ASSISTANT Inspector General of Police (AIG) Zone 9, Baba Tijani,  has confirmed Dr. Collins Obi as the Police Community Relations Commission (PCRC) chairman for the zone comprising Abia, Imo and Ebonyi states.

This follows an earlier threat by some management team of the zone to resign enmass from the commission if Obi who they alleged has exceeded his tenure insists to remain as the chairman of the zone.

Chairman of the management team, Chima Chukwunyere,  earlier,  while addressing a press conference in Owerri with other members of the team had accused the AIG of empowering Obi to hold on to power.

But Tijani in response to their allegation explained that he inherited the administration of Obi from his predecessor, and after thorough investigation certified that he was duly elected.

On the threat of resignation by some aggrieved members, Tijani who spoke through Zone 9 Public Relations Officer, Janet Egwu said that it will not be of any effect since according to him, “they voluntarily joined the commission and opting out will not constitute any problem at all.”

Obi while responding to the claim on his refusal to abdicate his position after his four years tenure said “ they are just desperate people trying to politicise PCRC.

“I was duly elected and stayed for four years before I was re elected.  I’m now  2 years in office after that election . My achievements speak for me, that was why I was re elected. They said the AIG imposed me on them, how can that be, they even said I brought in thugs to disrupt election, is it possible to bring  thugs to a place like Zone 9, police is a disciplined and organized.”

Okigwe senatorial poll: Court declares Araraume APC candidate

     Chris Njoku, Owerri

A FEDERAL High Court sitting in Owerri on Friday, declared Senator Ifeanyi Araraume, candidate of the All Progressives Congress(APC), for Okigwe Senatorial election.

The presiding judge, Justice Tegem, in his ruling, in Suit no FHC/Ow/101/2020, nullified the election of Frank Ibezim, on the grounds that he was disqualified by the party’s screening cmmittee before the primary election.

The  court stated that in the eyes of the law that Ibezim should not have participated in the primary.

According to him, the next person with the highest number of votes, Senator Ifeanyi Araraume, automatically becomes the candidate of the APC for Okigwe Senatorial election.

Recall that Senator Ifeanyi Araraume had approached the court, disputing the nomination of Ibezim as candidate of the party.

The court had after proceedings on October 16 adopted briefs of counsels on the matter and reserved judgment for October 27.

The court did not pass judgment on the said date as the presiding judge was not on sit.

The APC Okigwe senate primary had generated controversy as parallel primaries were held.

The APC had  forwarded the name of Frank Ibezim, to the Independent National Electoral Commission as the authentic candidate of the party for the forthcoming Okigwe senatorial  polls.

Reacting to the ruling via a telephone chat with our correspondent,  the APC state chairman, Prince Marcellus Nlemigbo, said: “We will appeal against the ruling.”

    Abia motorists decry police extortion

Motorists plying the old Aba/Umuahia highway have decried the activities of policemen who mount roadblocks and extort money from them.

There are over 10 roadblocks from Itungwa to Umuafo, a distance of less than three kilometres, mounted by men of the Eastern Ngwa Police Division and the Federal Highway Police.

Ike Chijioke, a driver who plys the new Abia/Akwa Ibom road, said they risk trouble if they refuse to give the police and soldiers money, whether the vehicle particulars are up to date or not.

He said: “Policemen and soldiers have returned to their old ways of extorting money from motorists. We thought that with the #EndSARS protests, police intimidation would be a thing of the past, but we are mistaken.

“Even the soldiers are back with the small boys who collect money for them at various checkpoints. The vehicle size will determine the amount to be collected, and it could be higher if the bus is overloaded with commodities.

“For the Federal Highway Police, you must park your vehicle and get to their patrol van where you pay about  N500 depending on your load.”

The motorists called on the Commissioner of Police, Mrs. Janet Agbede, and Area Command Area Kabiru Ibrahim, to call their men to order.

Efforts to speak with Agbede were unsuccessful as she did not respond to messages and calls to her phone.

A military source in 14 Brigade, Army Headquarters, Ohafia, said the Army leadership has zero tolerance for extortion. He warned that any soldier caught extorting, dehumanising or exploiting the public would be dealt with according to the outfit’s operational guidelines.

SARS probe: I don’t know if my son is alive, father recounts

    From Bisi Olaniyi, Benin

Two of the 27 victims who submitted petitions at the Edo State Judicial Panel of Inquiry for victims of human rights abuses by operatives of the disbanded Special Anti-Robbery Squad (SARS) yesterday testified in Benin, the state capital.

An officer of the Nigeria Customs Service (NCS), Isaac Edoh, said he doesn’t know if his son, Baba, was dead or alive after he was brutalised by policemen.

Edoh, an indigene of Benue State, said the last time he saw his son was in 2011. According to him, Baba was an undergraduate of English Literature at the Usman Dan Fodio University, Sokoto State, before he was arrested.

The displeased father said he received a call on June 2011 from the Criminal Investigation Department (CID) that his son was arrested on the Benin-Auchi Road for alleged kidnapping.

Edoh said he left office immediately in Lagos, rushed to Benin and found his son lying in a pool of blood.

He said: “I tried speaking with him but the officers prevented me, despite knowing he was my son. The next day, I visited the police station but discovered that my son’s name was not in the record of their detainees.

“I immediately contacted the officer in charge of kidnapping, who said my son was not in their custody. I was told he was one of the suspects paraded on national television on June 4, 2011.

“I was also told that robbers struck and shot my son while the police were conducting investigation in Auchi, Edo North, but none of the officers were injured. The only person they claimed died was my son. Since his acclaimed death, the police have refused to release his body.

“I later filed a suit at the High Court in Benin for the abuse of my son’s fundamental human rights. I got favourable judgment, but, unfortunately, the police appealed the case on the basis of identity conflict. The Appeal Court urged us to return to the High Court for retrial. Since then, I have been demoralised, and I do not know whether my son is alive or dead. All I want is justice.”

Chairman of the panel Justice Ada Ehigiamusoe (rtd) admitted a photograph of the son, Compact Disc (CD) of the paraded suspects and court proceedings, as exhibits.

Further hearing in the matter was adjourned till November 17 to get response from the indicted officers.

The second victim, Sunday Akpan, said he was repeatedly hit on his ear by an officer for allegedly selling his wife’s refrigerator and shop to pay a debt.

Akpan, who spoke through his lawyer, Festus Obijeko, said he couldn’t hear well due to the assault          .

Obijeko noted that his client’s condition had made it difficult for him to fend for his family.

He said: “Akpan was told the policeman died in the line of duty, and that the command would get back to him. That was in February this year. Since then, the police authorities have not gotten back to him.

“The matter has broken my client’s marriage. As I speak, Akpan and his wife are separate; his children are not in school and are not well fed. The psychological coverage a father should give to the children is missing.”

Justice Ehigiamusoe assured the victims the panel would be fair and thorough in its job. She added that victims could still come to the panel’s office to make oral petitions, and called on officers and men of the Nigeria Police Force (NPF) to also present their petitions.

She said: “We entertain oral petitions too. You can walk into the secretariat of the panel and lay your complaints verbally. Our sittings are open to the public and our findings and recommendations will be presented to the government…”

  • PDP admits error in Obaseki’s certificate

PDP admits error in Obaseki’s certificate

By Bisi Olaniyi, Southsouth Bureau Chief

The Peoples Democratic Party (PDP) has admitted the error in Edo State Governor Godwin Obaseki’s University of Ibadan (UI) certificate.

It blamed the photocopying machine for the error.

The error disqualified Obaseki from seeking a second term on the platform of the All Progressives Congress (APC).

A petition by the Action Democratic Party (ADP) and its governorship candidate, Iboi Emmanuel, accused Obaseki of forgery, giving false information and perpetuating electoral malpractices.

The party prayed the tribunal to disqualify Obaseki for his controversial first degree certificate and nullify the votes cast for him. It also prayed the tribunal to order the Independent National Electoral Commission (INEC) to conduct a fresh election, involving other qualified candidates, but excluding PDP and Obaseki.

But PDP, in its reply to ADP and Emmanuel on Tuesday, said there was a mix-up in Obaseki’s admission and graduation year.

The party also admitted that despite the error, Obaseki observed the mandatory National Youth Service Corps (NYSC) scheme. It added that the petition was incompetent and statute barred, describing it as a pre-election matter ‘which the tribunal could not entertain’.

It said: “While filling the forms for the election in 2016, Obaseki mistakenly filled in 1976 as the year of graduation, which was actually the year of his admission into UI.

“At the time Obaseki was completing his Form CF001 in 2016, he deposed to an affidavit, saying he had misplaced the originals of all his certificates, while changing offices, with the intention to apply for a re-issuance of the certificates.

“Subsequently, before Obaseki submitted his Form EC9 in 2020, the original certificate issued by UI was found, which has the signatures of then Vice Chancellor and Registrar. The original certificate was issued in A5 size. However, in order for the photocopy to be attached to the Form CF001, the size was reduced to A4 and in the process, leaving out some information on it.

“The tribunal lacks the jurisdiction to entertain the petition because it is statute barred; the issues raised by the petitioners are averments which are not relevant in determining the petition…”

  • Police committee rejects imposition of chairman

Police committee rejects imposition of chairman

     Chris Njoku, Owerri

MEMBERS of the Police Community Relations Commission (PCRC) in Zone 9, comprising Abia, Imo and Ebonyi States, have threatened to resign.

The threat follows the alleged imposition of Collins Obi as chairman of the committee by the Assistant Inspector-General of Police (AIG), Tijani Babani.

Arising from an emergency meeting in Owerri, Imo State, Chairman of the seven-man committee, Chima Chukwunyere, accused Babani of imposing Obi on them after he had spent 10 years in office.

He said: “Obi’s tenure has expired and the national headquarters called for election on April 18, 2018. However, as soon as it dawned on Obi that majority of the delegates would vote for his opponent, he brought in thugs to disrupt the exercise held at Zone 9 police command in Umuahia, Abia State.”

Chukwunyere explained that after the election was aborted, the National Working Committee (NWC) and National Executive Council (NEC), having suspended and later expelled Obi, appointed a seven-man caretaker committee on September 29 to take over the zone’s leadership.

“Again the Zone 9 police authorities refused to accept the NWC recommendation and so Obi was imposed on us as chairman.

“It is clear that the zone 9 police authorities do not have regard and respect for the organisation and its members. With this situation, there is no PCRC in the zone until the national chairman and the police hierarchy in Abuja address our grievances.”

But Obi said he remains chairman of the zone after a duly conducted election. “I have spent six years not 10 years as claimed,” he said.

Babani refused to speak on phone.
