God being on our side, it will work and work well for everyone of us”.

On reviving moribund state-owned industries, the governor said: “We know that the only way we can combat crime is to provide employment. I don’t think any criminal feels happy when he is enjoying his money. This is because he does so in hiding. He does it with fear.

“When you have a legitimate means of livelihood, even if it’s N10,000 that you are making, you enjoy it happily without fear. I know a lot of people want that.

“We will visit those areas to see what we can get out of it so that employment will be, at least, more for those our unemployed youths who by virtue of having nothing to do, end up resorting to crime as the only way out.”

Acknowledging their feat in successful completion of the Ramadan fasting, the governor thanked the Muslim community for their prayers and support to his administration.

He noted with delight their efforts at coordinating, mediating and ensuring a reduction to the minimum, incidence of farmers-herders’ clash in the state.

He said his administration would continue to create an enabling environment for them to practise their faith and other endeavours that positively impact on the development of the state, while promoting peace.

The leader of the delegation and Vice-President-General, Rivers State Council for Islamic Affairs, Alhaji Nasir Awhelebe Uhor, thanked Fubara for his financial support that enabled them to participate in Hajj last year, “and his inclusive policy that has given the community a sense of belonging.”

Alhaji Uhor, who said the Muslim community would not relent in partnering the governor and his administration, emphasised that they were behind him and approved of his people-oriented policies and programmes.

    • Clears nine-year pension arrears

Abia State Governor, Dr. Alex Otti has announced that the reconstruction of Ohanku Road, Aba will commence immediately after the Easter celebration even as work has commenced on Obohia Road also in Aba.

This is even as the governor announced immediate payment of over nine years of pension arrears to retired civil servants.

Otti who broke this cheering news at the Christ The King Catholic Church (CKC), Aba during their 2024 Chrism Mass, said that the roads would be done with cement pavement technology to enable them to last longer.

Ohanku road which crisscrosses four local government areas in the state upon completion, is a critical alternative route to the ever-busy Enugu-Aba-Port Harcourt Expressway, helps visitors and Aba residents to connect other parts of the state and neighbouring South-South states, and has remained impassable in the last ten years making life difficult for the few who are currently using the road.

Our correspondent reports that the deplorable nature of the road has forced some residents of the area to relocate to the city center, leaving their houses to be rented out to other tenants who may not have had the luxury of relocating to a new apartment.

Some of the residents, The Nation had reported, lost their lives and property to flooding, with new houses under threat of flooding ahead of the expected torrential rain this year.

According to Gov. Otti, “Yesterday, work started at Obohia Road. After Easter, work will start at Ohanku Road and we are doing something a little different in Ohanku Road because we are using cement pavement technology so that it will last longer.”

The Governor also noted that he has started fulfilling his campaign promises and assured that pensioners in the state have started receiving their pensions.

Anambra traders petition Soludo over four-year leadership vacuum

After four years without leadership in the Odera Market in Awka, Anambra State, the traders have petitioned Governor Chukwuma Soludo of Anambra State, demanding a Caretaker Committee or fixed democratic election date.

The traders expressed dismay with the vacuum in the leadership of the market four years after the tenure of the last Chairman, Emmanuel Nwonwu expired in February 2020.

The petition from the stakeholders was addressed to the State Commissioner for Trade and Commerce.

It was entitled: ‘Notification of Decisions…. on Vacuum/non-existent Market Leadership for about Four Years, Usurpation/Impersonation of Chairmanship Office by someone, alleged Diversion of Market Funds and Endorsement of Call for Emergence of Caretaker Committee/Elected Odera Market Executives.’

They called on the government to appoint a Caretaker Committee for Odera Market to serve for three months.

It was signed by the Grand Patron, and pioneer Market Chairman, Ozo Chinweze Ijomah; ex-Chief Security Officer, Hon. Humphrey Onuorah, and other stakeholders including Chief Ikechukwu Ugwuoke, Comrade Emeka Obi and Hon. Valentine Nweke.

They contended that the unsafe and insecure atmosphere in the market was attributable to the absence of market leadership.

The stakeholders, therefore called on the Prof. Chukwuma Soludo-led administration to urgently address the vacuum and non-existence of market leadership by appointing a Caretaker Committee for Odera Market Awka soonest

As an alternative, the traders further urged the government to schedule a date for the conduct of democratic elections for the emergence of the Odera Market Executive as soon as feasible.

“That the non-existence leadership of OSCMTA since February 2nd, 2020 has been capitalized upon by some persons to illegally assume and hijack power to continue to recycle themselves in the leadership positions, using such opportunity to hoodwink unwary traders, government, and members of the public and abuse office, extort money, erect and sell illegal structures in the market through corrupt enrichment and conversion of shop rents into personal use and misappropriate market funds.

    • Initiative will modernize infrastructure, boost economy, accelerate cyber revolution in Nigeria – Minister

History was made in Abuja at the weekend as a United States of America-based tech consulting powerhouse,  Afri-Tech United, sealed a major deal with the Federal Ministry of Science, Technology, and Innovation (FMSTI), to deliver a monumental cloud migration initiative to the country.

The Afri-Tech United lead partner and Nigerian US-based IT expert, Mr Jacob Uwah, who disclosed this in a statement, explained that the partnership is aimed at developing a Master Cloud Platform, a strategic move designed to catapult Nigeria into a new age of cyber sophistication and global tech leadership.

Uwah disclosed that the Minister of Science, Technology, and Innovation, Chief Uche Nnaji, had spent several months discussing the best approach for Nigeria’s groundbreaking transformation alongside the Afri-Tech United team, which ultimately led them to design the framework for the Master Cloud Platform.

“This project is a testament to the power of collaboration, paving the way for a new era of cyber excellence,” he said.

An ostensibly excited Minister Nnaji said: “This initiative aims to modernize our infrastructure, optimize public and private sectors, and revitalize many of our traditional revenue-generating ventures, through highly sought-after strategic partnerships.”

The minister also said that what was central to the Afri-Tech partnership is the current President Bola Tinubu administration’s goal of producing two million tech jobs each year, adding that “the visionary effort to combat unemployment and open doors to countless opportunities for Nigeria’s youth was highlighted by Vice President Kashim Shettima, during an earlier interview at this year’s World Economic Forum with Arise TV,” where he stated that “230 million people, 75 percent, are below the age of 30… We need to change the dynamics, come to terms with global realities… and position our nation in its rightful place in the comity of nations.”

“We’re investing in more than technology; we’re investing in Nigeria’s future.

“As a country, we are ready to set the global standard, showing the world that Nigeria is leading the cyber renaissance, not just participating in it.”
