Diri: electronic voting solution to Nigeria’s challenges

    By Simon Utebor, Yenagoa

Bayelsa State Governor Douye Diri has voiced his support for electronic voting as a solution to Nigeria’s electoral challenges.

Diri, who spoke at a reception in his honour in Sampou community, Kolokuma/Opokuma Local Government Area, said though electronic voting might not solve all the problems, it would significantly reduce the challenges.

A statement by his Chief Press Secretary, Daniel Alabrah, quoted the governor as recalling with displeasure malpractices which marred the 2019 governorship election.

He ascribed his victory to ‘God who showed Himself in my case as the only one who gives power’.

The governor thanked the people of Sampou for the honour, and also appealed for patience and support for his administration.

He said: “Part of what would solve the problem of this country is electronic voting. I recommend e-voting, e-register and electronic elections in Nigeria. It might not solve all our electoral problems, but would go far in resolving most of our electoral conflicts.

“My leaders, my elders, my brothers and sisters, I appreciate you for the love and honour you have shown me. The colourful reception you have organised in my honour, I say thank you. I bring a message of love and hope.

“Out takeoff as a government was very turbulent, but we have flown above the turbulent weather. Now we are stabilising and the testimony is all across the state. I only ask for your support.”

Deputy Governor Lawrence Ewhrudjakpo appreciated the people for the reception. He also called for patience and support for the administration, promising the people that its prosperity agenda is guaranteed.

IYC: Wike can’t stop protests at NDDC

    By Simon Utebor, Yenagoa

The Ijaw Youth Council (IYC) Worldwide has berated Rivers State Governor Nyesom Wike for his alleged threats against ethnic groups planning to protest perceived shortcomings in the Niger Delta Development Commission (NDDC).

Wike had allegedly threatened to mobilise against protesters at the NDDC headquarters in Port Harcourt. He said NDDC does not belong to any ethnic group but to all people of the Niger Delta.

A statement yesterday by IYC Spokesman, Ebilade Ekerefe, said the Ijaw youths agreed with Wike that the NDDC belongs to every Niger Deltan.

The group however insisted that when some ethnic groups were maintaining ‘table manners’ in the peak of the agitations, others paid the supreme price before NDDC was created in 2000’.

Ekerefe asserted the right to protest is the constitutional right of every Nigerian, including Niger Delta groups, and said ‘Wike lacks the power to stop any group from protesting at the NDDC headquarters.

He said: “It is a logical contradiction for Governor Wike to, in one breath, assert that NDDC belongs to all ethnic groups and, in another breath, threaten to mobilise against protesters at the NDDC headquarters.

“Is Wike insinuating that Rivers indigenes, especially Ikwerre, own NDDC more than others?”

Ekerefe advised Wike to treat the people as equal stakeholders since he believes that NDDC belongs to everyone in the region.

He alleged that available evidence suggested that the governor was only concentrating development in his Ikwerre land, while Ijaw communities, especially Abonema, remain underdeveloped.

On Wike’s threat to use brute force to deal with youths who engage in any form of picketing at the NDDC headquarters, Ekerefe said the governor did not make proper findings and didn’t get his facts correctly before threatening ‘fire and brimstone’.

He added: “Such statement is provocative and disrespectful, and capable of causing disaffection and breach the peaceful coexistence among ethnic nationalities within the region. This can invariably truncate the existing fragile peace in the Niger Delta, and we advise the governor to apply caution in his public comments

“The renewed agitation for a substantive board in the NDDC became inevitable having noticed that it has become a deliberate ploy by the Federal Government to undermine the region and under develop it when other intervention agencies outside the region do not suffer similar fate.”

Aba residents lament indiscriminate arrests of innocent citizens by police

    By Sunny Nwankwo, Umuahia

Residents of Aba, the commercial nerve of Abia State and its environs have cried out to the governor of the state, Dr. Okezie Ikpeazu and the Inspector-General of Police IGP Mohammed Adamu) over what they described as indiscriminate arrests of innocent citizens by personnel of Abia State Police Command.

The said arrest is coming on the heels of the growing security challenges witnessed in Aba and other neighbouring communities.

The Nation investigation revealed that the “indiscriminate” arrest could not have been unconnected with the attack on Police Patrol van at Uratta junction by Enugu-Aba-Port Harcourt Expressway which led to the death of a Police Inspector and the invasion, looting of armoury and killing of another Police Inspector when yet-to-be identified gunmen attacked the Omoba Police Division in Isiala Ngwa South Local Government Area of the State.

Our correspondent acting on credible information that police operatives had laid siege on the Omoba community, took a tour around the community to verify the veracity of their claims.

Some of the indigenes who left the village to take refuge in neighbouring communities for fear of being arrested by the police, told our reporter that the targets of the police team were mainly youths (males in particular).

According to them, their community is near a ghost land as most people now restrict their movements within their compounds.

Our correspondent who took a tour of Obikabia-Umukalika road in Obingwa Local Government reports that operatives of the State Police Command Rapid Response Team (RRS) were spotted with some group of boys packed in their pickup patrol van and a green coloured Sienna SUV while another L300 bus was carrying what appears to be a household property including upholstery, fan and among other things.

In the convoy was an ash coloured Camry believed to belong to the Divisional Police Officer of Omoba.

A resident who preferred anonymity told our correspondent that they hardly sleep with their eyes closed over fear of the unknown as their community has almost been taken over by personnel of the Nigeria Police and the DSS both in uniform and on mufti.

It was the same scenario for residents of Uratta in Aba North Local Government Area as they claimed that a civil servant with the Abia State government was last week arrested by the operatives of the Nigeria Police in his compound after the killing of the Police Inspector and burning of an operational vehicle handed over to the Uratta Police Division by the Police Commissioner of the state from the fleet of cars donated to the police by the Governor of the state, Dr. Okezie Ikpeazu recently.

The residents of Omoba and Uratta have raised concerns over the safety of the members of their communities as they claimed that they have not been able to establish contact with them since they were reportedly whisked away by the police from their communities.

The Police Public Relations Officer, Geoffrey Ogbonna, until the time of this report was yet to respond to a text message sent to his phone over the allegations against police by residents of Aba and its neighbouring communities.

Relief as Imo gets improved security

    By Damian Duruiheoma, Owerri

There seems to be relief amongst the residents of Imo State as security situation in the state is gradually improving.

The state had, before now, been under siege of kidnappers and armed robbers with high profile individuals such as the Auxiliary Bishop of Owerri Catholic Archdiocese, Most Rev. Moses Chikwe and many others being kidnapped for ransoms while others were killed.

However, findings by The Nation showed that in the past two weeks, no serious criminal activities, particularly kidnapping and armed robbery, had been reported within the state.

While residents attributed the new development to the end of the Yuletide season, the state police command said the arrival of the new Commissioner of Police, Mr. Nasiru Mohammed had led to the bursting of kidnap dens across the state.

According to the spokesman of state police command, Orlando Ikeokwu, kidnapping and armed robbery activities reduced since the arrival of CP Mohammed, who assumed office on January 21, 2021.

  • Don scores Okowa low on tertiary schools upgrade

Don scores Okowa low on tertiary schools upgrade

    By Elo Edremoda, Warri

Retired Professor of Philosophy, Jim Nesin Omatseye, has reacted to the bill by Governor Ifeanyi Okowa, seeking the upgrade of three tertiary institutions in Delta State.

Speaking in a telephone chat with The Nation in Warri, the professor said the state government has not “done well” for the three Warri Local Government Areas, Warri North, Warri South and Warri South West, given that they were left out in the proposed upgrade.

He stated that ordinarily, one of the three Warri council areas should have been considered for a university.

It will be noted that the College of Education, Warri (CoEW), is situated in Warri South LGA.

Prof. Omatseye posited that CoEW be considered for upgrade, so as to create job opportunities and admission into uncommon areas of study for the people in the area.

Read Also: Okowa to inaugurate roads, schools in Warri

According to him, being fully operational and having “more PhD holders” as lecturers, it is easier for the CoEW to be upgraded to a university.

Wondering why the governor chose to upgrade the College of Education, Agbor and the Anwai Campus of the Delta State University (DELSU) to varsities, when they are only a few kilometers apart, he posited that the later could serve as an extension of the former once upgraded to a university.

“As one who is involved in tertiary education both in Edo and Delta, I feel, like many others in the three LG councils of Warri, that government has not been fair to us. The three LG councils of Warri have no university in their name.

“It is unfair that the Delta Central area has FUPRE, DELSU, Western Delta and then at Agbarho-Otor, they have Ibru and Cecelia University. The Ijaws have Maritime University, Okerenkoko, which maybe on the area but you know the politics behind that, and Edwin Kiagbodo Clark University, but the Itsekiris have none, Koko has nothing.

“Warri as a town has College of Education which for the first time, the provost is from the area. The question is what have we done in the three Warri LGAs? We have not got people to establish private universities like Ibori and Ibru. So should we therefore, be left without a university? And we know what that means in terms of employment opportunity, admission into rare areas.”

Prof Omatseye assured that the issue of land availability in Warri was no longer an excuse, as some Itsekiri educators had made efforts to build a university in Obitugbo located in Koko, headquarters of Warri North.

  • 1,000 rural farmers in Enugu to benefit from Sani Nnaji Foundation

1,000 rural farmers in Enugu to benefit from Sani Nnaji Foundation

    By Obinwa Nnaji

A two-day action packed lecture workshop series, organised by Alhaji Sani Nnaji Foundation, to equip rural farmers in Isi-Uzo Local Government of Enugu State ended at the weekend in Enugu, with promising notes of a greater agricultural involvement by the people of the area.

Perhaps , for the first time. the prospective farmers were being practically tutored on the merits of intercropping on basic crops like Cotton and Cowpeas cum Legumes, Maize and Melon.

After the inspiring opening speeches by the Chairman of the Foundation. Alhaji Sani Friday Nnaji, who flew in from his Gusau Zamfara base, and remarks by the Enugu State Commissioner for Agriculture, Honorable Matthew Idu and that of  the Secretary of the Board of the Foundation, and also a Member of the Enugu State House of Assembly and Chair person Committee on Agriculture in the House, Mrs Amaka Ugwueze, the workshop livened up.

Ably handled by Agriculturists and Agronomists from the Nnamdi Azikiwe University, Professor U C Onugu, Dr Uko Ibeabuchi, Dr Mrs Nma O. Okoroji and  Obianefo A. Chukwujekwu of IFAD Value Chain Development Program (VCDP), Anambra State, the trainee farmers fully engrossed with the various topics lined up for discourse, could not have asked for more, as the roared to go.

In his opening stanza, his paper ‘Agronomics of early Maize/ Melon Intercrop’, Professor Onugu, from Department of Agric. Economics and Extension, Faculty of Agriculture, Nnamdi Azikiwe University, dwelt on the importance of Maize as one of the most vital cereals and  crops cultivated in the country and overseas, emphasising on the need to pay adequate attention to all the necessary agronomic practices in order to ensure good yields.

Prof Onugu took the participants drawn from the five major Towns that populate Isi-Uzo Local Government area viz; Eha-Amufu, Ikem, Neke, Mbu and Umualo, through a most educating and practical demonstration of the perfect process in order to get abundant harvest at last. They run thus, Selection  bordering on the right soil for optimum yield, Land preparation, Varieties, Planting proper, Fertilizer application, Weed Control, and Recommended Herbicides for control of Weeds in Maize,.

Others include Crop protection, Harvesting, Threshing and Storage. On Melon, Prof Onugu, explained that intercropping Melon with Maize , was highly profitable as the land enjoys favourable soil micro-environment, which increases the rhizophere fungi and bacterial numbers of maize for total crop production.

Since  Melon like Legumes, benefit from treatments applied to their accompanying crops, and Nitrogen being one of the nutrients needed badly for the growth of Melon, it was only saying the obvious that intercropping both crops Maize and Melon, would be achieving a bountiful harvest.

Treating what looked like the thrust of the worship Cotton Cultivation which is Alhaji Sani’s speciality and most avowed attraction,  Dr Uko Ibeabuchi of Department of Crop Science and Horticulture, Faculty of Agriculture, Nnamdi Azikiwe University, Awka, encouraged the farmers to do a good feasibility study encompassing, prospective buyer and buyers , land, very good seeds, fertilizers, pesticides and labourers to work on the farmlands, insisting that Cotton cultivation is capital and labour intensive.

Since sunlight is key for cultivation, Dr. Ibeabuchi advised that professionals need to be gotten to carry out soil test to ensure that the land supports Cotton growth. The soil for cultivation would be well moist and properly exposed to sunshine as after 15 days, he explained that the Cotton would have fully sprouted. He spoke of the added soil nitrogen benefits of growing Cowpeas alongside Cotton as they cover the grounds quickly thus preventing erosion.

Mr Obianefo Chukwujekwu in his down-to-earth interactive session addressed several issues amongst them were first to have what he dubbed ‘Why I am here into farming’ and encouraged the trainees to have a foremost Agric- business mindset, to go in with a mindset of entrepreneurship, productivity yardstick and benchmark including ensuring that the Farmer does a Memoradum of Understanding MOU, with prospective buyers..

He said since nations of the world  were bound to experience insecurity especially in job losses and unemployment, agriculture would remain the lure and re-emphasised the advantages of maize production which he said hinged on Food Market Staple, Livestock market and Industrial Raw materials.

On her part, Dr Nma Okoroji , Department of Cooperative Economics and Management. Nnamdi Azikiwe University Awka, who said agriculture was the best way to develop a people and nation, urged the farmers to always form a Cooperative. “It’s a rally point, like the Kenyan Harambe solidarity to push a cause forward. With cooperative, you work together to promote and lift one another. Being in cooperative, you do not pay tax,” she noted.

Dr Nma who is also the National President of Coconut growing Farmers in Nigeria, with Alhaji Sani as her Vice, praised the vision of the Founder of the Foundation for his magnanimity and dexterity in agriculture making his mark in Zamfara, Kaduna and other parts of northern part of the country. She said the farmers in Isi-Uzo were lucky that they have an already made buyer of all their produce, in addition to providing them the seedlings, materials, equipment to cultivate Cotton and even Coconut.

“Am gladdened, Alhaji Sani taught me Cotton, and I modestly taught him Coconut’, Dr Nma Okoroji , explained.

The trainers had since returned to their communities to begin the training of the 1000 rural farmers chosen for this pilot exercise, who are to be provided with seedlings and stipends by Alhaji Sani Friday Nnaji, through the Foundation and would pick up all the proceeds paid for , bearing in mind the market forces and costs at the time of harvesting and selling by the farmers, whose joy know no bounds.

Certificates were given to all the Trainees and Coordinators by the Secretary of the Alhaji Sani Nnaji Foundation. Hon Mrs Amaka Ugwueze, House Committe Chairman Enugu State House of Assembly.

  • Court orders Cross River to pay bank $6.5m debt

Court orders Cross River to pay bank $6.5m debt

    By Eric Ikhilae, Abuja

The ECOWAS Court of Justice has ordered the government of Cross River State to repay $6,455,846 and an interest of 6.5% per annum starting from 31st August 2018 to the ECOWAS Bank for Investment and Development (EBID) being the amount outstanding from a loan granted to the state in 2005.

A three-man panel of the court gave the order in a unanimous judgment on Friday in a suit brought by the bank, an agency of ECOWAS, an official of the court, Elohor Ovadje said in a statement.

Justice Edward Amoako Asante, President of the court, who delivered the judgment, said the “sum represents the situation of the Tinapa Free Zone Project loan in the Applicant’s book as of 31st August 2018.”

The court also ordered Cross River to submit to the court, within two months, a report on its measures to implement the Court’s orders relating to the loan with which the government financed the Tinapa business resort.

It granted almost all the reliefs sought by the bank but declined EBID’s claim for immediate execution of the Irrevocable Standing Payment Order (ISPO) a loan condition precedent mandating the Accountant General of the Federal Republic of Nigeria tagged “Guarantee” in Clause 7.05 of the loan agreement to satisfy the indebtedness.

The court also refused to grant the EBID’s claim for solicitor’s fees on the ground that it was not backed by documentary evidence.

EBID had filed the suit, marked; ECW/CCJ/APP/14/19 on 2nd April 2019 urging the court to declare its Loan Agreement No 7/AP/LAR/FRDF/04/05 with Cross River as valid, binding and subsisting between the parties.

It also prayed the court to declare Cross River as having failed to fulfill a loan condition precedent, and proceed to compel it to repay the loan with interest.

It alleged that despite several demands, the Respondent refused and or neglected to repay the loan with a duration period of seven (7) years after a two-year moratorium.

In its response, Cross River admitted it approached EBID to part finance its TINAPA business and resort project located near its Calabar Free Trade Zone, and that both parties signed a loan agreement on 20th May 2005 for a sum of UA6, 525,371 equivalent of USD10, 000,000.

It claimed to have made repayments until 2010 when it defaulted due to an administrative issue and that the repayment schedule for the outstanding payment of $5,692,376 was restructured to run from 7 January 2010 to 1 January 2020. The Responded added that it paid installments totaling UA3, 277,080 by 1 January 2014.

In its judgment on Friday, the court noted that the Cross River defaulted on its repayment schedules.

Other members of the panel were Justices Gberi-Be Ouattara and Januaria Moreira Costa.

Also on. Friday, the court fixed judgment for March 11 in the suit filed by a Venezuelan, Alex Saab, allegedly detained by the government of the Republic of Cape Verde  in response to an extradition request by the government of the United States.

In the suit marked: ECW/CCJ/APP/43/20, Saab stated that he was arrested during a refueling stopover of the aircraft in which he was traveling, and has been detained since last year by the authorities of Cape Verde.

In the suit, he is challenging his detention by the government of Cape Verde pending extradition at the request of the United States of America.

Saab argued that, as a special envoy on a diplomatic mission, he ought not to be arrested and detained by the Cape Verdean authorities.

In its response, Cape Verde submitted that Saab’s arrest and detention, pending his extradition was carried out based on the general principles of international judicial cooperation in criminal matters, in strict compliance with the provisions of Arts. 3 and 4 of Act No. 6/VIII/2011, of 29 August and that it is not in violation of Cape Verdean law or any international agreement, treaty or convention to which the country is a party.

It equally averred that Saab did not meet the requirements, qualifying him as a special envoy with the associated immunity.

The Court had in its ruling delivered on  December 20, 2020 ordered the Republic of Cape Verde to place Saab under permanent home detention in good conditions, including allowing him access to medical treatment and visits.

The court equally ordered that he should not be extradited pending its decision on the substantive case.

The case was heard by a three-member panel made up Justices Edward Amoako Asante, Dupe Atoki and Januaria Moreira Costa.
